T H E POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JUNE 14, 1889. VOL. VI., No. 570. REGULA 1.' All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, GBEAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in o> ie issue, if sufficient to enable " the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature if an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7, Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIOMS. 8. Announcements of all persons to be apprehended or. of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in- the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editoi notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond <$• Co.," Post Office Order payable at Charing Cross, Postal Order, or in 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their oum subjects whether by birth or naturalisation.'' The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, bHt can not be considered bound to do so. APPREHENSIONS SOUGHT • METROPOLITAN POLICE DISTRICT. 1.— B Division.— Woodcut portrait and de- scription of ALEXANDER, alias DUNCAN and DONALD MACDONALD, MORRISON and NIC- HOLSON, a butler, whose apprehension is sought for stealing the following silver articles— 1 circular tea- pot, plain, ornament at top of lid deficient, sides much dented, handle loose and partly broken; 2 meat skewers ( one about 12 in. long, with crest— stag's head, horns and crown on neck ; one about 9 in. long, plain); 1 fish slice and fork, about 12 in. long, embossed handles, with crest— soldi?, ith flag and sword on one side, and dolphin on tiie V. oher; 14 > ns ( eight table, 6 beaded edges, with crest— stag's head, horns, and crown, 2 plain edge, with crest— soldier with flag and sword, and dolphin ; six dessert, 4 beaded edges, with crest— stag's head, horns, and crown, 2 plain edge, with crest— soldier with flag and sword; and dol- phin) ; 13 forks ( eight large: 1 with crest— a dolphin, 7 plain edge, with crest— soldier with flag and sword, and dolphin; five small, with similar crest)— age 35, height 5 ft. 45 in., complexion pale, hair ( slightly curly over ears, partly bald, and parted in centre) carroty, eyes pale grey, mole on right cheek, walks very up- right with long step, speaks with a Highland accent, and knows Gaelic; dress, grey suit, brown hard felt hat or soft grey cap. A native of Kilconquhar, Inver- ness.— CATHERINE MACDONALD, alias DODD, his wife, age 33, height 5 ft. 6 in., complexion freah, hair light brown, of ladylike appearance; dress, short black jacket, peacock blue dress trimmed broad black military braid, black straw bonnet trimmed black rib- bon and black velvet round edge. A native of Edin- burgh. Have with them a boy age 4|, with red curly hair; dress, black knicker Jersey suit and large white straw hat with black band; sometimes dressed in kilt. 2.— E Division.— For unlawfully withdrawing himself from duty as a Police- constable— ROBERT EDWARD LORD, age 36, height 5 ft. 11 in., com- plexion fair, hair dark brown, eyes grey; dress, black coat and vest, light trousers, lace boots, brown felt hat. Was last seen at Euston Station at 4.30 p. m. 22nd ult., when he stated he was going to America. A native of Pamswick, Gloucestershire. Has served in the 24th Regiment. Warrant issued. 3.— G Division.— For embezzlement— ALFRED ARNOLD FRIEDLANDER, a Hungarian, age 23, height 5 ft. 9 in., slight build, complexion fresh, hair and moustache ( slight) dark brown, middle finger right hand deformed ; dress, dark blue jacket, light check trousers, black hard felt hat. Speaks several languages. Not to be apprehended out of the United Kingdom. Warrant issued. Information to be fov^ irdsd to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 4.— For stealing ^ 49— JOHN PERRY, late of 103, Durham- road, Seven Sisters- road, London, age 31, height 5 ft. 9 or 10 in., complexion sallow, hair, mous- tache, and small side- whiskers black, walks in- kneed ; dress, dark clothes and black hard felt hat. Warrant issued. 5.— For libel— JOSE SALUSTIANO MERINO, age 39, height 5 ft. 10J in., complexion, hair, moustache and beard ( tinged with grey) dark, long features; dress, black frock coat, dark trousers, and felt hat. Warrant issued. 6.— For forgery— DARCY HILL, late of 123, Pall Mall, age about 34, height 5 ft. 9 or 10 in., stout build, hair and moustache ( cut short) light brown, broad shoulders, high cheek bones, anchor in blue ink sup- posed tattooed on one arm; dress, when last seen, dark blue morning coat and vest, grey trousers, some- times wears a double- breasted jacket and high silk hat, maker " White"; wears a gold watch, No. 23972, jVir, maker " Barwise" ; long fetter link chain ; an opal 3carf pin, surrounded with diamonds ; and a gipsy ring, set two cats- eyes, with diamond in centre. Carries a revolver. Was convicted at the Central Criminal Court in July, 1884, for fraud, in name of Hugh Hill. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BANFFSHIRE. 7.— Banff ( County).- Forfraud, 4thwit— SYMON HYMIN, alias CHARLES STEWART, age about 30, height 5 ft. 7 in., complexion dark, hair and moustache black, eyes dark, full round face; dress, dark corded tweed jacket suit ( jacket double- breasted), dark hard felt hat with narrow brim, wore a gold hoop ring about i- in wide. This man called on a merchant in Buckie and repre- sented himself as being one of the firm of Charles Stewart and Co., manufacturers of Stramonium cigar- ettes, Crown cement, and marking ink, 92, Benjonson- road, London ( false), and that he was establishing agencies throughout the country for the sale of these articles, and by offering very liberal terms in the way of commission, free advertising of the merchant's busi- ness iji local papers and at railway stations, & c., he 2 THE POLICE GAZETTE. TUESDAY, JUNE 11, 1889. induced him to accept an agency, and succeeded in defrauding him of £ 4. Is also wanted for similar offenccs at Nottingham in name of Thomas Warpole, and at Aston, Warwickshire, in name of E. Wode. Warrant issued. Information to Chief Constable Haig, Banff. BEDFORDSHIRE. £ 1 REWAHD. 8.— Bedford ( County).— For deserting his wife and family, leaving them chargeable to the Bedford Union— WILLIAM LAMB, age 46, height 5 ft. 9 in., slight build, complexion dark, hair black, eye3 dark, scar on one temple ; dre3sed as an engineer. A native of Lancashire. Was last seen near Poplar Church. Warrant issued. The above reward will be paid by the Guardians of the Bedford Union for the apprehension of Lamb. Information to Supt. Quenby, Bedford, or to Inspector Cain, Sharnbrook. BERKSHIRE. 9.— Reading ( Borough).— For forging a cheque for £ 16— A MAN, age about 22, height 5 ft. 5 in., com- plexion fair, moustache slight ; dress, black coat and vest, light trousers, and black hard felt hat. On 25th ult. he called at a gentleman's house, and said he was sent by the butcher for the account- book, as there was some error in it which had to be rectified. About half- an- hour afterwards a boy, age 14, dres ed in light brown holland jacket, who is evidently an accomplice, calltd at the butcher's shop with the book, and tendered in payment of the account of £ 1 lis. 3d. a cheque for £ 16, which had been given him by this man, who remained close at hand. The cheque was on the Union Bank of London, Chancery- lane Branch, made payable to the gentleman, and purporting to be signed by a well- known person in Beading. Another cheque, No. N 20, 03607, on Messrs. Coutts and Co., 59, Strand, was also passed same date. Similar swindles have been perpetrated at Eastbourne and other places, and it is believed that more than one man is connected with them. Warrant issued. Information to Head Constable Tewsley, Reading. BUCKINGHAMSHIRE. 10.— Slough ( County).— For stealing a suit of clothes, 8th inst. ( recovered at Windsor)— A TRAMP- ING TAILOR, age about 30, height about 5 ft. 10 in., complexion fair, hair and moustache ( heavy) sandy ; dress, dark morning coat, light trousers, and light hard felt hat. Information to Supt. Dunham, Slough. CHESHIRE. 11.— Nantwich { County).— For stealing, 9th inst, a lady's gold Geneva watch, seconds hand deficient, small brown ribbon attached— A MAN, age about 21, height 5 ft. 8 or 9 in , clean shaved ; dress, brown cloth suit, lace boots, black hard felt hat. Information to Supt. Leah, Nantwich. 12.— Chester ( City).— For attempting to extort money from her landlord, by threatening to accuse him of rape— ELLEN CUTLER, age 30 or 32, height 5 ft 2 or 3 in., complexion and eyes dark, hair dark brown ; dress, dark stuff clre33 with velvet trimmings and brass buttons down front of bodice, black fur tippet ( shabby), large black straw hat turned up at side, wore gold earrings. Has been living with her husband, George Cutler, a labourer, age about 35, height about 5 ft. 11£ in., com- plexion fair, hair, side whiskers, and moustache light brown, dimple in chin. Stated he had been 9 years in the Birmingham Police ( apparently false), 4 years as a sergeant. Probably has been in some police force. Have with them a girl 3 or 4 years of age. Warrant issued. Information to the Chief Constable, Town Hall, Chester. 13.— Stockport ( Borough).— For stealing a pair of watertight boots ( nearly new), size 7, heavily nailed — A MAN, age about 45, height 5 ft. 4 or 5 in., com- plexion fresh, Imperial, no whiskers or moustache; dress, brown overcoat ( much worn), moleskin trousers and vest; will be wearing stolen boots. A carter. 14.— Stockport ( Borough).— For stealing a hand- cart ( recovered), 27th ult.— THOMAS WOOD, a farm labourer, age about 27, height 5 ft. 5 or 6 in., com plexion, hair, and moustache dark, lost middle finger ( supposed right hand) ; dress, dark tweed jacket, black cloth trousers and vest, and lace boot3. May be found working on some farm. 15.— Stockport ( Borough).— For stealing a black • worsted coat; a blue silk handkerchief ; a brown hat; a gentleman's silver watch; a lady's long silver guard; a black leather purse; and 3 sovereigns— HUGH JONES, a joiner, late of Stockport, age 45, height 5 ft. 5 or 6 in-, complexion fresh, hair, whiskers ( bushy), and moustache dark, scars on both elbows through recent fall; dress, brown mixture plaid suit, lace boots, and brown hat. A native of Chester. Family supposed to reside at Everton, Liverpool. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. CUMBERLAND. 16 — Carlisle ( City).— For fraudulently obtaining a cheque- book on the Carlisle and Cumberland Bank, No. 133885 to 133908 inclusive, and feloniously forging and uttering the cheques so obtained— GUST A\ E JOHAN SCHWOITZ, a German Jew, age 26, height 5 ft. 6| in., complexion fresh, hair and moustache dark, rather large mouth; dress, black coat and vest, grey trousers, and cap. Supposed to be a watchmaker. Information to Chief Constable Mackay, Carlisle. DORSETSHIRE. 17.— Beaminster ( County).— For not appearing at Bridport Petty Sessions, 3rd inst., in answer to two summonses— JOHN NIC BOLLS, a bricklayer, age 48, height 6 ft, complexion fair, hair brown, eyes blue • dress, brown coat, cord or moleskin trousers, heavy boots, and black round hat. A native of Beaminster. Warrant issued. Information to Supt. Freeman, Beaminster. FLINTSHIRE. 18.— Holywell ( County).— For failing to report- License Holder JAMES PRICE, alias JONES, WM. EDWARDS, and WILLIAMS, Office No. 37330, age 41, height 5 ft. 2J in., complexion dark, hair dark brown, eyes grey, large blue scar left eyebrow, false teeth, deformed back, top of third left finger partially gone, left thumb- nail diseased. Sentenced at Carnar- von, 5th July, 1878, to 14 years' penal servitude and 7 years' police supervision for housebreaking. Licensed 2nd April, 1889. E 722. Information to Supt. Hughes, Holywell. GLOUCESTERSHIRE. 19.— Fishponds ( County).— For burglary and arson- JOHN BRITT ON, age 22, height 5 ft. 7 in., complexion fresh, hair dark brown, moustache ( slight) brown, large scar behind right ear, J. B. L. tattooed on wrists ; dress, dark coat, with thick row of bone buttons, dark cloth trousers, and hard bowler hat. A shoemaker ; native of Bristol; sometimes works as a coal- miner. , Was disch^- g^ d from the army as in- corrigible £ nd worthless. Has lived at Blaina and Newport. Warrant issued. Information to Supt. Matthews, Fishponds. HAMPSHIRE. £ 2 REWARD. 20.— Aldershot ( County).— For deserting his two children 1st February last, leaving them chargeable to the Hartley Wintney Union— FREDERICK PIERS, age about 40, height 5 ft. 9 in., complexion sallow, hair ( turning grey) brown, eyes grey, scorbutic marks left side of face. A discharged soldier. Was lately employed as agent for the Prudential Assurance Society. Left Fleet about January last The above reward will be paid by Mr. F. S. Chand- ler, clerk to the Guardians of the Hartley Wintney Union, for the apprehension of Piers. Warrant issued. Information to Supt. Brinson, Aldershot. HUNTINGDONSHIRE. 21.— Ramsey ( County).— For forgery— EDWARD DARLOW, a grocer, age 65, height 5 ft., hair ( bald) and small side whiskers white, no moustache; dress, dark clothes and soft clerical hat. May endeavour to go to America. Warrant issued. Information to Inspector Rayner, Ramsey. LANCASHIRE. 22.— Liverpool ( City).- For failing to report- Supervisee HENRY JONES, alias HENRY ED- WARD JONES, Office No. 37572, age 50, height 5 ft. 8 in., complexion sallow, hair ( grey) brown, eyes blue, scars left side head and left shin, cupping marks left breast, mole left shoulder- blade. Sentenced at Man- chester, 16th June, 1881, to 8 years' penal servitude and 7 years' police supervision for larceny. Licensed 8th May, 1889. BH 141. Information to the Chief Superintendent, Detective Department, Liverpool. 23.— Bacup ( Borough).— For deserting his family - RICHARD TAYLOR, alias " TOLO," and " LITTLE FAT MAN," age about 32, height about 5 ft. 3 in , complexion dark, hair ( bald) dark brown, moustache dark, small features, has lost nearly all his teeth, walks quickly. Formerly worked at Newcastle- under- Lyme as a bricklayer's labourer, and about 5 years ago at Burn Brae Dyeworks, Stirlingshire, as engine tenter; has also worked at stone quarrieg. A native of Staffordshire. Wariant issued. Information to Chief Constable Cumming, Bacup. 24.— Rochdale [ Borough).— For fraud— License Holder JOHN HOWARTH, alias JOHN BOUGH and JNO. ANDERSON, Office No. 36176 ( See also Case No. 21, 3rd ult.), age 37, height 5 ft. 1$ in., complexion dark, hair dark brown, eyes hazel, scars left eyebrow, inside left knee, and 3 back of neck, left testicle en- larged. Sentenced at Wakefield, after previous convic- tions at Salford and Knutsford, to 5 years' penal ser- vitude and 5 years' police supervision, 13th October, 1884, for felony. Licensed 9th October, 1888, and reported residing at Hulme, Manchester. K 896. Information to the Chief Constable, Rochdale. 25.— Salford ( Borough).— For failing to report- Supervisee ELIZABETH HEYWOOD or HAY- WOOD, Office No. 37417, age 45, height 4 ft. 8J in., complexion fresh, hair brown, eyes brown, slight birthmark centre of forehead, scar near left eye, lost all top front teeth. Sentenced at Manchester, 12th May, 1888, to 12 months' hard labour and 1 year's police supervision for larceny. 4729.— Supervisee AMOS BRIGGS, alias JOHN THOS. GREELEY, Office No. 36615, age 29, height 5 ft. 1 in., complexion fresh, hair dark brown, eyes brown, lost left thumb, part anchor left forearm, abscess scars neck. Sen- tenced at Manchester, 8th December, 1887, to 12 months' hard labour and 3 years' police supervision for larceny. 345. 26.— Salford ( Borough).— For stealing £ 20, from Salford Barracks— LACHI CORRI, alias CHARLES WILLIAM BROWN, a soldier, age 27|, height 5 ft. 5f in., complexion fresh, hair brown, eyes blue; dressed, when last seen, in regimentals as sergeant. A native of Dublin. Warrant issued. Information to the Chief Constable, Town Hall, Salford. LINCOLNSHIRE. 27.— Sleaford ( County).— For larceny ( bailee), and stealing 2 English silver lever watches, with white dials ( one in a new case) ; a lady's silver Geneva watch, with flowered back; and an old pair case verge, with broken bow— A TRAMPING GERMAN WATCH- MAKER, who gave the name of " STUMPF," age about 55, height 5 ft. 6 in., stout build, complexion dark, supposed clean shaved ; dress, dark mixture suit ( old), strong lace boots, dark peak cap, with flat top and cord across front; carries an old carpet bag and black leather knapsack. Frequently stops at places for several days cleaning watches. Warrant issued. Information to Supt. Richdale, Sleaford. MONTGOMERYSHIRE. £ 3 REWARD. 28.— Newtown ( County). — For deserting his fami'y— BENJAMIN JAMES, age 36, height 5 ft. 6 in, complexion pale, hair, whiskers, and moustache brown, eyes grey, heavy countenance, very reserved manner. Was last heard of at Cardiff in August, 1888. The above reward will be paid by the Guardians of the Newtown and Llanidloes Union for the appre- hension of James. Warrant issued. Information to the Chief Constable, Newtown. 29.— Welshpool ( County).— For being a deserter from the South Wales Borderers Militia, and stealing £ 16 ( mostly half- sovereigns) and 3s. silver, 7th inst.— THOMAS TAYLOR, age 27 ( looks older), height 5 ft. 7 in., complexion swarthy, hair dark brown, moustache ( slight) light, eye3 blue, sunken cheeks, tree in pot tattooed back of right forearm, heart and arrow on chest, bracelet left wrist, is of drunken habits, and may be found in low public- houses in the company of prostitutes; dress, brown check suit, silk check neckerchief with border, sidespring boots, black hard felt hat— all new. Information to Deputy Chief Constable Ellis, Welsh pool. NORFOLK. 30.— East Dereham ( County).— For embezzling £ 124 193. 6d.— FREDERICK BETTS, age 28, height about 5 ft. 6 in., complexion florid, hair brown, small side- whiskers and moustache, eyes light, square shoul- ders, carries his head a little forward and walks with a quick step, hesitates a little at first, is fond of betting and gambling, and is a good amateur runner for short distances. Has a brother, a butcher at Croydon, Surrey. A corn merchant's traveller, native of East Dereham. Is known at Mark lane, London, and all corn markets in the Eastern counties. Left Dereham 29th April last. Warrant issued. 31.— East Dereham [ County).— For embezzling £ 7 14s. 9d.— FREDERICK JAMES WIX, rate col TUESDAY, JUNE 299, 1889-. THE POLICE GAZETTE. 3 lector, age 30, height 5 ft. 6J in., complexion sallow, hair, small side- whiskers and moustache ( curled) dark, eyes brown, round face; dress, brown Newmarket coat, or light check suit, black hard felt hat, carried a brown portmanteau about 18 in. long, and nearly new. Left Dereham 28th ult. for Peterboro', supposed from there to Liverpool, Southampton, London, or some other seaport town en route for America or Canada, ho being a local emigration agent there. Warrant issued. Information to Supt. Symonds, East Dereham. NORTHAMPTONSHIRE. 32.— Peterborough [ City).— For an indecent assault— RICHARD DOW, harness maker, age 25, height 5 ft. 6 or 7 in, slight build, complexion dark, hair and moustache dark brown, eyes dark ; dres3, black coat, brown plaid trousers, and hard felt hat. Absconded 3rd inst., accompanied by his wife and a child about 2 years of age. Warrant issued. Information to Head Constable Lawson, Peter- borough. 33.— Northampton [ Borough).— For forgery— CHARLES WILLIAM TURNER, age 25 or 26, height 5 ft. £ or 6 in., complexion pale, hair and moustache ( very slight) dark, eyes grey, sickly appearance, legs slightly inclined to bow, of respectable appearance and good address ; may be wearing light clothes and white felt hat, and sometimes glasses. Has been a member of the Bucks Yeomanry. A solicitor's clerk. Was last seen in Leicester 6th inst., and is said to be moving about the country.
