All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to. THE EDITOB OF TIIE POLICE GAZETTE, GREAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for ' the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 16s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature \ f an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. HONS. 8. Announcements of all persons to be apprehended or of stolen property btar a number, and an alphabetically arranged by counties. 9. The force tohich causes particulars concerning delinquents cr stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so an to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Jhey must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver np to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation * The result of the modification in the Treaty ia that either Government may deliver np its own subjects to 6he other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT- 1.— 0. O., C. I. D.— Woodcut portrait and de- scription of ROBERT REXFORD, alias CAPTAIN REXFORD, FRANK RALEIGH, and ERIC HARTY, whose apprehension is sought for forgery and fraud by means of a fictitious draft or cheque on the Capital and Counties Bank, Portsmouth Branch, purporting to be signed by Lord Porchester, owner of the yacht " Aphrodite "— age 45 to 50, height 6 ft., complexion dark, hair ( bald on top) brown, eyes grey, clean shaved, very full face ; dressed sometimes in broad light check suit, and at other times in a superior naval style, and overcoat with cape. Accompanied by a woman, sup- posed to be his wife, age about 46, height 5 ft. 6 in., complexion dark, hair grey, wears eyeglasses, and sometimes a sealskin hat and broche dolman. Have with them two black dressing- cases and a black portmanteau, with the letter " R." thereon. Was last heard of at Shoreham, 12th ult., where he also ob- tained money by fraud. Likely to visit other seaside towns with the same intent, and use coffee- rooms at hotels, & c., to gain information. Warrant issued. 2.— G Division.— For stealing, 9th ult., a bay horse pony, off hind heel white, sore under dock; a set of brass- mounted harness; and a light van, painted chocolate, picked out red, " George Stephenson, 2, Fellow- street, Hoxton," on side— A MAN, who gave the name of CLARKE, age 33, medium height, com- plexion fair, hair and moustache light; dress, dark overcoat and trousers, round felt hat. 3.— G Division.— For embezzlement— ED WARD BROOKE, age 25, height 5 ft. 6 in., complexion fair, hair ( curly) and moustache ( cut short) light, eyes twitch when talking, speaks through his nose, strong voice, walks with short quick steps; dress, brown melton overcoat, with raised seams and black velvet collar, morning coat and vest, black hard felt hat. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. BERKSHIRE. 4.— Reading [ Borough).— For embezzlement— WALTER SMITH, a dispenser, age about 38, height 5 ft. 5 in., complexion sallow, hair and whiskers brown, puffy face, has the appearance of being addicted to drink, is a great smoker ; dress, dark overcoat, brown mixture trousers, and black hard felt hat. Has friends residing at Maidstone and Folkestone. May seek employment as a dispenser or clerk. Warrant issued. Information to Head Constable Tewsley, Reading. DEVONSHIRE. 5.— Exeter ( City).— For obtaining money by uttering forged cheques on the Capital and Counties Bank, Salisbury Branch, also for obtaining money and goods by fraud- CONRAD H. ST. CLAIR, alias H. B. TAMS, age about 30, height 5 ft. 5 or 6 in., com- plexion fresh, hair and moustache brown, of gentle- manly appearance, and very plausible in manner ; dress, short brown dust coat, brown knickerbockers, brown mixture stockings with tops turned down, brown hard felt hat. May dress in corduroy suit. 13 accompanied by a woman, age about 28, medium height, complexion dark, hair dark brown ; usually dresses in blue serge dress and dark hat. Had with them, when leaving Starcross by 9 p. m. train, 23rd ult., for London ( Great Western Railway), 1 brown port- manteau, I brown Gladstone bag, I brown hat box, 1 square hamper, and a bundle of travelling rugs. Is supposed to be identical with H. B. Tams ( Case No. 12, 22rid ult.). Usually stays at private lodgings. Information to the Chief Constable, City Police, Exeter. DORSETSHIRE. 6.— Blandford ( County).— For obtaining £ l 6s., food, and lodgings by false pretences— WILLIAM WHIFFEN, alias EDWARD HYATT, age 28 to 30, height 5 ft. 5 or 6 in., complexion dark, hair black, no whiskers or moustache, cut mark over right eye; dress, dark mixture coat and vest, brown check trou- sers, stand- up collar, dark necktie with pin, lace boots, black hard felt hat. Supposed native of Downton, Wiltshire. This man calls at private houses in country villages, stating that he is Government land surveyor, and takes lodgings for himself and others, pays one week in advance with a stamped draft or note of hand for a larger amount, draws the balance, and decamps. Warrant issued. Information to Supt. Hazzard, Blandford. FLINTSHIRE. 7.— Holywell ( County).— For stealing, 25th ult , • at St. Asaph, 2 Geneva watches ; 1 small French clock in wooden frame, about 1 ft. high ; 1 small French clock in brass frame, barometer under face; 1 small round metal American clock ; 1 small American do , in wooden frame ; 12 split rings ; 2 dozen common watch keys ; 1 pair steel spectacles ; 3 common brooch pins ; a quantity of brass and steel watch keys ; and a meat saw with some of the teeth broken— ALEXANDER McINTOSH ( supposed false), age 53, height 5 ft. 4 or 5 T H E POLICE GAZETTE. FRIDAY, MARCH 29, 1889. 5 in., complexion, hair, and moustache ( turning grey) dark; dress, long dark overcoat, new dark cord trou- sers, lace boots, and black felt hat. Carried an um- brella. HEREFORDSHIRE. 8.— Hereford ( City).— Woodcut portrait and de- scription of ERNEST STEELE, a solicitor's clerk, whose apprehension is sought for forgery and embezzle- ment— age 34, height 5 ft. 5 or 6 in., complexion pale, hair ( bald) light, beard, whiskers ( close to face), and moustache sandy ( may have shaved), talks rather thick, has artificial teeth in upper jaw, is fond of horse racing, and may be found in the company of betting men ; dress, tweed suit, but may now be wearing new clothes, as he probably has a large sum of money in his possession. May endeavour to leave the country. Warrant issued. Information to Head Constable Richardson, Here- ford. HERTFORDSHIRE. 9.— St. Albans ( City). — For embezzling £ 124 17s. 9sd., the moneys of the St. Albans School Board- THOMAS LITTLEJOHN BRASH, age 44, height 5 ft. 7 in., complexion fresb, hair dark brown, small side whiskers and moustache ( heavy) brown, eyes grey, square build ; dress, brown mixture ulster with cape, brown mixture jacket suit, brown hard felt hat. A schoolmaster; native of Harpenden, Hert- fordshire. Warrant issued. Information to Head Constable Pellant, St. Albans. SHROPSHIRE. 10.— Wellington ( County).— For stealing, at Coalbrookdale, 29th nit., a pair of brown mixture plaid trousers, fly fronts, pocket on left hip, small cut on right leg ; a black ribbed vest, braided; and a red silk handkerchief, with white flower border— GEORGE HURD, age 25, height 5 ft. 9 in., hair light brown, moustache slight; dress, grey or brown frock coat, dark vest, cord trousers ( recently washed), white muffler, lace boots, black hard felt hat. A native of Horsehay, Salop. Served in the Royal Marines, and is supposed to have been several times convicted of larceny. Warrant issued. Information to Chief Supt. Galliers, Wellington. SUSSEX ( EAST). 11.— Haywards Heath ( County).— For stealing a hand- cart, at Cuckfield, 1st inst.— TWO MEN : 1st, THOMAS MITCHELL, age 19, height 5 ft. 7 in., com- plexion pale, thin faoe, hair ( long) and eyes dark, very slight moustache; dress, brown overcoat, black jacket, light trousers, light boots, and two- peak cap— all old. — 2nd, age 20 to 22, height 5 ft. 5 or 6 in., stout build, complexion and hair dark, few whiskers ; dress, dark trousers and black hard hat. Both are travelling the country with the stolen cart, collecting marine stores. Warrant issued, Information to Supt. Denman, Haywards Heath. 12.— Lewes ( County).— For stealing 1 dust coat, 1 black melton vest, 1 black livery coat, and 1 pair white breeches ( recovered)— GEORGE BALL, age about 42, height 5 ft. 4 or 5 in., complexion fair, hair brown, eyes blue, bald head, forefinger contracted; dress, light dust coat, light cloth cutaway under ditto, light cloth trousers, and double- peak cap. Supposed native of Bedford. Has served in the 3rd Buffs, where he was employed as officer's servant. May seek em- ployment at racing stables. Warrant issued. Information to Supt. Osbon, Lewes. WARWICKSHIRE. 13.— Aston ( County).— For stealing, from a dwell- ing- house, a perse containing £ 2, and a silver lever watch, with plated chain attached— GEORGE WIL- LIAM REEVES, age 25, height 5 ft. 10 in., complexion pale, hair light brown, eyes blue, star tattooed right wrist; dress, dark grey overcoat, white cotton jersey, black trousers, pink- and- white necktie, Wellington boots. Previously convicted at Leicester, and sentenced to 3 months' imprisonment for felony. Information to Supt. Walker, Aston. WORCESTERSHIRE. 14.— Bromsgrove ( County).— For stealing a carpenter's rule, 1 screw driver, and 1 pair of pincers — WILLIAM BERRY, age 64, height 5 ft. 6 in., com- plexion fresh, hair grey, one eyelid very red, stoops when walking ; dress, long brown overcoat, cord trou- sers, soft felt hat— all old and dirty. A tramping carpenter ; native of Droitwich. Generally carries an old frail basket. May seek employment at country carpenters' shops. Warrant issued. Information to Supt. Jeffrey, Bromsgrove. 15.— Kidderminster ( Borough).— For stealing £ 2, 30th ult.— CHARLES WILLIAM TATE, a fancy paper cutter or porter, age 30, height 5 ft. 9 in , com- plexion very pale, thin features, hair brown, moustache sandy, stoops when walking; dress, pepper- and- salt suit, paper collar and front, strong lace boots, and double- peak cap. A native of Southport. Will' probably be found hawking fancy cut paper, or at a coffee tavern or low beerhouse. Warrant issued. Information to Chief Constable Barnett, Kidder- minster. See Latest Information. A. DIXON, alias WILLIAM DEAN, a labourer, age 29, height 5 ft. 1\ in., complexion fresh, hair black, eyes brown, burn right arm, W. D. W. right forearm; dress, brown check tweed jacket, corduroy trousers, white cotton muffler, lace boots. A native of Man- chester. Supposed wanted for other offences. Photograph may be obtained on application. Information to Lieut. Col. Staples, Chief Constable, Stockport. PERSONS IN_ CUSTODY. BERKSHIRE. 16.— Maidenhead ( County).— Sentenced to 14 days' imprisonment 1st inst. for larceny ( lodger)— JAMES COLLETT, alias BOSS, age 35, height 5 ft. 3J in., complexion fresh, hair black, eyes blue ( lost sight of one), dress, dark clothes, yellow and- blue muffler, black felt hat. A tramping rag and bone collector; 1 native of Reading. Supposed wanted at Watford and other places. Information to Superintendent Taylor, Maidenhead. CHESHIRE. 17— Stockport ( Borough).— Sentenced to twelve weeks'imprisonment, 1st inst., for larceny— WILLIAM CUMBERLAND. 18.— Cockermouth ( County).— Committed for trial at Carlisle Quarter Sessions, 9th inst., for house- breaking at Keswick, 15th ult.- JOSEPH PARKER, alias ARMSTRONG, age 49, height 5 ft. 4 in, com- plexion fresh, hair light brown, whiskers and mous- tache sandy, eyes blue, scar back of left shoulder; dress, dark tweed jacket, brown tweed vest, cord trousers, clogs, and black cloth cap. A tramp; native of Petworth, Sussex ( West). Supposed previously convicted for similar offences. Information to Supt. Taylor, Cockermouth. HAMPSHIRE. 19 .— Portsmouth ( Borough).— Committed for trial at the ensuing Quarter Sessions, for stealing an overcoat and other articles, from the hall of a dwelling- house— CHARLES OSBORNE, age about 43, height 5 ft. 8i in., complexion fresh, hair, beard, and mous- tache dark brown, rather large nose, stout and well built, D. in blue ink on left side; dress, black diagonal cutaway coat, dark vest, brown corduroy trousers, lace boots, black hard felt hat— all very old and much broken. States he is a native of Hastings. Has been a clerk, but for some time past has been tramping the country selling matches, & c. He appears to be of intemperate habits. MONTGOMERYSHIRE. 20.— Newtown ( County).— Committed for trial at the Quarter Sessions, 11th inst., for obtaining goods by false pretences- JOHN WILLIAM DAVIES, alias F. H. AVIS, age 22 ( looks older), height 5ft. 6in., complexion fair, hair light, eyes brown, scar and small boil- mark centre of forehead, two front upper teeth projecting, stutters badly, respectable appearance. Has been carrying on business as Da vies and Co., Clumber- street, Nottingham. Information to the Chief Constable, Newtown. PROPERTY STOLEN. L." ; 1 silver top of pepper- box ; 1 silver mustard- spoon; 1 silver pepper- spoon> attached to stopper; 1 silver keyless watch ; 1 silver pencil- case; 1 silk umbrella, with silver band and horn handle; 1 mackintosh coat with cape; 1 blue cloth overcoat, with velvet collar, and lined quilted satin ; and a number of silver tops of sticks, umbrella- handles, and clasps of purses. 20th ult., by burglary, at Eomford— 1 light check overcoat; 1 small silver spoon, " H " thereon ; 1 silver thimble; 1 plated water- jug, " S. Dobson, Brentwood. 4 A Benvenuto Cellini locket, white enamelled cupid in centre, 4 emeralds at corners, and 3 pearls hanging, the back of locket covered with different coloured enamel work. 5. A horseshoe brooch, alternate sapphire and dia- monds, with " A. Y. E S. H. A." in small diamonds. 6. A double heart brooch, with separate top to form pendant, sapphire centres surrounded with diamonds. 7. A Maltese pendant cross in brilliants, forms also into a brooch. 8. An oval brooch formed of single diamonds. 9. A bee brooch, pearl body, diamond wings, ruby eyes. 10. A tortoiseshell top of hair pin, dagger shape handle set diamonds, sapphire at each end. 11. A circular pearl locket, front raised with tiny diamonds between pearls. 12. A bar brooch with 5 single diamonds. 13. A dark blue enamelled crescent brooch, with a row of pearls. 14. A locket with painting of 2 cupids in centre, set seed pearls in form of twisted ribbon and flowers. And other articles of jewellery— By A MAN who called under the pretence of examining the water pipe and cistern, age 22, height 5 ft. 4 in., complexion fresh thin face, no whiskers or moustache ; dress, black dia gonal coat, striped trousers, black hard felt hat: respectable appearance. The above reward will be paid by F. W. Ramsden Esq., 4, Herbert crescent, Brompton, on apprehension of thief and recovery of property, or a less sum in pro portion to the amount recovered. Anns, Faringdon " ; 1 carving knife, fork and steel, marked " Joseph Haywood"; 1 large table cloth, holly leaf pattern ; and 23s. 6d. Information to Supt. Butcher, Faringdon. 24.— Maidenhead [ County).— 2nd inst.— A black mackintosh rug, lined blue cloth, metal plate and ring attached. Information to Supt. Taylor, Maidenhead. 25 — Wokingham ( County).— 27th ult., at Yeo- manry Steeplechases, Maiden Earley, near Beading — A gold pin, set large ruby, twisted pin, setting round stone chased ; a small pair of opera glasses, frame covered with black leather, maker " Steward, Strand, London"; a sealskin bag muff, containing a red cut glass scent bottle ( silver mounted), gloves, mittens, several letters, and a post- card, addressed " Miss J. Crowdy, The Grove, Faringdon." Information to Supt. Atkin, Wokingham. CHESHIRE. 26.— Nantwfch ( County).— 23rd ult., at Crewe— A plain silver lever keyless watch, No. 75205, " G. R Gibson, Crewe," engraved inside ; a silver lever watch, No. 54719, cream dial, " Russell and Sons," or " Coy.," thereon, with gold albert chain ( link cut and engraved alternately) and gold pendant, " compass," attached Information to Supt. Leah, Nantwich. 27.— Stockport ( Borough).— 1st inst.— A man's union shirt, with yellow stripes. Between 2nd and 3rd inst. — Two whitewash brushes, far worn, marked J. J. H.; 2 lath trimmers LANARKSHIRE. £ 20 REWARD. 29.— Glasgow ( City).— Between 18th and 10th ult., by housebreaking— Several unused platinum utensils, veighing about 200 ounces, viz., 1 acid cooler with pipe attached, 3 ft. 3 in. in length, weigh- ing 152 oz. ; 1 piece of pipe, 3 ft. long, about 1 in. in diameter, weighing 33 oz.; 1 flange ( flat) and 3 bolts, with nuts. As three pieces of the pipes have been recovered twisted and bent and cut ( apparently with a chisel) into lengths of 3 or 4 in., it is supposed that all the apparatus has been similarly broken up, but even in this disfigured condition the bits should be readily recognised as having formed part of such an apparatus. As thefts of platinum have generally been sooner or later detected, the look- out should be continued for many months. Platinum is a rare metal, in the pos- session of very few persons, so that should any be offered for sale it should at once excite suspicion. Platinum cannot be melted or manufactured under any ordinary circumstances, and to be utilised finds its way in special smelters' hands. It is requested that inquiry be made amongst pawn- brokers, jewellers, dealers in old metal, brokers, elec- trical engineers, makers of chemical and electric apparatus, metal smelters, dentists, and all persons using platinum. The above reward will be paid by Messrs. Alexander Cross and Sons, 19, Hope- street, Glasgow, for the apprehension and conviction of the thief or thieves, and recovery of the property, or in proportion to the amount recovered. NOTTINGHAMSHIRE. 33.— Nottingham ( County).— Woodcut engrav- ing of a safe which was forced open at Beeston, during the night of 22nd ult., and f< om which £ 395 in cash was stolen. The modus operandi was to drill a hole in the corner of the safe door, place a piece of wood across the solid outer edges of the safe, through which they inserted a tap screw into the door, with nut and steel plate resting on the wood, then holding the screw and turn- ing the nut with a wrench, they drew the door up so as to have enabled them to insert crowbars and force it open. It is supposed that this is the work of a gang of professional thieves and safe- breakers. Two large St. Bernard dogs were poisoned by ad ministering strychnine in some greasy substance, and placed between two pieces of boiled liver. Information to Supt. Hallam, Nottingham.
