All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should he addressed to THE EDITOB OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of tome person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch oj a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted,' and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. T I O N S. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. t 9. The force which causes particulars concerning delinqwnts or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of anu announcement, will be wholly responsible for any proceedings which may result from inch publication. 11. Announcements for the Friday issue should be forwarded « <• a' to be received not later than noon on Wednesday, and for the Tuesday edition not later than Si ilurjat morning They must be clearly written on one side oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Iirummond # Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, london, the sole Agent, who will furnish the rales on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall ihe High Contracting Parties It bound to surrender their own tubjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, bat can not be considered bound to do so. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT. 1.— A Division.— Woodcut portrait and descrip- tion of WILLIAM NEALY, whose apprehension is sought for stealing .£ 25, 5th ult.— age 30, height 5 ft. 10 in , slight build, complexion fair, hair and small side- whiskers brown; dress, dark clothes and black felt hat. A waiter; native of Belfast, where he is likely to go. 2.— M Division.— For embezzlement— JOHN CLARK GRANT, a traveller, age 28, height 5 ft. 7 in., complexion fair, hair light brown, eyes grey, mous- tache; dress, black jacket, dark mixture trousers and vest, and hard felt hat. A native of London. Warrant issued. 3.— N Division.— For embezzlement — JAMES FREDERICK DAY, age 23, height 5 ft. 3 in,, com- plexion, hair, slight moustache, and eyes dark, rolling gait; dress, black diagonal coat and vest, light tweed trousers, black hard felt hat. Warrant issued. 4.— R Division.— For committing an act of gross indecency— WILLIAM FLICKER, a farmer, age 28, height 5 ft. 6 in., stout build, complexion fresh, hair and moustache light; dre33, light tweed suit, re- spectable appearance. A native of Belvedere, Kent. Warrant issued. 5.— Y Division.— For larceny and assaulting police SMITH, a gipsy, age 45, height 5 ft 5 in, complexion dark, hair and full whiskers black, eyes dark; dress, old black cloth suit, billycock hat. Na- tive of Stanmore, Middlesex — SMITH ( son of above), age 23, height 5 ft. 7 in., complexion hair and eyes dark, no whiskers ; dress, light dealer's coat, cord trousers, hard felt hat. They attend country fairs with cocoanut " shies." 6.— T Division.— Woodcut portrait and descrip- tion of FRANK KENT, alias KEMP, WILSON, ROBINSON, and ROGERS, who escaped from custody whilst charged with possessing counterfeit coin— age 30, height 5 ft. 10 in., complexion fair, parrot- shaped nose, hair light, whiskers and moustache brown, high cheek bones, 2 false front teeth upper jaw. CITY OF LONDON. 7.— For embezzlement — JAMES HOLMES, a clerk, late of 3, Alexandra- park- road, Wood Green, age 40 ( looks younger), height 5 ft. 7 in., slight build, hair, whiskers, and moustache dark, slouching gait; well dressed. BUCKINGHAMSHIRE. 8.— Chopping Wycombe ( Borough). — For stealing, 25th ult., 3 gentleman's watches ( one gold open face lever, plain dial; one double case silver lever hunter; one white metal case, open face); 3 chains ( one lady's long silver, small links : one silver albert, round links, in two pieces, with bar ; one common brass gilt albert, bar and seal with red stone); 3 gold scarf pins ( one quoit pattern ; one horse's shoe with nails ; one round with green stone); 3 gold rings ( one gent's set three diamonds; one gent's double cat's- eye; one chased keeper); 3 gentleman's silver rings ( one snake pattern ; two thick plain band); 2 sets silver brooches and earrings ( one half- crown and six- pences " 1889;" one horseshoes set paste); 1 gold brooch made from two earrings, nest and bird thereon; 1 pair plain gold ball earrings, curved wire3 ; 12 dessert spoons ; 12 table do.; 24 tea do. Cheese; " and .£ 3 123. 6d. in cash— TWO MEN, 1st, age about 21, height 5 ft. 5 or 6 in,, complexion fair, hair and moustache ( slight) brown; dress, dark coat, light trousers, Oxford shoes, light brown hard felt hat. Respectable appearance. Stated that he came from Clapham. 2nd, age about 40, height 5 ft. 7 in., complexion fair, hair brown; dress, light coat and trousers, dark alpine hat or black hard felt hat. Information to Head Constable Fraser, Chepping, Wycombe. CARNARVONSHIRE. 9.— Conway ( County). — For stealing £ 5 — HENRY HINDS, a pedlar, age 22, height 5 ft. 7 in., complexion ruddy, hair light brown, moustache ( heavy) light, eyes grey, mark on bridge of nose; dress ( when last seen, at Chester Fair) black- and- brown plaid coat, light vest, dark trousers ( new), red muffler, now boots, and hard felt hat. A native of Nantwich, Cheshire. Warrant issued. Information to Supt. Williams, Conway. DERBYSHIRE. £ 1 REWARD. 10.— Ashbourne ( County). — For deserting his wife and four children, leaving them chargeable to the Ashbourne Union— WILLIAM LARKIN, age 44, height 5 ft. 7 or 8 in., complexion fresh, hair ( bald on top) brown, eyes blue, whiskers sandy, shaves upper lip, walks rather lame, several small scars ( from boils) back of neck. A labourer; native of Roscommon, Ireland. Warrant issued. The above reward will be paid by the Guardians of Ashbourne Union for the apprehension of Larkin. Information to Supt. Barrett, Ashbourne. DURHAM. 11.— Sunderland ( Borough).— For stealing from a bedroom at a hotel, during night of 7th ult., 1 five- shilling piece, made into a brooch, works on a swivel, scalloped edge ; 1 oval gold brooch, diamond in centre, imitation chain work near edge, about 1J in. long. ; 2 silver brooches ( one about 2 in. broad, check pattern, the other narrow, flowered on top); 1 silver chain necklace, 1 link plain with knob at each side, the other filigree on one side; 1 small silver oval locket; 1 dark green morocco purse, fastens with spring at side, 2 places at side for stamps, containing 5 sovereigns; 1 bunch of small keys on steel ring; 2 round silver brooches ( one has a bird with spread w:: ngs engraved thereon, no pin; the other figured edge, plain centre); 2 strings of pearls ( one as a necklace, pearls about size of marbles); 1 black velvet necklace, with steel beads — A MAN, age 25 to 30, height 5 ft. 9 or 10 in., rather slender build, hair ( thin in front) and side- whiskers dark, rather long nose and face, sunburnt; dress, black coat and vest, dark trousers, supposed low shoes, collar, front, and light coloured tie. Has the appearance of a foreigner, and is fond of playing billiards. Left the hotel at 8 30 p. m., 7th inst. ( after being observed to leave the bed- room), wearing a black velvet smoking cap. In his bedroom was found a black leather bag and a felt hat. The bag bears the name " E. and J. Milne, makers, 126, Princess- street, Edinburgh," and contains 2 white shirts, makers' name " Baikie and Dixon, Shirt Makers, Edinburgh," one of the shirts is marked " W. M. liobinow " on lap ; 6 linen stand- up collars ; 6 white linen handkerchiefs, 5 marked " A. R." in white needle- work, the other marked " M. R." The articles in the bag marked " W. M. Robinow " have since been identified by a gentleman of that name as his property, and which were lost or stolen in transit by rail between Edinburgh and London on the 2nd inst. Warrant issued. Information to Chief Constable Huntley, Sunderland ESSEX. 12.— Epping ( County).— For deserting his three children, whereby they became chargeable to the Epp- ing Union in 1883- FRANCIS STRICKLAND, photographer, and probably comedian, age about 45, height about 5 ft. 10 or 11 in., complexion fresh, hair and moustache sandy. One of the children, Frank Sidney, age 14, was in service at Epping, and on Friday, 27th ult., was visited by his sister from London, on which night he took traid for London, and most likely went to his father or sister. A Miss Frances Strickland and Miss Mabel Strick- land are actresses at the Theatre Royal, Stratford, where Strickland may be employed or information obtained. Warrant issued. Information to Supt. Lennon, Epping. HEREFORDSHIRE. 13.— Hereford ( City).— For failing to report- Supervisee JOSEPH YAUGHAN, Office No. 36438, age 34, height 5 ft. 7 in., complexion dark, hair dark brown, eyes brown, scar on top of head, right cheek ( near nose), right thigh ( near knee), and left shin. Sentenced to Hereford ( County) Sessions, 4th April, 1877, to 19 months' imprisonment and 7 years' police supervision for fraud. 461. Information to the Head Constable, City Police, Hereford. HERTFORDSHIRE. 14.— Hertford ( County).— For stealing, 1st inst., from a hotel at Hatfield, 1 pair earrings, set with pearls and rubies; 1 large silver brooch, set with Scotch pebbles; 1 lady's small gold neck chain and locket; 1 large gold seal, red stone, monogram " E. W." thereon; 1 old- fashioned gold snuff- box— TWO MEN : 1st, age 23 or 24, height 5 ft. 5 or 6 in., hair ( inclined to be wavy) very light, slight moustache, and small side- whiskers; dress, black coat, dark vest, light trousers, brown hard felt hat, side- spring boots, wears a silver chain, with silver pencil case and a shilling attached, also wears a gold scarf pin ( marked 8 carat), with green stone in centre; 2nd, age about 26 or 28, height 5 ft. 6 in., atoutish build, hair, side- whiskers, and moustache dark, full face; dress, black coat and vest, darkish green striped trousers, black hard felt hat, low shoes, wears a silver chain. These men slept at the hotel two nights previous to the morning of the larceny, and are no doubt hotel thieves. Information to Supt. Parish, Hertford. LANCASHIRE. 15.— Burnley ( Borough).— For obtaining money by false pretences, 3rd and 4th ult.— JAMES HARRI- SON, alias THOMAS E. FAIRBURN, age 28 to 30, height 5 ft. 6 or 7 in., slight build, complexion dark, thin face, hair dark brown, moustache ( slight) brown, no whiskers, of smart appearance and good address ; dress, dark coat and vest, light striped trousers, lace boots, and black billycock hat. His modus operandi is to call on tradesmen, and state that he is a Government Inspector of Boilers, that he has several men working for him in the locality, and in consequence of the bank being closed he is unable to cash a cheque to pay his men their wages, obtains money by presenting a cheque on the London and County Bank, Brighton branch, which is found to be worthless. Warrant issued. Information to Chief Constable Harrop, Burnley. NORTHAMPTONSHIRE. 16.— Peterborough ( City). — For sodomy, also for stealing a light- coloured cloth cap and pair of lace boots ( new) with calf fronts and kid tops— A MAN, age 26 or 27, height 5 ft. 10 in., slight build, com- plexion and moustache dark, no whiskers, well spoken, and of respectable appearance; dress, blue serge or cloth jacket suit, and stolen boots and cap. Information to Head Constable Lawson, Peter borough. SHROPSHIRE. 17.— Ludlow ( County).— For stealing at Clee, Downton,] 16th ult., a lady's silver Geneva watch, No. supposed) 36881, ornamented back; a small pearl- handled pocket- knife ; a lion shilling; and a crooked sixpence— LILIAN MARSHALL, alias SARAH READER and TRAINER, a prostitute, age 19, height 4 ft. 8 in., complexion rather sallow, hair ( cut short) dark brown, eyes grey; dress, light plaid dress with stripe, black stockings, high button boots, brown cloth cap with peak, puffed in front and button on top. A native of Wolverhampton. Warrant issued. Information to Supt. Simcox, Ludlow. 18.— Pontesbury ( County).— For housebreaking, 28th ult., and stealing 1 dark cloth jacket, pockets on hips, one inside left breast, lined black russell cord, cloth buttons, red- and- white handkerchief in pocket; 1 pair dark cloth trousers, fall fronts, calico lining ; 1 dark mixture cloth vest with collar ; 1 brown plaid cloth trousers, fall fronts, twill calico lining, black metal buttons; 1 pair brown cord trousers, fall fronts, calico lining, which has been recently washed and re- paired at knees and front; 2 plaid cotton shirts; 2 silk neckerchiefs ( one blue- and- black, one pale blue- and- white) ; 2 bundle handkerchiefs, blue- and- white plaid ; 1 pair light lace boots with hooks, protectors on heels ; 1 silver verge watch, No. 32330, maker " W. Hay," steel chain attached ; and 10s. silver— A MAN age about 26, height 5 ft. 7 or 8 in., complexion fair' moustache sandy, slight beard; dress, dark cloth coat' drab cloth trousers, light lace boots ( much worn), aud brown hard hat. Accompanied by a youth, age about 16, height 5 ft. 2 in., rather stout build, cornplex; on dark, full round face ; dress, dark mixture cloth clothes, left leg of trousers torn, cloth cap with peak and ear- flaps tied at tcp. ' Information to Supt. Straffen, Pontesbury. 19.— Shrewsbury ( Borough).- For failing to re port- Supervisee GEORGE NIGHTINGALE, Office No. 38178, age 21, height 5 ft. 6 in., complexion fresh hair dark brown, eyes blue, moles on chin, back of neck, left shoulder, and between shoulder- blades, burn scar on back of right hand. Sentenced at Shrewsbury Sessions, 15th October, 1888, to 9 months' imprisonment and 1 year's police supervision for felony. 636. Information to the Chief Constable, Borough Police Shrewsbury. STAFFORDSHIRE^ 20— Longton [ County). or failing to report- — License Holder JOSEPH FOX, Office No. 36076, age 57, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes grey, scars on right eyebrov and buttock, blue dot base of left forefinger. Sentenced at Salford', 3rd January, 1881, to 10 years' penal servitude for lar- ceny. Licensed 13th September, 1888. X H 627. Information to the Superintendent, Staffordshire Constabulary, Longton. SUSSEX ( WEST). 21— Petworth ( County).— Escaped from custody, 20th ult., whilst under remand, for causing grievous bodily harm, 17th ult.- ERNEST GUMBRELL, age 23, height 5 ft. 8 or 9 in., complexion fair, hair light brown, small side whiskers, close under ear, very small moustache; dress, dark grey suit ( tight- fitting), cloth cap, and gaiters. May endeavour to obtain employ- ment as a groom or ostler. Information to Supt. Ellis, Petworth. YORKSHIRE ( WEST RIDING). 22.— Dewsbury ( County). - Woodcut portrait and description of GEORGE HENRY HIRST, whose apprehension is sought for falsifying the books of the Ravensthorpe Industrial Society— age about 40, height 5 ft. 10 in., complexion fair, hair amber, eyes blue or grey, beard and moustache. Is well educated- A native of Mirfield. Warrant issued. Information to Supt. Airton, Dewsbury. 23.— Leeds ( Borough).— For uttering a forged bill of exchange for £ 400- ROBERT ARNOLD HOLMES, age 32, height 5 ft. 11 in., complexion swarthy, hair and moustache dark, very white teeth, stoops slightly when walking, of gentlemanly appearance and good address; dress, dark clothing and black billycock hat. PERSONS IN CUSTODY* BERKSHIRE. 24.— Wokingham ( County). — Committed for trial at the next Berks Assizes for burglary at Twy- ford— THOMAS SIDREY, alias WILLIAM WOOD, age 42, height 5 ft. 7 in., complexion dark, hair dark brown, eyes blue, scars right and left of forehead. A native of Caversham, Oxford. Was sentenced at Middlesex Sessions, 11th August, 1879, to 20 months' imprisonment and 2 years' police supervision for larceny ; also at Oxford Sessions, 17th October, 1882, to 9 months' imprisonment and 2 years' police super- vision. Has been several times convicted at Reading and Henley. Supposed wanted for other offences. Information to Supt. Atkin, Wokingham. FBIDAY, OCTOBER 3, 1889. T H E POLICE GAZETTE. s BRECONSHIRE. 25.— Crickhowell [ County).— Remanded till 7th inst., for indecently assaulting a female at Brynmawn 23rd ult.— JOHN JONES, age 25, height 5 ft. 5 in., complexion fair, hair, whiskers, and moustache ( about three weeks' growth), light brown ; dress, hlack cloth coat, grey tweed vest, grey plaid cloth trousers, strong lace boots, and black bowler hat. States that he is a native of Walsall, but left that place about three weeks ago, since which he has worked as a collier at Blarna, Monmouth. 26.— Crickhowell [ County].— Remanded till 7th inst. for larceny ( person) at Brynmawr Railway Sta- tion, 23rd ult.— JOHN TANNER, age 38, height 5 ft. 4 in., complexion fair, hair and moustache light brown, beard and whiskers shaved ; anchor, J-, and dot tattooed left arm; dress, black diagonal cloth coat and vest, grey cloth trousers, light lace boots, and black hard felt hat. States he has resided with his brother- in- law at The Moors, Cardiff. Information to Supt. Joseph, Crickhowell. CUMBERLAND. 27.— Penrith [ County).— Committed for trial at the next Quarter Sessions, for obtaining a gun by false pretences- THOMPSON TURNER, age 61 ( looks 40 to 45), height 5 ft. 8J in , complexion fair ( rather sallow), hair ( slightly bald on top) and moustache light brown, little hair on chin, whiskers ( slight) brown, eyes ( full) blue, lost 3 front upper teeth, cheeks slightly sunken, dark- coloured under eyes, slight scar between forefinger and thumb left hand, small skin mark left side of left eye, '* T" on left arm ; dress, brown check tweed coat and vest, tweed trousers ( darker shades), blue scarf with small white spots, and scarfpin made of a white metal, round sleeve solitaire,' stand- up collar with turned- down corners, brown hard felt hat, shoes ; respectable appearance and good address. States he is a native of Liverpool, and was 16 years in business there. Has travelled in Brazil, South America ; lived 6 years in Glasgow; and this year lived 6 or 8 months in Exeter. Is well known at Portwadoc, Holyhead, and the Isle of Man. Photograph may be seen on application. Information to Supt. Fowler, Penrith. 28— Wigton [ County).— Committed for trial at the next Assizes for burglary— JOHN SIMPSON, age 35, height 5 ft. 9 in., complexion swarthy, hair dark brown, heavy moustache, eyes hazel, ship tattooed left arm, anchor right arm ; dress, dark worsted jacket and vest, brown check tweed trousers, white muffler, lace boots, and dark hard felt hat. A native of Liverpool — GEORGE FOWLER, age 23, height 5 ft. 4i in., complexion fresh, hair light, slight moustache, eyes blue, " W. A." tattooed left arm ; dres3, dark diamond pattern coat and vest, grey striped trousers, lace boots ( old), and cloth cap, two peaks. A native of London— EDWARD HALL, age 21, looks younger, height 5 ft. 5i in., complexion and eyes dark, hair dark brown ; dress, dark ribbed^ cloth jacket, light grey vest, dirty moleskin trousers, black- and- white woollen scarf, lace boots ( old), and light cap. A native of Oxford. Information to Supt. Brown, Wigton.
