THE POLICE mm GAZETn. NEW SERIES. FRIDAY, APRIL 19, 1889. VOL. VI., No. 554. R E G U L. A 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, GEEAT SCOTLAND YABD, LONDON, S. W. ' 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action, to be taken upon them by another force. 3. Particulars as to stolen property tvill be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. pet- portrait, and of Is. 6d. per photograph or sketch of a stoleti article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature if an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. T I O N S. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted ita the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor, notice of the fact, referring to the number of the announcetnent for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Ihey must be clearly written on one side of the paper only, be in the usual form, and accompanied by « covering letter. 12. All. payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London,, the sole Agent, who will furnish the rales on application. 14. EXTRADITION. A Declaration was signed in London on tho 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisitioc made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, thali the High Contracting Parties be bound to surrender their oim subjects whether by birth or naturalisation* The result of the modification in the Treaty ia that either Government may deliver up its own subjects to 6he other Government, but can not be considsred bound to do so. METROPOLITAN POLICE DISTRICT. 1.— A Division— For stealing 5 £ 5 Bank of England notes, 3rd inst.— THOMAS WEBB, alias GEORGE STAGG, Lance- Sergeant 1st Battalion Scots Guards, age 26, height 5 ft. 9 in., complexion fresh, hair brown, eyes hazel, two dots left forearm. A native of Hounslow. May be in company of Private Allan Ear], who absconded at the same time. 2.— C Division.— For embezzlement— WIL- LIAM RICE, age 60, height 5 ft. 8 in., complexion fair, hair, whiskers, and moustache ( full) brown, eyes grey, looks down when walking ; dress, dark overcoat and trousers, brown felt hat. A native of London. Warrant issued. 3.— L Division.— Woodcut portrait and descrip- tion of THOMAS HUNTER, alias HUNTON, who escaped from Lambeth Police- court, 11th inst., while under remand for larceny— age 39, height 5 ft. 11 in , complexion fresh, hair light brown, eyes grey, has a cork foot and walks with a limp ; dress, brown check overcoat and vest, light tweed trousers, lace boots, black felt hat. A native of Durham. 4.— L Division.— Escaped from Lambeth Police- court, 11th inst, while under remand for larceny— JOSEPH HALL, alias SMITH and AMBROSE, age 19, height 5 ft. 4 in., complexion dark, hair dark brown, eyes hazel, scar on left side of forehead ; dress, mixture tweed suit and peak cap. 5.— M Division.— For stealing £ 2 and a safety bicycle, painted black, parts bright, lamp and wire bracket, long red canvas bag strapped to machine— WILLIAM DENNIS, age 15, height 5 ft. 1 in., com- plexion florid, hair dark, eyes dark grey ; dress, navy blue serge bicycle suit, dirty white sweater, and peak cap. A native of Bermondsey. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. BERKSHIRE. 6.— Clewer { County).— For stealing £ 4 at Sunninghill, 5th inst.- HARRY THOMPSON, age 45, height 5 ft. 10 or 11 in., hair and full beard ( turning grey) dark, eyes ( sunken) dark, splay- footed. Has friends and relatives residing at Clapham. Warrant issued. Information to Supt. Blake, Clewer. BUCKINGHAMSHIRE. 7.— Chesham ( County).— For failing to report- License Holder GEORGE STRONNELL, Office No. 37095, age 62, height 5 ft. 6 in., complexion sallow, hair turning grey, eyes grey, scars on top of head, right shin, left tenaple, and left thumb, hernia left groin. Sentenced at Aylesbury, 2nd March, 1876, to 15 years' penal servitude and 5 years' police supervi- sion for burglary. Licensed 20th February, 1889. C 273. Information to the Inspector, Bucks Constabulary, Chesham. 8.— Slough ( County).— For stealing horse and cart ( Case No. 23, 12th inst.), recovered at Bungay, Suffolk— TWO MEN— 1st, age about 34, height about 5 ft. 5 in., complexion fair, hair light, clean shaved; dress, dark mixture coat, cotton cord trousers ( tight fitting), black hard felt hat, appearance of a low horse dealer.— 2nd, age about 38, height 5 ft. 8 or 9 in., com- plexion, hair, side- whiskers, and moustache dark, large blue patch on left cheek. Supposed natives of Walworth. 9.— Slough ( County).— For stealing from his lodgings— a violin case, enamelled fittings ; 2 machine heads ( one for violin and one for guitar); a black diagonal coat, and a pair of men's low shoes— AUGUSTUS VOKES, a comedian, age about 18, height 5 ft. 4 or 5 in., complexion fair, hair light; dress, light check cutaway coat, no vest, striped trousers, striped silk wrapper, low shoes with blue tops, and black felt hat. Warrant issued. Information to Supt. Dunham, Slough. CHESHIRE. 10.— Altrincham ( County).— For carnally knowing a girl under 16 years of age. WILLIAM HENRY TALBOT, age 19, height 5 ft. 4 or 5 in., complexion and hair dark, no whiskers or moustache, dressed as a navvy. Has been employed on the Manchester Ship Canal and other public works. A native of Swansea. Warrant issued. Information to Superintendent Leighton, Altrin- cham. 11.— Chester ( County).— For sheep- stealing, at Cholmondeley, 25th ult.— WILLIAM ROBERTS, ex- convict, Reg. No. I 1048, age 45, height 5 ft. 8 in., complexion ruddy, hair dark brown, eyes hazel, smal fleshy moles right shoulder- blade, scar left side of head, left hip and thigh, and ball of left thumb ; dresp, grey dress coat, tight- fitting brown broad ribbed cord trou- sers, lace boots, brown felt hat. A native of Whit- church, Shropshire. Warrant issued. 2 THE POLICE GAZETTE. FRIDAY, MARCH 29, 1889. 12.— Chester ( County).— For stealing a silver lever patent stop watch, No. 95135, maker " Russell, Liverpool," centre seconds, plain cases, at Tarporley Races, 10th inst.— JOHN KING ( supposed false), who escaped from custody, age about 30, height 5 ft. in., complexion sallow, hair light brown, moustache ( full) light, eyes grey, cut mark under right eye; dress, black coat and vest, plaid trousers, lace boots, hard felt hat. Information to the Chief Constable, County Police, Cheater. 13.— Runcorn ( County).— For stealing £ 60— JOHN LEACH, age 19, height 5 ft. 9 in., complexion sallow, hair dark brown, large Roman nose, peculiar shaped head, which is very flat at back, receding chin, bow- legged; dress, greenish- brown plaid overcoat with cape, blue striped trousers, brown hard felt hat. A native of Runcorn. Warrant issued. 14.— Runcorn ( County).— For stealing 4 hens, at Cogshall, 16th ult— Two Men: lst, EMMANUEL HANKEY, age 38, height 5 ft. 6 in., complexion fresh, hair brown, eyes blue— 2nd, THOMAS BROOKS, age 27, height 5 ft. 5 in., complexion fresh, hair brown, eyes grey, boil scar back of neck, mole right side of neck, scar first finger right hand, knuckle, and left thumb ; both dressed as labourers. Warrant issued. Information to Supt, Large, Runcorn. 15.— Stockport ( Borough).— For stealing 6s. 3d. A MAN, age 47 to 50, height 5 ft. 6 or 7 in., com- plexion fresh, round face, clean shaved ; dress, black oloth coat, vest, and trousers, Roman collar, and round hard felt hat with wide flat brim ; carried an overcoat. He called at St. Joseph Roman Catholic Rectory, and gained admission by representing himself to be a priest, and while left alone in the parlour stole the above sum. Stated he came from Holy Cross Church, Liverpool. Will probably call at Roman Catholic churches, convents, and nunneries. ( See Case No. 37.) Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DORSETSHIRE. 16.— Blandford ( County).— For obtaining £ 1 6s., food, and lodgings by false pretences— WILLIAM WHIFFEN, alias EDWARD HYATT, age 28 to 30, height 5 ft. 5 or 6 in., complexion dark, hair black, no whiskers or moustache, cut mark over right eye; dress, dark mixture coat and vest, brown check trou- sers, stand- up collar, dark necktie with pin, lace boots, black hard felt hat. Supposed native of Downton, Wiltshire. This man calls at private houses in country villages, stating that he is Government land surveyor, and takes lodgings for himself and others, pays one week in advance with a stamped draft or note of hand for a larger amount, draws the balance, and decamps. ( See Case No. 101.) Warrant issued. Information to Supt. Hazzard, Blandford. DURHAM. 17.— West Hartlepool ( County).— For failing to report — License Holder JOHN WILSON, alias EVANS " and REED, Office No. 36735, age 74, height 5 ft. 5 in., complexion sallow, hair grey, eyes grey ( right weak), right forefinger fractured, scar on right of forehead and on right arm. Sentenced at Durham, 4th April, 1881, to 10 years' penal servitude for lar- ceny. Licensed 31st December, 1888. X H 136. Information to the Superintendent, Durham Con- stabulary, West Hartlepool. 18.— Durham ( City).— For failing to report- License Holder JOHN McGOWAN, alias TAYLOR and WILSON," Office No. 37052, age 47, height 5 ft. 8 in., complexion fair, hair fair, eyes grey, scars on x- ight upper lip, top and back of head, right eyebrow, bridge of nose, and left cheek, left leg crippled and shrunk. Sentenced at Glasgow, 20th April, 1875, to 7 years' penal servitude for assault and robbery; Dur- ham, 2nd July, 1883, to 7 years' penal servitude for felony. Licensed 8th February, 1889. B I 1410. Information to the Chief Constable, City Police, Durham. DUMFRIESSHIRE. 19.— Dumfries ( County,.— For falsely represent- ing that he was about to secure a loan for a person, and appropriating the sum necessary to obtain, the same to his own uses— ALEXANDER BORTHWICK, age 28 to 30, height 5 ft. 6 in., complexion, hair, and whiskers dark, supposed moustache ; dress ( generally) in grey tweed clothes, lace boots, and hard felt hat. A labourer; native of Canonbie, Dumfries. Has worked in dye works, and was recently employed by the Prudential Insurance Association. Has also acted as agent for sewing machines. Warrant issued. Information to Chief Constable Jones, Dumfries. 1 ESSEX. £ 2 REWARD. 20.— Chelmsford ( County).— For deserting his wife and family, leaving them chargeable to the Com- mon Fund of the Poor Law Union of Chelmsford— WIL- LIAM GEORGE FARROW, age about 34, height 5 ft. 7 in., complexion, hair, and eyes dark. May be living with a single woman named Chatton, who belongs to Harleston. Has married sisters residing at Jupp- road, Lett- road, Stratford, and Wilcox- road, South Lambeth. A gasfitter or mechanic; native of Chelmsford. May seek employment at gasworks. The above reward will be paid by the Chelmsford Guardians for the apprehension of Farrow. Photograph will be forwarded on application. 21.— C h e I m sfo rd ( County) .— For bastardy arrears — GEORGE MEAD, alias BURRELS, age about 40, height 5 ft. 10 in., complexion and hair ( thick and curly) dark. Has been in the Army. A native of Chelmsford. Travels the country with a van, supposed in company of a gipsy hawker, Mrs. Arnold, whose name is on the van. Warrant issued. £ 2 REWARD. 22.— Chelmsford ( County).— For deserting his children- ROBERT HALL or HALLS, age 33, height 5 ft. 7 in., complexion fresh, hair dark brown, whis- kers and moustache about 2 in. long, light brown, is addicted to drink, rather dirty appearance; dress, old moleskin jacket and vest, cord trousers, billycock hat. A railway navvy ; native of Runwell, Essex. May be found working on railways, or at the Manchester Ship Canal. ( See Case No. 29, 15th ult.) The above reward will be paid by the Chelmsford Guardians for the apprehension of Hall. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. GLAMORGANSHIRE. 23.— Swansea ( Borough).— For obtaining goods by false pretences— HENRY STAMP, alias O'BALM, age 35, height 5 ft. 9 in., complexion dark, hair dark brown, eyes hazel, clean- shaved; dress, brown over- coat, corduroy trousers, white muffler, brown hard felt hat. A labourer, or fish hawker; native of Devonshire, but has resided in Swansea for several years. Was convicted at Swansea, llth May, 1888, for fraud, and sentenced to 6 months' imprisonment. May be found hawking oysters about public- houses. Is well known at Welsh Back, Bristol. Warrant issued. 24.— Swansea ( Borough).— For embezzlement. JAMES BEARD, age 30 to 35, height 5ft. 2 or 3 in., complexion fresh, full round face, moustache sandy, broad shoulders, generally dressed in light tweed suit. A painter, native of Tregony, Cornwall. Warrant issued. Information to the Chief Constable, Swansea. GLOUCESTERSHIRE. 25.— Stroud ( County).— For housebreaking, 4th inst., and stealing a silver Geneva watch, and about £ 7 or £ 8 gold and silver— A TRAMP, age 30 to 35, height 5 ft. 6 in., moustache ( heavy) sandy, sore eyes, walks with a stick, stated he had had his leg broken ; dress, two coats ( one dark, one light), cord trousers, and a dark bowler hat. Information to Supt. Philpott, Stroud. HAMPSHIRE. 26.— Bitterne ( County).— For stealing £ 1 Is. 6d. from a bed room where he slept the previous night— A MAN, who gave the name of EDWARD HYATT, age about 30, height 5 ft. 3 or 4 in., complexion and hair dark, no whiskers or moustache; dress, light overcoat, black and brown coat, trousers, and vest, stand- up collar, blue necktie, lace boots, black hard felt hat, wore short cashmere gaiters. Stated he was travelling for a London brewery, for the Anglo- Bavarian Brewery, and for an Artificial Manure Com- pany. Had several cheques in his possession. ( Supposed same as described in case No. 6, 12th inst.) Information to Supt. Adams, Bitterne. 27.— Portsmouth ( Borough).— For obtaining£ 3 by means of a fictitious cheque, 6th inst.— JOHN PRINCE alias THOMAS ELLIS, age about 30, height 5 ft. 3 or 4 in., complexion fair, hair dark brown, moustache light brown, full forehead, deep set eyes, speaks with a Scotch accent; dress, dark overcoat, grey trousers, lace boots, black hard felt hat. His modus operandi is to call at a shop, make some small purchase, tender a cheque, drawing the balance in cash. The cheque No. G 10536 was drawn upon the Southsea Branch of the Capital and Counties Bank, Limited, by Thomas Ellis in favour of Mr. John Prince. This man obtained a book of 12 cheques, Nos. G 10525 to 36 on the Southsea branch of the bank. Warrant issued. Information to Chief Constable Cosser, Portsmouth. HEREFORDSHIRE. 28.— Leominster ( County).— For assault, 26th ult. BURTON, age 16, height 5 ft. 3 in., com- plexion dark, hair black, of gipsy appearance; dress, dark jacket, cord vest, dark cord trousers, and strong boots. BURTON, age 18, height 5 ft. 6 in., com- plexion dark, hair black, of gipsy appearance; dress, dark jacket, cord vest, dark cord trousers, strong boots, and black hat. Travel the country with two vans and several horses, selling brushes and mats. Warrant issued. Information to Supt. Strangward, Leominster. 29.— Hereford ( City).— Woodcut portrait and de- scription of ERNEST STEELE, a solicitor's clerk, whose apprehension is sought for forgery and embezzle- ment— age 34, height 5 ft. 5 or 6 in., complexion pale, hair ( bald) light, beard, whiskers ( close to face), and moustache sandy ( may have shaved), talks rather thick, has artificial teeth in upper jaw, is fond of horse- racing, and may be found in the company of betting men ; dress, tweed suit, but may now be wearing new clothes, as he probably has a large sum of money in his possession. May endeavour to leave the country. Warrant issued. Information to Head Constable Richardson, Here- ford. HERTFORDSHIRE. 30.— Hemel Hempstead ( County).— For house- breaking and stealing, 14th inst., 3 gold brooches ( one containing hair and one with white satin flower in centre); 2 ladies' gold rings; 2 pairs gold drop ear- rings ; 1 lady' s silver watch and chain ; 1 silver brace- let. composed of fourpenny pieces ; 1 silver locket " L. T." engraved thereon ; 1 silver brooch, knot pattern ; 1 silver ring, buckle pattern ; 1 pair of silver ball ear- rings ; 1 old lion five- shilling piece; and 5 Jubilee coins— viz., 2s. 6d., 2s., Is., 6d., and 3d.— A MAN, age about 40, height about 5 ft. 5 in,, complexion pale, hair and moustache black ; dress, dark blue overcoat, dark trousers, high silk hat; carried an umbrella. Information to Deputy Chief Constable Pearson, Hemel Hempstead. 31.— St. Albans ( City). — For embezzling ^ 124 17s. 9| d., the moneys of the St. Albans School Board- THOMAS LITTLEJOHN BRASH, age 44, height 5 ft. 7 in., complexion fresh, hair dark brown, small side whiskers and moustache ( heavy) brown, eyes grey, square build ; dress, brown mixture ulster with cape, brown mixture jacket suit, brown hard felt hat. A schoolmaster; native of Harpenden, Hert- fordshire. Warrant issued. Information to Head Constable Pellant, St. Albans. LANARKSHIRE. 32.— Glasgow ( City).— For stealing £ 44, 8th inst. RICHARD BOOTH, age about 26, height 5 ft. 8 or 9 in., complexion dark, hair ( very thick and rough) jet black, lost left hand; dress, brown check tweed coat and vest, dark blue cloth trousers with light stripe, striped collar, black felt hat with broad brim. An Englishman; speaks with a mixed English and Irish accent. Warrant issued. Information to the Chief Constable, Central Police Chambers, Glasgow. LANCASHIRE. 33.— Bolton [ County).— For failing to report- License Holder CHARLES KAY, Office No. 37231, age 29, height 5 ft. 10 in., complexion fair, hair brown, eyes grey, birth stain on spine, scars on back and left of head, right forearm and forefinger, and right shin. Sentenced at Salford, 31st November, 1884, to 5 years' penal servitude and 7 years' police supervision for fraud. Licensed 15th March, 1889. K 964. Information to the Superintendent, Lancashire Con- stabulary, Bolton. 34.— Klrkham ( County).— For stealing £ 26, gold TUESDAY, MARCH 3, 1889. THE POLICE GAZETTE. 3 and silver- EDWARD THOMAS, alias FREDERICK THOMAS, age about 27, height 5 ft. 4i in., com- plexion fresh, hair, moustache and small side whiskei' 3 dark, cut mark on bridge of nose; dress, black cloth coat and vest, dark grey trousers, patched in front with piece of black cloth, lace boots, hard felt hat — all much worn. Supposed native of Glasgow. Information to Supt. Stafford, Kirk him. 35.— Barrow in- Furness ( Borough).— For ob- taining money and goods by means of forged cheque - JOHN STAMFORD CRANSHAW, age about 50, height 5 ft. 7 in., complexion fair, hair light, whiskers and moustache light sandy, chin shaved, inclined to be corpulent, rather talkative, and speaks with a slight American accent; dress, very dark grey check fine cloth overcoat with cape, or light brown melton over- coat, far worn, light brown tweed suit. Warrant issued. Information to the Chief Conatabls, Barrow- in- Furness. 36.— Liverpool [ City).- For failing to report — Supervisees JOHN LYNCH, alias LEACH or LEECH, Office No. 31565, age 34, height 5 ft. 6 in, complexion fresh, hair brown ( thin), eyes brown, R, N. LYNCH on right arm, cross flags on left. Sentenced at Manchester City Sessions, 9th April, 1885, to 18 months' imprisonment ar, d 3 years' police supervision for larceny { person). Sup- posed travelling and obtaining money from charitable people under the pretence that he is collecting sub- scriptions to pay funeral expenses.— JOSEPH SMITH, alias JOHN JONES and HENRY ELLIOTT, Office No. 37137, age 48, height 5 ft. 3 in., complexion fresh, hair brown ( bald), eyes hazel, scar between right thumb and forefinger, on left forearm, and each eyebrow. Sentenced at Central Criminal Court, 7ih April, 1873, to 14 years' penal servitude and 5 years' police super- vision for warehouse- breaking. Z 879. LANARKSHIRE. £ 20 REWARD. 74.— Glasgow ( City).— Between 18th and 19th ult., by housebreaking— Several unused platinum utensils, weighing about 200 ounces, viz., 1 acid cooler with pipe attached, 3 ft. 3 in. in length, weigh- ing 162 oz.; 1 piece of pipe, 3 ft. long, about 1 in. in diameter, weighing 33 oz. ; 1 flange ( flat) and 3 bolts, with nuts. As three pieces of the pipes have been recovered twisted and bent and cut ( apparently with a chisel) into lengths of 3 or 4 in., it is supposed that all the apparatus has been similarly broken up, but even in this disfigured condition the bits should be readily recognised as having formed part of such an apparatus. As thefts of platinum have generally been sooner or later detected, the look- out should be continued for many months. Platinum is a rare metal, in the pos- session of very few persons, so that should any be offered for sale it should at once excite suspicion. Platinum cannot be melted or manufactured under any ordinary circumstances, and to be utilised finds its way in special smelters' hands. It is requested that inquiry be made amongst pawn- brokers, jewellers, dealers in old metal, brokers, elec- trical engineers, makers of chemical and electric apparatus, metal smelters, dentists, and all persons using platinum. The genuineness of an order can be proved by holding it up to ths light to see if the watermark in the paper corresponds with the amount on the face. Department. — ROBERT REX- FORD, alias CAPTAIN REXFORD, FRANK RALEIGH, and ERIC HARTY, whose woodcut por- trait and description appears in the POLICE GAZETTE of 5th inst., Case No. 1, is also wanted for other frauds at Birmingham in name of RITCHIE, at Shoreham in name of ERIC HARTY, at Ballymena, Antrim, in name of MAJOR RHODES, and at Greenock in name of CAPTAIN RATHBURN. His modus operandi is to call upon yacht and boat builders, representing that he is captain of a yacht belonging to some person of title, and at the same time giving the name of the yacht and ordering boats to be built, subsequently calling again and presenting a fictitious draft or cheque, which exceeds the amount to be deposited, and asks for the balance to settle some other account. By this means he obtains large sums of money. He is a most clever and dangerous swindler, and it it requested that Provincial Police may caution yacht and boat builders, ship supply store agents, < fcc., BO that in the event of his calling he may be detained and police informed.
