Every announcement, if for the apprehension of a person, must be guaranteed by the signature if an officer of not lets rank than Superintendent ; and, if the name of such person be required to U inserted, and no warrant it in force against him, the requisition mutt be signed by the chief officer of police, or hit immediate deputy, of tht county, city, or borough, at the case may be. J. Announcements concerning stolen property mutt be guaranteed by an officer of not leu rank than Inspector, or analogous thereto. TIONS. 8. Announcement! of all persons to be apprehended or of ttolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquenti or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all eases, the officer signing the request for insertion of any announcement, will it wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one tide oj the paper only, be in the usual form, and accompanied by a covering letter. _ _ _ 12. NOTICE. EXTRADITION. A Declaration was Bigned in London on the Slst of April, 1867, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 80th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made In their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiiing party shall be found within the territories of the other party." " I* to case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own tubjeots whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C. I. Department— For falsifying bank books and defrauding the bank of £ 5000 or £ 6000— ROBERT TURNER, age 43 ( looks a little older), height 5ft. 8 in. or 9 in., weight about 12 or 13 stone, com- plexion sallow, hair, whiskers, and moustache ( turning grey) dark, slightly bald j slight cast in right eye> rather short neck, carries his head a little forward, is inclined to look away when spoken to, rather large nose, rather prominent high forehead ; dress, black morning coat and vest, grey trousers, and black felt hat; carried a small black bag. A native of Grant- ham, Lincolnshire. Warrant issued. 2.— E Division.— For obtaining a type- writing machine by fraud- P. BROWN, alias RICHARDSON, age 32, height 5 ft. 8 in., slight build, complexion fresh, hair and moustache brown ; dress, brown tweed suit and black billyoock hat; appearance of a mechanic. Last known address, 9, Waterloo- buildings, Wood- street, Liverpool. Is known to Mr. Orr, 173, Princes- street, Ipswich. Warrant issued. 3 — N Division.— For fraudulent bankruptcy— ALBERT SCOTT, a Jew, age 35 to 40, height 5 ft. 10 in., complexion sallow, hair, moustache ( slight) and eyes dark, very reserved in manner, and is continuously smoking cigarettes; dress, long dark mixture ulster, dark trousers, brown felt hat, wears spats. Warrant issued. 4.— R Division.,— For obtaining £ 10 10s. by a false cheque, drawn on the Exchange and Discount Bank Company, Leeds— EDWARD KEMP, age 38, height 5 ft. 9 in., complexion fair, hair and moustache light, of gentlemanly appearance and good address; dress, short dark cutaway coat, striped tweed trousers* and black felt hat with flat top. Supposed native of Leeds. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CAMBRIDGESHIRE. 5.— Cambridge ( Borough).— For embezzlement, 30th ult.— LEON REFFELLE, an umbrella maker, age 21, height 5 ft. 5 in., slight build, complexion pale, eyes light blue, slight dark whiskers and moustache ; dress, dark check ulster, black melton coat, broad cord vest, striped trousers, and brown hard felt hat. Warrant issued. £ 15 REWARD. 6.— Cambridge ( Borough).— For embezzlement, 30th ult.— THOMAS PHILLIPS, a gentleman's ser- vant, age about 25, height 5 ft. 6 or 7 in., complexion fair, hair and moustache brown, rather weak ankles; dress, black coat and vest, grey trousers, and brown felt hat; had with him a brown mixture suit. Is supposed to have booked from Cambridge to Liver- pool- street by 1 a. m. train 31st ult. Information to Chief Constable Innes, Cambridge, by whom the above reward will be paid for the appre- hension and conviction of Philips. CHESHIRE. 7.— Runcorn ( County).— For stealing a small patent brass weighing machine ( recovered)— HENRY BRAMHALL, age 33 or 34, height 5 ft. 6 in., com- plexion sallow, hair dark brown, eyes grey, red spots sides of nose, long features, double ruptured; dresf, long light tweed overcoat, rough monkey jacket, cor. duroy trousers, old muffler, light shoes ( much worn), and black hard felt hat. A joiner; native of Wincham, Cheshire. Warrant issued. Information to Supt. Large, Runcorn. GLAMORGANSHIRE. 8.— Cardiff ( Borough). — For stealing £ 11— THOMAS ELLIOTT, alias SNOWDEN, late an in- mate of the Cardiff Workhouse, age about 34, height 5 ft. 9 or 10 in., complexion fair, hair ( turning grey) and moustache light, grey hairs on side of neck, eyes grey, walks with a swinging gait, and swings his shoulders very much; dress, supposed, black cloth coat and vest, fustian trousers, lace boots, black bowler hat. A native of Newcastle- on- Tyne. Is supposed to be tramping the country. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 9.— Cheltenham ( County).— For stealing a suit of clothes CARRINGTON, alias KERRIG- DEN, age 45, height 5 ft. 6 or 7 in., complexion fresh, hair ( inclined to be sandy) light, eyes grey, moustache ( heavy) sandy, 4 large front teeth in upper jaw project and he cannot speak without showing them, speaks with an Irish accent; dress, dark cloth overcoat with plaid lining, dark tweed suit, black bowler hat. Travels the country with a horse and trap, which he hires, soliciting orders for clothes, accompanied by a boy age about 16, and absoonds without paying his lodgings or any of his bills. Warrant issued. Information to Supt. McRae, Cheltenham. 10.— Chipping Campden ( County).— For em- bezzling £ 155 5s. lid.— JOSEPH KEEN, age 62, height 5 ft. 9 or 10 in , complexion pale, hair ( long) and eyes ( small) grey, hobbling step, from tender feet, twitching, in eyes when talking ; dress, long blue over coat, blucher boots, and soft billycock hat. A native of Blockley, Worcestershire. Warrant issued. Information to Supt. Helps, Chipping Campden. 4 T H E POLICE GAZETTE. TUESDAY, FEBRUARY 4, 1890. 11.— Fishponds ( County).— For larceny and false pretences— THOMAS PAINTER, a groom, age 21, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, eyes dark, smart appearance ; dress, black coat and vest, striped trousers, white necktie, brown bowler hat. His modus operandi is to take lodgings, representing he is employed at some stables near at hand, and after staying a short time absconds, stealing anything of value. A native of Chipping Sodbury. Information to Supt. Matthews, Fishponds. HERTFORDSHIRE. 12.— Hemel Hempstead ( County).— For stealing 15th ult.— 1 lady's gold keeper ring, buckle pattern ; 1 lady's gold ring set blue stones and pearls, forming the word " Regard" ; 1 lady's gold ring set five brilliants; 1 lady's plain gold ring ; 1 lady's gold ring set two rubies and three pearls ( one deficient); and 1 silver ring with stones, all common jewellery— A MAN, age about 22 or 23, height about 5 ft. 2 or 3 in., stiff build, moustache slight, cast in eyes, wart on right side of forehead, bad teeth ; dress, black coat, brown trousers, and brown felt hat. Is supposed to be a Jew. He attended a Salvation Army meeting on the night he committed the larceny. Information to Deputy Chief Constable Pearson, Hemel Hempstead. 13.— Hertford ( County).— For burglary at Bengeo Cottage, 10th ult., and stealing about 1,000 cigars of the following brands, viz., Alfred de Rothschild, Prin- cess Finas, and Londres R. Lewis, St. James- street— TWO MEN, 1st, age 50 to 55, height about 5 ft. 6 in., stoutish build, full beard ( turning grey on chin); dress, dark overcoat and trousers, black hard felt hat, carried a black leather bag ; 2nd, age 27 to 30, height about 5 ft. 5 in., moustache dark ; dress, black diagonal suit, black hard felt hat. Information to Supt. Parish, Constabulary Office, Hertford. 14.— Hitchin ( County).— For stealing fowls, 14th ult. ( recovered)— GEORGE BARKER, age 27, height 5 ft. 3 or 4 in., stout build, complexion sallow, hair dark brown, bald patch back of head, short thick neck ; dress, dark blue melton coat and vest, light trousers, black hard felt hat ( flat top), lace boots ( one patched). Has been convicted in the Metropolitan Police District for being in possession of housebreaking'implements. A native of Hitcbin, Herts. Warrant issued. Information to Supt. Reynolds, Hitchin. KENT. 15.— Canterbury ( City).— For stealing £ 3 10s.— A MAN, age 40 to 45, height 5 ft. 9 or 10 in., com- plexion rather sallow, thin face, hair ( cut short) turn- ing grey, moustache ( heavy) dark, eyes rather sunken, speaks very fluently, with a foreign accent; dress, blue pilot cloth suit, brass buttons on vest, light drab small check Inverness overcoat, blue cap with a British flag and gold or yellow lace on front, stand- up' collar, black sateen tie with pin, wears a ring ( ruby stone in centre, set with small diamonds) on one little finger and a signet ring on the other little finger. His modus operandi is to engage rooms with a re- spectable family, stating his luggage, etc., which consists of five or six large boxes, and his horse and carriage, are following him from town ; sleeps there during the night, and decamps next morning. He represents himself to be Captain O'Donnell, and be- longs to the Royal Navy, having recently come from China, where he saved the life of Lady Colin Camp- bell's sister, who was shipwrecked, and shows the ruby and diamond ring which he alleges she presented to him. Information to the Chief Constable, Canterbury. 16.— Dover ( Borough).— For embezzlement— THOMAS JOSEPH SHEIL, age about 40, height 5 ft. 9 in., complexion fresh, hair light brown, moustache light; dresses usually in dark clothes, hard felt hat. A shoemaker. Has served in the Royal Artillery, and has a military appearance. Warrant issued. Information to Chief Supt. Sanders; Town Hall, Dover. LANARKSHIRE. 17.— Glasgow ( City).— For stealing £ 112 8s., consist- ing of notes, gold, and silver, 30th ult.— JOHN ANDER- SON, age 35 to 40, height 5 ft. 9 in., complexion pale or sallow, hair steel grey, side whiskers and mous- tache mixed with grey, and cut short; dress, light grey jacket, dark vest, light check tweed trousers, and light cloth double peak cap, or may be wearing a grey tweed suit and black felt hat. A native of Aberdeen. Is accompanied by his wife, who is about same age, and a son about 6 years of age. Has friends in America, to which country he may endeavour to emigrate. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 18— Prescot ( County).— For stealing a violin ( re- covered) 22nd ult.— FRANK PHILLIS, alias ABRA- HAM GOLDSTONE, age 20, height 5 ft. 3 in., com- plexion fresh, round features, hair ( inclined to be wavy in front) and eyes dark brown, speaks with a London accent; dress, long dark grey overcoat ( which appears too large for him), dark grey striped trousers, side- spring boots, and billycock hat. A native of Liverpool, but has lived in London about 8 years. Is a good musician, plays the violin in the streets, or may join a string or other band in a theatre or music- hall. Information to Supt. Barker, Prescot. 19.— Burnley ( Borough).— For failing to report- License Holder THOMAS GIBSON, alias DOYLE, Office No. 38850, age 38, height 5 ft. 5 in., complexion fresh, hair brown, eyes blue, scar corner of right eye_ brow, ruptured left side, 2nd left toe contracted; Sentenced at Salford, 11th January, 1886, to 5 years' penal servitude for larceny; and License Holder JAMES LUND, Office No. 38821, age 44, height 5 ft. 4 in , complexion sallow, hair dark brown, eyes hazel, lost right forefinger, other fingers and thumb deformed. Sentenced at Preston, 6th January, 1886, to 5 years' penal servitude and 5 years' police supervision for housebreaking. M 26. Information to the Chief Constab'e, Borough Police, Burnley. £ 100 REWASD, 20.— Oldham ( Borough).— Woodcut portrait and description of JOSEPH HENRY HULTON, late cashier at the Manchester and County Bank, Oldham, whose apprehension is sought for embezzling £ 500 and other sums amounting to £ 10,000, age 36, height 5 ft. 11 in. or 6 ft., slight build, complexion and eyes dark, hair very black and machine clipped, upper lip and face from about the line of nose covered with black hair, clipped short; dress, black worsted suit, or may be wearing a dark grey speckled Scotch tweed suit, dark cloth overcoat, black billycock hat; carried a small black leather bag and a walking- stick. He left Oldham at noon, 1st inst. Warrant issued. To be arrested out of the United Kingdom. Information to Chief Constable Hodgkinson, Oldham, by whom the above leward will be paid for the appre- hension of Hulton. 21— Salford ( Borough).— For stealing from his lodgings, 25th ult., 3 £ 10 Bank of England Notes, Nos. 04461, 04462, and 04463, 1 £ 5 note, No. 56104 or 80820; £ i 13s. gold and silver ; and a cheque on the Union Bank for £ 14 9s.— HERR H. M. STAVENOW, age 35, height 5 ft. 4 or 5 in., stout build, hair ( parted in centre), moustache and side whiskers sandy ; dress, grey tweed suit, low shoes, and brown hard felt hat; has also in his possession a black cloth suit and a black cloth overcoat; very respectable appearance. A native of Germany; speaks very bad English, and is supposed to obtain his livelihood by teaching German, French, and Italian languages. Warrant issued. Information to the Chief Constable, Town Hall, Salford. LEICESTERSHIRE. 22.— Market Harborough ( County).— For Steal ing, 2nd ult., a blue melton hunting coat,. " Hill, New Bond- street," on tab, and a blue check vest, also clip, ping machine and clothes brush ; found pledged at Chesterfield— J AMES BANG, alias JOHN REAVES, age 32, height 5 ft. 7 in., complexion dark, hair and small side- whiskers dark brown, eyes rather watery, lame in one leg ( supposed right); may be wearing the stolen coat and vest, brown breeches and leggings, and brown hard felt hat. A groom ; supposed native of Berkshire. Warrant issued. Information to Supt. Bott, Market Harborough. MIDLOTHIAN. 23.— Edinburgh ( City).— For fraudulently ob- taining £ 27 by presenting false cheques at various banks on 18th and 20th ult.— ROBERT ASHWOOD TAYLOR, a medical student, age about 26, height 5 ft. 10 or 11 in., hair and long drooping moustache light, otherwise clean shaved, long features; dress, dark overcoat or waterproof, dark blue coat oi jacket and vest, dark striped trousers, and black felt hat, smart appearance, quiet manner. A native of Hereford, and speaks with English accent. Is an athlete, being a champion short distance runner, and is likely to mix with running men. Has failed as a student, and is hard pressed for money. By a fraudu- lent telegram he secured a cheque book from the National Provincial Bank of England at Hereford, bearing numbers beginning I. 17321, and passed three of these in Edinburgh. As he may endeavour to pass the remaining cheques it is requested that bank authorities be warned. He left Edinburgh on 21st ult., and is believed to have gone to England. Warrant issued. MONMOUTHSHIRE. 24.— Newport ( Borough).— For obtaining a spade by false pretences - Supervisee SIDNEY COSH, Office No. 36392, age 36, height 5 ft. 10 in, complexion sallow, hair brown, eyes hazel, lost t wo front teeth, two rings on fingers of left hand, scar on forehead. A blacksmith; native of Melbourne, St. Andrew, Dor- setshire. Sentenced at Dorchester, 18th October, 1887, to 12 months' imprisonment and 2 years' police supervision for fraud. Information to the Chief Constable, Newport, NORFOLK. 25.— Norwich ( City).— For shopbreaking, and stealing 30 opera- glasses and a silver- plated cream jug ( recovered)— CHARLES LANE ( supposed false), age 25 to 30, height 5 ft. 9 or 10 in., complexion fair, hair brown, small side- whiskers and moustache, several small pimples about face; dress, greenish melton New- market overcoat, stand- up collar, green- and- black necktie in sailor's knot, and dark brown hard felt hat; carried a brown canvas bag. Gave his address as 22, High- street, Colchester. Information to Chief Constable Hitchman, Norwich. STAFFORDSHIRE. 26— Brierley Hill ( County).— For stealing, at Old Hill, 21st ult., 1 silver Geneva watch, silver dial, steel hands; 1 silver albert chain, long link pattern ; 1 black overcoat, with black wool collar and cuffs, pockets on hips and outside right breast, black cloth- covered buttons; and a pair of dark plaid trousers— WILLIAM SHORT, age 19, height 5 ft. 7 in., com- plexion fair, hair brown, eyes dark, very splay- footed; dress, short black jacket, dark vest, stolen overcoat, and trousers, collar and tie, light cloth double- peak cap. A native of Warwick, but resided several years at Worcester. Warrant issued. Information to Supt. Woollaston, Brierley Hill. WARWICKSHIRE. 27.— Acocks Green ( County).— For stealing at Yardley, 18th ult., the sum of £ 9 10s.— GEORGE NEW, a clerk, age about 30, height 5 ft. 7 or 8 in-, complexion pale, hair and beard dark, respectably TUESDAY, FEBRUARY 11, 1890. T H E POLICE GAZETTE. 8 dressed in dark clothes. May endeavour to leave the country, as he has stolen other sums of money. Warrant issued. Information to Supt. Yardley, Acocks Green, near Birmingham. SUSSEX ( EAST). 28.— Hastings ( Borough).— For stealing money— j CHARLES J. WHEATCROFT, age 19, height 5. ft. ; 7i in., complexion fresh, hair, moustache ( slight), and eyes dark, turns his toes slightly inwards when walk- ing ; dress, black melton overcoat with velvet collar, and brown hard felt hat. A native of St. Leonards- on- Sea. Absconded 4th inst. Warrant issued. Information to Chief Constable Glenister, Hastings. YORKSHIRE ( EAST RIDING). 29.— Hull ( Borough). — For failing to report- Supervisee GEORGE WILLIAMS, alias PETER LYONS, MEESOM, and DICKENSON, Office No, 38882, age 39, height 6 ft. 8 in , complexion sallow, hair dark brown, eyes grey, left great toe turns inwards, syphilis marks all over back, double ruptured. Sen- tenced at Hull Borough Sessions, 5th January, 1883, to 7 years' penal servitude and 3 years' police supervision for larceny. Information to the Chief Constable, Hull. YORKSHIRE ( WEST RiDING). 30.— Keighley ( County).— For attempted burglary — License Holder JOSEPH STEPHENSON, Office No. 38741, age 42, height 5 ft. 9 in., complexion pale, hair brown, eyes brown, rather broad shoulders, slightly bald, grows slight moustache, may have cuts and bruises on head and wrist, has two old scars on bridge of nose, and six on back of head ; dress, black slack back jacket ( much too small for him), brown check waistcoat, light check trousers, hard billycock hat, square- toed lace boots ( rather heavily nailed), clothing probably stained with blood. A native of Standrop near Darlington. Sentenced at Durham on 3rd November, 1877, to 15 years penal servitude and 5 years' supervision for burglary. Licensed 4th Decem- ber last, Y D 1248. May attempt to obtain work as a stonemason. It is requested that the most careful inquiries be made for this dangerous criminal. Information to Supt. Grayson, Keighley. See Latest Information. PERSONS m CUSTODY DEVONSHIRE. 31.— Cul lompion ( County).— Committed for trial at the ensuing Devon Assizes for maliciously wound- ing— JOHN ANDERSON, age 40, height 5 ft. 6 in., complexion dark, oval face, hair dark brown, mous- tache da* k, eyes blue, bridge of nose broken, slight scar over left eyebrow, pockmarked ; shabbily dressed," appearance of a tramp. Native of Stock- tonron- Tees. Information to Supt. Collins, Cullompton. GLOUCESTERSHIRE. 32.— Cheltenham { County).— Committed for trial at the Quarter Sessions at Gloucester for indecent assault— DAVID ADAMS, age 34, height 5 ft. 7 in., complexion fresh, hair ( bald) light brown, moustache sandy, eyes grey, prominent nose, t wo large burn marks both sides of belly, burn mark left thigh, small scar left cheek and neck, scar bridge of nose. A native of Canongate, Edinburgh. States he was invalided from the 5th Fusiliers about eight years ago. Information to Supt. McRae, Cheltenham.
