All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOB OP THE POLICE GAZETTE, GEEAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them, by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 64. per photograph or sketch oj a stolen article, including the expense of engraving on wood. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. O N S- 8. Announcements of all persons to be apprehendei or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for inse> tio> i in the next issue. 10. In all cases, the tfficer signing the request for insertion of < IM, announcement, will be wholly responsible for any proceedings which may result from tueh publication. 11. Announcements for the Friday issue should be forwarded tc a< to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj the papa- only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints aa to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the Slat of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It ia agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party," " In no case, nor under any consideration whatever, shall the High Contracting Parties le bound to surrender their own tubjects whether by birth or naturalisation." The result of the modification in the Treaty ia that either Government may deliver up its own subjects to the other Government, bat can not ba considered bound to do so. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT, 1.— A Division.— For stealing a silver lever open- face watch, No. 1030, steel chain, curb pattern, bar broken ; 2 gold scarf- pins ( one true lovers' knot, the other twisted wire top); 1 green silk umbrella, dark natural wood handle, Fox's Paragon frame ; and 4s. in silver— GEORGE BROWN, a stableman, age 25, height 5 ft. 3 in , complexion fresh, hair dark, clean shaved, bow- legged ; dress, black diagonal jacket and vest, grey striped trousers, hard felt hat. Late a stableman, of Frogmore House, Windsor- park, where the robbery was committed. May seek employment at livery stables. 2.— D Division.— For obtaining XSO by fraud— CHARLES ROSE, age about 28, height 5 ft. 2 in., complexion fair, hair light brown, moustache ( cut short) light, eyes blue; dress, dark clothes, respectable appearance. Has in his possession a cheque book on the Notting- hill Branch of the London and South- Western Bank, which he is now using to obtain money. Was last heard of at Southampton, where he was in custody, and discharged on the 15th ult. Is now supposed to be visiting seaside towns. Sometimes represents him- self as a doctor, and sometimes a barrister; a native of Stoke Newington, London. Warrant issued. 3.— N Division.— For stealing a blank cheque, since forged and uttered for £ 20- SARAH ANN SANES, nee BROADHEAD, age 26, height 5 ft. 5 in., complexion fresh, hair ( frizzed on forehead), dark brown, eyes blue ; drcS3, black dress, trimmed with watered silk, black straw hat, trimmed with black crape, lace boots. A native of York, which place she left about 24th July last for Scarborough, where she may be found. 4.— T Division,— For stealing, 17th ult. — 1 shaving brush, with silver handle; 1 glass shaving pot, with silver lid ; 1 pair dark tweed trousers; 1 brown cloth jacket suit; 1 ditto light suit, square pattern ; 1 plain gold pin, with red pearl; 1 old pearl pin ( woman's head), gold mounting; 1 gold signet ring, with bloodstone; 1 pair patent leather boots, and a quantity of gold lace, consisting of a crown and ornamental facings of an officer's uniform— THOMAS HAYNES, private 12th Royal Lincers, No. 2769, deserted 17th ult., age 22, height 5 ft. 7£ in, com- plexion fair, hair light brown, eyes blue, D. W. A. D. A. M. A. Calli left forearm, lost portion of index finger left hand; dress, plain clothe3. A native of St. Margaret's, London. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S W. CITY OF LONDON. 5.— Woodcut portrait and description of GEORGE CLARKE, a bank clerk, late of Mount Cottage, Pinner, Middlesex, whose apprehension is sought for stealing a large sum of money, age 47, height 5 ft. 7 in., stout build, complexion florid, hair dark red, side whiskers and moustache red, scar left jaw ; weirs gold spectacles. His wife and six children arrived at Sydney, Australia, about 23rd ult. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry E. C. BUCKINGHAMSHIRE. 6 — Slough ( County).— For embezzling £ L 6s. 6d. at Colnbrcok, 23th ult.— GEORGE DRAPER, age 30, looks older, height 5 ft. 9 in., stiff build, complexion fresh, liair and eyes brown, appearance of a stable- man ; dress, dark grey suit ( old and dirty), and hard felt hat. Warrant issued Information to Supt. Dunham, Slougb. CHESHIRE. 7.— Bifkenh8ad fC^ untyJ.— For stealing from a saddle room at Brimstage, a double- cased silver lever hunting watch, cream colour dial, glass cracked, " Wm. Whitby" engraved oa dome, maker, " J. R Woodruff, Duke street, Liverpool," on inside of works — ALFRED ROWLANDS, a groom, age about 25, height 5 ft 6 or 7 in., complexion fair, hair brown, clean shaved; d; e; s, light grey suit ( jacket marked with grease down right side I, dark hard felt hat, strong lace boots. A native of Sutton, near Shrewsbury. Information to Chief Supt. Hindley, Birkenhead. DERBYSHIRE. 8.— Derby ( Borough).— For embezzlement — GEORGE ROBINSON, age between 30 and 40, height 5 ft. 6 or 7 in., complexion fair, moustache ( heavy) light, no whiskers, thin face, ruptured, and wears a truss; dress, light grey coat and vest, brown corduroy trousers, black billycock hat. Was employed as carter and salesman to a mineral water manufacturer. Ab- sconded 23rd ult. Warrant issued. 9.— Derby ( Borough).— For stealing tools— JOHN MORRISON, age about 25, height 5 ft. 4 or 5 in., 1 slight build, complexion, whiskers, and moustache 6 THE POLICE GAZETTE. ' FRIDAY, SEPTEMBER 506, 1889. ( slight) dark. Has been employed as a labourer at the Midland Railway Carriage Department, Derby. Is a beltmaker by trade, and has worked at Leicester as a painter's labourer. A native of Hyde, Cheshire. Warrant issued. Information to Lieut.- Coionel Delacombe, Chief Constable, Derby. DUMFRIESSHIRE. 10.— Dumfries { County).— For stealing, 15th ult., by housebreaking— 1 silver Geneva hunting watch, white dial, black figures, name " Parkhouse " on dial, much worn ; 1 gold guard chain ( secret link pattern), much worn, supposed to have several small gold masonic emblems, attached by a steel ring ; 1 silver brooch with Cairngorm stone in centre ; 1 pair men's trousers, narrow blueish and dark broken stripe, metal buttons, with " Martin, Dumfries," thereon; a tweed vest, made for a clergyman, " Martin, Dumfries," on tab ; pair woman's clogs, toe- caps, brass clasps, half wora— A MAN, age about 20, middle height, hair and moustache light brown, thin face; dress, dark- coloured coat. May be wearing the stolen trousers, vest, and clogs, as he lef c his vest, boots and socks behind. The boots and socks appear to have been worn in iron works. Information to the Chief Constable, Dumfries. DURHAM. 11.— Sunderland { Borough).— For stealing from a bedroom at a hotel, during night of 7th inst., 1 five- shilliog piece, made into a brooch, works on a swivel, scalloped edge ; 1 oval gold brooch, diamond in centre, imitation chain work near edge, about 1J in. long. ; 2 silver brooches ( one about 2 in. broad, check pattern, the other narrow, flowered on top); 1 silver chain necklace, 1 link plain with knob at each side, the other filigree on one side ; 1 small silver oval locket; 1 dark green morocco purse, fastens with spring at side, 2 places at side for stamps, containing 5 sovereigns ; 1 bunch of small keys on steel ring; 2 round silver brooches ( one has a bird with spread w'ngs engraved thereon, no pin ; the other figured edge, plain centre); 2 strings of pearls ( one as a necklace, pearls about size of marbles); 1 black velvet necklace, with steel beads — A MAN, supposed name W. M. ROBINOW, age 25 to 30, height 5 ft. 9 or 10 in., rather slender build, hair ( thin in front) and side whiskers dark, rather long nose and face, sunburnt; dress, black coat and vest, dark trousers, supposed low shoes, collar, front, and light coloured tie. Has the appearance of a foreigner, and is fond of playing billiards. Left the hotel at 8 30 p. m., 7th inst. ( after being observed to leave the bed- room), wearing a black velvet smoking cap. In his bedroom was found a black leather bag and a felt hat. The bag bears the name " E. and J. Milne, makers, 126, Princess- street, Edinburgh," and contains 2 white shirts, makers name " Baikie and Dixon, Shirt Makers, Edinburgh," one of the shirts is marked " W. M. ltobinow " on lap ; 6 linen stand- up collars ; 6 white linen handkerchiefs, 5 marked " A. R." in white needle- work, the other marked " M. R." Warrant issued. Information to Chief Constable Huntley, Sunderland GLAMORGANSHIRE. 12.— Bridgend ( County).— Woodcut portrait and description of WILLIAM RATCLIFFE, alias WIL- LIAM MATTHEW RATCLIFFE, a bank cashier, heard of since. Was accompanied by his wife, Kate Sarah, age 28, height about 5 ft., complexion sallow, hair light brown, eyes blue, round full face, fond of drink; dre3s, when left, black merino dress, brown sealskin jacket, brown straw hat ( sugar- loaf shape) trimmed with brown ribbon and two brown bird's wings behind. A native of Carmarthenshire. Sup- posed known at Llanelly, Swansea, and Goodwich, Pembrokeshire. Had with them 2 girls, aged respec- tively 5 and 6, dressed in blue frocks, white straw hats trimmed with white ribbon. They took two parliamentary tickets from Port Talbot to Bristol, which have not been collected by the G. W. R. officials. Their luggage consisted of 2 black portmanteaus and two brown tin hat- boxes. Rat- clifie was at Swansea on the day he went away, and left there by the 5.40 p. m. train, his wife and children joining him at Port Talbot; tickets were issued at Swansea for Glasgow by the same traiu as Ratcliffe travelled. He is supposed to have a large sum of money in his possession, and may endeavour to emi- grate. Warrant issued. 13.— Bridgend ( County).— For arson- GEORGE VAUGHAN, a shop manager, age about 40, height about 5 ft. 6 or 7 in., complexion fair, hair light brown, slight side- whiskers and moustache light, eyes ( full) blue, rather narrow chin with dimple, rather small mouth, walks erect with slow movement; dress, gener- ally light suit; respectable appearance. Left Bridgend 26th ult.; may emigrate. Warrant issued. Information to Supt. Thomas, Bridgend. whose apprehension is sought for forgery— age I height 5 ft. 8 in., slight build, complexion pale, hair dark brown, whiskers round face ( thin, closely cut) and slight moustache dark, now probably clean shaved, eyes dark ( piercing), thin small features, walks erect and quickly, of gentlemanly appearance and manners; dress, when last seen, black cloth suit and black bowler hat. A native of Ystradowen, near Cowbridge. Was a bank cashier at Aberavon, and left his home on the 30th July last for 14 days' holiday, but ha3 not been HAMPSHIRE. 14.— Portsmouth ( Borough). — For larceny— WILLIAM HENRY PHILLIPS, a deserter from the Royal Marine Artillery, age 21, height 5 ft. 9£ in., complexion fresh, hair brown, eye3 blue, soar outside left eye, back of right hand, and left shin, 2 dots tattooed back of left hand, crown and anchor and 3 stripes left forearm. A native of Greenwich. Absconded 2nd inst. Information to Chief Constable Cosser, Portsmouth. HERTFORDSHIRE. £ 1 REWARD. 15, — Hemel Hempstead ( County).— For desert- ing his two children, leaving them chargeable to the Great Berkhamstead Union— WILLIAM CHARLES WASSALL, age about 30, height 5 ft. 9 in., complexion florid, hair brown, eyes grey ; respectably dressed. A native of Hemel Hempstead. Has served in the 9th Lancers, Herts Constabulary, and Metropolitan Police. Warrant issued. The above reward will be paid by the Guardians of the Union for the apprehension of Wassail. Information to Deputy Chief Constable Pearson, Hemel Hempstead. KENT. 16.— Margate ( Borough).— For stealing from a shop till, 2nd inst., a small round Scotcl. plaid box, £ 2 silver and bronze, 1 half- sovereign, and three Postal Orders for 20s. each, signed " F. B. Home," issued at Rockingham- road, Kettering, probable num- bers 915855- 6 and 7, or 915859- 60 and 61— TWO MEN, first: slight build, height 5 ft. 10 in., complexion fair ; dress, black jacket and vest, drab trousers, grey cap, who went to the shop under the pretence of purchasing a post- card, when he stated his dog had gone down- stairs and accompanied the shop keeper to look for it, when the second man, who had a light moustache, and wore a black coat and hat, entered the shop and com- mitted the robbery. Information to Chief Constable Buck, Margate. LANCASHIRE. 17.— Bury [ County). — For failing to report — Supervisee JAMES HANNON, Office No. 36892, age 32, height 5 ft. 9 in., complexion fresh, hair dark brown, eyes brown, scar on right cheek bone and bridge of nose. Sentenced at Salford, 9th January, 1888, to 12 months' imprisonment and 4 years' police supervision for larceny. 8035. Information to the Superintendent, Lancashire Constabulary, Bury. 18.— Liverpool ( City).— For failing to report- Supervisee JOHN McKELLAR, alias RICHARD LEONARD, Office No. 30718, age 32, height 5 ft. 2 in., complexion fresh, hair light ( turning grey), eyes blue, " L. Downey " and anchor on right arm, yacht on left arm, anchor back of left hand. Sentenced at Liver- pool Sessions, 31st May, 1882, to 5 years' penal servi- tude and 5 years' police supervision for housebreaking. Licensed 2nd June, 1886. I 480. Information to the Chief Superintendent, Detective Department, Liverpool. 19.— Bacup ( Borough). — For embezzlement — CHARLES SHANKS, a potato salesman or carter, age 26 ( looks younger), height 5 ft. 4J in., slight build hair light brown, whiskers and moustashe sandy! slightly round- shouldered, lost one tooth in upper front jaw, addicted to drink, and very talkative • dress, black diagonal cloth coat and vest, brown check tweed trousers, heavy lace boots, and hard felt hat. Was formerly in business as a greengrocer, and has been employed as a weaver. May endeavour to obtain employment as grocer's porter. Has a brother a hairdresser, residing at Booth- street, Chorlton- on- Medlock ; an uncle a contractor at Chatteris, Cam- bridgeshire ; an aunt at School House- lane, South TeddiDgton ; and one at Newbridge- lane, Stockport • and has friends at Liverpool, Colne, Ramsbottom, and Blackburn. Absconded 28th ult. Warrant issued. Information to Chief Constable Cummings, Bacup. 20.— Blackburn ( Borough).— For failing to report — Supervisee WILLIAM SWALES, Office No. 35036, age 30, height 5 ft. 1 in., complexion pale, hair dark, eyes grey, left leg and arm contracted and wasted' scars on chin ( burn), left side neck, lefc ear, left fore- arm and band, and right upper arm, deaf. Sentenced at Preston, 4th April, 1883, to 5 years' penal servitude and 7 years'police supervision for larceny. J 291.— License Holder RICHARD HAZARD, Office No. 36761, age 21, height 5 ft. 3 in., complexion fresh, hair dark brown, eyes hazel, scar outside corner of left eye and on left arm, blue dot back of left hand, wound lefc leg. Sentenced at Preston, 7th January, 1885, to 5 years' penal servitude and 7 years' police supervision for shopbreaking. L 73.— License Holder JOHN WIL- LIAM BRAMLEY, Office No. 37779, age 29, height 5 ft. 01 in., complexion fresh, hair dark brown, eyes brown, scar centre of forehead and on left cheek bone, nail of first right finger deformed. Sentenced at Pres- ton, 1st July, 1885, to 5 years' penal servitude and 7 years' police supervision for larceny. L 336.— License Holder GEORGE HOSKER, Office No. 36593, age 23, height 5 ft. 5 in., complexion dark, hair dark brown, eyes dark hazel, anchor and part anchor outside, and H inside left forearm, thumb nail and top of second left finger damaged. Sentenced at Preston, 15th Octo- ber, 1884, to 5 years' penal servitude and 7 years' police supervision for larceny. K 904. Information to the Chief Constable of Blackburn. 21.— Bootle ( Borough).— For obtaining money by false pretences- ANDREW CAMPBELL, a Scotch- man, age 34, height 5 ft. 6 in., rather stout build, hair ( cut very short) mouse colour, moustache ( very slight) light, sunken eyes, scar left temple, speaks with a very strong accent, square shoulders, rather thin legs ; dress, black ribbed coat and vest, light check trousers, and light brown hat.— FLO LEYLAND, age 23 ( looks about 18), height 5 ft. 3 in., complexion fair, hair light; dress, short black jacket, beaver round neck, brown plaid dress, and black straw hat trimmed velvet and red roses, or brown hat. Carries a brown silk parasol, with long handle of carved wood. A native of Hanley, Stafford. Bogus theatrical company pro- moters, generally calling themselves the Lottery of Life Company. Have with them a boy whom they call " Joe," age about 5 years, complexion and hair fair; dress, blue and white cotton suit, and dark brown over- coat with cape Warrant issued. Information to Chief Constable Espiney, Bootle- cum- Linacre. 22.— Burnley ( Borough).— For stealing, 30th ult. — 1 £ 10 Bank of England note ; 3 £ 5 do.; 1 grey dress trimmed silver braid down sides and round wrists; and 1 very dark grey dress with tuck at bottom— MARY McDONALD, age 35 or 40, height about 5 ft., rather stout build, complexion dark, very prominent eyes, thick hands and short fat fingers ; dress, brown ulster with hood, £. nd dark navy blue hat, trimmed blue. Carried a tartan mackintosh on arm. Is ac- companied by her son, age 9 ; dress, rough mixture cloth overcoat with cape, and grey knickerbocker suit. Information to Chief Constable Harrop, Burnley. 23.— Salford ( Borough).— For larceny— KATE FRYER, alias SHARPES and SHARKES, age 26, height 5 ft. 6 in., complexion fresh, hair brown, far advanced in pregnancy; dress, brown wincey skirt, printed bodice, and white apron. Warrant issued. Information to the Chief Constable, Salford. LEICESTERSHIRE. 24.— Leicester ( Borough).— For larceny— A MAN, age about 30, height 5 ft 6 or 7 in., rather stout, com- plexion ruddy, moustache dark brown, full face, nose red at end; dress, dark or black check coat, brown trousers, and hard felt hat. This man represents himself as a workman sent to execute some repairs, and so gains admission to insti- tutions and large boarding establishments, where he commits a larceny. ( See Case No. 26). THE POLICE GAZETTE. 3 MIDLOTHIAN. 25.— Edinburgh [ County).— Woodcut portrait and description of ALEXANDER JAMES MORGAN, an officer's servant, of the 13th Hussars, - whose appre- hension is sought for stealing £ 20 gold and silver; a gold albert, long link pattern ( old and much worn), small cigar- cutter ( champagne bottle) attached; a small Geneva watch, white dial, gold chapters, small flower on dial near seconds hand ; a slate colour cloth jacket, " Wall, Corporation- street, Manchester," on tab ; ve3t of same material, bottom button deficient; a pair of pepper- and- salt tweed trousers, with narrow dark stripe, " Beattie, Manchester," on buttons— age 22, height 5 ft. 7i in., slight build, complexion fair, hair brown, eyes grey, smart appearance, two false teeth in front of upper jaw, riDg and dot tattooed left forearm, scar on do., mole left loin; may be wearing the stolen clothing, having deserted in uniform. A native of Gloucester. His wife ( maiden name " Lee or " Lees ") resides with a brother, an upholsterer, near Barrack- street, Leeds, and father, John Morgan, resides at New- street, Gloucester. Not to be apprehended out of the United Kingdom. Information to Col. Borthwick, Chief Constable, Edinburgh. NORTHAMPTONSHIRE. 26— Northampton ( Borough.).— For stealing, from the General Infirmary, a silver keyless watch ; a silver albert ( recovered); a silver Geneva watch, white dial, seconds hand 2 or 3 scratches on inside of outer case, flowered back, " Kendal and Dent " thereon; and a silk beaded chain— WILLTAM TAYLOR ( supposed false), age about 30, height 5 ft. 6 or 7 in., stout build, full red face, supposed clean shaved ; dress, dark brown tweed suit, and hard felt hat. Appearance of a plumber or printer.
