POLICE THE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MAY 3, 1889. VOL. VI., No. 558. REQULA 1. All announcements for insertion in the POLICE GAZETTE, and ad communications upon them, should he addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable * the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of some person responsible for > the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a tost of 15s. per portrait, and of 7s. 6i. per photograph or sketch of a stolen article, including the expense of engraving on wood. 4. Every announcement, if for the apprehension of a person, must be guaranteed by the signature ^ tf an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in forte against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. J, Announcements concerning stolen property must be guaranteed by an officer of not lets rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to bt apprehended or of stolen property bear a number, and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted I> » the POLICE GAZETTE, must, on their apprehension or recovery, at once trammit to the Editoi notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one sidt of the paper only, be in tht usual form, and accompanied by a covering letter. 12. All payments must be in advance,* either at the office, Great Scotland Yard, by cheque, crossed " Drummoni $ Co.," Post Office Order payable at Charing Cross, Poital Order, or in Stamps. 13. Advertisements are accepted for tht POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in circular of the 7th of November, 1863. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLIOS GAZETTE, may be at once noti- fied to the Editor NOTICE. EXTRADITION. A Declaration was signed in London on the Slst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own nibjsets whether by birth or naturalisation.' The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, bat can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C. I. Department.— Woodcut portrait and description of ANNIE LLOYD, who escaped from H. M.' s Prison, Millbank, 20th ult., while undergoing a sentence of 12 months' imprisonment— age 34, height 5 ft. 4 in., complexion fresh, hair and eyes dark brown; dress, large grey cloak with cape, striped grey skirt, prison underclothing, sidespring boots, and green bonnet. A barmaid. 2.— G Division.— For obtaining .£ 200 by fraud— ARMEAN WOLDHOUSE PEARSE, age 25, height 6 ft. 8 or 9 in., complexion fresh, round faced, clean shaved, king's evil marks on neck ; dress, blue sacque coat and high hat. Friends reside at Bognor, Sussex. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 3.— For falsifying accounts— HENRY W. PAYNE, late manager of the " Wool Exchange Tavern," Cole- man- street, E. C-, age 36, height 5 ft. 9 in., stout build, complexion, hair, moustache ( small), and eyes dark, rather bad on feet; dressed in dark clothes, respectable appearance. Warrant issued. 4.— For stealing £ 60, gold and silver— HENRY PECKHAM, a clerk, age 20, height 6 ft. 7 or 8 in., complexion fair, hair and moustache ( slight) brown, short- sighted, large head ; dress, black jacket, dark mixture trousers, black hard felt hat. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. AYRSHIRE. 5.— Ayr { County). — For bigamy committed at Cumnock, 11th January last— JOSEPH BAIN, a collier, age about 40, height 5 ft. 5 or 6 in., complexion fresh, hair dark brown, moustache ( heavy) brown, high cheek bones, thick lips, stout erect build, smart appearance, of good address; dress, dark brown and reddish check tweed ( fancy tartan) jacket suit, winsey shirt, white linen collar and necktie, grey flannel semmet, grey knitted woollen drawers and sosks, lace boots with small tackets, light check cap with peak. A native of Kilmarnock. Absconded from Cumnock 19th ult. He is addicted to drink, and of lazy habits. Has been employed at collieries at Coatbridge, Hamil- ton, and Broxburn, prior to September last, when he moved to Cumnock. He sometimes teaches dancing classes, formed among miners, & c. Warrant issued. Not to be apprehended out of the'tTnited Kingdom. Information to the Chief Constable of Ayrshire, Ayr. BUCKINGHAMSHIRE. 6 — Aylesbury ( County).— For stealing a pair of trousers ( recovered) from his lodgings - A MAN, age about 22, height 5 ft. 7 in., complexion fair, hair light browD, moustache ( slight) light, eyes blue ; dress, black coat and vest, grey tweed trousers with black stripe, lace boots, brown felt hat; wears a gold or plated albert chain, and carries a black silk umbrella with white bone handle, silver mounted. Information to Supt. Webb, Aylesbury. CHESHIRE. 7.— Macclesfield ( County).— For stealing £ 25 2s. 6d— JOHN JAMES DAWSON, age 18 to 20, height 5 ft. 5 or 6 in, complexion sallow, hair black, eyes dark, hole in left cheek near mouth, bridge nose, slightly round- shouldered, rather simple appearance; dresB, dark plaid jacket, narrow cord trousers, strong lace boots ( nearly new), hard felt hat. Supposed native of Leeds. Warrant issued. Information to Supt. Downs, Macclesfield. GLOUCESTERSHIRE. 8— Fishponds ( County).— For failing to report — Supervisee GEORGE COYER, Office No. 32722, age 24, height 5 ft. 4 in., complexion fresh, hair brown, eyes brown, mole on right of nose, spade, cross, and part anchor left forearm. Sentenced at Gloucester, 7th April, 1886, to 12 months' imprisonment and 3 years' police supervision for larceny. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 9.— Andover ( County).— For embezzling £ 2210s., between 16th and 20th ult.— GEORGE SHIPTON, Post Office clerk, age 24 ( looks younger), height about 5 ft. 9 in., complexion fair, hair light, eyes light blue, no hair on face, slight twitching of the eyes when talking; dress, dark overcoat, dark brown tweed jacket and ve3t, brown tweed trousers, lace boots, black hard felt hat. A native of Andover. Warrant issued. Information to Supt. Duke, Andover. 2 THE POLICE GAZETTE. FRIDAY, MARCH 29, 1889. 10.— Portsmouth ( Borough).— For stealing, 26th ult., a yellow pigskin Gladstone bag, brass plate on top with " J. S. Gordon " engraved thereon ; a gentleman's evening dress suit; a green Scotch heather suit, maker " Feltham, Shanklin," on tab: a black cloth coat, maker " Hayward, Kingston- on- Thames," on tab; a black cloth coat, maker " Chas. Dyke, Princes- street, Hanover- square," on tablet inside pocket ; a black cloth coat ( has been turned); a pair of brown cloth trousers ; 2 pairs striped cloth ditto ; a blue melton overcoat with brown check lining, maker " Hob son, London" ; a blue and- white shirt; and several white shirts, collars, seeks, & c.— JOHN STEVENS, a private in the Eoyal Marine Light Infantry, age about 30, height 5 ft. 6 in, complexion fair, hair and mous- tache light brown, no beard or whiskers, scar back of head ( right side); dressed ( when last seen) in the uni- form of his corps, but may now be wearing some of the stolen clothing. Information to Chief Constable Cosser, Portsmouth. HERTFORDSHIRE. 11.— H itch fn ( County).— For deserting his family, leaving them chargeable to the Hitchin Union— JAMES REYNOLDS, alias TAXEY and YORKSHIRE TOM, age 45, height 5 ft. V in., complexion fresh, hair ( bald on top) light brown, whiskers ( slight) sandy ( may have shaved), eyes hazel, high forehead; dress, light mixture cloth jacket, corduroy trousers, hard felt hat. Supposed to be working at street paving, curbing, & c., in some large town in Yorkshire or Staffordshire. Accompanied by Walter Hoult, a native of Burton- on- Trent. Warrant issued. Information to Supt. Reynolds, Hitchin. KENT. 12.— Tunbrldge Wells ( Borough/— Forobtain- ing £ 5 by means of a forged cheque, drawn upon Messrs. Hall, Bevan, West, and Bevan's Bank, Hove, by Thomas Dobson, in favour of John Smith— JOHN SMITH, alias DOBSON, PRINCE, & c., age about 25, height 5 ft. 5 in, complexion fair, moustache light, rather thick lip; dress, dark overcoat, light tweed trousers, lace boots with pointed toes, hard felt hat; carried an umbrella. Obtained a book of 30 cheques, Nos. 238591 to 238620 from the same bank. ( See Cases Ifos. 26 and 45, 26tli ult ) Warrant issued. LANCASHIRE. 13.— Bury ( County).— For failing to report— Super- visee THOMAS DOHERTY, Office No. 37466, age 22, height 5 ft. 3 in., complexion sallow, hair black, eyes grey, scars on right cheek, first right finger, and out- side right forearm ( large burn), left hand has been crushed. Sentenced at Salford, 22nd October, 1888, to 6 months' hard labour and 3 years' police supervi- sion for larceny. 5984. Information to Supt. Henderson, Bury. 14.— Bury ( County).— For failing to report- Supervisee THOMAS VICKERS, alias DOOLEY, Office No. 37485, age 25, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes hazel, scars on right of forehead, right lower lip, left groin, and over left breast. Sentenced at Salford, 22nd October, 1888, to 6 months' imprisonment and IS months' police super- vision for larceny. 4462. Information to the Superintendent, Lancashire Con- stabulary, Bury. 15.— Church ( County).— For stealing a red leather purse, with steel clasp, containing 18s. 6d. ( including a Jubilee sixpence), and 10 pearl buttons, 29th ult.— TOM , age 16, height 5 ft. hair black, full round face with scabs about mouth; dress, black worsted jacket and trousers, corduroy vest, red- and- white cotton jersey, lace boots ( too large), neckerchief with horseshoe and whip in red- and- yellow, dark double- peak cap. Stated he came from Stockport. Information to Supt. Campbell, Church. 16.— Manchester ( City).— For failing to report — Supervisees WILLIAM JACKSON, alias GRAHAM and BARLOW, Office No. 37396, age 47, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes brown, burn scar on left forearm, mole right shoulder- blade. Sentenced at Salford, 9th April, 1888, to 12 months' imprisonment and 3 years' police supervision for lar- ceny.— JAMES CARROLL, Office No. 37386, age 46, height 5 ft. 6 in., complexion dark, hair brown, eyes hazel, corporal punishment marks, scar corner of right eyebrow. Sentenced at Salford, 9th April, 1877, to 12 months' imprisonment and 7 years' police supervision for felony.— JAMES TURNER, age 33, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes grey, moles over right eyebrow and on chest. Sentenced at Bradford, 6th April, 1888, to 12 months' imprison- ment and 3 years' police supervision for larceny.— License Holders JOHN POWER, age 48, height 5 ft. 8 in., complexion fresh, hair brown, eyes grey, large cut on bridge of nose, left little finger fractured. Sentenced at Waterford, 27th January, 1885, to 5 years' penal servitude and 1 year police supervision for robbery. Licensed 21st January, 1889— MARTIN MURRAY, Office No. 37087, age 39, height 5 ft. 6 in., complexion dark, hair turning grey, eyes grey ( blind right), pockmarked, lost right eye. Sentenced at Manchester, 10th April, 1880, to 10 years' penal ser- vitude for burglary. Liberated 22nd February, 1889. — WILLIAM SMITH, Office No. 37251, age 40, height 5 ft. 7 in., complexion fresh, hair light brown, eyes blue. Sentenced at Knutsford, 6th April, 1885, to 5 ( years' penal servitude for larceny. Licensed 21st March, 1889. Information to the Superintendent, Detective Department, Manchester. 17.— Bacup ( Borough).— For stealing, 16th ult., 1 pair men's strong lace boots, size 9, plain fronts ; 1 light tweed cap, with peak ; 1 black worsted jacket, pockets on hips and left breast; 1 pair black worsted cloth trousers, fly fronts; 1 grey tweed ve3t, with sleeves, yellow buttons; 1 yellow- and- white silk muffler ; 1 linen collar ; and 1 blue- and- white tie, with silver horseshoe pin— JOSEPH LORD, age about 26, height 5 ft. 6 or 7 in., complexion, hair, small side whiskers and moustache dark, upper front teeth decayed. An ostler or omnibus driver. Was last heard of at Hollingworth Lake, 18th ult., where he stole a watch. Spoke of going to De'lph, and Saddle- worth, Yorkshire, and Barrow- in- Furness. Has worked at Oldham, Burnley, Harrogate, and Man- chester. Information to Chief Constable Cumming, Bacup. 18.— Barrow in- Furness ( Borough).— For ob- taining money and goods by means of forged cheque - JOHN STAMFORD CRANSHAW, age about 50, height 5 ft. 7 in., complexion fair, hair ( turning grey) brown, whiskers and moustache light sandy, chin shaved, inclined to be corpulent, rather talkative, and speaks with a slight American accent; dress, very dark grey check flne cloth overcoat with cape, or light brown melton overcoat, far worn, light brown tweed suit. Supposed identical with William Stans- field, who was convicted at Manchester Assizes, 14th July, 1879, for forgery at Bolton ; also previously at Liverpool Assizes for forgery at Blackburn. A native of Todmorden. Warrant issued. Information to the Chief Constable, Barrow- in- Furness. 19.— Lancaster ( Borough).— For failing to report - Supervisee GEORGE BYRON, alias EDWARD SMITH, THOMAS JONES, and JOHN WILSON, Office No. 28333, age 41, height 5 ft. 7 in , complexion fresh, hair black ( turning grey), eyes hazel, pock- marked, scrofula marks from ear to ear, round throat, and from neck to shoulder. Sentenced at Kirkdale, 20th January, 1880, to 7 years' penal servitude and 7 years' police supervision for felony. Licensed 15th July, 1885. G 113. Information to the Chief Constable, Borough Police, Lancaster. 20.— Rochdale ( Borough).— For larceny ( shop), and stealing 2 boy's suits ( recovered)— A MAN, age about 26, height 5 ft. 5 or 6 in., complexion sallow, hair and moustache ( slight) dark, of Jewish appear- ance, and spoke with a Manchester accent; dress, light brown dust coat and brown hard felt hat; of respectable appearance. Left behind him a black morocco leather portmanteau, 18 in. long, 10 in. deep, and 10 in. wide, broad spring clasp and handle at top, two pockets in- side and one outside, bag contains a white cotton handkerchief with print border, a sheet of brown paper, and a Railway Guide, " The Manchester, Sal- ford, and District Railway, Steamer, Cab, ' Bus, and Postal Guide." 21.— Rochdale ( Borough).— For stealing from her lodging a quantity of wearing apparel ( recovered)— TAMER CLAYTON, age about 49, height 5 ft. 2 in., 8tout build, full round face, hair light brown ; dress, light faded pompadour dress, white apron, brown- and- white broken plaid shawl, and clogs. A woollen weaver. Said to be known in the neighbourhood of Newhey- road, near Milnrow, and at Smallbridge. 22.— Rochdale ( Borough).— For failing to report — Supervisee ELIZABETH TAYLOR, alias BUTTER- WORTH and BRISTOW, Office No. 37018, age 24. height 5 ft., complexion pale, hair brown. Sentenced at Salford, 1st February, 1888, to 12 months' imprison- ment and 4 years' police supervision for larceny. 23.— Rochdale ( Borough).— For obtaining food and lodgings by false pretences— JOHN ANDERSON ( supposed false), age 35 to 40, height 5 ft. 4 or 5 in., complexion pale, hair ( parted in centre) dark brown, moustache dark, slightly bow- legged; dress, black worsted suit, white collar and tie with a round silver breast- pin, lace boots, and hard felt hat; of respect- able appearance. Supposed native of Preston Stated he belonged to Hounslow. Represented himself to be a Government surveyor, stating he was [ working in that capacity in the neighbourhood. Is wanted for similar offences. Absconded 23rd ult. Warrant issued. Information to Chief Constable Wilkinson, Roch- dale. LEICESTERSHIRE. 24.— Be I grave ( County).— For failing to report — License Holder ARTHUR BRAITH WAITE, Office No. 36365, age 44, height 5 ft. 9 in., complexion dark, hair dark brown, eyes dark hazel, lost third right finger. Sentenced at Leicester, 15th October, 1884, to 5 years' penal servitude and 5 years' police super- vision for larceny. K 797. Information to the Superintendent, Leicestershire Constabulary, Belgrave. 25.— Leicester ( Borough).— For stealing horses and traps— JOHN HENRY CRANSTON, alias BUR- TON, JOHNSON, and THOMSON, age 43, height 5 ft. 8 in., complexion fresh, hair ( turning grey) brown, small side- whiskers and heavy moustache, which he dyes black, eyes grey, small cut right wrist, scar left forefinger; dress, dark grey overcoat, dark clothes, black felt hat with flat top. Information to Chief Constable Duns, Leioester. LINCOLNSHIRE. 26.— Wragley ( County).— For obtaining food, money, and lodgings by false pretences— A MAN, age about 30, height 5 ft. 8 or 9 in., slight moustache, no whiskers; dress, long dark overcoat, light mixture cloth jacket, blue cloth or serge trousers, white shirt, collar, and cuffs, new merino undershirt, light lace boots, black hard felt hat. Carried a knotted walking stick with bone handle, and may have a new grey mackintosh in his possession. His modus operandi is to call at private houses in country villages, states he is on the Ordnance Survey staff, takes rooms for two years for himself and a superior officer, and after obtaining money under the pretence of getting his luggage from the railway station, decamps. He also calls at inns, and engages rooms under the pretence of holding a sale of cigars and silks. He appears to be working villages near some railway station, and where no policeman is stationed. Warrant issued. Information to Inspector Wood, Wragley. MIDLOTHIAN. 27.— Edinburgh ( City).— For housebreaking, 27th ult., and stealing £ 40, consisting of notes, gold, and silver; 1 small square- shaped gold brooch, set with small pebbles of different colours; 1 lady's gold keeper ring ( broken); and » lady's gold rinsr, set three rubies— DAVID ACQUROFF McDONALD, age 17, height 5 ft. 1J in , complexion fresh, hair and eyes ( very tender) brown, left thumb deformed ; dress, brown check tweed jacket and vest ( nearly new), brown tweed trousers ( much worn at bottom), lace boots ( nearly new), white linen collar and scarf with red spots, grey tweed cap with peak.— GEORGE HARPER, age 17, height 5 ft. 1 in., complexion fresh, hair brown, eyes blue; dress, brown tweed jacket, grey tweed trousers, lace boots, and cloth cap, shabby appearance. They are very fond of betting, and may be found in the company of persons of that class. Have both expressed a desire to go to London, and may have arrived or be making their way there. Information to the Chief Constable, Edinburgh. NORFOLK. 28.— Norwich ( City). — For embezzlement — WALTER SCARLIN DAN1ELL, age 35, height 5 ft. 10 in., complexion pale, thin features, hair dark brown, moustache ( very small, turning grey) dark, eyes grey, stoops when walking; dress, drab dust coat, dark coat, vest, and trousers. Usually carries a small stick. A native of Ipswich. Warrant issued. 29.— Norwich ( City).— For embezzlement— ARTHUR PERKINS, age 33, height 5 ft. 4 in., com- plexion fair, hair, side- whiskers, and moustache light, eyes grey, walks quickly; generally wears a black overcoat with astrachan collar, and low shoes. May seek employment as a grocer's assistant. Is accompanied by his wife, who is tall and smart, and 2 children ( one a boy about 7 years of age, with long light curly hair ; the other about 12 months old).. Warrant issued. Information to Chief Constable Hitchman, Norwich. NORTHAMPTONSHIRE. 30.— Peterborough ( Borough).— For stealing a horse and trap ( recovered at Huntingdon), 29th ult.— FKIDAY, MAY 3, 1839. THE POLICE GAZETTE. 3 A MAN, age 20, height 5 ft. 8 or 9 in., moustache slight; dress, light mixture suit, white shirt, collar and cuffs, black hard felt hat, carried a knotted walking- stick with bone handle, and a light grey mackintosh. Warrant issued. Information to Head Constable Lawson, Peter- borough. < SHROPSHIRE. 31.— Shrewsbury ( County,.— For failing to appear to a summons for absconding from his appren- ticeship— CHARLES HEATH, tailor's apprentice, age 19, height 5 ft. 1 or 2 in., complexion fresh, round face> hair dark brown, little or no whiskers, bow- legged, slightly lame left foot, and lifts his foot in a peculiar manner when walking ; dress ( supposed), dark cloth coat, grey mixture cloth trousers, black bard fet hat. A native of Wem, Salop. May assume the name of Davies, and be found employed at tailors' shops. Warrant issued. Information to Supt. WORCESTERSHIRE. 37.— Kidderminster ( Borough).— For obtaining food, money, and lodgings by false pretences— A MAN, who gave the name of CHARLES McCROSSKY, sup- posed to be a Frenchman, age about 71, height 5 ft. 9 or 10 in., hair and moustache grey, bald head, glaring eyes, both little fingers crooked; dark frock coat, with small dark jacket under, dark brown trousers with light stripes ( pockets bound with braid), much worn at seat, black tie with pin made from an earring set with a large imitation diamond, and soft felt hat; wore an eyeglass, with piece of black string attached. His modus operandi is to call upon a householder, and engage lodgings, representing he is a French cap- tain in receipt of a pension of £ 170 a year, but in eon- sequence of some misunderstanding with the authori- ties payment is delayed. Under this pretence he succeeds in obtaining money, food, etc. for a week, and then absconds Warrant issued.
