' 2 Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE ( GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. J. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension it sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 « . per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted H the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the EdittH notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, trill bt wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so a* to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by r covering tetter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque^ crossed " Drummond f Co.," Post Office Order payable at Charing Cross, Postal Order, or im Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. ( O) ( d). EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party Bhall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrtnder their oum tubjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C Division.— Woodcut portrait and descrip- tion of JOHN MEAD, alias McDONALD, whose check tiousers, hard brown felt hat. Supposed a ship's stoker. Information to Head Constable Taylor, Maidenhead. 5.— Windsor ( Borough).— For stealing from the Post Office, 26 th ult. £ 4— WILLIAM SETH LA WES, a clerk, age 19, height 6 ft. 6 or 7 in., complexion very dark and Ballow; dress, dark blue serge suit. His parents reside at Datchet, Buckinghamshire, and an aunt at Winchfield, Hampshire, where she is supposed to keep a beer- house. Warrant issued. Information to Supt. Hayes, Windsor. BRECONSHIRE. 6.— Crickhowell ( County).— rat deserting his wife and children, leaving them chargeable to the Crickhowell Union— WILLIAM WILLIAMS, farm labourer, age 40, height 5 ft. 6 in., complexion pale, hair light brown, whiskers brown, eyes light blue ; has a double set of t. eeth ; dress, short blue serge coat dark cord trousers and sleeve waistcoat, lace boots. Warrant issued. Information to Supt. Joseph, Crickbowell. apprehension is sought for obtaining 2,000 cigars by means of a trick, 22nd May last— age 45, height 5 ft. 7 in., complexion florid, hair ( turning grey) dark, eyes ( cast in one, supposed right) grey ; of Jewish appear- ance ; dress, brown suit, low hard felt hat. ( See Case No. 3, 8th June last). Warrant issued. 2— D Division.— For stealing £ 76, the moneys of her husband— ELSIE BALMAIN, age 36, height 5 ft. 6 in., complexion fair, hair and eyes ( small) brown, slight scar bridge of nose, is fond of drink and driving about in cabs; dress, navy blue serge or grey dressj blue straw hat turned up one side and trimmed blue ribbon and gauze. Is supposed to have joined Thomas Doig in Edinburgh about 24th ult., where she probably is, but Doig is now in St. Andrew's, N. B. Warrant issued. 3.— H Division.— For threatening to murder, and absconding from his bail— HENRY WILLIAM BRINSDON HINDER, age 30, height 5 ft. 8 in., com- plexion fair, hair light, eyes blue, military appearance ; dress, black diagonal coat and vest, grey tweed trou- sers, woollen shirt, hard felt hat. Has been in the- Army. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. BERKSHIRE. 4.— Maidenhead ( Borough).— For stealing, 30th ult., a navy blue overcoat, with velvet collar; 2 silver scarf pins ( one shape of heart, the other a man's head, with small blue stone on top); 1 pair lace boots ; a black satin necktie with red spots ; and an imitation meerschaum pipe— A MAN, age 26, height 5 ft. 6 in., complexion dark, long thin face, hair dark brown, eyes dark, impediment in speech; dress, dark jacket, light BUCKINGHAMSHIRE. 7.— Aylesbury ( County).— For manslaughter— WILLIAM WALLUM, alias WYCOMBE BILL, age about 35, height 5 ft. 8 or 9 in., complexion fresh, hair ( cut short) dark brown, small side whiskers and moustache; dress, dark jacket, brown trousers and vest, black felt hat. Travels through Buckingham- shire and adjoining counties collecting rags and bones, accompanied by a woman known as Northampton Alice. Warrant issued. Information to Supt. Webb, Aylesbury. CHESHIRE. 8.— Birkenhead ( County).— For stealing, 29th ult., 1 brown dress bodice; 1 flannel petticoat; 1 slate- colour do.; 1 calico chemise ; 1 half sovereign ; and 30s. silver— MATILDA BARMISH, age 16, height about 5 ft., complexion fair, hair light brown, eyes sunken, large burn mark under right eye) dressed in stolen clothes. Information to Supt. Hindley, Birkenhead. CUMBERLAND. 9.— Whitehaven ( County).— For failing to re- port— Supervisee THOMAS BANISTER, Office No. 33439, age 51, height 5 ft. 4 in., complexion ruddy, hair light brown, eyes blue, scars on head, right cheek, back of neck, and left forearm, and blue scars each knee. A ship's carpenter. Sentenced at Liverpool, 17th April, 1883, to 5 years' penal servitude and 3 years' police supervision for larceny. J 338. Information to Supt. Thornburrow, Whitehaven. DEVONSHIRE. 10.— Exeter ( City)— For forgery— ALFRED H. MOORE, alias ENOCK MOORE, age 29, height 5 ft. 9 in., slight build, hair ( parted in centre) and moustache light, no whiskers, smallpox mark on cheek near eye, very plausible in manner, slight impediment in speech, of gentlemanly 2 T H E POLICE GAZETTE. Stays at good hotels, and obtains money by drafts written on half sheets of paper, principally from General Baptist ministers and their friends. Left Bridgwater 30th ult., supposed via Bristol, for Talbot- roadr Bayswater, London. Warrant issued. Information to the Chief Constable, Exeter. DORSETSHIRE. 11.— Wimborne ( County).— For stealing a plain black jacket with number of small buttons on front— Mrs. MAY, age 33 to 35, rather short and stout, thin features. Is accompanied by her husband, Benjamin May, a gardener, age 40, height 5 ft. 6 or 7 in , whiskers and moustache sandy. Warrant issued. Information to Supt. Marsh, Wimborne. DURHAM. 12.— Bishop Auckland ( County).— For em- bezzling £ 267, 25th ult.- CHARLES ERNEST HUGHES, a bank clerk, late of Bishop Auckland, age 33 to 35, height 5 ft. 6 or 7 in., very stout build, com- plexion fresh, full round face, hair, side whiskers ( small), and moustache light brown, large scar left side of neck and jaw ; dress, jacket suit and billycock hat. Sometimes wears breeches and leggings. Warrant issued. Information to Supt. Banks, Bishop Auckland. ESSEX. 13.— Braintree ( County).— For stealing a tricycle ( recovered), 24th ult. — WILLIAM JONES, alias JAMES WOODS and ELIJAH HUNT, age about 26, height 5 ft. 6 or 7 in., complexion florid, hair light brown, slight cast in left eye, thick upper lip ; dress, black coat and vest and grey trousers, or light check suit, side- spring boots with fancy toe- caps, black hard felt hat; wore an imitation gold chain with blood- stone appendage, and a small new black portmanteau. ( Supposed same as described in Case No. 21, 31s£ ult.) Warrant issued. Information to Supt. Elsey, Braintree. 14.— Colchester ( Borough).— For stealing, 30th ult., a silver open- face Geneva watch, white diali steel hands, " R. Elkins, 10, Lucas- road, Colchester," scratched inside case, and a pair of lace boots ( nearly new), calf tops, one eyelet deficient— W. SELSBY, alias CAMBRIDGE and GATHERCOLE, age 22, height 5 ft. 31 in., complexion fair, hair brown, eyes blue, moustache slight; dress, dark grey clothes ( torn at elbow and knees), coat sleeves mended with a material of a lighter colour, hard felt hat, and stolen boots. A native of Bury St. Edmunds. Warrant issued. Information to Chief Constable Coombs, Colchester. FIFESHIRE. 15.— Cupar ( County).— For obtaining £ 35 by means of a fictitious cheque, purporting to be drawn upon a London firm— JAMES JACKSON, alias FREDERICK ARMSTRONG, age 28 to 30, height 5 ft. 8 in., complexion sallow, hair ( slightly bald on forehead) light brown, moustache light reddish, teeth projecting in upper jaw and deoayed, smart and ener getic appearance; dress, very light cheviot tweed jacket suit and cap, white silk tie, brown leather boots, wears a signet ring, and silver watch with albert chain across his vest from pocket to pocket, with oval silver vesta match- box attached. Had with him a brown portmanteau, a grey tweed suit, overcoat, brown hard felt hat, and umbrella. A native of Edinburgh. Has been for several years in America, and recently re- turned to Scotland. May be heard of at refreshment bars. Stated he intended returning to America about 15th or 20th September. Supposed wanted for similar offences. Warrant issued. ' HAMPSHIRE. 16.— Petersfielti { County).— For attempted de- filement of a girl, age 11, at Greatham, 18th inst.— DAVID JAMES, a labourer, age 50, height 5 ft. 9 or 10 in., complexion dark, hair dark brown, eyes blue; dress, dark brown cord suit, soft black alpine hat. A native of Thursley, Surrey. Warrant issued. Information to Supt. Ransom, Petersfield. KENT. 17.— Folkestone ( Borough).— For obtaining £ 10 by means of a fictitious cheque on the Sussex Place Brar. ch of the London and County Bank, 25th ult.— J. W. ARROWSMITH, late Captain in the Cheshire Militia, age about 35, height 5 ft. 10 in., complexion fair, hair light, heavy red or sandy moustache, of mili- tary appearance. May be staying at some good hotel in a fashionable town. Warrant issued. Information to Supt. Taylor, Folkestone. 18.— Tunbridge Wells ( Borough).— For steal ing, 1st inst., a bay gelding, 7 years, about 14 hands, both knees slightly chipped, in good condition, a set of new silver- plated harness, and a village cart, light varnished body, brown wheels with one stripe of orange on wheels and springs, 2 blue ribbed cloth cushions, 1 blue cloth ditto, 2 silver- plated lamps, 1 woollen mat, 1 whip, and a waterproof knee apron— A MAN, supposed named Marsh, age about 50, height 5 ft. 7 in., hair, whiskers, and moustache ( turning grey) sandy, chin shaved ; dress, light dust coat, light tweed drab suit, brown hard felt hat. Stated he had been a sergeant in the 7th Hussars. Information to Head Constable Embery, Tunbridge Wells. LINCOLNSHIRE. 19.— Spilsby ( County).— For deserting his family, 18th July last— WILLIAM SPECK, a labourer, age 40, height 5 ft. 7 or 8 in., hair and whiskers dark brown, fleshy substance on left eyebrow, hanging down and almost covering the eye. Warrant issued. Information to Supt. Sowden, Spilsby. £ 1 REWARD. 20.— Boston ( Borough).— For deserting his family — ROBERT DOWSE, a navvy, age 40, height 5 ft. 10 in., slight build, complexion fresh, hair brown, little or no whiskers, splay footed. A native of Leake, near Boston. Warrant issued. The above reward will be paid by Mr. Henry Bates, clerk to the Boston Guardians, for the apprehension and conviction of Dowse. 21.— Boston ( Borough).— For failing to report- Supervisee JOHN HIGGINS, Office No. 35942, age 17, height 5 ft. 1 in., complexion fresh, hair brown, eyes blue ( cast in right), two moles on left cheek, and one on left shoulder. Sentenced at Not- tingham, 20th April, 1888, to four months' imprison- ment and one year's supervision for larceny. 658. Information to Head Constable Bellamy, Boston. NORTHUMBERLAND. 22.— North Shields ( County).— Absconded from Training Ship " Wellesley," 25th ult.— MATTHIAS FOGGERTY, age 13, height 4 ft. 10 in., complexion fair, hair light, eyes blue. Supposed to have been enticed away by his father, who generally lives in Old- ham, but has been lately moving about North Shields. Information to Captain Supt. Ryder, Training Ship " Wellesley," North Shields. SHROPSHIRE. 23.— Shrewsbury ( County). — For rape — SAMUEL EDWARDS, alias SAMUEL WESTON, age 40 ( looks younger), height 5 ft. 9 in., complexion fair, hair, small side whiskers and moustache ( rather heavy, but may be shaved off) light brown, smart active appearance; dre6s, brown plaid suit ( rather shabby), lace boots, black hard felt hat, or dark double peak cap. A shoemaker, but generally works as a bricklayer's labourer; native of Marchamby, Salop. May endeavour to go abroad. Absconded 30th ult. iSot to be apprehended out of the United Kingdom. Warrant issued. Information to Supt. Edwards, Shrewsbury. SOMERSETSHIRE. 24.— Glastonbury ( County).— For stealing at Wells, 25th inst., 3 white cotton sheets and a shawl ( recovered), and a small oval- shaped hand basket with cover and 2 handles— ALBERT BEST, a tramping bricklayer, age about 45, height 5 ft. 5 in., complexion, hair, and eyes dark, moustache ( heavy) black ; dress, brown mixture suit, black hard felt hat worn on one side.— EMILY BEST, age about 46, height 5 ft., com- plexion ( sunburnt) fair, hair sandy, eyes grey; thin features, very keen, sharp appearance ; dress, dark jacket ( rather long) and dress, white apron, small black bonnet, trimmed black crape. Has in her pos- session a pedlar's certificate granted at Glastonbury. Warrant issued. 25.— Glastonbury ( County).— For stealing at Priddy, 21st ult., a bay half- bred cart mare, 7 years, 15 hands, a little white on both hind fetlocks, small white star on forehead, short tail, off hind quarter and neck slightly rubbed, in good condition— FRAN K TAYLOR, alias WILSON, age 42, height 5 ft. 11 in., stout build, complexion sallow, broad features, hair dark brown, moustache heavy, eyes grey, whiskers shaved off scar left eyebrow and corner of left eye, cut on back of head, scar on shin and buttock, small hairy mole on forearm; dress, light brown jacket, with raised seams and pockets ; appearance of a gipsy horsedealer. Supposed tohavetaken the maretoLondon or some other large town, where he has probably dis- posed of it. Was convicted of horsestealing in 1877, and at Southampton, in April, 1884, for conspiracy to defraud, and sentenced to five years' penal servitude. Now on license. Information to Deputy Chief Constable Bisgood, Glastonbury. STAFFORDSHIRE. 26.— Tettenhall ( County).— For stealing a horse ( recovered), 18th ult.- JOHN . WILLETTS ( supposed false), age 45 to 50, height 5 ft. 7 or 8 in., complexion fair, hair light brown, side whiskers slight, sharp fea- tures ; dress, drab cloth sleeve vest, corduroy trousers, lace boots, hard felt hat, wore a leather strap round waist, with brass buckle behind. Appearance of a boatman or labourer. Warrant issued. Information to Supt. Cook, Tettenhall, Wolver- hampton. SUFFOLK. 27.— stradbroke ( County).— For wilful and malicious damage, 28th ult.— THREE TRAVELLING GERMAN MUSICIANS— 1st, age 25 to 30, height about 5 ft. 6 or 7 in., few side whiskers ; 2nd, age about 22, height about 5 ft. 5 in., complexion fair ; 3rd, age about 20, height about 5 ft. 5 in., complexion fair; all wore blue serge coats, trousers, and caps. Warrant issued. Information to Inspector Phillips, Stradbroke. SURREY. 28.— Reigate ( Borough).— For obtaining ( 30th ult.) by false pretences— A suit of dark brown heather mixture tweed, round cut jacket, with ticket attached, " G 7750 " thereon ; a suit of broken check ditto, round cut jacket, with ticket attached, " 4428 " thereon; a small mixture check suit, dark red- and- brown tweed, ticket attached, " 3499 " thereon; a dark grey check suit, " faced cloth," round cut jacket, ticket attached " 4381," " Excelsior" on trouser buttons, " Economy, Fashion, and Quality " and rope- knot on tickets— A MAN, age about 30, height 5 ft. 8or 9 in., complexion, hair and moustache dark ; dress, long black coat, black- and- white check trousers, brown hat, who sent a boy fcr the goods in the name of a licensed victualler in the town, afterwards met him, obtained the goods and decamped. Information to Chief Constable Pearson, Reigate. SUSSEX ( WEST). 29.— Petworth ( County).— For housebreaking at Northchapel, 1st inst., and stealing 1 Paisley shawl, 1 dark grey woollen shawl with fringe, violet and white border; 1 pair man's Balmoral boots with small nails ; 1 striped check cotton shirt; 2 gilt Jubilee medals with small bronze crown on top ; 1 imitation gold albert chain, and a yellow handkerchief— A MAN, age 30, height about 5 ft. 5 to 7 in., complexion dark, hair and whiskers brown ; dress, brown suit with mourning band left arm, black hard felt hat. Was traced to Godalming, Surrey, where he left on the morning of 2nd inst., with the property wrapped up in a red handkerchief. Information to Supt. Ellis, Petworth. YORKSHIRE ( EAST RIDING). 30.— Driffield ( County).— For stealing £ 1 5s. 6d. - GEORGE BURNETT, alias FISH GEORGE, age 41, height 5 ft. 4 in., complexion dark, hair dark brown, eyes brown, squints, and is a bad walker ; dress, dirty cloth suit. Likely to be found in the company of fish dealers. Warrant issued. Information to Supt. Kelsey, Driffield. 31.— Sproatley ( County).— For failing to report — Supervisee HARRY FARGUS, alias FERGUSON, Office No. 35583, age 47, height 5 ft. 10£ in., complexion fair, hair red, eyes blue, long face. A fireman. Sen- tenced at Beverley, 3rd January, 1888, to 6 months' hard labour and 3 years' police supervision for lar- ceny. 251. Information to Supt. Burniston, Sproatley, Hull. 32.— Hartlepool ( Borough).— For failing to re- port- Supervisee JOHN MINTO, Office No. 32498, age 40, height 5 ft. 7 in., complexion fresh, hair turn- ing grey, eyes grey, scalp wound on head, anchor and rope on back of right hand, ship back of left. Sentenced at Bradford, 27th June, 1881, to 7 years' penal servi- tude and 5 years' police supervision for felony. Z H 257. Information to the Chief Constable, Borough Police, Hartlepool. 33.— Hull ( Borough).— For stealing a lady's silver lever watch- JAMES CHAPMAN, age28, height 5 ft. lOorll in., complexion very fair, hair ( curly and parted in centre) light, eyes blue, beard, whiskers, and mous- tache sandy, prominent nose, two indentations in one cheek, abscess marks under chin and on neck, carries his head on one side when walking ; dress, black dress suit or frock coat and light trousers. A hotel waiter, native of Hull, but has recently resided at Leeds. Left Hull 30th July last. Supposed accompanied by i FRIDAY, SEPTEMBER 7, 1888. T H E POLICE GAZETTE. 3 MARTHA LUMB, a hotel chambermaid, age about 40, height 5 ft. 5 in,, complexion fresh, hair dark, very thin, careworn appearance, sunken cheeks ; dress, long broche velvet jacket, black hat with short veil, carries an umbrella and a small black bag. May be living together as man and wife, and seek employment in first class hotels or to manage a club. The woman has already been in communication with the proprietor of the King's Arms Hotel, Dumfries, with that intention at the time they were in Leeds. Chapman has in his possession 3 testimonials of recent date ; one from Mr. Martin, Bull Hotel, Wakefield, one from a Captain Williams or Williamson, and one from Mrs. Brown, Victoria Hotel, Hull. See Latest Information PERSONS m_ CUSTODY- DEVONSHIRE. 34.— Exeter ( County).— Committed for trial at the Devon Sessions, 16th prox., for obtaining £ 10 from a sailor by means of a trick— WILLIAM DAVI- SON, age 42, height 5 ft. 5 in., stout build, complexion sallow, hair ( turning grey), moustache ( heavy), whis- kers, and beard dark, eyes hazel, small scar corner of left eye, dark spot or mole on face, flesh mark under left eye, scar side of right knee and on left buttock ; dress, brown tweed suit, hard hat, and Oxford shoes. Carried a black handbag.
