All announcements for insertion in the POLICE GAZETTE, and all communications upon them, shou'd te addressed to THE EDITOE OF THE POLICE GAZETTE, GREAT SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to _ be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. T I O M S. 8. Announcements of all persons to be apprehended or of stolen property b. ar a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents cr stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion tn the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceeding* which may result from such publication. 11. An- ounccments for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. lliey must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. Served in tli3 18th Hussars in name of George Adams, and has been attached to the Army Reserve for the last 16 months. 5.— Y Division.— Woodcut portrait and descrip- tion of RICHARD BARRETT, alias SORE- EYE'D BARRETT, whose apprehension is sought for the murder of Edward Thomas Williams, by shooting him at 12.10 a. m., 19th inst.— age 35, height 5 ft. 3 in., complexion, hair ( slightly bald on top), and moustache dark, sore red eyes ( sunken); dress, dark grey tweed NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the Sigh Contracting Parties be bound to surrend their oum subjects whether by birth or naturalisation* The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, bat can not be considered bound to do so. £ 5 REWARD. 2.— M Division.— Woodcut portrait and descrip- tion of GEORGE ALIOTH, alias BODMAN and CHOISEUL, who3e apprehension is sought for obtain- ing goods by false pretences in Jersey— age 21, height 5 ft 6 in., slight build, complexion fresh, hair parted on side and comes down over forehead, very little hair on upper lip. CITY OF LONDON. 8.— For stealing 2 cheques ( one for £ 15 63. 7d , and one for £ 4 16s. 2d.), 15th inst.— REGINALD WIL- LIAM MEADE, late of 64, Gladstone- street, Kenning- ton- road, age 21, height 5 ft. 5 or 6 in., complexion sallow, hair brown, long thin face ; dre3S, dark clothes. Warrant is3ued. Information to Inspector McWilliam, 26, Old Jewry, E. C. CHESHIRE. 9.— Stockport ( Borough).— For obtaining 6 boy's black ribbed worsted Austrian suits, fancy braiding down fronts of jackets, by false pretences, 19th ult.— WILLIAM DAY, age about 50, height 5 ft. 10 or 11 in., stout build, complexion fresh, beard ( short) sandy ; dress, long drab overcoat, dark trousers, and soft black felt hat. Appearance of a tailor. Booked to Macclesfield, J9th ult., where he pledged one suit. Stated he was buyer for Messrs. Swarbrick and Stoney, Macclesfield ( false). Warrant issued. 10— Stockport ( Borough).— For larceny, 18th and 20th inst — A MAN, age about 30, height 5 ft. 7 in., complexion fresh, hair and moustache light, rather weak eyes; dress, black coat and vest, dark trousers with stripes, white collar, blue tie with red spots, lace boots, and black hard felt hat. Wore a white apron rolled round waist. Stated he came from Accrington, and that he was doing repairs in the neighbourhood. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DERBYSHIRE. 11.— Derby ( Borough).— For obtaining £ 5 by false pretences, 11th inst.— A MAN, who gave the name of HARLAND, age about 60, height 5 ft. 10 in. or 6 ft., complexion fresh, hair and side whiskers grey, no moustache, carries his head forward; dre3s, dark clothes and hard felt hat with flat top. His modus operandi is to send a telegram to engineers and tool- makers, purporting to be from Mr. Walker, contractor for the Manchester Ship Canal, stating that Mr. would call at their works at 2 p. m. About the time stated he calls at the works, stating he represents Mr. Walker, and asks if a telegram has been received. After some conversa- tion he examines various machines, asks for price- list, and gives large orders, saying an official order would be forwarded by post. He then proposes an adjourn- ment to a public- house for a drink ; whilst there takes several shillings from his pocket, when he suddenly discovers he is short of money. Having other calls to make, he is afraid that he will not have sufficient to carry him home, asks for a loan of £ 5, and, on obtain- ing it, states he will return| it next day with the official order. Is no doubt wanted for committing similar frauds elsewhere. Warrant issued. Information to Lieut.- Colonel Delacombe, Chief Constable, Derby. DURHAM. 12.— Durham ( County).— For stealing a lady's gold lever watch, No. 45080,, and a silver lever watch, No. 7134, maker's name ( supposed) " Wolfe, Sunder- land "— J. L. KING, age about 60, height 5 ft. 6 or 7 in., stout build, complexion fresh, hair ( turning grey, bald on top) dark, side whiskers, no moustache, large nose; dress, dark grey overcoat, grey trousers, black vest, side- spring boots ( cap on side of left), hard felt hat. A watch and clock cleaner; has resided at Tow Law, where he has left a family. Is accompanied by a boy, age about 11, who gives recitations in public- houses and other places. Warrant issued. Information to Supt. Dunn, Durham. ESSEX. 13.— Braintree ( County).— For failing to report - License Holder JOHN CHINNERY, Office No- 36678, age 38, height 5 ft. 4 in., complexion fresh, hair ( thin on top) brown, eyes blue, scars on bridge of nose, margin of forehead, and knuckle of right thumb, hairy chest. Sentenced at Middlesex Sessions, 19th January, 1885, to 5 years' penal servitude for work- shopbreaking. A L 848. Information to Supt. Elsey, Braintree. 14.— Chelmsford ( County).— For burglary at Stock, 9th inst., and stealing 1 silver Venetian rapier paper- knife, a3 used by the Arabs, filigree work, Lion of St. Mark thereon; 1 pair of chased old- fashioned tongs ; 1 thimble ; 1 small female catheter ; and 6 large ditto, all silver; 1 silver Geneva watch, open face, raised glass, " H" scratched on back, with common black chain attached; 1 silver brooch, forget- me- not flowers painted thereon, pin deficient; 2 surgical knives, tortoiseshell handles, " Pratt" on blades; 6 dessert knives, 6 dessert forks, 1 orange saw, 1 pair small sugar- tongs, 2 sugar spoons, 2 large tea spoons, 1 sherry, 1 whisky, and 1 brandy label, all electro- plated ; 4 old- fashioned whist counters, about the size of a sovereign, design of heart thereon ; 1 pair of spectacles; 1 set brass letter weights and scale ; 2 magnifying glasses ( one folding pocket glass, the other large open glass, with handle); 1 black waterproof coat ( thin black cloth over mackintosh) with cape ; " Elvery and Co., Conduit- street " on collar ; 1 water- proof white linen short riding coat; 1 short light dust coat; 1 long ulster, small red check pattern; 1 light grey soft felt hat; 2 half- sovereigns ; 1 pound silve ?; and four or five shillings in threepenny- pieces— TWO MEN, 1st, age 47, height 5 ft. 9 in., long dark whiskers, tipped with grey ; dress, dark blue coat, with velvet collar, double peak cap ; 2nd, age 35, height 5 ft. 5 in., pockpitted, no whiskers or moustache; dress, d- irk brown suit, hard felt hat. Information to Deptity Chief Constable Somerset, Chelmsford. 15.— Dunmow ( County).— For stealing four pairs of brass bearings, and the brass plate of maker's name, from a dressing machine— A MAN, age about 45, height 5 ft. 6 or 7 in., complexion fresh, hair ( bald on top) turning grey, eyes grey, clean shaved; dress, dirty brown tweed jacket and vest, cord trousers, lace boots, and brown hard felt hat. Sometimes wears an old cardigan jacket or blue serge jacket. Carries a carpenter's basket and old black bag, containing files, chisels, & c. Supposed native of Northampton. Is accompanied by a woman, age about 40. May be found at common lodging- houses. Information to Supt. Ackers, Dunmow. GLAMORGANSHIRE. 16.— Neath ( Borough). — For embezzlement — JOHN NAISH, Manager of Neath Tramway, age 40, height 5 ft. 10 or 11 in, slight buiM, complexion fresh, hair, whiskers, and moustache brown, is very talka- tive, addicted to drink, and when drunk is fond of low company; dress, brown plaid suit ( short coat), and bowler hat. Has been employed as tramway manager at Newport, and was a member of the Artillery Volunteers at Neath. A native of Newport. Warrant issued. Information to Head Constable Evans, Neath. HAMPSHIRE. 17.— Aldershot ( County).— For stealing £ 16, 7th inst.- J OHN RICHARDS, private, 2nd Battalion Royal Scots Regiment, age 24, height 5 ft. 6£ in., complexion dark, hair dark brown, eyes grey, mous- tache ( slight and curled at ends) dark, aquiline nose, smart square build, large scar on chest, harp tattooed right forearm, small scar left jaw, blue dots back of one hand; dress, large brown check overcoat, with detached cape, dark brown check suit, turn- down collar and tie, side- spring boots, military fronts, fawn- colour hard felt hat. Warrant issued. Information to Supt. Brinson, Aldershot. 18.— Southampton ( Borough).— For embezzling 18s.— RICHARD PIPER, age 24, height 5 ft. 7 or 8 in., complexion very fresh, hair brown, moustache light, eyes blue, powder mark under right eye, lost left hand, and wears a hook; dress, light fawn coat, brown trousers, and hard felt hat. A native of Isle 0f Wight. Has served in the Rifle Brigade. Warrant issued. Information to Head Constable Breary, Southamp- ton. HERTFORDSHIRE. 19. — Bishops stortford ( County,.— For assault, 19th ult— THOMAS SAGGERS, age 19, height 5 ft. 6 in., complexion dark, hair and moustache ( slight) light, eyes dark, full blotchy face, rather round- shouldered, leans slightly forward when walking; dress, grey tweed jacket with velvet collar, light cord or fustian trousers, hard felt hat. A native of Maun- den, Essex. Is now supposed to be in London. Warrant issued. Information to Supt. Innes, Bishops Stortford. LANCASHIRE. 20.— Blackburn ( County).— For uttering a forged cheque for £ 50, on the Craven Bank, at Colne, 23rd August, 1886— JAMES SHACKLETON KNOWLES, a weaver, age 35 to 40, height 5 ft. 6 or 7 in., com- plexion fresh, hair and moustache dark brown, no beard or whiskers. Appearance of a farmer. Is very fond of coursing, and will be found associating with persons interested in that sport. A native of Rad- cliffe Bridge or Chapelfields, near Radcliffe, Lancashire. Warrant issued. Information to Supt. Barnett, Burnley. 21.— Leigh ( County).— For obtaining money by false pretences— ARTHUR MITCHELL, age 24, height 5 ft. 2 or 3 in., complexion, hair, small side- whiskers, moustache, and eyes dark ; dress, black ribbed overcoat. A theatrical; supposed native of Manchester.— CHARLES CARLTON, a theatrical, age 24, height 5 ft. 9 in., complexion pale, hair light brown, moustache ( slight) light; dress, Inverness over- coat and soft felt hat. Warrant issued. These men advertised a concert at Earlestown, and posted bills stating that the proceeds would be given to the widow of a man who was recently killed on the railway. A large number of tickets were sold, and Mitchell and Carlton absconded with the proceeds, accompanied by another man, who is supposed to be the principal in the transaction. Information to Supt. Weir, Leigh. 22.- Old Trafford ( County).— For failing to re- port— License Holder ELLEN McCARTHY, Office No. 36221, age 36, height 5 ft., complexion sallow, hair brown, eyes blue. Sentenced at Manchester, 16th April, 1884, to 5 years' penal servitude and 3 years' police supervision for larceny ( person). Licensed 27th September, 1888. G K 96.— Supervisee SARAH CUE, alias KEW and LEE, Office No. 35349, age 41, height 5 ft. 3 in., complexion fresh, hair brown, eyes grey, scars on legs and right shoulder, right eye partially closed. Sentenced at Salford, 28th May, 1883, to 5 years' penal servitude and 7 years' police supervision for larceny. J 53.— Supervisee JOHN TAILOR, Office No. 36290, age 28, height 5 ft. 3 in., complexion fresh, hair dark brown, eyes brown, scars below first and second fingers and on first finger right hand, mole on left cheek, pockmark on right cheek, burn marks on front of throat and back of left hand. Sentenced at Salford, 9th January, 1888, to 9 months' imprison- ment and 4 years' police supervision for housebreak- ing. 8037.- Supervisee MARY FORD, alias CALLI GAN, Office No. 30350, age 47, height 5 ft. 2 in., com- plexion freckled, bald ( wears a wig), eyes hazel, lost several top teeth, right thumb deformed. A factory hand. Sentenced at Manchester, 1st May, 1878, to 7 years' penal servitude and 7 years' police supervision for larceny ( person). E 56.— Supervisee ELLEN DOYLE, alias DALEY, Office No. 32272, age 29, height 5 ft., complexion fresh, hair light, eyes blue, right hand out of joint. Sentenced at Manchester, 16th April, 1886, to 9 months' imprisonment and 3 years' police supervision for larceny. W 478. Information to Supt. Bent, Old Trafford. 23.— Ormskirk ( County).— For stealing joiner's tools ( recovered), at Birkdale— A MAN, age 55, height 5 ft. 8 or 9 in., complexion fresh, hair brown, clean shaved except under chin, stoops a little when walk- ing ; dress, brown plaid coat and vest with raised seams, brown cord trousers ( nearly new), felt hat. A joiner ; is well known at Bolton, Wigan, and Leigh. Information to Supt. Jervis, Ormskirk. 24.— Liverpool ( City).— For stealing money— HUNGERFORD LUTTON, age 36, height 5 ft. 6 in., hair, whiskers, and moustache dark; dress, dark tweed clothes, black hard felt hat. A tea merchant's traveller ; native of Antrim. Is well known to grocers and tea merchants throughout Lancashire. Absconded 7th inst. Warrant issued. Information to Chief Supt. Williams, Liverpool. 25.— Manchester ( City).— For embezzlement— TUESDAY, JANUARY 29, 1889. T H E POLICE GAZETTE. 3 JOHN W. JONES, age 35, height 5 ft. 10 in., very slight build, moustache brown, walks erect; dressed respectably. Warrant issued. Not to be apprehended out of the United Kingdom. Information to the Deputy Chief Constable, City Police, Manchester. 26.— Ashton- under- Lyne [ Borough).— Yor fail- ing to report— Supervisee RICHARD HOLT, Office No. 36891, age 48, height 5 ft. 5 in., complexion fresh, hair dark brown, eyes brown. Sentenced at Salford, 9th January, 1888, to 12 months' imprisonment and 4 years' police supervision for fowl- stealing. Information to the Chief Constable, Ashton- under- Lyne. 27.— Barrow in- Furness [ Borough).— For ob- taining goods by false pretences— JAMES GREY, age about 40, height 5 ft. 7 or 8 in., complexion sallow, hair and moustache ( turning grey) light brown, rather prominent mouth, speaks with an Irish accent; dress, light brown check coat, supposed moleskin trousers and cap.— ELIZABETH GREY, age 40 to 45, height 5 ft. 3 or 4 in., complexion fresh, hair dark brown ; dress, black woollen cloth shawl with narrow white satin stripes round border. Has several dresses. Generally wears clogs, and shawl on head. A native of Belthorne, near Blackburn. Warrant issued. Information to Chief Constable Foil, Barrow- in- Furness. 28.— Rochdale [ Borough).— For stealing from a public- house, 2lst inst., a Waltham lever watch ( re- covered) and a gold albert guard, graduated curb pat- tern, with gold medal, inscribed " Winners of the Yorkshire Challenge Cup, 1888 "— A MAN, who gave his name as FRED RATCLIFFE, age 25 to 30, height 5 ft. 6 or 7 in., complexion fresh, hair and moustache ( slight) dark, set of false teeth in upper jaw, winks his eyes when speaking, is very fond of the society of football players ; dress, light dust coat, dark trousers, lace boots, black billycock hat. Stated he was a native of Halifax. Supposed wanted at Clay Path, Durham, for a similar offence. Information to Chief Constable Wilkinson, Roch- dale. 29.— Saiford [ Borough).— For failing to report- Supervisee ANNIE BUCHANON, alias THERESA O'NEILL, Office No. 36063, age 30, height 5 ft., com- plexion florid, hair brown, eyes blue, scar on nose, mole back of left wrist. Sentenced at Salford, 9th July, 1888, to 2 months' imprisonment and 1 year's police supervision for larceny. Information to the Chief Constable, Salford. LINCOLNSHIRE. £ 5 REWARD. 30.— Market Rasen ( County).— For murderously assaulting James Nelson, vagrant ward keeper, with a hammer, in the stoneyard, at Market Rasen, 22nd ult.- WILLIAM HURST, alias GEORGE HURST and GEORGE TAYLOR, age about 30, height 5 ft. 8 in., complexion sallow, rather long face, high cheek bones, eyes ( rather sunken) small, short eyelashes, walks with his hands in his pockets, his back up, and throws his feet out; dress, fine blue cloth coat, pockets on hips and left breast and skirt, dark vest, white moleskin trousers, white shirt ( supposed Militia) with patch shape of a kite at back of neck, blue- and- yellow mixture cotton scarf, coarse grey stockings, Mack cloth cuffs which fasten with button, strong lace boots. Supposed to belong to the Army Reserve. Eight days before the assault he was travelling with a man name Waller, whom he said he could get into the York Militia. He also said he belonged to between Leeds and York, and that he last worked at York bout seven weeks since. He also spoke of a man named Cook or Cooper, who was a ganger on some public work, and with whom he had worked. May be found at public work3, vagrant wards, or common lodging- houses. Warrant issued. Information to Supt. This man took apartments in the town on the after- noon of 7th inst., and had the silk brought to the house by a shop assistant, stating it was for his mother. He then asked to be allowed to show it to his cousin, giving the name of a highly respectable person living near, and decamped with the silk, leaving the assistant in the house.
