All announceynts for insertion in the POLICE GAZETTE, and all communication, upon them, should be addressed to THE EDITOB OP THE POLICE GAZETTE, GEEAJ SCOTLAND YABD, LONDON, S. W. , ' 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. ). In all cases where a reward is offered ' the name and address of some person responsible far the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not lest rank than Inspector, or analogous thereto. TIONS. 81 Announcements of all persons to be apprehended or of stolen property beat a number, and drv alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted H the POLICE GAZETTE, mutt, on their apprehension or recovery, at once transmit to the EditM notice of the fact, referring to the number of the announcement for insertion in the r. txt it sue. 10. In all cases, the officer signing the request for insertion of any announcement, tcill b* wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded to at to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morn-. t xg. Sentenced at Middlesex Sessions, 16th July, 1883, to 22 months' imprisonment and 2 years' police supervision for larceny. Reg. No. 2325. 2.— Convict Supervision Office.— Woodcut portrait and description of Supervisee MICHAEL Ampthill, Bedford, and Leicester. A native of Bed- ford. Warrant issued. 5— G Division. — For larceny ( servant) — ARTHUR JAMES TARRANT, age 30, heignt 5 ft. 8 in., complexion dark, hair dark brown, clumsy walker; dress, pepper- and- salt mixture suit, hard felt hat. Warrant issued. 6.— G Division.— Woodcut portrait and descrip- tion of MICHAEL EISENBERG, a Roumanian Jew, NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own tubjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own Bubjects to the other Government, but can not be considered bound to do so. OSTROG, alias BERTRAND ASHLEY, CLAUDE CLAYTON, and DE GRANT, Office No. 22550, whose apprehension is sought for failing to report— age 55, height 5 ft. 11 in., complexion dark, hair dark brown, eyes grey, scars right thumb and right shin, two large moles right shoulder and one back of neck, corporal punishment marks; generally dressed in a semi- clerical suit. A Polish Jew. Was sentenced, 5th January, 1874, at Aylesbury, to 10 years' penal servi- tude and 7 years' police supervision for larceny. Libe- rated on license 25th August, 1883. Again sentenced at the Central Criminal Court, 14th September, 1887, to 6 months' hard labour for larceny. On the 10th March, 1888, he was liberated from the Surrey County Lunatic Asylum, and failed to report. Warrant issued. Special attention is called to this dangerous man. Information to the Assistant Commissioner, Convict Supervision Department, Great Scotland Yard. 3.— C Division.— For uttering a forged cheque on the London and Westminster Bank— W. D. C. or W. W. CALTHORPE, age 30 to 35, height 5 ft. 11 in., hair brown, moustache ( heavy) dark brown ; dress, light brown coat, vest and trousers, brown hard felt hat. Warrant issued. 4.— G Division. — For fraud — WILLIAM FARR, age 35, height 5 ft. 8 in., complexion dark, round face, hair, moustache, and eyes dark ; dress, dark clothes, and hard felt hat. Has friends at whose apprehension is sought for heavy larceny— age 30, height 5 ft. 2 in., complexion dark, full beard ( cut to point) and moustache dark, heavy eyebrows ( curled at ends), has a habit of lifting his hands when talking ; dress ( when last seen), grey suit and hat. A diamond broker ; late of No. 70, Hatton- garden. 7.— T Division— For stealing, 2nd ult.— 1 open- face gold Geneva watch, " Dyer " inside case ; 1 silver Geneva watch, plain back ; 1 gold- plated albert chain ; and a lady's thin gold guard, broken and tied with cotton— FREDERICK TWEED, age 45, height 5 ft. 4 in., complexion, hair, and eyes dark, lower lip droops slightly ; dress, black frock coat, trousers, and vest, white muffler, black soft felt hat. A tramping shoe- maker ; native of Manningtree. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 8.— For fraud- FREDERICK RALPH COHEN, late of 3, Chapel- street, Pentonville, age 26 or 27, height 5 ft. 5 or 6 in., complexion, hair, side- whiskers ( small) and moustache dark ; dress, dark brown dust coat, tweed trousers, and high hat. Respectable appearance. Has in his j possession a second class season ticket available for | whole of Great Eistcrn Railway. Absconded 22nd ult. Warrant issued. A native of Bicester, Oxfordshire. May endeavour to leave the country. Warrant issued. Information to Supt. Catchlove, Gosport. traveller, whose apprehension is sought for embezzle- ment— age 45 to 50, height 5 ft. 10 or 11 in., com plexion fresh, hair, whiskers ( cropped short) and moustache dark brown ( turning grey), restless eyes, of gentlemanly appearance. Is an atheist, and is very fond of talking about atheism, also boasts of having stayed with Mr. Bradlaugh, M. P. Is well known to publicans in Northampton, Nottinghamshire, York- shire, Leicestershire, and Derbyshire ; aboui 12 years ago he served in the Lancashire Constabulary ; dress, blue serge jacket and vest, grey trousers, or black coat and vest, plaid trousers, black waterproof with cape ; carries a brown leather portmanteau and a small black leather bag. The above reward will be paid by Mr. Charles Wright, Wirksworth, for the apprehension and con viction of Young. Warrant issued. Information to Supt. Barrett, Wirksworth. JONES, and DICKENOO, Expiree, Office No. 22336, whose apprehension is sought on suspicion of stealing 5 heifers ( recovers d), at Nazing, 15th ult.— age about 50, height 5 ft. 4 in., complexion fresh, hair and whiskers ( tinged with grey) dark brown, no moustache, eyes blue, pockpitted, walks slightly lame and stooping, mole left armpit ; dress, when last seen, dark coat and vest, moleskin trousers, old military boots with hole cut in front of one, hard felt hat. Works at shoe and harness mending, and calls at farms asking for employment to mend harness, & c. Convicted at Central Criminal Court, 27th May, 1878, for receiving, in name of George Withers, and sentenced to 7 years' penal servitude, and on 6th July, 1868, for larceny, and sentenced to 5 years' penal servitude. Orr, City Police, Glasgow. 14.— Airtirie ( Burgh).— For stealing, 27th ult, 9 Clydesdale Bank notes, a £ l bank note, and £ 3 sil ver— JAMES O'BRIEN, a coalpit brusher, age 35 to 40, height 5 ft. 9 or 10 in., complexion pale, hair, whiskers ( bushy), beard and moustache dark, speaks with an Irish accent; dress, dark cloth coat ( one tail stained with oil), dark tweed vest and trousers, dark winsey shirt, light plaid ditto ( used for pit work) pit shoes, and blue cloth cap. Tramps the mining dis- tricts of Scotland, wh're it is supposed he is well known. Information to Supt. Hynd, Airdrie. LANCASHIRE. 15 — Bury ( County).— For failing to report- Supervisee MARY ANN MAGUIRE, alias MARY ANN CHIN AN and JONES, Office No. 36408, age 29, height 4 ft. 10 in , complexion sallow, hair brown eyes grey, scar on nose and Email blue scar corner of left eye. Sentenced at Salford, 24th October, 1887, to 12 months' hard labour and 2 years' police supervision for larceny. 2238. Information to Supt. Henderson, Bury. 16.— Liverpool ( City).— For stealing £ 200, 15th ult- HENRY PETERS ( false), age about 34, height 5 ft. 5 or 6 in., complexion fair, hair and moustache light, eyes blue, black spot on pupil of right; dress, blue overcoat, black coat and vest, light grey trousers, light drab felt hat. Supposed native of London. This man advertised for a partner in the mercery and outfitting business, and induced a man to enter into partnership with him. He deposited a worthless cheque for £ 600, and his victim £ 200 in cash in the bank. Peters then got him to sign three blank cheques, representing that he was going to purchase goods to start the business, but at once drew the whole amount and absconded. Warrant issued. 17.— Liverpool ( City).— For failing to report— Supervisee JAMES BARRY, alias PATRICK BARRY, BARROW, and BERRY, Office No. 36355, age 41, height 5 ft. 8$ in , complexion fresh, hair greyish brown, eyes grey, lump on right cheek, scar left side forehead. Sentenced at Lancaster, 17th October, 1887, to 12 months' hard labour and 5 years'police supervision for larceny. 4466. Information to Chief Supt. Williams, Detective Department, Liverpool. 18 — Liverpool ( City).— License Holder JAMES J. REYNOLDS, Office No. 32731, Case No. 129, June 22nd, 1888, not to be apprehended. 19.-- Manchester ( City).— For failing to report- Supervisee MARY SCOTT, alias SLOANE, Office No. 36296, age 29, height 5 ft, complexion fresh, hair brown, eyes blue, little fingers deformed, mole left siie lower lip, scar left fcreh ad. Sentenced at Sal- ford, 9th April, 1888, to 6 months' hard labour and 3 years' police supervision for larceny.— Supervisee JOSEPH SHANNON, alias DAVIES, OfficeNo. 28164, age 28, height 5 ft. 6J in., complexion fresh, hair brown, eyes hazel, scars on head, between eyes, left thumb, ana 1st left finger, mole top of right shoulder. Sen- tenced at Manchester. 4th August, 1881, to 5 years penal servitude and 7 years' police supervision for lar- ceny. H 764.— Supervisee JAMES JACKSON, alias- MIDDLEHURST, Office No. 34476, age 41, height 5 ft. 2 in., complexion fresh, hair brown, eyes blue, scar between eyes, marks of sores on body, flesh mark right thigh, right thumb deformed, bald top of head. C., and bracelet left arm. Sentenced at Manchester, 6th January, 1879, to 7 j ears' penal servitude and 7 years' police supervision for larceny. F 45.— License Holder JAMES MAY, alias CANNON and SHANDLEY, Office No. 35416, age 29, height 5 ft. hi in., complexion fresh, hair sandy, eyes grey, scars left side head, forehead, bridge of nose, and each shoulder. Sentenced at Salford, 7th July, 1884, to 5 years' penal servitude and 5 years' police supervision for larceny { person). Licensed 20th June, 1888. K 571. — License Hokler WILLIAM TOKIGHT, Office No. 25270, age 68, height 5 ft. 3J in., complexion sallow, hair grey, ( yes grey, weak syes, scar each side neck, W. Sentenced at Manchester, 23rd August, 1880, to 10 years' penal servitude and 7 years' police supervision for larceny. Licensed 4th May, 1888. Sentenced at Manchester, 8th December, 1887, to 9 months' hard labour and 3 years' police supervision for larceny.— Supervisee RALPH OUTRAM, Office No. 33979, age 34, height 5 ft. 8j in., complexion dark, hair dark brown, eyes brown, anchor back of left forearm, faint anchor back of left hand, dot back of right forearm, cut under left eye. Sen- tenced at Salford, 12th April, 1886, to 18 months' hard labour and 5 years' polico supervision for lar- ceny. 30. Information to the Deputy Chief Constable, Man- chester. 20.— Manchester ( City).— Woodcut portrait and description of WALTER W. EDWARDS, a solicitor's clerk, whose apprehension is sought for embezzlement — age 38 to 40, height 5 ft. 6 in., slight build, com- plexion fresh, hair ( bald) grey, beard dark, face fawn freckled, scar right side of neck, and twitches his eyes ; dress ( when last seen), black jacket and vest, light stripe trousers, and hard felt hat. Absconded 2nd inbt, and may endeavour to leave the country. Had in his possession one £ 100 Bank of England Note, No. V 65,507, dated Manchester, 16th January, 1886; five i' 50 Bank of England Notes, Nos. ? 63,597 1 60,987, ? 64,501, ? 64,502, ? 63,950, dated Manchester, 18th January, 1886; one £ 10 Bank of England Note, No. V 51,666, dated Manchester, 6th January, 1888 ; ten £ 5 Bank of England Notes, Nos. 63,960 to 63,969, THE POLICE GAZETTE. 5 brown, clean shaved, rather large Roman nose, eye teeth very prominent, first finger one hand contracted ; dress, dark cloth overcoat with velvet collar, check jacket and vest, dark cloth trousers with white stripe, black hard felt hat, " Brown " inside. NORFOLK. 25.— Diss ( County).— Woodcut portrait and de- scription of GEORGE HORREX, a coachsmith, whose dated Manchester, 14th January, 1887 ; and about £ 50 gold. Warrant issued. Information to the Chief Constable, Town Hall, Manchester. 21.— Accrington ( Borough) — For stealing a purse containing £ 1 103 6d., and a pair of lace boots, from his lodgings, 29th ult.— A man, who gave the name of THOMAS WILSON, a dyer, age about 27, height 5 fr. 8£ in., complexion sallow, hair dark brown, eyes brown, very prominent nose, " T P." tattooed back of wrist; dress, bluish shaded coat with pockets at sides, dark ribbed trousers and vest, scarf and bat. A Scotchman. Left behind an Egyptian medal, dated 1882, " 1 Bks., 1929, T. W.," and crown with letters T. W. interwoven, in Roman characters, on back ; 6 pawn- tickets— one for a silver medal, with John Ftrguson, 90, Canal- street, Paisley, on 4th Apiil, in name of Thomas Wilson; one for 2 pins, on 16th June, with John Mackay, 167, B. omlands- street, Paisley, in name of Ferguson; one fora shirt, on 12th August, 1887, with Crown Loan Office, 81, Bromlands, 2, Sandholes, Paisley, in name of James Whyte ; one for a coat, on 5th July, 1888, with Crown Loan Office, in name of Henry Patrick ; one for an overcoat, on 27th January, 1888, with Union Loan Office, 17, Storie- street, Paisley, in name of Patrick; and one for a vest, on 5th July, 1888, with John Fer- guson, 35, High- street, Paisley, in name of Tom Wilson. Information to Chief Constable Beattie, Accrington. 22.— Bacup ( Borough).— For stealing a watch ( re- covered), 27th ult.— JOHN SMITH, alias JOHN WILSON, age 35 to 40, height 5 ft. 8 or 9 in., com- plexion, hair, beard, whiskers, and moustache dark, good looking, and is ltft handed ; dress, dark mixture ciat, black vest, black cloth trousers, low shoes ( old), black billycock hat. A tramping shoemaker; native of Scotland. Stated he came from Liverpool, and that he had a wife and family living in Newcastle; also that he was going into Yorkshire, probably to Bradford or Huddersfield. Information to Chief Constable Cumming, Bacup. 23— Salfo rd ( Borough).— For stealing a gold lever hunting watch, No. 7339, from a jeweller's shop, while pretending to make a purchase— TWO MEN : 1st, age 32 to 35, height about 5 ft., stout build, com- plexion fresh, hair and moustache light, full round face, of gentlemanly appearance, and spoke with a clear, well- trained accent; dress, dark overcoat, white collar, tie, and cufls, and hard felt hat.— 2nd, age 22, height 5 ft. 9 or 10 in , slight build, complexion, hair, and moustache ( slight) dark, of gentlemanly appear- ance ; dress, dark morning coat, dark trousers with light stripe, turn down collar, tie and cuffs, hard felt hat. Information to the Chief Constable, Town Hall, Falford. Is there truly behind all the changes and chance3 of this mortal life a Divine love that is watching over me 1" Let us look at one verse and find an answer. " The Lord hath appeared of old unto me, saying,' Yea, I have loved thee with an everlasting love ; therefore with loving kindness have I drawn thee.'" Divine Love, then, is a fact. The God of the Bible is a God of love. He cares for men, He watches over them, He guides and paves them. The old story repeats itself in many lines. We grow weary of the Father's House, we go away into a far country, we become more miserable than ever, a famine arises in the soul, we try to feed on some husks ; but, unless we utterly sink, we do arise, and we do go unto the Father. All the while the Father is waiting, and while we are yet a great way off, He comes forth to meet us. This is the good news of Christ— the fact of Divine Love is the very core of the Gospel. In some hearts a senre of sin arouses a spirit of fear, and they believe more readily that God is angry with them than that he really loves them. Others, again, think that God will overlook sin, they are not so sinful after all, and they trust to His goodness, as if it were good- nature. These are two obstacles to realising the Divine Love But God not only loves us, He loves us everlastingly.
