All announcement! for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOB oy THE POLICE GAZETTE, GBEAT SCOTLAND YARD, LONDON, S. W. 3. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GATETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension tj sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch oj a stclen article, including the expense of engraving on wood. i. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. T IO N S. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will he wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one side oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rales on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the Slat of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persona who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no ease, nor under any consideration whatever, shall the High Contracting Partiet le bound to surrender their own subject* whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own sobjecta to the other Government, bmt can not be considered bound to do so. CITY OF LONDON. 4.— For embezzlement— HOWARD BETTERTON GLOVER, age 25, height 5 ft. 11 in., slight build, full bushy moustache and eyes ( very full) dark, long thin nose, broad nostrils ; dress, rough black double- breasted overcoat, velvet jacket under, high black hat, some- times wears a fiat- topped felt hat, and gaiters. A stationer's traveller. May endeavour to obtain em- ployment at music- halls as a singer. Absconded since 8th ult. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 5.— Wantage ( County)— For housebreaking at Fawley, 29th ult., and stealing a lady's gold crystal lever watch, No. 11582, gold coloured dial, seconds hand, ivy leaves chased on back, makers, " Birmingham Midland Watch Co." ; a lady's pale gold Geneva watch, No. 5862, gold coloured dial, seconds hand, engine- turned case, small light colour bead chain attached; and 3 pairs of scissors ( one 3j in. long, the others 2£ in.)— A MAN, age about 35, height 5 ft. 10 in., slight 4 T H E POLICE GAZETTE. Dorrell, Wantage. 6.— Reading ( Borough).— For embezzlement— WILLIAM BRUNSDON, age 24 or 25, height 5 ft 9 in., complexion and moustache ( slight) dark, tattoo marks on left wrist and third finger left hand ; dress, when last seen, navy blue serge suit, dark overcoat, and blue serge double- peak cap. Has been employed by dealers of fish, game, and poultry. He is believed to have served in a regiment of Lancers and to belong to the Army Reserve. Warrant issued. Information to Head Constable Tewsley, Reading. BRECONSHIRE. 7.— Brecon { County).— For shopbreaking, 25th nit., and stealing boots ( recovered)— WILLIAM LAMB, age 26, height 5 ft. 7 in., complexion fair, hair ( cut short) and moustache light, eyes grey, scar back of head left side, three brown spots tattooed right upper arm, ship, anchor, B., flag, two brown spots right forearm, bracelet on wrist, anchor, cross flags, B. W. P. I. left forearm, mermaid and blue dot left wrist, cross flags back of left hand ; dress, black jacket and vest, grey tweed trousers, old lace boots, and brown bowler bat. A smith's striker; native of Colchester. Has been previously convicted at Brecon, and sentenced to 1 month's imprisonment. Liberated 10th ult. Information to Deputy Chief Constable Flye, Brecon. CHESHIRE. 8.— Broxton { County). — For stealing a heifer ( recovered) from where he was employed as colt breaker— WILLIAM JONES, age 30 to 35, height 5 ft. 6 or 7 in., stout build, complexion sallow, hair and small side whiskers dark, otherwise clean shaved, takes short strides, and turns his toes in when walking, coughs slightly when talking ; dress, dark suit, blue spotted muffler, and black felt hat. A native of Trentham, Staffordshire, where his mother resides. Warrant issued. Information to the Deputy Chief Constable, Broxton, Chester. CORNWALL. 9.— Helston { Borough).— For deserting his wife and children— PHILIP'HENRY MOON, a basket maker, age 42, height 5 ft. 7 in., complexion fair, hair and eyes black, whiskers rather ginger, thin features, long sharp nose, right forefinger crooked, rather round shouldered, and stoops slightly when walking. Has been to sea as a stoker, assistant cook, and ordinary seaman. Warrant issued. Information to Supt. Grant, Helston. CUMBERLAND. 10— Penrith { County).— For assaulting police— JOSEPH ARNISON, age about 18, height about 5 ft. 4 in , slight build, complexion pale, hair ( parted in centre and brought over forehead) light; dress, brown check suit, and black hard felt hat, respectable ap- pearance. A labourer; native of Penrith. Is sup- posed to be working at Thirlmere Waterworks, West- morland, or on Manchester Ship Canal. Absconded 3lst ult. Warrant issued. Information to Supt. Fowier, Penrith. DERBYSHIRE. £ 5 REWARD. 11— Chesterfield ( County).— For stealing at Whittington, 6th ult.— A brown mare, rising 4 years, 15 hands 1 inch, tail docked, black legs, high stepper, value £ 40— CHARLES BULMER, age about 32, height 5 ft. 8 or 9 in., complexion rather sallow, hair dark brown, eyes dark, high cheek bones, pointed chin, bridge of noss broken, one tooth deficient and another decayed in front of upper jaw, walks erect, slightly bow- legged; dress, long dark faded overcoat, broad brown cord trousers, and black hard felt hat. Has been a soldier, and is occasionally employed by a professional horse tamer. The above reward will be paid by Mr. John Shentall, Whittington, for the apprehension and conviction of Bulmer and recovery of mare. Information to Supt. Carline, Chesterfield. 12.— Derby ( Borough).— Woodcut portrait and description of GEORGE LEECH, auctioneer and accountant, whose apprehension is sought for embez- zlingmoneybelonging to a Land Society— age38, height about 5 ft. 6 in., complexion fresh, hair ( turning grey) very dark brown, beard and moustache ( cut short) dark brown, shaved on chin, very stout build, corpu- lent, short swaggering gait, pleasing appearance and of good address; dressed usually in black clothes and brown overcoat; may be wearing a dark plaid over- coat with cape attached. A member of the Derby Town Council. Absconded 30th ult. Warrant issued. Information to Lieut.- Colonel Delacombe, Chief Constable, Town Hall, Derby. ESSEX. 13.— Colchester ( Borough).— For stealing, 17th ult., a pair of cart springs ( recovered)— WALTER PALMER, age 35 to 40, height about 5 ft. 4 in., com- plexion very dark or swarthy, hair ( turning grey) dark, eyes full, thick lips, puts out his tongue when ac work, rolling gait, badly ruptured ; dress, dark dirty clothes. Has a dirty appearance. Absconded 19th ult. May be found at village wheelwright shops. Warrant issued. Information to Chief Constable Coombs, Colchester. GLOUCESTERSHIRE. 14.— Chipping Campden ( County).— For em- bezzling £ 155 5s. lid.— JOSEPH KEEN, age 62, height 5 ft. 9 or 10 in , complexion pale, hair ( long) and eyes ( small) grey, hobbling step, from tender feet, twitching in eyes when talking ; dress, long blue over- coat, blucher boots, and soft billycock hat. A native of Blockley, Worcestershire. Warrant issued- Information to Supt. Helps, Chipping Campden. 15.— Fishponds ( County).— For using threats— HENRY FURLEY, age 31, height 5 ft. 9 in., com- plexion fresh, hair brown, long light moustache and small side whiskers, eyes hazel, long Roman nose; dress, black coat and vest, light trousers, and bowler hat; a native of Bristol. Warrant issued. Information to Supt. Matthews, Fishponds. 16.— Bristol ( City).— For stealing £ 8 8s. 9d.— HENRY WALKER, age 32, height 5 ft. 8 in., com- plexion fresh, hair light brown, eyes blue, round face, scars back of head, right of forehead, bridge of nose, left hand and arm and knee, four moles between shoulder- blades. A convict on license until 2nd No- vember, 1890. It is strongly suspected that he will endeavour to emigrate. Warrant issued. Information to the Chief Constable, Bristol. HERTFORDSHIRE. 17.— Ware ( County).— For embezzlement— THOS. DURRANT, age 33, height 5 ft. 7£ in., complexion fresh, hair and moustache dark, eyes light blue, black nail on first finger right hand, little finger straighti fresh cut on first finger left hand, dark mole back of neck; dress, dark overcoat, small dark under coat and vest to match, dark trousers with mixed stripes, heavy lace boots ( new), rough brown double- peak cap, red- and- white plaid scarf. A native of Ware. Warrant issued. Information to Captain Wymer, Superintendent Ware. KENT. 18.- Tunbridge Wells ( Borough).- For stealing a coat, jacket, jet watch chain, a concertina, and other articles- GEORGE ROBERTS, alias ROWE and BARKER, age 26, height 5 ft. 6 in., complexion fair moustache light, scar on right eye ; dress, brown' jacket, black vest, brown tweed trousers, and dark blue cloth cap with peak. May be playing a con- certina in the streets. A native of Bradford, Yorks. Warrant issued. Information to the Chief Constable, Tunbridge Wells. LANCASHIRE. 19.— Rochdale ( County).— For embezzling £ 6210s - JOHN LAYCOCK, a clerk, age about 35, height about 5 ft. 3 in., complexion rather pale, hair darkt no whiskers or moustache, quick walker ; dress, when last seen, brownish tweed suit, light brown overcoat, billycock hat, boots. Is fond of betting, and frequents places where betting is carried on. Warrant issued. Information to Supt. Heywood, Rochdale. 20.— Salford ( Borough).— For embezzlement— CREIGHTON JAMESON, age 33, height 5 ft, 9 or 10 in., complexion fair, hair light, small side whiskers and moustache. Warrant issued. Information to the Chief Constable, Town Hall, Salford. LEICESTERSHIRE. 21.— Loughborough ( County).— For stealing, 24th ult., 1 brown smooth cloth overcoat ( nearly new), fly front, 2 side and breast pockets, inside breast pocket on right side, bit of tape, with '' H. W. Phil- lips Blain " thereon, in one sleeve, near shoulder; and a brown- and- white mixture jacket— ALFRED JEN- NINGS, alias WILSON, a returned convict, age 27, height 5 ft. 5 in., complexion fresh, hair brown, eyes grey, hair on chest, scar left upper arm, 2 moles right side, boil mark right of back, slight varicose veins left leg ; dress, shabby dark clothes, blue trousers ( similar to those worn by railway officers). A native of Whit- church. Has been convicted at Manchester, Salford, and Mansfield. Information to Supt. Smith, Loughborough. 22.— Market Harborough ( County).— For steal- ing, 1st inst., a blue melton hunting coat and vest, 2 brushes, and a pair of clipping machines ( recovered)— JAMES BANG, a groom, age 32, height 5 ft. 7 in., complexion dark, hair and small side whiskers brown, eyes ( rather watery) grey, lame one foot ( supposed right); dress, dark cloth jacket and vest, brown breeches and leggings, low shoes ( cut in front), and brown hard felt hat. Information to Supt. Bott, Market Harborough. NORTHAMPTONSHIRE. 23.— Peterborough ( City).— For obtaining £ 20 by false pretences— CHARLES ADAMS, an Army Reserve man, age 26, height 5 ft. 9 in., hair dark brown, moustache dark, eyes brown, 2 hands clasped, with the words " forget- me- not " tattooed on breast, white speck left eye. Frequents Salvation Army barracks ; sometimes joins their bands, and plays on the small drum. Warrant issued. Information to Chief Constable Lawson, Peter- borough. STAFFORDSHIRE. 24.— Burslem ( County).— For obtaining money by fraud, 2nd inst.- A MAN, who gave the name of BRADBURY, age about 50, height 5 ft. 6 or 7 in., very stout build, complexion, hair, and moustache ( heavy) dark; dress, dark morning coat, grey striped cloth trousers, spotted tie, and scarf- pin set with blue stone, lace boots, black hard felt hat; carries a short black walking- stick. Calls on surgeons and clergymen FRIDAY, JANUARY 10, 1890. stating he has lost his trombone at Bolton, asks for money to buy another, and produces a book of sub- scriptions. Information to Chief Supt. Hill, Burslem. 25.— Stafford { County).— For stealing a lady's silver watch ( recovered), at Rodbaston, 31st ult.— HENRY ALLEN ( supposed false), age about 55, height about 5 ft. 3 in., complexion and hair ( turning grey) dark, long beard, little or no whiskers, very spare build, long thin fingers, small feet; dress, old black dress coat ( turning brown), dark cloth trousers, lace boots, and black hard felt hat. A clock and watch cleaner ; carried a black satchel containing his tools. Supposed native of London. 26— Stafford ( County).— For obtaining money, food, and lodgings, at Stafford, 23rd ult., by falsely representing he was a reporter for the " Oswestry Advertiser "— GEORGE ROGERS, age about 55, height 5 ft. 7 in., complexion fresh, hair ( turning grey) brown, small side whiskers, lost right eye, large red nose, stoops when walking; dress, grey check suit, white collar with ends turned down, spotted pink necktie, lace boots, black hard felt hat, carries an umbrella. A native of Montgomeryshire or Shrop- shire. Information to Captain Oswell, Deputy Chief Con- stable, Stafford. SUFFOLK. 27.— Halesworth ( County).— For embezzlement — WALTER HOWLETT, a butcher's slaughterman or salesman, age 28, height 5 ft. 8 or 9 in., complexion fair, hair and moustache ( small and turned up at ends) black, eyes dark ; dress, very long brown waterproof overcoat, slate colour coat, grey check tweed trousers, brown hard felt hat. Absconded 6th inst., and may seek employment at slaughter- houses or butchers' shops. A native of Holt, Norfolk, or its neighbour- hood, where he is well known. Warrant issued. Information to Supt. Andrews, Halesworth. 28.— Ipswich ( Borough).— For obtaining money by false pretences, by giving orders to supply a ship, the " Phcenix," of which he alleges he is master, with goods— J. WRIGHT, alias WILSON, age 40 to 45, height 5 ft. 8 or 9 in., weight about 10 stone, com- plexion fresh, hair ( turning grey) dark, whiskers on chin, shaved at sides, stoops a little when walking; dress, blue pilot suit, blue cloth cap with peak and band of oak leaf pattern. Is also wanted at Harwich for a similar offence. Warrant issued. 29.— Ipswich ( Borough).— For obtaining money by alse pretences— WILLIAM TYE, age about 23, height about 5 ft. 6 in., weight about 10 stone, complexion fair, hair light sandy, slight whiskers and moustache, peculiar sleepy- looking eyes, round- shouldered, bran spots on face, sullen downcast look ; dress ( supposed), light brown suit. A carpenter; supposed native of Ipswich. Left his clothes box at Mrs. Triggs, 92, Man- sell- street, Aldgate, London, with whom he lodged. Had in his possession a Great Eastern Railway metal pass, No. 277. Warrant issued. Information to Lieut.- Colonel Russell, Chief Con- stable, Ipswich. SUSSEX ( EAST). 30.— Ore ( County).— For assaulting a gamekeeper — WILLIAM BEXHILL, age 31, height 5 ft. 7 or 8 in., complexion fair, hair light brown, eyes blue ; dress, long black overcoat, white slop, cord trousers and vest, heavy lace boots with square- headed nails ( nearly new). A native of Ore. Is a notorious poacher. Warrant issued. Information to Supt. Tobutt, Ore. 31-— Brighton ( Borough).— For obtaining money by false pretences— WALTER LEITH, or LEIGH, a traveller, age 35 to 37, height 5 ft. 9 in., complexion dark, hair dark brown. He professes to collect money and orders for the " Season " newspaper, 13, Bedford- street, Strand, London. Warrant issued. Information to Chief Constable Terry, Brighton. WARWICKSHIRE. 32.— Birmingham ( Borough). — For embezzling £ 10 2s. 6d.— FREDERICK J. POOL, age 30, height 5 ft. 6 in., complexion fair, hair and moustache sandy, THE POLICE GAZETTE. front teeth prominent, has a habit at times of lifting up his shoulders ; dress, black overcoat and dark clothes, black silk or billycock hat. WORCESTERSHIRE. 33.— Great Witley ( County).— For uttering a forged document to beg and gather alms, purporting to be signed by the Rev. R. L. METROPOLITAN POLICE DISTRICT. 77.— The attention of Police is directed to the pro~ ceedings of a man, known as WILLIAM PERRY, alias ELLIS, NAYLOR, BAILEY, and BENNETT, age about 35, height about 5 ft. 5 or 6 in., complexion, hair, and moustache dark, of geatlemanly appearance, who has committed, and is reported to be at present committing frauds on dressmakers and other similar persons in the Provinces ( Eastern Counties), by repre- senting himself as agent for the firm of Messrs. But- terick and Co., 171, 173, 175, and 177, Regent- street, and who has obtained subscriptions in advance for an illustrated paper of fashions, costumes, etc., called the ' Delineator," published by the above firm, who have not authorised the man to act for them. He is supposed to have been convicted of frauds, under circumstances similar to the above, at the fol- lowing places and the dates mentioned : — Bedford, November, 1884, sentenced to 3 months' imprisonment.
