All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, GREAT SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified,. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch oj a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All paytnents must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond f Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver np to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiting party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, bat can not be considered bound to do so. APPREHENSIONS SOUGHT. Warrant issued. 4.— N Division— For stealing at Edmonton, 19th inst.— 1 dark chestnut mare, rising 4 years, 14 hands, small scar over each eye, very small star on forehead, scar on off hind fetlock, large knee- joints, few white hairs on knee- caps, slight lump about 2£ in. long off side of neck, in good condition— A MAN, age 34, short, hair and moustache ( heavy) dark ; dres3, long dark overcoat and Muller cut- down hat. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. BANFFSHIRE. 5.— Banff ( County).— For bigamy at Buckie on 16th ult.— PETER HUTCHISON, age 32, height 5 ft. 9 in., complexion fresh, hair and moustache ( very slight) brown, eyes grey, nose crooked and broken on bridge, long face, broad cheekbones tapering sharply to chin, short teeth, erect military gait; dress, brown tweed jacket and vest, dirty moleskin trousers, heavy lace boots, and tweed cap with peak. A basket- maker or pedlar; native of Jedburgh. Has spent a considerable part of his life in Aberdeen and Banfi- shire, and has been a good many years in the Aber- deen Militia. Is well known in Aberdeen, and also in Dundee, where he was married in 1875 to Margaret Reilly, a native of that city. He is addicted to drink, and cohabits with loose women. Lives in common lodging- houses. Warrant issued. Information to Chief Constable Haig, Banff. CHESHIRE. 6.— Broxton ( County). — For stealing a heifer ( recovered) from where he was employed as colt breaker— WILLIAM JONES, age 30 to 35, height 5 ft. 6 or 7 in., stout build, complexion sallow, hair and small side whiskers dark, otherwise clean shaved, takes short strides, and turns his toes in when walking, coughs slightly when talking ; dress, dark suit, blue spotted muffler, and black felt hat. A native of Trentham, Staffordshire, where his mother resides. Warrant issued. Information to the Deputy Chief Constable, Broxton, Chester. 2 THE POLICE GAZETTE. FRIDA?, DECEMBER 27, 1889. 7.— Stockport ( Borough).— For conspiring to ob- tain goods by fraud, in company with Thomas Hunter, committed to the next Chester Assizes on a similar charge- ALFRED JONES, alias WILLIAM CHARLES NEAL, HENRY NELSON, and THOMAS HUNTER, jun., age 28, height 5 ft. 4^ in., complexion sallow, hair light brown, eyes hazel, 2 scars on front of head, burn mark left thumb, scar on left temple. A clerk ; native of London ; last residence Portsmouth. Has been convicted at Edinburgh for uttering £ 5 Bank of England notes, and sentenced to 5 years' penal servitude ; and at the Central Criminal Court in March, 1888, and sentenced to 18 months' imprison- ment. Is well known to Detective Cross of the City of London Police. Warrant issued. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. CORNWALL. 8.— Helston ( Borough).— For deserting his wife and children— PHILIP HENRY MOON, a basket maker, age 42, height 5 ft. 7 in., complexion fair, hair and eyes black, whiskers rather ginger, thin features, long sharp nose, right forefinger crooked, rather round shouldered, and stoops slightly when walking. Has been to sea as a stoker, assistant cook, and ordinary seaman. Warrant issued. Information to Supt. Grant, Helston. DERBYSHIRE. £ 5 REWARD. 9.— Chesterfield ( County).— For stealing at Whittington, 6th inst.— A brown mare, rising 4 years, 15 hands 1 inch, tail docked, black legs, high stepper, value MO— CHARLES BULMER, age about 32, height 5 ft. 8 or 9 in., complexion rather sallow, hair dark brown, eyes dark, high cheek bones, pointed chin, bridge of nos9 broken, one tooth deficient and another decayed in front of upper jaw, walks erect, slightly bow- legged ; dress, long dark faded overcoat, broad brown cord trousers, and black hard felt hat. Has been a soldier, and is occasionally employed by a professional horse tamer. The above reward will be paid b> Mr. John Shentall, Whittington, for the apprehension and conviction of Bulmer and recovery of mare. Information to Supt. Carline, Chesterfield. ESSEX. 10.— Colchester ( Borough).— For stealing, 17th inst., a pair of cart springs ( recovered)— WALTER PALMER, age 35 to 40, height about 5 ft. 4 in., com- plexion very dark or swarthy, hair ( turning grey) dark, eyes full, thick lips, puts out his tongue when ac work, rolling gait, badly ruptured ; dress, dark dirty clothes. Has a dirty appearance. Absconded 19th inst. May be found at village wheelwright shops. Warrant issued. Information to Chief Constable Coombs, Colchester. GLOUCESTERSHIRE. 11.— Chipping Campden ( County).— For em- bezzling £ 155 5s. lid.— JOSEPH KEEN, age 62, height 5 ft. 9 or 10 in , complexion pale, hair ( long) and eyes ( small) grey, hobbling step, from tender feet, twitching in eyes when talking ; dress, long blue over- coat, blucher boots, and soft billycock hat. A native of Blockley, Worcestershire. Warrant issued. Information to Supt. Helps, Chipping Campden. 12.— Fishponds ( County).— For using threats— HENRY FURLEY, age 31, height 5 ft. 9 in., com plexion fresh, hair brown, long light moustache and small side whiskers, eyes hazel, long Roman nose; dress, black coat and vest, light trousers, and bowler hat; a native of Bristol. Warrant issued. Information to Supt. Matthews, Fishponds. 13.— Bristol ( City).— For stealing £ 8 8s. 9d.— HENRY WALKER, age 32, height 5 ft. 8 in., com- plexion fresh, hair light brown, eyes blue, round face, scars back of head, right of forehead, bridge of nose, left hand and arm and knee, four moles between shoulder- blades. A convict on license until 2nd No- vember, 1890. It is strongly suspected that he will endeavour to emigrate. Warrant issued. Information to the Chief Constable, Bristol. HEREFORDSHIRE. 14— Hereford ( City)— For obtaining £ b 16s. by false pretences from the superintendent to an in- surance company by whom he was employed for a short time as canvassing agent— THOMAS STONE, age 34, height 5 f c. 6J in., complexion fresh, hair, straggling whiskers and moustadhe dark brown, heavy dark eyebrows, sullen, downcast look; shabbily dressed in dark clothes. A native of Wolverhampton, but has recently been residing at Hanley William, Worcestershire, with his wife and five children. Warrant issued. * Information to Head Constable Richardson, Here- ford. ISLE OF ELY. 15.— Wisbech ( County).— For stealing a sewing machine ( recovered), at Wisbech, 15th ult.— MARY GAGEN, age about 40, height 5 ft. 2 in., complexion pale, hair brown; dress, dark jacket, brown dress, magenta wrapper round neck, and black hat— all old. This woman is the wife of Frederick Gagen, wanted at March ( Case No. 22, 29th ult.), and left together with the two boys. Supposed> ative of Luton, Bedfordshire. Warrant issued. Information to Supt. Dockerill, Wisbech. KENT. 16.— Tunbridge Wells ( Borough).— For stealing a coat, jacket, jet watch chain, a concertina, and other articles — GEORGE ROBERTS, alias ROWE and BARKER, age 26, height 5 ft. 6 in., complexion fair, moustache light, scar on right eye ; dres3, brown jacket, black vest, brown tweed trousers, and dark blue cloth cap with peak. May be playing a con- certina in the streets. A native of Bradford, Yorks. Warrant issued. Information to the Chief Constable, Tunbridge Wells. LANCASHIRE. 17.— Bolton ( County).— For stealing, 19th inst., at Westhoughton, 12s.— GEORGE BAGNALL, age 30, height 5 ft. 8 or 9 in., complexion fresh, hair light brown, eyes blue, pockmarked, coal marks on face, lame, and walks knockneed one leg. Information to Supt. Eatough, Bolton. 18.— Leigh ( County).— For embezzling, 9th inst., £ 3 10s.— JOHN WOOD, age 36 to 40, height 5 ft. 3 or 4 in., complexion fair, whiskers and moustache sandy ; dress, grey tweed jacket and vest, cardigan jacket underneath, moleskin trousers, cap, clogs. Supposed known at Wigan. Native of Oldham. Warrant issued. Information to Supt. Weir, Leigh. 19.— Rochdale ( County).— For embezzling £ 6210s. — JOHN LAYCOCK, a clerk, age about 35, height about 5 ft. 3 in., complexion rather pale, hair dark, no whiskers or moustache, quick walker ; dress, when last seen, brownish tweed suit, light brown overcoat, billycock hat, boots. Is fond of betting, and frequents places where betting is carried on. Warrant issued. Information to Supt. Heywood, Rochdale. 20.— Manchester ( City). — For larceny — WM. BINYON SHARMAN, age 25 to 30, height 5 ft. 5 in., slight build, dull unhealthy complexion, hair, mous- tache, and small side whiskers rather dark, large eyes, nose rather broad on bridge, exceedingly delicate, speaks through his nose; dress, blue- and- black check with red over check suit, light gaiters, carried a black silk umbrella with black stick and fluted ivory crutch handle. Not to be apprehended out of the United Kingdom. Warrant issued. Information to the Chief Constable, Manchester. 21.— Bootle ( Borough).— For stealing 2 postal orders ( recovered) from a Branch Post Office, 12th inst. — A MAN, age about 45, height 5 ft. 8 or 9 in., com- plexion rather pale, hair, full beard, and moustache black; dress, dark tweed jacket suit and black hard felt hat; respectable appearance. His modus operandi is to call for a stamp and pay for it, then call for the orders, which, when signed, he snatches and runs away, and proceeds to an office remote from the one in question where he tenders the orders to be cashed. Information to the Chief Constable, Bootle- cum- Linacre. 22.— Salford ( Borough).— For embezzlement— CREIGHTON JAMESON, age 33, height 5 ft. g or 10 in., complexion fair, hair light, small side whiskers and moustache. Warrant issued. Information to the Chief Constable, Town Hall, Salford. LINCOLNSHIRE. 23.— Lincoln ( City).— For stealing, 12 th inst., 3 coats ( recovered)— HENRY CAIN, a labourer, age 24, height 5 ft. 6 in., complexion fresh, hair dark brown, round features, scar centre of forehead and over both eyes ship, anchor, and bracelet left arm; dress, brown striped cloth suit, hard round billycock hat. Appear- ance of a pugilist. Has been convicted several times at Hull, and was sentenced to 12 months' imprison- ment for highway robbery at Grimsby on 4th Decem- ber, 1888. Information to Chief Constable Mansell, Lincoln. NORFOLK. 24.— Loddon ( County). — For housebreaking— WILLIAM MARKHAM, age 22 ( looks older), height 5 ft. 8 or 9 in., complexion pale, hair light, eyes blue, delicate appearance, sore on left leg, stoops when walking; dress, dark coat and vest, blue guernsey, dark fustian trousers, and black hard felt hat. A native of Halesworth, Suffolk. Information to Supt. Eagling, Loddon. NOTTINGHAMSHIRE. 25.— Nottingham ( County).— For stealing from his lodgings at Hill Top, 14th inst. — 1 black cloth overcoat, with velvet collar, covered buttons, usual pockets, nearly new; 1 brown check jacket and vest; 1 blue check cotton shirt; 1 pink check ditto ; 1 white flannel ditto; 1 red silk handkerchief; and a black hard felt hat— WILLIAM WOODALL WILLIAMS, age 36, height 5 ft. 5 in., slight build, complexion fresh, hair brown, supposed sandy moustache, eyes grey, small blue spot over left eyebrow, mole on small of back and over right breast, blue cut on small of back, scar left wrist; dress, brown cloth jacket and vest, dark cord trousers, old lace boots, and velvet cap with peak and tassel. A collier, and believed to be well known in the neighbourhood of Brierley Hill, Staffordshire. Has been previously convicted at Stafford Assizes, 20th January, 1882, for burglary at Stafford, and sentenced to 12 months' imprisonment; at Tamworth, Staffordshire, on 22nd January, 1887, for felony ; and at Lincoln Assizes, on 30th April, 1887, for burglary at Stanton Hill, Nottingham, and sen- tenced to 15 months' imprisonment. Warrant issued. Information to Supt. Hallam, County Police Station, Nottingham. SHROPSHIRE. 26.— Shrewsbury ( County).— For larceny, llth inst.— WILLIAM BED WARD, age about 45, height about 5 ft. 5 in., rather thin face, small dark brown straggling whiskers and moustache, scars on face, nose broken, of drunken habits ; dress, brown or grey cloth coat, supposed moleskin trousers; dirty appearance. A tramping lace cutter and bellows mender; supposed native of Aberystwith. Warrant issued. Information to Supt. Edwards, Shrewsbury. 27.— Whitchurch ( County). — For burglary at Stoke Park, 17th inst., and stealing a man's white holland jacket, pockets at sides and left breast; 1 small black and white striped hand- bag, and a quantity of provisions — THOMAS BULL alias WILLIAMS, a labourer, age 28, height 5 ft. 4 or 5 in., rather stout build, complexion fresh, side whiskers and moustache red, small hole at end of nose, wart on one ear; dress, dark coat, cotton cord trousers, lace boots, and dark cloth cap with peak. Has been tramp- ing the country, and last summer travelled with Tayleur's Circus. Warrant issued. Information to Supt. Edwards, Whitchurch. SOMERSETSHIRE. 28.— Temple Cloud ( County). — For stealing, 7th inst., at Chew Magna— 1 brown overcoat, velvet collar ; 10s. in silver ; 2 silver Geneva watches, one No. FRIDAY, NOVEMBER 29, 1889. THE POLICE GAZETTE. 27 38104, gold figures, the other No. 31215, plain face— FRANK STEVENS, age 19, height 5 ft. 9} in., com- plexion pale, hair brown, eyes hazel; dress, brown plaid coat and vest, light coloured cloth trousers, brown bowler hat, lace boots. Native of Chew Magna. Warrant issued. Information to Supt. Rutherford, Temple Cloud. STAFFORDSHIRE. 29.— Tunstall f County).— For assaulting and inflicting grievous bodily harm upon a Police Constable, at Goldenhill, 14th inst.— MICHAEL BOYLE, alias DUCKER, age 25, height 5 ft. 8 or 9 in., complexion sallow, hair dark brown, eyes hazel, large features, thick lips, very erect, has been in the Army ; dress, brown plaid suit ( jacket torn at right shoulder), blucher boots, and new hard felt hat. A native of Goldenhill.— JOHN FARRALL, age 17, height 5 ft- 6 in., complexion fair, hair dark brown, eyes dark, very erect, long thin neck; dress, old brown tweed coat and vest, dark worsted trousers, red- and- white muffler, lace boots, and black cap with peak. A native of Goldenhill.— JOSEPH BOYLE, age 21, height 5 ft. 5 or 6 in., complexion fresh, hair brown, eyes grey, large features and thick lips, end of nose flat, burn mark right shoulder- blade ; dress, old grey suit ( very dirty), plaid muffler, dark cloth cap with peak, and clogs. A native of Goldenhill. Warrant issued. Information to Supt. Hall, Tunstall. SUFFOLK. 30.— Ipswich ( Borough).— For obtaining money by false pretences, by giving orders to supply a ship, the " Phoenix," of which he alleges he is master, with goods— J. WRIGHT, alias WILSON, age 40 to 45, height 5 ft. 8 or 9 in., weight about 10 stone, com- plexion fresh, hair ( turning grey) dark, whiskers on chin, shaved at sides, stoops a little when walking; dress, blue pilot suit, blue cloth cap with peak and band of oak leaf pattern. Is also wanted at Harwich for a similar offence. Warrant issued. 31— Ipswi'ch fBorough).—¥ ot obtaining money by false pretences— WILLIAM TYE, age about 23, height about 5 ft. 6 in., weight about 10 stone, complexion fair, hair light sandy, slight whiskers and moustache, peculiar sleepy- looking eyes, round- shouldered, bran spots on face, sullen downcast look ; dress ( supposed), light brown suit. A carpenter; supposed native of Ipswich. Left his clothes box at Mrs. Triggs, 92, Man- sell- street, Aldgate, London, with whom he lodged. Had in liis possession a Great Eastern Railway metal pass, No. 277. Warrant issued. Information to Lieut.- Colonel Russell, Chief Con- stable, Ipswich. SUSSEX ( EAST). 32.— Brighton ( Borough).— For obtaining money by false pretences- WALTER LEITH, or LEIGH, a traveller, age 35 to 37, height 5 ft. 9 in., complexion dark, hair dark brown. He professes to collect money and orders for the " Season " newspaper, 13, Bedford- street, Strand, London. Warrant issued. Information to Chief Constable Terry, Brighton. 33.— Hastings ( Borough).— For stealing, 2nd ult., an overcoat ( recovered)— WILLIAM BAKER, age about 28, height 5 ft. 6 or 7 in., complexion fresh, hair dark brown, clean shaved; dress, black cloth coat, white slop under, cord trousers, black hard felt hat. A labourer ; native of St. Leonard's- on- Sea, Warrant issued. Information to Chief Constable Glenister, Hastings. He also obtains board and lodgings at private houses under the pretence that he is employed by the Government Telegraph Department to repair the wires in the neighbourhood, and decamps without paying.
