THE POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JULY 5, 1889. VOL. VI., No. 570. REGULA 1." All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOE OP THE POLICE GAZETTE, GEEAT SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning- persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature if an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. J. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. ( TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond § Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the Slat of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as ollows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver np to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties he bound to surrender their oion tubjects whether by birth or naturalisation The result of the modification in the Treaty ia that either Government may deliver np its own subjects to the other Government, bnt can not be considered bound to do so. APPREHENSIONS SOUGHT, METROPOLITAN POLICE DISTRICT. 1.— Convict Supervision Department.— Woodcut engraving of License Holder OWEN HALL, alias TONKY, JOHN TONES, THOMAS STOKES, and TONKIN SON, Office No. 35854, age 67, height 5 ft. 7 in., complexion fair, hair grey, eyes hazel, double ruptured, scar on right cheek, right little finger bent, scars on right calf, back ( from burn), and left of forehead. Sentenced at Middlesex Sessions, 17th June, 1878, to 12 years' penal servitude and 7 years' police supervision for larceny ( person), He is supposed to have been a companion of the men con- cerned in the Muswell hill outrage, and is now believed to be committing burglaries in the northern suburbs of London. His apprehension is sought for failing to report, and it is requested that every effort may be made to find him. Information to R. W. 2.— G Division.— For larceny ( servant)— EBENEZER BETHRAY, a secretary, age about 35, height 5 ft. 4 or 5 in., complexion pale, hair, whiskers, and moustache ( straggling) dark brown, small eyes, near- sighted, bow- legged, walks with a shuffling gait, and hangs his head down; dress, black frock coat, trousers, and vest, or serge jacket suit, and high hat, wears a plain gold stud set diamonds, May endeavour to leave the country. Defence Loan ( seven £ 100, Nos. 8809, 8810, 13997, 14008 to 14011); £ 1,500 Russian 5 percent. 1872 Loan ( one £ 1,000, No. 829 ; one £ 500, No. 6893); 6 Certificates United States Rolling Stock Company, 10 shares, 50 dols. each, Nos. 2438 to 2443— PAUL VAUGHAN LEMISH, of Gladstone- villas, Mount- pleaBant, Philip- lane, Tottenham, stock- broker's clerk, age 31, height 5 ft. 5 in., complexion sallow, hair and whiskers dark ( cut close), moustache dark, rather large head, sometimes wears spectacles ; plainly dressed. Is supposed to have left for the purpose of joining another corps about to be called out. Information to the Chief Constable, Carnarvon. CHESHIRE. 5.— Birkenhead ( County).— For committing a rape, 22nd ult.— THOMAS KEEN AN, alias WESTON KEENAN, age about 25, height 5 ft. 6 or 7 in., stout build, complexion fresh, hair light brown, clean shaved, flat nose ; dress, black jacket and black hard felt hat. A native of Tranmere, Birkenhead. Generally works at brickworks as brickmakers' labourer. Has a brother- in- law employed at gas- works at Deansgate, Manchester. Warrant issued. 6— Birkenhead ( County).— For stealing from the cabin of a flat, at Lower Bebington, 22nd ult., 2 blue cloth vests; 1 blue cloth yachting cap; 1 pair blue cloth trousers, fall fronts; 2 pairs woollen drawers ( one grey, one white); 1 pair light lace boots, with toecaps; 2 woollen shirts; 1 pair grey woollen stockings; 1 blue jersey, marked W. M. Roberts in red worsted one side ; and 1 white canvas bag, with blue cord in seam— RICHARD WIGNALL, age about 23 ( looks much older), height 5 ft. 6 or 7 in., com- plexion and hair dark, no whiskers; dress, blue cloth jersey, light lace boots with toecaps, and yachting cap with cloth peak. Hindley, County Hall, Birken- head. 7.— Chester ( County).— For committing a rapo 2 T H E POLICE G A Z E T T E, FRIDAY, JULY 12, 1889. at Upton, 23rd inst.— HENRY SIDES, alias HENRY RICHARDS, age 28, height 5 ft. 6 in., complexion fresh, hair dark brown, whiskers and moustache brown, eyes grey, lost three front teeth in upper jaw ; dress, dark cloth coat, dark plaid trousers, and double- peak cap, which has been recently washed. Has served in the Army and Militia. Was liberated from Chester Lunatic Asylum, ,24th inst. Stated he intended going to Oswestry, Wrexham, and Kidderminster. A native of Oswestry. Warrant issued. Information to the Chief Constable, County Con- stabulary, Chester. 8.— Chester ( City).— For attempting to extort money from her landlord, on 13th May last, by threatening to accuse him of rape— ELLEN CUTLER, who absconded a day or two afterwards, age 30 to 32, height about 5 ft 2 in., complexion and eyes dark, hair dark brown, wore gold earrings ; dress, dark stuff gown with velvet trimmings and brass buttons down front of bodice, black fur tippet ( shabby), and large black straw hat turned up at side. Warrant issued. She is with her husband, George Cutler, age about 35, height about 5 ft. 11£ in., complexion fair, side whiskers and moustache light brown, dimple in chm. Have with them a little girl 4 or 5 years of age. Ellen Cutler's maiden name was Shipton, and she resided at Norton- street, Balsall Heath, with her parents. George Cutler is a native of Kidderminster, and his relations reside there. He served in the Worces- tershire Constabulary for 7 or 8 years, and was ordered to resign in October, 1883. He was afterwards em- ployed by the Birmingham Corporation in the night- soil department, and lately on the new railway between Chester and Connah's Quay as a labourer. When he left Chester it is believed he intended to go to Man- chester to seek employment at the Ship Canal works there. Information to the Chief Constable, Town Hall, Chester. DORSETSHIRE. 9.—: Wi rnborne ( County).— For deserting hi3 family— JESSE BARNES, age 30 to 35, height about 5 ft. 10 in., complexion dark, hair dark brown, small side whiskers and moustache, eyes hazel, long thin nose ; dress, plaid suit and hard felt hat. A groom ; native of Wimborne. May obtain employment at hotels, & c. Warrant issued. . Information to Supt. Marsh, Wimbome. ESSEX. 10.— Brentwood ( County).— For deserting his wife and family— THOMAS WILLIAMS, age 38, height 5 ft. 5 in , complexion fair, moustache ( slight) light, full face, stout build. Warrant issued. Information to Supt. Dobson, Brentwood. LANCASHIRE. 11.— Bolton ( County).— For wilfully neglecting to provide his children with food, etc., thereby endanger- ingtheir health— DAVID HEY, alias " TAGGHEY," age 27 to 30, height 5 ft. 10 in., complexion dark, hair and eyes brown, slightly bow- legged ; dress, generally, grey jacket suit. Is a professional football- player, and supposed to be in Scotland. Supposed native of Kil- marnock or Dumbarton. Warrant issued. Information to Supt. Eatough, Bolton. 12.— Manchester ( City).— For false pretences— FREDERICK GINTY, age about 34, height 5 ft. 3 or 4 in, complexion dark ( almost swarthy), hair dark brown, moustache light brown, speaks with a strong Irish accent; dress, dark grey suit ( rather shabby) and black felt hat. Warrant issued. Not to be apprehended out of the United Kingdom. Information to the Deputy Chief Constable, Man- chester. 13.— Manchester ( City).— For stealing, 20th ult., a bag containing .£ 300 from a carriage at Victoria Railway Station, Manchester— License Holder HENRY GARRETT, Office No. 35104, age 53, height 5 ft. 7 in., complexion florid, hair sandy ( thin on top), eyes blue, mole left of back, fourth fingers ( both) contracted, scar on right knee— Expiree FRANCIS WILKINSON, alias HARMAN NIGHTINGALE, Office No. 17116, age 45, height 5 ft. 8 in., complexion fresh, hair light brown ( sandy), eyes blue, blue mark from ear to centre of throat, rings on first and second left fingers, right kneecap scarred, scrofula marks on right of neck and throat.— Expiree JOHN JONES, alias WEBB and STARVE, age 50, height 5 ft. 10 in. to 6 ft., complexion swarthy, hair dark brown, eyes hazel, scars on left side bridge of nose, one tooth left upper jaw turned inwards. These men are believed to frequent a house known as Roberts's, near the " Earl Grey," and Davies's " Red Lion," Holborn. Information to the Chief Constable, City Police, Manchester. 14— Salford ( Borough) — Woodcut portrait and description of JAMES MAGUIRE, a joiner, whose apprehension is sought for stealing £ 30 belonging to the Nottingham Order of Oddfellows- age 50, height 5 ft. 6i in., complexion fresh, hair and moustache brown, eyes brown ( pearl on one, supposed left), fore- head and top of head bald, flat nose, bruise cn. cheeks, pugilistic appearance; dress, brown tweed coat and vest, brown cord trousers, white muffler, lace boots, hard felt hat. Warrant issued. Information to the Chief Constable, Town Hall, Salford. LINCOLNSHIRE. 15.— Sleaford ( County).— For larceny [ bailee), and stealing 2 English silver lever watches, with white dials ( one in a new case); a lady's silver Geneva watch, with flowered back ; and an old pair- case verge, bow broken- CHRISTIND PASQUET, alias STUMPF and SMITH, a tramping German watchmaker, age 55, height 5 ft. 6 in., stout build, complexion dark, sup- posed clean shaved ; dress, dark mixture suit ( old), strong lace boots, dark peak cap with flat top; carries an old carpet bag and black leather knapsack. Fre- quently stops for several days at places cleaning watches. Was la3t heard of at King's Lynn, 11th ult., where he attempted to pledge one of the watches, but made his escape before the arrival of the police. Is well known in Norfolk and adjoining counties. He married his wife, whom he deserted over 12 months since, from Stoke Ferry. Warrant issued. Information to Supt. Richdale, Sleaford. MIDLOTHIAN. 16.— Edinburgh ( City).— For fraud- HENRY STOCKEN HARTLEY, alias HENRY T. ASHTON, an Irishman, age about 45, height 5 ft. 11 in., medium build, hair black, thin on top of head, heavy dark moustache, small dark sharp eyes, shot mark on nose towards right eye, " Annie" tattooed on front of left wrist; dress, light broken check jacket suit, short dust fawn- coloured overcoat, light brown round felt hat, navy blue tie, and gaiters similar to overcoat; wears a watch and- yellow metal albert. Speaks with an Irish accent.— And a woman, who passes as his wife, and whose Christian name is ANNIE, a native of Yorkshire, age from 38 to 40, medium height, stout build, hair ( cut and curled in front) dark; dress, whitfe sailor hat trimmed white ribbons, brown dress with brown check body, light fawn- coloured Cashmere cloak; carries a small hand- basket. Both of respect- able appearance. His modus operandi is to take lodgings for himself and wife by representing that he is a retired drill in- structor and a pensioner from the 9th Lancers, that they have arrived from Liverpool or Leeds, and that he is to be paid at fe& acy in a few days which has been left him by his mother. Both parties then borrow money and obtain goods and lodgings on the faith of these statements, and after staying about a week they leave without paying. ' • <•. • Has visited Hawick and Carlisle, and is wanted at former place on similar charges. Information to the Chief Constable, or to Detective- Inspector McEwan, Police Chambers, Edinburgh. NORFOLK. 17.— East Dereham ( Cinmty).— Woodcut por- trait and description of FREDERICK BETTS, whose apprehension is sought for embezzling £ 124 19s. 6d. — age 28, height about 5 ft. 6 in., complexion florid, hair brown, small side- whiskers and moustache, eyes light, square shoulders, carries his head a little forward and walks with a quick step, hesitates a little at first, is fond of betting and gambling, and is a good amateur runner for short distances. Has a brother, a butcher at Croydon, Surrey. A corn merchant's traveller, native of East Dereham. Is known at Mark- lane, London, and all corn markets in the Eastern counties. Left Dereham 29th April last. Warrant issued. Information to Supt. Symonds, East Dereham. NORTHAMPTONSHIRE. 18.— Wellingborough ( County).— For stealing a gold open- face lever watch, No. 36132, " Walter G. Bartle, Northampton"," on dial; 2 gold alberts, curb pattern ( one graduated, the other with plain link between links in curb), straight bars and small piece for pendant— JOHN RALPH BERESFORD, alias MANNING, RUSSELL, and BLACKWELL, age 24, height 5 ft. ll in., complexion fresh, hair brown, stout build, broad set shoulders, of gentlemanly appearance : dress, light grey suit. Warrant issued. Information to Supt. Bailie, Wellingborough. OXFORDSHIRE. 19 •— Watlington ( County).— For stealing ahorse ( recovered), at Nuffield, 21st ult.— A MAN, age i bout 24, height 5 ft. 6 or 7 in., complexion fresh, full face ; dress, dark mixture coat, trousers, and vest, and hard felt hat. Information to Supt. Hawtin, Watlington. RADNORSHIRE. 20— Penybont [ County).— For obtaining money by falsely stating he is a hauler and has lost a horse — GODFREY MORGAN, alias PATRICK HOLMES, HENRY MILLWOOD, WILLIAM HILLS, THOMAS EVANS, HENRY JONES, WILLIAMS, and NOR- TON, an Irishman, age 54 ( looks younger), height 5 ft. in., complexion sallow, hair black, eyes ( cast in one and nearly blind) hazel, scar left shin, tattooed left arm, walks with a limp, very plausible; dress, blue jacket or slop, dark cloth trousers, dark cap with peak, holes cut in boots ( supposed to ease corns). Is a re- turned convict, and stops at common lodging- hous s. Warrant issued. Information to Chief Constable Wheeldon, Penybont. WARWICKSHIRE. 21.— Leamington ( Borough).— For stealing, 25th ult., a Singer straight- steering tricycle, lady's pat- tern, 36- in. driving wheel, " 24- in. front wheel, ball bearings to all running parts except pedals, which are cone, hubs, crank, handle bar, and axle plated, remain- der black, much worn, No. 44431, private No. 33— HENRY HAYES, alias H. WHITE and D. LACEY, age about 24, complexion fair, hair light, no whiskers or moustache, eyes blue, contracted sinew right side of neck, mark visible from abscess; dress, dark navy blue serge jacket and trousers, brown check vest, blue check shirt, brown felt hat; had with him a light plaid cap and trousers. A tailor ; native of Cirencester. Is well known at Watford, Hertfordshire. Stated he was going to Paris, via Dover. Warrant issued. Information to Chief Constable Brabner, Lea- mington. YORKSHIRE ( EAST RIDING). 22.— Bridlington ( County).— For stealing a tricycle ( recovered), 14th ult.— JOSEPH CRAW- SHAW, alias CHAPMAN, CREASER, and COR- SHAM, age about 50, height 5 ft. 9 in., complexion florid, hair and moustache brown ( streaked with grey), deep set eyes, thick set figure, speaks at times with a strong American accent, and talks of having been to America several times; dress, brown mixture coat and black felt hat; carried a new medium size black bag and an umbrella. T H E POLICE GAZETTE. 3 PERSONS IN_ CUSTODY METROPOLITAN POLICE DISTRICT. 23.— D Division.— Committed for trial at the " Central Criminal Court, 29th inst., for obtaining goods by fraud— REV. - JOHN WRIGHT, alias REV. W. S. SHIPLEY, age 56, height 5 ft. 9 in., complexion fair, hair ( turning grey) brown, eyes blue, thin face, clean shaved, very quiet and plausible manner; dressed as a • clergyman of the Church of England. Has resided since January last at Ingrove, Brentwood, Essex. May be wanted in the provinces for fraud. Has been con- victed at Reading; Harwich, & c., for similar offences. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. GLOUCESTERSHIRE. 24.— Fishponds ( County).— Remanded, for lar- ceny— FREDERICK WILLIAMS, age 21, height 5 ft. in., complexion freckled, hair brown, eyes grey, E. F. W. tattooed right forearm, F. Willis left forearm, several blue dots left wrist; dress, brown melton over- coat, black diagonal jacket and vest, brown plaid trousers, white cotton shirt and singlet, merino socks, blue muffler with white spots, lace boots, and black bowler hat. A native of London.— FREDERICK SMITH, age 25, height 5 ft. 72 in., complexion fair, hair brown, eyes hazel, cut mark left side of head, slight scar back of head, over left eyebrow, and right side upper lip, cut mark right wrist, and slight cut mark back right shoulder, scar left groin; dress, blue melton overcoat with velvet collar, black coat and vest, brown plaid trousers, red silk muffler, white cotton shirt, merino singlet and socks, lace boots, and black bowler hat— all in good condition. A native of London. Information to Supt. Matthews, Fishponds. KENT. 25.— Chatham ( County).— Committed for trial, at the next Kent Assizes, for attempted murder— CHRISTOPHER ROBERTS, age 26, height 5 ft. 61 in., complexion fresh, hair dark brown, eyes blue, mole left side of neck, scar over right eye, several small scars on back. States he is a native of Lambeth. Has been tramping the country, stopping at casual wards and workhouses. Information to Supt. Coppinger, Chatham. MONMOUTHSHIRE, 26.— Monmouth ( County).— Sentenced to 28days' imprisonment, 24th ult., for stealing a silver spoon from a plate basket at a house where he was waiting, having sent up a card with Dr. T. F. Hodgkinson, M. A., thereon to the lady of the house— TOM FENNA HODGKINSON ( supposed false), age 66, height 6 ft., complexion dark, hair very grey and long, eyes hazel, scar on point of chin ; dress, black cloth jacket ( very long), black cloth trousers, low shoes, small low round soft felt hat with top bent in, all much worn. Has the appearance of a minister. A native of Tilstone Hall, Cheshire. Has in his possession a lot of old prayer and hymn books, all with fly leaves torn out except one that has " C. E. Wynter " written thereon. Information to Captain Berthon, Deputy Chief Con- stable, Monmouth. MONTGOMERYSHIRE. 27.— Welshpool ( County).— Sentenced to 2 months'imprisonment 1st inst., for stealing a bag con- taining £- 2 15s. ( larceny, person) — THOMAS EDWARDS, alias JAMES DENYER, age 62 ( looks much younger), height 5 ft. 5£ in., complexion fresh, hair, moustache and imperial turning grey, eyes blue, walks as if weak at knee- joints, speaks with a strong Irish, accent; dress, long black coat and vest, dark grey cloth trousers, lace boots, black hard felt hat, much worn.
