Particulate concerning perione whose apprehcntion it sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified. 4. In all eases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension it sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch oj a stslen article, including the expense of engraving on wood. 9. livery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to ie inserted, and no warrant is in force against him, the requisition mutt be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must b* guaranteed by an officer of not lets rank than Inspector, or analogout thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next ittue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj the paper only, be in the utual form, and accompanied by a covering letter. 12. All paymentt must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. S.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints u to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the Slst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiiing party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own tubjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, bat can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— N Division.— For stealing £ 11— THOMAS DOUGLAS, age 25, height 5 ft. 4 in., complexion fair, hair and moustache ( slight) light, eyes blue; dress, brown tweed jacket, dark check trousers and vest, lace boots, and soft slate- colour felt hat. His father, a baker, resides at Roxburgh- place, Edinburgh, where he may go. Warrant issued. 2.— N Division.— For Tibel — THEOBOLD SCHELLENBERGER, a German, age 44, height 5 ft. 6 or 7 in., complexion sallow, hair light brown, whis- kers and moustache sandy, broad shoulders, rather short- sighted, wears his hair rather long ; dress, brown coat and high hat. A matrimonial agent, etc. Warrant issued. 3.— N Division.— For embezzlement- HENRY MASTERSON, age 30, height 5 ft. 4 in., complexion fair, hair dark brown, whiskers light brown, mous- tache sandy, eyes dark ( slight cast in one), scar side of neck, stoops when walking ; dress, black diagonal coat and vest, black serge trousers, side- spring boots, and black hard felt hat. A grocer's porter. His father- in- law resides at 24, Adur- terrace, Southwick, near Brighton, where he may be found. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 4 — For embezzlement— JAMES R. LERPINERE, alias ROSS, a clerk, late of Garratt, Tooting, Surrey, age 18, height 5 ft. 6 in., hair ( very short) brown, top of one finger right hand supposed deficient; dress, dark blue overcoat, dark diagonal under do, dark mix. ture trousers, dark blue muffler with white spots, double peak dark tweed helmet cap. May be found in the company of betting and box- ing men. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, EC. BRECONSHIRE. 5.— Crickhowell ( County).— For stealing from their lodgings, at Brynmawr, 1 light plaid suit and other articles of clothing, which have been recovered at Merthyr— WILLIAM THOMAS, age about 35, height about 5 ft. 9 in., complexion pale, hair and moustache ( slight) dark, smart military appearance; dress, black jacket, dirty moleskin trousers, and black soft felt hat. A native of Devonshire.— LOUISA THOMAS, his wife, age about 35, height 5 ft. 4 in., complexion fresh, hair dark, rather good- looking; dress, grey ulster, green- and- brown dress with velvet round bottom, black hat with striped ribbon. Were traced to Merthyr on 18th ult., and are supposed to have gone to Devonshire by rail. Warrant issued. Information to Supt. Jo3eph, Crickhowell, or to Sergeant Williams, Brynmawr. BUCKINGHAMSHIRE. 6 — Aylesbury ( County).— For burglary at Stone, 23rd ult., and stealing 5 silver teaspoons, marked " A. T.," 5 metal salt- spoons, and 1 gold seal— A MAN, age about 23, height 5 ft. 7 r> r 8 in., complexion fair, hair brown ; dress, light brown or grey overcoat ( rather longl, dark trousers with light stripes, and black hard felt hat. Was traced to Tring^ Herts, at 3 a. m., 24th ult. Information to Supt. Webb, Aylesbury. CAMBRIDGESHIRE. 7.— Cambridge ( Borough).— For embezzlement — BENJAMIN THOMAS BUSS, late manager in the furniture department of a pawnbroker's shop, age 38, height 5 ft. 6 in., stout build, complexion fresh, hair brown, whiskers, beard, and moustache slight, eyes blue; dress, black diagonal overcoat, light grey tweed suit, grey hard felt hat with narrov black band. Is supposed to be in London seeking employment. Is known at Dover as a draper, where his wife and four children resided with her uncle, Captain Pittock, late captain on the London and Chatham steamboats. Is supposed to have a pass in his possession between London and Dover. His wife's sister resides in the adjoining road to Broderick - road, Wandsworth Common. Warrant issued. Information to Chief Constable Innes, Cambridge. CHESHIRE. 8.— Nantwich ( County).— For stealing 6s. 6d. from a boy at Crewe, 22nd ult.— A MAN, age 25 to 30, height 5 ft. 5 or 6 in., hair and moustache reddish brown; dress, short dark coat, light trousers with dark stripes ( much too long for him), lace boots, and black hard felt hat. He obtained possession of the money on the pretence of holding it while the boy went an errand for him. Information to Supt. Leah, Nantwich. 9.— Runcorn ( County).— For stealing a small patent brass weighing machine ( recovered)— HENRY BRAMHALL, age 33 or 34, height 5 ft. 6 in., com plexion sallow, hair dark brown, eyes grey, red spots sides of nose, long features, double ruptured; dressj long light tweed overcoat, rough monkey jacket, cor. duroy trousers, old muffler, light shoes ( much worn), and black hard felt hat. A joiner; native of Wincham, Cheshire. Warrant issued. Information to Supt. Large, Runcorn. 2 CUMBERLAND. 10.— Penrith (. County).— For embezzlement— EDWARD PYE, late goods checker at Penrith Railway Station, age 45, height about 5 ft. 8in„ stout build, long flowing dark beard and whiskers, no moustache, walks as if one leg was stiff, having had his ankle dislocated. A native of Lancashire. Left Penrith on 22nd January last. Has friends in Bishop Auckland, and Crook, Durham. May have gone either to Newcastle, West Hartlepool, or Liverpool, or be employed on the Manchester Ship Canal, or the Thirlmere Waterworks. Warrant issued. Information to Supt. Fowler, Penrith. DEVONSHIRE. 11— Devonport ( Borough).— For stealing, 11th ult., an old rear- steering tricycle, painted black, driven by chain one side, saddle with cradle spring, one brake spoon removed further on brake bar, cut in centre of tyre nearly all round one wheel, has been epaired at joint at the centre of fork under saddle with iron plate, valise with oil can marked " Favorite," small screw wrench, bone handles, no lamp or bell— JOHN HENRY GOODING, alias FRANK HEM- MING, a clerk, age about 24, height 5 ft. 4 or 5 in., slight build, complexion sallow, hair and small mous- tache light, recent scratches on right cheek, speaks through his nose ; dress, plain black suit, black hard felt hat, respectable appearance. Served in the 4th Devon Militia at Exeter, 1889, in name of Arthur Williams. Has been engaged as a ticket collector at the Theatre Royal, Plymouth, and may seek similar employment elsewhere. Information to Head Constable Evans, Devon port. ESSEX. 12.— Brentwood ( County). — For stealing, 9th ult., £ 3 gold from a box at Warley Barracks— ERNEST PURKISS, private Essex Regiment, age 19, height 5 ft. 3| in., complexion fresh, hair dark brown, eyes brown, indistinct tattoo mark on left forearm ; dressed in uniform of Essex Regiment, and sidespring boots patched outside near joint of little toe. Native of Wigtonshire. Information to Supt. Dobson, Brentwood. 13.— Chelmsford ( County).— Woodcut portrait ( taken in 1885) and description of JAMES GAR- ROD, or GARRARD, alias WOODS and SMITH, whose apprehension is sought for stealing 7s. and a purse from the person, 13th ult., and who escaped from custody 14th inst.— age about 24, height about 5 ft. 4 or 5 in., complexion fresh, hair ( inclined to be sandy) dark, moustache sandy, eyes blue, tattooed on arms. Supposed to have cut his feet and legs by jumping a fence at the time he escaped, having nothing on but his shirt. Is a very swift runner. A bricklayer's labourer ; native of Ipswich. May apply to builders and contractors for employment. May be in the company of a woman Darned Page, of Ipswich, age about 26, height 5 ft., coarse features, big mouth, short upper lip, show3 her teeth, hair ( cut short all round and combed down flat over forehead to eyebrows) sandy, tattooed on arms with several letters, H. O., P. O., etc. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. 14.— Epping ( County).— For stealing a leather belly band ( recovered)— JACK WHITE, age 36, height 5 ft. 10 in., complexion fresh, hair dark brown, mous- tache ( thick) dark, straggling whiskers ( about 6 weeks T H E POLICE GAZETTE. growth), large blue eyes, pale looking, having been liberated from Chelmsford Prison on 12th ult.; dress, rather long grey coat with large pockets, cord trousers, brown sealskin cap. A labourer; native of Little Laver, Essex. Generally works with thrashing machines. Is a discharged soldier. Warrant issued. Information to Supt. Lennon, Epping, or to In- spector Robinson, Ongar. GLAMORGANSHIRE. 15.— Cardiff ( Borough). — For stealing £ 11— THOMAS ELLIOTT, alias SNOWDEN, late an in- mate of the Cardiff Workhouse, age about 34, height 5 ft. 9 or 10 in., complexion fair, hair ( turning grey) and moustache light, grey hairs on side of neck, eyes grey, walks with a swinging gait, and swings his shoulders very much; dress, supposed, black cloth coat and vest, fustian trousers, lace boots, black bowler hat. A native of Newcastle- on- Type. Is supposed to. be tramping the country. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 16.— Chipping Campden ( County).— For em- bezzling £ 155 5s. lid.— JOSEPH KEEN, age 62, height 5 ft. 9 or 10 in., complexion pale, hair ( long) and eyes ( small) grey, hobbling step, from tender feet, twitching in eyes when talking ; dress, long blue over- coat, blucher boots, and soft billycock hat. A native of Blockley, Worcestershire. Warrant issued. Information to Supt. Helps, Chipping Campden. HAMPSHIRE. 17.— Andover ( County).— For embezzling £ 14 lis. - CHARLES PAIN COLLIS, age 40, height 5 ft. 6 or 7 in., complexion swarthy, hair and moustache ( heavy) black, eyes ( full) dark ; dress, heavy blue cloth over- coat, brown tweed suit, cashmere leggings, button boots, and black hard felt hat. A native of Bishop Sutton, Hants. Warrant issued. Information to Supt. Duke, Andover. HEREFORDSHIRE. 18.— Hereford ( County). — For stealing £ 16— JAMES MORRIS, alias SLEN, age 27, height 5 ft. 9 in., complexion fresh, hair light brown, eyes hazel, recent scratch on cheek; dress, rough pilot jacket, moleskin trousers, and brown cap, very dirty, ragged appearance. Supposed native of Upton- on- Severn. May be found drinking at low public- houses, or among drovers or rag and bone gatherers, which occupations he sometimes follows. Stated he had worked at the Penarth and Barry Docks, Cardiff. Warrant issued. Information to Deputy Chief Constable Cope, Hereford. KENT. 19.— Folkestone ( Borough).— For obtaining by false pretences 25th ult., 2 watches ( one recovered) the other a gentleman's silver English lever, open face, seconds hand, flat crystal glass, supposed No. 166524 A WOMAN, age about 48 or 50, height ibout 5 ft. 8 in., complexion dark ; dress, black dress and dolman, with bead trimming, black bonnet with white feather, respectable appearance. 20.— Folkestone ( Borough).— For stealing £ 55 in Bank of England notes, viz., 3 of £ 5, No. 17788, dated 29th August, 1889; No. 77417, dated 15th August, 1888 ; and No. 32487, dated 15th October, 1888 ; 4 of £ 10, Nos. 66630, 66631, and 48407, dated 10th May, 1889; No. 23409, dated 10th June, 1889- JOSEPH BUXTON TAYLOR, lance- corporal 8th Hussars, age 21$, height 5 ft. 8 in., complexion sallow, hair brown, eyes hazel; dress, grey single- breasted overcoat, light drab tweed suit, blue tie with red spots, button boots with kid tops ( size 8), and black felt hat, marked in- side " d/ R." A native of St. Paul's, Bristol. Warrant issued. Is accompanied by Patrick Brine, age 231, height 5 ft. 6J in., complexion fresh, hair brown, eyes grey • dress, brown overcoat, brown check tweed jacket, trou- sers and vest, white muffler, blue- and- white spotted scarf, and brown felt hat, marked " A/ R." Both are deserters from the 8th Hussars. Information to Supt. Taylor, Town Hall, Folkestone FRIDAY, MARCH 7, 1890 21.— Margate ( Borough).— For stealing a watch and chain ( recovered), 7th ult.— JOHN JONES alias PUNCH, age about 26, height about 5 ft., stout build, complexion fair, eyes grey, clean shaved; dress black cloth coat ( torn at one pocket), moleskin jacket cardigan under ditto, moleskin trousers, violet necker chief with white spots, black cloth cap with earlaps. A navvy ; supposed native of Guildford, Surrey, and to be wanted for other offences. He belongs to the West Kent Militia. Warrant issued. Information to Chief Constable Buck, Margate. LANCASHIRE. 22.— Bury ( County).— For obtaining money by false pretences— JOHN GLEAVE, age 30, height 5 ft. 3 or 4 in., complexion fresh, hair brown, moustache light ( inclined to be sandy); dress, black coat and vest, brown check trousers, and light colour hard felt hat. Pretends to be a meat inspector appointed by Government, seizes some meat and gets it condemned by a local authority, then obtains a sum of money from the owner to withdraw the prosecution • Warrant issued. Information to Supt. Henderson, Bury. 23.— Manchester ( City).— For obtaining money by fraud— A MAN, who gave the name of McDOU- GALL, age 25 to 30, height 5 ft. 5 or 6 in., hair ( cut close) dark brown, moustache sandy, shows his lower teeth, which appear to be artificial, when talking; dress, black cloth suit and black hat, or dark brown suit, and blue- and- black striped tie. Represented him- self to be the brother of Mr. McDougall, corn miller, of this city. Information to Deputy Chief Constable Smith, Manchester. LINCOLNSHIRE. 24.— SI eaford ( County).— For stealing at Leaden- ham, 12th ult., an overcoat ( recovered)— JOHN WORTHINGTON, age about 18, height 5 ft. 6 in., complexion ruddy, hair light brown, eyes ( large) blue ; dress, black cloth coat ( faded green), grey tweed vest, cord trousers much too short, strong lace boots, and soft billycock hat. A farm servant, native of Fulbeck, near Grantham. May be employed as a labourer, and lodging at beer or public- houses. Warrant issued. Information to Supt. Richdale, Sleaford. MONMOUTHSHIRE. 25.— Newport ( County).— For embezzling £ 15 at Risca, 1st ult.— THOMAS COATES, age 45, height 5 ft. in., complexion pale, hair grey, moustache ( turning grey and cut short) brown, large eyes, pro- minent features, coal mark on bridge of nose and under right eye, ring tattooed on finger, bracelet on wrist, man and supposed woman on arm, all supposed on right side; dress, light clothes and black bowler hat. A collier ; native of Birmingham. Has been in the army. Warrant issued. Information to Supt. Bosanquet, Newport. NORTHAMPTONSHIRE. 26.— Peterborough ( City).— For cruelty to a child— SAMUEL LAMB, age about 30, height 5 ft. 4 or 5 in., complexion sallow, thin face, hair ( inclined to be sandy) light brown, thin whiskers ; dress, dark coati cord trousers, dark cap with peak. A hawker ; travels the country with two old and shabby living vans and a flat van, with " Handock, Spalding, Lincolnshire," painted thereon, drawn by three horses ( one chestnut, one brown, and one cob). Had also with him a black- and- white goat and a dark lurcher dog. Is accom- panied by a woman of about 60, supposed to be his mother- in- law. Warrant issued. Information to Chief Constable Lawson, Peter- borough. SHROPSHIRE. 27.— Wellington ( County).— For indecent assault - EDWARD KIEK, age 33, height 5 ft. 3 in., com- plexion fresh, hair light brown, eyes grey, blue scar over right eyebrow, cut mark back of right forearm, burn mark right breast, mole centre of chest and left shoulder- blade, boil mark between shoulder- blades. A moulder; native of Lincoln. Was committed for trial FRIDAY, MARCH 7, 1890. T H E POLICE GAZETTE. 3 ( on bail) at the next Shropshire Quarter Sessions in April, but it is now suspected that he is about to leave the country. Warrant issued. Information to Chief Supt. Galliers, Wellington. STAFFORDSHIRE, 28.— Burslem [ County).— For larceny ( bailee)— A MAN, who gave the name of GIBBS, age 56, height 5 ft. 4 or 5 in., complexion fair, hair black, whiskers turning grey, walks slightly lame; dress, black frock coat, brown tweed trousers and vest, lace boots, and black hard felt hat, shabby appearance, wears a gold ring set with light stone on little finger. He was en trusted with a watch to clean, and promised to return it next day, but failed to do so. A native of Bristol. Stated he had a son a watchmaker at Birmingham. Warrant issued. 29.— Burslem ( County).— For stealing clothing— CHARLES GREEN, a carter or labourer, age 40, height 5 ft. 5 or 6 in., stout build, complexion fresh, hair, whiskers, and moustache sandy, eyes blue ; dress, white cord vest, moleskin trousers, and dark cap. Warrant issued. 30.— Burslem ( County).— For stealing a watch entrusted to him to clean— A MAN, who gave the name of GIBBS, age 56, height 5 ft. 4 or 5 in., com- plexion fair, hair black, whiskers turning grey, walks slightly lame; dress, black frock- coat:, brown tweed trousers and vest, black hard felt hat, shabby appear- ance, wears a gold ring set with light stone on little finger. Stated he had a son, a watchmaker, at Birmingham. ( See Cases No. 25, 10th January, and No. 30, 28th February.) Warrant issued. Information to Chief Supt. Hill, Burslem, 31.— Tunstall ( County).— For stealing £ 4 from his lodgings— TOM FIRTH, age about 30, height 5 ft 4 or 5 in., complexion sallow, hair dark brown, eyes dark, large dimple centre of chin, one finger left hand wrapped in white linen ( he said it was frost- bitten); dress, dark suit ( much worn), white collar, heart- shaped dark tie, lace boots, and hard felt hat. Sup- posed native of Yorkshire. 32.— Tunstall ( County).— For stealing brass and engine fittings— WILLIAM BURDEN, age 40 to 45, height 5 ft. 8 or 9 in., complexion pale, hair and whiskers ( turning grey) and eyes dark, large dark eye brows, meet in centre of forehead and turn up, drops left shoulder ; dress, blue blouse, pepper- and- salt vest and trousers, white collar, lace boots, and dark hard felt hat. A native of Great Torrington, North Devon. Warrant issued. Information to Supt. Hall, Tunstall. the sum of £ 125, by means of a worthless cheque pur- porting to be drawn by T. Friend and Co , on the National Bank, Charing- cross — E. C. FRIEND, age about 32, height 6 ft. 1 in., complexion florid, hair and moustache ( heavy) light brown, eyes ( rather arge) blue, full round face ; dress, dark overcoat and trousers, patent leather boots, and high silk hat; smart appearance. Has been a banker's clerk ; sup- posed native of London or suburbs. Warrant issued. Information to Supt. Newnham, Eastbourne. 38.-— Hastings ( Borough).— For stealing money— CHARLES J. WHEATCROFT, age 19, height 5 ft. 71 in., complexion fresh, hair, moustache ( slight), and eyes dark, turns his toes slightly inwards when walk- ing ; dress, black melton overcoat with velvet collar, and brown hard felt hat. A native of St. Leonards- on- Sea. Absconded 4th inst. Warrant issued. Information to Chief Constable Glenister, Hastings.
