Portraits of persons whose apprehension is sought for serious offence,, and engravings of stolen property will be prominently inserted, with detailed particulars, at a cost of \ bs. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. r ' 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or ms immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. & Announcements of all persons to be apprehended or of stolen property bear a number, mi aw alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted M the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to tke Edittt notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, vili it wholly responsible for any proceedings which may result from such publication. 11. Announcements far the Friday issue should be forwarded so at to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied bp e covering letter. 12. All payments must be in advance, either at the office. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, ihall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that • either Government may deliver up its own subjects to the other Government, bat can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— T Division.— For embezzlement.— EDWARD WILSON, age 40, height 5 ft. 4 in., complexion and hair dark, stout build, flat- footed ; dress, coachman's blue cloth overcoat, dark tweed trousers, lace boots, high hat. A carman ; native of Reading. Is supposed to have gone on tramp into Wales. Warrant issued. 2.— V Division.— For stealing £ 13 10s — FREDERICK WILLIAMS, alias TAYLOR, HALL, HUNT, and SPRIGGS, age 26, height 5 ft. 4} in., complexion and hair dark, scar left shoulder, ring on finger left hand ; dress, light coat and vest, dark trousers, brown hard felt hat; of Jewish appearance. Speaks German. A native of Newcastle- on- Tyne. ( See Cases No. 15, 3rd inst., and No. 70, ls< November, 1887.) Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 3 — For misappropriating valuable securities to the amount of £ 65,000— WILLIAM COUBRO, a stock- broker, age 50, height 5 ft. 8 in., complexion, hair, whiskers, and moustache ( crisp, cut short, and turn- ing grey) dark. Speaks French. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. G. CHESHIRE. 4.— Altrincham [ County).— For obtaining wear- ing apparel by false pretences— MISS WILSON, age about 40, height 5 ft. 2 in., complexion, hair, and eyes dark ; dress, short black jacket, brown dress and bonnet; appearance of a respectable servant. Her modus operandi is to call on shopkeepers, and represent that she is in the employ of some local family of good social position, and is sent to obtain the goods for her mistress's approva'. Warrant issued. Information to Supt. Leighton, Altrincham. 5.— Middlewich ( County),— For disobedience to summonses under the Poaching Prevention Act, 16th ult.— JOHN DRINKWATER, age 41, height 5 ft. 7 in., complexion sallow, hair dark, eyes blue, pock- pitted ; dress, blue pilot coat, corduroy trousers, clogs, and cap.— THOMAS MULLANEY, age 29, height 5 ft 8 in , complexion fresh, hair, whiskers, and moustache light brown, eyes grey; dress, black or grey jacket, moleskin trousers, blue muffler, black hard felt hat.— WILLIAM GLOVER, age 64, height 5 ft. 6 in., com- plexion sallow, hair grey, whiskers almost white, no moustache, eyes blue, is very deaf; dress, long dark jacket, dark trousers, clogs, and black hard felt hat.— HENRY BOSSONS, age 45 to 50, height 5 ft. 9 or 10 in., complexion sallow, hair and whiskers brown ; dress, dark coat and trousers, clogs, and hard felt hat. All are notorious poachers, and may be found in the company of other poachers. Warrant issued. Information to Supt. Plant, Middlewich. 6. — Macclesfield ( Borough). — For several charges of felony, on 24th ult, and other dates— WILLIAM ROBERT, age about 42, height 5 ft. 2 in , complexion dark, hair ( completely bald on top) and moustache grey but dyed dark, round full face, rather prominent eyes, irregular dirty teeth ( one broken on left side); dress, black frock coat, dark trousers with faint light stripe, high silk hat with cork body, white necktie with ends pushed under collar, sometimes wears buff colour tennis boots. His practice is to take a shop, engaging tradesmen to paint it, < tc He also purchases goods and pays for them with false cheques for larger amounts, receiving back large sums of money as change. Has with him a large quantity of v hite Brussels lace, with which he visits Roman Catholic priests with a view to disposing of it to them as trimmings for vestments, ( fcc. Warrant issued. Information to Chief Constable Sheasby, Maccles- field. 7.— Stockport ( Borough).— For stealing, 17th inst , a man's black ribbed worsted jacket, 4 pockets outside, 1 inside, black lining ; a pair strong lace boots, steel tips and heels, heavily nailed, plain fronts— WIL- LIAM SMITH or MASON, a shoemaker, age 61, height 5 ft. 6 in., corpulent, hair and tuft on end of chin grey; dress, long black overcoat, dark tweed trousers ( patched), light vest, black hard felt hat with flat brim, white muffler. Stated he was a native of Birmingham, and had served 21 years in the army, also that he has two sons in the army, who were at present on furlough in Birmingham. Has been employed at a boot and shoe shop in Levenshulme for the last [ four months. 8 — Stockport ( Borough).— Forobtaining money by false pretences :— A MAN, age 25, height 5 ft. 3 or 4 in., complexion fresh, moustache sandy, no whiskers; dress, brown tweed $ uit, white silk tie with pink spots, black hard felt hat, lace boots. Respectable appear- ance. His modus operandi is to call upon cottagers, obtain orders for wringing machines to be paid for monthly, and after getting an order obtains deposits and decamps. Signs receipts in the name of " John Wilde." Supposed wanted at Rochdale, Oldham, and other places. 9.— Stockport ( Borough).— For stealing a black cashmere dress ( recovered) and a pair of women's high lace boots— DAN WHEELER, age about 35, height 5 ft. 6 in., complexion, hair, and moustache dark ; dress, brown plaid jacket and vest, dark striped trousers, black hard felt hat, sidespring boots, with square toes. Respectable appearance. Stated he was a horsebreaker, and had resided during the last 18 months in Manchester, Pendleton, and surrounding district, and previously in America. — JESSIE WHEELER, age about 24, tall, hair ( cut short, fringed in front) light, eyes blue, two false teeth, very delicate- looking ; dress, long brown ulster, black hat trimmed with black barridge, and a pair of old button boots. Stated she was a tailoress, and had a sister residing at Pendleton. Supposed to have a sister and brother- in- GAZETTE. CUMBERLAND. 10.— Penrith ( County).— Woodcut portrait and description of JOHN TITTERINGTON ( ex- police sergeant), insurance agent, whoso apprehension is sought for obtaining 10s. by false pretences— age 43, height 6 ft. 1 in., slight build, complexion pale, hair light, beard and moustache sandy, eyes blue, large head ; dress, dark tweed suit ( faded), hard felt hat. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Supt. Fowler, Penrith. DERBYSH1RF. 11.— Ashbourne ( County).— Woodcut portrait and description of CLARENCE GRESLEY, alias CHARLES GRESLEY and " G. DEAN AND CO.," who escaped from custody at 11.15 a. m., 8th inst., remanded on a charge of obtaining money by false pretences— age 31, height 5 ft. 8f in., slight build, complexion pale, beard, whiskers, and moustache dark brown ( apparently disguised), eyes brown; dress, brown cutaway coat and vest, dark tweed trousers, billycock hat; carried a black bag. Was last seen at Matlock, Bath, llth inst., in the Manchester train, going in the direction of Manchester, Liverpool, and the North. An oil and paint dealer ; native of Derby. His modus operandi was to call on tradesmen, chemists, & c., and obtain money from them by repre- senting that he would advertise their trades on a blotting pad. In some cases he gave a printed receipt signed " Dean and Co." He formerly travelled for Leech and Neal, oil and paint merchants, Derby, and also for a firm at Hull. Information to Supt. Lytle, Ashbourne. DORSETSHIRE. 12— Blandford ( County),— For stealing, 13th inst., a watch and chain ( recovered at South- ampton) ; 2 gold rings ( one set small mauve stone, one with glass and hair in centre); 1 gold brooch, made from a guinea ( George III. reign); 2 gold earrings, made from Garter half guineas ( one dated 1804, one 1806); and a silver match box, " W. K." engraved on back— A MAN, who gave the name of HARDING ( supposed false), age about 30, height 5 ft. 6 or 7 in., complexion fresh, hair light brown, moustache ( trimmed) light, thick neck. Of gentlemanly manners and good address ; dress, black morning coat and vest, grey trousers, blue tie with white spots, grey bowler hat with dark band, and lace boots. Information to Supt. Hazzard, Blandford. 13.— Wareham ( County).— For embezzlement— HAROLD HARDY, age 17, height 5 ft. 4 or 5 in., complexion and eyes dark, hair black ; is a very bad walker, and shows his top front teeth very much when talking ; dress, blue slop, dark cord trousers, light vest, lace boots, and light cloth helmet- shape cap. A butcher's assistant; native of Swanage, Dorset. Warrant issued. Information to Supt. Feltham, Wareham. ESSEX. 14.— Chelmsford ( County).— Absconded from the Essex Industrial School, at Chelmsford, on 25th ult.— WALTER HENRY SMITH, age 13, height 4 ft. 7J in., hair light, eyes grey ; dress, school clothing, A native of West Ham. Information to Deputy Chief Constable Somerset, Chelmsford. GLAMORGANSHIRE. £ 3 REWARD. 15.— Neath ( Borough).— Escaped, between llth and 28th ult., from Ty Segur Reformatory School, near Neath- HENRY PARRY, age 15, height 4 ft. 8 in., hair and eyes brown, scar under left side of chin, burn mark on right wrist. A native of Swansea.— THOMAS WILLIAMS, age 13, height 4 ft. 5J in., hair dark brown, eyes blue, full face. A native of Bryn- mawr- FREDERICK CHARLES JUILIFFE, age 15, height 4 ft. 9J in., hair brown, eyes dark, long face. All dressed in cord jacket and trousers and Scotch caps, stamped " Glamorganshire Reformatory School.'' Will probably change their clothing and seek employ- ment on farms, or endeavour to go to sea. Information to Supt. Phillips, Neath, by whom the above reward will be paid ( XI for each) for their appre- hension. GLOUCESTERSHIRE. 16.— Cheltenham ( County).— For stealing .£ 210 — WILLIAM ACOCK, age 24, height about 5 ft. 6 in., complexion sallow, hair ( inclined to curl at bottom) light brown, bloated from drink, walks very erect, very reserved, is fond of skittles and horseracing ; dress, grey tweed suit, hard felt hat. A solicitor's clerk ; native of Cheltenham. Warrant issued. Information to Supt. McRae, Cheltenham. HAMPSHIRE. 17.— Portsmouth ( Borough).— For larceny — WILLIAM JOSEPH COX„ ago 19, height 5 ft. 2 in., hair light, eyes hazel, rather full face, much sunburnt, lost portion of second and third fingers, first finger injured left hand ; dress, brown overcoat, brown- grey suit, lace boots, hard felt hat. Absconded 20th inst. Information to Chief Constable Cosser, Portsmouth. LANARKSHIRE. 18.— Cambuslang ( County).— Woodcut portrait and description of GEORGE CAMPBELL, bank 35,469, age 57, height 5 ft. 8 in, complexion pale, hair light brown, eyes grey, scars each thumb and fore- finger and on arms, and a series of scars back of neck, varicose veins legs. Sentenced at Preston 2ad July, 1884, to 5 years' penal servitude and 7 years' police supervision for warehousebreaking. Licensed llth June, 1888. K 677.— License Holder THOMAS CURLEY, alias KELLY, Office No. 3013, age 42, height 5 ft. 8 in., complexion fresh, hair dark brown ( thin in front), eyes hazel, scars under chin, on eye- brows, under left eye, and on left upper arm ( large), lost part of third right finger. Sentenced at Preston, 9th April, 1884, to 5 years' penal servitude and 7 years' police supervision for demanding money by menaces. Licensed 4th April, 1888. K 271. Information to Superintendent Barnett, Burnley. 20.— Liverpool ( City).— For failing to report- Supervisee CHARLOTTE WELLS, Office No. 35594, age 55, height 5 ft. 3 in., complexion sallow, hair brown, eyes blue, red birthmark corner of right eye, mole left cheek, ears slight. Sentenced at Man- chester 2nd February, 1888, to 5 months' imprison- ment and 5 months' police supervision for larceny- Supervisee JANE BRISCOE, alias HAMMERSLEY, BROWN, and EMILY GRANT, Office No. 35531, age 32, height 5 ft. 2j in., complexion fresh, hair dark brown, eyes grey, scars corner of left eye and right side forehead. Sentenced at Preston, 19th October, 1887, to 8 months' imprisonment and 3 years' police supervision for larceny. Information to the Chief Superintendent, Detec- tive Department, Liverpool. 21.— Rochdale ( Borough).— For stealing from their lodgings, 3rd inst., 1 satin dress, trimmed spotted velvet, maroon ribbon bows, and but- tons down front, small patch on left sleeve; 1 drab- colour dress, trimmed drab velvet on sleeves and down skirt; 1 light plaid short jacket, large buttons with raised figures thereon ; 1 blue and- white flowered woollen table cloth ( part worn); 1 black stuff dress, red lace down front, whalebone fixed in front— DANIEL WHEELER, a tailor, age 35, height 5 ft. 8 or 9 in., complexion dark, hair and moustache black ; dress, dark tweed jacket, striped tweed trousers, side- spring boots with broad toes • respectable appearance. And his wife, JESSIE WHEELER, age 22, medium height, complexion pale, hair ( cut short, fringed in front) light brown, two false teeth visible; dress, long dark brown ulster, and felt hat trimmed black velvet. Stated they had worked a few days at Heywood, but had recently come from Stockport. Information to Chief Constable Wilkinson, Roch- dale. 22.— Warrington ( Borough).— For indecent as sault on a girl under 10 years of age, llth inst.— JAMES WARBURTON, a labourer, age about 30, height 5 ft. 7 in., complexion dark, hair ( turning grey) black or dark brown, thick moustache ( may have shaved); dress, pilot cloth overcoat, torn down back seam, black cloth trousers, black hard felt hat, and clogs ( all far worn). Dirty appearance. A native of Warrington. Warrant issued. Information to Chief Constable Hunt, Warrington LEICESTERSHIRE. 23. — Leicester ( Borough).— For stealing a horse and 2 sets of harness, 2nd inst.— JAMES MORGAN, a labourer, age 25 to 30, height 5 ft. 7 in., hair dark, clean shaved. Information to Head Constable Duns, Leicester. agent, whose apprehension is sought for embezzling, between 18th July and 7th August, £ 536 4s.— age 36i height 5 ft. 8 or 9 in., complexion, hair, whiskers and moustache dark, of gentlemanly appearance; dress, black corded coat and vest, grey striped tweed trou- sers, and dress or black soft felt hat, sometimes wears a grey tweed Highland cloak and Tam- o'- Shanter knitted cap. A native of Bonar Bridge, Sutherland- shire, where several of his relations reside. His father- in- law, a Mr. Bird, is supposed to keep a public- house at Penrith, Cumberland, and a brother at 95, St. Antione- street, Montreal. Not to be apprehended out of the United Kingdom. A slaughterman ; native of Raglan. Warrant issued. Information to Capt. Berthon, Superintendent, Monmouth. MONTGOMERYSHIRE. 25.— Newton ( County).— For housebreaking, 16th inst., and stealing £ 9— A TRAMP, age 30 to 40, height 5 ft. 6 or 7 in., slight build, complexion sallow, no whiskers or moustache, long neck ; dress, pilot cloth monkey jacket ( turning brown), dark trousers, lace boots ( one turns up very much, with hole at toe). Carried a small bundle under his arm. Warrant issued. Information to the Chief Constable, Newton. NORFOLK. 26.— Walton ( County).— For failing to surrender to his bail at Swaffham Quarter Sessions, llth ult, for felony- CHARLES CLEMENTS, alias GEORGE GASKIN, age 30, height 5 ft. 10 in., complexion fresh, hair brown, eyes dark ; dress, velveteen sleeve waist TUESDAY, AUGUST 21, 1888 THE POLICE GAZETTE. 5 coat, corduroy trousers, sometimes wears a light tweed coat with raised seams and horseshoe buttons. Travels the country with a gipsy's van, accompanied by his wife Hannah Gaskin and several children, selling tin trunks, & c., from a low four- wheeled van. May be found in Kent, accompanied by his brother- in law, James Clements, age about 40, height about 5 ft. 8 in., stout build, red face, clean shaved ; dress, sleeve waist- coat and corduroy trousers; who attends fairs, & c., selling hardware goods, and sleeps in a four- wheel van with light canvas cover. Are well known in Essex, Surrey, Herefordshire, Huntingdonshire, Lincolnshire, Cambridgeshire, and Suffolk. Warrant issued. Information to Supt. Stark, Walton. RADNORSHIRE. 27.— Penybont ( County).- for stealing a black- smith's vice ( recovered)— WILLIAM KNIGHT, a tramping blacksmith, age about 60, height 5 ft. 10 in., hair grey, very lame, turns his feet out when walking. Warrant issued. Information to Chief Constable Wheeldon, Penybont. ROXBURGHSHIRE. 28.- Jedburgh ( County).— For stealing a silver verge watch, cream- colour dial, small crack between figures VI. and VII., swivel deficient, entrusted to him to repair— PATRICK LOUGHRAN, a hawker of soft goods, age 31, height 5 ft. 6 or 7 in., complexion fresh, hair brown, eyes grey, slight side whiskers and moustache, shaved on chin, Irish appearance, and speaks with an Irish accent; dress, light tweed clothes, and single peak cap. Holds a pedlar's certificate, granted at Jedburgh, 13th March last. Travels the Border Counties, and occasionally visits districts of Dumfries and Newcastle. Warrant issued. Information to Chief Constable Porter, Jedburgh. STAFFORDSHIRE, 20.— Stafford ( County).— For obtaining food and lodgings by false pretences, 4th inst.— GEORGE WILLIAM BARNES, age 31, height 6 ft., complexion fresh, hair light brown, small side whiskers, moustache light; dress, dark plaid suit, white front and collar, sidespring boots, black hard felt hat, respectable ap- pearance. Is supposed to have served in the Royal Irish Constabulary and in a Dragoon regiment. Warrant issued. Information to Deputy Chief Constable Oswell, Stafford. STIRLINGSHIRE. 30.— Stirling ( Burgh).— For obtaining money by false pretences, 8th inst.— A WOMAN, age 35 to 40, height 5 ft., complexion pale, thin face, hair dark; dress, check shawl, grey skirt, faded white straw bonnet. Spoke with a foreign accent. Stated she was a native of Dunfermline, also Berwick- on- Tweed. Was accompanied by a man, age 31, height 5 ft. 8 or 9 in, complexion pale, hair dark brown, very thin whiskers, no moustache, large eyes, high cheekbones ; dress, brown coat, buttoned up to neck, dark trousers, double peak cap. Not to be apprehended out of Scotland. Information to Supt. Ferguson, Stirling. SUFFOLK. 31.— Ipswich ( Borough).— For stealing, 14th inst., a small thick watch, about the size of a five- shilling piece, chased cases, inside cases tarnished, brown circle round hands, and portion of a gold chain, with silver cross, about lj in. long, dated 22nd June, 1888, at- tached— A MAN, age about 24, height 5 ft. 8 or 9 in., complexion fair, hair and moustache sandy; dress, black coat and vest, light brown trousers with small check, black hard felt hat. Information to Lieut.- Col. Russell, Chief Constable, Ipswich. M URDER. £ 100 REWARD. 114.— Tunbridge Wells ( Borough).— Whereas on the night of 20th July, 1888, Bensley Cyrus Lawrence, an engine driver, was shot in the head with a pistol near the Baltic Saw Mills, Goods Station- road, Tun- bridge Wells, and died from the wound the following day. Appearance of a sailor. Was released from Canterbury Prison 3rd inst., after undergoing a term of imprisonment for larceny ( till) at Dover. Supposed wanted for other offences. Generally stays at good hotels, obtains money by drafts written on half sheets of paper, principally from Generals, Baptist Ministers, and their friends. He has been traced, since 7th August, to Birmingham, Lichfield, and Walsall. Last heard of at Stafford the 10th August. When found please detain and wire his father, Mr. E.
