" All announcements for insertion in the POLICE GAZETTE, and all eommunUatZs^ u^ th^ should be addressed to TEE EDITOB OF THE POLICE GAZETTE, GBEA* SCOTLAND YAKD . LONDON, O. W. J ' 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE if hey are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted, in one issue, if sufficient to enable the article in question to be thereby identified. ^ 9. In all case, where a reward is offered ' the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be prominently inserted, with detailed particulars, at a cost of 15j. per portrait, and of Is. 6d. per photograph or sketch of a, stolen article, including the expense of engraving on wood. r j 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. I Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. T I O N S. 8L ' Announcements of all persons to be apprehended or of stolen property beat a number, and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted M the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editot notice of the fact, referring to the number of the announcement for insertion in the text issue. 10. In all cases, the officer signing the request for insertion of any announcement, will b* wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so at to be received wit later them noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by 0 covering letter. 12. NOTICE. EXTRADITION. as A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrtnder their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. U R D E R METROPOLITAN POLICE DISTRICT. 1.— The woodcut sketches, purporting to resemble the persons last seen with the murdered women, which have appeared in the " Daily Telegraph," were not authorised by Police. The following are the descriptions of the persons seen :— At 12.35 a. m., 30th September, with Elizabeth Stride, found murdered at 1 a. m., same date, in Berner- street— A MAN, age 28, height 5 ft. 8 in., complexion dark, small dark moustache; dress, black diagonal coat, hard felt hat, collar and tie ; respectable appearance. Carried a parcel wrapped up in newspaper, At 12,45 a. m., 30th, with same woman, in Berner- street — A MAN, age about 30, height 5 ft 5 in., complexion fair, hair dark, small brown moustache, full face, broad shoul- ders ; dress, dark jacket and trousers, black cap with peak, At 1.35 a. m,, 30th September, with Catherine Eddows, in Church- passage, leading to Mitre- square, where she was found murdered at 1.45 a. m., same date— A MAN, age 30, height 5 ft. 7 or 8 in., complexion fair, moustache fair, medium build; dress, pepper- and- salt colour loose jacket, grey cloth cap with peak of same material, reddish necker- chief tied in knot; appearance of a sailor. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S, W9 4 T H E POLICE GAZETTE. TUESDAY, OCTOBER 572, 1888. MURDER. METROPOLITAN POLICE DISTRICT. 2.— Found, 11th September, on the Middlesex shore of the River Thames, near Pimlico Pier, the right arm of a woman, unskilfully amputated at the shoulder, with piece of string tied round between elbow and shoulder, supposed to have been in the water two or three days, On 2nd October, in a vault of the new Police buildings, Thames Embankment, about a mile from where the arm was found, the trunk of a well- nourished woman, wrapped in portion of a broche satin skirt, one flounce 6 in. wide at bottom, black lining, and piece of steel at back, tied up with a string of different kinds. The arm and trunk belonged to the same person, who is supposed to have been between 24 and 35 years of age, and about 5 ft. 8 in. in height. Death is believed to have taken place about the 20th to 24th August last. The head, left arm, legs, and buttock are still missing. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. POLICE DISTRICT. For larceny ( servant) — METROPOLITAN 3.— C Division. GEORGE BONNING, age 34, height B ft. 8 in., complexion fair, hair and moustache light, eyes blue, left leg short and wears a very high- heeled boot, walks lame ; dress, Newmarket overcoat, striped tweed trousers, high hat. A native of Glasgow. May be found at Army depots seeking employment as a tailor. Warrant issued. 4.— N Division.— For stealing, 5th inst., a long brown cloth jacket, trimmed beaver, one cuff worn and singed ; a black straw hat, trimmed poppies and ivy leaves ; a red silk handkerchief ; 2 dress rings ( one set 3 pearls and 2 red corals, one set 5 pink corals), gipsy setting, " Fides Mea, Spes, Tua " engraved inside— ELIZABETH HOLLAND, alias BLANCHE TAP- SCOTT, age 18, height 5 ft. 2 in., stout build, com- plexion fresh, hair ( curly) light, eyes grey; dressed in stolen clothing. Known to Bristol Police. 5.— S Division.— For stealing, 24th ult,, a black leather bag, containing two crossed cheques on the London and South Western Bank, Kilburn and Hampstead Branch ( one for .£ 127 and one for £ 20), five £ 1 postal orders, payable to G. Woolley, and letters addressed Mr. John Woolley, 12, John- street, Hendon— WILLIAM FARMER, alias DAR- KEY, a farm labourer, age 32, height 5 ft. 6 in., complexion and eye3 dark, hair very dark, recent scar 2 in. long right thumb, appearance of a gipsy ; dress, black cutaway coat, dark mixture trousers and vest, black felt hat. Is known to Mrs. Bent, of 18, Barlow- street, Gorton, near Manchester, and whose parents reside at Willow- lodge, Buckley, Flintshire. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 6.— For embezzlement— DAVID BAUM, alias ADLER, a butcher, age 23, height 5 ft. 7 or 8 in., com- plexion, hair and moustache dark, flat footed ; dress, dark tweed suit and black felt hat. A German. Warrant issued. 7.— For embezzlement— WILLIAM WARD, a traveller, ago 40, height 5 ft. 6 in , complexion sallow, hair dark, long black moustache, wen on right cheek- bone ; dress black suit, black felt hat with flat top and wide br-' m Warrant issued. 8.— For embezzlement— JAMES McGILL, age 35 to 40, height 5 ft. 8 in., complexion fresh, hair brown, mous- tache ( slight) light, eyes light blue, says " Yes, Mum " when talking to either man or woman; dress, blue cloth cutaway coat and vest, dark trousers, brown felt hat. His mother resides at 50, Castlereagh- street, Mount Pottinger, Belfast, and his brother is employed at Rodman and Sons, Donegal- place, Belfast. Warrant issued. 9.— For embezzlement— GEORGE W. RICHARDS, a traveller, age 45, height 5 ft. 10 in., complexion florid, hair ( grizzly) dark, moustache light, broad shoulders, speaks with an Irish accent; dress, brown mixture tweed suit, black felt hat. Warrant issued. 10— For embezzlement— HENRY CARPENTER, a traveller, age 15, height 5 ft. 9 in., hair dark, eyes hazel, clean- shaved, red blotchy face, nervous twitch- ing of hands and body when talking; dress, black morning coat and vest, dark tweed trousers, black felt hat. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BEDFORDSHIRE. 11.— Luton ( Borough).— For failing to report- Supervisee GEORGE ROWLEY age 34, height 5 ft. 6i in., complexion fresh, hair dark brown, eyes dark ( blind right), brown mark above right elbow, mole on chin and between eyes, C. S. P. front of left forearm, gun back and ship on front of left wrist, anchor 2nd and 3rd left fingers, ring 1st left finger. Sentenced at Bedford, 6th April, 1887, to 12 months'hard labour and 3 years' police supervision for felony. 4238. Information to the Head Constable of Luton. BERKSHIRE. 12.— Reading ( Borough).— For failing to report- License Holder ALFRED SYKES, alias ALFRED FOREY and ALFRED WOOD, Office No. 35403, age 26, height 5 ft. 2 in., complexion fair, hair brown, eyes hazel, scars left side forehead, back of neck, and on right jaw. A house decorator; native of Richmond. Sentenced at Central Criminal Court, 17th March, 1884, to 5 years' penal servitude for stealing a horse and cab. Licensed 9th June, 1888. K 232. Information to the Chief Constable, Reading. £ 1 REWARD. 13.— Wi ndsor ( BvroughJ.— For forgery- HENRY FRANKLIN, a painter, age about 45, height 5 ft. 8 or 9 in., whiskers and moustache ( cut close) dark brown, thin features, carrie3 his head forward and on one side; dress, dark overcoat and dark brown or black felt hat. Sometimes carries a small black hand bag. Warrant issued. The above reward will be paid by W. S. Cautrell, Esq., Frances- road, Windsor, for the apprehension and conviction of Franklin. Information to Supt. Hayes, Windsor. CAMBRIDGESHIRE- 14.— Isle of Ely ( County).— For stealing £ 8, at Whittlesey, 13th inst.— EMMA GOODGE, age 26, height 4 ft. 10 or 11 in., very thin, straight build, complexion pale, sickly looking, hair brown, eyes dark, bouncing walk; dress, long black jacket, maroon dress, and dark green hat. May endeavour to go to her husband in America. A native of Woodhurst, Huntingdonshire. Warrant issued. 15— Isl e of Ely ( County).— For fowl- stealing at Whittlesey, 9th inst.— JOHN READ, a labourer, age about 30, height 5 ft. 11 in. or 6 ft., clean shaved, scar across nose, upper teeth ( supposed) broken and decayed, walks with head a little forward ; dress, brown suit, militia boots, blue neckerchief, black hard hat with white bone protector behind. Appearance of a horse coper. Has worked in London breweries. A native of Chilsford, Suffolk. Warrant issued. Information to Inspector King, Whittlesey, or to the Chief Constable, Isle of Ely. 16.— Newmarket ( County).— For housebreaking, 13th inst., and stealing a dark brown cloth suit, a large wrapper handkerchief, 2 pocket- handkerchiefs ( one silk, one cotton), a pair of light lace boots with toe- caps, a pair of braces, red- and- green striped, roses and letters between stripes, without leathers— A TRAMP- ING LABOURER, age about 25, height 5 ft. 3 or 4 in., stout build, complexion dark, clean shaved; dress, dark brown coat, cotton cord trousers, hard felt hat. Was last seen at Royston with stolen articles in his possession, supposed on way to London. Information to Supt. Long, Newmarket. CARNARVONSHIRE. 17.— Carnarvon ( County).— For housebreaking and stealing a gold watch ( recovered)— E. R. E. RICHARDSON, a fitter, late of Bethesda, age about 23, height 5 ft. 7 or 8 in., slight build, hair brown, one tooths projects, lost two upper front teeth. Has been employed at Penrhyn Slate Quarries; a native of Carnarvon. Warrant issued. Information to the Chief Constable, Carnarvon. CHESHIRE. 18.— Altrincham ( County).— For failing to report — License Holder THOMAS JOHNSON, Office No. 36175, age 66, height 5 ft. 9 in., complexion fresh, hair light brown, eyes grey, lost part of right forefinger, D ( partly obliterated) on right side, mole and corporal punishment marks on left shoulder, varicose veins legs. Sentenced at Chester, 24th October, 1882, to 7 years' penal servitude for burglary. Licensed 5th ult. C I 23. Information to Supt. Leighton, Altrincham. 19.— Middlewich ( County).— For assault, with intent to commit a rape, 10th inst., at Smallwood— JAMES McGARRY, age 24, height 5 ft. 7 in., com- plexion fresh, hair and moustache ( slight) light, eyes grey; dress, dark suit, light boots ( supposed side- spring). A native of Smallwood. Warrant issued. Information to Supt. Plant, Middlewich. 20.— Stockport ( Borough).— For stealing, 15th inst., a man's black worsted shooting coat ( partly worn); 1 single- breasted pilot overcoat, velvet collar, black lining; and 1 black ribbed worsted overcoat, bound, black lining— A MAN, age 30, height 5 ft. 9 or 10 in., moustache slight, long face ; dress, dirty mole- skin trousers, heavy lace boots, black hard felt hat; may be wearing the shooting coat and one of the over- coats, Stated he was a slater and flagger, and came from Crewe. Information to Lieut.- Col. Staples, Chief Constable, Stockport. DEVONSHIRE. 21.— Exeter ( City).— For larceny (< t'M)— THREE MEN : 1st, age about 50, height 5 ft. 10 in., complexion pale, hair and whiskers ( turning grey) dark, promi- nent nose; dress, dark dust coat, black hard felt hat ( flat top); 2nd, age about 26, height 5 ft. 7 in., com- plexion fair, side whiskers ( small light); dress, brown jacket and trousers, brown hard felt hat; 3rd, age about 20, height 5 ft. 7 in., slight build, complexion fresh, clean shaved ; dress, dark jacket suit. Travelling thieves. TUESDAY, OCTOBER 573, 1888. THE POLICE GAZETTE. 3 traveller, whose apprehension is sought for embezzle- ment— age 45 to 50, height 5 ft. 10 or 11 in., com- plexion fresh, hair, whiskers ( cropped short) and moustache dark brown ( turning grey), restless eyes, of gentlemanly appearance. Is an atheist, and is very fond of talking about atheism, also boasts of having stayed with Mr. Bradlaugh, M. P. Is well known to publicans in Northampton, Nottinghamshire, York- shire, Leicestershire, and Derbyshire ; about 12 years ago he served in the Lancashire Constabulary ; dress, blue serge jacket and vest, grey trousers, or black coat and vest, plaid trousers, black waterproof with cape ; carries a brown leather portmanteau and a small black leather bag. Warrant issued. Information to Supt. Barrett, Wirksworth. GLOUCESTERSHIRE. 25.— North leach ( Countu).— For stealing a horse, HUNTINGDONSHIRE. 29.— St. Neots [ County).— For burglary, 15th inst., and stealing— 2$ lbs. of twist tobacco, 6 packets of Wills's honeyflower ditto, 6 i- lb. packets of tea, several pairs of boots, marked " Wheatsheaf" and " Labour and Weight," or " C. P. S. I.," several suits of dark grey clothing, and £ 3 gold and silver— THREE MEN, 1st, age about 21, height about 5 ft. 4 in.; dress, dark clothes.— 2nd, age about 24, height about 5 ft. 8 in.; dress, dark clothes and peak cap.— 3rd, age about 28, height about 5 ft. 7 or 8 in. ; dress, dark coat and dark cord trousers. All clean shaved. Slept at Godmanchester same night. Next morning made property up into three parcels, and sent them by parcels post, one being addressed to Newark. Destina- tion of others not known, but supposed the Midland counties. Information to Supt Copping, St. Neots. LANCASHIRE. 30.— Ashton- under Lyne [ County).— For car- nally knowing a girl, age 14, at Droylsden, 25th ult.— HENRY CLOUGH, age 40, height 5 ft. 6 in., stout build, complexion fresh, hair light brown, eyes brown, walks erect and turns his toes out, fond of drink, and when under its influence boasts of his abilities as a pattern designer; dress, dark brown tweed acket and apprehension is sought for embezzlement— age 33, height 5 ft. 8 in., slight build, complexion fair, hair light brown, eyes blue, front teeth a little apart ; dress ( supposed), light check Chesterfield coat, trou- sers, and vest, brown felt hat. Of gentlemanly appear- ance. A cashier ; native of Ashton- under- Lyne. Warrant issued. Information to the Chief Constable, Ashton- under- Lyne. 35.— Blackburn [ Borough).— For failing to report — Supervisee LAWRENCE FOULDS, Office No. 33272, age 29, height 5 ft. 2 in., complexion pallid, hair dark brown, eyes hazel, scars left side head and bridge of nose, mole below right armpit and right shoulder- blade, brown spot back of left ribs. Sentenced at Preston, 4th July, 1883, to 5 years' penal servitude and 7 years' police supervision for housebreaking. J 545. — Supervisee JOHN THOMAS FIELDING, Office No. 34465, ago 26, height 5 ft. 2\ in., complexion dark, hair dark ' rown, eyes hazel, scars on head, forehead, moneys of the Durham and Northumberland Working Men's Permanent Building Society, South Shields, age 38, height 5 ft. 6 in., complexion very fair, hair light, whiskers and moustache light ginger, recently shaved on chin, of gentlemanly appearance ; dress, light grey suit, light dust overcoat, brown felt hat. An architect and a Primitive Methodist local preacher. Absconded 7th August last. Information to Chief Constable Moorhouse, South Shields. DERBYSHIRE. 24.— Wirksworth ( County).— Woodcut portrait and description of CHARLES YOUNG, commercial apprehension is sought for embezzling £ 175 7s. lid., the moneys of the Alverstoke Local Board— age 35, height 5 ft. 8 in., complexion fresh, hair ( parted in centre), small side whiskers, and moustache light brown, eyes ( rather full) blue, smart appearance; dress, light dust overcoat, dark grey cutaway walking coat, dark corduroy racing vest, light check trousers, wears a gold serpent ring on fourth finger of left hand. A native of Bicester, Oxfordshire. May endeavour to leave the country. Warrant issued. Information to Supt. Catchlove, Gosport. 27.— Winchester ( City).— For stealing, 11th inst., a black fancy cloth double- breasted vest, red- and- dark striped lining; and a pair of rivetted boots, size 8, plain toecaps, sole of right boot worn through— BENNETT ( supposed false), age about 35, height 5 ft. 4 or 5 in., complexion, hair, and eyes dark, wore con- cave eyeglasses; dress, dark suit with amber spots, black hard felt hat. Stated he was a printer. Information to Head Constable Morton, Winchester. HERTFORDSHIRE. 28.— Ware ( County).— For deserting their families, leaving them chargeable to the Hatfield Union— JOSEPH BROWN, a labourer, age 30, height about 5 ft. 6 in., complexion pale, hair black, whiskers ( full) dark, eyes hazel.- WILLIAM FRANCIS TEARLE, a labourer, age 32, height 5 ft. 3 or 4 in., stout build, complexion fiesh, full face, hair light, eyes grey, high forehead, scar bridge of nose, mole ( about size of a shilling) left side of neck, black hair growing there- from.— GEORGE PLUMB, a labourer, age 45, height 5 ft. 8 in., slight build, complexion dark, hair ( turning grey) and whiskers ( full, turning grey) dark brown, eyes grey. Warrants issued. Information to Supt. Hilton, Ware. £ 50 REWARD. 33.— Liverpool ( City).— For stealing, 9th inst., 2,485 dollars in American greenbacks and Canadian notes, consisting of American notes, 1,704 dollars ( pinned in 17 packets of 100 each, chiefly 20' s, 10" s, and 5' s); American gold, 295 dollars ; Canadian notes, 480 dollars ( consisting of a 100 dollar note, and the remainder in 10' s, 5' s, and smaller, and in silver, 6 dollars)— total English value, £ 510— A MAN calling himself FATHER McDONALD, who stated that he was taking a number of youths to Canada, and wanted between .£ 500 and £ 600 in American and Canadian money, and requested that that amount be brought to the Presbytery of a Roman Catholic Church in this city, which was done, and the money was handed to the so- called Father McDonald, he then leaving for the purpose of obtaining from the rector in charge the £ 510 in exchange, but instead of doing so decamped, and upon inquiry it was ascertained that he was not known to anyone connected with the Presbytery. He is about 35 to 40 years of age, 5 ft. 9 or 10 in. high, pale looking, rather long face, square build, clean shaved, high cheekbones, heavy dark eyebrows, small piece of flesh in the centre of upper lip, thick lips, large mouth, spoke with a slight American accent, and was dressed as a priest, and carried a small black bag. The above reward will be paid by Messrs. Thos. Cook and Son, Lord- street, Liverpool, for the arrest and conviction of the thief, and recovery of the money, or in proportion to the amount recovered. Information to Chief Supt. Williams, Liverpool. 34.— Ashto n- under- Lyne ( Borough).— Woodcut portrait and description of SAMUEL WILD, whose hard felt hat. Spoke of going abroad. A native of Woodhouses, near Ashton- under- Lyne. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Rupt. Hewitt, Ashton- under- Lyne. 31.— Bury ( County).— For embezzling £ 24— ROBERT WHARTON, a clerk, age 26, height 5 ft. 2 or 3 in., complexion fresh, hair and eyes brown, mous- tache ( slight) dark, no whiskers; dress, short dark brown Chesterfield overcoat, dark suit, hard billycock hat. Fond of gay company. Last seen at Blackpool, 28th ult. A native of Heywood, Lancashire. Warrant issued. Information to Supt. Henderson, Bury. 32.— Ormskirk ( County).— For failing to report— License Holder JAMES SMALLEY, Office No. 33955, age 48, height 5 ft. 10 in., complexion pale, hair brown eyes brown, scars on head, right forearm, and left elbow, miner's mark on forehead, shoulders, and back, lost many teeth, pockmarked, body bent. Sentenced at Liverpool, 2nd . May, 1882, to 7 years' penal servi- tude for wounding. Licensed 7th October, 1887. I 398. Information to Supt. Jervis, Ormskirk.
