THE POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MAY 17, 1889. VOL. VI., No. 5G2. REGULA 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, GEEAT SCOTLAND YABD, LONDON, S. W. SY 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable ; the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of some person responsible for \ ' the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of ! stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per \ portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature \ f an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. HONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted i » the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editot notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. lliey must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Poital Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor NOTICE. EXTRADITION. A Declaration was signed in London on the 2lat of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their oion tubjects whether by birth er naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT, METROPOLITAN POL1GE DISTRICT. 1.— N Division.— For stealing, 27th ult, 1 gentleman's gold demi - hunter watch, maker " McCabe"; 1 lady's gold neckchain, pillar pattern, weight 3 oz. 15 dwt.; 1 gold collarette with pendant, fringe pattern; 13 gold ring3 ( four ladies' hoop dia- mond ; three set five stones ; one set twelve stones; two set two stones; one green enamel shank; one half pearl in centre; one set ruby and sapphire ; one dead gold scarf, set three diamonds); 1 diamond collar stud, fitted with screw ; . silver collarette, with bracelet, Indian filigree; 2 pairs diamond earrings ( one set blue enamel, with twelve brilliants ; one set seven stones in cluster) ; 1 pearl brooch, blue enamel; 1 chatelaine chain, with charms, consisting of tea kettle, locket, and key, set turquoise ; and £ 60 in £ 5 Bank of England notes— MARTHA JOSEPHINE ROWE, age 26, height 5 ft. 3 in., complexion dark, hair dark brown, eyes dark ; dress, dark tight- fitting jacket, snuff- colour dress, lace boots, and straw bonnet- — BERNARD SCANNELL, age 33, height 5 ft. 9 in., complexion dark, hair and moustache dark bro^ n, eyes ( deep set) dark; dress, dark double- breasted jacket, dark trousers and vest, lace boots, black hard felt hat. A native of East- end of London. Is a professional pugilist; attends boxing saloons, and gives lessons in boxing. Warrant issued. 2. — P Division.— For stealing a lady's gold open- face Geneva watch, edge of case dented from fall, 7th inst.— JOHN TERRY, age 40, height 5 ft. 6 in., com- plexion fair, hair brown, whiskers and moustache sandy ; dress, black diagonal coat and vest, blue serge military trousers ( seam cut out), sidespring boots with military fronts, hard felt hat. A jobbing watch and clock cleaner. His father resides at Farnham, near Aldershot, whom he may visit. He also travels the provinces repairing watches, clocks, & c , carrying a black bag containing his tools. 3 — T Division.— For stealing, 6th inst, a chest- nut mare, 4 years, 15 hands, lump oa off hind fetlock, silver mane and long tail; a set of cart harness, metal plated, " H. F." on bridle and breeching; and a high springcart, body painted chocolate picked out red, wheels painted red, " H. Fraser, 2, Munster- road, Fulham," on panel and off- side shaft— TWO MEN : 1st, tall, very thick black moustache ; dress, light coat, tweed trou- sers, and black hard felt hat.— 2nd, height 5 ft. 8 in., moustache light, mutton chop whiskers ; dress, black pilot coat, dark cord trousers, black necktie, and black hard felt hat. BERKSHIRE. 4.— Reading [ Borough).— For failing to report- Supervisee ELIJAH MARTIN, alias MICHAEL MOCLOUSE and ELIJAH LIGHTWOOD, Office No. 37338, age 36, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes brown, bald crown, star on right forearm, anchor, cross, and pedestal left forearm. Information to the Chief Constable, Readirg. 5.— Windsor ( Borough).— For embezzling .£ 12— HENRY DONMALL, age 30, height 5 ft. 8 in., com- plexion fair, hair ( cut short), whiskers ( thin and strag- gling), and moustache brown; dress, black ribbed coat and trousers, smooth black ves', lace boots, brown hard felt hat, sometimes wears a grey overcoat. Friends reside at Molesworthstreet, Lewisharu, Kent. Warrant issued. Information to Supt Armour, Windsor. BUCKINGHAMSHIRE. G.— Slough ( County) — For obtaining 3 gold English hunter watches, Nos. 26788, 45801, and 29669 ; and 3 gold albert chainp, by false pretences, 13th inst. — A MAN, age about 40, height 5 ft. 8 in., complexion sallow, hair black; dress, blue cloth overcoat, blue striped trousers, and black hard felt hat. Spoke with a foreign accent. Supposed to be a Frenchman. His modus operandi is to visit jewellers' shops wear- ing an academist cap, states he requires a watch and chain as a present for his Royal Highness Prince Teck, who is a student at Eton College, and absconds with whatever he may obtain. Warrant issued. Information to Supt. Dunham, Slough. CAMBRIDGESHIRE. 7.— Cambridge ( Borough).— For obtaining money, 4th inst, by means of a forged cheque drawn upon Messrs. Hall, Bevan, West, and Bevan's Bank, Hove, by Thomas Dobson, in favour of Mr. John Wilson— THOMAS DOBSON, alias JOHN WILSON, SMITH, and PBINCE, age about 25, height 5 ft. 5£ in., stout build, hair, moustache, and whiskers ( small) dark, shaved on chin, large mouth, thick lips, large broad nose ; dres3, dark overcoat ( rather short), check trousers, lace boots with large pointed toe- caps ; carried a black silk umbrella. Hi a modus operandi is to engage lodgings in a respect- able part of the town, call at shops making small pur- chases, for which he tenders a cheque, drawing the balance in cash, and asks that the goods may be sent to his lodgings. Is also wanted at Reading for a similar offence. Information to the Chief Constable, Cambridge. Downes, Macclesfield. 9.— M iddlewich { County).— For stealing 2 brick- layer^ trowels and 1 hammer— HARRY VERNON, alias CORDER, age 40, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes grey * dress, dark cloth jacket, white cord trousers and vest, white cotton muffler, lace boots, hard felt hat— all old. A native of Weaverham. Warrant issued. 10.— M idd lewich { County).— For obtaining money by false pretences, 6th inst.— A MAN, age 30 to 35, height 5 ft. 9 or 10 in., complexion fresh, moustache and whiskers ( under chin) sandy, clean shaved at sides ; dress, blue serge suit, white Shakespeare col'ar and front, dark silk tie, and hard felt hat; of respectable appearance. He called at a shop at Buglawton, stated he was an inspector of weights and measures, examined the weights and scales, which he said were defective, and took the shopkeeper's name and address, saying he could fine her 30s., but would say no more about it on pay- ment of a small sum, which he obtained, promising to bring a man in a few days to adjust the scales. Information to Supt. Plant, Middlewich. 11.— Nantwich { County).— For obtaining food, lodgings, and 6s. by false pretences, on 10th and 11th inst. WOOTTON, age about 27, height 5 ft. 3 or 4 in-, complexion Eallow, hair ( cut short) dark, mous- tache dark brown, eyes brown, very small feet, promi- nent teeth; dress, dark brown plaid suit, small pat- tern, black- and- white striped shirt, white collar turned down at corners, blue or lavender colour neck- tie with round brass scarf- pin, black hard felt hat, wore a ring, set black stone, on left hand. This man called at a private house at Crewe, stating he had come from London, was engaged as a booking clerk at Crewe railway station, and had been recom- mended there for lodgings. On the following morning he borrowed 6s. to go to the station to fetch his lug- gage, but did not return. { Supposed same as described in Case No. 51, 29th March last, and to be also wanted at Stafford for a similar offence on 7th and 8th inst.) Leah, Nantwich. 12.— Runcorn { County).— For failing to report- Supervisee JOHN WILSON, Was TIMOTHY FLAN- NIGAN, JOHN SMITH, and WILLIAM JOHN- SON, Office No. 37555, age 55, height 5 ft. 5 in., complexion dark, hair and eye3 grey, right foot fractured ( lame), slightly pockmarked. Sentenced at Wakefield, 12th February, 1877, to 10 years' penal ser- vitude and 5 years' police supervision for larceny. Information to the Superintendent, County Police, Runcorn. 15.— Glossop ( Borough).— For stealing a horse- rug { recovered) — THOMAS LOCKWOOD, alias " PUDDING," age 23 or 24, height 5 ft. 8 or 9 in., complexion pile, hair dark brown, impediment in speech. A native of Thurlstone, near Penistone, Yorkshire. Warrant issued. 16.— Giossop { Borough).— For obtaining food, lodging, and 6s. by false pretences- CHARLES JOHNSTONE, age about 60. height about 5 ft. 11 in., complexion very fresh, hair ( cut short and inclined to curl) dark brown, moustache ( heavy) brown, eyes grey, scar left eyebrow, square shoulders, walks very erect; dress, black cloth coat and vest, broad ribbed, cotton cord trousers, blue and green paid scarf, old military boots, black worsted cap hooked down in front. Stated he had served in the Royal Horse Artillery, and was in receipt of a pension, that he wa3 an Instructor of Gunnery in the Seaforth Militia, and was going there for drill on the 20th inst. Warrant issued. Information to Chief Constable Hodgson, Glossop. DORSETSHIRE. 17.— Dorchester { County).— For stealing a £ 5 Bank of England note, No. 92598, and £ 6 in money — ALBERT MAGUIRE, a" private of the Dorset Militia, age 22, height 5 ft. 6 in., complexion fair, hair auburn, slight moustache, eyes brown, slight fulness of left sperm able vein ; dress, dark check suit, white scarf, and black bowler hat. Has been employed as officer's servant. Is well- known at the " Angel" Inn and Paragon Music- hall, Clerkenwell, and in the Whitechapel- road, London. Warrant issued. Information to Supt. Gale, Dorchester. 18— Wareham ( County).— Woodcut portrait and description of JOSEPH HARDY, whose apprehen- sion is sought for embezzling .£ 86 93. 4d.— age 38, height 5 ft. 8 in., complexion fresh, hair, small side whiskers, pointed beard, and moustache ( rather heavy) sandy, eyes supposed grey, of gentlemanly appearance ; dress, light dust overcoat, dark trousers, and black hard felt hat. Carried a black leather bag ( shape cf a carpet tag) about 2 ft. long and 2 feet deep. A clerk ; native of Swanage, Dorset. Warrant issued. Information to Supt. Feltham, Wareham. DURHAM. 19.— Sunderland ( Borough).— For housebreak- ing, 29th ult., and stealing £ 55 gold, silver, and bronze, and 2 cancelled Postal Orders for 4s. each— GEORGE QUAIL, age 18, height 5 ft. 3 or 4 in., complexion fresh, round face, hair dark auburn, heavy eyebrows; dress, short dark grey jacket and vest, narrow striped cloth trousers, dark quartered cap with peak— all daubed with flour. Has relations in Blyth, North- umberland. Stated he intended going to Manchester and the Paris Exhibition. Warrant issued. Information to Chief Constable Huntley, Sunder- land. 20.— Durham { City).— For stealing, 26th ult., 1 pair of trousers and 1 pair of drawers— HENRY VAL- LANCE, alias WILLIAM COLLIN, THOMAS WAT- SON, and YOUNG, age 21, height 5 ft. 5 in., com- plexion pale, hair brown, eyes grey, large mouth, bracelet tattooed left wrist, " H. V." and " W. C." back of right hand. Supposed native of Sunderland or South Shields. Has been convicted at Durham, New- castle- on- Tyne, West Hartlepool, Middlesbrough, and other places. Warrant issued. Information to Supt. Dunn, Durham. ESSEX. £ 2 REWARD. 21.— Chelmsford { County).— For deserting his. wife and children, 30th January last, leaving them chargeable to the Common Fupd of the Poor Law Union of Chelmsford— WILLIAM GEORGE FAR- ROW, age about 34, height 5 ft. 7 in, complexion hair, and eyes dark, large mark of burn or scald back of neck. A native of Chelmsford. Has married sisters residing at Jupp road, Lett- road, Stratford, and Wil- cox- road, South Lambeth, whom he is likely to visit- May be living with a single woman named Kate Chat- ton, of Harleston, and may seek employment at gas- works. { Cases No. 9, 12th, and No. 20, 19th ult.) Warrant issued. The above reward will be paid by the Chelmsford Guardians for the apprehension and conviction of Farrow. Photograph will be forwarded on application. 22.— Chelmsford { County).— For stealing, at Woodham Ferris, 18th ult., 1 spirit level ( recovered), 1 chalk line about 86 yards long, wound on to a piece of lath; 1 small pointing trowel, ferrule deficient, handle slightly cracked— JACK SHARPE, age about 50, height about 5 ft- 9 or 10 in., slight build, hair, whiskers and moustache ( turning grey) dark, chin shaved, birthmark or scar on side of neck; dress, black coat with white specks, corduroy trousers with bell bottoms, old shoes with piece out out of right one near ankle, black hard felt hat. A tramping brick- layer ; supposed native of Kent. { See Case No. 59.) Warrant issued. Information to the Deputy Chief Constable, Chelms- ford. 23.— Witham { County).— For perjury— AGNES HANNAH SMITH, age 24, height about 5 ft. 6 in., complexion fresh, hair dark brown, eyes ( large and very full) grey, scar acroES bridge of nose ; dress, black serge dress, black fur cape, and black straw hat trimmed with black crape. A native of Witham. Sup- posed to be in the neighbourhood of Sto/: e Nevvington. Absconded 3rd inst. Warrant issued. Information to Supt. Allen, Witham. GLOUCESTERSHIRE. 24.— Dursley { County).— Woodcut portrait and description of JAMES ORGAN, whose apprehension is sought for forgery— age about 55, height 5 ft. 8 or 9 in., complexion fresh, hair light brown, small side- whiskers, heavy moustache, eyes blue, inclined to be corpulent, peculiar squeaking voice; dress, loose- fitting plaid suit. A shoemaker; native of Dursley. May endeavour to leave the country. Warrant issued. Information to Supt. Harrison, Dursley. HAMPSHIRE. 25.— Portsmouth { Borough).— For stealing, 4th inst., 2 £ 10 Bank of England notes, Nos. 84602, 84603, or 84604, dated Portsmouth, October 20th, 1885; 3 £ 5 Bank of England notes; 2 postal orders ( one for 20s., one for 10s.); 1 black ribbed cloth morning coat; 1 pair of light grey trousers, " Walton" on buttons— JOHN HULLAH, age about 34, height 5 ft. 7 in., complexion fresh, hair ( bald on top) dark brown, moustache ( small) brown, eyes grey, stoops when walking, and turns his feet outwards. HEREFORDSHIRE. 26.— Weobley { County).— For failing to appear at the Petty Sessions, 8th ult., for stealing 2 ferrets at CORNWALL. 13.— Bodmin [ County).— For obtaining, by false pretences, 1 lady's gold watch, No. 121545, gold dial and dome ; 1 lady's 18- carat gold watch, gold plated dome; 1 silver half- hunter watch, Swiss make, fancy dial, enamel, with" W. Wehrley, Bodmin," inside case ; 1 silver watch, No. 1403 or 1803, silver dial; 1 silver albert, composed of three rows of chains, centre piece with 2 silver balls each side, silver tassel with hook; 1 silver albert, large links, very light pattern, with tassels— COLOUR- SERGEANT JOHN BLOXAM, a deserter from the Duke of Corn-. vall's Light Infantry, age 33, height 5 ft. 7| in., complexion fair, hair dark brown, eyes hazel, impediment in speech, slightly bow- legged right leg ; dressed in plain clothes. DERBYSHIRE. 14.— Derby { Borough).— For stealing, 4th inst.— A Russian chestnut horse pony, aged, 14 hands 2 in., white star on forehead, off hind foot white, slouched ears ( mane has been cut on top, and hangs both sides), tail not docked ; 1 set of black leather harness, metal plated, nearly new, brass rings to bit; and a low trap to carry 4 persons, wicker sides, painted dark green, with light green lines ; 1 waterproofing, black outside, spotted inside; 2 dark green ribbed cushions ; 1 small cocoanut mat; and 1 long whip, marble colour handle — TAYLOR, who hired the horse and trap for two hours, age about 50, height 5 ft, 9 in., complexion fresh, hair ( turning grey) brown, side whiskers and moustache ( turning grey) sandy; dress, dark brown check suit, and black hard felt hat. Information to the Chief Constable, Town Hall, Derby. P O L I C E GAZETTE. 3 • Clifford, 3rd February last— WILLIAM PROBERT, age 30 to 33, height 5 ft. 3 or 4 in., complexion fair, > hair and small side whiskers dark brown, eyes hazel; dress, dark grey jacket and vest, cord trousers, strong lace boots, soft felt hat. A native of Hay, Brecon- shire. Is a notorious poacher, and may be found in the company of poachers, or at work in woods, timber felling or bark stripping. Warrant issued. Informations to Sapt. HERTFORDSHIRE. 27.— Hertford ( County).— For burglary, 4th inst., - at North Mimms, and stealing 1 pair shooting boots, nearly new; 1 pair kid top walking boots; 1 child's silver knife and fork, ivory handles, with monogram " M. F. L." thereon; 1 grey ribbed cloth overcoat, right sleeve partly worn, usual pockets, grey lining, maker " Wilcox and Woodhouse, Princes- street, Hanover- square"; 1 grey vest, with two pockets— HENRY ANGELL, age 30, height 5 ft. 8 or 9 in, • complexion, hair, side whiskers, and moustache dark, • eyes blue; dress, dark morning coat, no pockets, dark ve3t, dark diagonal trousers, and black hard felt hat. A native of Water End, North Mimms. Is well known at Barnet and neighbourhood. Left behind him a pair of watertight boots, clumped, marked inside in ink 8- 2- 1064- 3. Warrant issued. Information to Supt. Parish, Hertford. KENT. 28.— Chatham [ County).— For failing to surrender to his recognisance at Chatham Police Court, 2nd inst. RICHARD SEARS, ago about 40, height 5 ft. 7 in., complexion sallow, hair ( cut close and turning grey) dark brown, little or no whiskers or moustache, long • careworn- looking face, appearance of a hotel- waiter. Has recently kept a beer- house. Left Chatham 30th ult. with the intention of going to America. Warrant issued. Information to Supt. Coppinger, Chatham. LANCASHIRE. 29.— Bury ( County).— For failing to report- Super visee MARY EMMA HEALEY, Office No. 37416, age 22, height 5 ft. 1 in., complexion fresh, hair light brown, eyes grey. Sentenced at. Salford, 9th January, 1888, to 15 months' imprisonment and 4 years' police supervision for larceny. Information to the Superintendent, Cour. ty Police, Bury. 30.— Hurst ( County).— For failing to surrender to his bail for unlawfully wounding at Ashton- under- Lyne, 15th ult.— THOMAS SEYMOUR, age 44, height 5 ft. 10 in., complexion fresh, hair dark brown, eye3 grey, large mole centre of back, scar left eyebrow, and one or two fingers left hand from recent wounds; dress, black walking coat, brown tweed trousers, brown felt hat. A blacksmith; native of Ashton- under- Lyne. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Supt. Hewitt, Hurst, Ashton- under- Lyne. 31.— Leigh ( County).— For failing to report— Supervisee WILLIAM HAMPSON, Office No. 34682, age 40, height 5 ft. 4 in., complexion dark, hair dark brown, eyes brown. When arrested at Twickenham, London, a paper was found in his possession referring to a prosecution in 1884 by a firm named A. and R.
