THE POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JULY 26, 1889. VOL. VI., No. 582. REGULA 1." All announcements for insertion in the POLICE GAZETTE, and an communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning- persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable , the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature if an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank them Inspector, or analogous thereto. > TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and or* alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editol notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints 13 to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no cate, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own tubjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver ap its own subjects to the other Government, bat can not be considered bound to do so. APPREHENSIONS SOUGHT. MURDER. LANCASHIRE. l — LEIGH ( County).— Between 8.55 and 9.5 a. m., 22nd inst., Walter Bavies, an assistant pawnbroker, was murdered by being stabbed in several places at his master's shop at Atherton. Stolen from the shop about the same time— A gold English lever centre seconds chronograph stop watch, No, 81T82 ( pledged at Liverpool on Monday evening) ; a large size massive silver English lever watch ( new), capped, heavy cases, engraved rim, No. 4148, crystal glass ; a silver English lever watch ( new), capped, crystal glass, No. 6295, maker " A. Crook, Patricroft" ; a silver English lever watch, capped, second hand, maker " Rudd, Atherton and Farnworth"; also several ladies' small silver watches, numbers and descriptions unknown. Suspicion attached to a MAN, age 35 to 40, height 5 ft. 6 to 8 in., complexion dark, dirty appearance, short thick beard ( about a week's growth), blood on front of shirt; dress, dark tweed jacket, black trousers, and cap. Was met the same forenoon at Deane Church, enquiring the way to Chorley, Information to Supt. Weir, County Police Office, Leigh. 2 T H E POLICE GAZETTE TUESDAY, JULY 16, 1889. METROPOLITAN POLICE DISTRICT. 2.— Conylct Supervision Department — On a warrant for shooting with intent- License Holder HENRY ELLIS, Office No. 35957, age 38, height 5 ft. 4 in., complexion dark, hair brown ( part bald), eyes hazel, scars on head, forehead, right fore- arm, base of third right finger, left elbow, left wrist, left little finger, and side of hand. Sentenced at Middlesex Sessions, 8th September, 1884, to 5 years' penal servitude for larceny ( person). Licensed 24th August, 1888. Y K 986. Information to R. Anderson, Esq., Assistant Com- missioner, Convict Supervision Department, Great Scotland Yard. 3.— K Division— For stealing £ 190, 18th inst.— FRANCIS WILLIAM EUSTACE, age 27, height 5 ft. 4 in , complexion pale, hair, whiskers, and moustache light; dress, blue serge suit and peak cap. A native of London. Resided during the year 1888 at Cardiff, at 33, Daulby- street, Liverpool, and at 4, Wilson- road, Ramsgate. Warrant issued. 4.— K Division.— For failing to surrender to his bail at the North London Sessions 1st inst., for re- ceiving 2 barrels of neat's, foot oil— JOHN REEKIE, age 42, height 5 ft, 7 in., complexion fresh, hair and moustache light brown, eyes grey ; dress, long dark tweed coat, dark tweed trousers and vest, blue spotted necktie, white collar, brown hard felt hat. A native of High- street, Shadwell. Supposed to have been convicted of horse- stealing in the provinces. Warrant issued. 5.— M Division.— Woodcut portrait anddescrip- tion of EDWARD GORDON WICKS, whose appre- hension is sought for embezzling upwards of £ 1,000— age 45 to 50, height 5 ft. 9 or 10in , complexion sallow, hair and eyes dark, hooked nose, round- shouldered, of Jewish appearance; dress, black frock coat, dark trou- sers, and high black hat. A native of Leyton, Essex. His wife resides at 66, Chatsworth- road, Maryland- point. Was recently seen at Barnet- road, Whetstone. Warrant issued. 6.— S Division.— Woodcut portrait and descrip- tion of THOMAS McKELVEY, whose apprehension is sought for embezzling £- 28 7s. 6d,, age 22, height 5 ft. 9 in., complexion fair, hair light, splay- footed; dress, light suit, or short dark jacket and vest, light Btriped trousers. An Irishman. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 7.— For forgery— PHILLIPPE CHARLES LESLIE CARTER, late of 19, Comyns- road, St. John's- hill, S. E. age about 28, height 5 ft. 7 or 8 in., complexion dark hair ( curly, bushy behind) and moustache black, sup- posed growing a beard, defect in one eye and wear glasses, large scar front of left wrist; dress ( when last seen), check suit, black felt hat, an< J drab gaiters. May be wearing dark clothes. Wears large brass curb chain across vest. A half- caste, native of West Indies. May seek employment on some newspaper staff. Is fond of theatres and music- halls. Absconded 8th inst. Warrant issued. 8.— For obtaining valuable securities by false pre- tences— MAURICE EDELSTEIN, late of 3, Oppidan- rcad, Chalk Farm, age 40, height 5 ft. 6 or 7 in , complexion fresh, hair, moustache, and side whiskers dark brown, small imperial, broad shoulders, thick set; dress, black frockcoat, light trousers, and hard felt hat. A German. 9.— For embezzlement — THOMAS EDWARD DICKENS, a clerk, late of 43, Berry- road, Noel- park, Wood- green, age 24, height 5 ft. 5 in., hair, whiskers ( slight), and moustache dark; smart appearance; dressed respectably. Father resides at Farrant- avenue, Noel- park. Information to Inspector McWilliam, 26, Old Jewry, E. C. previously at Yelindre Reservoir, near Swansea, where he is supposed to be well known to police. Warrant issued. Information to Deputy Chief Constable Lloyd, Aberystwith. BEDFORDSHIRE. £ 1 REWARD. 10.— Bedfo rd ( County).— Absconded from the Bed- fordshire Reformatory School, Carlton, 24th ult.— EDWARD BROWN, age 17, height 5 ft. 4 in., com- plexion swarthy, hair ( cut short) light brown, eyes hazel, F. W., W. G., J. C. tattooed left forearm, S. G. T. C. A. P., and 3 dots right forearm ; dress, round cord jacket, cord trousers, calico shirt, blue worsted stock- ings, lace boots ( clothes marked " Bedford Reforma- tory.") Took away an old pilot jacket, very long, and an old f ? lt hat, which he is supposed to be wearing. A native of Leominster, Herefordshire, to which neigh, bourhood he is supposed to have gone. Information to Supt. Quenby, County Police Station, Bedford, or to Mr. R. Jones. Superintendent Bedford Reformatory, Carlton, by whom the above reward will be paid for the apprehension of Brown. BRECONSHIRE. 11.— Brecon ( County).— For maliciously destroy- ing property, 20th inst.— JOHN DAVIES, age 25 to 30, height 5 ft. 6 or 7 in , complexion, hair and mous- tache dark, gun- shot wounds left leg ; dress, dirty moleskin trousers and heavy lace boots.— JOHN KING, age 20 to 24, height 5 ft. 9 or 10 in., com plexion fair, hair and moustache ( slight), light, gun- shot wounds left arm and shoulder, left side of head, one small mark left side of mouth ; dress, slop mole- skin trousers, heavy lace boots, and cap. Navvies; are well known at public works ; have recently been employed at Cardiff Waterworks, Breconshire. Warrant issued. Information to Supt. Flye, Brecon. BUCKINGHAMSHIRE. 12.— Slough ( County).— For stealing a lady's gold Geneva watch with flowered back— J. J. GREEN, age about 20, height 5 ft. 7 in., complexion fair, hair light brown, no whiskers or moustache, long nose through which he speaks; of respectable appearance and good address; dress, light clothes. A draper's assistant; has also been engaged as a clerk. A native of London. Warrant issued. Information to Supt. Dunham, Slough. CAMBRIDGESHIRE. 13.— Bottisham ( County).— For committing a rape at Fen Ditton, 8th inst.— THOMAS STEPNEY, age 19, height 5 ft. 3 in., stout build, complexion, hair, and eyes dark, short neck, clean face ; dress, plaid suit, and black hard felt hat. A native of Cambridge. Warrant issued. Information to Inspector Redhouse, Bottisham. CARDIGANSHIRE. 14.— Aberystwith ( County).- For deserting his wife and family, leaving them chargeable to the Tre- garon Union- THOMAS MORGANS, age about 47, height 5 ft. 9 in., complexion, hair, side- whiskers, beard, moustache, and eyes dark, has lost 2 teeth right front of upper jaw, large scar inside right thumb. A miner; native of Talybont, Cardiganshire. Was work- ing up to 22nd ult. at Fernhill Quarry, Swansea, and CHESHIRE. 15.— Chester ( County).— For stealing 1 grey check tweed suit, very large light oblong checks, about 1 in., with narrow dark stripes between; jacket of the " reefer " pattern, with4 pockets outside ; 1 grey tweed deerstalker cap ; 1 black melton cloth vest; 1 pink flannel cricketing shirt, with turn- down collar ; 1 pair red knitted socks, marked R. P. G.; 1 loose flannel jacket, blue- grey- and- red, marked " R. P. Grove " ; l buff- and- red silk sash and tie to match ( regimental colours), 2 white pockethandkerchiefs, marked , lF. E. Raikes"; and 14 white shirts, marked " R. P. Grcvea" - FRANCIS HENRY SIMMONS, age 21, height 5 ft. 7| in., complexion sallow, hair very dark brown, eyes brown, long features, large mouth which he draws in, 2 blue dots left wrist, scar right side of neck ; dressed probably in some of the stolen clothes. A native of Devonshire. Information to the Chief Constable, County Consta- bulary, Chester. 16.— Macclesfield ( County).— For embezzling £ 9 10s. 6d., 16th inst.— THOMAS THOMPLINSON, age 24 or 25, height 5 ft. 4 or 5 in., complexion sallow, hair dark, eyes blue, knock- kneed, stoops, and walks with a shuffling gait; dress, pepper and salt mixture jacket, brown cord vest, light plaid trousers, light cloth cap with peak that turns up at back and sides ; carried a blue cloth overcoat. Warrant issued. Information to Supt. Downes, Macclesfield. 17— Chester ( City).— For shopbreaking, and stealing 2 pairs of shears, a button- hole maker, a suit of clothes, some new clothes, and a pair of sidespring boots— Three men : first, JOHN JONES, age 35,, height 5 ft. 8 in., complexion sallow, hair and mous- tache dark ; dress, dark worsted shooting coat, bound with black braid, brown tweed trousers, sidespring boots ( stolen), and brown felt hat. A tailor, of Glan Conway, North Wales. Ha3 been convicted at Ruthin and Carnarvon, and is said to be well known to the Police in North Wales.— Second, a small MAN, age about 32, dressed in dark clothes'.— Third, age about 21, bow- legged. Were traced to Rhyl, in the direction of Bangor, etc. Warrant issued. Information to the Chief Constable, Town Hall, Chester. 18.— Macclesfield ( Borough).— For fraud— JOHN TRIGG, an auctioneer and commission agent, late of 94, Corporation- street, Manchester, age about 36, height 5 ft. 8 in., complexion dark, hair dark brown, small side whiskers and moustache dark, of gentle- manly appearance; dreas, black or dark suit, and high silk hat, carries an umbrella, and generally smoke3 a silver- mounted wooden pipe.— MRS. PICKLES, a milliner, etc., age about 52, height 4 ft. 10 or 11 in , complexion rather dark, sharp features, slender buili, good features, hair dark, is near- sighted, and wears spectacles with gold frames, and supposed false teeth, and is rather deaf. Woman not to be arrested until Trigg, who will most likely commence business in some other town, is in custody. Warrant issued. Information to Chief Constable Sheasby, Maccles- field. 19.— Stockport ( Borough). — For embezzling £ 8 17s. 9d— HARRY SMITH, warehouse and errand boy, age 13, height 4 ft. 6 or 7 in., complexion fresh, hair light brown, eyes dark brown; dress, blue knicker- bocker suit, black stockings, and peaked cap corded in front. A native of Stockport. Supposed to have left Edgeley by 4 p. m. train for Manchester. Has relatives in Halifax, Keighley, and Bradford. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DERBYSHIRE. 20.— Bakewel I ( County).— For indecently assault- ing a child- CHARLES TAYLOR YOUNG, a farmer, age 36, height 5 ft. 11 in., stout build, complexion dark, hair ( turning grey), full beard, and moustache black, eyes dark, rather bow- legged, turns his toes in, very active appearance. A native of Bakewell. Warrant issued. Information to Supt. Barker, Bakewell. TUESDAY, JULY 16, 1889. T. on top ; 4 ivory- backed brushes, crest and coat of arms with motto, " Deapa- triceque fidelis'' underneath; 1 light leather Gladstone bag, " F" on outside; blue waterproof cover, black and white check inside; 1 silver clasp with cup, crest, a griffin rampant, holding an olive branch, and coat of arms thereon; 1 pair gold oval- shaped sleeve links with crest stamped " S. S," maker " Shunsing, Hong Kong " ; 1 gold scarf ring, 2 masks without mouth back to back; £ 2 12s. cash, and postal orders for £ 1 2s. 6d. — JAMES ROWLEY, private Royal' Marines, deserter from H. M. S. Hercules, age 27, height 5 ft. 6 in., complexion fresh, hair brown, eyes blue, rather full face, lost one upper front tooth; dressed in plain clothes. Is accompanying a woman named Russell, age 23, complexion pale, rather thin ; dress, brown mixture jacket, blue French merino dress trimmed blue velvet, lace boots, straw hat trimmed with feather. Left Dorchester by the 10.10 p. m. train 11th inst. for London. Information to Supt. Gale, Dorchester. 22.— Wimborne ( County).— For deserting his family— JESSE BARNES, age 30 to 35, height about 5 ft. 10 in., complexion dark, hair dark brown, small side whiskers and moustache, eyes hazel, long thin nose ; dress, plaid suit and hard felt hat. A groom ; native of Wimborne. May obtain employment at hotels, & c. Warrant issued. Information to Supt. Marsh, Wimborne. GLOUCERSTERSHIE. 27.— Bristol ( City).— For embezzling £ 10- WILLIAM HENRY HILL, age 22, height 5 ft. 7 in., complexion sallow, hair and eyes dark, small side- whiskers, no moustache, high cheek- bones, smart appearance; dress, dark morning dust coat, grey and dark striped trousers, generally wears a bow tie and exposes a stud in shirt front. Has been employed as canvasser and collector for a colliery company. Warrant issued. Information to the Chief Constable, Bridewell- street, Bristol. HEREFORDSHIRE. 28 .— Leominster ( County). — Escaped from custody between Wigmore and Leominster, 16th inst, sentenced to 6 weeks' imprisonment for larceny— LOCKE, age 25, height 5 ft. 9 in., complexion sallow, hair dark brown, small features ; dress, grey jacket and vest, cloth breeches, and double peak cap Information to Supt. Strangward, Leominster. ESSEX. 23.— Brentwood ( County) — For embezzlement— WILLIAM B. SMART, age 36 to 38, height 5 ft. 5 or 6 in., complexion fresh, hair and moustache ( slight) dark, small eyes, large face ( rather red), scar on back of right ear; dress, black coat, dark trousers and vest, inen seldom clean. A native of Luton, Bedfordshire. Warrant issued. Information to Supt. Dobson, Brentwood. 24.— Colchester ( Borough).— For burglary, and stealing 1 black coat; 1 pair cotton cord trousers, whole falls, recently washed, nearly white, 3 or 4 seams of machine Pitching round bottom, lap seams at side; 1 black felt hat; 1 light- colour drab frock- coat, box cloth, large size, brown velvet collar, dark pearl buttons, slightly moth- eaten right side front part of skirt at bottom ; and a lady's silver Geneva watch, flowers engraved on back — PATRICK MOYLES, a deserter from the Royal Irish Regiment at Colchester, age 21, height 5 ft. 7 in., complexion sallow, hair brown, eyes grey, star on left forearm. A butcher, native of Kilkenny. May endeavour to ship to America. 25.— Colchester ( Borough).— For stealing car penters' tools— Expiree GEORGE SHARPE, alias MILLS, Office No. 35309, age 30, height 5 ft. 7| in. complexion fresh, hair dark brown, eyes grey, 3 small moles left side neck, 5 scars below right shoulder- blade, scar back of left forearm and left armpit, a mass of freckles inside left arm. Sentenced at Chelmsford Assizes, 23rd January, 1882, to 5 years'penal servitude for stealing a mare. Liberated from Borstal Convict Prison, 17th May, 1888. 1 109. Information to Chief Constable Coombs, Colchester. FLINTSHIRE. 26— Mold ( County).— For obtaining £ 800 by false pretences— ERNEST HAROLD WILLIAMS, age 27, height 5 ft. 8 or 9 in., complexion fresh, hair dark brown, moustache slight, eyes light brown, knock- kneed, prominent upper front teeth; dressed re- spectably, wears his hat far back on his head. Is fond of billiards and fast company. A native of Chester. Was lately in business at Cardiff as an auctioneer and fish salesman. May endeavour to leave the country. Warrant issed. Information to Deputy Chief Constable Bolton, Mold. KENT. 29— Ashford ( County).— For deserting his wife and 3 children, leaving them chargeable to the Com' mon Fund at Ashford, 30th May last— SAMUEL SEAGER, age 26, height 5 ft. 8 in., complexion, hair, moustache, few side whiskers, and eyes dark, slight scar on one cheek- bone; dress, black diagonal coat, black cloth trousers and vest, light lace boots, black hard felt hat. A grocer's carman; native of Throwley, Kent. Warrant issued. 30.— Ashford ( County).— For stealing a postal letter containing 2 postal orders for 20s. each, 27th May last— WILLIAM EDWARD HOARE, late postmaster at Wye, age 26, height about 5 ft. 9 in., complexion florid, hair ( very curly on top of head) dark brown, moustache dark, few side whiskers, eyes dark blue ; is fond of betting ; dress, black diagonal coat and vest, light cloth trousers ( worn at bottom), lace boots, white hard felt hat. Warrant issued. Information to Supt. Wenham, Ashford. 31.— Canterbury ( City).— For deserting their I wives and families, leaving them chargeable to the j Canterbury Union— ALFRED DENHAM, a fitter, age 43, height 5 ft. 4 in., complexion dark, hair dark brown, eyes grey, scar below left knee.— HENRY R. FRENCH, age 38, height 5 ft. 9 in., complexion fair, hair light, eyes blue, cut on one wrist. Warrant issued. The above reward will be paid by the Guardians of the Canterbury Union for the apprehension of Den- ham and French. shire, and Aberdeenshire for a series of frauds com- mitted there. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Chief Constable George, Stonehaven. LANCASHIRE. 35.— Blackburn ( County).— For failing to report - Supervisee WILLIAM HAWORTH, OfliceNo. 36281, age 20, height 5 ft. 2| in., complexion fresh, hair brown, eyes grey, scar right cheek, boat, anchor, and cross right arm, crown, anchor, W. H., and ring of dots left arm, 5 dots back left hand, and 4 dots left thumb. Sentenced at Preston, 4th April, 1888, to 6 months' hard labour and 3 years' police supervision for break- ing and entering. 8770. Information to Supt. Sala and other leading newspaper writers, and with many members of the Savage Club, Savoy- street, Strand. Is identical with Robert Rexford, alias Captain Rexford, Frank Raleigb, and Eric Har'y, case No. 1, 29th March last. While in Blackpool be stated he had come to write an article on the evolutions of a torpedo fleet, which he said was lying off Fleetwood.
