W. , ' 1 Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. J. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. }. In all cases where a reward is offered the name and address of some person responsible far the payment mutt be given, and the exact conditions be clearly stated. 6. . Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15a. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. v 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signaturt of an officer of not Lss rank than Superintendent; and, if the name of such person be reg-' ired to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. J. Announcements concerning stolen property must be guaranteed by an officer of not lets rank than Inspector, or analogous thereto. T I O N S. & Announcements of all persons to be apprehended or of stolen property heat a number, and or* ulphabetically arranged by counties. 9. The force which causes particulars concerning delinquentI or stolen property to be inserted H the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editot notice of the fact, referring to the number of the announcement for insertion in the text issue. 10. In aU cases, the officer signing the request for insertion of any announcement, will k wholly responsible for any proceedings which may result from ouch publication. 11. Announcements for the Friday issue should be forwarded to at to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one tide of the paper only, be in the usual form, and accompanied by * covering letter. 12. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrend their own subjects whether by birth or naturalisation." The result of the modification in the Treaty ifl that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. SURREY. DORKING ( County).— For the murder of William Groombridge, a gamekeeper, at Wotton, 25th ult.— JAMES STEVENS, alias LOVE, TICKER, and FINI- SHER, a notorious poacher, age 50 to 60, height 5 ft. 5 in., complexion sallow, hair turning grey, whiskers cut short, bridge of nose rather flat, old scars on face, talks through his nose; dress, dark coat, blue plush vest, helmet- shaped cap. Hawks nuts, and may be heard of at lime works, or found sleeping under a tent or in outbuildings. Was traced towards Croydoo, The above reward will be paid by Mr. Charles Lee Steere, of Ockley, to any person ( other than a police officer) who shall give such information as shall lead to the apprehension of Stevens. GRAY, age about 30, medium height, complexion very swarthy, hair, moustache, and eyes very dark, appearance of an Italian or Spaniard; dress, black pilot overcoat, brown check suit, black felt hat. A newspaper reporter ; supposed native of New Haven, Connecti- cut, U. S A. May be employed on some provincial newspaper. Warrant issued. 3.— A Division.— For stealing from an hotel, 6th inst., 1 lady's gold open- face lever watch, chased, gold face and gold figures, No. 28217; 1 gold locket, set diamonds and sapphires in centre; 1 gold brooch, monogram " M. F. J.," and " Ex virtute honor" thereon; 1 lady's long gold chain, with seal- key and small pebble knife ( one blade and button- hook) attached— A MAN, age 35 to 40, height 5 ft. 8 or 9 in., complexion sallow, hair and moustache ( supposed false) and eyes dark ; dress, dark clothes and high silk hat, gentlemanly appearance. 4 . B Division.— For embezzling £ 45 13s. Id.— WILLIAM GEORGE MAYHEW, age 42, height 5 ft. 6 or 7 in., complexion, hair, whiskers, and moustache dark ; dress, black diagonal overcoat, black under ditto, grey trousers, lace boots, black hard felt hat. Warrant issued. 5.— P Division.— For stealing £ 70 in Bank of England notes— EDWARD TERRY, age 22, height 5 ft. 8£ in., complexion dark, hair dark brown, eyes brown,' thick bottom lip, small mole under, irregular teeth ; dress, dark overcoat, tweed suit, button boots, brown hard felt hat. Has an aunt residing at Herts Green, Sussex. Is accompanied by Diana Timothy, age 21, height 5 ft. 4 in., complaxion dark, hair black, fringe on forehead, pregnant. Warrant issued. 6 . v Division.— For housebreaking — WIL XIAM SMITHERS, a groom, age 22, height 5 ft. 2 in., complexion fair, hair and moustache ( very slight) light, walks quickly ; dress ( supposed), dark coat, plaid trousers and cap. A native of Kingston, Surrey, Has friends residing at Guildford, Surrey, and Mary- row, near Summels- road, Portsmouth. Warrant issued. 7.— V Division.— For stealing £ 25 7s. 9d. HENRY GEORGE FOGG, a clerk, age 32, height 5 ft. 10 in., complexion dark, hair ( rather curly), side whiskers and moustache black, very slightly pockpit- ted, smart appearance ; dress ( supposed), light tweed coat, dark trousers and vest, black hard felt hat. A native of London. May be accompanied by a woman, age 37, height 5 ft., complexion fair, hair light. Of good address. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. 11.— Weymouth ( Borough).— For obtaining 12 unframed oil landscape paintings, by false pretences— A MAN and WOMAN, who gave the names of PEM BERTON, BROWNFIELD, < fcc.: lst, age 45 to 50; height about 5 ft. 9 in., complexion fair, hair, whiskers, and moustache light; dress, light overcoat, dark jacket and trousers, double peak cloth cap, may be wearing drab breeches and gaiters. States he is a veterinary surgeon, and has been in the Army; 2nd, age 38, very short, and appears to be deformed, hair and eyes dark, long thin features, very short legs; dress, black jacket and dress, light waterproof cloak, dark hat with brown wing feather. The woman deals in different articles with secondhand clothes dealers, & c., and also sells at private houses, shops, & c. Have with them a small fox terrier dog. Were traced to Crewkerne, which place they left 24th ult. without paying for their lodgings, & c. Warrant issued. Information to Head Constable Vickery, Weymouth ESSEX. 12.— Witha m ( County).— For highway robbery with violence at Hatfield Peverel, and stealing a brown leather purse and £ 9 5s.— TWO TRAMPS, lst, age 35 to 40, height about 6 ft., dark side- whiskers; dress, dark coat and light trousers. 2nd, age about 25, height about 5 ft. 6 in.; dress, ragged light suit. Information to Supt. Allen, Witham. GLAMORGANSHIRE. — Cardiff ( Borough).— For stealing from an hotel, 3rd inst., a photographic lens ( recovered); 3 dozen gold scarf pins, stamped " H. P." on back; 3 dozen silver albert curb pattern chains; 6 dozen nickel and gilt sporting alberts ; 3 dozen solid nickel ladies' alberts, with lockets attached; 4 dozen ladies' gold plated alberts; and 2 watchmaker's keyless bow cut- ting tools, in leather case— GEORGE SLATER, alias EDWARDS and GODSON, age 30 to 35, height 5 ft. 10 or 11 in., hair light, moustache and small side- whis- kers sandy, rather thin features, prominent nose, speaks abruptly; dress, dark overcoat, light trousers with light grey stripe about i inch wide ; lace boots, black hard felt hat. Stated he was traveller for a paper bag manufacturer in London, also that he was connected with a photographic business. ( Same as described in Case No. 11, 21th January last.) Supposed to have been convicted in names of Saville, Slater, and Jackson. He very often stays at temperance hotels. Information to Head Constable Hemingway, Cardiff. KENT. 18.— Faversham ( County).— For stealing, cth inst., 1 old- fashioned double- case silver watch ; 1 pair cord trousers and vest; 1 black overcoat; 1 serge jacket; 3 sheets ; 1 blanket; 1 pair blucher boots ; 5 shirts; 6 white- handle knives and forks— CHARLES BAKER, age about 30, height 5 ft. 6 or 7 in., com- plexion, hair, moustache and eyes dark, whiskers cut close ; dress ( supposed), black cloth suit and black hard felt hat. Supposed native of Bridgewater, Somerset. Warrant issued. Information to Supt. Mayne, Sittingbourne. CITY OF LONDON. 8.— For stealing a quantity of lace, etc., CHARLES SCHMIDT, late of 8, Miles- lane, E. C., age 45 to 50, height 5 ft. 7 or 8 in., hair, whiskers, and beard ( turn- ing grey) dark brown; dress, dark clothes and high hat. Warrant issued. CHESHIRE. 9.— M iddlewich ( County).— For stealing a black plaid cloth suit— A MAN, age 45 to 60, height 5 ft. 6 in., rather stout, complexion fresh, hair brown, eyes grey ; dress, dark coat and vest, light trousers, grey hard felt hat. Stated he was going to Hanley in the Potteries. Information to Supt. Plant, Middlewich. DORSETSHIRE. 10.— Dorchester ( County).— For stealing 1 dozen opal pictures; 5 puzzles ; 1 doll's cradle ; 1 calendar ; 2 pinchusions; 2 sachels ; 1 note- book ; and a box of beetle ornaments— A MAN and WOMAN, who gave the name of Brownfield or Pemberton ; lst, age 45 to 50, height 5 ft. 7 or 8 in., slight build, complexion fair, hair, whiskers, and moustache light, walks with a short quick step; dress, light overcoat, dark jacket and trousers, cloth cap with peak, may be wearing gaiters. 2nd, age 35 to 40, very short, hair and eyes dark, long thin features, very short - legs ; dress, blaok jacket, light waterproof cloak, black dress, high dark hat, trimmed brown wing. Had in their possession a small fox terrier dog, with black and brown spots on head. Both talk fluently, and appear to be well educated. Their modus operandi is to take lodgings in a village near a town, write to a tradesman asking that goods may be sent them to select some for purchase. On receipt of the goods they decamp, leaving their lodg- ings unpaid for. Warrant issued. Information to Supt. Gale, Dorchester. HAMPSHIRE. 14.— Alton ( County).— For night poaching and shooting with intent to do grievous bodily harm— ANDREW FULLICK, age 30, height 5 ft. 3 in., com plexion fresh, hair brown, eyes blue, scars both arms and both thighs, two mole3 left breast. A native of Rowledge, Surrey. Warrant issued. Information to Supt. Rapkins, Alton. 15.— Basingstoke ( County).— For stealing 1 black coat; 1 pair trousers ; 1 plaid vest; and a cloth cap— CHARLES KNIGHT, alias WHATMORE, age 24, height 5 ft. 7 J in., complexion fresh, hair brown, eyes blue, anchor tattooed right arm, ring 2nd and 3rd fin- gers left hand, scar upper lip and over eye ; dress ( sup- posed), stolen clothing and military boots, No. 60022, R. A. A native of Thames Ditton, Kingston, Surrey. His wife and family are supposed to be living at Ewell road, Hook, Surrey. Is also a deserter from the Royal Artillery. Warrant issued. Information to Supt. Paine, Basingstoke. HERTFORDSHIRE. 16-— Hitchin ( County).— For obtaining money by false pretences— A. R. PALMER, age 28 to 30, height 5 ft. 3 or 4 in., complexion fair, hair light brown, eyes hazel; dress, navy blue serge jacket and vest, light mixture trousers, black hard felt hat. Visits large [ residences, and induces the servants to be photo- graphed in a group, obtains payment in advance, and promises to send the photographs in a few days. Is accompanied by a woman, age about 30. Warrant issued. Information to Supt. Reynolds, Hitchin. HUNTINGDONSHIRE. 17.— St. Neots ( County).— For rape— THOMAS BREARY, a labourer, age 23, height 5 ft. 11 in., stout build, complexion fair, hair and moustache ( very small) light, gunshot wound left hand, extending from palm to wrist. Served about 3 years in the 1st Bedfordshire Regiment, purchased his discharge in June last. May assume the name of Cumberland, and endeavour to re- enlist. A native of Great Staughton Moor, Hunts. Warrant issued. Information to Supt. Copping, St. Neots. LANCASHIRE. 19.— Bootle ( County).— For failing to report- License Holder ROSE ANN GARRITY, alias GAR- RETT and EDWARDS, Office No. 32981, age 37, height 4 ft. 11 in , complexion fair, hair light brown ( turning grey), eyes grey, scars on forehead, nose, chin, arms, and several on neck, right little finger bent, pockmarked. Sentenced at Liverpool, January, 1884, to 5 years' penal servitude for larceny. Licensed 16th May, 1887. K 6.— Supervisee GEORGE WIL- COX, alias TONGE, ASPINALL, and TAYLOR, Office No. 35881, age 68, height 5 ft. 6i in., complexion fresh, hair turning grey, eyes grey, scar thumb, left eyebrow, and left forearm, tumour inside upper right arm, sight defective. Sentenced at Salford, Decem- ber, 1882, to 5 years' penal servitude and 7 years' police supervision for felony. A J 652. Information to Supt. Walsh, Bootle. 20.— Bury ( County).— For stealing, between 7th and 8th inst., a bass, containing 1 large cast steel bullet ended hammer; 2 copper soldering bolts; I pair large gas pliers ; 3 boxwood tanpins ; 7 Burner's jets, in tin case, enclosed in leather bag ; 2 rasps ; 1 bent punch ; S gimlets ; 1 lead ladle; 1 pan hook ; 1 eight square chisel; 1 shave hook ; 1 corner hook ; 2 plumbing irons; 1 putty knife ; 1 iron brace; and a number of bits, various sizes- A MAN, who gave the name of GEORGE FLETCHER, age 35 to 40, height 5 ft. 6 in., stout build, complexion fresh, red no3e and pimply face, hair dark brown, moustache black ; dress, blue pilot jacket and vest, black cord trousers, old boots, a dark cap tied at front and top, or an old black hard billycock hat with flat brim. Information to Supt. Henderson, Bury. 21.— Salford ( Borough).— For manslaughter — THOMAS GALLAGHER, age 19, height 5 ft. 6^ in., complexion fresh, hair dark brown, eyes grey ; dress, brown coat, tight- fitting'brown cord trousers, lace boots, hard felt hat. A native of Yorkshire. Information to the Chief Constable, Town Hall, Salford. SHROPSHIRE. 22.— Wellington ( County).— For stealing, 3rd ult., at Badger, 1 dark- coloured cock turkey and 10 common farmhouse fowls, mostly cuckoo- coloured— License Holder HENRY PUGH, Office No. 36093, age 49, height 5 ft. 7 in , complexion fair, hair grey, clean shaved when last seen ( beard and moustache white if grown), eyes grey, B. C. very faint on right wrist, palm of right hand deformed, D. D. on left ribs. Sentenced at Shropshire Sessions, 3rd January, 1881, to 10 years' penal servitude for larceny. Licensed 5th September, 1888. Z H 751. Warrant issued. Information to the Chief Superintendent, Shropshire Constabulary, Wellington. SOMERSETSHIRE. 23.— Frome ( County).— For conspiring, with a man in custody, to defraud a buyer of £ 18, by induc- ing him to purchase a worthless horse— J. HICKEN, alias " OLD FATTY," age 60, height 5 fc. 5 or 6 in., full red face, little or no whiskers, very soft voice ; dress, black suit and hat, appearance of a dissenting minister. Has a house and stables at St. Philip's, Bristol, where he has recently heea living. Supposed to have committed similar offences in Wiltshire and Gloucestershire. Warrant issued. Information to Supt. Williams, Frome. 24.— Glastonbury ( County).— For stealing, at Binegar, 3rd inst., a dark brown mixture cloth coat and vest— WILLIAM KEIRLE, age 52, height 5 ft. 4 or 5 in., complexion fair, hair ( turning grey) dark, clean shaved, eyes hazel, nose turned to one side; dress, dark check jacket and vest, fustian trousers, lace boots, soft bowler hat. A brickmaker, supposed native of Bridgwater. Information to Deputy Chief Constable Bisgood, Glastonbury. SUFFOLK. 25.— Eye [ County).— For stealing £ 3 gold, at Thorndon, 3rd inst.— ELIZABETH LOCKWOOD, domestic servant, age 19, height 5 ft. 1 in., stout build, complexion pale, full round face, hair dark, eyes blue, bold appearance; dress, short plain black jacket, black cashmere dress, brown speckled ulster, TUESDAY, NOVEMBER 20, 1888. T H E POLICE GAZETTE. 3 drab velvet hat with pink feather. Left Ipswich by 10.15 a m. train, 4th inst., for Liverpool- street station, London. Was discharged from Bedford Prison, 6th ult., after undergoing 6 months' imprisonment for larceny. Her luggage consisted of a light brown clothes box and a common square paper hat box, addressed Miss Bentley, passenger to Liverpool- street. Warrant issued. Information to Supt. Barnard, Eye. 26.— Ipswich ( County).— For night poaching, armed, at Baylhaim, 22nd ult. ( with 3 others since convicted)— JOHN LAY, age 35, height 5 ft. 6 in. complexion fresh, hair and moustache light brown, eyes grey, round face. Is a notorious poacher and fowl stealer, and will probably be found in the com- pany of such men. Absconded 23rd ult. Warrant issued. Information to Deputy Chief Constable Fisher, Ipswich. WILTSHIRE. 27.— Swindon ( County).— For stealing two pairs of boots ( recovered)— H. BLAME, age 40, height 5 ft. 8 or 9 in., complexion sallow, hair, whiskers, and moustache ( short) dark, eyes dark brown ; dress, blue serge suit ( old), lace boots, and hard bowler hat, spoke with a London accent. He took lodgings for a few days, representing he was an agent for Messrs. New- ball and Mason, manufacturers of extract of sarsa- parilla, Nottingham. He recently took a shop at No. 3, Southey- place, Bath, but left during the night without paying the rent; he afterwards took another shop at Lockebrook, near Bath, which he left in the same manner. Was accompanied at Bath by two women— 1st, age 40 to 50, medium height, complexion sallow ; 2nd, young, tall, with dark complexion. Information to Supt. North, Swindon. WORCESTERSHIRE. 28.— Great Witley ( County).— For deserting his 2 children 3rd August last, leaving them chargeable to the Tenbury Union- GEORGE COOMBY, age 32 ( looks older), height 5 ft. 6 or 7 in., complexion fresh, hair, whiskers, and moustache, dark brown, slightly round shouldered, mole over right eye, middle finger right hand crooked. A labourer, but has for some time been employed as a grocer's porter. Warrant issued. Information to Supt. Pugh, Great Witley, or P. S. Haynes, Tenbury. YORKSHIRE ( EAST RIDING). 29.— Patington ( County).— For stealing a pair of riding trousers and a pair of gaiters, at Owthorne, 28th ult.- GEORGE MONTAGU SMITH, alias THORNTON, age 26 ( only looks 22), height 5 ft. 8 in, hair ( getting bald) dark, fingers stained almost black with nicotine, scar left ankle; dress, blue cloth uniform of the mercantile marine, with brass anchor buttons, and badge of the Anchor Line, patent leather shoes. Talks Hindustani, and Btates he resided for a long time in India. Professes great friendship with Lord Delamere, and has been issuing cheques on Messrs. Ransom, Bouverie, and Co., Bankers, London, drawn by Delamere, which he states were given to him during a voyage from Calcutta. Has in his possession a silver cigarette ci. se marked " A. L. N. December 6th, 1888 " ; and a Gladstone bag without straps, which have also been stolen. Resided at one time at Forest gate, Essex, but lately at Owthorne, Withemsed, and Hull. Supposed to be an old hand at this kind of fraud. Warrant issued. Information to Supt. Blanchard, Patington. 30— Hull ( Borough).— For fraud— JOSEPH F. FORTH, or FIRTH, a fur cleaner, age 38 to 40, height 5 ft. 6 or 7 in., stout build, complexion fair, full round face, hair, whiskers, and moustache light, addicted to drink, shabby appearance ; dress, black coat and vest, grey cloth trousers, old boots, and brown hard hat— all much worn. A native of Hull. May seek employment at furriers, & c., and be found at a common lodging- house. Warrant issued. Information to Captain Gurney, Chief Constable, Hull. See Latest Information. PERSONS IN CUSTODY. CARDIGANSHIRE. 31.— Aberystwith ( County).— Sentenced to 4 months' imprisonment, for larceny— JOHN WEST ( supposed false), age 49, height 5 ft. 7 in., complexion fair, hair light brown, eyes grey; dress, dark coat and vest, dark tweed trousers, military boots, and plaid cloth double- peak cap. States he is a native of Car- diff ( supposed false). Had in his possession ( supposed stolen) an Army discharge in the name of Sergeant Robert Currie, 2nd Dragoons or Scots Greys. Information to Deputy Chief Constable Lloyd, Aberystwith. CHESHIRE. 32.— Altrincham ( County).— Sentenced to 14 days' imprisonment, 7th inst., for vagrancy — PETER HIGGINS, aged 25, height 5 ft. 4 in., complexion sallow, hair dark brown, moustache ( slight) dark, eyes dark blue, L.
