NOTICE. ( C) ( d) EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration ichatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation'' The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. MURDER. METROPOLITAN POLICE DISTRICT. l — The woodcut sketches, purporting to resemble the persons last seen with the murdered women, which have appeared in the " Daily Telegraph," were not authorised by Police. The following are the descriptions of the persons seen :— At 12.35 a. m., 30th September, with Elizabeth Stride, found murdered at 1 a, m,, same date, in Berner- street— A MAN, age 28, height 5 ft. 8 in., complexion dark, small dark moustache; dress, black diagonal coat, hard felt hat, collar and tie ; respectable appearance. Carried a parcel wrapped up in newspaper, At 12,45 a. m., 30th, with same woman, in Berner- street — A MAN, age about 30, height 5 ft 5 in., complexion fair, hair dark, small brown moustache, full face, broad shoul ders ; dress, dark jacket and trousers, black cap with peak. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S, W„ At 1.35 a. m,, 30th September, with Catherine Eddows, in Church- passage, leading to Mitre- square, where she was found murdered at 1.45 a. m., same date— A MAN, age 30, height 5 ft. 7 or 8 in., complexion fair, moustache fair, medium build ; dress, pepper- and- salt colour loose jacket, grey cloth cap with peak of same material, reddish necker- chief tied in knot; appearance of a sailor. Information respecting this man to be forwarded to Inspector McWilliam, 26, Old Jewry, London, E, C. 4 T H E POLICE GAZETTE. TUESDAY, OCTOBER 26, 1888. MURDER. METROPOLITAN POLICE DISTRICT. 2.— 6 or 7 in., complexion sallow, moustache brown ; dress black coat, light trousers, and double peak cap. Stated he had been in the army, and that he belongs to the Carnarvon Militia. This man calls at gentlemen's houses and asks for a ticket of admission to the Infirmary, but never uses same, and from his pale and sickly appearance usually succeeds in obtaining money. Was last seen at Pen- maenmawr, 6th inst. Information to Supt. Williams, Conway. Found, 11th September, on the Middlesex shore of the River Thames, near Pimlico Pier, the right arm of a woman, unskilfully amputated at the shoulder, with piece of string tied round between elbow and shoulder, supposed to have been in the water two or three days, On 2nd October, in a vault of the new Police buildings, Thames Embankment, about a mile from where the arm was found, the trunk of a well- nourished woman, wrapped in portion of a broche satin skirt, one flounce 6 in. wide at bottom, black lining, and piece of steel at back, tied up with a string of different kinds. The arm and trunk belonged to the same person, who is supposed to have been between 24 and 35 years of age, and about 5 ft. 8 in. in height. Death is believed to have taken place about the 20th to 24th August last. The head, left arm, legs, and buttock are still missing. METROPOLITAN POLICE DISTRICT. 3.— Convict Supervision Office.— Woodcut portrait and description of Supervisee MICHAEL A 014912, on first bank, and Nos. A 341615 to A 341625 on second. i 5.— N Division.— For stealing a load of hay en- trusted to him to deliver, 3rd inst.— RICHARD HOYE COUSINS, age about 39, height 5 ft. 6 in., complexion dark, hair dark brown, moustache brown ( may have shaved), eyes very much bloodshot, scar on side of nose, knees bend inwards when walking, very dark mark under both eyes ; dress, white slop, cardi- gan jacket under, cord trousers, lace boots, cloth cap with peak. May be found in the company of hay carters working between London and Cambridge. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. OSTROG, alias BERTRAND ASHLEY, CLAUDE CLAYTON, and DR. GRANT, Office No. 22550, whose apprehension is sought for failing to report— age 55, height 5 ft. 11 in., complexion dark, hair dark brown, eyes grey, scars right thumb and right shin, two large moles right shoulder and one back of neck, corporal punishment marks; generally dressed in a semi- clerical suit. A Polish Jew. Was sentenced, 5th January, 1874, at Aylesbury, to 10 years' penal servi- tude and 7 years' police supervision for larceny. Libe- rated on license 25th August, 1883. Again sentenced at the Central Criminal Court, 14th September, 1887, to 6 months' hard labour for larceny. On the 10th March, 1888, he was liberated from the Surrey County Lunatic Asylum, and failed to report. Warrant issued. Special attention is called to this dangerous man. 4.— B Division.— For uttering, 12th inst., a cheque for £ 12 10 3. on the London and South Western Bank, Vauxhall Branch, and one for £ 12, 13th inst., on same bank, Wandsworth Branch— A MAN, age 26, height 5 ft. 4 or 5 in , complexion pale, hair light brown, moustache ( slight) dark, eyes grey ; dress, rough black overcoat, black trousers, black open vest, white tie, low shoes, black felt hat; appearance of a footman. Has in his possession blank cheques, Nos. A014902 to CITY OF LONDON. 6.— For embezzlement— HARRY PEARCE, a pub- lisher's clerk, age 28, height 5 ft. 6 in., stout build, complexion fair, hair, moustache, and small side- whiskers light ; dress, black diagonal coat and vest, dark mixture trousers, brown felt hat. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, EC. BERKSHIRE. £ 1 REWARD. 7.— Wi n d so r ( Boroughy.— For forgery— HENRY FRANKLIN, a painter, age about 45, height 5 ft. 8 or 9 in., whiskers and moustache ( cut close) dark brown, thin features, carries his head forward and on one side; dress, dark overcoat and dark brown or black felt hat. Sometimes carries a small black hand- bag. Warrant issued. « The above reward will be paid by W. S. Cautrell, Esq., Frances- road, Windsor, for the apprehension and conviction of Franklin. Information to Supt. Hayes, Windsor. CAMBRIDGESHIRE- 8.— Wisbeach ( Borough).— For failing to report - Supervisee JAMES WINTER, Office No. 35838, age 65, height 5 ft. 1 in., complexion sallow, hair turning grey ( bald), J. W. left arm, blue dot on wrist, varicose veins right leg. A labourer. Sentenced at Grimsby, 25th October, 1887, to 9 months' hard labour and 2 years' police- supervision for larceny. 2076. Information to the Head Constable, Wisbeach. CHESHIRE. 10.— Middlewich ( County).— For obtaining food and lodgings, by falsely representing that he was a solicitor from London, on special business at Smallwood — EDWARD GRAHAM, age 28 to 30, height 5 ft. 8 or 9 in., complexion fresh, hair light brown, moustache ( slight) red, eyes grey ; dress, light suit, old lace boots, and brown hard felt hat; had with him a pair of patent leather shoes and a small black bag. Is supposjd to have committed similar frauds at Henley- on- Thames, Kingston- on- Thames, Norbiton, and Datchet, under the names of Lennox, Graham, White, Phillips, Austin, and Ware, in August last. Warrant issued. Information to Supt. Plant, Middlewich. DERBYSHIRE. 11.— Lang ley Mill ( County).— For failing to re- port- Supervisee SARAH ANN ROBINSON, Office No. 36299, age 50, height 4 ft. 8i in-, complexion pale, hair brown, eyes grey, scar left eyebrow and top of nose, lost most teeth. Sentenced at Nottingham, 14th October, 1887, to 12 months' hard labour and 2 years' police supervision for larceny. 1840. Information to Supt. Hancock, Langley Mill. £ 20 REWARD. 12.— Wirksworth ( County).— Woodcut portrait and description of CHAKLES YOUNG, commercial CARNARVONSHIRE. 9.— Conway ( County).— For obtaining 10s. by means of a forged letter— ALBERT EDWARD DENSON ( supposed false), age about 40, height 5 ft. traveller, whose apprehension is sought for embezzle- ment— age 45 to 50, height 5 ft. 10 or 11 in., com- plexion fresh, hair, whiskers ( cropped short) and moustache dark brown ( turning grey), restless eyes, of gentlemanly appearance. Is an atheist, and is very fond of talking about atheism, also boasts of having stayed with Mr. Bradlaugh, M. P. Is well known to publicans in Northampton, Nottinghamshire, York- shire, Leicestershire, and Derbyshire ; about 12 years ago he served in the Lancashire Constabulary ; dress, blue serge jacket and vest, grey trousers, or black coat and vest, plaid trousers, black waterproof with cape ; carries a brown leather p ) rtmanteau and a small black leather bag. The above reward will be paid by Mr. Charles Wright, Wirksworth, for the apprehension and con- viction of Young. Warrant issued. Information to Supt. Barrett, Wirksworth. DEVONSHIRE. 13.— Chudleigh ( County).— For stealing from a ship, 20th inst., eight £ 5 Bank of England notes, some stamped " Naval Bank, Newton Abbot," on back, and some " Watts, Whitborne, and Co.," on face, at bottom; 2 or 3 silver franc pieces ; and an Italian silver franc piece of Pope Pius IX.— WILLIAM THOMAS, age 19, height 5 ft. 5 in., complexion sallow, hair dark brown, eyes ( full) brown, long sharp nose, wears a large brass ring on third finger left hand ; dress, dark coat, light tweed trousers, white- and- blue neckerchief, half Wellington boots, dark cap. A cook to merchant vessels ; native of Bingor, North Wales. Warrant issued. Information to Supt. Moore, Chudleigh. 14.— Exeter ( City).- For larceny (< j'M)— THREE MEN : 1st, age about 50, height 5 ft. 10 in., complexion pale, hair and whiskers ( turning grey) dark, promi- nent nose ; dress, dark dust coat, black hard felt hat TUESDAY, OCTOBER 26, 1888. THE POLICE GAZETTE. 3 24.— RawlenstaM ( County) — For failing to report, and larceny— Supervisee JAMES WHITTAKER DEAN, Office No. 35768, age 23, height 5 ft. 8 in., complexion fresh, hair dark brown, eyes brown ; a farm labourer and horse- breaker ; dress, black jacket and vest, dark mixture trousers, light cloth cap, fctrong lace boots. Wore a gold curb- pattern albert chain, the middle portion of which represented a horse's bit, the bar a whip, and the appendage a stirrup. Sen- tenced at Salford, 4th July, 1887, to 12 months' im- prisonment and 3 years' supervision for fraud. 1214. Warrant issued. Information to the Superintendent, Lancashire Constabulary, Rawtenstall. £ 50 EEWABD, 25.— Liverpool ( City).— For stealing, 9th inst., 2,485 dollars in American greenbacks and Canadian notes, consisting of American notes, 1,704 dollars ( pinned in 17 packets of ICO each, chiefly 20' s, 10' s, and 5' B) ; American gold. 295 dollars ; Canadian notes, 480 dollars ( consisting of a 100 dollar note, and the remainder in 10' s, 5' s, and smaller, and in silver, 6 dollars)— total English value, £ 510— A MAN calling himself FATHER McDONALD, who stated that he was taking a number of youths to Canada, and wanted between £ 500 and .£ 000 in American and Canadian money, and requested that that amount be brought to the Presbytery of a Roman Catholic Church in this city, which was done, and the money was handed to the so- called Father McDonald, he then leaving for the purpose of obtaining from the rector in charge the £ 510 in exchange, but instead of doing EO decamped, and upon inquiry it was ascertained that he was not known to anyone connected with the Presbytery. He is about 35 to 40 years of age, 5 ft. 9 or 10 in. high, pale looking, rather long face, square bnild, clean shaved, high cheekbones, heavy dark eyebrows, small piece of flesh in the centre ot upper lip, thick lips, large mouth, spoke with a slight American accent, and was dressed as a priest, and carried a small black bag. The above reward will be paid by Messrs. Thos. Cook and Son, Lord- street, Liverpool, for the arrest and conviction of the thief, and recovery of the money, or in proportion to the amount recovered. Information to Chief Supt. Williams, Liverpool. 26.— Manchester ( City).— Woodcut portrait and description of WALTER W. EDWARDS, a solicitor's clerk, whose apprehension is sought for embezzlement — age 38 to 40, height 5 ft. 6 in., slight build, com plexion fresh, hair ( bald) grey, beard dark, face fawn freckled, scar right side of neck, and twitches his eyes ; dress ( when last seen), black jacket and vest, light stripe trousers, and hard felt hat. Absconded 2nd inst, and may endeavour to leave the country. Had in his possession one £ 100 Bank of England Note, No. V 65,507, dated Manchester, 16th January, 1886; five £ 50 Bank of England Notes, Nos. ; 63,597, ? 60,987, | 64,501, ? 64,502, ; 63,950, dated Manchester, 18th January, 1886; one £ 10 Bank of England Note, No. \ e 51,666, dated Manchester, 6th January, 1888 ; ten £ 5 Bank of England Notes, Nos. 63,960 to 63,969, dated Manchester, 14th January, 1887 ; and about ££ 0 gold. Warrant issued. Information to the Chief Constable, Town Hall, Manchester. 27.— Ashton- under- Lyne ( Borough).— Woodcut portrait and description of SAMUEL WILD, whose apprehension is sought for embezzlement— age 33, height 5 ft. 8 in., slight build, complexion fair, hair light brown, eyes blue, front teeth a little apart; dress ( supposed), light check Chesterfield coat, trou- ( flat top); 2nd, age about 26, height 5 ft. 7 in., com- plexion fair, side whiskers ( small light); dress, brown jacket and trousers, brown hard felt hat; 3rd, age about 20, height 5 ft. 7 in., slight build, complexion fresh, clean shaved ; dress, dark jacket suit. Travelling thieves. Their modus operandi is to hire a trap, draw up at small shops, call out the shopkeeper and engage his attention under the pretence of ordering goods, while one of the gang robs the till, the position of which has been previously ascertained. Warrant issued. Information to Chief Constable Le Mesurier, Exeter. hand. A native of Bicester, Oxfordshire. May endeavour to leave the country. Warrant issued. Information to Supt. Catcblove, Gosport. 18.— Southampton ( Borough).— For the abduc- tion of a girl under 18 years of age- FREDERICK PLUCK, age 21, height 5 ft. 8J in., complexion fair, hair brown, eyes blue, long thin nose; dress, dark clothes. A footman ; native of Rickmansworth, Herts. Warrant issued. Information to Head Constable Breary, Southamp- ton. ESSEX. 15.— Chelmsford ( County).— Woodcut portrait and description of GEORGE ( alias RICHARD) HUNTINGDONSHIRE. 19.— St. Neots ( County).— For burglary, 15th inst., and stealing— 2J lbs. of twist tobacco, 6 packets of Wills's honeyflower ditto, 6 |- lb. packets of tea, several pairs of boots, marked " Wheatsheaf" and " Labour and Weight," or " C. P. S. I.," several suits of dark grey clothing, and £ 3 gold and silver— THREE MEN, 1st, age about 21, height about 5 ft. 4 in.; dress, dark clothes.— 2nd, age about 24, height about 5 ft. 8 in.; dress, dark clothes and peak cap — 3rd, age about 28, height about 5 ft. 7 or 8 in. ; dress, dark coat and dark cord trousers. All clean shaved. Slept at Godmanchester same night. Next morning made property up into three parcels, and sent them by parcels post, one being addressed to Newark. Destina- tion of others not known, but supposed the Midland counties. Information to Supt Copping, St. Neots. WITHERS, H. JONES, and D1CKEN00, Expiree, Office Nc. 22336, whose apprehension is sought on suspicion of stealing 5 heifers ( recovered), at Nazing, 15th ult.— age about 50, height 5 ft. 4 in., complexion fresh, hair and whiskers ( tinged with grey) dark brown, no moustache, eyes blue, pockpitted, walks slightly lame and stooping, mole left armpit; dress, when last seen, dark coat and vest, moleskin trousers, old military boots with hole cut in front of one, hard felt hat. Works at shoe and harness mending, and calls at farms asking for employment to mend harness, & c. Convicted at Central Criminal Court, 27th May, 1878, for receiving, in name of George Withers, and sentenced to 7 years' penal servitude, and on 6th July, 1868, for larceny, and sentenced to 5 years' penal servitude. Information to Deputy Chief Constable Somerset, Chelmsford. GLOUCESTERSHIRE. 16.— Northleach ( Countv).— For stealing a horsei saddle, bridle, and horse rug ( all recovered), at Sher- borne, 13th inst.— WILLIAM EUSTICE, age 33, height 5 ft. 7 in., complexion fresh, hair brown, clean shaved; dress, dark cloth suit and hard black hat. Appearance of a stableman. A native of Burford, Oxon. ( See Case No. 41, 29tli October, 1886.) Information to Supt. Basson, Northleach. HAMPSHIRE. 17.— Gosport ( County).— Woodcut portrait and description of WILLIAM JAMES HARRIS, whose KENT. 20.— Tunbridge Wells ( Borough).— For obtain- ing money by false pretences, 10th inst.— CHARLES WILSON, alias HARRY MASON, age about 29, height 5 ft. 4 or 5 in., complexion fresh, moustache and side- whiskers light; dress, black ribbed diagonal suit, black hard felt hat. Was for some time employed as groom at the Bear Hotel, West Mailing. His modus operandi is to go into a village and get some youth who is in search of a situation to accom- pany him to an adjoining town, telling him he could get him a situation at good wages, but that it is neces- sary to produce his certificate of birth, and obtains money from him ostensibly to procure a copy of same, and then decamps. Warrant issued. ja Information to Head Constable Embery, Tunbridge Wells. KINROSS- SHIRE. 21— Kinross ( County). - For stealing 2 stirks, 12th or 13th July; and 3 stirks, 4th or 5th inst. ( all recovered at Perth)— A man, who gave the names of JAMES McFAULD, and ME. LAING, of Blackford, Perthshire, age about 40, height 5 ft. 8 in., complexion pale, thin features, hair, whiskers, and moustache light; dress, blue pilot overcoat, dark tweed clothes, soft felt hat. Information to Chief Constable Clark, Kinross. LANARKSHIRE. 22 — Glasgow ( City).— For obtaining money by fraud- JAMES CAMPBELL, age 35, height 5 ft. 4j in., complexion sallow, hair ( mixed with grey) black, heavy dark moustache, eyes blue, large mouth, 2 scars right side of head, leans forward when walking, very plau- sible manner but unprepossessing appearance, speaks with an Irish accent; dress, brown corded overcoat, dark brown tweed suit, brown felt hat. Supposed native of Monaghan, Ireland. This man opened a Debts Recovery Agency, first at 21, Bath- street, and afterwards at 132, West Nile- street, Glasgow, under the name of " The Clydesdale Trade Protection Association and Debts Recovery Office, Messrs. Waller, Duncan, and Taylor, Accoun- tants" ; and " The London, Edinburgh, Glasgow, and Clydesdale Trade Protection Association and Debts Recovery Offices, Limited." He opened branch offices in the principal cities and towns of England, Scotland, and Ireland, where he appointed agents, from whom he received various sums of money, ranging from £ 10 to £ 25, as security, all of which he appropriated to his own use. A native of Porta- down, Ireland. Was convicted of forgery at Belfast, 18th July, 1882, and sentenced to 5 years' penal servi- tude. This man started an office a short time since at 132, West Nile- street, Glasgow, under the name of " The Clydesdale Trade Protection Association and Debt Recovery Office. Established for the Protection of Trade. Messrs. Waller, Duncan, and Taylor, Account- ants." He opened a branch office in Edinburgh, which he got furnished by a cabinet- maker, to whom he gave a cheque for £ 20 more than the amount of the account, and obtained the difference. The cheque was dis- honoured at the bank, and it was found that the busi- ness in Glasgow was a sham. He is supposed to be wanted elsewhere for similar offences. Warrant issued. Warrant issued. 31.— Norwich { City).— For deserting his wife and ROXBURGHSHIRE. 31.— Jedburgh [ County).— For fraud at Kelso, 17th and 18th inst.— THOMAS LAUDER, age about 40, height about 6 ft., complexion fresh, hair ( turning grey and cut short) light, moustache ( turning grey) brown, broad features, smart appearance but rather seedy- looking ; dress, grey coat or jacket ( sleeves too short) and vest; black- and- white striped trousers with very narrow white stripe, black- and- red napkin or scarf round neck above collar, black hard felt hat, wore black kid gloves and carried a walking- stick. This man called on all the ministers in Kelso, to one of whom he stated that he was a son of Professor Harper, Edinburgh ; to another that he was a brother of Dr. Mitchell, South Leith ; and to another that he was a brother of the late Rev. Mr. Thomson, Leith and on one occasion he gave his name as Tom Harper. On these representations he succeeded in obtaining several small sums of money. He aho called upon an agent for Messrs. Galloway, dyers, Hawick, and uplifted a sum of money due to that firm by stating that he w is their representative. He has also been imposing upon the agents of other dyers in a similar way. Lauder was at one time a commercial traveller in the employment of Messrs. Bernard and Co., Distillers, Leith, but was dismissed by them in 1877, in which year he was twice convicted of fraud in this county, and it is believed he has been convicted in various places since.
