NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own Subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. KENT- 1.— TUNBRIDGE WELLS ( Borough) — Whereas on the night of 20th July, 1888, Bensley Cyrus Lawrence, an Engine Driver, was shot in the head with a pistol, near the Baltic Saw Mills, Goods Station Road, Tunbridge Wells, and died from the wound the following day. An inquest has been held, and a verdict of Wilful Murder has been returned against some person or persons unknown, £ 100 Reward will be paid by the Baltic Saw Mills Company to any person giving such information as will lead to the arrest and conviction of the offender or offenders, and the Secretary of State for the Home Department will advise the grant of Her Majesty's Most Gracious PA. BBOBI to any accomplice not being the person who actually fired the shot, who shall give such evidence as shall lead to a like result, Information to Supt. W- CITY OF LONDON. 3.— For misappropriating valuable securities to the amount of £ 6o, 000- WILLIAM COUBRO, a stock broker, age 50, height 5 ft. 8 in., complexion, hair, whiskers, and moustache ( crisp, cut short, and turn- ing grey) dark. Speaks French. Not to be apprehended out of the United Kingdom Warrant issued. 4.— For stealing a despatch- box, containing about £ 300 in notes, gold, cheques, and stamps— GILBERT SEALS, age 16 ( looks older), height 5 ft 4 in., com- plexion fresh, hair and eyes dark, walks quickly; dress, black diagonal jacket suit, brown hard felt hat- A native of London. information to Inspector Mc William, 26, Old Jewry, BERKSHIRE. 5.— Reading ( Borough).— For obtaining money by means of fictitious cheques oil the Union Bank of London, Bayswater Branch— BENNY FILLER, a Frenchman, age about 45, height 5 ft 4 in., complexion lad eyes dark, hair ( bald on top) black; dress, black diagonal frock coat and vest ( bound), or black cloth morning coat, dark blue fancy cloth trousers with narrow stripes, heavy side- spring boots, wore a horse- shoe pin with a row of pink stones and one of pearls. Warrant issued. Information to Head Constable Tewsley, Reading. CHESHIRE. 6.— Macclesfield ( County).— For stealing a cheque for £ 4 ( recovered), and 5 postal orders for 20s. and one for 15s.— WILLIAM CALDWELL, age 15, height 5 ft., complexion sallow, hair and eyes brown ; dress, brown check suit, laoe boots, hard felt hat. A native of Wilmslow, Cheshire. Information to Supt. Large, Macclesfield. 7.— Stockport ( Borough).— For stealing, 17th inst., a man's black ribbed worsted jacket, 4 pockets outside, 1 inside, black lining ; a pair strong lace boots, steel tips and heels, heavily nailed, plain fronts— WIL- LIAM SMITH or MASON, a shoemaker, age 61, height 5 ft. 6 in., corpulent, hair and tuft on end of chin grey; dress, long black overcoat, dark tweed trousers ( patched), light vest, black hard felt hat with flat brim, white muffler. Stated he was a native of Birmingham, and had served 21 years in the army, also that he has two sons in the army, who were at present cm furlough in Birmingham. Has been employed at a boot and shoe shop in Levenshulme for the last four months. 8.— Stockport ( Borough).— For stealing a black cashmere dress ( recovered) and a pair of women's high lace boots— DAN WHEELER, age about 35, height 5 ft. 6 in., complexion, hair, and moustache dark ; dress, brown plaid jacket and vest, dark striped trousers, black hard felt hat, sidespring boots, with square toes. Respectable appearance. Stated he was a horsebreaker. and had resided during the last 18 months in Manchester, Pendleton, and surrounding district, and previously in America. — JESSIE WHEELER- age about 24, tall, hair ( cut short, fringed in front) light, eyes blue, two false teeth, very delicate- looking ; dress, long brown ulster, black hat trimmed with black barridge, and a pair of old button boots. Stated she was a tailoress, and had a sister residing at Pendleton. Supposed to have a sister and brother- in- law, James Key, residing at 71, Brunswick- street, Heywood, near Manchester ( See Case No. 32, 17th intL 9.— Stockport ( Borough).— For obtaining by false pretences, 23rd inst., a wheelharrow painted blue, piece at holdfast for wheel— A MA2^ 45 to 50, height about 5 ft. 9 in., complexion very fresh, moustache supposed sandy; dress, brown and black check coat and vest, brown trousers, red muffler, black hard felt hat His modus operandi is to obtain barrows, stating he is going to empty an ash - pit close by, and immediately disposes of them to brokers, etc. Is wanted at Heaton Chapel for a similar offence. Information to Lieut- Colonel Staples, Chief Con- stable, Stockport CUMBERLAND. 10.— Penrith ( County).— Woodcut portrait and description of JOHN TOTERENGTON ( ex- police sergeantX insurance agent, whose apprehension is sought for obtaining 10s. by false pretences— age 43, height 6 ft. 1 in., slight build, oomplexion pale, hair light, beard and moustache sandy, eyes blue, large head ; dress, dark tweed suit ( faded), hard felt hat. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Sopt Fowler, Penrith. DENBIGHSHIRE. 11.— Wrexham ( Couaty).— For stealing a mare ( recovered)— ROBERT JONES, alias BOB- Y- GEGIN, age 55 to 60, height 5 ft. 8 or 9 in., stout build, com- plexion fair, round face, hair, whiskers, and beard grey, no moustache, eyes brown; dress, grey cloth jacket, cord trousers, dark hard felt hat red hand- kerchief with spots round neck. Formerly kept a public- house in Mold, and at the Pentro, near Mold. Warrant issued. Information to Deputy Chief Constable Wilde, Wrexham. DERBYSHIRE. 12.— Ashbourne ( County).— Woodcut portrait and description of CLARENCE GRESLET, alias inst, a watch and chain ( recovered at South- ampton) ; 2 gold rings ( one set small mauve stone, one with glass and hair in centre); 1 gold brooch, made from a guinea ( George IH. reign); 2 gold earrings, made Iron, Garter half guineas (. one dated 1804, on# 18Q6); and a silver match box, " W. K." engraved on back- A MAN, who gave the name of HARDING ( supposed false), age about 30, height 5 ft. 6 or 7 i » -, complexion fresh, hair light brown, moustache ( trimmed) light, thick neck. Of gentlemanly manners and good address ; dress, black morning coat and vest, grey trousers, blue tie with white spots, grey bowler hat with dark band, and lace boots. Information to Supt. Hazzard, Biandford. 15.— Wareham ( County).— TOT embezzlement— HAROLD HARDY, age 17, height 5 ft. 4 or 5 in, complexion and eyes dark, hair black ; is a very bad walker, and shows his top front teeth very much when talking ; dress, blue slop, dark cord trousers, light vest, lace boots, and light cloth helmet- shape cap. A butcher's assistant; native of Swanage, Dorset. Warrant issued. Information to Supt. Feltham, Wareham. ESSEX. 16.— Chelmsford ( County)— Absconded from the Essex Industrial School, at Chelmsford, on 25th nit.— WALTER HENRY SMITH, age 13, height 4 ft 7i in., hair light, eyes grey; dress, school clothing. A native of West Ham. Information to Deputy Chief Constable Somerset, Chelmsford. CHARLES GRESLEY and " G. DEAN AND CO.," who escaped from custody at 11.15 a- m., 8th inst.. remanded on a charge of obtaining money by false pretences— age 31, height 5 ft. 8j in., slight build, complexion pale, beard, whiskers, and moustache dark brown ( apparently disguised), eyes brown; dress, brown cutaway coat and vest dark tweed trousers, billycock hat; carried a black bag. Was last seen at Matlock, Bath, 11th inst., in the Manchester train, going in the direction of Manchester, Liverpool, and the North. An oil and paint dealer ; native of Derby. His modus operandi was to call on tradesmen, chemists, ic.. and obtain money from them by repre- senting that he would advertise their trades on a Wotting pad. In some cases he gave a printed receipt signed " Dean and Co." He formerly travelled for Leech and Neal, oil and paint merchants, Derby, and also for a firm at Hull. Information to Sapt. Lytle, Ashbourne 13.— Derby ( Borough).— For embezzlement, and absconding from his bail— THOMAS JOHN Mc- NULTY, age 28, height 5 ft 7i in., complexion fresh, long face, hair light brown, eyes light blue, 2 moles left side of belly, white scar left side of back. Served 5 years in the 1st Battalion Royal Dublin Fusiliers, and was transferred to the Army Reserve in July, 1886. Has been employed as County Court Bailiff at Derby during the past few months. A native of Dublin. Warrant issued. Not to be apprehended out of England. Information to Lieut- Colonel Delacombe, Chief Constable, Derby. DORSETSHIRE. 14.— Biandford ( County).— For stealing, 13th FIFESHIRE. 17.— Cupar ( County).— For obtaining £ 35 by means of a fictitious cheque, purporting to be drawn upon a London firm— JAMES JACKSON, alias FREDERICK ARMSTRONG, age 28 to 30, height 5 ft. 8 in., complexion sallow, hair ( slightly bald on forehead) light brown, moustache light reddish, teeth projecting in upper jaw and decayed, smart and ener- getic appearance; dress, very light cheviot tweed jacket suit and cap, white silk tie, brown leather boot*, wears a signet ring, and silver watch with albert chain across his vest from pocket to pocket, with oval silver vesta match- box attached. Had with him a brown portmanteau, a grey tweed suit, overcoat, brown hard felt hat, and umbrella. A native of Edinburgh. Has been for several years in America, and recently re- turned to Scotland. May be heard of at refreshment bars. Stated he intended returning to America about 15th or 20th September. Supposed wanted for similar offences. Warrant issued. GLOUCESTERSHIRE. 18.— Cheltenham ( County).— For stealing / 210 — WILLIAM ACOCK, age 34, height about 5 ft 6 in., complexion sallow, hair ( inclined to curl at bottom) light brown, bloated from drink, walks very erect, very reserved, is fond of skittles and horseracing; dress, grey tweed suit hard felt hat. A solicitor's clerk : native of Cheltenham. Warrant issued. Information to Supt. McRae, Cheltenham. HAMPSHIRE. 19.— Peters field ( County).— Tor attempted de- filement of a girl, age 11, at Grcatham, 18th inst— DAYID JAMES, a labourer, age 50, height 5 ft. 9 or 10 in., complexion dark, hair dark brown, eyes blue; dress, dark brown cord suit, soft black alpine hat. A native of Thursley, Surrey. Warrant issued. Information to Supt. Ransom, Petersfield 20.— Portsmouth ( Borough). — For larceny — WILLIAM JOSEPH COX, age 19, height 5 ft 2 in., hair light, eyes hazel, rather full face, much sunburnt, lost portion of second and third fingers, first linger injured left hand ; dress, brown overcoat, brown- grey suit, lace boots, hard felt hat- Absconded 20th inst 21.— Portsmouth ( Borough).— For fraudulently converting to his own use a piano, of which he was the bailee— ELIJAH HCNT, age about 27, height 5 ft 6 or 7 in, complexion florid, hair and moustache ( slight) light appears to have slight cast in left eye, teeth black and decayed ; dress, black coat and vest, light tweed trousers, side spring boots, carried a medium size black bag. States he is a fanner, but has the appearance of a groom. Warrant issued. KENT. 23.— Ashford ( County).— For assault, 23rd inst.— WILLIAM PENFOLD, age about 35, height about 6 ft. 5 in., stout build, complexion sallow, hair and slight side whiskers black; dress, twill slop or black jacket, cord trousers, black hard hat. A labourer; native of Ashford. Sometimes attends fairs with cocoa- nuts, and works on new buildings or public works. Warrant issued. Information to Supt. Wenham, Ashford. 24.— Canterbury ( City).- For embezzlement— HENRY HOPPER, a music tuner, age 38, height 6 ft. 6 or 7 in., complexion fair, hair light brown, whiskers and moustache light; dress, dark check suit, button boots, straw hat. May seek employment at music dealers, or play the piano at public- houses. Has resided at 43, Chadwick- road, Peckham, and in Edinburgh. Warrant issued. Information to Head Constable Peacock, Canterbury. LANARKSHIRE. 25.— Cambuslang ( County).— Woodcut portrait and description of GEORGE CAMPBELL, bank agent, whose apprehension is fought for embezzling, between 18th July and 7th August, £ 536 4s.— age 36, height 5 ft. 8 or 9 in , complexion, hair, whiskers and moustache dark, of gentlemanly appearance; dress, black corded coat and vest, grey striped tweed trou- sers, and dress or black soft felt hat, sometimes wears a grey tweed Highland cloak and Tam- o'- Shanter knitted cap. A native of Bonar Bridge, Sutherland- shire, where several of his relations reside. His father- in- law, a Mr. Bird, is supposed to keep a public- house at Penrith, Cumberland, and a brother at 95, St. Antione- street, Montreal. Not to be apprehended out of the United Kingdom. LANGASHIRE. 26— Bury ( CountyJ.— For stealing a cdpper boiler ( recovered), 12th insJt.— JOHN PARR, alias JACK LABBY, age 35 to 40, height 5 ft 8 or 9 in., complexion fresh, hair and moustache ( small) brown, beard of about a fortnight's gfowth; dress, tweed coat, mole- skih of cord trousers, and billycock hat. A native of West Leigh, near Manchester. Informatioh to Supt. Henderson, Bdry. 27.— Church ( County).— For stealing a brown mare, 4 years, about 15j hands, white star centre of forehead, white spot at end of nose, white mark on off fore foot, near hind leg grey up to hock, light build — JOHN WHITE, a general dealer, age 40, height 5 ft. 4 or 5 in., stout build, complexion fresh, hair and whiskers ( turning grey) dark brown ; dress, dark cloth coat and vest, brown mixture cloth trousers, black hard felt hat. Late of 72, Harper- street, Leeds.— THOMAS WALKER, a porter, age 26, height 6 ft. 7 in., slight build, complexion pale, hair brott'n, mous- tache slight; dress, black- and- white coat and vest, brown mixture cloth trousers, soft felt hat. Lately resided at 16, Water- street, Holbetk, Leeds.— JOHN TOOL, a labourer, age 84; height 5 ft. 8 in., com- plexion dark, hair arid fryes bk- oWri, clean shaved; drafts, light ohebk ooat, bteok- a- nd- white plaid vests brown mixture trousers, black hard Wt hat.— THOMAS BRADY, alicto BARNEY, age ft, height 5 ft. 4 or 5 to., complexion fresh, hair light brown, small moustadhe; dress, brown- and- black check jacket, grey tweed trousers, hard brown felt hat. A native of Leeds. Information to Supt. Campbell, Church. 28.— Rochdale ( Borough).— For stealing, 9th utt., a pink dress, flounced in front, with waterfall behind ; a black stockingette jacket; a pair women's boots, block fronted ; an umbrella, with black handle; and a green felt hat, trimmed coloured velvet— ELLEN HORROP, age about 30, height 4 ft. 10 in., oomplexion sallow, hair dark brown, eyes blue ; dresmed in stolen clothes. Her husband resides m Rochdale, and a brother- in- law, " Joseph Duncan," a velvet dresser, residing in Cross- street, off Dark- lane, Ardwick, Man- chester. Supposed native of Manchester. Information to Chief Constable Wilkinson, Roch- dale. 29— Warrington ( Borough).— For indecent as- sault on a girl under 10 years of age, 11th inst.— JAMES WARBURTON, a labourer, age about 30, height 5 ft. 7 in., complexion dark, hair ( turning grey) black or dark brown, thick moustache ( may have shaved); dress, pilot cloth overcoat, torn down back seam, black cloth trousers, black hard felt hat, and clogs ( all far worn). Dirty appearance. A native of Warrington. Warrant issued. Information to Chief Constable Hunt, Warrington. LEICESTERSHIRE. 30.— Leicester ( Borough).— For stealing a horse and 2 sets of harness, 2nd inst.— JAMES MORGAN, a labourer, age 25 to 30, height 5 ft. 7 in., hair dark, clean shaved. Information to Head Constable Duns, Leicester. LINCOLNSHIRE."" £ 1 REWARD. 31.— Boston ( Borough).— For deserting his family — ROBERT DOWSE, a navvy, age 40, height 5 ft. 10 in., slight build, complexion fresh, hair brown, little or no whiskers, splay footed. A native of Leake, near Boston. Warrant issued. The above reward will be paid by Mr. Henry Bates, clerk to the Boston Guardians, for the apprehension and conviction of Dowse. MONTGOMERYSHIRE. 32.— Newton ( County).— For housebreaking, 16th inst., and stealing £ 9— A TRAMP, age 30 to 40, height 5 ft. 6 or 7 in., slight build, complexion sallow, no whiskers or moustache, long neck ; dress, pilot cloth monkey jacket ( turning brown), dark trousers, lace boots ( one turns up very much, with hole at toe). Carried a small bundle under his arm. Warrant issued. Information to the Chief Constable, Newton. RADNORSHIRE. 83.— Penybont ( County).— For stealing a black- smith's vice ( recovered)— WILLIAM KNIGHT, a tramping blacksmith, age about 60, height 5 ft. 10 in., hair grey, very lame, turns his feet out when walking. Warrant issued. Information to Chief Constable Wheeldon, Penybont. ROXBURGHSHIRE. 34— Jedburgh ( County).— For stealihg a Silver Vferge watch, cream- colour dial, small crack between figures VI. and VII., swivel deficient, entrusted to him to repair- PATRICK LOUGHRAN, a hawker of Soft goods, age 31, height 5 ft. 6 or 7 in., complexion fresh, hair brown, eyes grey, slight side whiskers and moustache, shaved on chih, Irish appearance, and Speaks with an Irish accent; dress, light tweed clothes, and single peak cap. Holds a pedlar's certificate, granted at Jedburgh, 13th March last. Travels the Border Counties, and occasionally visits districts of Dumfries and Newcastle. Warrant issued. Information to Chief Constable Porter, Jedburgh. STAFFORDSHIRE. 35.— Stafford ( County).— For obtaining food and lodgings by false pretences, 4th inst.— GEORGE WILLIAM BARNES, age 31, height 6 ft., Complexion fresh, hair light brown, small side whiskers, moustache light; dress, dark plaid suit, white front and collar, sidespring boots, bla « k hard felt hat, Respectable ap- pearance.
