AH announcements for insertion in the POLICE GAZETTE, and all communication! upon them, should it addressed to TUB EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 1. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they art sufficient to enable action to be taken upon them by another force. I* Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of tome person responsible for the payment must be given, and the exact conditions be clearly stated. i. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 16s. per portrait, and of 7s. 6d. per photograph or sketch of a stclen article, including the expense of engraving on wood. f. Every announcement, if for the apprehension of a person, must bt guaranteed by the signature of an officer of not lest rank than Superintendent ; and, if the name of tuch person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. T. Announcements concerning stolen property mutt be guaranteed by an officer of not lett rank than Intptctor, or analogout thereto. TIONS. 8. Announcementt of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Edito notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will wholly responsible for any proceedings which may result from such publication. 11. Announcement! for the Friday issue should be forwarded to as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one tide oj the paper only, be in the utual form, and accompanied by a covering letter. 12. All paymentt must be in advance, either at the office, Great Scotland Tard, by cheque, crossed " Drummond f Co.," Pott Office Order payable at Charing Crott, Pottal Order, or in Stampt. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. Jamet Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty aud his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver Hp to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiiing party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver np its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT, METROPOLITAN POLICE DISTRICT, 1.— B Division.— For stealing 1 lady's gold albert ( one long and three short link pattern); 1 gold bar brooch set 7 diamonds, 1 onyx knob at each end ; 1 gold horseshoe pin set pearls and cat's- eyes ; 1 blue serge jacket; 1 pair men's button boots; 1 brown rough cloth ulster with cape, " Peckover, 14, Madox- street," on tab; I dark cloth cutaway coat ( same maker); 1 blue blazer, B. C. in monogram on breast; 1 silver match- box; I cane walking- stick, standard for measuring horses thereon— JOHN PAY IE, a ser- vant, age 45, height 5 ft. 5 in., complexion and hair ( turning grey) and eyes dark, upper front teeth large and irregular ( gap one side); dres3, supposed dark cloth cutaway coat, with trousers and vest to match. A native of Poole, Dorsetshire. 2.— P Division.— For manslaughter— CATHE- BINE BANCE, age 48, height 5 ft. 2 or 3 in., very stout build, complexion fresh, hair ( turning grey) dark, } eyes blue; dress, black mantle, beaded trimming down back and round cuffs, black merino dress, astrachan down sides, black hat trimmed with black and white feathers. Native of Penge. Eloped from her husband on 3rd January last, with JOSEPH PRICE, a bricklayer's labourer, age 39, height 5 ft. 6 in., impediment in speech. May be found together in the provinces. Warrant issued. 3.— G. Division.— For obtaining, in January last, £ 80 by false pretences- LOUISA WHEELER, age about 50, height 5 ft., complexion pale, hair light, eyes light blue, husky voice; dresses respectably, generally in black.— HARRY ARTHUR WHEELER, son of above, age about 23, height 5 ft. 6 in., complex- ion fresh, hair ( curly) light, eyes blue; of smart appearance, and very talkative, dresses respectably, and generally wears a light coat and black felt hat. Believed to be accompanied by his wife, who is of cark complexion and in delicate health, and probably by his mother. A sign writer ; may have established himself under an assumed name in the provinces or in Wales. Warrant issued. 4.— N Division.— For embezzlement — JOHN SMITH, age 19, height 5 ft. 6 in , complexion dark, hair dark brown, eyes dark, small moles on face( carries his head on one side; dress, dark jacket and vest, brown stripe tweed tiousers, button boots, and brown hard felt hat. A native of Pelham- terrace, Westfield, Retford, Nottinghamshire. Warrant issued. 5.— V Division.— For deserting his wife and family— JOHN WIMBLES, a travelling cutler, age 40, height 5 ft. 8 or 9 in., complexion dark, hair and moustache light brown, one leg deformed, wears a cork boot 4 in. thick; dress, black cloth coat, brown vest and trousers, hard felt hat, lace boots. Has a sister residing at 107, Poulson- place, Middle Brook- street, Winchester ; and a relative at Gloucester- lane, Bristol. Is well known at Southampton. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. . CITY OF LONDON. 6.— For forging and uttering Spanish Bonds to a large amount- JUSTO MARTOS, late of 239, South Lambeth- road, S. W., and 11 and 12, Clement's- lane, Lombard- street, E. C., age 45, height 5 ft. 7 or 8 in., complexion fresh, small whiskers and heavy mous- tache light brown, foreign appearance ; dresses well in dark overcoat and black felt'hat. A stock and share dealer. May have in his possession a numbsr of forged Spanish Government Bonds, and a quantity of French, German, and Spanish money. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, EC. BERKSHIRE. 7.— Wokingham [ County).— For stealing at Brackwell, 15th inst., 2 tricycles:— 1st a genuine Humber ( Beeston Works), small front wheel, 40 in. driving wheel, 40 3990 on knobs of each wheel, 3990 on handle bar, automatic steerer, painted black, lined with red, green, and yellow ; centre driver, leather shield over chain : 2nd a pilot tricycle, 50 in. driving wheels, small front wheel, side steerer, long distance saddle and cradle spring, painted black, with one green line.— A man and woman ; 1st age about 25, height 5 ft. 4 or 5 ins, hair light brown, moustache light ; dress, light suit, wore glasses ; gave the name of WALTER WALLACE QUARTERMAN.— 2nd age about 20, height 5 ft. 1 or 2 ins., complexion very pale ; dress' black fur jacket, black dress, and black hat with veil. Were seen at Datchet 15th inst., riding the tricycles in the direction of London. Warrant issued. Information to Supt. Atkin, Wokingham. CAMBRIDGESHIRE. 8.— Isle of Ely ( County).— For stealing £ 3 at Whittlesey, 13th inst.— DRUCILLA WATSON, alias DRUCILLA MAWER, age 34, height 4 ft. 9 or 10 in., complexion rather dark, hair brown, wears small crimped fringe, slightly pockpitted, walks erect, sup- posed to have a small cast or some peculiarity in both eyes; dress, dark grey cloak or ulster, black dress, and dark round felt hat trimmed in front with black water- waved ribbon. A native of Whittlesey. Warrant issued. Information to Inspector King, Whittlesey. FRIDAY, MABCB 21, 1890. shire Constabulary, stationed at Turnditch, age 27, height 5 ft. 9j in., complexion very fair, hair light brown, small side whiskers and moustache light, eyes hazel; dress, dark coat and vest, grey striped trousers, and dark round felt hat, A native of Stanley Common, Derbyshire. Absconded 12th inst. Warrant issued. Information to Supt. McDonald, Belper. DURHAM. 10.— Barnard Castle [ County).— Woodcut por- trait and description of License Holder JOSEPH STEPHENSON, Office No. 38741, whose appre- hension is sought for housebreaking at Stain- drop, 20th ult.— age 42, height 5 ft. 9 in., com- plexion pale, hair brown, moustache slight, eyes brown, rather broad shoulders, two old scars on bridge of nose, and six on back of head ; dress, slack back jacket ( much too small for him), brown check vest, light check trousers, may also be wearing a check overcoat ( much worn), a dark check double- peak cap, or black hard felt hat, blue yarn stockings, and a pair of strong nailed boots with heel and toeplates. A native of Staindrop, Durham. Licensed 4th December last. Y. D. 1248. Warrant issued. Information to Supt. Thompson, Barnard Castle. FLINTSHIRE. 11-— Mold ( County).— For stealing a silver verge watch, No. 1229, " Edward Poulson," " Newton," and " D. Tudor" engraved on case; 1 lady's small silver Geneva watch ( one hand deficient), with small black cord attached; 1 small mushroom pearl brooch, and a small pearl buckle broocb, pins broken off, which were entrusted to him to repair — GEORGE HOLMES, age about 45, height 5 ft. 8 or 9 in., com- plexion pale, hair brown, side whiskers and moustache sandy, sunken eyes, long coarse eyebrows, lost several upper front teeth, of drunken habits; dress, shabby brown cloth coat and vest, dark cloth trousers worn at bottom, lace boots with pieces cut out at heels, and black hard felt hat. A watch and clock cleaner; native of Coventry. Warrant issued. Is accompanied by a woman named " Patty," a dressmaker or milliner, age about 45, complexion pale, hair black, full dark eyes; dress, black tight- fitting jacket, dark shabby dress with flounces, and lace boots. Information to Deputy Chief Constable Bolton, Mold ; or to Sergeant Burton, Overton, Ruabon. GLOUCESTERSHIRE. 12.— Chipping Campden ( County).— For em- bezzling £ 155 5s. lid.— JOSEPH KEEN, age 62, height 5 ft. 9 or 10 in., complexion pale, hair ( long) and eyes ( small) grey, hobbling step, from tender feet, twitching in eyes when talking ; dress, long blue over- coat, blucher boots, and soft billycock hat. A native of Blockley, Worcestershire. Warrant issued. Information to Supt. Helps, Chipping Campden. HAMPSHIRE. 13.— Aldershot ( County). — For stealing £ f> 14s. 6d., 4th inst.— CHARLES DEACON, age 19, height 5 ft. 5 or 6 in., complexion fresh, hair brown, eyes grey, tattooed both forearms, scars on both shins; dress, dark suit and hard felt hat. A servant; native of Egham, Surrey. Was formerly employed as ser- vant or waiter at the House of Commons. Is now a deserter from the Royal Scots Regiment. Warrant issued. Information to Supt. Brinson, Aldershot. 14.— Andover ( County).— For embezzling £ 14 lis. — CHARLES PAIN COLLIS, age 40, height 5 ft. 6 or 7 in., complexion swarthy, hair and moustache ( heavy) black, eyes ( full) dark ; dress, heavy blue cloth over- coat, brown tweed suit, cashmere leggings, button boots, and black hard felt hat. A native of Bishop Sutton, Hants. Warrant issued. Information to Supt. Duke, Andover. 15.— Winchester ( County). — For embezzling £ 2 14s. 4d. at Abresford, 8th inst. — GEORGE BARKER, age 45, height 5 ft. 5 or 6 in, complexion fresh, hair, whiskers, and moustache light brown, eyes blue; dress, black overcoat with velvet collar, black undercoat and vest, dark trousers, lace boots, and black hard felt hat. A native of Nursery- road, Brixton. Warrant issued. Information to Supt. Sillence, Winchester. HEREFORDSHIRE. 16.— Hereford ( County). — For stealing .£ 16— JAMES MORRIS, alias SLEN, age 27, height 5 ft. 9 in., complexion fresh, hair light brown, eyes hazel, recent scratch on cheek; dress, rough pilot jacket, moleskin trousers, and brown cap, very dirty, ragged appearance. Supposed native of Upton- on- Severn. May be found drinking at low public- houses, or among drovers or rag and bone gatherers, which occupations he sometimes follows. Stated he had worked at the Penarth and Barry Docks, Cardiff. Warrant issued. Information to Deputy Chief Constable Cope, Hereford. HUNTINGDONSHIRE. 17.— 3t. Ives ( County).— Woodcut portrait and description of ABRAHAM DAWSON, alias KELETT, of Leeds, whose apprehension is sought for conspiracy to defraud— age 40, height 5 ft. 6J in., complexion very fresh, hair dark brown, eyes grey, very stout build, nose crooked, lisps slightly, scar back of left hand, plausible manner, and cleverly acts the part of a simple country farmer. Was convicted at Leeds Borough Sessions, 12th April, 1880; at Devon Assizes, 24th July, 1884; and at the West Riding Sessions, Wakefield, 18th October, 1887.— RICHARD TAYLOR, alias DICK NOBLE, age about 36, height about 5 ft. 7 in., complexion sallow, hair and moustache dark brown, eyes grey, haggard appearance; occasionally has fits, especially if he drinks. A native of Holbeach, Lin- colnshire, but resided for some time prior to Michael- mas last at Wellingborough. Is supposed to be travel- ling the country with a dwelling van, accompanied by his wife.— WILLIAM THOMPSON, age 27, height 5 ft. 8 in., complexion fresh, hair and moustache ( slight) brown, eyes grey, horsy appearance. A native of Wisbech. Was formerly in the employ of a horse- dealer at Boston. All are well- known to horse- dealers, and are likely to be together. Warrant issued. Information to Supt. KENT. 18.— Folkestone ( Borough).— For stealing £ 55in Bank of England notes, viz., 3 of £ 5, No. 17788, dated 29th August, 1889; No. 77417, dated 15th August, 1888 ; and No. 32487, dated 15th October, 1888; 4 of £ 10, Nos. 66630, 66631, and 48407, dated 10th May, 1889; No. 23409, dated 10th June, 1889— JOSEPH BUXTON TAYLOR, lance- corporal 8th Hussars, age 21|, height 5 ft. 8 in., complexion sallow, hair brown, eyes hazel; dress, grey single- breasted overcoat, light drab tweed suit, blue tie with red spots, button boots with kid tops ( size 8), and black felt hat, marked in- side " d/ R." A native of St. Paul's, Bristol. Warrant issued. Is accompanied by Patrick Brine, age 23$, height 5 ft. 6J in., complexion fresh, hair brown, eyes grey • dress, brown overcoat, brown check tweed jacket, trou- sers and vest, white muffler, blue- and- white spotted scarf, and brown felt hat, marked " A/ R." Both are deserters from the 8th Hussars. 19 — Fol kestone ( Borough).— For failing to appear to two summonses for assault— EDWARD CHARLES HOEY, hairdresser, 3, Guildhall- street, Folkestone, age 34 to 38, height 5 ft. 8 in., slight build, complexion pale, hair light brown, moustache light, aquiline nose thin, prominent features, dressed respectably. Warrant issued. Information to Supt. Taylor, Folkestone. 20— Gravesend ( Borough). — For stealing an overcoat ( recovered) from the officers' quarters Milton Barracks — THOMAS WAGHORN, alias HODGE, age 33, height 5 ft. 7 or 8 in., complexion florid, hair light, moustache ( cut short) auburn • dress, light tweed jacket, cord trousers, cloth cap, and regimental boots. Has served with 17th Lancers, and belongs to the Army Reserve. Information to Chief Constable Berry, Gravesend. LANCASHIRE. 21.— Hurst ( County).— For stealing at Droylsden, 14th inst., 1 Canadian gold watch, with white dial; 1 black worsted shooting coat, covered buttons, Italian cloth lining, trousers and vest to match; 1 black worsted cloth jacket, 2 outside and 1 inside pockets, Italian cloth lining, trousers and vest to match; 1 pepper- and- salt mixture cloth suit, to fit a youth about 15; 1 single- breasted black worsted cloth overcoat, covered buttons, Italian cloth lining ; 1 pair of men's side- spring boots, size 8; 1 blue- and white spotted silk scarf; 1 man's silk scarf; 1 dozen buckhorn handle knives and forks; and about £ 10 gold and silver— EDITH RUSHTON, age 28, height 5 ft. 5 or 6 in., complexion fresh, hair light, boil on left jaw; dress, tartan shawl and brown dress.— EDWARD CHEW, alias TOM SELBY, a music- hall singer, age about 30, height 5 ft. 8 or 9 in., complexion fresh, hair light brown, moustache ( slight) light; dress, drab overcoat, dark suit, and supposed stolen boots. Warrant issued. Information to Supt. Hewitt, Hur3t, Ashton- under- Lyne. 22.— Old Swan ( County).— For failing to report — Supervisee JOHN MAGUIRE, alias JOHN GREEN and BAT, Office No. 33705, age 37, height 5 ft. Gi in., complexion fresh, hair brown, eyes brown ( blind left), blue scar between eyebrows. Sentenced at Liverpool County Sessions, 2nd March, 1886, to 18 months' hard labour and 5 years' police supervision for larceny. 1255. Information to Supt. Bryning, Old Swan, Liverpool. 23.— Old Trafford ( County).— For stealing 10th inst., at Chorlton, 1 square wooden bag, painted brown, tin plates on corners, iron handles at each end, containing 1 pair white calico sheets, 2 ladies' and gentlemen's photos, and a child's toy horse.— EMMA GORING, age 36, height 5 ft. 3 or 4 in., stout build, complexion dark, hair black, eyes hazel, several small scars on forehead and nose ; dress, black dress, black dolman jacket, black straw hat, trimmed 2 black feathers and red ribbon, lace boots, fond of drink. Had with her a female child 15 months old.— EDWARD BAGLEY or BAGNELL a navvy, age 25 to 30, height 5 ft. 2 or 3 in., complexion dark, hair dark brown, clean shaved ; dress, blue pilot jacket, plaid vest, white fustian trousers ( newly washed), cloth peak cap, heavy lace boots. They left together about 9.30 p. m. 10th inst., and are supposed to have gone to Oswestry. Bagnall may be found at Warrington or some point on Ship Canal works. Warrant issued. 24.— Old Trafford ( County).— For stealing a large quantity of rags from the County Asylum, 14th inst,, with 2 other men in custody— THOMAS POLLARD, age about 36, height 5 ft. 5 in., complexion sallow, hair and straggling whiskers dark, long thin features; dress, dirty dark- coloured clothes and clogs. Native of Bury. His mother resides at No. 3, Bedlam Green, Bury. Was sentenced to 1 month's imprisonment at Bury in 1886 for fowl- stealing. Information to Supt. Bent, Old Trafford. 25.— Manchester ( City).— For obtaining money by fraud— A MAN, who gave the name of McDOU- GALL, age 25 to 30, height 5 ft. 5 or 6 in., hair ( cut close) dark brown, moustache sandy, shows his lower teeth, which appear to be artificial, when talking; dress, black cloth suit and black hat, or dark brown suit, and blue- and- black striped tie. Represented him- self to be the brother of Mr. McDougall, corn miller, of this city. H. J. M. C. right arm, J. M. left arm, etc. Sentenced at Manchester, 8th March, 1886, to 5 years' penal servi- tude and 3 years' police supervision for larceny ( person). Licensed 15th October, 1889. — License Holder THOMAS MORAN, alias MORRIS, TURNER, WARREN, and WHITTAKER, Office No. 38353, age 38, height 5 ft. 2 in., complexion fresh, hair light brown, eyes blue, scars right cheek, on head, and back of right hand, 4 faint blue dots left forearm. Sentenced at Beaumaris, 9th April, 1884, to 7 years' penal servitude for housebreaking. Licensed 4th October, 1889.— License Holder ARTHUR WILLIAMS, alias CAR ROLL and CONNELL, Office No. 38302, age 34, height 5 ft. 8 in., complexion sallow, hair brown ( curly), eyes blue, scars on forehead, birthmark right ribs, lost 3rd and 4th and part of 2nd right fingers. Sentenced at Salop Sessions, 8th April, 1884, to 7 years penal servitude and 7 years' police supervision for larceny ( person). Licensed 30th September, 1889.— License Holder JAMES BROWN, alias BRANNAN and KELLY, Office No- 39007, age 28, height 5 ft. 5 in., complexion fresh, hair brown ( curly), eyes light blue, scars on head, centre of forehead, and right cheek, cross It forearm, star between left thumb and fore- finger. Sentenced at Manchester, 25th January, 1886, to 5 years' penal servitude for shopbreaking. Licensed 14th January last.— Supervisee JOHN FRANCIS RUSSELL, alias HENRY RUSSELL, FRANCIS HARRISON RUSSELL, and FRANCIS HARRING- TON RUSSELL, Office No. 37661, age 52, height 5 ft. 11 in., complexion fresh, hair dark brown, eyes brown, lump top of head, right leg has been broken. Sentenced at Manchester, 1st February, 1888, to 16 months' hard labour and 3 years' police supervision for conspiracy to defraud. — Supervisee GEORGE SHAW, alias DUTTON and McLOUGHLIN, Office No. 38586, age 32, height 5 ft. 4 in., complexion dark, hair dark brown, eyes grey, scar centre of forehead, E. T. and anchor right arm, E. C. and small design left arm, bracelet left wrist, cross and dots between left thumb and forefinger. Sentenced at Manchester, 20th April, 1881, to 7 years' penal servitude and 7 years' police supervision for larceny ( person). His modus operandi was to represent himself as Dr. Seiger, that he had an illness at Oxford, and was raising money to pay his fare to Germany, that his brother was canon of Cologne Cathedral, and that he had a wife and 2 children at Heidelburg. Was convicted at the Middlesex Sessions, 16th April, 1888, and sentenced to 12 months' imprisonment for a similar offence. Supposed wanted elsewhere. His practice is to call at private houses, where he sees a card in the window, and represent himself as agent for Pears' Soap, Sunlight Soap, or Reckitt's Blue, and state that he is going to stay several weeks, and that hi* luggage is at the railway station. The body at the time was identified by a man as that of his mother, but it subsequently transpired that it was a case of mistaken identity, as his mother after- wards was found to be alive. THE ONLY WATCH! The resignation is announced of Mr. John Norris, Chief Constable of Coventry, a veteran and able officer, - whose name is a household word amongst policemen everywhere. Mr. Norris has been in bad health since June of last year, the consequence of which, and his advanced age,- has induced him to sever a connection that has existed for half a century. Mr. Norris joined the Service in 1842 at Bath, and was appointed Chief Constable of Coventry in 1862. While at Coventry his reputation has been enhanced by his constant efforts to further the good of the Ser- vice in every possible way. He has worked assidu- ously, though unfortunately without avail up to the present time, to secure such an amendment of the Police Superannuation Act as should destroy its optional character, and make it a legislative enactment that, on retirement at the end of the proper term of service an officer shall receive a pension at the rate of two- thirds of his pay. His efforts to estabiish a Police Orphanage will be well within the memory of those associated with him in that important movement, and his services in the way of securing *' rational dress " for the Police, and of promoting amongst them mutual assurance on the highest and broadest principles, are well known. The offices he has held have included those of Trea- surer of the Police Superannuation Committee, Vice- President of the Police Mutual Assurance Association, Chairman of the Borough Police Association, etc. Mr. Norris's work on behalf of the Service has been energetic and never- ending; his watchfulness in its interest has been keen and vigilant; there has scarcely ever been an important departure taken in police work in which his advice has not been first sought. His perfect knowledge and ripe experience made his counsel of the utmost value, and he was never chary about giving it when the welfare of the Service was affected.
