NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It U agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own Bubjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. IJRDER. £ 500 REWARD CITY OF LONDON. 1.— WHEREAS, at 1.45 a. m. on Sunday, the 30th of Sep- tember last, a woman, name unknown, was found brutally murdered in Mitre- square, Aid gate, in this City. A reward of £ 500 will be paid by the Commissioner of the City of London Police, to any person ( other than a person belonging to a Police Force in the United Kingdom) who shall give such information as shall lead to the discovery and conviction of the murderer or murderers. Warrant issued. 3. G Division.— For obtaining, by false pre- tences, 9 pairs of cluster diamond earrings, some with blue sapphires and others with Cape garnets in centre, brisures fastening ; 1 French make round brooch, two sapphires at top, six rose diamonds and sapphires, two nearls at each side; 2 snake diamond rings ; 1 gold watch, " Huit" on dome- JACOB LIPSKI, alias FELLMAN, age 23, height 5 ft. 6 or 7 in., complexion pale, clean shaved ; dress, dark clothes, hard felt hat. Warrant issued. 4. N Division.— For obtaining, by false pre- tences, 11th ult., a gentleman's 18 carat gold keyless hunter watch, fully jewelled, compensation balance, a- plate, lever, maker " Russell and Son, Liverpool," slight dent in centre of dome ; and a gentleman's f- plate jewelled English duplex watch, open face, com- pensation balance, maker " Watson, King- street, Cheapside," " Watson" on dial and movement— E. TRIPP, age 40, height 6 ft. 1 or 2 in., hair and mous- tache dark, no whiskers, military sppearance; dress, dark suit ( short jacket), black billycock hat. Gave an address, Customs House Chambers, Quayside, New- castle- on- Tyne. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. BEDFORDSHIRE. 5.— Bedford ( Borough.).— For stealing, 24th ult., a dark brown cob pony, aged, about 15 hands, star on forehead, hind heels white, chafed on near side; an oak painted dog- cart, iron plate underneath off shaft, " Maynard and Son, Bedford," on wheel caps, off side panel broken ; a set of silver plated harness, black cushions, mat, rug, whip, and umbrella— JOHN SMITH, age 35, height 5 ft. 5 or 6 in., complexion dark, hair and moustache brown, no whiskers ; dress, dark clothes, lace boots, and black hard felt hat. Wears a heavy silver chain. Carried an old carpet bag with strap round centre. Warrant issued. Information to Chief Constable Thody, Bedford. BERKSHIRE. 6.— Reading ( Borough).— For failing to report- License Holder— ARTHUR CAMBRIDGE, Office No. 31454, age 30, height 5 ft. 5 in., complexion fair, hair brown, eyes blue, scar left side of head and on bridge of nose, scar above right knee, mole right side of belly, anchor and cross left forearm, dot and S. left wrist, ring 2nd and 3rd left fingers. Sentenced at Reading, 12th January, 1884, to 5 years' penal servitude for larceny. Liberated 30tli December, 1887. K 12. 7.— Reading ( Borough). — For fraudulently obtaining money by representing himself to be a can- vasser for a school guide published by a Liverpool firm — J. T. L. CRAIG, age 35 to 40, height 5 ft. 7 or 8 in., hair ( bald on top), whiskers, and moustache sandy, addicted to drink ; dress, dark mixture coat, light cloth trousers, brown hard felt hat. Warrant issued. Information to the Chief Constable, Reading. 8.— Windsor ( Borough).— For forgery— JAMES FRANKLIN, a painter, age about 45, height 5 ft. 8 or 9 in., whiskers and moustache ( cut close) dark brown, thin features, carries his head forward and on one side; dress, dark overcoat and dark brown or black felt hat. Sometimes carries a small black hand- bag. Warrant issued. Information to Supt. Hayes, Windsor. CARNARVONSHIRE. 9.— Carnarvon ( County).— For housebreaking and stealing a gold watch ( recovered)— E. R. E. RICHARDSON, a fitter, late of Bethesda, age about 23, height 5 ft. 7 or 8 in., slight build, hair brown, one tooths projects, lost two upper front teeth. Has been employed at Penrhyn Slate Quarries ; a native of Carnarvon. Warrant issued. Information to the Chief Constable, Carnarvon. CHESHIRE. 10.— Nantwich ( County).— For rape on a woman age 74, at Combermere, 28th ult.— A MAN, age 25 to 30, height 5 ft. 7 or 8 in. ; dress, light coat or jacket, cord trousers ( much patched in front), scarf with bright horseshoe pin, white straw hat with coloured band. Information to Supt. Leah, Nantwich. DERBYSHIRE. 11.— Chesterfield ( Borough).— For larceny, 29th ult.— A MAN, age 26 to 30, height 5 ft. 5 or 6 in., stout build, complexion fair, full round face, supposed slight moustache, no whiskers, broad chest; dress, light grey or light check suit, black hard felt hat, respectable appearance. His modus operandi is to wait about post- offices or banks watching for young persons cashing orders, & c., accosts them, and getting into conversation endeavours to get possession of the money, pretending to wrap same in paper, telling them to take great care of it, and if anything was wrong to report it at once at the post- office. He called at the post- office here and ask « d for the chief clerk of the telegraph department. Stated he was a telegraphist, had worked at Leicester and Not- tingham on the telephone line, but lost his situation through ill- health, and that he, had a wife and child at Nottingham ; also that he had walked from Notting- ham, and was going to Sheffield to see Mr. Northam, superintendent of the Telephone Exchange Company, who he expected would find him a situation. Had in his possession two testimonials, one ( sup- posed) from the chief of the Telephone Company, Selby, Yorks. Information to Head Constable Emery, Chesterfield. DURHAM. 12.— South Shields ( Borough).— Woodcut portrait and description of THOMAS SOUTHRON, whose apprehension is sought for embezzling £ 595 14s. 5d., the moneys of the Durham and Northumberland Working Men's Permanent Building Society, South Shields, age 38, height 5 ft. 6 in., complexion very fair, hair light, whiskers and moustache light ginger, recently shaved on chin, of gentlemanly appearance ; dress, light grey suit, light dust overcoat, brown felt hat. An architect and a Primitive Methodist local preacher. Absconded 7th August last. Information to Chief Constable Moorhouse, South Shields. HAMPSHIRE. 13 — Winchester ( City).— For deserting his wife and 2 stepchildren, leaving them chargeable to the New Winchester Poor Law Union— WILLIAM TARMAM alias BILLY WHISPER, age 62, height 5 ft. 4 or 5 in., complexion sallow, hair ( curly) and whiskers black, eyes dark, very wrinkled face, rup- tured, works as a navvy on railways; dress, twill slop, cord trousers, heavy nailed boots, soft felt hat. Warrant issued. 14.— Winchester ( City).— For embezzlement— DA\ ID SHERGOLD, age 18, height about 5 ft. 6 in., complexion dark, hair dark brown, eyes dark, thin face; dress, dark overcoat, black coat and vest, dark plaid coat and trousers, double peak cap, all old. Has a brother living at Reigate, Surrey. Warrant issued. Information to Head Constable Morton, Winchester. LANCASHIRE. 15 — Bury ( County).— For embezzling £ 24— ROBERT WHARTON, a clerk, age 26, height 5 ft. 2 or 3 in., complexion fresh, hair and eyes brown, mous- tache ( slight) dark, no whiskers; dress, short dark brown Chesterfield overcoat, dark suit, hard billycock hat. Fond of gay company. Last seen at Blackpool, 28th ult. A native of Heywood, Lancashire. Warrant issued. Information to Supt. Henderson, Bury. 16.— Rawtenstal I ( County).— For failing to report — Supervisee WILLIAM SMITH, alias JOHNSON, Office No. 32866, age 31, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes hazel, heart, cross, W. S , and small cross inside right forearm, scar on forehead several scalp wounds and small mole between shoulder- blades. Sentenced at Preston, 5th January, 1881, to 6 years' penal servitude and 7 years' police super- vision for felony. H 79. Information to Supt. Higginbotham, Rawtenstall. 17.— Liverpool ( City).— For stealing 2,485 dollars in American greenbacks and Canadian notes— A MAN, who gave the name of FATHER Mc- DONALD, age about 35, height about 5 ft. 11 in.,, complexion pale, rather long face, clean shaved, square build, high cheekbones, heavy eyebrows, small wart centre of upperlip, spoke withan American accent; was dressed as a priest. Stated he was taking a num- ber of children to Canada, and required American and Canadian money. May be accompanied by a woman, age about 40, short and stout; dress, dolman with black beads, and reddish plush dress. 18.— Liverpool ( City).— For failing to report — Supervisee WILLIAM RATCLIFFE, alias CHEET- HAM, Office No. 34784, age 78, height 5 ft. 5Jin., hair white, eyes grey, complexion ruddy, W. C. left forearm, little finger of right hand contracted. Sen- tenced at Liverpool County Sessions, 15tli July, 1879, to 7 years' penal servitude and 7 years' police super- vision for fowl stealing. F 601. Information to the Chief Superintendent, Detective Department, Liverpool. 19.— Liverpool ( City).— ROBERT BARROW WILLIAMS, Case No. 14, 5th inst., not to be appre- hended. Warrant withdrawn. 20.— Ashton- under- Lyne ( Borough).— Woodcut portrait and description of SAMUEL WILD, whose apprehension is sought for embezzlement- age 33. height 5 ft. 8 in., slight build, complexion fair, hair- light brown, eyes blue, front teeth a little apart; dress ( supposed), light check Chesterfield coat, trou- sers, and vest, brown felt hat. Of gentlemanly appear- ance. A cashier ; native of Ashton- under- Lyne. Warrant issued. Information to the Chief Constable, Ashton- under- Lyne. 21.— Rochdale ( Borough).— For stealing a quan- tity of horse harness ( recovered)— GEORGE WHIT- TINGTON, age about 28, height 5 ft. 5 or 6 in., com- plexion sallow, hair, side- whiskers, and moustache light; dress, light tweed jacket, black trousers and vest, brown double- peak cap, and old shoes. Has been employed as cab- driver or stableman for the Manchester Carriage Company, for Bromley Carriage Company, and for Mr. Taylor, Veterinary Surgeon, Ashton- under- Lyne. Information to Chief Constable Wilkinson, Rochdale. 22.— Salford ( Borough).— For stealing— 1 black cloth worsted jacket, 3 buttons on side at back, and 2 on both cuffs, 3 pockets outside, and ticket dittor black Italian cloth lining ; 1 pair men's side spring boots with mock bottoms; 1 pair blue and black mixture cloth trousers, fly fronts, lined, and a silver lever watch, No. 1783975 ; silver albert, curb pattern with oval shaped silver locket attached— CHRISTO- PHER LADDING or LADING, age about 32, height 5 ft. 6 or 7 in., hair ( cut very short) dark brown, moustache brown, large burn marks on cheeks and under throat. 23— Salford ( Borough).— For forgery, fraud, and embezzlement— JOHN BISHOP, Paymaster- Sergeant Lancashire Fusiliers, age 34, height 5 ft. 4J in., com- plexion fresh, hair dark brown, eyes brown; dress, light tweed suit. May endeavour to emigrate. Absconded 25th ult. Warrant issued. Information to Supt. Donohoe, Salford. TUESDAY, OCTOBER 3, 1888. THE POLICE GAZETTE. 3 24.— Warrington ( Borough),— For rape on an imbecile woman, 22nd ult.- JAMES RAWLINSON, a labourer, age 20, height 5 ft. 4 or 5 in., complexion sallow, hair light, eyes sunken, high cheekbones, bow- legged, toes turned in ; dress, dark coat and vest, brown cord trousers, red muffler, striped tweed cap with peak and tar flips, tied over top, and clogs. Warrant issued. Information to Chief Constable Hunt, Warrington. LEICESTERSHIRE. 25— Leicester ( Borough).— For embezzlement— SOLOMON HART, ai? e 57, height 5 ft. 10* in., com- plexion sallow, hair dark brown, slight thin whiskers and moustache, eyes brown, large Roman nose, stoop- ing gait; dress, black frock coat and vest, light trousers, high hat. Wa3 engaged as traveller for a cigar manufacturer, and may seek similar employ- ment. Warrant issued. Information to Head Constable Duns, Leicester. MONMOUTHSHIRE. 26.— Tredegar ( County).— For deserting his wife and family, 18th February last— WILLIAM PRICE, a collier or fitter, age 52, height 5 ft. 5 or G in., com- plexion fresh, hair ( turning grey) and eyes dark brown, blue mark under right eye, lost right leg below knee ; dress, old dark clothes. Sometimes tramps the • country singing songs. A native of Monmouthshire. Warrant issued. 27.— Tredegar ( CWty).- For stealing, 28th August last, a silver watch ( recovered) and a silver guard— WILLIAM RICHARDS, a labourer, age 21, height 5 ft. 8 in., complexion fresh, hair brown, blind right eye ; dress, brown- and- black plaid coat and vest, dirty moleskin trousers, strong boots, and black hard bowler hat. A native of Torrington, Devon. Warrant issued. 28.— Tredegar ( County).— For stealing, between : 22nd August and 1st September last, £ 25 gold and a small curb pattern silver chain— JOHN SUMMERS, ^ ge 35 to 40, height 5 ft. 4 or 3 in., complexion pale, hair ( cut short), light, blind one eye; dress, dark tweed suit, dark bowler hat. Stated he was going to the North of England. A labourer or iron- worker ; native of London. Warrant issued. Information to Capt. Parker, Superintendent, Tre- degar. NORTHAMPTONSHIRE. 29.— Northampton ( Borough).— For stealing, 28th ult., a small brass- bound fancy wood jewel case ; 1 silver Geneva hunting watch ; 1 large centre seconds stop watch; 1 gold horseshoe pin, platina stirrup, set 7 diamonds ; 1 gold- and- pink cameo ditto, classic head of ring to match; 1 gold fox ditto; 1 gold circular ditto, raised buckle band ; 2 oxydised ditto; 1 silver match- box ; 1 gold plated curb chain ; 1 hair albert, and other articles of jewellery— WILLIAM HAW- KINS, age about 30, height 5 ft. 7 in., slight build, complexion sunburnt, hair dark brown, moustache dark sandy ; dress, black coat and vest, grey striped trousers, patent leather boots, and hard felt hat; of respectable appearance. Stated he came from Bux- ton, Derbyshire, on a tricycle ( false). ( See Case No. 34\ Information to Chief Constable Mardlin, Northamp- ton. SUSSEX ( EA8T). 30.— Hailsham ( County).— For housebreaking, at Wartling, and stealing, 4th inst., a lady's small silver Geneva watch ; 1 dark cloth coat, bone buttons, vest and trousers, very small plaid ; and a pair of half boots— A TRAMP, age about 36, height about 5 ft. 7 in., complexion dark, hair brown, moustache greyish ; dress, dark diagonal coat, light check double- peak cap. Information to Supt. Renville, Hailsham. £ 3 REWARD. 31.— Hastings ( Borough).— For stealing, 9th inst., a grey gelding, 7 years, 14j hands, recently clipped, in good condition; a set of brass- mounted harness, and a small chocolate colour dog cart, picked out red, brown cloth cushions, back of seat covered with Italian • cloth ( torn)— A MAN, age 35, height 5 ft. 7 or 8 in., complexion dark, side whiskers, full round face, small scar right side of face, square build ; dress, drab coat, brown cardigan vest, greyish trousers ( rather short), lace boots, hard felt hat. Stated he was a vendor of patent medicines. The above reward will be paid by Mr. Balcombe, St. Andrew's Mews, Hastings, for the apprehension and Conviction of the thief and recovery of the property. £ 1 REWARD. 3^— Hastings ( Borough).— Woodcut portrait and description of WILLIAM HILL, a journeyman car- penter, whose apprehension is sought for deserting his wife and family, leaving them chargeable to the Hastings Union— age 35, height 5 ft. 6 or 7 in., com- plexion pale, hair, beard, whiskers, and moustache dark brown, eyes hazel, thin face, soft voice ; dressed respectably. Is a good rowing man, and may be found in the company of rowing men. Was apprehended. by Metropolitan Police in December, 1885, for a similar offence. A native of Hastings. The above reward will be paid by A. Inspkipp, Esq., Clerk to the Guardians, Hastings, for the appre- hension and conviction of Hill. Warrant issued. Information to Chief Constable Glenister, Hastings. WARWICKSHIRE. 33.— Birmingham ( Borough).— For embezzlement GEORGE CLODE, age 35, height 5 ft. 7 or8 in., com- plexion fair, hair light brown, moustache ( heavy) a shade lighter, eyes ( piercing) blue, of military appear- ance, and walks very erect; dress, black ribbed over- coat, small grey check reefer jacket, trousers, and vest, or black- and- white striped trousers, sometimes wears a silk hat. A solicitor's clerk ; supposed native of London. Is accompanied by his wife and 2 children. May commence business as a venereal quack under the name of Professor Clodi. Warrant issued. Information to Chief Constable Farndale, Birming- ham. 34.— Leamington ( Borough).— For stealing, 8th inst., a gold watch, gold dial, flowered, chased back ( plain in centre), black beaded chain attached ; a half- sovereign, and a florin— A MAN, age 35 to 40, height 5 ft. 7 or 8 in., moustache ( turning grey) brown, no whiskers, very red face and neck; dress, black jacket, grey trousers, old boots, and black necktie. Stated he was a cyclist on tour, and that his machine was being repaired at Coventry. ( See Case No. 29.) Information to Chief Constable Brabner, Leaming- ton. WILTSHIRE. 35.— Swindon ( County).— For misappropriating money belonging to the Clifton Lodge of Oddfellows - THOMAS ALFRED HARRIS, age 28, height 5 t. 5 or 6 in., complexion fresh, hair light brown, eyes blue, wart between eyes. A fitter; native of Swindon. Warrant issued. Not to be apprehended out of the United Kingdom. 36.— Swindon ( County).— For stealing 2 cows ( recovered) — HARRY CUNNINGHAM, a grocer's assistant, age 18, height 5 ft. 9 in., very thin build, complexion fair, hair and eyes brown; dress, brown plaid suit ( shabby). Carried a cane with a silver ferule one end and a whip thong the other. Has been traced to Bristol. Supposed native of Whitchurch, Somerset. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Supt. North, Swindon. 37.— Trowbridge ( County).— For obtaining a gold watch and chain by means of a fictitious cheque on the Birkbeck Bank, London — — ARTHUR McARTHUR, age about 35, height E ft. 9 or 10 in., eyes blue, bad teeth ; dress, navy blue suit. Of gentlemanly address. Answers advertisements in Exchange and Mart. Warrant issued. Information to Supt. White, Trowbridge.
