T H E POLICE GAZETT PUBLISHED BY AUTHORITY NEW SERIES. FRIDAY, MAY 24, 1889. VOL. VI., No. 5G4. REGULA 1. " All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOB OP THE POLICE GAZETTE, GEEAT SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning- persons whose apprehension is sought wi'l be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought far serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature if an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a , " rt alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit Jo the Edito! notice of the fact, referring to the number of the announcement for insertion in the'next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for >> y nrocecdings which may result from such publication. 11. Announcements for Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond £ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for tht POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 8.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their won tubjects whether by birth or naturalisation.' The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, hot can not be considered bound to do so. APPREHENSIONS SOUGHT, METROPOLITAN POLICE DISTRICT. 1.— Convict Supervision Department.— For failing to report— License Holder GEORGE ROBERT LEE, Office No. 37529, age 32, height 5 ft. 7 in., complexion fair, hair ( thin on top) auburn, mole near bend of right forearm, scar above left knee. Sen- tenced at Wolverhampton, 13th February, 1885, to 5 years' penal servitude for fraud. Liberated on license 6th inst. Now dressed as a clergyman of the Church of England. Information to the Assistant Commissioner, Con- vict Supervision Department, Great Scotland- yard, London, S. W. 2— N Division.— For embezzlement- JOSEPH GRIFFITHS, baker's assistant, age 27, height 5 ft. 3 in., complexion fair, hair light; dress, light tweed jacket and trousers, black Oxford hat. Warrant issued. 3.— N Division— For embezzlement— WALTER COOMBES, a baker's assistant, age 20, height 5 ft. 7 in., complexion very dark, hair and eyes dark, lost several top front teeth, wears a thick strap round right wrist; dress, light jacket and vest, striped trou- sers, helmet- shape cap. Supposed native of Yarmouth. 4.— P Division.— For bigamy— JOHN HENRY OGIER, age about 40, height 5 ft. 8 in., complexion ruddy, hair ( curly) dark brown, whiskers and mous- tache brown, one rib fractured left side and slightly projects ; dress, pilot coat, woollen guernsey, moleskin trousers, and peak cap. A seaman; native of Guernsey. May be found at seaport towns between London and North Shields. Is well known at Hull and Amble. 5.— W Division.— For embezzling £ 15— WIL- LIAM COATES, age 30, height 5 ft. 9 in, complexion fresh, hair and moustache ( slight) light brown, eyes brown ; dress, black coat and vest, light trousers, black hard felt hat. A native of Norwich, where his mother resides. Has friends at Portsmouth and at Liverpool. Warrant issued. 6.— W Division.— For stealing a chestnut pony, 14 hands ; set of brass- plated harness ; and a village cart, body painted browD, picked out red, wheels red, no caps, shafts slate colour, raised back, black glazed cushion— TWO MEN, who gave the names of HENRY JONES and JOHN JACOBS; 1st, age 35, complexion fair, hair, side- whiskers ( slight), and moustache sandy ; dress, brown coat, black trousers, and brown felt hat; 2nd, age 30, complexion dark, whiskers and moustache black, shaved lower lip, Jewish appearance; dress, dark brown trousers and vest with blue stripes, and black hard felt hat. Stated they were canvassers for glass- ware for the firm of " Isaacs, Regent- street, London" ( false). Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. BERKSHIRE. 7.— Windsor ( Borough).— For embezzling £ 12— HENRY DONMALL, age 30, height 5 ft. 8 in., com- plexion fair, hair ( cut short), whiskers ( thin and strag- gling), and moustache brown ; dress, black ribbed coat and trousers, smooth black vest, lace boots, brown hard felt hat, sometimes wears a grey overcoat. Friends reside at Molesworth- street, Lewisham, Kent. Warrant issued. Information to Supt. Armour, Windsor. BUCKINGHAMSHIRE. 8.— Slouch ( County).— For obtaining 3 gold English hunter watc- Les, Nos. 26788, 45801, and 29669 ; and 3 gold albert chains, by false pretences, 13th inst. — A MAN, age about 4Q$ height 5 ft. 8 in., complexion sallow, hair black; dress, blue cloth overcoat, blue striped trousers, and black hard felt hat. Spoke with a foreign accent. Supposed to be a Frenchman. His modus operandi is to visit jewellers' shops wear- ing an academist cap, states he requires a watch and chain as a present for his Royal Highness Prince Teck, who is a student at Eton College, and absconds with whatever he may obtain. Warrant issued. Information to Supt. Dunham, Slough. CAMBRIDGESHIRE. 9.— Cambridge ( Borough).— For obtaining money, 4th inst, by means of a forged cheque drawn upon Messrs. Hall, Bevan, West, and Be van's Bank, Hove, by Thomas Dobson, in favour of Mr. John Wilson— THOMAS DOBSON, alias JOHN WILSON, SMITH, and PBINCE, age about 25, height 5 ft. in., stout build, hair, moustache, and whiskers ( small) dark, shaved on chin, large mouth, thick lips, large broad nose ; dres3, dark overcoat ( rather short), check trousers, lace boots with large pointed toe- capa ; carried a black silk umbrella. His modus operandi is to engage lodgings in a respect- able part of the town, call at shops making small pur- chases, for which he tenders a cheque, drawing the balance in cash, and asks that the goods may be sent to bis lodgings. Is also wanted at Reading for a similar offence. Information to the Chief Constable, Cambridge. CHESHIRE. 10.— Macclesfield ( County).— For stealing a watch ( recovered) at Gawsworth, 6th inst.— JAMES WHITTINGHAM ( supposed false), age about 56, height 5 ft. 3 or 4 in., complexion ruddy, hair ( turn- ing grey) light brown, eyes brown; dress, drab slop, corduroy trousers, soft black felt hat. Warrant issued. Information to Supt. Downes, Macclesfield. 11.— M iddlewich ( County).— For obtaining money by false pretences, 6th inst.— A MAN, age 30 to 35, height 5 ft. 9 or 10 in., complexion fresh, moustache and whiskers ( under chin) sandy, clean shaved at 2 T H E POLICE GAZETTE. He called at a shop at Buglawton, stated he was an inspector of weights and measures, examined thq weights and scales, which he said were defective, and took the shopkeeper's name and address, saying he couli fine her 30d., but would say no more about it on pay- ment of a small turn, which he obtained, promising to bring a man in a few days to adjust the scales. 12.— Middlewich ( County).— For stealing, 13th inst.— A brown mare cob, aged, about 15 hands, blind left eye, short upper jaw, long tail cut level— A MAN, age about 21, height 5 ft. ( 5 or 7 in., round shouldered ; dress, brown plaid jacket, tight fitting trousers, brown hard felt hat; appearance of a horsedealer or man that travels with shows. Information to Supt. Plant, Middlewich. 13.— Nantwich ( County).— For obtaining food, lodgings, and 6s. by false pretences, on 10th and 11th inst. WOOTTON, age about 27, height 5 ft. 3 or 4 in , complexion sallow, hair ( cut short) dark, mous- tache dark brown, eyes brown, very small feet, promi- nent teeth; dress, dark brown plaid suit, small pat- tern, black- and- white striped shirt, white collar turned down at corners, blue or lavender colour neck- tie with round brass scarf- pin, black hard felt hat, wore a ring, set black stone, on left hand. This man called at a private house at Crewe, stating he had come from London, was engaged as a booking clerk at Crewe railway station, and had been recom- mended there for lodgings. On the following morning he borrowed 6s to go to the station to fetch his lug- gage, but did not return. ( Supposed same as described in Case No. 51, 29th March last. Is also wanted at Leek for a similar offence, see Case No. 49). Information to Supt. Leah, Nantwich. 14.— Runcorn ( County).— For stealing 13s. 6d., from a boy in the street— A MAN, age 25 to 30, height 5 ft. 9 in., complexion dark, hair, whiskers, and mous- tache black, blue serge suit ( new) and hard felt hat. He enticed the boy down an entry on pretext of hav- ing a basket to carry, for which he would give him 3d Supposed wanted in other towns for robbing children of their parents' wages. Warrant issued. Information to Supt. Large, Runcorn. 15.— Stockport ( Borough).— For stealing, 20th inst., a silver Geneva watch, No. 55324— THOMAS MORRIS, age 19, height 4 ft 11 in , complexion fresh, hair dark, eyes brown, round face, one eye bloodshot; dress, dark tweed jacket, moleskin trousers, lace boots ( nearly new), double psak cap. May seek employment on a barge or canal bank. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. CORNWALL. 16— Bodmin ( County).— For obtaining, by false pretences, 1 lady's gold watch, No. 121545, gold dial and dome ; 1 lady's 18- carat gold watch, gold plated dome ; 1 silver half- hunter watch, Swiss make, fancy dial, enamel, with" W. Wehrley, Bodmin," inside casa ; 1 silver watch, No. 1403 or 1803, silver dial; 1 silver albert, composed of three rows of chains, centre piece with 2 silver balls each side, silver tassel with hook ; 1 silver albert, large links, very light pattern, with tassels— COLOUR- SERGEANT JOHN BLOXAM, a deserter from the Duke of Corn vall's Light Infantry, age 33, height 5 ft. 7£ in., complexion fair, hair dark brown, eyes hazel, impediment in speech, slightly bow- legged right leg ; dre3sed in plain clothes. Warrant issued. Information to Supt. Middle, Bodmin. DERBYSHIRE. 17.— Derby ( Borough).— For stealing, 4th inst.— A Russian chestnut horse pony, aged, 14 hands 2 in., white star on forehead, off hind foot white, slouched ears ( mane has been cut on top, and hangs both sides), tail not docked ; 1 set of black leather harness, metal plated, nearly new, brass rings to bit; and a low trap to carry 4 persms, wicker side3, painted dark green, with light sreen lines ; 1 waterproofing, black outside, spotted inside; 2 dark green ribbed cushions ; 1 small cocoanut mat; and 1 long whip, marble colour handle — TAYLOR, who hired the horse and trap for twohours, age about 50, height 5 ft 9 in., complexion fresh, hair ( turning grey) brown, s'de whiskers and moustache ( turning grey) sandy; dress, dark brown check suit, and black hard felt hat. Information to the Chief Constable, Town Hall, Derby. 18.— GIossop [ Borough).— For stealing a horse- rug ( recovered) — THOMAS LOCKWOOD, alias " PUDDING," age 23 or 24, height 5 ft, 8 or 9 in., complexion pale, hair dark brown, impediment in speech. A native of Thurlstone, near Penistone, Yorkshire. Warrant issued. 19— GJossop ( Borough).— For obtaining food, lodging, and 6s. by false pretences — CHARLES JOHNSTONE, age about 60. height about 5 ft. 11 in., complexion very fresh, hair ( cut short and inclined to curl) dark brown, moustache ( heavy) brown, eyes grey, scar left eyebrow, square shoulders, walks very erect; dress, black cloth coat and vest, broad ribbed, cotton cord trousers, blue and green paid scarf, old military boots, black worsted cap hooked down in front. Stated he had served in the Royal Horse Artillery, and was in receipt of a pension, that he was an Instructor of Gunnery in the Seaforth Militia, and was going there for drill on the 20th inst. Warrant issued. Information to Chief Constable Hodgson, GIossop. DORSETSHIRE. 20.— Beaminster ( County).— For stealing, at Melplash, l9tb inst., a long blue ribbed overcoat ( slight rip on shoulder)— A TRAMP, age about 35, height 5 ft. 3 in., hair light brown, lost forefinger of one hand, injury to chest; wore brown trousers, but had no coat on, and carried the stolen coat in a rush basket. Stated he served in the Royal Artillery as driver. Information to Supt. Freeman, Beaminster. 21.— Dorchester ( County).— For stealing a £ 5 Bank of England note, No. 2a4 92598, and £ 6 in money — ALBERT MAGUIRE, a" private of the Dorset Militia, age 22, height 5 ft. 6 in., complexion fair, hair auburn, slight moustache, eyes brown, slight fulnes3 of left spermable vein ; dre3?, dark check suit, white scarf, and black bowler hat. Has been employed as officer's servant. Is well- known at the " Angel" Inn and Paragon Music- hall, Clerkenwell, and in the Whitechapel- road, London. Warrant issued. Information to Supt. Gale, Dorchester. 22— Ware ham ( County).— Woodcut portrait and description of JOSEPH HARDY, whose apprehen- sion is sought for embezzling £ 86 9s. 4d.— a^ 38 height 5 ft. 8 in., complexion fresh, hair, small side whiskers, pointed beard, and moustache ( rather heavy) sandy, eyes supposed grey, of gentlemanly appearance ; dress, light dust overcoat, dark trousers, and black hard felt hat. Carried a black leather bag ( shape of a carpet bag) about 2 ft. long and 2 feet deep. A clerk ; native of Swanage, Dorset. Warrant issued. Information to Supt. Feltham, Wareham. DURHAM. 23— Durham ( County).— For stealing, at Wel- lington, 15th uit., a silver lever watch ( recovered at Stockton) and a black corded cloth coat- THOMAS CO WELL, age 23, height 6 ft. 0j in., complexion dark, hair ( cut short) dark brown, no whiskers or mous- tache ; dressed in stolen coat, black trousers and vest, stand- up collar, red necktie, lace boots, and old felt hat or grey cap. A labourer or miner; native of Felling, near Gateshead, and speaks with a Tyneside accent. Was convicted of larceny at Castle Eden in December last. Warrant issued. Information to Supt. Dunn, Durham. ESSEX. £ 2 ESWASD. 24.— Chelmsford ( County).— For deserting his wife and children, 30th January last, leaving them chargeable to the Common Fund of the Poor Law Union of Chelmsford— WILLIAM GEORGE FAR- ROW, age about 34, height 5 ft. 7 in, complexion, hair, and eyes dark, large mark of burn or scald back of neck. A native of Chelmsford. Has married sisters residing at Jupp- road, Lett- road, Stratford, and Wil- cox- road, South Lambeth, whom he is likely to visit" May be living with a single woman named Kate Chat- ton, of Harleston, and may seek employment at gas- works. ( Cases No. 9, 12th, and No. 20, 19</ t ult.) Warrant issued. The above reward will be paid by the Chelmsford Guardians for the apprehension and conviction of Farrow. Photograph will be forwarded on application. 25.— Witham ( County).— For perjury— AGNES HANNAH SMITH, age 21, height about 5 ft. 6 in., complexion fresh, hair dark brown, eyes ( large and very full) grey, scar across bridge of nose ; dress, black serge dress, black fur cape, and black straw hat trimmed with black crape. A native of Witham. Sup- posed to be in the neighbourhood of Sto/: eNewington. Absconded 3rd inst. Warrant issued. Information to Supt. Allen, Witham. GLOUCESTERSHIRE. 26.— Dursley ( County).— Woodcut portrait and description of JAMES ORGAN, whose apprehension is sought for forgery— age about 55, height 5 ft. 8 or 9 in., complexion fresh, hair light brown, small side- whiskers, heavy moustache ( now believed to be clean shaved), eyes blue, inclined to be corpulent, peculiar squeaking voice; dress, loose- fitting plaid suit. A shoemaker; native of Dursley. May endeavour to leave the country. Warrant issued. Information to Supt. Harrison, Dursley. HAMPSHIRE. 27.— Portsmouth ( Borough).— For stealing, 4th inst., 2 £ 10 Bank of England notes, Nos. 84602, 84603, or 84604, dated Portsmouth, October 20th, 1885 ; 3 £ 5 Bank of England notes; 2 postal orders ( one for 20s , one for 10s.); 1 black ribbed cloth morning coat; 1 pair of light grey trousers, " Walton " on buttons— JOHN HULLAH, age about 34, height 5 ft. 7 in., complexion fresh, hair ( bald on top) dark brown, moustache ( small) brown, eyes grey, stoops when walking, and turns his feet outwards. A deserter from the Royal Marine Light Infantry. Information to Chief Constable Cosser, Portsmouth. HEREFORDSHIRE. 28.— Leominster ( County).— For obtaining £ 6 by false pretences— THOMAS RUTTER, alias THOMAS LEE, age 26, height 5 ft. 9 in., complexion fresh, hair dark brown, moustache ( slight) light, eyes grey, walks very upright; dress, dark jacket, dark cord trousers and vest, black bowler hat. May be found hay- trussing or bark- stripping. A native of Worcester. Warrant issued. Information to Supt. Strang ward, Leominster. 29.— Weobley ( County).— For failing to appear at the Petty Sessions, 8th ult., for stealing 2 ferrets at Clifford, 3rd February last— WILLIAM PROBERT, age 30 t3 33, height 5 ft. 3 or 4 in., complexion fair, hair and small side whiskers dark brown, eyes hazel; dress, dark grey jacket and vest, cord trousers, strong lace boots, soft felt hat. A native of Hay, Brecon- shire. Is a notorious poacher, and may be found in the company of poachers, or at work in woods, timber felling or bark stripping. Warrant issued. Informations to Supt. Ovens, Weobley. TUESDAY, MAY 21, 1889. T H E P O L I C E GAZETTE. 3 KENT. 30.— Canterbury ( County).— For deserting his wife and family— FREDERICK BROWNING, age 28, height 6 ft., complexion fresh, hair light sandy, moustache ( slight) light, eyes blue, scar supposed on neck under shirt collar; dress, blue overcoat with velvet collar, brown striped trousers, and lace boots. A native of Whitstable. Has been employed as agent by Mr. Howell, 49, Mortimer- street, Regent- street, and Mr. Cowan, 30 or 38, Bridge- street, Blackfriars. Has a brother residing at Malfort- road, Denmark- hill. Warrant issued. Information to Superintendent Wood, Canterbury. 31.— Chatham [ County).— For failing to surrender to his recognisance at Chatham Police Court, 2nd inst. — RICHARD SEARS, age about 40, height 5 ft. 7 in., complexion sallow, hair ( cut close and turning grey) dark brown, little or no whiskers or moustache, long careworn- looking face, appearance of a hotel- waiter. Has recently kept a beer- house. Left Chatham 30th ult. with the intention of going to America. Warrant issued. Information to Supt. Coppinger, Chatham. - AARON GRODNER, a traveller, age 40 to 45, height 5 ft. 6 in., complexion fresli, hair, whiskers, and moustache ( turning grey) black, speaks with an American accent, and holds his head on one side ; dress, black cutaway coat and vest, collar and fell tie, black billycock hat. Had in his possession a black leather bag, and generally carries an umbrella. A Jew. Warrant issued. Information to Chief Constable Wood, St. Helen's. 38.— Warrington ( Borough).— For failing to report- License Holder THOMAS LOWE, alias HART, LANGHAM, and BRYAN, Office No. 37143, age 48, height 5 ft. 5 in., complexion dark, hair ( curly) brown, eyes hazel. Sentenced at Leeds, 5th January, 1885, to 5 years' penal servitude for larceny. Licensed 27th February, 1889. C L 38. Information to the Chief Constable, Borough Police, Warrington. OXFORDSHIRE. 44— Henley- on- Thames ( County).— For steal- ing 1 overcoat, 4 sheets, 1 tablecloth, 1 shirt, and 1 blanket ( recovered)- LOUISA THOMAS, age 50, height 5 ft., complexion pale, hair brown ; dress, dark clothes ( much worn). A native of Henley- on- Thames. Warrant issued. Information to Supt. Keal, Henley- on- Thame3. This man visits schools, etc., and asks to be allowed to take photographs of the building, obtains payment in advance, and promises to send the cards by a certain date, but fails to do so. Was convicted at Maid- stone in July, 1866, for robbery, and sentenced to 7 years' penal servitude ; and at Aylesbury in January, 1874, for larceny, and sentenced to 10 years' penal ser- vitude and 7 years' police supervision. His modus operandi is to call upon a householder, and engage lodgings, representing he is a French cap- tain in receipt of a pension of £ 170 a year, but in con- sequence of some misunderstanding with the authori- ties payment is delayed. A native of West- bury, Gloucestershire. Was employed as commercial traveller at £ 6 per week expenses, and 2£ per cent, commission, sent in bogus orders, and so obtained about £ 100 on various dates. He is evidently a clever swindler, and it is supposed he has been previously convicted and wanted for similar offences. When arrested at Twickenham, London, a paper was found in his possession referring to a prosecution in 1884 by a firm named A. and R.
