VV. . _-•• » •,-.- I Particulars concerning person, whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE if they are sufficient to enable action to be taken upon then by another force. %. Particulars as to stolen property will be likewise inserted , n one tssue, if sufficient to enable the article in question to be thereby identified. % In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of Itolen properly, will be prominently inserted, with detailed particulars, at a cost of 15 « . per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, ' as the case may be. J. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. REGULATIONS. & Announcements of all persons to be apprehended or of stolen property bear a number, and <* t ulphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to he inserted H the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Edito! notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, trill U wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so a* to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Tftey must be Clearly written on one tide of the paper only, be in the usual form, and accompanied by t covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by chcqut- crossed " Drummond § Co.," Post Office Order payable at Charing Cross, Postal Order, or im Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7th of November, 1883. 8.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrtnder their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C Division.— Woodcut portrait and descrip- tion of JOHN MEAD, alias McDONALD, whose apprehension is sought for obtaining 2,000 cigars by means of a trick, 22nd May last— age 45, height 5 ft. 7 in., complexion florid, hair ( turning grey) dark, eyes ( cast in one, supposed right) grey ; of Jewish appear- ance ; dress, brown suit, low lurd felt hat. ( See Case No. 3, 8th June last). Warrant issued. 2.— D Division.— For stealing a number of pictures, about 22nd June last— WILLIAM MAXTED, age 43, height 5 ft. 8 in, complexion florid, hair dark brown, eyes hazel; dress, dark clothes and silk hat. A picture dealer; will probably start in that business. Warrant issued. 3— G Division.— For embezzling £ 50— ARTHUR EDWARD COSGROVE, age 20, height 5 ft. 7 in., complexion fair, hair light, eyes grey; dress, light suit, hard felt hat. A clerk ; native of Dublin, 4.— H Division.— For threatening to murder, and absconding from his bail— HENRY WILLIAM BRINSDON HINDER, age 30, height 5 ft. 8 in., com- plexion fair, hair light, eyes blue, military appearance; dress, black diagonal coat and vest, grey tweed trou- sers, woollen shirt, hard felt hat. Has been in the Army. Warrant issued. 5.— R Division.— For forgery and not surrender- ing to his bail, 6th inst.— EDWARD WALTER NEW- BERRY, a commercial traveller, age 29, height 5 ft. 10 in., complexion fair, hair, side whiskers and moustache dark brown, eyes blue ; dress, black coat and vest, brown check tweed trousers, high black silk hat. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CHESHIRE. 6.— Macclesfield ( County).— For stealing 1 black worsted jacket, pockets on hips and breast; 1 black do. vest; one black- and- brown plaid jacket, pockets on hips and breast, bone buttons ; one grey Irish tweed jacket, pockets on hips, bone buttons ( all much worn) — A MAN, age about 22 or 23, height 5 ft. 6 in., com- plexion fresh, hair dark, eyes blue ; dress, dark monkey jacket, dark trousers, lace boots, hard felt hat. Mili- tary appearance. Information to Supt. Large, Macclesfield. 7.— Stockport ( Borough).— For stealing £ 2 3s., 10th inst.. from the person of a girl, who stopped her and abstracted the money from her purse— A MAN, age about 25, short, rather thin; dr^ ss, grey dust over- coat, grey trousers with dark stripe, lace boots, black hard felt hat, respectable appearance. Can be identi- fied. Information to Lieut.- Col. Staples, Chief Constable, Stockport. CUMBERLAND. 8.— Brampton ( County).— For failing to report- Supervisee THOMAS ROOKE, Office No. 35074, age 64, complexion fresh, hair and eyes grey, several scars on left eyebrow, one on nose and left cheek. Sentenced at Carlisle 8th April, 1884, to 5 years' penal servitude and 2 years' police supervision for larceny. Licensed 7th April, 1888. K 310. Information to the Superintendent, Cumberland Constabulary, Brampton. DORSETSHIRE. 9.— Wimborne ( County).— For stealing a plain black jacket with number of small buttons on front, false pockets on hips— Mrs. MAY, age 33 to 35, rather short and stout, complexion very fresh, thin features, sharp nose ; dress, stolen jacket, white hat trimmed black, brim turned down on one side, has a child in her arms, and is accompanied by her husband, Benjamin May, a gardener, age 40, height 5 ft. 6 or 7 in., whiskers and moustache sandy; dress, blue coat and vest, brownish mixture trousers, black bowler hat. Warrant issued. Information to Supt. Marsh, Wimborne. ESSEX. 10.— Brentwood ( County).— For housebreaking, and stealing 1 silver lever watch, with long albert chain attached ; 1 black cloth vest; 1 black silk pocket- handkerchief ; 3 leather purses ; and £ 2 10s. in gold— A MAN, age 52 or 53, height 5 ft 5 or 6 iD., stout build, hair, whiskers ( about a week's growth), and moustache brown, red face; dress, brown check suit, lace boots, and low- crowned black felt hat. KENT. 12.— Ashford ( County).— For cruelty to a pig at New Romsey, 29th ult.— JOHN BAKER, alias JOHN BONES and HAMMER JACK, age 45 to 50, height 5 ft. 9 or 10 in., complexion ( sunburnt) sallow, hair brown, whiskers ( about 3 weeks' growth) ginger, eyes grey, scar from cut over right eyebrow, stoops and turns his toes out when walking ; dress, long brown or black overcoat ( shabby), old blue guernsey under, dark cord trousers, old shoes. Is accompanied by his wife, age about 50, scar from cut over one eye. Warrant issued. 13— Ashford [ County).— For stealing 10 sheep at Snargate, 20th ult.- WILLIAM BEALL, age 35 to 40, height 5 ft. 8 or 9 in., complexion fresh, hair and whiskers brown, rather prominent nose, slouching gait; dress, dark overcoat, black hard felt hat. Warrant issued. Information to Supt. Wenham, Ashford. LANCASHIRE. 14.— Bury [ County).— For failing to report— Super- visee HANNAH GREEN, alias COCKSHOT, DA VIES and CHAPMAN, Office No. 28865, age 51, height 5 ft. 2 in., complexion fresh, hair brown, eyes grey, scars on forehead, bridge of nose, and both arms, lost all top teeth. Sentenced at Preston, 2nd December, 1880, to 7 years' penal servitude and 7 years' police supervision for larceny. Sentenced at Manchester, 17th October, 1881, to 7 years' penal servitude for child stealing. Licensed 25th November, 1887. Sentenced at Manchester, 14th April, 1887, to 12 months' hard labour and 3 years' police supervision for larceny. 139. 17— Old Trafford ( CountyJ. — For highway robbery and assaulting police, 5th inst.— J. SPELLER, alias " COPPER NOB," age 22, height 5 ft. 9 in., medium build, hair light and frizzy, slight light mous- tache, face freckled, cut on left eyebrow ; dress, black cardigan jacket, dirty- white moleskin trousers, lace boots, old black Scotch cap. A navvy. Also for un- lawfully wounding police— A MAN, supposed name FRED PRICE, age 30, height 5 ft. 9 in., complexion sallow, clean shaved, slender build, thin face, and long thin nose; raptured on both sides ; dress, long frock coat and vest light slate colour, dirty- white cord trousers, old thin boots, black billycock hat. Bent, Old Trafford. 18.— Manchester [ City).— For failing to report- Supervisee GEORGE BROWN, alias LLOYD, Office No. 35575, age 31, height 5 ft. 5 in., complexion fresh, hair brown, eyes brown, scar centre of forehead, woman right forearm, blue mark and four blue dots left forearm. Sentenced at Manchester 7th February, 1883, to 18 months' hard labour, and 3 years' police supervision for shopbreaking. 74228.— Supervisee JAMES PROUDLOVE, Office No. 17681, age 45, height 5 ft. 5 in., complexion fresh, hair brown, eyes blue, partly bald, scars each side forehead, centre and bottom of back ( boils). Sentenced at Manchester, 10th February, 1881, to 8 months' hard labour, and 7 years' police supervision for larceny. 54833.— Supervisee SAMUEL PLATT, alias SAVILLE PLATT, Office No. 29265, age 42, height 5 ft. 5 in., complexion fair, hair light brown, eyes light grey ( right defective), scars front of head, right elbow and thigh, and left calf, tumour on back. Sentenced at Manchester, 7th December, 1881, to 5 years' penal servitude and 7 years' police supervision for larceny. Liberated 18th November, 1885. Sentenced at Salford, 4th December, 1882, to 5 years' penal servitude and 7 years' police supervision for larceny ( person). Liberated 23rd November, 1887. J 1109. Supervisee JOHN SHANNON, Office No. 27923, age 28, height 5 ft. 4J in., complexion fresh, hair brown, eyes brown, scars on head, each side forehead and back of 1st right finger. Sentenced at Manchester, 2nd April, 1881, to 5 years penal servitude and 7 years police supervision for attempted robbery. Liberated 8th August, 1885. Sentenced at Manchester 8th December, 1887, to 6 months hard labour and 3 years police supervision for larceny.— Supervisee WILLIAM MIDDLETON, alias HOLMES, Office No. 34789, age 41, height 5 ft. 3^ in., complexion fresh, hair dark brown, eyes brown, 1st right finger has been broken Sentenced at Salford, 15th August, 1887, to 6 months hard labour and 3 years police supervision for larceny. 3542— Supervisee JOHN DEVONPORT, Office No. 35769, age 21, height 5 ft. 6 in., complexion dark, hair black, eyes grey, scar left thumb ( large). Sentenced at Nottingham, 14th October, 1887, to 9 months hard labour and 1 year police supervision for larceny. 130- 88.— JOHN JOSEPH MADIGAN, alias THOMP- SON, Office No. 35725, age 21, height 5 ft. in., com. plexion fresh, hair brown, eyes brown ( weak), scars left cheek, right jaw, and right arm ( burn), blue dot right wrist. Sentenced at Manchester, 14th April, 1887, to 15 months hard labour and 3 years police supervision for warehousebreaking. 122. Information to Supt. Hicks, Detective Department, Manchester. LINCOLNSHIRE. 22.— Spilsby ( County).— For deserting his family 18th July last- WILLIAM SPECK, a labourer, age 40, height 5 ft. 7 or 8 in., hair and whiskers dark brown, fleshy substance on left eyebrow, hanging down and almost covering the eye. Warrant issued. Information to Supt. Sowden, Spilsby. £ 1 REWARD. 23.— Boston [ Borough).— For deserting his family — ROBERT DOWSE, a navvy, age 40, height 5 ft. 10 in., slight build, complexion fresh, hair brown, little or no whiskers, splay footed. A native of Leake, near Boston. Warrant issued. The above reward will be paid by Mr. Henry Bates, clerk to the Boston Guardians, for the apprehension and conviction of Dowse. 24.— Boston [ Borough).— For neglecting his family— JOHN ARNOLD, a labourer, age 40, height 5 ft. 7 in., complexion pale, hair and whiskers ( slight) dark ; very full mouth. A native of Bourn. Warrant issued. Information to Head Constable Bellamy, Boston. 19.— Barrow- in- Furness ( Borough).— For failing to report- Supervisee JOHN COLLINS, alias JOHN COGHLAN, Office No. 32614, age 40, height 5 ft 7 in., complexion sallow, hair brown, eyes grey, scars between third and fourth left fingers. Sentenced at Preston, 30th June, 1886, to 9 months' imprisonment and 4 years supervision for larceny. 8166. Information to the Chief Constable, Borough Police, Barrow- in- Furness. 20.— Rochdale [ Borough).— For stealing a coat ( recovered), 8th inst.— RICHARD SMITH, alias RICHARD HARDING, a shoemaker, age about 50, height 5 ft. 6 in., stout build, complexion fresh, hair ( turning grey) sandy, whiskers and moustache turning grey, shaved on chin, dirty appearance ; dress, dark coat and trousers, white apron round waist, and black billycock hat. Information to Chief Constable Wilkinson, Roch- dale. 21.— Salford [ Borough).— For failing to report- License Holder ANNIE WHITTAKER, Office No. 33280, age 32, height 5 ft. 1 in., complexion fresh, hair brown, eyes brown, nose broken, scar on lower lip. Sentenced at Salford, 25th Febt, 1884, to 5 years' penal servitude for felony. Licensed 7th July, 1887. K 16. — License Holder JOHN McNEIL, Office No. 35609, age 60, height 5 ft. 9 in., complexion sallow, hair grey, eyes hazel, scars right side back of neck, right eye- brow, bridge of nose, left ear, and right forearm. K 576.— Supervisee ELIZA- BETH SKEATES, alias SKATES, Office No. 35731, age 50, height 5 ft. 1 in., complexion fresh, hair grey, eyes blue, pockmarked, scars middle of forehead, under each eye and on left cheek, nose crooked, blue mark under left eye. Sentenced at Manchester, 14th April, 1887, to 15 months' hard labour and 3 years' police supervision for larceny. Information to the Chief Constable of Salford. NORFOLK. 25.— North Walsham ( County).— For absconding from his bail, on a charge of embezzlement— GEORGE EDWARD THIRTLE, age 33, height 5 ft. in., com- plexion fresh, hair, whiskers, beard and moustache light ( probably shaved), eyes blue ; dress, mixed cloth suit, lace boots, black hard felt hat. Has a brother, a farrier, residing at 153, Fifth Avenue, Queon's- park, London, W., and a brother- in- law named Trory, a baker, living at Newton, near Shottesham. May en- deavour to leave the country for America. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Supt. Woolnough, North Walsham. 26.— King's Lynn ( Borough).— For larceny [ bailee)— JACOB JOSH, age 25, height 5 ft. 7 in., complexion fresh, hair brown, moustache light brown, cast in left eye; dress, shepherd's plaid tourist suit, spring- side boots. Stated he was an agent of the Scottish Insurance Company, or book canvasser. Native of Terrirgton, where his father, a wheelwright, resides. Warrant issued. Information to Head Constable Ware, King's Lynn. NOTTINGHAMSHIRE. 27.— Mansfield [ County).— For obtaining money by false pretences— JOHN SWAIN, a commercial traveller, age about 35, height 5 ft. 4 in., complexion florid, hair light, whiskers and moustache red, talks rather thick. Solicits orders in the shoe trade. Is well known at Spalding, Grimsby, Peterborough, and the South. Late of Boston, Lincolnshire. Warrant issued. Information to Supt. Tomasson, Mansfield. SHROPSHIRE. 28.— Shrewsbury [ County). — For rape — SAMUEL EDWARDS, alias SAMUEL WESTON, age 40 ( looks younger), height 5 ft. 9 in., complexion fair, hair, small side whiskers and moustache ( rather heavy, but may be shaved off) light brown, smart active appearance; dress, brown plaid suit ( rather shabby), lace boots, black hard felt hat, or dark double peak cap. A shoemaker, but generally works as a bricklayer's labourer; native of Marchamby, Salop. May endeavour to go abroad. Absconded 30th ult. Not to be apprehended out of the United Kingdom. Warrant issued. 29.— Shrewsbury [ County).— For housebreaking, 4th inst.— FREDERICK HENRY OWEN, a clerk, age 16, height 5 ft. 2 or 3 in., complexion pale, long face, hair ( curly at sides) dark, eyes brown, prominent nose ; dress, dark coat and vest, dark mixture trousers, and billycock hat.— WILLIAM BAILEY, age 17, height 5 ft. 4 or 5 in., complexion fresh, thin face, hair dark brown, eyes brown ; dress, blue serge jacket, brown mixture cloth trousers and vest, and billycock hat.— JAMES GIBBINS, age 16 or 17, height 5 ft. 4 or 5 in., complexion fair, round face, hair ( bushy) light, eyes blue ; dress, light mixture cloth suit ( rather shabby), tight fitting, and black billycock hat. Natives of Shrewsbury ; will probably be found singing in the streets, or residing at common lodging- houses. Warrant issued. Information to Supt. Edwards, Shrewsbury. STAFFORDSHIRE. 30.— Burslem ( County).— For larceny [ bailee)— DAVID JONES, alias RAMMILL, jige 19, height 5 ft. 1 or 2 in., slight build, complexion fresh, hair brown, TUESDAY, SEPTEMBER 513, 1888. T H E POLICE GAZETTE. 3 eyes light brown, long cut mark right cheek, cut mark over right eyebrow; dress, brown tweed vest, dark trousers, red- and- black plaid scarf, old lace boots, and black hard hat. Hill, Burslem. 31— Stoke- on- Trent ( County).— For failing to report- Supervisee WILLIAM HARVEY, Office No. 22931, age 40, height 5 ft. 7 in., complexion dark, hair dark brown, eyes hazel, knock- kneed, mole on right cheek, J. on left arm. GOD'S GRACE, The majority of people talk vaguely about God's Love and God's Mercy. They think that His Love is so great that He will never find it in His Heart to punish sin.
