Particulars concerning persons whose apprehension is sought will be inserted in one issue of tht POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. S. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified. In all eases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. t. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of 7s. 6d. per photograph or sketch oj a stclen article, including the expense of engraving on wood. 0. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and arc alphabetically arranged by counties. , 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will k wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond <$ Co.," Post Office Order payable at Charing Cross, Postal Order, or m Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst o£ April, 1887, between the British and Belgian Govern- ments, for amending Article I. o! the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver Hp to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiiing party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, thai the High Contracting Parties be hound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty in that either Government may deliver op its own subjects to the other Government, but can not be considered bound to do so. APPB. S. L. and other blue marks on left wrist, crown and cross flags on back of left hand, rings on 1st, 2nd, and 3rd left fingers. Sentenced at Middlesex Sessions, 3rd November, 1884, to 5 years' penal servitude for larceny. K 919. Warrant issued. Department.— For Stealing, 22nd ult., £ 140 in £ 5 Bank of England Notes, Nos. 34496, 34497, 34498, and 55055 to 55075 inclusive, all dated 7th Octo- ber, 1889 ; and two blank letters of credit on Messrs. Cox and Co.' s Bank, Charing- cross— ALBION HENRY SLADE, a banker's clerk, age 35 to 40, height £ ft. 8 in., complexion sallow, hair and moustache iron grey, eyes grey, scar between eyes ; dress, long blue overcoat with velvet collar, dark cutaway coat and vest, dark or light mixture trousers, brown spats, and blue shaded hard felt hat. Is known at Wimble don, and Morden, Surrey. 3.— M Division.— For unlawfully withdrawing himself from duty as a police constable— ALLAN TREHERNE, age 34, height 5 ft. 8^ in,, complexion fresh, hair brown, moustache sandy, eyes grey ; dress, dark clothes and a hard felt hat. A native of Berrow, Worcestershire. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. AYRSHIRE. 4.— Ayr ( County).— Woodcut portrait and descrip- tion of JAMES STEWART, alias EDWARD COOK, JAMES COOK, and EDWARD McDERMONT, whose apprehension is sought for housebreaking at Troon, on the 7th and 20th ult., age 36, height 5 ft. 5 in., slight build, complexion sallow, hair brown, eyes ( large and staring) grey, clean shaved, heavily pockmarked, • speaks with a Scotch accent; dress, dark cloth coat and vest, moleskin trousers, and cloth cap with single peak. A hole- borer or rivetter. Sentenced at Glasgow, in December, 1877, to 10 years' penal servitude for assault and robbery. Liberated on license from Chatham Prison, 30th April, 1886. Office No. 30511- D 1397. Has been subsequently convicted as follows: at Edinburgh, 10th March, 1887, and sentenced to 12 months' imprisonment; and at Dumbarton, 26th No- vember, 1888, and sentenced to 10 days' imprisonment. Last trace obtained of him was at Ayr, on 25th ult. Is likely to seek work at iron shipbuilding yards. Is said to be well known in shipbuilding yards on the Clyde. Warrant issued. BERKSHIRE. 5.— Farmgdon ( County).— For stealing a watch entrusted to him to clean, 27th ult.— A MAN, sup- posed named " PATERSON," age 62, height 5 ft. 10 in., hair ( parted at sides, and with curl on top), turning grey, eyes light blue ; dress, long small plaid coat and trousers, much worn, and of a green colour, brown hard felt hat. Warrant issued. Information to Supt. Butcher, Faringdon. CHESHIRE. 6.— Birkenhead ( County).— For housebreaking and wilful damage at New Ferry, 17th ult.— SAMUEL GRIFFITHS, age 39, height 5 ft. 8 in., complexion sallow, hair dark brown, eyes hazel, oval face, mous- tache dark, scar on forehead and under left eye, lost end of second finger right hand, boil marks outside right forearm, moles back of neck, birthmark on left posterior; dress, dark blue monkey jacket and vest, brown corduroy trousers, light colour muffler tied in sailor knot, strong lace boots, and dark blue cap with cloth- covered peak. Is a notoriously bad character, and is now supposed to be employed as labourer or navvy on one of the sections of the Ship Canal Works. Warrant issued. Information to Chief Supt. Hindley, Birkenhead. A native of Staindrop, Durham. Licensed 4th December last. Y. D. 1248. Warrant issued. Information to Supt. Thompson, Barnard Castle. ESSEX. 8.— Southend { County).— For stealing the sum of £ 50 at Shoeburyness, 30th ult.— Quartermaster- Sergeant CHARLES DANGERFIELD, age 41, height 5 ft. 11 in., complexion fresh, hair ( turning slightly grey) brown, eyes grey, mole between shoulder- blades ; dress ( supposed), plainclothes. A native of Isleworth- road, London. Warrant issued. Information to Supt. Hawtree, Southend. GLOUCESTERSHIRE. 9.— Cirencester ( County).— For stealing £ l 17s. - JOHN WATKINS, age 41, height 5 ft. 10 in., complexion sallow, hair dark brown, whiskers and moustache dark brown, eyes grey, shaved on chin, cup mark left breast; dress, dark corduroy jacket and vest, grey plaid trousers, heavy lace boots, and black bowler hat. A labourer; native of Ampney Crucis, Cirencester. Is a pensioner from the army. Warrant issued. Information to Supt. Morgan, Cirencester. HAMPSHIRE. 10.— Winchester ( City).— For stealing a quantity of tools ( recovered)— JAMES MARTIN, alias TEDDY, age 40 to 45, height about 5 ft. 7 in., hair, whiskers, and moustache light brown, full red face, appears to drink heavily, very dirty appearance ; dress, black monkey jacket, moleskin or cord trousers, white soft felt hat. A bricklayer; native of Southampton. Information to Head Constable Morton, Winchester. HUNTINGDONSHIRE. 11.— St. Ives ( County).— Woodcut portrait and description of ABRAHAM DAWSON, alias KELETT, of Leeds, whose apprehension is sought for conspiracy to defraud— age 40, height 5 ft. 6} in., complexion very fresh, hair dark brown, eyes grey, very stout build, nose crooked, lisps slightly, scar back of left hand, plausible manner, and cleverly acts the part of a simple country farmer. Was convicted at Leeds Borough Sessions, 12th April, 1880 ; at Devon Assizes, 24th July, 1884; and at the West Riding Sessions, Wakefield, 18th October, 1887.— RICHARD TAYLOR, alias DICK NOBLE, age about 36, height about 5 ft. 7 in., complexion sallow, hair and moustache dark brown, eyes grey, haggard appearance ; occasionally has fits, especially if he drinks. A native of Holbeach, Lin- colnshire, but resided for some time prior to Michael- mas last at Wellingborough. Is supposed to be travel- ling the country with a dwelling van, accompanied by his wife.— WILLIAM THOMPSON, age 27, height 5 ft. 8 in., complexion fresh, hair and moustache ( slight) brown, eyes grey, horsy appearance. A native of Wisbech. Was formerly in the employ of a horse- dealer at Boston. All are well- known to horse- dealers, and are likely to be together. Warrant issued. Information to Supt. LANCASHIRE. 12.— Church ( County).— For stealing a pair of trousers ( recovered at Accrington) and two sovereigns at Huncoat, between 22nd and 29th ult.— HAR- GREAVES SMITH, age 35, height 5 ft. 7£ in., com- plexion fresh, two blue marks over nose, walks erect, smart appearance; dress, black coat, cord trousers, clogs, and billycock hat. A dogger, and has worked in many of the Lancashire towns. He is a member of the Cloggers' Association, and will present his card of the club- house of the town where he starts work. j Information to Supt. Campbell, Church. 13.— Old Trafford ( County).— For stealing at Openshaw, 26th ult.— A brown striped dress skirt trimmed with brown velvet— AN NIE SMITH, age about 25, height 5 ft. 1 in., complexion fresh, hair brown. Information to Supt. Bent, Old Trafford. 14.— Blackburn ( Borough).— For embezzlement— FRANK KENDALL, age 28, height 5 ft. 4 or 5 in., complexion fair and fresh, hair and moustache light brown; dress, blue reefer overcoat with velvet collar, black worsted shooting coat and vest, dark blue trou- sers with small white stripes, stand- up collar, and black billycock hat. A commercial traveller ; native of Blackburn. Generally stays at Temperance hotels. Warrant issued. Information to the Chief Constable, Town Hall, Blackburn. 15.— Rochdal e ( Borough).— For stealing from a dwelling- house, 26th ult., a man's brown- and- white square plaid woollen shirt; a white- handled pocket knife, with 2 blades ; and a saddler's leather needle- case— A MAN, who gave the name of WILLIAM MITCHELL, age about 27, height 5 ft. 3 iD., hair brown, moustache light brown ; dress, light mixture tweed coat and vest, brown cord trousers, red Scotch plaid scarf, lace boots, and dark cloth cap. Stated he was a shunter on the railway at Manchester. Information to Chief Constable Wilkinson, Rochdale NORTHAMPTONSHIRE. 16.— Kettering ( County). — For obtaining 144 pairs of boots by false pretences, 28th ult.— GEORGE SAUER, age about 55, height 5 ft. 8 or 9 in , com- plexion fresh, hair ( bald on top) grey, heavy mous- tache and side whiskers, chin shaved, of military appearance ; dress, brown melton overcoat, brown check suit, brown hard felt hat, wears spectacles, and takes snuff. A shoe- finisher. Supposed native of Frankfort- on- Oder, Germany. Is known to H Divi- sion, Metropolitan Police. Warrant issued. Information to Supt. Hensher, Kettering. NOTTINGHAMSHIRE. 17.— Worksop ( County).— For obtaining money by false pretences— JOHN H. RHODES, age 30 ( looks younger), height 5 ft. 6 in., complexion fair, hair brown, moustache ( slight) light, eyes blue, of gentle- manly appearance; dress, light mixture suit and hard bowler hat. A native of Heckmondwike, Yorkshire. Is well known amongst retail furniture dealers as traveller for Messrs. Westhead and Co., of Manchester. Was last heard of at Bedford on the 20th ult. Warrant issued. Information to Supt. Irwin, Worksop. OXFORDSHIRE. 18.— Henley on- Thames ( County). — For em- bezzlement, 19th ult.— ALBERT BLACKWELL, age 30, height 5 ft. 6 or 7 in., complexion fresh, hair ( inclined to curl) dark brown ; dressed as a stableman Is fond of drink, and associates with stablemen. A groom ; native of Newbury, Berkshire. Warrant issued. 19.— Henley- on- Thames ( County).— For an- slaughter, at Henley- on- Thames, 7th ult.— LEONARD HUGHES, age about 25, height about 5 ft. 6 or 7 in. rather stout build, complexion, hair and moustache dark, scar under one ear, small red lump on lower part of one ear ; dress, long grey coat, cord trousers, heavy lace boots, and white billycock hat. A dealer ; native of Lower Edmonton, Middlesex. Travels the country with an old grey horse and cart, and encamps on commons, etc., accompanied by his wife and 3 children. Warrant issued. Information to Supt. Keal, Henley- on- Thames. SHROPSHIRE. 20.— Shrewsbury ( County).- For housebreaking 24th ult., and stealing a carriage rug— TWO MEN, 1st, age 30, height 5 ft. 5 or 6 in., complexion fresh, moustache sandy ; dress, blue slop or jacket, dark cord trousers, lace boots, and black hard felt hat; 2nd, age 27 to 28, height 5 ft. 9 or 10 in., complexion pale, hair and moustache light brown, long face, walks erect; dress, light grey overcoat, old muffler, and black hard felt hat. Supposed to be making their way to Cardiff. Information to Supt. Edwards, Shrewsbury. SOMERSETSHIRE. 21.— Bath ( City).— For stealing from his lodgings 14th ult., 2 gentlemen's gold rings ( one set blood- stone, the other a mosaic) ; and 16s. cash— HENRY DOLTON, age about 30, height 5 ft. 7 or 8 in., com- plexion ruddy, moustache ( rather heavy) sandy, very small side whiskers ( if any), sometimes wears glasses ; dress, brown overcoat, dark suit, black hard felt hat, respectable appearance. This man travels the country with Bibles and musical boxes for Messrs. Allpass and Co., publishers, etc., 60, Salisbury- road, Barnet, and he was until recently residing at 8, Hutley Cottages, Church- end, Finchley. Warrant issued. Information to Lieut.- Colonel Gwyn, Chief Con- stable, Bath. SUFFOLK. 22.— Ipswich ( Borough).— For larceny from fur- nished lodgings— H. FORRESTER, age about 22, height 5 ft. 5 or 6 in., slight build, hair dark, no whis- kers or moustache; dress, light coat, check trousers, black- and- red guernsey, black hard felt hat, may have a ring of beads on one finger. Supposed to belong to a Militia regiment. FORRESTER ( supposed wife), age 25 or 27, height 5 ft. 3 or 4 in., hair light brown, fringe on forehead ; dress, double- breasted light ulster with light buttons, brown dress, old button boots, and black hat trimmed with blue- and- red ribbon. Has with her a child named Arthur, about 2 years of age. Warrant issued. Information to Lieut.- Colonel Russell, Chief Con- stable, Ipswich. SURREY. 23.— Guildford ( Borough).— For forgery— FRAN- CIS J. SLATER, an auctioneer's and estate agent's clerk, age about 35, height about 5 ft. 7 in., hair and moustache brown, eyes hazel, blotched face, is addicted to drink. Belongs to a Buffalo Lodge, plays the piano and sings at the meetings. Warrant issued. Information to Head Constable Berry, Guildford. SUSSEX ( EAST). 24.— Eastbourne ( County).— For stealing the sum of 10s. :— HERMANN H. WULFF, age about 27, height about 5ft. 4 or 5 in., complexion rather sallow, clean shaved, long nose, hair dark brown, eyes hazel; dress, dark blue overcoat ( faded), brown check coat and vest, brown striped trousers, black- and- red plaid tie with horseshoe pin, and light brown hard felt hat. Supposed native of Germany. Warrant issued. Information to Supt. Newnham, Eastbourne. SUSSEX ( WEST). 23 — Horsham ( County). — For fowl- stealing - CHARLES TURRELL, alias " WATERCRESS TUESDAY, APRIL 171, 1890. T H E POLICE GAZETTE. 5 CHARLIE," age about 35, height about 5 ft. 3 in., complexion pale, hair dark brown, very little, if any, whiskers, eyes ( small) grey, rather large nose; dress, long grey coat ( generally wears a slop under), lace boots, and black hard felt hat. Carries an old butter basket, and sells watercresses, etc. A labourer; late of Old Shoreham, Sussex. Warrant issued. Information to Supt. Denman, Horsham. WARWICKSHIRE. 26.— Birmingham ( City). — Woodcut portrait ( taken in 1885) and description of WILLIAM BEARDS, alias BOWEY, whose apprehension is sought for the manslaughter of Arthur Hyde, otherwise Thomas Mar- tin, Music Hall Manager— age 26, height 5 ft. in., complexion sallow, hair, moustache ( slight), and eyes brown, scar on right side of forehead and across throat, thick lips, is very much bow- legged, and limps on one leg, very dirty looking ; dress, dirty dark or black suit. Lives in common lodging houses, and gets his living by singing in the streets and public- houses, or drawing chalk pictures on the footways. Left Birmingham on tramp, with a number of songs on the " Crewe Tragedy " in his possession, and may be found singing with another man named " Gormley" ( not wanted). Probably accompanied by a young woman with red or sandy hair, who is pregnant. Her name is said to be Agnes Cullis, daughter of a lodging- house keeper at Wolverhampton, who is also wanted on the sarce charge. May be found at common lodg- ing houses or other resorts of low persons. Information to Acting Chief Constable Wilcox, Birmingham. YORKSHIRE. 27.— York ( City).— For obtaining money by false pretences— A MAN, age 27 or 28, complexion rather dark or sandy, thin face, hair and eyes dark, mous- tache dark brown, very small mutton chop whiskers scar or birthmark on side of neck, which his collar partly conceals ; dress, short blue cloth overcoat with velvet collar, dark cloth trousers, and black hard felt hat. His modus operandi is to call upon small shopkeepers where trade show cards are exhibited, such as " Har- greaves' Black Lead," etc., and represent himself to be the son, and that he is travelling in place of the regular traveller, who is ill. He then asks for the invoice of the last lot of goods supplied, stating there is some mistake, as they have been overcharged, makes a de duction from the account, receives the balance, and receipts the bill in the name of the firm shown on the invoice. CHESHIRE, 28.— Stockport ( Borough).— Sentenced at Chester Assizes to 18 months' imprisonment for obtaining goods by false pretences ( long firm) and conspiracy THOMAS HUNTER, alias J. WEBB and JACK CARPENTER, late of Portsea, Southampton, and London, age 65, height 5 ft. 6J in., complexion fresh hair and whiskers grey ( dyes brown), eyes brown, cut right forehead and behind left ear, small mole back of neck, long scar near left groin. Was sentenced at Liverpool County Sessions, 16th July, 1884, to 9 months' imprisonment for stealing £ 25 108. and a bag. Information to Chief Constable Jones, Stockport. HAMPSHIRE. 29.— Portsmouth ( Borough).— Committed for trial at the Quarter Sessions, 18th inst., for attempting to obtain money by selling coloured water for brandy — HENRY DRAPER, age about 23, height 5 ft. 6 in., complexion fair, hair light brown, eyes hazel, scars back of head, near left elbow, right buttock, left buttock, inside right leg near ankle, and on left shin, birthmark and mole on right side. States he is a sugar boiler, and native of London.— JAMES NOBLE, age about 23, height 5 ft. 1 in., complexion fresh, hair brown, eyes hazel; flower- pot tattooed OD lower part of right arm. States he is a baker, and native of Liverpool. Information to Chief Constable Cosser, Portsmouth. T The resignation is announced of Mr. John Norris, Chief Constable of Coventry, a veteran and able officer, - whose name is a household word amongst policemen everywhere. Mr. Norris has been in bad health since June of last year, the consequence of which, and his advanced age. has induced him to sever a connection that has existed for half a century. Mr. Norris joined the Service in 1842 at Bath, and was appointed Chief Constable of Coventry in 1862. While at Coventry his reputation has been enhanced by his constant efforts to further the good of the Ser- vice in every possible way. He has worked assidu- ously, though unfortunately without avail up to the present time, to secure such an amendment of the Police Superannuation Act as should destroy its optional character, and make it a legislative enactment that, on retirement at the end of the proper term of service an officer shall receive a pension at the rate of two- thirds of his pay. His efforts to estabiish a Police Orphanage will be well within the memory of those associated with him in that important movement, and his services in the way of securing " rational dress " for the Police, and of promoting amongst them mutual assurance on the highest and broadest principles, are well known. The offices he has held have included those of Trea- surer of the Police Superannuation Committee, Vice- President of the Police Mutual Assurance Association, Chairman of the Borough Police Association, etc. Mr. Norris's work on behalf of the Service has been energetic and never- ending ; his watchfulness in its interest has been keen and vigilant; there has scarcely ever been an important departure taken in police work in which his advice has not been first sought.
