POLICE THE GAZETTE i PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 20, 1889. VOL. VI., No. 624. R E G U L- A 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should he addressed to THE EDITOE OP THE POLICE GAZETTE, GEEAT SCOTLAND YAED, LONDON, S. W. 3. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch oj a stolen article, including the expense of engraving on wood. C. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to le inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issite. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. Great Scotland Yard, by cheque, crossed " Drummond £ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the Slat of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It ia agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In HO case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty ia that either Government may deliver Hp its own subjects to the other Government, bat can not be considered bound to do so. METROPOLITAN POLICE DISTRICT* 1.— D Division.— For stealing, 25th ult., a quan- tity of jewellery ( since found pledged)— EDWARD alias JOHN and JAMES CORNISH, a gentleman's servant, age 28, height 5 ft. 8 in., complexion, hair, and small side whiskers dark, eyes blue, round face; dress, long blue overcoat with velvet collar, light jacket and vest, or brown check jacket, dark vest, light striped trousers, and brown felt hat. Is related to the brothers Barrett, jockeys, and will probably be found in the company of sporting men. 2.— G Division.— Woodcut portrait and descrip- tion of HENEY ERNEST TASSIE, whose apprehen- sion is sought for stealing £ 86— age 19, height 5 ft. 2J in., complexion fair, hair and eyea brown, slightly bow- legged, very smart appearance and manner, is a good musician ; dressed ( supposed) in new clothing. A native of Highbury, London. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 3.— For forging and uttering 3 cheques for ,£ 334 15s., between 23rd ult. and 3rd inst.— ARTHUR FRIEDBERG, a German, age 40, height 5 ft. 6 in., complexion dark, hair, slight whiskers and moustache dark brown, long thin face; dress, when last seen, dark clothes, high black hat. A merchant; has lately had an office in Liverpool. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BANFFSHIRE. 4.— Banff ( County).— For bigamy at Buckie on 16th ult.— PETER HUTCHISON, age 32, height 5 ft. 9 in., complexion fresh, hair and moustache ( very slight) brown, eyes grey, nose crooked and broken on bridge, long face, broad cheekbones tapering sharply to chin, short teeth, erect military gait; dress, brown tweed jacket and vest, dirty moleskin trousers, heavy lace boots, and tweed cap with peak. A basket- maker or pedlar; native of Jedburgh. Has spent a considerable part of his life in Aberdeen and Banff- shire, and has been a good many years in the Aber- deen Militia. Is well known in Aberdeen, and also in Dundee, where he was married in 1875 to Margaret Reilly, a native of. that city. He is addicted to drink> and cohabits with loose women. Lives in common lodging- houses. Warrant issued. Information to Chief Constable Haig, Banff. BEDFORDSHIRE. 5.— Bedford ( Borough).— For stealing 21st ult.— A blue melton Chesterfield overcoat, black velvet collar, raised seams, 5 blue cloth- covered buttons down front, 2 hip, I breast aDd ticket pocket outside, light large plaid lining, " May, tailor," etc., on tab— WILLIAM STALLARD, a tailor, age about 24, height 5 ft. 5 in., complexion fair, hair light brown, moustache slight, eyes " grey, rather round shoulders, long nose ; dress, black coat and vest of woolly material, lace boots, and hard felt hat; or dark plaid jacket, blue trousers, and light cap with peak. 6— Bedford ( Borough).— For stealing, 14th ult., a mouse- colour melton overcoat, rather long, light check lining; 1 black coat bound with broad braid, breast pocket outside, 2 tail and 1 breast pockets in- side ; 1 black vest, buttoned up to neck, stand- up collar; 1 pair of brown- and- black striped cloth trousers ( new); 1 white silk handkerchief, flowered with hops ; 1 cane walking- stick ; 1 pocket knife with black bone handle, capped with German silver ; and 1 razor SMITH, alias CHADWICK, age 34, height 5 ft. 9 in., complexion pale, hair light brown, clean shaved, Roman nose, large scar across palm of right hand. Supposed to have been a sailor. Information to Chief Constable Thody, Bedford. BRECONSHI RE, 7.— Crickhowell ( County).- THOMAS LEWIS Case No. 4, 6th inst., not to be apprehended. Warrant withdrawn. CHESHIRE. 8.— Broxton ( County). — For stealing a heifer ( recovered) from where he was employed as colt breaker— WILLIAM JONES, age 30 to 35, height 5 ft. 6 or 7 in., stout build, complexion sallow, hair and small side whiskers dark, otherwise clean shaved, takes short strides, and turns his toes in when walking, coughs slightly when talking; dress, dark suit, blue 2 T H E POLICE GAZETTE. Information to the Deputy Chief Constable, Broxton, Chester. 9.— M idd lewich ( County). — For failing to report — Supervisee SAMUEL PLATT, alias SAVILLE, • Office No. 29265, age 45, height 5 ft. 5 in , complexion air, hair light brown, eyes light grey, sight of right eye defective, scars front of head and on each elbow. Sentenced at Manchester, 7th December, 1831, to 5 years' penal servitude and 7 years' police supervision for larceny. Information to Supt. Plant, Middlewich. 10.— Oakmere ( County).— For stealing £ 4 10s.— MARY ELLEN EDWARDS, alias JANE EDWARDS, age about 19 or 20, height about 5 ft., stout build> complexion sallow, hair ( very rough) light brown, large face, large cut on forehead, which is covered by a lock of hair; dress, dark clothes and hat. Has been a farm servant, and may seek similar employ- ment. A native of Bwlchgwyn, near Wrexham. Warrant issued. Information to Supt. Walker, Oakmere, Northwich. 11.— Stockport ( Borough). — For stealing, 2nd inst., a pair of woman's elastic side boots, size 5, stitched across toes in imitation of toe cap— ELIJAH TRAFFORD, age 38, height 6 ft, hair and mous- tache dark; dress, light slop jacket, dirty moleskin vest and trousers, black felt hat, clogs. Appearance of a navvy. 12.— Stockport ( Borough).— For stealing 1 black worsted suit; 1 blue melton overcoat, velvet collar; 1 pair lace boots ; 1 silver watch guard, curb pattern — THOMAS FEAROCK, alias THOMAS GRADY, age 37, height 5 ft., complexion dark, hair and slight moustache dark, eyes hazel, full round face. May be • wearing the stolen clothes. An ex- convict ; was liberated 2nd July last from Millbank Convict Prison. 13.— Stockport ( Borough).— For stealing, 12th inst., 1 pair black silk glove3; 1 velvet hat, fawn- coloured wing ; 1 girl's double- breasted blue pilot jacket, brass buttons each side— EMILY PERCIVAL, age 19, height 5 ft. 1 or 2 in., complexion olive brown, hair dark, eyes ( large) brown. Has the appearance of a half- caste. 14.— Stockport ( Borough).— For stealing ahorse, 23rd October last, in company with another man in custody— JAMES HALEY, age 36, height 5 ft. % in., complexion fresh, hair and moustache dark brown, eyes grey, scar right cheek. Has been convicted for horse- stealing at Bradford and Clitheroe, and for con- spiracy at Huddersfield. Is well known in all York- shire towns and to horse- dealers. Native of Bradford. ( See Case No. 4, 15th ult.) Warrant issued. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. CORNWALL. 15.— Helston ( Borough).— For deserting his wife and children— PHILIP HENRY MOON, a basket maker, age 42, height 5 ft. 7 in., complexion fair, hair and eyes black, whiskers rather ginger, thin features, long sharp nose, right forefinger crooked, rather round shouldered, and stoops slightly when walking. Has been to sea as a stoker, assistant cook, and ordinary seaman. Warrant issued. Information to Supt. Grant, Helston. DERBYSHIRE. £ 5 REWARD. 16.— Chesterfield ( County).— For stealing at Whittington, 6th inst.— A brown mare, rising 4 years, 15 hands 1 inch, tail docked, black legs, high stepper, value .£ 40— CHARLES BULMER, age about 32, height 5 ft. 8 or 9 in., complexion rather sallow, hair dark brown, eyes dark, high cheek bones, pointed chin, bridge of nose broken, onte tooth deficient and another decayed in front of upper jaw, walks erect, slightly bow legged; dress, long dark faded overcoat, broad brown cord trousers, and black hard felt hat. Has been a soldier, and is occasionally employed by a professional horse tamer. Tae above reward will be paid by Mr. John Shentall Whittington, for the apprehension and conviction of Bulmer and recovery of mare. Information to Supt. Carline, Chesterfield. GLOUCESTERSHIRE. 37— Chipping Campden ( County).— For em- bezzling £ 155 5s. lid.— JOSEPH KEEN, age 62, height 5 ft. 9 or 10 in , complexion pale, hair ( long) and eyes ( small) grey, hobbling step, from tender feet, twitching in eyes when talking ; dress, long blue over- coat, blucher boots, and soft billycock hat. A native of Blockley, Worcestershire. Warrant issued. Information to Supt. Helps, Chipping Campden. ISLE OF ELY. 18.— Wisbech ( County).— For stealing a sewing machine ( recovered), at Wisbech, 15th ult.— MARY GAGEN, age about 40, height 5 ft. 2 in., complexion pale, hair brown; dress, dark jacket, brown dress, magenta wrapper round neck, and black hat— all old. This woman is the wife of Frederick Gagen, wanted at March ( Case No 22, 29th ult.), and left together with the two boys. Supposed native of Luton, Bedfordshire. Warrant issued. Information to Supt. Dockerill, Wisbech. LANCASHIRE. 19.— Leigh ( County).— For embezzling, 9th inst., £ 3 10s.— JOHN WOOD, age 36 to 40, height 5 ft. 3 or 4 in., complexion fair, whiskers and moustache sandy ; dress, grey tweed jacket and vest, cardigan jacket underneath, moleskin trousers, cap, clogs. Supposed known at Wigan. Native of Oldham. Warrant issued. Information to Supt. Weir, Leigh. 20 — Rochdale ( County).— For embezzling £ 6210s. — JOHN LAYCOCK, a clerk, age about 35, height about 5 ft. 3 in., complexion rather pale, hair dark, no whiskers or moustache, quick walker ; dress, when last seen, brownish tweed suit, light brown overcoat, billycock hat, boots. Is fond of betting, and frequents places where betting is carried on. Warrant issued. Information to Supt. Heywood, Rochdale. 21— Liverpool ( City).— For failing to report- License Holder EMILY WARD, alias JUBILINE HITCHCOCK, JOSEPHINE and MATILDA WALMSLEY, MARTHA EDWARDS, JANE SHAW, MARY JONES, and ( right name) ELIZA ROBERTS, Office No. 37544, age 40, height 4 ft. 11 in., complexion fresh, hair brown, eyes grey, pockmarked, mole on chin, burn scar on chest, lost several upper teeth. Sentenced at Preston, 6th January, 1886, to 5 years' penal servitude and 4 years' police supervision for larceny. M 1.— License Holder HENRY FISH, Office No. 38567, age 30, height 5 ft. 4 in., complexion fresh, hair dark brown ( thin on top), eyes blue, double ruptured, scar on forehead, boil marks right thigh, corporal punishment marks. Sentenced at Liverpool Assizes, 8th May, 1P84, to 7 years' penal servitude for burglary. K 411.— Supervisee GEORGE DRURY, alias WILLIAM WILLIAMS and GEORGE DREWRY, Office No. 37140, age 58, height 5 ft. 5 in., complexion sallow, hair dark brown, eyes grey, scar left side of forehead, throat, and bridge of nose, bullet scar inside right leg. Sentenced at Liverpool Sessions, 20th Feb- ruary, 1882, to 7 years' penal servitude and 7 years' police supervision for larceny. C I 1256. Information to the Chief Superintendent, Detective Department, Liverpool. £ 100 REWARD. 22.— Manchester ( City).— Woodcut portrait and description of JAMES COUPE, whose apprehension is sought for forgery, age 48, height 5 ft. 8 in., medium build, hair ( parted in centre) very light brown, mous- tache, side whiskers, and a little on chin, light, eyes sunken, thick light eyebrows, very long light eyelashes, apple of throat projects very much, nose rather pinched at sides, long neck; dress, dark coat and vest, light trousers, pot hat, turned down collar, brown plaid cloth mackintosh with cape ; wears a heavy gold guard, cable pattern, with sovereign case appendage. The above reward will be paid by Harold Shaw- cross, Esq., Woodfield, Rochdale, to any person who may arrest or give information that will lead to the arrest of the above- named man. Warrant issued. 23— Manchester ( City). — For larceny — WM. BINYON SHARMAN, age 25 to 30, height 5 ft. 5 in., slight build, dull unhealthy complexion, hair, mous- tache, and small side whiskers rather dark, large eyes nose rather broad on bridge, exceedingly delicate speaks through his nose; dress, blue- and- black check with red over check suit, light gaiters, carried a black silk umbrella with black stick and fluted ivory crutch handle. Not to be apprehended out of the United Kingdom. Warrant issued. 24.— Manchester ( City) — For failing to report — Supervisee ROBERT CARMICHAEL, Office No. 37731, age 39, height 5 ft. 5 in., complexion fresh, hair black, eyes grey, crossed flags, R. C., heart with cross in centre left arm. Sentenced at Belfast, 3rd June, 1884, to 5 years' penal servitude and 5 years' police supervision for larceny. — Supervisee WILLIAM ROBERT KINGSWOOD, alias WALLIS, Office No. 38698, age 19, height 5 ft. 3£ in,, complexion fresh, hair dark brown, eyes hazel, scars right cheek, left eye- brow, and each knee. Sentenced at Manchester, 21st February, 1889, to 9 months' hard labour and 3 years' police supervision for housebreaking.— Supervisee ANN JACKSON, Office No. 38458, age 31, height 4 ft. lOf in., complexion fresh, hair brown, eyes grey, JOHN RYDER outside left upper arm. Sentenced at Manchester, 8th April, 1889, to 6 months' hard labour and 3 years' police supervision for larceny. Information to the Chief Constable, Manchester. 25.— Bootle ( Borough).— For stealing 2 postal orders ( recovered) from a Branch Post Office, 12th inst. — A MAN, age about 45, height 5 ft. 8 or 9 in., com- plexion rather pale, hair, full beard, and moustache black; dress, dark tweed jacket suit and black hard felt hat; respectable appearance. His modus operandi is to call for a stamp and pay for it, then call for the orders, which, when signed, he snatches and runs away, and proceeds to an office remote from the one in question where he tenders the orders to be cashed. Information to the Chief Constable, Bootle- cum- Linacre. 26.— Salford ( Borough).— For embezzlement— CREIGHTON JAMESON, age 33, height 5 ft. 9 or 10 in., complexion fair, hair light, small side whiskers and moustache. Warrant issued. 27.— Salford ( Borough).— For failing to report- Supervisee SARAH ELLEN DONNELLY, alias SARAH DONNELLY, Gffice No. 37749, age 28, height 5 ft. 5 in., complexion fresh, hair brown, eyes grey, lost one upper tooth. Sentenced at Manchester 11th October, 1888, to 8 months' hard labour and 3 years' police supervision for larceny.— License Holder THOMAS WARD, alias JOHN WALKER and THOMAS JOHNSON, Office No. 38351, age 36, height 5 ft. 8 in., complexion sallow, hair dark ( turning grey), eyes hazel, sailor holding flag front of right forearm, 5 blue dots back both wrists, top of first left finger damaged. Sentenced at Manchester 30th October, 1885, to 5 years' penal servitude for burglary.— Super- visee JOHN KELLY,' Office No. 22012, age 45, height 5 ft. 3l in, complexion fair, hair brown, eyes grey, scars on head, right elbow, thumb, back of hand, back of first and third rightfingers, and back of first and fourth left fingers, scrofula scars on neck and throat. Sen- tenced at Manchester 12th December, 1877, to 7 years' penal servitude and 7 years' police supervision for larceny. Information to the Chief Constable, Town Hall, Salford. LINCOLNSHIRE. 28.— Epworth ( County).— For stealing, 29th ult., 1 quarter- plate lens, with double combination glass enclosed in brass tube, and 1 flange, the lens bears the initials of " Ross and Co., Opticians, London"— WIL- LIAM E. NEVILLE, a photographer, age about 24, height 5 ft. 6 or 7 in., slight build, complexion pale, hair brown, no whiskers or moustache ; dress, double- breasted black cloth jacket, black vest, striped cloth trousers, grey hard felt hat, light tie, red socks, lace boots ( recently soled and heeled). Has been employed about 4 months at Owston Ferry, and absconded 29th ult., leaving Haxey by the 1.31 p. m. train for Don THE POLICE GAZETTE. 3 caster. Has a wife or sister residing at BO, St. Mary- street, Southampton. Warrant issued. Information to Supt. Taylor, Epworth. 29.— Lincoln ( City).— For stealing, 12th inst., 3coats ( recovered)— HENRY CAIN, a labourer, age 24, height 5 ft. 6 in., complexion fresh, hair dark brown, round features, scar centre of forehead and over both eyes, ship, anchor, and bracelet left arm; dress, brown striped cloth suit, hard round billycock hat. Appear- ance of a pugilist. Has been convicted several times at Hull, and was sentenced to 12 months' imprison- ment for highway robbery at Grimsby on 4th Decem ber, 1888. 30.— Lincoln ( City).— For failing to report- Supervisee JAMES WELLBOURNE, Office No. 38797, age 34, height 5 ft. 6 in., complexion fair, hair light brown, eyes light blue, crossed flags, anchor, and cross right forearm, female's head left forearm, lost 2nd lefc finger- nail. Sentenced at Lincoln Assizes, 4th December, 1888, to 12 months' hard labour and 1 year's police supervision for larceny. Information to Chief Constable Mansell, Lincoln. NORFOLK. 31.-— Loddon ( County). — For housebreaking— WILLIAM MARKHAM, age 22 ( looks older), height 5 ft. 8 or 9 in., complexion pale, hair light, eyes blue, delicate appearance, sore on left leg, stoops when walking ; dress, dark coat and vest, blue guernsey, dark fustian trousers, and black hard felt hat. A native of Halesworth, Suffolk. Information to Supt. Eagling, Loddon. NORTHAMPTONSHIRE. 32.— Northampton ( Borough).— For obtaining a large quantity of boots and shoes by false pretences, also for conspiracy- HARRY LESSER, alias LESTER, age about 45, height 5 ft. 7 or 8 in., stout build, com- plexion sallow, bald on top of head, dark brown whiskers and moustache tinged with grey, near- sighted, genteel dress and appearance. Was clerk for some years to Nicholls, auctioneer, George- yard, Fen- church- street, London, and is well known to first- class boot and shoe retaileis. His modus operandi is to call upon boot manufacturers in the provinces, stating he and a man named Mears ( now in custody) are large shipping agents, and invari- ably obtains large quantities of boots and shoes ( as he states) for the purpose of export, their offices being at Bow- lane, London, E. C., where the goods are subse- quently consigned. In the meantime fresh instruc- tions are given to the railway company to deliver the goods to large auctioneers in the City of London where they are sold without reserve, and in large numbers of instances considerably under cost price. Not to be apprehended out of the United Kingdom. Warrant issued. It is requested that inquiry be made at b ® ot and shoe manufacturers and retail dealers, and any infor- mation immediately communicated to Chief Constable Mardlin, Northampton. about 5 ft. 5 in., rather thin face, small dark brown straggling whiskers and moustache, scars on face, nose broken, of drunken habits ; dress, brown or grey cloth coat, supposed moleskin trousers; dirty appearance. A tramping lace cutter and bellows mender; supposed native of Aberystwith. Warrant issued. Information to Supt. Edwards, Shrewsbury.
