All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to. THE EDITOR OP THE POLICE GAZETTE, GEEAT SCOTLAND YARD, LONDON, S. W. J. Particulars concerning- persons whose apprehension is sought will be inserted in one issue of the , POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. ^ Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable ' f the article in question to be thereby identified. J. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. t. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7S. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. S. Every announcement, if for the apprehension of a person, must be guaranteed by the signature if an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank thm Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bt. ir a nunter, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted im the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editoi notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication, 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond £ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their won subjects whether by birth or naturalisation." The result of the modification in the Treaty in that either Government may deliver up its own Bubjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. MURDER. EOTHESAY ( County),— Woodcut portrait and descrip- tion of JOHN WATSON LAURIE, alias JOHN ANNAN- DALE, whose apprehension is sought for the murder of Edwin Robert Rose, 011 Goatfell, Island of Arran, on 15th ult.— age 25, height p, ™ 5 ft. 6 or 7 in., weighs between 9 m y ™ and 10 stone, complexion fresh and fair, hair, whiskers ( slight) and moustache light ( may have shaved), ^ Sj^^^^ eyes blue, broad features, high fel V ^^^^ m/ l cheek- bones, very good teeth, rather good- looking, and of gentle- man ly appearance, pleasant manner, and appears as if he would like to leave a favourable impression, square shoulders, walks with a peculiar rocking gait, of social disposition, is a fair bari- tone, and plays the violin ; dress when last seen, dark coat and vest, dark trousers with dark greenish stripe, and felt hat; may wear blue cloth jacket and light overcoat, or tennis suit with knickerbockers; is always well- dressed, A pattern- maker, native of Coatbridge, Lanarkshire, or Kir- kintilloch, Dumbartonshire, May have in his possession an American box about 3 ft, 6 in, long, 2 ft, 6 in, deep, and about 2 ft. broad, covered with black leather and studded with brass nails, much worn, a light leather bag, and a black tool chest, about 32 in, long, 16 in. broad, and 14 in,, deep. Warrant issued. Information to Chief Constable Mackay, Rothesay. 2 MURDER. LEIGH ( County).— The watch, chain, and appendages stolen from the person of Walter Bavies at the time he was murdered have been recovered, haying been pledged in Manchester by a man who gave the name of " Isaac Ogden," and who answers the description of the man who pledged the other watches stolen. The pledger in these cases gave the name of " Mr. Fred Smith," and the fol- lowing is a fac- simile of his signature :— at Hull or Lowestoft, for saving a ship on the Goodwin Sands, and instructs them to take proceedings to re- cover it, but before leaving asks for £ 2, as he is short of money and a long way from home. He usually succeeds in obtaining the amount, and makes an ap- pointment to call again, which he fails to keep. It is requested that solicitors be cautioned against this man, and requested to detain him if he should call. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 8— Woodcut portrait and description of CARL Description of MAN, age 26 or 27, height 5 ft. 6 or 7 in., complexion fresh, hair and moustache ( slight) dark, sharp features, medium build, smart appearance; dress, black worsted coat and vest, blue trousers with dark and light stripes, collar and dark tie, and hard felt hat. Spoke as if a native of Manchester. Information to Supt. Weir, Leigh, APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 3.— Criminal Investigation Department. — Woodcut portrait, and description of Supervisee MICHAEL OSTROG, alias BERTRAND ASHLEY, CLAUDE CLAYTON, and DR. GRANT, Office No. Has stayed in Leeds, and may be at Melbourne, Cambs. A butcher, but has worked as a tram conductor. A native of Hackney, London. Warrant issued. Information to the Assistant Commissioner, Criminal Investigation Department, Great Scotland - yard, London, S. W. 5.— G Division.— Woodcut portrait and descrip- tion of EBENEZER BETHRAY, whose apprehension FASSHAUER, a German, \\ hose apprehension is sought for forgery— age 27, height 5 ft. 9 in., hair ( thin in front of forehead), beard ( short), and moustache dark brown; dressed respectably. A bank clerk. Warrant issued. 9.— For fraud- FREDERICK A. TAYLOR, of Moss Hall- crescent, Finchley, and 29, Threadneedle- street, age 40, height 5 ft. 8 in., stout build, whiskers and moustache light, full face, bow- legged; dressed respect- ably. A stockbroker. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BUCKINGHAMSHIRE. 10.— Fenny Stratford ^ County).— For embezzl- ing .£ 31 13s.— THOMAS GOODMAN, age about 45, height 5 ft. 4 or 5 in., complexion fair, hair, whiskers and moustache light brown, eyes blue, little finger right hand deformed, soft voice. A baker; native of Fenny Stratford. Warrant issued. Information to Supt. Hall, Fenny Stratford. CAMBRIDGESHIRE. 11.— Isle of Ely ( County).— For deserting his wife and 5 children, 10th May last, leaving them charge- able to the North Witchford Union— ROBERT SEE, age about 32, height 5 ft. 7 or 8 in., slight build, com- plexion fair, hair and small whiskers light; dressed as a farm labourer. A native of Welney. Warrant issued. Information to Supt. Burrows, March. 22550, whose apprehension is sought for failing to report, age 55, height 5 ft. 11 in., complexion dark, hair dark brown, eyes grey, scars right thumb and right shin, two large moles right Bhoulder and one back of neck, corporal punishment marks; generally dressed in a semi- clerical suit. A Polish Jew. Was sentenced, 5th January, 1874, at Aylesbury, to 10 years' penal servitude and 7 years' police supervision for larceny. Liberated on license, 25th August, 1883. Again sentenced at the Central Criminal Court 14th September, 1887, to 6 months' hard labour for larceny. On 10th March, 1888, he was liberated from the Surrey County Lunatic Asylum, and failed to report. Special attention is called to this dangerous man, and inquiry requested at hospitals, infirmaries, work- houses, etc., where it is possible that some of the medical staff may be able to assist in tracing him. Warrant issued. 4,— Criminal Investigation Department.— For stealing gold mine shares at Durban, and obtain- ing money by forgery and fraud — EDWARD THOMAS NAIRN, alias SPARKS and ELLIS, age 37, height 5 ft. 10 or 11 in., complexion fair, but brown from travelling, hair and moustache ( heavy) light brown, eyes blue, stout build, inclined to corpu- lency, has been in the army and Cape Police; dress, supposed light check suit and brown felt or straw hat. is sought for embezzling £ 100, age about 40, height about 5 ft. 4 in, complexion pale, hair, whiskers, and moustache ( straggling), dark brown, eyes ( small) greenish- blue, cast in right, bow- legged, and walks with a shuffling gait, hangs his head down and swings his arms when walking ; dress, black frockcoat, trousers and vest, or serge jacket suit, and high hat; wears a plain gold stud set diamonds. Warrant issued. 6.— J Division. — For attempted murder— PHILLIP SPRINGETT, a stoker, age 60, height 5 ft. 4 in., stout build, complexion fair, hair white, clean shaved, eyes grey, large thick pug nose with large scar right side, sulky forbidding countenance, awkward shuffling gait, stoops; dress, blue serge jacket and vest, blue striped trousers, blue cloth peak cap, lace boots, all old and dirty. Has no means, and may tramp to Colchester, his native place. 7.— R Division.— For obtaining a cheque for £ 2 by fraud, 1st inst— WILLIAM REED, age 50 to 55, height 5 ft. 4 or 5 in., complexion fair, hair ( turning grey) dark, side whiskers, chin and upper lip shaved ; dress, dark brown coat, greasy cord trousers, hard felt hat. His modus operandi is to call on solicitors, represent- ing that he has an account to come from a Mr. Wilson, and accountant, whose apprehension is sought for mis- appropriating the sum of £ 111 7s. 6d.— age 29, height 5 ft. 6 or 7 in., complexion pale, slightly freckled, hair, whiskers, moustache, and eyes brown, walks with a short, quick step, and leans slightly forward. His CHESHIRE. 12.— Middlewich ( County).— Woodcut portrait and description of CLEMENT TAYLOR, stockbroker FRIDAY, SEPTEMBER 13, 1889. THE POLICE GAZETTE. 3 father is a farmer, and resides at Norbury, near Whitchurch, Salop. Warrant issued. Information to Supt. Plant, Middlewich. 13.— Nantwich ( County).— For stealing at Crewe, 10th inst., 1 silver English lever watch, No. 70127, with long silver chain attached— A MAN, age 21, height 5 ft. 6 or 7 in., stout build, complexion fresh, hair brown, a lump on left jaw ; dress, blue serge suit, hard felt hat, white front and collar turned down at corners, blue necktie with white spots, old button boots. Stated he had come from Staffordshire. Information to Supt. Leah, Nantwich. 14.— Oakmere { County).— For stealing, at Horton Hall, 8th inst., 1 blue cloth monkey jacket, black cloth buttons, pockets on hips, left breast and ticket ditto ; 1 red- white- and- blue striped cotton shirt; 1 pair old lace books, and an old red- and- green silk handker- chief PHILLIPO. atoROWELEY. an Irishman, age 35 to 40, height about 6 ft., stout build, complexion very fresh, hair sandy, clean shaved ; dress, dark jacket, light moleskin trousers, and black soft felt hat. 15.— Oakmere { County).— For stealing, at Frod- sham, 29th ult., 1 pair of moleskin trousers with rule pocket— WILLIAM SMITH, age 25, height 5 ft. 8 in., complexion fresh, hair sandy; dress, black coat and ve3t, brown striped trousers, black and woollen muffler, strong lace boots, and light coloured cap. Supposed native of Openshaw, near Manchester. Is under police supervision, and left Openshaw on 24th June last without reporting. Information to Supt. Walker, Oakmere, Northwich. 16.— Runcorn [ County).— For stealing 1 pair youth's tweed trousers ; 1 pair white flannel drawers ; 2 pairs brown- and- grey knitted stockings ; and 1 pair low shoes, elastic sides, Hamburg make— RICHARD WIGNALL, age 23, height 5 ft. 6 in , complexion and hair dark, no whiskers. A flatman, native of Birn- cough Bridge, Ormskirk. Is well- known in Widnes, Westbank, Liverpool, Garston, and other places along the River Mersey and adjacent canals. Sometimes ships on board coasting schooners. Warrant issued. Information to Supt. Large, Runcorn. 17.— Stockport { Borough).— For stealing tailors' trimmings, 13th inst- SAMUEL BLOONIE, a Jew, age about 22, height about 5 ft. 4,' in., complexion and hair dark, face blotchy; dress, light brown tweed suit, blue muffler with white spots, black hard felt hat. A tailor's presser ; native of Manchester, lately resided at Boundary- street, Strangeways. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DUMFRIESSHIRE. 18.— Dumfries [ County).— Woodcut portrait and description f of SAMUEL JOHNSTONE, GEORGE GRAHAM, whose apprehension is sought for stealing farm servants' clothing at Greenwrae— age 23, height 5 ft. 5 in., complexion fresh, hair light brown, eyes grey, fair thin moustache ( may have thin whiskers), round face, eyes sup- posed to be blood- shot; dress, dark small check tweed jacket, tweed trousers ( darker than jacket), blue cap, lace boots. A native of Annan, Dumfries- shire. Has been convicted of larceny in Cumberland, Lancashire, and at Dumfries, and is wanted for larceny at Appleby. Generally engages as a farm servant, and after a short time commits a theft and absconds. Information to the Chief Constable, Dumfries. FIFESHIRE. 19.— Cupar { County).— For embezzlement of £ 150, on or about 1st June last— DAVID HODGE, age 25, height about 5 ft. 8 in., complexion fresh, hair, side- whiskers, and moustache ( slight) brown, round face . dress, dark cloth tweed jacket suit, with light blue and chocolate stripes through it, about 1 inch square. A clerk or cashier; native of Cowdenbeath, Fifeshire. Was last seen in London 20th ult. May endeavour to go abroad. Warrant issued. Information to Chief Constable Bremner, Cupar. GLOUCESTERSHIRE. 20.— Cheltenham [ County).— For failing to re- port— Supervisee EDWIN HENRY JONES, Office No. 36833, age 20, height 5 ft. 10 in., complexion fair, hair light brown, eyes brown, mole between shoulders, scars on left of head and 1st and 3rd left fingers, birth- mark on left thigh. Sentenced at Gloucester, 4th July, 1888, to 6 months' imprisonment and 2 years' police supervision for larceny. Vo11. Information to the Superintendent, Gloucestershire Constabulary, Cheltenham. JERSEY! 21.— St. Hel iers.— Woodcut portrait and descrip- tion of DAVID BAKER, whose apprehension is sought for embezzlement, age 27 to 30, height 5 ft. 5 or 6 in., thin build, hair chestnut, moustache reddish, square shoulders, foppish in manner, drawls his words. Last heard of at Weymouth, 6th ult., when he booked by 7 a. m. train to Swindon. Warrant issued. Information to the Mayor of St. Heliers, Jersey. KENT. 22.— Ashford [ County).— For deserting his wife and 3 children, leaving them chargeable to the Com- mon Fund at Ashford, 30th May last— SAMUEL SEAGER, age 26, height 5 ft. 8 in., complexion, hair, moustache, few side whiskers, and eyes dark, slight scar on one cheek- bone; dress, black diagonal coat, black cloth trousers and vest, light lace boots, black hard felt hat. A grocer's carman; native of Throwley, Kent. Warrant issued. Information to Supt. Wenham, Ashford. LANCASHIRE. 23.— Bolton ( County).— For wilfully neglecting to provide his children with food, etc., thereby endanger- ing their health— DAVID HEY, aKas " TAGGHEY," age 27 to 30, height 5 ft. 10 in., complexion dark, hair and eyes brown, slightly bow- legged; dress, generally, grey jacket suit. Is a professional football- player, and supposed to be in Scotland. Supposed native of Kil- marnock or Dumbarton. Warrant issued. Information to Supt. Eatough, Bolton. 24.— Burnley [ County).— For rape— JOHN WIL- LIAM HOOLER, alias COLNER or COWNER, age 20, height about 5 ft. 7 in., complexion fresh, hair brown, eyes dark, high cheek- bones, slightly bow- legged, is verj fond of gambling, especially tossing; dress, black shooting coat and vest, broad corduroy trousers ( patched at one knee), black- and- white scarf, tied sailor's knot, clogs, black billycock hat. A native of Colne, Lancashire, but brought up at Burnley. Warrant issued. Information to Supt. Barnett, Burnley. 25.— Liverpool ( City).— For forgery— WILLIAM STUART CROOK, traveller in the book trade, age 52, height 6 ft., complexion sallow, long grey whiskers and moustache, hair thin at top of head and parted in centre, small dark spot under left eye, twitches left cheek and eyelid when talking, generally wears grey cloth frock coat and silk hat, walks erect, of gentle- manly appearance and good address, was last seen in Fleet- street, London, at 9 a. m., on the llth ult. May be in company of his wife, who is of middle age, 5 ft. 7 in. high, and of ladylike appearance. Warrant issued. Information to Chief Supt. Williams, Detective De- partment, Liverpool. 26.— Salford [ Borough).— For failing to report- Supervisee THOMAS LOWE, alias CONNOLLY, and THOMAS HENRY CONNOLLY, Office No. 37938, age 24, height 5 ft. 1 in., complexion fresh, hair dark brown, eyes brown. Sentenced at Salford, 9th April, 1888, to 15 months' imprisonment and 3 years' police supervision for larceny. Information to the Chief Constable, Borough Police* Salford. LEICESTERSHIRE. 27.— Market Harborough [ County).— For break- ing and entering a dwelling- house, 7th inst.— JOHN CARTER, alias HARRY JONES, age 26, height 5 ft. 7 in., complexion, hair, moustache and eyes dark; dress, blue serge jacket, brown vest, blue cloth military trousers ( stripes taken out), white collar black tie, and hard felt hat with cloth band about 2 inches deep. Supposed native of London. Has been in the Leicestershire Regiment and was invalided from India in May last. May seek employment at printers. Information to Supt. Bott, Market Harborough. LINCOLNSHIRE. 28.— Lincoln ( City).— For obtaining by false pre- tences, 6th ult., 2 guns, 1st, top lever breechloading double gun, 12- bore, central fire, backwork rebound- ing locks, snap forend fastening, 1708 engraved on guard, and " J," or " John Hanson, gunmaker, Lincoln," on barrels. 2nd, top lever breechloading double gun, 12- bore, central fire, backwork rebounding locks, the lock plates have not been hardened, No. 1741— A MAN, age 30 to 40, height 5 ft. 6 in., appearance of a groom. Information to Chief Constable Mansell, City Police Office, Lincoln. MERIONETHSHIRE. 29.— Dolgelly [ County).— For obtaining money by false pretences— GEORGE MORLEY, age 50, height 5 ft. 10 or 11 in., slight build, complexion sallow, hair black, whiskers and moustache turning grey, bald front part of head, hangs his head forward whsn walk- ing, wears spectacles. An upholsterer, has recently lived at Claremont- place, Farm- street, Birmingham. Is in the habit of making friends with clergymen and ministers of other denominations, and of taking part in religious meetings ; wears a blue ribbon. Warrant issued. Information to Inspector Hughes, Dolgelly. NORTHAMPTONSHIRE. 30.— Northampton [ County).— For larceny, 27th ult.- THOMAS GIBB1NS ( supposed false), a tramp, age about 16, height 5 ft. 1 in., freckled and sunburnt, impediment in speech ; dress, dark coat and trousers, heavy lace boots, black cloth cap. Was last seen at Newport Pagnell, Bucks, on 28th ult., and then said he was going to London. Warrant issued. Information to Supt. Alexander, County Police, Northampton. 31.— Peterborough [ Borough).— For fraud — A MAN, who gave the name of GEORGE HARWOOD, age about 26, height 5 ft. 7 in., complexion fair, mous- tache brown, slight eruption on face; dress, mixture tweed suit, light brown hard felt hat ( H. J. Odom on lining), brown kid gloves. He cashed in Peterborough cheques on the London and Provincial Bank for £ 31 2s., which have been returned marked " No ac- count." Had other cheques in his possession. Warrant issued. Information to Head Constable Lawson, Peter- borough. ROXBURGHSHIRE, 32.— Hawick [ Borough).— For stealing watches ( recovered)— WILLIAM DICKSON, age 34, height 5 ft. 6 or 7 in., complexion fresh, hair and moustache ( very heavy) light, no beard or whiskers, eyes ( sunken grey; smart military appearance; dress, greyish tweed suit, white collar, lace shoes, brown hard felt hat. Sometimes wears a long Newmarket overcoat, and generally carries a walking- stick; frequents public- houses, and is very fond of card and billiard playing. A wool- sorter, but for the last ten years has acted as commission agent, and was at one time in the employ of the Singer Sewing Machine Company in Glasgow, Stirling, etc. Is well- known in Walkerburn and Innerleithan, and has been convicted in Glasgow for assaulting his wife. SURREY. £ 1 REWARD. 33— Dorking { County).— For deserting his wife and 5 children— EDMUND JONES, age 48, height 6 ft. 8 in., complexion, hair, whiskers, and moustache ( turning grey), and eyes dark. Warrant issued. The above reward will be paid by W. 0. Reader, Esq., the clerk to the Guardians of the Epsom Union, for the apprehension of J ones. Information to Inspector Woods, Leatherhead. A telegram ( purporting to come from the rector of Bedworth) was sent to a gunsmith at Coventry, ask- ing that a gun be sent by a certain train, on hire for 3 days, which was met at the station by the younger man, who Btated to the railway officials that he was groom to the rector, and signed for it in the name of " J. Brooks." Information to Supt. Prosser, Longford. 39 -— Leamington { Borough.).— For obtaining money by false pretences— A Man, who gave the name of E. WOOD, age about 25, height 5 ft. 9 in., com- plexion fair, moustache brown; dress, dark clothes, fancy tweed trousers, white necktie with blue stripes, brown bowler hat. His modus operandi is to obtain a register from local house agents, and then call upon the proprietors of Educational Establishments soliciting advertisements for the Register, representing himself to be a clerk to the house agent, and obtain the alleged cost of the advertisement, giving a printed receipt for the amount received, asking in every case the sum of 5s. 6d. It is requested that the heads of all good schools be cautioned against this man.
