Particulars concerning persons u> hos » apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they art sufficient to enable action to be taken upon them by another force. t. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15*. per portrait, and of 7s. 6d. per photograph or sketch oj a stilen article, including the expense of engraving on wood. 0. Every announcement, if for the apprehension of a person, must be guaranteed by the signature 9/ an officer of not less rank than Superintendent ; and, if the name of such person be required to It inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property mutt bt guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted IN the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will K wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the Slrt of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver Hp to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party Bhall be found within the territories of the other party." " In no case, nor under any consideration whatever, thall the High Contracting Parties be bound to surrender their own tubjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— B Division.—' For stealing, 1st inst., £ 11— ANN HILL, alias MARTHA HILL, age 40, height 5 ft., stout build, complexion and hair ( turning grey) dark, small features ; dress, black fur lined jacket, black dress, silk facing, black bonnet trimmed pale blue velvet, French shoes, high heels. Native of Cheltenham. May be found in the company of a man named Tom Smith, alias " Gipsy" Smith, a betting tout, who frequents race meetings. Warrant issued- 2.— M Division.— For stealing a horse ( re- covered)— WILLIAM SNELL, age 22, height 5 ft. 3 in., complexion, hair, moustache, and eyes dark; dress, dark blue overcoat, dark tweed suit, and black hard felt hat. A barber; native of London. Some- times travels about dealing in empty paraffin barrels. Warrant issued. 3.— M Division— For stealing ^ 162- GEORGE WILKIE, age 31, height 5 ft. 8 in., complexion fair, hair dark brown, two marks under chin, walks erect, of gentlemanly appearance; dress, dark blue box over- coat and brown Scotch tweed suit. A clerk and cashier ; native of Edinburgh. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 4.— For stealing, 22nd inst., a carriage clock and a quantity of wearing apparel ( recovered)— EDWARD VESSEY, a servant, age 30, height 5 ft. 8 in., slight build, complexion pale, hair brown, clean shaved, eyes hazel; dress, grey jacket suit, round black felt hat. Late of 53, Roupell- street, Waterloo- road, London. Has friends residing at Great Grimsby. Warrant issued. 5.— For fraud— THEODORE MACKENZIE, age 36, height about 6 ft., slight build, complexion pale, hair and small moustache dark, shy expression, high forehead, sloping shoulders, turns one foot out when walking ; dresse3 well, sometimes in a tweed suit, and high or felt hat with small rim. Late of 16, Air- street, Piccadilly; and Bath Cottage, Maidenhead. May be accompanied by his wife, who is stout and has fair hair. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, EC. BERKSHIRE. 6.— Wokingham [ County).— For stealing at Brackwell, 15th inst., 2 tricycles:— 1st a genuine Humber ( Beeston Works), small front wheel, 40 in. driving wheel, 40 3990 on knobs of each wheel, 3990 on handle bar, automatic steerer, painted black, lined with red, green, and yellow ; centre driver, leather shield over chain : 2nd a pilot tricycle, 50 in. driving wheels, small front wheel, side steerer, long distance saddle and cradle spring, painted black, with one green line.— A man and woman; 1st age about 25, height 5 ft. 4 or 5 ins, hair light brown, moustache light ; dress, light suit, wore glasses; gave the name of WALTER WALLACE QUARTERMAN. — 2nd age about 20, height 5 ft. 1 or 2 ins., complexion very pale ; dress, black fur jacket, black dress, and black hat with veil. Were seen at Datchet 15th inst., riding the tricycles in the direction of London. Warrant issued. Information to Supt. Atkin, Wokingham. CAMBRIDGESHIRE. 7.— Isle of Ely [ County).— For stealing £ 3 at Whittlesey, 13th inst.— DRUCILLA WATSON, alias DRUCILLA MAWER, age 34. height 4 ft. 9 or 10 in., complexion rather dark, hair brown, wears small crimped fringe, slightly pockpitted, walks erect, sup- posed to have a small cast or some peculiarity in both eyes; dress, dark grey cloak or ulster, black dress, and dark round felt hat trimmed in front with black water- waved ribbon. A native of Whittlesey. Warrant issued. Information to Inspector King, Whittlesey. DERBYSHIRE. 8.— Bel per { County).— For felony- THOMAS HENRY HARDY, late a police constable of the Derby- shire Constabulary, stationed at Turnditch, age 27, height 5 ft. 9^ in., complexion very fair, hair light brown, small side whiskers and moustache light, eyes hazel; dress, dark coat and vest, grey striped trousers, and dark round felt hat. A native of Stanley Common, Derbyshire. Absconded 12th inst. Warrant issued. Information to Supt. McDonald, Belper. DURHAM. 9.— Barnard Castle ( County).— Woodcut por- trait and description of License Holder JOSEPH STEPHENSON, Office No. 38741, whose appre- hension is sought for housebreaking at Stain- drop, 20th ult.— age 42, height 5 ft. 9 in., com- plexion pale, hair brown, moustache slight, eyes brown, rather broad shoulders, two old scars on bridge of nose, and six on back of head; dress, slack back jacket ( much too small for him), brown check vest, light check trousers, may also be wearing a check overcoat ( much worn), a dark check double- peak cap, or black hard felt hat, blue yarn stockings, and a pair cf strong nailed boots with heel and toeplates. FRIDAY, MARCH 28, 1890 16.— Southampton ( Borough). — For embezzle- ment— HARRY KEMP, age 35, height 5 ft. 3 or 4 in., complexion fresh, hair and moustache light, eyes blue, speaks with an American accent, is considered to sing a good comic song ; drees, generally, blue overcoat with velvet collar, light clothes, and silk or brown hat. A native of Southampton. Warrant issued. 17.— Southampton ( Borough).— For fraud— A. BRUN, a German or Hungarian, age 25 to 27, height 5 ft. 6 or 7 in., eomplexion fair, hair light, eyes blue, no whiskers or mousjtache ; dress, brown overcoat, light trousers, and brown hard felt hat, sometimes wears a light cap. Warrant issued. Information to Chief Constable Clay, Southampton. HEREFORDSHIRE. 18.— Hereford ( County). — For stealing ,£ 16— JAMES MORRIS, alias SLEN, age 27, height 5 ft. 9 in., complexion fresh, hair light brown, eyes hazel, recent scratch on cheek; dress, rough pilot jacket, moleskin trousers, and brown cap, very dirty, ragged appearance. Supposed native of Upton- on- Severn. May be found drinking at low public- houses, or among drovers or rag and bone gatherers, which occupations he sometimes follows. Stated he had worked at the Penarth and Barry Docks, Cardiff. Warrant issued. Information to Deputy Chief Constable Cope, Hereford. handle knives and forks; and about £ 10 gold and silver— EDITH RUSHTON, age 28, height 5 ft. 5 or 6 in., complexion fresh, hair light, boil on left jaw- dress, tartan shawl and brown dress.— EDWARD CHEW, alias TOM SELBY, a music- hall singer, age about 30, height 5 ft. 8 or 9 in , complexion fresh, hair light brown, moustache ( slight) light; dress, drab overcoat, dark suit, and supposed stolen boots. Hewitt, Hurst, Ash ton- under • Lyne. 21.— Blackburn ( Borough).— For embezzlement— FRANK KENDALL, age 28, height 5 ft. 4 or 5 in., complexion fair and fresh, hair and moustache light brown; dress, blue reefer overcoat with velvet collar black worsted shooting coat and vest, dark blue trou- sers with small white stripes, stand- up collar, and black billycock hat. A commercial traveller; native of Blackburn. Generally stays at Temperance hotels. Warrant issued. Information to the Chief Constable, Town Hall, Blackburn. 22.— Rochdale ( Borough).— For failing to report - GEORGE BROWN, alias LLOYD, Office No. 25575, age 33, height 5 ft. 5 in., complexion fresh, hair brown, eyes brown, scar centre of forehead, woman right forearm, blue mark and 4 dots left forearm. Sentenced at Manchester, 7th February, 1883, to 18 months' hard labour and 3 years' police supervision for shopbreaking. 74228. Information to the Chief Constable of Rochdale. native of Staindrop, Durham. Licensed 4th December last. Y. D. 1248. Warrant issued. Information to Supt. Thompson, Barnard Castle. ESSEX. 10.— Chelmsford ( County).— For housebreaking, 23rd inst.— HARRY JOHN GANDY, age about 19, height 5 ft. 7 or 8 in, complexion ruddy, full face, hair and slight moustache dark, side whiskers, 2 scars left jaw, abscfs3 scar and enlarged gland left of throat; dress, dark tweed coat, black vest, dark corduroy trou- sers, paint marks thereon, hard felt hat, or double- peak cloth cap, lace boots ( nearly new), may wear light box cloth overcoat and violet wool scarf. A wheelwright; native of Roxwell or Writtle. Frequents Covent Garden, the Caledonian, and other markets, seeking employment. Warrant issued. Information to the Deputy Chief Constable, Chelms- ford. GLOUCESTERSHIRE. 11.— Cirencester ( County).— For stealing £ 1 17s. - JOHN WATKINS, age 41, height 5 ft. 10 in., complexion sallow, hair dark brown, whiskers and moustache dark brown, eyes grey, shaved on chin, cup mark left breast; dress, dark corduroy jacket and vest, grey plaid trousers, heavy lace boots, and black bowler hat. A labourer; native of Ampney Crucis, Cirencester. Is a pensioner from the army. Warrant issued. Information to Supt. Morgaa, Cirencester. HAMPSHIRE. 12.— Aldershot ( County). — For stealing £ 5 14s. 6d., 4th inst.— CHARLES DEACON, age 19, height 5 ft. 5 or 6 in., complexion fresh, hair brown, eyes grey, tattooed both forearms, scars on both shins; dress, dark suit and hard felt hat. A servant; native of Eghau, Surrey. Was formerly employed as ser- vant or waiter at the House of Commons. Is now a deserter from the Royal Scots Regiment. Warrant issued. Information to Supt. Brinson, Aldershot. 13.— Andover ( County).— For embezzling £ 14 lis. - CHARLES PAIN COLLIS, age 40, height 5 ft. 6 or 7 in., complexion swarthy, hair and moustache ( heavy) black, eyes ( full) dark ; dress, heavy blue cloth over- coat, brown tweed suit, cashmere leggings, button boots, and black hard felt hat. A native of Bishop Sutton, Hants. Warrant issued. Information to Supt. Duke, Andover. 14.— Newport ( County).— For embezzlement at Cowes— WILLIAM JOHN WHITE, age 43, height 5 ft. 7f in., complexion fresh, hair dark brown, eyes hazel; dress, brown coat, light trousers, dark necktie, and peak cap. Absconded 24th ult. Warrant issued. Information to Supt. Stephenson, Newport, Isle of Wight. 15.— Winchester ( County). — For embezzling £ 2 14s. 4d. at Abresford, 8th inst. — GEORGE BARKER, age 45, height 5 ft. 5 or 6 in, complexion fresh, hair, whiskers, and moustache light brown, eyes blue; dress, black overcoat with velvet collar, black undercoat and vest, dark trousers, lace boots, and black hard felt hat. A native of Nursery- road, Brixton. Warrant issued. Information to Supt. Sillence, Winchester. HUNTINGDONSHIRE. 19,— St. lyes ( County).— Woodcut portrait and description of ABRAHAM DAWSON, alias KELETT, of Leedf, whose apprehension is sought for conspiracy to defraud— age 40, height 5 ft. 6J in., complexion very fresh, hair dark brown, eyes grey, very stout build, nose crooked, lisps slightly, scar back of left hand, plausible manner, and cleverly acts the part of a simple country farmer. Was convicted at Leeds Borough Sessions, 12th April, 1880 ; at Devon Assizes, 24th July, 1884; and at the West RidiDg Sessions, Wakefield, 18th October, 1887.— RICHARD TAYLOR, alias DICK NOBLE, age about 36, height about 5 ft. 7 in., complexion sallow, hair and moustache dark brown, eyes grey, haggard appearance; occasionally has fits, especially if he drinks. A native of Holbeach, Lin- colnshire, but resided for some time prior to Michael- mas last at Wellingborough. Is supposed to be travel- ling the country with a dwelling van, accompanied by his wife.— WILLIAM THOMPSON, age 27, height 5 ft. 8 in., complexion fresh, hair and moustache ( slight) brown, eyes grey, horsy appearance. A native of Wisbech. Was formerly in the employ of a horse- dealer at Boston. All are well- known to horse- dealers, and are likely to be together. Warrant issued. Information to Supt. LANCASHIRE. 20.— Hurst ( County).— For stealing at Droylsden, 14th inst., 1 Canadian gold watch, with white dial; 1 black worsted shooting coat, covered buttons, Italian cloth lining, trousers and vest to match; 1 black worste'd cloth jacket, 2 outside and 1 inside pockets, Italian cloth lining, trousers and vest to match; 1 pepper- and- salt mixture cloth suit, to fit a youth about 16; 1 single- breasted black worsted cloth overcoat, covered buttons, Italian cloth lining ; I pair of men's side- spring boots, size 8; 1 blue- and- white spotted silk scarf; 1 man's silk scarf; 1 dozen buckhorn LEICESTERSHIRE. 23.— Belgrave ( County).— For stealing at Qaeni- borough, 25th inst., 1 pair dark and light striped trousers, lined half way ( nearly new), and 1 pjiir grey tweed ditto ( made in groom fashion, and much worn), and lis. cash GLOVER, age about 33, height 5 ft. 4 in., complexion pale, hair light brown, large bold eyes; dress, black ribbed coat and vest, dark brown trousers, check print shirt, dirty collar and tie, red socks, low shoes, and black hard felt hat; shabby appearance. A native of Manchester. Information to Supt. Ormiston Belgrave. MONTGOMERYSHIRE. 24— Newtown ( County).— For indecent assault— WILLIAM MEREDITH, age 26 to 30, height about 5 ft. 6 in., complexion, hair and moustache dark, lost right leg at the thigh, and walks with a wooden one ; dressed respectably. A tailor; native of Newtown Is accompanied by his wife and child, about 3 or 4 months old. Were traced to Merthyr on 4th inst. by train. Warrant issued. Information to the Chief Constable, Newtown. NORFOLK. 25.— Yarmouth ( Borough). — For burglary — ALFRED GRIFFITHS, age 48, height 5 ft. 4 in, slight build, complexion sallow, hair ( bald on top), dark brown, eyes grey, clean shaved except mous- tache, which is turning grey, oval face, wreath, cross upside down on pedestal tattooed right arm, bracelet right wrist, anchor between thumb and finger, ring second finger, female, flower, wreath, and sailor left arm, bracelet, star between thumb and finger, rings second, third, and fourth fingers; dress, dark clothes and American boots with square toes, wore a silver curb albert with half silver American dollar attached. Is a notorious burglar, and has been twice sentenced to 7 years' penal servitude. Only arrived from America on 27th ult. in the steamer " City of Paris." Is now under police supervision. He will no doubt endeavour to leave the country. Warrant issued. Information to Chief Constable Brogden, Yarmouth OXFORDSHIRE. 26.— Henley- on- Thames ( County). — For em- bezzlement, 19th inst. ALBERT BLACKWELL, age 30, height 5 ft. 6 or 7 in., complexion fresh, hair ( inclined to curl) dark brown ; dressed as a stableman. Is fond of drink, and associates with stablemen. A groom ; native of Newbury, Berkshire. Warrant issued. 27.— Henley- on- Thames ( County).— For man- slaughter, at Henley- on- Thames, 7th inst. - LEONARD HUGHES, age about 25, height about 5 ft. 6 or 7 in., rather stout build, complexion, hair and moustache FRIDAY, MARCH 28, 1890. T H E POLICE GAZETTE. .3 dark, scar under one ear, small red lump on lower part of one tar ; dress, long grey coat, cord trousers, heavy lace boots, and white billycock hat. A dealer ; native of Lower Edmonton, Middlesex. Travels the country with an old grey horse and cart, and encamps on commons, etc , accompanied by his wife and 3 children. Warrant issued. Information to Supt Keal, Henley- on- Thames. RENFREWSHIRE. 28 — Paisley { County). — For bigamy — JOHN YOUNG, alias HARRY THOMSON WEST and HARRY CUSHMAN, a negro clown comedian, age 43, height about 5 ft. 6 in., complexion sallow, hair ( rather long and slightly mixed with grey) light brown, moustache brownish, otherwise clean shaved, uses powder, but cheeks have a bluish colour, full prominent blue eyes, long straight nose, large fore- head, lost two teeth in front of upper jaw, appears shaky on his legs; dress, double- breasted dark grey tweed jacket with two rows of black bone buttons, vest and trousers of same material, stand- up collar, dark tie, and scarf pin with brilliant stone. Had also with him a green melton overcoat, with velvet collar, an old dark ulster, and a large box containing all his musical instruments, labelled " Cushman." A native of Glasgow, and speaks with a peculiar Scotch accent. Is accompanied by a woman, whom he represents as his wife, named Minnie Haddow, a mezzo- soprano, from City Hall Concerts, Glasgow, age 28, height about 5 ft. 6 in., slight build, complexion swarthy, hair ( cut very short) jet black, walks very erect; dress, black vel vet paletot trimmed with astrachan fur, black satin dress, and black felt hat, carried a large ruby- coloured mantle, lined with grey fur. A native of Glasgow. Both recently formed part of Harry Lynn's Com- pany, which has been giving concert entertainments throughout the South of Scotland. Information to Chief Constable Harding, Paisley. SHROPSHIRE. 29.— Bridgnorth ( County).— For stealing a pair of trousers ( recovered) and 6s.— JOHN TOUGHEY, age 18, height about 5 ft. 5 in., rather slender build, complexion fresh, hair brown ; dress, black worsted coat, brown cloth trousers ( much worn between legs and at bottoms), brown hard hat, scarf iound neck, coloured shirt, generally wears coat collar up round neck. An Irishman ; his parents keep a haberdasher's shop at Bridgnorth. Belongs to the Shropshire Militia. May be found in Irish lodging- houses, or hawking herrings and oranges around country villages. Warrant issued. Information to Supt. Walters, Bridgnorth. SUSSEX ( EAST). 30.— Eastbourne ( County).— For stealing the sum of 10s. :— HERMANN H. WULFF, age about 27, height about 5ft. 4 or 5 in., complexion rather sallow, clean shaved, long nose, hair dark brown, eyes hazel; dress, dark blue overcoat ( faded), brown check coat and vest, brown striped trousers, black- and- red plaid tie with horseshoe pin, and light brown hard felt hat Supposed native of Germany. Warrant issued. Information to Supt. Newnham, Eastbourne. 31-— Lewes ( County).— For failing to report- Supervisee JOHN DUNCAN, alias DELACEY, GEORGE WARDER, JAMES CLAYTON, and JOHN CUNNINGHAM, Office No. 39114, age 66, height 5 ft. 4 in., complexion fresh, hair grey, eyes grey, scars on head, left temple, right side forehead, left side chin, and back of neck. Sentenced at Man- chester, 17th October, 1881, to 8 years' penal servitude and 7 years' police supervision for larceny ( in a dwell- ing- house). C H 167. Information to Supt. Osborn, Lewes. 32.— Lewes ( County).— For deserting his wife and family, leaving them chargeable to the Newhaven Union- JOSEPH SEXTON, age 25, height 6 ft. 7 in., complexion pale, hair light brown, few dark side whiskers, eyes hazel, very thin face ; dress, black dia- gonal coat and vest, light brown plaid trousers, black necktie, and black hard felt hat. A coachman ; native of Newhaven, Sussex. Warrant issued. Information to Supt. Osbon, Lewes. 33.— Hastings ( Borough).— For stealing money— CHARLES J. WHEATCROFT, age 19, height 5 ft. 7j in., complexion fresh, hair, moustache ( slight), and eyes dark, turn8 his toes slightly inwards when walk- ing ; dress, black melton overcoat with velvet collar, and brown hard felt hat. YORKSHIRE. 38.— York ( City).— For obtaining money by false pretences— A MAN, age 27 or 28, complexion rather dark or sandy, thin face, hair and eyes dark, mous- tache dark brown, very small mutton chop whiskers, scar or birthmark on side of neck, which his collar partly conceals; dress, short blue cloth overcoat with velvet collar, dark cloth trousers, and black hard felt hat. His modus operandi is to call upon small shopkeepers where trade show cards are exhibited, such as " Har- greaves' Black Lead,'' etc., and represent himself to be the son, and that he is travelling in place of the regular traveller, who is ill. He then asks for the invoice of the last lot of goods supplied, stating there is some mistake, as they have been overcharged, makes a de- duction from the account, receives the balance, and receipts the bill in the name of the firm shown on the invoice. Had in her possession several letters and pawntickets with the name3 of Smith, Reed, Pinn, Wild, and Long thereon, also a piece of fancy needlework representing flowers, oblong shape, 13J in. wide and 16J in. long, in an old mahogany frame. AGENTS FOR GREAT BRITAIN. The resignation is announced of Mr. John Norris, Chief Constable of Coventry, a veteran and able officer, - whose came is a household word amongst policemen everywhere. Mr. Norris has been in bad health since June of last year, the consequence of which, and his advanced age, has induced him to sever a connection that has existed for half a century. Mr. Norris joined the Service in 1842 at Bath, and was appointed Chief Constable of Coventry in 1862. While at Coventry his reputation has been enhanced by his constant efforts to further the good of the Ser- vice in every possible way. He has worked assidu- ously, though unfortunately without avail up to the present time, to secure such an amendment of the Police Superannuation Act as should destroy its optional character, and make it a legislative enactment that, on retirement at the end of the proper term of service an officer shall receive a pension at the rate of two- thirds of his pay. His eflorts to estabiish a Police Orphanage will be well within the memory of those associated with him in that important movement, and his services in the way of securing " rational drees " for the Police, and of promoting amongst them mutual assurance on the highest and broadest principles, are well known. The offices he has held have included those of Trea- surer of the Police Superannuation Committee, Vice- President of the Police Mutual Assurance Association, Chairman of the Borough Police Association, etc. Mr. Norris's work on behalf of the Service has been energetic and never- ending; his watchfulness in its interest has been keen and vigilant; there has scarcely ever been an important departure taken in police work in which his advice has not been first sought. His perfect knowledge and ripe experience made his counsel of the utmost value, and he was never chary about giving it when the welfare of the Service was affected.
