All announcement! far insertion in the POLICE GAZETTE, and all communications upon them, should It addressed to THE EDITOB OF THE FOLIOS GAZETTE, GSEAT SCOTLAND TABS, LONDON, S. W. ,1. Particulars concerning persons whose apprehension it sought will be inserted in one issue of tht POLICE GAZETTE, if they art sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of 7s. 6d. per photograph or sketch oj a ttclen article, including the expense of engraving on wood. f. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not lets rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must bt guaranteed by an officer of not lets rank than Inspector, or analogous thereto. T ION S. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will it wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one tide oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond # Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. NOTICE. APPREHENSIONS SOUGHT, MURDER. METROPOLITAN POLICE DISTRICT. EXTRADITION. i.— A Declaration was signed in London on the Slst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiting party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. G DIVISION.— Woodcut portrait and description of MICHELE ARDOLINO, whose apprehension is sought for the wilful murder of Davinccio Pompeo, on the night of 13th February, 1890. Description:— Age about 24, height 5 ft, 7 in., com- plexion, hair ( bushey at sides and flattened over forehead), eyes, and slight moustache dark; dress, brown jacket, blue vest and trousers, lace boots, black hard felt hat ( worn on one side), white collar, blue scarf— all old. A Neapolitan ; speaks very little English, Is believed to have a recent wound on his head from a blow with an iron instrument, Inquiry is earnestly requested at all places frequented by Italians. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. 2 T H E POLICE RTATTCTTE. FRIDAY, FEBRUARY 28, 1890 APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 2.— C, I. Department-— For obtaining money by means of fictitious cheques on the Northampton- shire Banking Company— HENRY WRIGHT, alias BURSTALL, SAYILLE, and WATSON, License Holder, Office No. 37355, age 53, height 5 ft. 6 in., complexion fresh, hair ( bald on top) and moustache dark brown, eyes blue, mole back of neck, right shoulder- blade, front of left armpit, and near nipple, scar front of right hip, knee, and middle finger left hand, peculiar protruding navel, lame left leg ; dress, drab dust coat, brown plaid jacket, dark trousers, wears brown spats, appearance of a horse dealer. A native of Ware, Hertfordshire. Warrant issued. 3.— G Division.— For embezzling £ 6 7s. 6d., - 21st inst'.— GEORGE BRANHAM, age 35, height 5 ft. 5 or 6 in., slight build, complexion dark, hair black, eyes dark, is addicted to drink; dress, dark coat and vest, check trousers, and hard felt hat. A clerk ; native of Leeds. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. BRECONSHIRE. 4.— Crickhowell ( County).— For stealing from their lodgings, at Brynmawr, 1 light plaid suit and other articles of clothing, which have been recovered at Merthyr— WILLIAM THOMAS, age about 35, height about 5 ft. 9 in., complexion pale, hair and moustache ( slight) dark, smart military appearance; dress, black jacket, dirty moleskin trousers, and black soft felt hat. A native of Devonshire.— LOUISA THOMAS, his wife, age about 35, height 5 ft. 4 in., complexion fresh, hair dark, rather good- looking; dress, grey ulster, green- and- brown dress with velvet round bottom, black hat with striped ribbon. Were traced to Merthyr on 18th inst., and are supposed to have gone to Devonshire by rail. Warrant issued. Information to Supt. Jo3eph, Crickhowell, or to Sergeant Williams, Brynmawr. BUCKINGHAMSHIRE. 5.— Slough ( County).— For stealing, 4th irst., 3 saws ( recovered) — RUPERT GARLAND, age 36, height 5 ft. 9 in., complexion fair, small moustache, hair light brown, slim build ; dress, daik grey ribbed overcoat, black hard felt hat. A carpenter; native of Penn, Bucks. Warrant issued. Information to Supt Sutton, Slough, or to Inspector Sapwell, Beaconsfield. CAMBRIDGESHIRE. 6.— Cambridge ( Borough).— For embezzlement, 30th ult.— LEON REFFELLE, an umbrella maker, age 21, height 5 ft. 5 in., slight build, complexion pale, eyes light blue, slight dark whiskers and moustache; dress, dark check ulster, black melton coat, broad cord vest, striped trousers, and brown hard felt hat. Warrant issued. Information to Chief Constable Innes, Cambridge. CHESHIRE. 7.— Nantwlch ( County).— For stealing 6s. 6d. from a boy at Crewe, 22nd inst.— A MAN, age 25 to 30, height 5 ft. 5 or 6 in., hair and moustache reddish brown; dress, short dark coat, light trousers with dark stripes ( much too long for him), lace boots, and black hard felt hat. He obtained possession of the money on the pretence of holding it while the boy went an errand for him. Information to Supt. Leah, Nantwich. 8.— Runcorn ( County).— For stealing a small patent brass weighing machine ( recovered)— HENRY BRAMHALL, age 33 or 34, height 5 ft. 6 in., com- plexion sallow, hair dark brown, eyes grey, red spots sides of nose, long features, double ruptured; dressi long light tweed overcoat, rough monkey jacket, cor- duroy trousers, old muffler, light shoes ( much worn) and black hard felt hat. A joiner; native of Wincham, Cheshire. Warrant issued. Information to Supt. Large, Runcorn. DEVONSHIRE. 9— Devonport ( Borough).— For stealing, 11th inst., an old rear- steering tricycle, painted black, driven by chain one side, saddle with cradle spring, one brake spoon removed further on brake bar, cut in centre of tyre nearly all round one wheel, has been repaired at joint at the centre of fork under saddle with iron plate, valise with oil can marked " Favorite," small screw wrench, bone handles, no lamp or bell— JOHN HENRY GOODING, alias FRANK HEM- MING, a clerk, age about 24, height 5 ft. 4 or 5 in., slight build, complexion sallow, hair and small mous- tache light, recent scratches on right cheek, speaks through his nose ; dress, plain black suit, black hard felt hat, respectable appearance. Served in the 4th Devon Militia at Exeter, 1889, in name of Arthur Williams. Has been engaged as a ticket collector at the Theatre Royal, Plymouth, and may seek similar employment elsewhere. Information to Head Constable Evans, Devonport. ESSEX. 10 •— Brentwood ( County). — For stealing, 9th inst., £ 3 gold from a box at Warley Barracks— ERNEST PURKISS, private Essex Regiment, age 19, height 5 ft. 3f in., complexion fresh, hair dark brown, eyes brown, indistinct tattoo mark on left forearm ; dressed in uniform of Essex Regiment, and sidespring boots patched outside near joint of little toe. Native of Wigtonshire. Information to Supt. Dobson, Brentwood. 11.— Chelmsford ( County).— Woodcut portrait ( taken in 1885) and description of JAMES GAR- ROD, or GARRARD, alias WOODS and SMITH, whose apprehension is sought for stealing 7s. and a purse from the person, 13th inst., and who escaped from custody 14th inst.— age about 24, height about 5 ft. 4 or 5 in., complexion fresh, hair ( inclined to be sandy) dark, moustache sandy, eyes blue, tattooed on arms. Supposed to have cut his feet and legs by jumping a fence at the time he escaped, having nothing on but his shirt. Is a very swift runner. A bricklayer's labourer; native of Ipswich. May apply to builders and contractors for employment. May be in the company of a woman named Page, of Ipswich, age about 26, height 5 ft., coarse features big mouth, short upper lip, shows her teeth, hair ( cut short all round and combed down flat over forehead to eyebrows) sandy, tattooed on arms with several letters, H. O., P. O., etc. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. GLAMORGANSHIRE. 12— Cardiff ( Borough). — For stealing £ 11— THOMAS ELLIOTT, alias SNOWDEN, late an in- mate of the Cardiff Workhouse, age about 34, height 5 ft. 9 or 10 in., complexion fair, hair ( turning grey) and moustache light, grey hairs on side of neck, eyes grey, walks with a swinging gait, and swings his shoulders very much; dress, supposed, black cloth coat and vest, fustian trousers, lace boots, black bowler hat A native of Newcastle- on- Tyne. Is supposed to" be tramping the country. Warrant issued. Information to Head Constable McKenzie, Cardiff GLOUCESTERSHIRE. 13.— Chipping Campden ( County).- For em- bezzling £ 155 5s. lid.— JOSEPH KEEN, age 62 height 5 ft. 9 or 10 in , complexion pale, hair ( long) and eyes ( small) grey, hobbling step, from tender feet, twitching in eyes when talking ; dress, long blue over- coat, blucher boots, and soft billycock hat. A native of Blockley, Worcestershire. Warrant issued. Information to Supt. Helps, Chipping Campden. 14.— Fishponds ( County).— For larceny and false pretences— THOMAS PAINTER, a groom, age 21, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, eyes dark, smart appearance ; dress, black coat and vest, striped trousers, white necktie, brown bowler hat. His modus operandi is to take lodgings, representing he is employed at some stables near at hand, and after staying a short time absconds, stealing anything of value. A native of Chipping Sodbury. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 15.— Andover ( County).— For embezzling £ 14 lis. - CHARLES PAIN COLLIS age 40, height 5 ft. 6 or 7 in., complexion swarthy, hair and moustache ( heavy) black, eyes ( full) dark ; dress, heavy blue cloth over- coat, brown tweed suit, cashmere leggings, button boots, and black hard felt hat. A native of Bishop Sutton, Hants. Warrant issued. Information to Supt. Duke, Andover. HEREFORDSHIRE. 16.— Hereford ( County). — For stealing £ 16- JAMES MORRIS, alias SLEN, age 27, height 5 ft. 9 in., complexion fresh, hair light brown, eyes hazel, recent scratch on cheek; dress, rough pilot jacket, moleskin trousers, and brown cap, very dirty, ragged appearance. Supposed native of Upton- on- Severn. May be found drinking at low public- houses, or among drovers or rag and bone gatherers, which occupations he sometimes follows. Stated he had worked at the Penarth and Barry Docks, Cardiff. Warrant issued. Information to Deputy Chief Constable Cope, Hereford. KENT. 17.— Dover ( Borough).— For embezzlement— THOMAS JOSEPH SHEIL, age about 40, height 5 ft. 9 in., complexion fresh, hair light brown, moustache light; dresses usually in dark clothes, hard felt hat. A shoemaker. Has served in the Royal Artillery, and has a military appearance. Warrant issued. Information to Chief Supt. Sanders, Town Hall, Dover. 18.— Margate ( Borough).— For stealing a watch and chain ( recovered), 7th inst.— JOHN JONES, alias PUNCH, age about 26, height about 5 ft., stout build, complexion fair, eyes grey, clean shaved; dress, black cloth coat ( torn at one pocket), moleskin jacket, cardigan under ditto, moleskin trousers, violet necker- chief with white spots, black cloth cap with earlaps. A navvy ; supposed native of Guildford, Surrey, and to be wanted for other offences. He belongs to the West Kent Militia. Warrant issued. Information to Chief Constable Buck, Margate. LANCASHIRE. 19.— Bury ( County).— For obtaining money by false pretences— JOHN GLEAVE, age 30, height 5 ft. 3 or 4 in., complexion fresh, hair brown, moustache light ( inclined to be sandy); dress, black coat and vest, brown check trousers, and light colour hard felt hat. Pretends to be a meat inspector appointed by TUESDAY, FEBRUARY 25, 1890. T H E POLICE GAZETTE. 3 Government, seizes some meat and gets it condemned by a local authority, then obtains a sum of money from the owner to withdraw the prosecution. Warrant issued. Information to Supt. Henderson, Bury. 20.— Manchester ( City).— For obtaining money by fraud— A MAN, who gave the name of McDOU- GALL, age 25 to 30, height 5 ft. 5 or 6 in., hair ( cut close) dark brown, moustache sandy, shows his lower teeth, which appear to be artificial, when talking ; dress, black cloth suit and black hat, or dark brown suit, and blue- and- black striped tie. Represented him- self to be the brother of Mr. McDougall, corn miller, of this city. Information to Deputy Chief Constable Smith, Manchester. £ 100 REWARD. 21.— Oldham ( Borough).— Woodcut portrait and description of JOSEPH HENRY HULTON, late cashier at the Manchester and County Bank, Oldham, whose apprehension is sought for embezzling £ 500 and other sums amounting to £ 10,000, age 36, height 5 ft. 11 in. or 6 ft., slight build, complexion and eyes dark, hair very black and machine clipped, upper lip and face from about the line of nose covered with black hair, clipped short; dress, black worsted suit, or may be wearing a dark grey, speckled Scotch tweed suit, dark cloth overcoat, black billycock hat; carried a small black leather bag and a walking- stisk. He left Oldham at noon, 1st inst. . Warrant issued. To be arrested out of the United Kingdom. Information to Chief Constable Hodgkinson, Oldham, by whom the above reward will be paid for the appre- hension of Hulton. 22.— Rochdale ( Borough).— For rape— JOHN THOMAS PATTERSON, age 24 or 25, height 5 ft. 7 in., complexion fresh, hair light, moustache brown; dress, light tweed coat, moleskin trousers and vest, clogs, and tweed cap. Has recently been working in a foundry as a labourer. Warrant issued. Information to Chief Constable Wilkinson, Rochdale 23— Salford ( Borough).— For stealing from his lodgings, 25th ult., 3 £ 10 Bank of England Notes, Nos. 04461, 04462, and 04463, 1 £ 5 note, No. 56104 or 80820; £ i 13s. gold and silver ; and a cheque on the Union Bank for £ 14 9s.— HERR H. M. STAVENOW, age 35, height 5 ft. 4 or 5 in., stout build, bair ( parted in centre), moustache and side whiskers sandy ; dress, grey tweed suit, low shoes, and brown hard felt hat; has also in his possession a black cloth suit and a black cloth overcoat; very respectable appearance. A native of Germany; speaks very bad English, and is supposed to obtain his livelihood by teaching German, French, and Italian languages. Warrant issued. Information to the Chief Constable, Town Hall, Salford. MONMOUTHSHIRE. 24.— Newport ( County).— For embezzling £ 15 at Risca, 1st inst.— THOMAS COATES, age 45, height 5 ft. in., complexion pale, hair grey, moustache ( turning grey and cut short) brown, large eyes, pro- minent features, coal mark ou bridge of nose ar. d under right eye, ring tattooed on finger, bracelet on wrist, man and supposed woman on arm, all supposed on right side; dress, light clothes and black bowler hat. A collier ; native of Birmingham. Has been in the army. Warrant issued. Information to Supt. Bosanquet, Newport. NORFOLK. 25 — Norwich ( City).— For shopbreaking, and stealing 30 opera- glasses and a silver- plated cream jug ( recovered)— CHARLES LANE ( supposed false), age 25 to 30, height 5 ft. 9 or 10 in., complexion fair, hair brown, small side- whiskera and moustache, several small pimples about face; dress, greenish melton New- market overcoat, stand- up collar, green- and- black necktie in sailor's knot, and dark brown hard felt hat; carried a brown canvas bag. Gave his address as 22, High- street, Colchester. Information to Chief Constable Hitchman, Norwich. NORTHAMPTONSHIRE. 26.— Peterborough ( City).— For cruelty to a child— SAMUEL LAMB, age about 30, height 5 ft. 4 or 5 in., complexion sallow, thin face, hair ( inclined to be sandy) light brown, thin whiskers ; dress, dark coat, cord trousers, dark cap with peak. A hawker ; travels the country with two old and shabby living vans and a flat van, with " Handock, Spalding, Lincolnshire," painted thereon, drawn by three horses ( one chestnut, one brown, and one cob). Had also with him a black- and- white goat and a dark lurcher dog. Is accom- panied by a woma" 3 of about 60, supposed to be his mother- in- law. Warrant issued. Information to Chief Constable Lawson, Peter- borough. SHROPSHIRE. 27.— Wellington ( County).— For indecent assault - EDWARD KIEK, age 33, height 5 ft. 3 in., com- plexion fresh, hair light brown, eyes grey, blue scar over right eyebro w, cut mark back of right forearm, burn mark right breast, mole centre of chest and left shoulder- blade, boil mark between shoulder- blades. A moulder ; native of Lincoln. Was committed for trial ( on bail) at the next Shropshire Quarter Sessions in April, but it is now suspected that he is about to leave the country. Warrant issued. Information to Chief Supt. Galliers, Wellington. STAFFORDSHIRE, 28— Brierley Hill ( County).— For stealing, at Old Hill, 21st ult., 1 silver Geneva watch, silver dial, steel hands; 1 silver albert chain, long link pattern ; 1 black overcoat, with black wool collar and cuffs, pockets on hips and outside right breast, black cloth- covered buttons; and a pair of dark plaid trousers— WILLIAM SHORT, age 19, height 5 ft. 7 in., com- plexion fair, hair brown, eyes dark, very splay- footed ; dress, short black jacket, dark vest, stolen overcoat, and trousers, collar and tie, light cloth double- peak cap. A native of Warwick, but resided several years at Worcester. Warrant issued. 29— Brierley Hill ( County).— For stealing coat, at Brierley Hill, 20th ult.— GEORGE HARRIS, age 30, height 5 ft. 5 in., complexion fair, hair brown, eyes grey, pockpitted, scar right eyebrow, burn scar left neck and chin, right side eyebrow, and first finger, scar top of left wrist, birth stain top of breast, scar outside left thigh, burn scar top of left foot and instep. A striker at boiler works ; native of Harts Hill, Brier- ley Hill. Is a notorious thief, and now under police supervision.— SAMUEL WHITE, age 19, height 5 ft. 6 in., complexion fresh, hair light brown, eyes grey. A native of Brierley Hill. Warrant issued. Information to Supt. Woollaston, Brierley Hill. 30,— Burslem ( County).— For larceny ( bailee)— A MAN, who gave the name of GIBBS, age 56, height 5 ft. 4 or 5 in., complexion fair, hair black, whiskers turning grey, walks slightly lame; dress, black frock coat, brown tweed trousers and vest, lace boots, and black hard felt hat, shabby appearance, wears a gold ring get with light stone on little finger. He was en- trusted with a walch to clean, and promised to return it next day, but failed to do so. A native of Bristol. Stated he had a son a watchmaker at Birmingham. Warrant issued. Information to Chief Supt. Hill, Burslem. 31.— Tunstall ( County).— For stealing £ 4 from his lodgings- TOM FIRTH, age about 30, height 5 ft. 4 or 5 in., complexion sallow, hair dark brown, eyes dark, large dimple centre of chin, one finger left hand wrapped in white linen ( he said it was frost bitten); dress, dark suit ( much worn), white collar, heart- shaped dark tie, lace boots, and hard felt hat. Sup- posed native of Yorkshire. Information to Supt. Hall, Tunstall. 32.— Tunstall ( County).— For stealing brass and engine fittings— WILLIAM BURDEN, age 40 to 45, height 5 ft. 8 or 9 in., complexion pale, hair and whiskers ( turning grey) and eyes dark, large dark eye- brows, meet in centre of forehead and turn up, drops left shoulder ; dress, blue blouse, pepper- and- salt vest and trousers, white collar, lace boots, and dark hard felt hat. A native of Great Torrington, North Devon. Warrant issued. Information to Supt. Hall, Tunstall. SUFFOLK. 33.— Boxford ( County).— For stealing at Cornard, Sudbury, 25th ult., a carpenter's plough ( recovered)— JOHN SCOTT, a tramping wheelwright, age 40, height 5 ft. 10 in., complexion fresh, hair light brown, whis- kers sandy, eyes grey ; dress, dark coat and vest, cord trousers, and hard felt hat. Warrant issued. Information to Supt. Chapman, Boxford. SURREY. 34.— Chertsey ( County).— For stealing a cheque for £ 20 15s., which he cashed— GEORGE GRAHAM, age 42, height 5 ft. 6 or 7 in,, complexion dark, clean shaved, scar on cheek; dress, blue serge suit, cheese- cutter cap, boots sewn up in front with wax ends. Appearance of a fireman.
