All announcements for insertion in the POLICE GAZETTE, and all crmmunications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YAKD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. t. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch oj a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guar anteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in fm- ce against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must he guaranteed by an officer of not less rank than Inspector, or analogous thereto. T I O N S. 8. Announcements of all persons to be apprehendel or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editoi notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the rfficer signing the request for insertion of an< j announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesdaij edition not later than Saturday morning. They must be clearly ivritten on one side oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Lrummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rales on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the amber at present supplied will be forwarded on appli- cation in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.- B Division— For stealing a £ 5 Bank of England note— B. THOMAS, age 56, height 6 ft., com- plexion pale, hair ( partly bald) and side- whiskers grey, prominent cheek- bones, stoops slightly when walking ; dress, black serge jacket and vest, dark tweed trou- sers, hard felt hat, side- spring boots. 2.— D Division.— For obtaining £ 80 by fraud— CHARLES ROSE, age about 28, height 5 ft. 2 in., complexion fair, hair ' ight brown, moustache ( cut short) light, eyes blue; dress, dark clothes, respectable appearance. Has in his possession a cheque book on the Notting- hill Branch of the London and South- Western Bank, which he is now using to obtain money. Was last heard of at Southampton, where he was in custody, and discharged on the 15th ult. Is now supposed to be visiting seaside towns. Sometimes represents him- self as a doctor, and sometimes a barrister ; a native of Stoke Newington, London. Warrant issued. 3.— N Division.— For stealing a blank cheque, since forged and uttered for £ 20— SARAH ANN SANES, nee BROADHEAD, age 26, height 5 ft. 5 in., complexion fresh, hair ( frizzed on forehead), dark brown, eyes blue ; dress, black dress, trimmed with watered silk, black straw hat, trimmed with black crape, lace boots. A native of York, which place she left about 24th July last for Scarborough, where she may be found. 4.— P Division.— For stealing £ 4— JOHN McFARLANE, age 27 or 28, height 5 ft. 9 in., com- plexion fair, hair fair, whiskers, beard, and moustache sandy ; dress, black jacket, striped vest and trousers. Is well known to Messrs. Lang and Co., 70, Union- street, and Messrs. J. and R. Pritchard, Madiera- court, Argyle- street, Glasgow. A native of Glasgow. 5.— T Division.— For stealing £ 65— WILLIAM HARYEY, age 48, height 5 ft. 4 in., complexion, hair ( bald on top), whiskers, and moustache ( turning grey) dark, walks quickly and stoops, shuffling gait, sly- looking ; dress, brown tweed suit. Was directed by the West London Tramway Company, 3rd ult., to con- vey the money to their secretary, when he absconded. Is likely to seek employment as clerk or conductor on a tramway. A native of Waterford. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. wears gold spectacles. His wife and six children ! arrived at Sydney, Australia, about 23rd ult. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. CAMBRIDGESHIRE. 7.— Cambridge ( Borough).— Woodcut portrait and description of THOMAS STOREY, a clerk, whose apprehension is sought for forging a cheque for £ 161 8s. 4d., which amount he obtained 29th July, CITY OF LONDON. 6.— Woodcut portrait and description of GEORGE CLARKE, a bank clerk, late of Mount Cottage, Pinner, Middlesex, whose apprehension is sought for stealing a large sum of money, age 47, height 5 ft. 7 in., stout build, complexion florid, hair dark red, side whiskers and moustache red, scar left jaw ; absconding 1st ult.— age 28, height 6 ft., complexion fair, eyes grey, hair and moustache light brown, rather long, thin, pointed nose, slightly bent on one side, well built, square shoulders, of gentlemanly appearance and address; dress, dark blue or black suit, boating jacket, coat, black felt bowler hat, had with him a black alpaca mackintosh with cape. Has been abroad]; likely to be found in company of betting men ; may have left or will endeavour to leave the country. A Scotchman. Had with him Bank of England notes of 2 THE POLICE GAZETTE. CUMBERLAND. 8.— Carlisle { County).— For burglary, 24th ult. — A MAN, age 25 to 30, height 5 ft. 10 in., moustache ( slight) ginger, long chin, upper lip rather flat; dress ( when last seen), light check tweed jacket and vest, dark tweed trousers, and double peak cap. Stated he was a clock cleaner, and called on pawnbrokers and others in search of work. Information to Supt. Graham, Carlisle. DERBYSHIRE. 9.— Derby { Borough).— For embezzlement — GEORGE ROBINSON, age between 30 and 40, height 5 ft. 6 or 7 in., complexion fair, moustache ( heavy) light, no whiskers, thin face, ruptured, and wears a truss; dress, light grey coat and vest, brown corduroy trousers, black billycock hat. Was employed as carter and salesman to a mineral water manufacturer. Ab- sconded 23rd ult. Warrant issued. 10.— Derby { Borough).— For stealing tools— JOHN MORRISON, age about 25, height 5 ft. 4 or 5 in., slight build, complexion, whiskers, and moustache ( slight) dark. Has been employed as a labourer at the Midland Railway Carriage Department, Derby. Is a beltmaker by trade, and has worked at Leicester as a painter's labourer. A native of Hyde, Cheshire. Warrant issued. Information to Lieut.- Colonel Delacombe, Chief Constable, Derby. DEVONSHIRE. 11.— Torrington { County).— For embezzlement— EDMUND TANTON, a yeoman and land agent, age about 60, height 5 ft. 8 or 9 in., very stout build, com- plexion dark, hair ( turning grey), whiskers ( full, long), and moustache dark, walks with legs wide apart; dress ( supposed), dark mixture suit, high poll felt hat. A native of Torrington. Warrant issued. Information to Supt. Buchanan, Torrington. ESSEX. 12.— Brentwood { County). — For larceny — FANNY WALLIS, alias WILLIAMS, age 24 or 25, height 5 ft. 3 in., complexion fresh, hair ( cut short) dark brown, eyes hazel, large mole on right cheek; dress, black cashmere dress, white straw sailor hat trimmed with white bows, lace boots, and dark brown check mackintosh, which she may attempt to pawn. Has the appearance of a shop assistant or dressmaker. Information to Supt. Dobson, Brentwood. GLAMORGANSHIRE. 13.— Bridgend { County) — For forgery- WM. RATCLIFFE, alias WILLIAM MATTHEW RAT- CLIFFE, a bank cashier, age 29, height 5 ft. 8 in., slight build, complexion pale, hair dark brown, whiskers round face ( thin, closely cut) and slight moustache dark, now probably clean shaved, eyes dark ( piercing), thin small features, walks erect and quickly, of gentlemanly appearance and manners; dress, when last seen, black cloth suit and black bowler hat. A native of Ystradowen, near Cowbridge. Was a bank cashier at Aberavon, and left his home on the 30th July last for 14 days' holiday, but has not been heard of since. Was accompanied by his wife, Kate Sarah, age 28, height about 5 ft., complexion sallow, hair light brown, eyes blue, round full face, fond of drink; dress, when left, black merino dress, brown sealskin jacket, brown straw hat ( sugar- loaf shape) trimmed with brown ribbon and two brown bird's wings behind. A native of Carmarthenshire. Sup- posed known at Llanelly, Swansea, and Goodwich, Pembrokeshire. Had with them 2 girls, aged respec- tively 5 and 6, dressed in blue frocks, white straw hats trimmed with white ribbon. They took two parliamentary tickets from Port Talbot to Bristol, which have not been collected by the G. W. R. officials. Their luggage consisted of 2 black portmanteaus and two brown tin hat- boxes. Rat- clifle was at Swansea on the day he went away, and left there by the 5.40 p. in. train, his wife and children joining him at Port Talbot; 2£ tickets were issued at Swansea for Glasgow by the same train as Ratcliffe travelled. He is supposed to have a large sum of money in his possession, and may endeavour to emi- grate. Warrant issued. 14.— Bridgend { County).— For arson- GEORGE VAUGHAN, a shop manager, age about 40, height about 5 ft. 6 or 7 in., complexion fair, hair light brown, slight side- whiskers and moustache light, eyes ( full) blue, rather narrow chin with dimple, rather small mouth, walks erect with slow movement!; dress, gener- ally light suit; respectable appearance. Left Bridgend 26th ult.; may emigrate. Warrant issued. Information to Supt. Thomas, Bridgend. HAMPSHIRE. 15.— Aldershot ( County).— For non- payment of fines for larceny— HENRY JAMES HILL, a brick- layer's labourer, age 32, height 5 ft. 8| in., complexion fresh, hair and eyes brown, long features, blue dot right forearm, cross and J. H. M. H. left forearm, mole left cheek, walks erect, has served in the Army. May be found in brickfields. Warrant issued. Information to Supt. Brinson, Aldershot. HERTFORDSHIRE. 16.— Watford { County). — For rape, 18th ult.— WILLIAM EVANS, age 26, height 5 ft. 7 in., com- plexion fresh, hair and moustache dark brown, eyes blue; dress, black diagonal coat and vest, grey striped trousers, black hard felt hat. A carman ; has served n the 18th Hussars, and now belongs to the Army Reserve. Information to Supt. Hummerstone, Watford. KENT. 17.— Canterbury ( Borough).— For abduction— FREDERICK KEMSLEY, a gardener, age about 32, height 5 ft. 6 or 7 in., complexion fresh, hair very dark brown, whiskers and moustache, eyes grey, inclined to be corpulent, cut mark above left eye. Accompanied by Emily Gravenor, age 16 ( looks older); dress, short black stockingette jacket with cord at one side, navy blue dress, black straw hat trimmed crape and yellow roses, side- spring boots. Warrant issued. Information to Chief Constable Peacock, Canter- bury. LANCASHIRE. 18.— Old Trafford { County).— For stealing, 2nd ult., from a bedroom, in company with two others ( in custody), £ 2 in gold— WILLIAM MORHAM, an engine cleaner, age about 20, height 5 ft. 5 or 6 in., complexion fresh, hair dark brown, slight moustache ; dress, brown mixture tweed suit, striped silk tie, hard felt hat, lace boots. Speaks with strong Scotch accent. Stated he was going to Eastham to seek work at the engine sheds or ship canal works. Supposed native of Edinburgh. Information to Supt. Bent, Old Trafford. 19.— Liverpool ( City).— For failing to report — License Holder BERNARD BOYLE, age 59, height 5 ft. 6 in., complexion fresh, hair light brown, eyes grey, B B E B on right arm, B. B. on left, 2 flags and gun left side. Sentenced at Belfast 18th March, 1884, to 7 years' penal servitude for larceny ( person), liberated from H. M. Convict Prison, Mountjoy, 17th ult. Information to Chief Supt. Williams, Detective De- partment, Liverpool. 20— Burnley { Borough).— Supervisee JOSEPH LYNCH, Case No. 96, 23rd ult., should be JOSEPH LYONS. 21.— Wigan { Borough).— For failing to report- Supervisee WILLIAM COWAN, alias COWEN, Office No. 37888, age 43, height 5 ft. 3 in., complexion fresh, hair brown, eyes blue, blotchy face, W. C. inside left arm and base of left thumb, lost top of third left finger, blue ring second left finger, dot between right thumb and forefinger. Sentenced at Preston 2nd January, 1889, to six months' imprisonment and two years' supervision for larceny. Information to the Chief Constable, Borough Police, Wigan. LEICESTERSHIRE. 22.— Leicester { Borough).— For larceny— A MAN, age about 30, height 5 ft 6 or 7 in., rather stout, com- plexion ruddy, moustache dark brown, full face, nose red at end; dress, dark or black check coat, brown trousers, and hard felt hat. This man represents himself as a workman sent to execute some repairs, and so gains admission to insti- tutions and large boarding establishments, where he commits a larceny. { See Case No. 24). Information to Chief Constable Duns, Leicester. NORTHAMPTONSHIRE. 23— N ortham pton { Borough).— For stealing, from the General Infirmary, a silver keyless watch ; a silver albert ( recovered) ; a silver Geneva watch, white dial, seconds hand, 2 or 3 scratches on inside of outer case, flowered back, " Kendal and Dent " thereon • and silk beaded chain- WILLIAM TAYLOR ( supposed false), age about 30, height 5 ft. 6 or 7 in., stout build full red face, supposed clean shaved ; dress, dark brown tweed suit, and hard felt hat. Appearance of plumber or printer. When found in the Infirmary he stated that he had come to put some window cords in but on being asked for the order said he would fetch it, and has not since returned. Wanted at Leicester for a similar offence. { See Case No 23.) Information to the Chief Constable, Northampton SHROPSHIRE. 24.— Shrewsbury { County).— For embezzlement — WILLIAM BLOWERS, a miller's carter, age 35, height 5 ft. 7 or 8 in., complexion, hair, and side whiskers ( small) dark, prominent features, rather long full face ; dress, round dark cloth coat, dark corduroy breeches and leggings, cap ( which he generally wears at back of head), strong lace boots, or may be wearing a brown mixture small- plaid suit. Has worked at Hooton, near Birkenhead; Willaston, Ruabon, and in different parts of Montgomeryshire. May be found employed as a carter or at farmhouses. Absconded 26th ult. A native of Horton, Wem, Salop. Warrant issued. Information to Supt. Edwards, Shrewsbury. STAFFORDSHIRE. 25.— Longton { County).— For stealing, 28th ult., at Hulme, a silver lever watch, No. 37774, white dial large dark figures, seconds hand, maker " Joseph Harris, Wolverhampton "— FRANCIS SANDERS, age 45, height 5 ft. 8 or 9 in., complexion and hair dark, side whiskers, cut mark on hand inside of thumb ; dress, blue pilot cloth jacket, moleskin vest, corduroy trousers, lace boots and dark cap with peak. A native of Draycott, Stoke- upon Trent. Warrant issued. Information to Inspector Kenny, Longton. 26.— Hanley { Borough)— For stealing a pony and float ( recovered)— GEORGE BOURNE ( supposed false), age about 30, height about 5 ft. 5 in., complexion dark, hair dark brown, side whiskers ( small), and moustache dark ; dress, black coat and vest, dark trou- sers, black hard felt hat, and low shoes with cloth tops — all much worn and dirty. Has the appearance of a potter. Gave an address in Hanley ( false). Stated his father was a coal dealer, and also kept cows and fowls. Warrant issued. 27.— Hanley { Borough).— For fraud- G. W. ANDERSON, an ice cream hawker, age about 40, short build. Appears to be travelling the country with an ice cream truck, accompanied by a woman, presumably his wife, and several children. Has bills printed " G. W. Anderson and Sons, Commission Agents and General Merchants, Dealers in Hardware, Cutlery, Earthenware, Jewellery, Fancy Goods, To- bacco, & c., & c., 18, Spencer- street, Ebbw Vale, South Wales." He resided at that address for a few weeks about March last, but had no furniture, and left with- out paying any rent. He then went to Beaufort, in Breconshire, and from there to Brynmawr, where he remained till about the end of July, since which time he has not been heard of. Warrant issued. Information to Chief Constable Windle, Hanley. SUFFOLK. 28.— Ipswich { Borough).— For bigamy— HENRY ALBERT, age 36 ( looks about 28), height 5 ft. 5 in., weight 11 stone, complexion fresh ( sunburnt), hair ( cut short and brushed up in front) light brown, thick moustache ( cut short and showing teeth), eyes grey, signet ring tattooed on little finger left hand, anchor and H. A. right arm, slight scar over left eye, scar right arm; dress, dark blue serge suit, or may be black diagonal, and hard felt hat. A native of West- minster, London. The man is a skilled workman at electric lighting, and will probably apply by letter for employment to one of the companies supplying electric light in one of the large towns. He also worked for a telephone company. It is requested that constabulary officers will make careful inquiry at large works of this description in their distriot, not only as to whether he is actually working there, but also if he has applied for a situa- tion, as thereby his present address may be ascer- tained. He was employed for a few months by the Electric Light Company in Ipswich, where he married a re- spectable young girl, and after living with her for five weeks, left her to return to his first wife and family. Warrant issued. 29.— Ipswich { Borough).— For larceny ( person)— GEORGE BERRY, alias WILLIAMS, age 24 or 25, FRIDAY, SEPTEMBER 13, 1889. THE POLICE GAZETTE. 3 height 5 ft. 8 in., complexion swarthy, hair dark, clean shaved, eyes light, scars from abscesses both legs, a gate tattooed on wrist; dress, grey tweed coat ( torn at elbows), cord trousers, and hard black hat ( which he wears on one side). Has served in the Navy. Native of Stowmarket, Suffolk. Warrant issued. Information to Lieut- Col. Russell, Chief Constable, Ipswich. WARWICKSHIRE. 30.— Longford ( County).— For larceny ( bailee)— Rev. PATRICK McGREEVY, a Catholic priest, age 50, height 5 ft. 10 in., complexion pale, hair ( turning grey, bald top of head) dark, stoops very much when walking ; dress, black overcoat with cape attached, black trousers, and black billycock hat. Is well known in the Diocese of Sligo; has friends at Boyle, Ros- common, and Dublin ; was also for about six months in charge of St. Joseph's, Northwood Side- road, Glas- gow. Supposed native of Sligo. Warrant issued. Information to Supt. Prosser, Longford. WORCESTERSHIRE. 31.— Kidde rminster ( Borough).— Escaped from custody, charged with night poaching and assaulting police— JOHN HENRY DUNN, age 30, height 5 ft. 7 in., complexion sallow, hair dark brown, eyes hazel, high cheek bones, scratch marks on neck and throat walks with a slovenly gait; dress, loose black jacket torn down back sleeves and lining, brown cord trou- sers, brown hard hat with piece burnt out of rim, and lace boots. May be found in the company of poachers, boatmen, or ironworkers. Warrant issued. Information to Chief Constable Bennett, Kidder- minster. YORKSHIRE ( EAST RIDING). 32.— Hull ( Borough). — For stealing a pianoforte ( recovered) - ALBERT ZAINO, alias MILTON, a grocer, age 25, height 5 ft. 4 or 5 in., complexion fair, hair brown, smart appearance. Left Hull 17th ult., may seek a berth as steward on board some ship. Native of Glasgow. Warrant issued. Information to the Chief Constable, Hull. YORKSHIRE ( WeST RIDING). 33.— Sheffield ( Borough).— For stealing, 29th ult.— 1 gold ring, two snakes' heads with rubies and diamonds for eyes ; 1 buckle ring, set one large dia- mond ; 1 gold scarf pin, horse- shoe pattern, containing seven rubies and diamonds, hollow at back ; 1 gold do., with blue stone in centre ; 1 gold compass ( one finger pointed, the other flat), has been repaired at top ; 1 " Alba'' silver watch- chain, curb pattern, with Chinese coin, sixpenny- piece, and fourpenny- piece attached; 1 gold signet- ring, monogram " G. B. C."; 1 gentleman's albert, plaited horsehair and bars of gold alternately; 1 black worsted vest— A MAN, age 27 to 30, height 5 ft. 6 or 7 in., stout build, complexion ruddy, full face, moustache and tuft on chin brown ; dress, light check coat, brown trousers, and brown hard felt hat. Appearance of a working man. Gained admittance to the establishment by stating that he had been sent to examine the telephone wires at the top of the building ( false).
