W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE they are sufficient to enable action to be taken upon them by another force. 5. Particulars as to stolen property will be likewise inserted ui one issue, if sufficient to enable the article in question to be thereby identified. i. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. P° rtra, t' ° f persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an oficcr of not less rank than Inspector, or analogous thereto. ulphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted <• the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the Ksxt issue. 10. In all cases, the officer signing the request for insertion of any announcement, tciU h wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so a* to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They musi be clearly written on one side of the paper only, be in the usual form, end accompanied by « covering letter. 12. All payments must be in advance, either at the office. NOTICE. APPREHENSIONS SOUGHT. YORKSHIRE ( NOKTH EXBXNG). i.— EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " Itis agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, thall the High Contracting Parties le bound to surrender their own lubjccts whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to tho other Government, but can not be considered bound to do so. PICKERING ( County).— For tlie murder of his wife at Black Bull Bail way Cottages, near Pickering, 7th inst.'— JAMES PENNOCK, railway platelayer, age 42 to 45, height 5 ft. 8 or 9 in,, rather stout build, complexion dark, whiskers and heard ( bushy) dark sandyr, moustache cut short, lump about the size of a marble top of head ; dress, blue cloth jacket and vest ( old), buttons stamped N. E. R., moleskin trousers, lace boots, black soft billycock hot. Information to Supt, Spence, Pickering, METROPOLITAN POLICE DISTRICT, 2.— A Division.— Woodcut portrait and descrip- tion of FREDERICK ADAMS HICKMAN, whose apprehension is sought for embezzling £ 300, the moneys of the Postmaster- General— age 22, height 6 ft., complexion fresh, hair light, squints, is fond of cycling ; Lately resided at 161, St. George's- road, Peckhani. His mother resides at 110, Church- street, Brighton. Warrant issued. £ 20 REWARD. 3.— M Division— For embezzling £ 1,000— HENRY JONES, age 35, height 5 ft. 10 in., com- plexion florid, hair and moustache sandy, eye3 blue, speaks very slowly, tender feet, is fond of billiards ; dress, black coat and vest, black felt hat. A native of London. Warrant issued. The above reward will be paid by Messrs. Edward Pink and Sons, Long Lane, Bennondsey, for the appre- hension and conviction of Jones. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 4.— For obtaining a situation by means of a forged character— GEORGE FIELD, a fish salesman, late of 33, Rochester- row, Westminster, age 30, height 5 ft. 7 or 8 in., complexion, hair, small side whiskers, and moustache dark; dress, dark clothes; respectable appearance. C — Wokingham ( County).— For night poaching and assaulting a gamekeeper, at Binfield, 29th ult.— WILLIAM BUSHNELL, alias JACK LLOYD, age about 34, height 6 ft. 1 or 2 in., complexion, hair, and moustache dark, broad face, swings his arms when walking ; dress, black cloth overcoat, cord trousers and vest ( much worn), heavy nailed boots ( nearly new), hard felt hat. A labourer; native of Hungerford, Berkshire. His wife resides at Westley place, Henley- on- Thames. Is also wanted at Reading for larceny. ( See Case No. 13, 29th June last.) Warrant issued. Information to Supt. Atkin, Wokingham. BUCKINGHAMSHIRE. 7.— Slough ( County). — For housebreaking at Farnham Royal and stealing a small gold watch ( glass deficient) and a man's black diagonal overcoat A TRAMP, age about 20, height 5 ft. 4 in., complexion fair, hair light; dres3, black diagonal coat, light trousers, hard felt hat. Information to Supt. Dunham, Slough. CHESHIRE. 8.— Macclesfield ( Borough).— For failing to re- port- License Holder JOHN BURN, alias CL ARKE, Office No. 32123, age 63, height 5 ft. 8 in., complexion fresh, hair dark brown, eyes grey, blue dot between each thumb and forefinger, lost all upper teeth, im- pediment in speech ; dress, grey jacket ( short), vest and trousers, black hard felt billycock hat. Sentenced at Chester, 10th July, 1875, to 15 years' penal servi- tude and 2 years' police supervision for burglary. Licensed 10th January, 1887. B 826. Information to the Chief Constable, Macclesfield. CUMBERLAND. 9 — Whitehaven ( County).— For stealing £ 3 000 ( mostly in gold) - SAMUEL SLATER, a bank clerk, age about 27, height 5 ft. 5 in., complexion sallow, round face, pockpittsd, hair ( bald on top) black, right leg badly formed and walks with a halt, nose appears to have been broken, hollow in one of his temples. Absconded 12th inst., and is supposed to have nearly all the stolen money in his posses3ion. Will endeavour to leave the country. Information to Deputy Chief Constable Thorn- burrow, Whitehaven. DERBYSHIRE. 10.— Chape! - en - le - Frith ( County).— For ob- taining £ 5 10i. by false pretences at Buxton, 27th ult.— W. D. CALTHORPE, alias W. CALTHORPE DEELEY, age 30, height 5 ft. 11 in., complexion dark, hair ( cut short) and moustache black, eye3 brown, scar bridge of no3e and under chin, walks rather lame with a slouching gait, appearance of an actor ; dress> brown Chesterfield overcoat, dark blue serge suit, light brown felt hat, carries a black fancy walking stick, frequents first- class hotels. Warrant issued. Information to Supt. Hallam, Chapel en- le Firth. 11.— Langley Mill ( County).— For embezzling £ 65, at Heanor, 10th inst.— WILLIAM KNIGHTON, a butcher's assistant, age 19, height about 5 ft., slight build, complexion fair, hair ( combed down on forehead) light brown, eye3 ( rather large) blue or grey ; dres3 ( when last seen), brown melton overcoat ( rather short*, dark grey striped trousers ( tight- fitting), and black hard felt hat. Carried a brown paper parcel, contain- ing a black jacket and vest, and a brown cape over- coat, which he may be wearing. A native of Heanor, Derbyshire. Warrant issued. Information to Supt. Lumley, Langley Mill. DURHAM. 12 •— South Shields ( River Tyne).— For stealing a quantity of rope ( recovered)— GEORGE LEMON, age about 27, height 5 ft. 6 in., stout build, complexion fresh, hair ( curly in front) dark, moustache sandy, no whiskers ; dress ( when last seen), brown cardigan jacket ( two or threo holes at back), blue guernsey frock, dark diagonal cloth trousers, red neckerchief, P. and O. cap ( with cloth- covered peak), which he wears at the back of his head. A seaman ; late of the barge " Wil- liam Porter," of Rochester. Wife resides at No. 127, Church- street, Bermondsey. Not to arrested out of England. Warrant issued. Information to Supt. FLINTSHIRE. 13.— Mold ( County). — For larceny ( bailee)— JULIUS ISAACSON, a German Jew, age 24, height 5 ft. 8 or 9 in., complexion, hair, and moustache dark, eyes brown, wears spectacles; dress, sage green over- coat, black cloth coat and vest, brown- and - white tweed trousers, hard felt hat. A hawker of pictures, drapery, & c. May endeavour to leave the country. Warrant issued. Information to Deputy Chief Constable Bolton, Mold. FORFARSHIRE. H.— Dundee ( Burgh).— Woodcut portrait ar.< description of License Holder THOMAS McINTYRE alias PATRICK JAMES McINTYRE, THOMAS McNALLY, THOMAS McANNALLY, and JAMES WILKINSON, Office No. 35S26, whose apprehension is sought for housebreaking by means of false keys; age 37, height 5 ft. 2 in., complexion dark, hair dark brown, moustache dark, eyes dark blue, heavy wrinkles on forehead, heavy eyebrows, round shouldered, scar back of neck ( right side), two right forearm, second toe right foot contracted, varicose veins both legs, scars left side of head, forehead, upper lip, and little finger, series of scars behind left shoulder, walks with a slovenly gait, speaks with an English accent. A native of Glasgow, but resided for a considerable time in Newcastle, where his mother and brother reside and carry on the business of fruiterers. Has been three times in penal servitude. Was con- victed at Durham, 27th October, 1880, for house- breaking, and sentenced to 10 years' penal servitude, liberated from Parkhurst Prison, 24th July last. Z G 1258. Absconded 5th September last. Warrant issued. Information to Chief Constable Dewar, Dundee. KENT. 16.— Ashford ( County).— For stealing, 5th inst.— 1 dark blue pilot monkey jacket ( lining has been mended), 1 pair of brown military blucher boots, 1 red cotton handkerchief, and a quart tin can— ROBERT OSBORNE, alias THOMAS COLLINS, age about 33, height 5 ft 8 in., complexion fresh, hair, whiskers and moustache sandy, beard about a fortnight's growth ; dress, long black overcoat, dark vest, dirty cord trousers, black hard felt hat. A tramping gas stoker ; native of London. Is well known at casual wards and at Mitcham Union. Information to Supt. Wenham, Ashford. 17.— Canterbury ( City).— For obtaining an over- coat ( recovered), 3 military under- shirts ( two under- laied with white braid in front), and a pair of dark brown kid gloves, lined red, by false pretences, 9th inst.— A MAN, who gave the name of HENRY A HOWARD, age about 28, height 5 ft 5 or 6 in., stout build, complexion dark, red face, hair ( parted in centre) and eyes dark brown, moustache dark, slignt scar over left eye, impediment in speech, of respectable appear- ance ; dress, dark check jacket and vest, light trousers, and light brown felt hit with small brim. A betting man, but represents himself to be an officer's servant. Gave the name of Robert Stewart Forbes, Deansgate, Manchester. Information to Head Constable Peacock, Canterbury. Supposed gone to Oldham. 22.— Rochdale ( Borough).— For stealing a lady's black worsted jacket trimmed at back with stripes of black silk about one inch broad, extending from the waist to bottom, plait both sides of breast; 1 bodice, red- white- and- blue striped skirting, white calico lining ; 1 dark blue print skirt, blue cotton lining ; 1 oval- shaped Canadian gold brooch with 2 paint brushes and flowers engraved thereon ; 1 pair of women's side- spring boots, s'ze 4, with protectors on heels ; 1 flannel singlet; 1 ditto, with hole cut for neck ; 1 pair men's dark worsted socks ; 1 damask tablecloth, brown with green flowers, two small patches of green flannel near centre ; and an alpacca umbrella, horn handle with silver band.— A WOMAN, age 25 to 30, short, hair ( cut short in front and parted on one side) dark, squints, crooked nose. Supposed native of Hyde, Cheshire. 23.— Rochdale ( Borough).— For stealing 1 black serge jacket, trousers and vest ; 1 blue cloth vest with piece let in at back; 1 large black- and- white plaid shawl, small pattern, with black border about 3 in. wide; 1 pair strong nailed boots, size 6 j and 1 pair of light waterproof boots, hooks at top, size 7— ALFRED JENNINGS, alias WILSON and JONES, age 28 to 30, height 5 ft. 6 or 7 in., full face, hair ( parted in centre) brown, prominent nose ; dress, blue cloth over- coat ( supposed stolen at Manchester) billycock hat, respectable appearance. Was convicted of larceny at Manchester, 27th April last, in name of John Jennings, and sentenced to 6 months' imprisonment. Information to Chief Constable Wilkinson, Rochdale. 24.— Manchester ( City).— For failing to report - License Holder GEORGE DOWNING, Office No. 36178, age 38, height 5 ft. 7 in, complexion dark, hair dark brown, eyes grey, scars right temple and back of head, crossed flags, crown, broad arrows, blue figures and cross, blue characters, anchor, and J. Sentenced at Salford, 24th October, 1887, to 12 months' hard labour and 3 years' police supervision for larceny. 5001.— License Holder JOHN MoHiLE, alias McCORMACK, Office No. 36102, age 30, height 5 ft. 8 in., complexion fresh, hair brown, eyes hizel, scars lower lip, right side head and neck, back of right hand, and left side upper lip. Sentenced at Doncaster, 1st July, 1884, to 5 years' penal servitude for possess ing counterfeit coin. Licensed 21st September, 1888. K 631. Information to the Deputy Chief Constable, Man- chester. 25— Salford ( Borough)- For failing to report— Supervisee FRANK MOORE, alias CHARLES THOMPSON, EDWARD PRESTON, and MORRIS, Office No. 35392, age 36, height 5 ft. 7 in., complexion fresh, hair brown, eyes grey, tree and serpent right arm, female figures on breast, soldier, crossed muskets, and crown on left arm, right hand injured. Sentenced at Manchester 13th June, 1883, to 5 years' penal servitude and 3 years' police supervision for breaking and entering. J 568. Information to the Chief Constable, Salford. 40, height 5 ft. 6 in., complexion fair, hair ( curly) light brown, whiskers and moustache sandy ( may now be clean shaven), eyes grey, slightly bow legged, small weak eyes, thickish lips, sharp pointed nose turned slightly to the right, scar right eyebrow ; dress, long dark coat, lace boots, brown cloth cap with peak. Travels the hilly parts of Montgomery, Radnor, Brecon, Denbigh and Cardigan, hawking tape, buttons, and boot lacas, kindles fires in byelanes and sleeps in outhouses. Warrant issued. Information to the Chief Constable, Dolgelly, or to Inspector Williams, Corwcn LEICESTERSHIRE. 26.— Melton Mowbray ( County).— For stealing, 27th ult., 1 steel watch chain, curb pattern, with 5 cent piece attached ; 1 military hair brush ; 1 white comb ( one tooth deficient); 1 silver scarf pin, horse- shoe pattern; 4 white silk handkerchiefs ( one with blue spots round border, one with blue line round border); I leng brown overcoat; 1 pair half- water- tight boots, kid tops, hooks broken off at top, recently soled and heeled; 1 navy blue knitted waistcoat; 1 hollow ground razor, with black whalebone handle; 1 pair dark tweed trousers ; 1 black Gladstone bag, with nickel silver catches and lock ; 2 white shirts, " Towers " on back of neck ; 1 print shirt, horseshoe pattern, collar to match ; 1 white shirt, with black- and- red spots, 2 collars to match ; 2 under shirts, grey lambswool; 4 pairs socks ( two pair snuff colour) • 1 pair dogskin gloves; 1 light print tie; 1 silver- mounted scarf pin ( fox's tooth) ; 1 silver English lever watch ; and £ 12 13s. 3d.- THOMAS BROUGH- TON, a stableman, age about 28, height 5 ft. 8 in., complexion fresh, rather long face, hair ( cut short) brown, clean shaved, rather large Roman nose, eye teeth very prominent, first finger one hand contracted ; dress, dark cloth overcoat with velvet collar, check jacket and vest, dark cloth trousers with white stripe, black hard felt hat, " Brown " inside. This man stayed at a temperance hotel in Bedford on the night of 19th ult., having come from Oxford on the same date, and after committing a larceny in the hotel left the following morning ( 20th). Was accompanied by his wife and three children ( two girls age 7 and 3 years, and a baby ( boy) 11 weeks old); also by Thomas Egerton, age 38, height 5 ft. 8 in., whiskers and mous- tache dark ; dress, dark clothes. A butcher : native of Shrewsbury. Has worked at his trade in Birming- ham. Were traced into Staffordshire with the horse and dogcart in their possession. Thi3 man is wanted in Stone, Bedford, and North- ampton for similar offences. Is a good musician and plays several instruments; also attends religious meetings. His modus operandi is to call upon some charitable person, to whom he makes a plausible statement about his father having died in India when making a railroad there about two years ago, and that his mother died in Melbourne about 12 months siuce. In consequence of being left an orphan in a foreign country, he had returned to Scotland in search of a wealthy uncle, but that on bis arrival at Rutherglen he discovered that his uncle had recently removed to Edinburgh, and from thence to America. By these representations he succeeds in obtaining lodgings with respectable families, and any pecuniary assistance he may require from time to time. He then inserts an advertisement in the newspapers, requesting James Crawford to call at the office, when he will hear of something to his advantage about his uncle in America, and the same evening receives a post- card from a friend drawing his attention to the advertisement. Soon after he produce3 a letter purporting to be from a friend, giving some particulars and the address of his uncle. He immediately afterwards absconds, stealing money, jewellery, & c. MISSING, since the 1st of November, 1888, in London, and it is supposed some ill has befallen him, JOSIAH AUSTIN, age about 58, height about 5 ft. 8 in., fairly stout build, blue eyes, healthy florid complexion, white hair and small white beard and whiskers, but no mous- tache. He was last seen in West India Dock- road, or Commercial- road, about mid- day on the 1st of November, and at that time was wearing black hard felt hat, long dark blue rough overcoat, dark grey trousers, and laced shoes. He has recently complained of pains in his head, and it is thought that he may have met with an accident or been taken ill. Police officers are earnestly requested to make immediate • enquiries at hospitals and all likely places in their districts. The above reward will be paid by Messrs. No tidings of the little boy, DAVID HODGE, who went amissing from Union- street, Dundee, on the afternoon of Tues- day, 30th ult., have yet been obtained. He is 4 years of age, has blue eyes, is pale faced, and fair hair cat short in front. He was dressed in a navy blue serge knicker- bocker sailor suit trimmed with braid, and having brass buttons, black round cap, deep white linen collar, pink worsted under- shirt, striped flannelette over- shirt, with shoes and black stockings. He spoke with an English accent, and was shv when spoken to by a stranger. The name he called himself was " Davie Hodge.'' ' 1 he boy had only recently come to Dundee from Liverpool, and, being fond of plaving at the riverside, it is feared that while amusing himself at the edge of the river near to Union- street, he may have fallen into the river unobserved and been drowned. In this event the bodv might, by the action of the tide, be carried sea- ward. It is requested that parties plying on the river, frequenting its banks, as well as partie s on the East Coast, should be on the outlook. It is, however, possible that the boy may have been stolen, and it is earnestly requested that any person who can throw light on the subject of the dis- appearance should at once communicate with the Dundee Police. A reward ot £ 5 is hereby offered to any person ( not c n- nected with the Police service), who will give such information to the subscriber, within the next two months, as shall lead to the recovery of the said David Hodge.
