" All atmouncemmts for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, GEEAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by mother force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby idmtified. 4. In all cases where a reward is offered the name and address of some person responsible for ihe payment must be given, and the exact conditions be clearly stated. ^ 6. Portraits of persons whose apprehension is sought far serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature if an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank thm Inspector, or analogous thereto. t HONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted i* the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted as advertisements R. ANDBBSON, Editor. Cities and Boroughs therein, arranged in strict alphabetical order. 3.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints « s to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as ollows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation.* The result of the modification in the Treaty is that either Government may deliver Hp its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— B Division.— For embezzling £ 28 14a.— JOHN J. MOSS, age 35, height 5 ft. 4 or 5 in., com- plexion, hair ( bald on top), and moustache dark, slight impediment in speech, near- sighted and wears glasses, one little finger crooked; dress, light jacket suit, low shoes, and hard felt hat. Was formerly a schoolmaster and organist at Leeds. Warrant issued. 2.— G Division.— For larceny ( servant)— EBENEZER BETHRAY, a secretary, age about 35, height 5 ft. 4 or 5 in., complexion pale, hair, whiskers, and moustache ( straggling) dark brown, small eyes, near- sighted, bow legged, walks with a shufllimg gait, and hangs his head down; dress, black frock coat trousers, and vest, or serge jacket suit, and high hat, wears a plain gold stud set diamonds, May endeavour to leave the country. Warrant issued. 3.— N Division.— For obtaining money by fraud, through the Bazaar, Exchange and Mart— EDWARD GARDNER, alias SPENCER, BOYCE, HUNTLEY, CAMERON, HAMMOND, & c„ age 26, height 5 ft. 7 or 8 in., complexion fair, hair light brown, eyes blue ; dress, black frock coat and vest, light tweed trousers, lace boots, and high silk hat; carries a portmanteau. A native of Tunbridge Wells, Kent. His modus operandi is to advertise articles for sale, i. e., musical boxes, cameras, lawn mowers, air guns, & c., and on receiving money for same absconds from his lodgings. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 4.— For forgery— HENRY WILLIAM POUND, late of 100, Fenchurch- street, E C., age 34, height 5 ft. 7 in., complexion fair, hair and moustache light; dresses well. Warrant issued. CARDIGANSHIRE. 5,— Aberystwith ( County).— For deserting his wife and family, leaving them chargeable to the Tre- garon Union— THOMAS MORGANS, age about 47, height 5 ft. 9 in., complexion, hair, side- whiskers, beard, moustache, and eyes dark, has lost 2 teeth right front of upper jaw, large scar inside light thumb. A miner; native of Talybont, Cardiganshire. Was work- ing up to 22nd ult. at Fernhill Quarry, Swansea, and prtviously at Yelindre Reservoir, near Swansea, where he is supposed to be well known to police. Warrant issued. Information to Deputy Chief Constable Lloyd, Aberystwith. CARNARVONSHIRE. 6.— Carnarvon ( County).— For stealing, 14th ult., a dark grey check suit, sbirts, socks, boots, & c.; and £ 2 cash ( the property of an officer of the 4th Bat- talion Royal Welsh Fusil^)- PRIVATE JOHN ADAMS ( may be fake/, og^ kptal No. 1295, « ? e 26, height 5 ft. 6 in, complexion dark, hair brown, eyes hazel, Roman nose, may have white diagonal mark across forehead fiom wearing military cap, turns his mouth to one side when talking; dress, supposed stolen clothes, or a brown pair of trousers, sidespring boots ( military fronts), and small light cap with peak. Is supposed to have left for the purpose of joining another corps about to be called out. Information to the Chief Constable, Carnarvon. CHESHIRE. 7.— Chester ( City).— For attempting to extort money from her landlord, on 13th May last, by threatening to accuse him of rape— ELLEN CUTLER, who absconded a day or two afterwards, age 30 to 32, height about 5 ft. 2 in., complexion and eyes dark, hair dark brown, wore gold earrings ; dress, dark stuff gown with velvet trimmings and brass buttons down front of bodice, black fur tippet ( shabby), and large black straw hat turned up at side. Warrant issued. She is with her husband, George Cutler, age about 35, height about 5 ft. 11£ in., complexion fair, side whiskers and moustache light brown, dimple in chin. Have with them a little girl 4 or 5 years of age. El! en Cutler's maiden name was Shipton, and she resided at Norton- street, Ba'sall Heath, with her parents. George Cutler is a native of Kidderminster, and his relations reside there. He served in the Worces- tershire Constabulary for 7 or 8 years, and was ordered to resign in October, 1883. He was afterwards em- ployed by the Birmingham Corporation in the night- soil department, and lately on the new railway between Chester and Connah's Quay as a labourer. When he left Chester it is believed he intended to go to Man- chester to seek employment at the Ship Canal works there. 8.— Chester ( City).— For shopbreaking, and stealing 2 pairs of shears, a button- hole maker, a suit of clothes, some new clothes, and a pair of sidespring boots— Three men : first, JOHN JONES, age 35, height 5 ft. 8 in., complexion sallow, hair and mous- tache dark ; dress, dark worsted shooting coat, bound with black braid, brown tweed trousers, sidespring boots ( stolen), and brown felt hat. A tailor, of Glan Conway, North Wales. Has been convicted at Ruthin and Carnarvon, and is said to be well known to the Police 2 T H E POLICE GAZETTE, FRIDAY, JULY 12, 1889. in North Wales.— Second, a small MAN, age about 32, dressed in dark clothes.— Third, age about 21, bow- legged. Were traced to Rhyl, in the direction of Bangor, etc. Warrant issued. Information to the Chief Constable, Town Hall, Cheater. DERBYSHIRE. 9.— Bakewel I [ County).— For indecently assault- ing a child- CHARLES TAYLOR YOUNG, a farmer, age 36, height 5 ft. II in., stout build, complexion dark, hair ( turning grey), full beard, and moustache black, eyes dark, rather bow- legged, turns his toes in, very active appearance. A native of Bakewell. Warrant issued. Information to Supt. Barker, Bakewell. DORSETSHIRE. 10.— Wfmborne ( County).— For deserting his family— JESSE BARNES, age 30 to 35, height about 5 ft. 10 in., complexion dark, hair dark brown, small side whiskers and moustache, eyes hazel, long thin nose ; dress, plaid suit and hard felt hat. A groom ; native of Wimborne. May obtain employment at hotels, & c. Warrant issued. Information to Supt. Marsh, Wimborne. ESSEX. 11.— Brentwood ( County).— For stealing a silver open- face watch and a gold dressing ring, set blue- and- white stones ( some deficient)— FREDERICK GREATHEAD, age 15, height 4 ft. 10 in., complexion fair, hair light, eyes blue, open countenance, large mouth, prominent lips; dress, brown tweed jacket ( patched), brown check vest, striped trousers, blue check shirt, spotted turndown collar, lace boots with toecaps, black velvet cap with peak. 12.— Brentwood ( County).— For deserting his wife and family— THOMAS WILLIAMS, age 38, height 5 ft. 5 in., complexion fair, moustache ( slight) light, full face, stout build. Warrant issued. Information to Supt. Dibson, Brentwood. GLOUCESTERSHIRE. 13.— Gloucester ( County).- For stealing, 19th inst., an 18- carat gold hunter watch, maker's name either " Stevenson " or " Wilkinson, Clerkenwell," on works, seconds hand deficient, ring very much worn, white dial; and a fancy gold albert chain, much worn, fastens to the vest by swivel ( spring deficient)— ARTHUR ELLIS, age about 18, height about 5 ft. 9 in., complexion pale, hair light brown, eyes dark blue, no whiskers or moustache, very thin face, stoops, slouching gait, abscess scar on top of second finger left hand. Warrant issued. Information to Deputy Chief Constable Chipp, Gloucester. 14.— Sodbury ( County).— For stealing at Old Sodbury Common, 11th ult., a horse ( recovered)— A MAN, age about 35, height 5 ft. 7 or 8 in., complexion dark, hair dark brown, sandy- tinted beard and mous- tache, white regular teeth, pointed nose ; dress, light plaid jacket, dark trousers, black neckerchief, side- spring boots, black bowler hat. Information to Supt. Critchley, Chipping Sodbury. KENT. 10s. REWARD EACH. 15.— Canterbury ( City).— For deserting their wives and families; leaving them chargeable to the Canterbury Union— ALFRED DENHAM, a fitter, age 43, height 5 ft;: 4. nr., complexion dark, hair dark brown, eyes grey, scar below left knee.— HENRY R. FRENCH, age 38, height 5 ft. 9 in., complexion fair, hair light, eyes blue, cut on one wrist. Warrant issued. The above reward will be paid by the Guardians of he Canterbury Union for the apprehension of Den- ham and French. 16.— Canterbury ( City).— For stealing, 29th ult., a tandem tricycle, Coventry make, painted black, steers back and front, two large wheels, 4 ft. in diameter, one front wheel 16 in. in diameter, has been repaired left side, holes drilled and plate rivetted on, and back steerage handle bolted on with three bolts— TWO YOUTHS : 1st, age 16, height 5 ft. 4 in., com- plexion dark, hair black; dress, black jacket, dark grey mixture trousers, and black billycock hat.— 2nd, age 14, height 4 ft. 6 in., stout build, full face ; dress, black Eton jacket, long white turndown collar, black trousers, and cap. Both appeared to be attending a college. Information to Chief Constable Peacock, Canterbury. LANCASHIRE. 17.— Bolton ( County).— For failing to report— Supervisee EDITH WALLWORK, alias EDITH WALLBANK and ANNIE BARTON, Office No. 37898, age 19, height 5 ft, complexion fair, hair light brown, eyes blue, small mole above left elbow, sen- tenced at Preston 2nd January, 1889, to six months' hprd labour and three years' police supervision for larceny. 1083- 4. Apprehension also sought for lar- ceny. 18.— Bolton ( County).— For wilfully neglecting to provide his children with food, etc., thereby endanger- ing their health— DAVID HEY, afca « " TAGG HEY," age 27 to 30, height 5 ft. 10 in., complexion dark, hair and eyes brown, slightly bow- legged; dress, generally, grey jacket suit. Is a professional football- player, and supposed to be in Scotland. Supposed native of Kil- marnock or Dumbarton. Warrant issued. Information to Supt. Eatough, Bolton. 19.— Leigh ( County).— For failing to report- Supervisee CHARLES ELLISON, Office No. 27376, age 31, height 5 ft. 2i in., complexion fresh, hair brown, eyes blue, scars right side head, right cheek, right knee, left thigh, and right groin ( bubo). Sentenced at Manchester, 25th August, 1880, to 5 years' penal ser- vitude and 7 years' police supervision for felony. G 1016. Information to Supt. Weir, Leigh. 20.— Old Trafford ( County).— For failing to re- port— Supervisee ANDREW FARRELL, Office No. 23503, ago 45, height 5 ft. 9 in., complexion fresh, hair brown, eyes blue, spot of grey hair front of head, cut left eyebrow, blue mark inside right knee. Sentenced at Worcester, 30th December, 1878, to 7 years' penal servitude and 7 years' police supervision for fraud. E 226— Supervisee WILLIAM SMITH, Office No. 37401, age 22, height 5 ft. 7 in. complexion fresh, hair brown, eyes blue, two blue dots between left thumb and forefinger, scars back of left wrist, left hand, and over left eyebrow. Sentenced at Salford, 9th July, 1878, to 9 months' hard labour and 3 years' police supervision for larceny. 2790. Information to Supt. Bent, Old Trafi'ord. 21.— Church ( County). — For housebreaking 9th inst., at Great Harwood, and stealing a lady's silver Geneva watch, white dial, flowered cases, maker " H. Samuel, Manchester " ; a gold keeper ring, stripe and flower pattern, stamped either " 9 ct." or " 18 ct." — A MAN, age about 22, height 5 ft. 4 in. to 5 ft. 6 in., complexion dark ( much tanned by the sun), hair brown, moustache ( small) dark, no whiskers; dress, dark cloth coat ( worn at elbows) and vest, supposed old boots and cap. Information to Supt. Campbell, Church. 22.— Manchester ( City).— For false pretences— FREDERICK GINTY, age about 34, height 5 ft. 3 or 4 in., complexion dark ( almost swarthy), hair dark brown, moustache light brown, speaks with a strong Irish accent; dress, dark grey suit ( rather shabby) and black felt hat. Warrant issued. Not to be apprehended out of the United Kingdom. 23.— Manchester ( City).— For stealing, 20th ult., a bag containing £ 300 from a carriage at Victoria Railway Station, Manchester— License Holder HENRY GARRETT, Office No. 35104, age 53, height 5 ft. 7 in., complexion florid, hair sandy ( thin on top), eyes blue, mole left of back, fourth fingers ( both) contracted, scar on right knee.— Expiree FRANCIS WILKINSON, alias HARMAN NIGHTINGALE, Office No. 17116, age 45, height 5 ft. 8 in., complexion fresh, hair light brown ( sandy), eyes blue, blue mark from ear to centre of throat, rings on first and second left fingers, right kneecap scarred, scrofula marks on right of neck and throat.— Expiree JOHN JONES, alias WEBB and STARVE, age 50, height 5 ft. 10 in. to 6 ft., complexion swarthy, hair dark brown, eyes hazel, scars on left side bridge of nose, one tooth left upper jaw turned inwards. These men are believed to frequent a house known as Roberts's, near the " Earl Grey," and Davies's " Red Lion," Holborn. Information to the Chief Constable, City Police, Manchester. . 24.— Blackpool ( Borough).— For obtaining, by false pretences, 1st inst., by means of a Bill of Ex- change, dated Liverpool, 11th June, 1889, to the order of Bennet Burleigh, by Brown, Shipley, and Co., on Wilkins and Co., Brecon- A MAN, giving the name of BENNET BURLEIGH, who stated he was the war correspondent for the London Daily Telegraph ( false), age about 45, height about 5 ft. 10 in., stout build' complexion florid, moustache ( slight) dark brown', otherwise clean shaved, hair cut short, small blue mark over left eye, of gentlemanly appearance and address. His modus operandi is to pose as a correspondent of a leading newspaper, get with some of the best people and into best hotels in the town he visits, and pretend he is going to write a descriptive article of the place. He does not sit with the ordinary company in the hotel, but in the commercial room; professes to be intimately acquainted with Mr. G. A. Sala and other leading newspaper writers, and with many members of the Savage Club, Savoy- street, Strand. While in Blackpool he stated he had come to write an article on the evolutions of a torpedo fleet, which he said was lying off Fleetwood. It is requested that inquiry be made at hotels, theatres, & c. Warrant issued. Information to Chief Constable Dereham, Blackpool. 25.— Salford ( Borough).— Woodcut portrait and description of JAMES MAGUIRE, a joiner, whose apprehension is sought for stealing £ 30 belonging to the Nottingham Order of Oddfellows— age 50, height 5 ft. 64 in., complexion fresh, hair and moustache brown, eyes brown ( pearl on one, supposed left), fore- head and top of head bald, flat nose, bruise cn cheeks, pugilistic appearance; dress, brown tweed coat and vest, brown cord trousers, white muffler, lace boots, hard felt hat. Warrant issued. Information to the Chief Constable, Town Hall, Salford. LEICESTERSHIRE. 26.— Melton Mowbray ( County).— For stealing, 4th inst., a Stilton cheese and a jean purse with two compartments, containing £ 5 10s. gold a id a paper relating to " Lion Fire Insurance Company," " J. Dickenson" in red letters outside purse— A WOMAN, age 40 to 50, height about 5 ft. 5 in., stout build, com- plexion pale, hair ( supposed) sandy, addicted to drink ; dress, grey shawl, white apron, and black bonnet. Was hawking square meat or pudding tins, and carried a basket containing paper parcels and pieces of lace. Information to Supt. Holloway, Melton Mowbray. LINCOLNSHIRE. 27.— Sleaford ( County).— For larceny ( bailee), and stealing 2 English silver lever watches, with white dials ( one in a new case); a lady's silver Geneva watch, with flowered back; and an old pair- case verge, bow broken- CHRISTIND PASQUET, alias STUMPFand SMITH, a tramping German watchmaker, age 55, height 5 ft. 6 in., stout build, complexion dark, sup- posed clean shaved; dress, dark mixture suit ( old), strong lace boots, dark peak cap with flat top; carries an old carpet bag and black leather knapsack. Fre- quently stops for several days at places cleaning watches. Was last heard of at King's Lynn, 11th ult., where he attempted to pledge one of the watches, but made his escape before the arrival of the police. Is well known in Norfolk and adjoining counties. He married his wife, whom he deserted over 12 months since, from Stoke Ferry. Warrant issued. Information to Supt. Richdale, Sleaford. 28.— Stamford ( County)— For stealing 3 dozen pairs of round leather boot laces, 2nd inst. — A TRAMP, age 55 to 60, height 5 ft. 2 or 3 in., complexion sallow, TUESDAY, JULY 16, 1889. T H E POLICE GAZETTE. 3 hair and whiskers sandy or light brown; dress, dark, grey coat, brown jersey jacket, dark cord trousers, black felt hat; carried a small bundle and a flag fish basket. Was traced to Peterborough on 3rd inst., where he was disposing of the laces. May be found at casual wards or sleeping in outhouses. Information to Inspector Clarke, Stamford. MIDLOTHIAN. 29.— Edinburgh ( City).— For fraud- HENRY STOCKEN HARTLEY, alias HENRY T. ASHTON, an Irishman, age about 45, height 5 ft. II in., medium build, hair black, thin on top of head, heavy dark moustache, small dark sharp eyes, shot mark on nose towards right eye, " Annie" tattooed on front of left wrist; dress, light broken check jacket suit, short dust fawn- coloured overcoat, light brown round felt hat, navy blue tie, and gaiters similar to overcoat; wears a watch and yellow metal albert. Speaks with an Irish accent.— And a woman, who passes as his wife, and whose Christian name is ANNIE, a native of Yorkshire, age from 38 to 40, medium height, stout build, hair ( cut and curled in front) dark ; dress, white sailor hat trimmed white ribbons, brown dress with brown check body, light fawn- coloured Cashmere cloak; carries a small hand basket. Both of respect- able appearance. His modus operandi is to take lodgings for himself and wife by representing that he is a retired drill in- structor and a pensioner from the 9th Lancers, that they have arrived from Liverpool or Leeds, and that he is to be paid a legacy in a few days which has been left him by his mother. Both parties then borrow money and obtain goods and lodgings on the faith of these statements, and after staying about a week they leave without paying. Has visited Hawick and Carlisle, and is wanted at former place on similar charges. Information to the Chief Constable, or to Detective- Inspector McEwan, Police Chambers, Edinburgh. MONTGOMERYSHIRE. • 30.— Newtown ( County).- For stealing 1 French merino skirt; 1 winsey petticoat, small black, red, yellow, and grey stripe3; 1 pair of dark blue stock- ings ; and 18s!., 28th ult.— LUCY JONES, age 20, height 5 ft., complexion fresh, hair brown, narrow features ; dress, black jacket and hat, red French merino dress. A native of Marton Beach, Salop. Has been a prostitute in Shrewsbury and Wellington. Warrant issued. Information to Major Godfrey, Chief Constable, Newtown. NORFOLK. 31.— East Dereham ( County).— Woodcut por trait and description of FREDERICK BETTS, whose — WALTER FREEMAN, age 28, height 5 ft. 11 in., complexion fresh, hair brown; dress, long dark over- coat, dark clothes, and black billycock hat. A shoe- maker ; native of Norwich. Has been in the Guards, and now belongs to the Army Reserve. Information to Head Constable Hitchman, Norwich. apprehension is sought for embezzling .£ 124 I9s. 6d — age 28, height about 5 ft. 6 in., complexion florid, hair brown, small side- whiskers and moustache, eyes light square shoulders, carries his head a little forward and walks with a quick step, hesitates a little at first, is fond of betting and gambling, and is a good amateur runner for short distances. WESTMORLAND. 76— Kendal ( County).— Found, lying with his throat cut, in a field at Nook, 6th inst., a man, age about 50, length 5 ft. 6} in., slight build, complexion pale, thin features, hair ( turning grey, bald on crown) brown, whiskers ( short and thin), beard, and mous- tache grey, eyes grey, teeth dark and irregular in front, one deficient in front upper jaw; dress, black cloth shooting coat, dark brown cardigan jacket under, black diagonal cord vest bound with black braid, black- and- grey striped tweed trousers with fall fronts, white cotton shirt with linen front, white flannel singlet, linen collar, marked " Stanley, 14}," black silk tie white flannel belt around waist, and pieces of flannel on chest, light grey woollen stockings, light lace boots, and black hard felt hat. A black- handled razor, stained with blood, " Joseph Wariner, Hecla Works, Sheffield," on blade, was found lying near his left hand, and a small dark- stained walking- stick with bone knob. Had in his possession a black leather purse with brass top, containing two watch- keys ; a black leather tobacco- pouch, with brass top, " Take a pipe " printed on one side; a wooden pipe, a black- and- white plaid scarf, and small white- flowered cotton handker- chief.
