X Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified 1. In all cases where a reward is offered the name and address of some person responsible far the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 « . per portrait, and of 7s. 6d. per photograph or sketch qf a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature qf an officer of not less rank than Superintendent; and, if the name of such person be required to br inserted, and no warrant is in force against him, the requisition must be signed by the chief qfficer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 2. Announcements concerning stolen property must be guaranteed by au officer of not less rank than Inspector, or analogous thereto. TIONS. 8L Announcements of all persons to be apprehended or of stolen property bear a number, and OT alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted A the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editat notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, uM ht wholly responsible for any proceedings which may result from such publication. It. Announcements for the Friday issue should be forwarded so as to be received not later t% an noon on Wednesday, and for the Tuesday edition not later than Saturday morning. NOTICE. EXTRADITION. A Deolaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1870. The amended Artlole will henoeforth read as follows :— " It is agreed that Her Britannlo Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. DER, £ 100 REWARD KENT. TUNBRIDGE WELLS ( Borough) — Whereas on the night of 20th July, 1888, Bensley Cyrus Lawrence, an Engine Driver, was shot in the head with a pistol, near the Baltic Saw Mills, Goods Station Road, Tunbridge Wells, and died from the wound on the following day. An inquest has been held, and a verdict of Wilful Murder returned against some person or persons unknown, £ 100 Reward will be paid by the Baltic Saw Mills Company, to any person giving such information as will lead to the arrest and conviction of the offender or offenders. A native of a village near Swindon, Wiltshire. Warrant issued. 4.— T Division.— Woodcut portrait and descrip- tion of GEORGE HALL, alias THOMAS SAUN- DERS, whose apprehension is sought for stealing a tricycle, 4th ult., age 31, height 5 ft. 6J in., com- plexion fair, hair light brown, eyes blue, full face; ship, shield, and 4 flags tattooed right arm, sailor left. A painter: native of Reading. Has a married sister residing at Albert- square, Manchester. Information to be forwarded to the Metropolitan Police Office, Groat Scotland- yard, London, S. W. CITY OF LONDON. 5.— For stealing £ 40 in gold— EDWIN HOWELL STAPLE?, age 21, height 5 ft. 7 in., hair dark brown, high cheek- bones, slight impediment in speech ; dress, dark clothes, deerstalker hat. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. AYRSHIRE. 6.— Irvine [ County).— For stealing £\ 7 10s. gold, 24th ult , from the camp of the Argyle and Suther- land Highlanders ( Militia), where he acted as officer's servant- THOMAS STEWART, age 23, height 5 ft. 8 in., complexion fresh, hair and moustache light, eyes grey or blue, rather good- looking, female tattooed right forearm ; dress, brown check tweed coat ( old and shabby), navy blue corded vest, light drab trousers, white cotton shirt, black felt hat. A ship caulker or rivetter ; native of Cowgate, Edinburgh. Took train from Kilmarnock to Edinburgh on the evening of 24th. Stated he served in the American army, and spoke about going back to America. Not to be apprehended out of the United Kingdom. Warrant issued. Information to the Chief Constable, Ayr. BERKSHIRE. 7.— Windsor ( Borough).— For stealing, 25th ult., 1 black ribbed cca*, pockets outside left breast, inside right ditto, and in tails, black silk lfning ; 1 black cloth vest; 1 ribbed ditto ; 1 pair nailed boots; 1 pair white socks; 1 meerschaum pipe ( mouthpiece deficient); 1 wooden ditto KENNEDY, age about 25, height 5 ft. 6 in., stout build, complexion and moustache dark, impediment in speech ; dress, light striped coat, black vest, cord trousers, red handkerchief round neck. Supposed to be wearing the stolen boots, and to be- long to the Army Reserve. Warrant issued. Information to Supt. Hayes, Windsor. CAM BRI DGESHIRE. 8.— Chatteris, Isle of Ely [ County).— For fail- ing to report— License Holder CHARLES MASON, Office No. 35174, age 48, height 5 ft. 10 in. complexion dark, hair dark brown, eyes dark brown, lost two front teeth, anchor and A right forearm, anchor and two blue dots left forearm, part of snake across left wrist, anchor top of left thumb, II. and star back of left hand, D left side, rings second and third left fingers. CHESHIRE. 9.— Birkenhead [ County).— For abandoning, 25th ult., a child, age 4 weeks, whereby its life was endangered— ESTHER PHYTHIAN, aged 24, height about 5 ft. 2 in., complexion dark, hair dark brown, rather long features; dress, black- and- red mixture woollen shawl, dark red dress, brown hat with brown feather, A native of Liverpool. Hindley, Birkenhead. 10.— Middlewich [ County).— For stealing, be- tween 23rd and 24th inst , 4 heifers ( recovered)— A MAN, age 20 to 22, height 5 ft. 6 or 7 in., complexion fresh, hair and small side whiskers light, moustache ( cropped) dark, prominent cheekbones, slightly freckled, spoke with a Scotch or Irish accent; dress, dark jacket and vest, mixture tweed trousers, light double peak cap with dark stripes, blucher boots, carried a black polished walking stick with white handle. Information to Supt. Plant, Middlewich. 11. — Macclesfield [ Borough). — For several charges of felony, on 24th ult., and other dates— WILLIAM ROBERT, age about 42, height 5 ft. 2 in-, complexion dark, hair ( completely bald on top) and moustache grey but dyed dark, round full face, rather prominent eyes, irregular dirty teeth ( one broken on left side); dress, black frock coat, dark trousers with faint lifeht stripe, high silk hat with cork body, white necktie with ends pushed under collar, sometimes wears buff- colour tennis boots. His practice is to take a shop, engaging tradesmen to paint it, & c. He also purchases goods and pays for them with false cheques for larger amounts, receiving back large sums of money as change. Has with him a large quantity of white Brussels lace, with which he visits Roman Catholic priests with a view to disposing of it to them as trimmings for vestments, < tc. Warrant issued. Information to Chief Constable Sheasby, Macoles- field. 12.— Stockport [ Borough).— For stealing, 26th ult., 2 new hoi land aprons ( one partly hemmed), 1 holland ditto, 2 silk handkerchiefs ( one blue and white border, the other blue ground with white and red stars), 1 blue scarf, and 6 white linen handkerchiefs— MATILDA DAVIES, alias MARTHA DAVIES ELLEN GORDON and PEARSON, age about 23, height 5 ft., complexion pale, hair brown, eyes blue, large burn mark on right cheek ; dress, short black jacket, black skirt trimmed with red, side- spring boots, and hat. Had in her possession a new carpet bag. Was formerly in the High School for Girls at Wolverhampton. [ Same as described in Case No. 43, 20^ ult.). Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. ESSEX. 13.— Braintree ( County).— For housebreaking and stealing, 29th ult., about 500 cigars, 1 silver oval- shaped brooch, flowers in centre ; 1 silver scarf- pin, set three green stones ( two deficient); 1 silver horse- shoe pin ; 2 silk handkerchiefs ( one white, one lavender); 2 dozen briar- root pipes, white mouthpieces ; 1 check jacket; 1 pair pepper- and- salt colour trousers and vest; 1 pair boots, blue cloth tops ; 1 double- peak cap ; 4s. bronze, and a small black Gladstone bag— ALFRED OWERS, age about 30, height 5 ft. 9 in., complexion fresh, hair brown, eyes blue or grey ; dress, snuff colour coat and vest with velvet collar, dark striped trousers, brown hard felt hat. A native of Braintree. Has been in the Army. Warrant issued. Information to Supt. Elsey, Braintree. near Neath— HENRY PARRY, age 15, height 4 ft. 8 in., hair and eyes brown, scar under left side of chin, burn mark on right wrist. A native of Swansea. THOMAS WILLIAMS, age 13, height 4 ft. 5J in., hair dark brown, eyes bluo, full face. A native of Bryn- mawr.— FREDERICK CHARLES JUILIFFE, age 15, height 4 ft. 9i in., hair brown, eyes dark, long face. All dressed in cord jacket and trousers and Scotch caps, stamped " Glamorganshire Reformatory School." Will probably change their clothing and seek employ- ment on farms, or endeavour to go to sea. Information to Supt. Phillips, Neath, by whom the above reward will be paid ( ill for each) for their appre- hension. GLAMORGANSHIRE. £ 3 REWARD. 14.— Neath [ Borough).— Escaped, between 11th and 28th ult., from Ty Segur Reformatory School, HAMPSHIRE. 15.— Winchester [ City).— For stealing, between 21st and 27th ult., a gold Mizpah keeper ring ; 1 black melton Newmarket coat, black lining and buttons ; and 1 pair light tweed trousers— JOHN TAYLOR, alias WILLIAMS, age about 26, height 5 ft. 3 or 4 in., complexion dark, hair dark brown, moustache and eyes dark; dress, dark coat and vest, light tweed trousers, black hard felt hat or light cloth cap with peak. Supposed native of Reading. Stated he had been master tailor in the 104th Fusiliers. Warrant issued. Was accompanied by a woman, age about 23, height 5 ft. 9 or 10 in., complexion fair, hair light brown ; dress, cream- colour dress, white straw hat, trimmed cream- colour lace and white feather, or dark red or marone dress. Had with her a parcel addressed, Miss Annie Hunt, passenger, Reading to Winchester. Left behind a piece of blotting on which can be traced " Mr. James Hunt and Miss Annie Hunt, 1, Kent- street, Reading," also " Guion Company, Waterloo- place, Pali- Mall, London." Information to Head Constable Morton, Winchester. HERTFORDSHIRE. 16.— Bishops stortford [ County).— Woodcut portrait and description of FRANK TURNOCK, draper's assistant, whose apprehension Is sought for embezzlement and obtaining a situation by forged certificates, age 30, height 5 ft. 6 in., complexion fair, hair brown, eyes blue, one tooth deficient in upper jaw left side, slight impediment in speech, walks stiff and erect; dress, dark clothes, may be wearing a brown- and- grey cricketing cap. His father, William Turnock, a coal dealer, resides at Fountain street, Congleton. Is also known at Macclesfield. Warrant issued. Information to Supt. Innes, Bishops Stortford. KENT. £ 100 REWARD. 17.— Deal ( Borough).— The above reward offered for the apprehension of WILLIAM CARTERFIELD is now withdrawn. LANARKSHIRE. 18.— Glasgow [ City). — For stealing „£ 246 — ARTHUR LEMAY, age 40 to 45, height 5 ft. 6 or 7 in., slight, hair ( standing erect on top of head), slight side whiskers, beard, and moustache dark, walks very upright; dress, when last seen, dark cord coat and vest, dark tweed trousers, black hard felt hat. A native of Paisley. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 19.— Bury ! County).— For failing to report- Super- visee DANIEL CHAPMAN, Office No. 32163, age 67, height 5 ft. 3 in., complexion fresh, hair and eyes grey, blue scar bridge of nose and over left eye. Sentenced at Salford Sessions, 5th July, 1886, to 6 calendar months' imprisonment and 3 years' police supervision for larceny. 1111. Information to Supt. Henderson, Police Office, Bury. 20.— Liverpool [ City).— For failing to report— FRIDAY, AUGUST 3, 1888 THE POLICE GAZETTE. 3 License Holder JOHN ROBERTS, alias ROBERT EVANS, DAVIES, and JOHN THOMAS, Office No- 34749, age 21, height 5 ft. 3J in., complexion fresh, hair brown, eyes hazel, flag and anchor right arm, blue dot between each thumb and forefinger, ring 3rd left finger. Sentenced at Liverpool 12th November, 1883, to 5 years' penal servitude for robbery. Licensed 10th February last.- Supervisee PATRICK EDWARD WELCH, alias JOHN DANIELS, Office No. 34233, age 27, height 5 ft. 4J in., complexion fresh, hair brown, eyes blue, M. MATTHEWS in red and blue left upper arm, blue dot left forearm. Sentenced at Liver- pool 2cd July, 1883, to 5 years' penal servitude and 7 years' police supervision for shopbreaking. Information to the Chief Superintendent, Detective Department, Liverpool. 21.— Oldham [ Borough).— For failing to report- Supervisee WINIFRED HANNAH DOHERTY, Office No. 35765, age 40, height 5 ft. J in , complexion pale, hair auburn, eyes light hazel, scars on eyebrows, left cheek, chin, and right arm, lost nearly all teeth. Sentenced at Salford 9th April, 1883, to 5 years' penal servitude and 7 yearo' police supervision for hrceny. J 43. Information to the Chief Constable of Oldham. 22. — SaItord ( Borough). — Woodcut portrait and description of LOUIS LEYBERQ, whose apprehension 18th ult., and Stranraer 19th. He was pushing busi- ness in these places, and had three small bags in his possession. Warrant issued. Information to Chief Constable Milne, Selkirk, to whom it is requested that the dates of any previous convictions may be forwarded. is sought for stealing 50 gross of indiarubber balls, value £ 50— age 22, height 5 ft. 10 in., hair ( cut short and very thin on top), light, scar across left cheek, burn mark a little larger than a five- shilling piece back of left hand, of gentlemanly appearance. Has been a short time in the Army, where he took the name of Lancaster; may again enlist, as he has been heard to say that he would go to Colchester to join the Army ; or seek employment in rubber works, as he thoroughly understands the business. Frequents concert rooms and theatres in the company of women. A native of Germany, but speaks good English. Warrant issued. Information to the Chief Constable, Town Hall Salford. NOTTINGHAMSHIRE. 23.— Nottingham ( Borough). — For failing to report — Supervisee JOSEPH WEBSTER, alias WILLIAM JOHNSON and THOMAS WHITE Office No. 35777, age 44, height 5 ft. 2 in., complexion fresh, hair black, eyes grey. Sentenced at Notting ham, 25th January, 1888, to 6 calendar months' hard labour and 2 years' police supervision for larceny 2520. Information to the Chief Constable, Nottingham. SELKIRKSHIRE. 24.— Selkirk ( County).— For falsehood, fraud, and wilful imposition, 23rd December last— J. H. GUTH RIE ( supposed false), age about 32 or 34, height 5 ft, 7 or 8 in., complexion fresh, hair ( supposed slightly frizzed), side whiskers and moustaohe dark, chin shaved, rather good- looking, respectable appearance, speaks with an English accent; dress, when last seen dark overcoat, black twilled worsted suit, high hat with band ; carried a blaok hand- bag, containing quantity of transfers. Stated he was a commercial traveller, residing at 122, Downsell- road, Leyton- road Stratford, London. His practice is to call on painters and represent him self as the representative of J. and W. Gray and Co Transfer Painters, London, asks them to become agents for thejsale of transfers, and Btates that pattern- books, cir aulars, and other advertising notices will be forwarded in a few days. Samples of transfers are then left, and money obtained on the strength of the foregoing repre sentations, which have been found to be false. ( Sup posed same as described in POLICE GAZETTE, Cases No 16,15 « A August, 1884; No. 94, 17th October, 1884; No. 14, 30th October, 1885 ; and No. 47, 15f/ t April, 1887.) Guthrie was in Newton- Stewart, Wigtownshire, on SHROPSHIRE. 25.— Burford ( County).— For night- poaching and assault at Whitbatch, 28th ult.— EDWARD OWEN, age about 50, height about 6 ft., complexion and hair dark, clean shaved, very high cheek- bones, coarse features; dress, drab jacket, dark cord trousers, lace boots, and black cap.— JOHN WILLIAMS, alias WORCESTER JACK, age about 35, height 5 ft, 7 or 8 in., clean shaved, broad features, cross- eyed ; dress, dark pilot jacket, moleskin trousers and vest, heavy lace boots. Had with him a yellow sheep- dog. Warrant issued. Information to Supt. Simcox, Burford. STAFFORDSHIRE. 26.— Brownhills ( County).— For burglary, at Pels all, 22nd ult., and stealing 20s. bronze and 24 stamps- JOHN MORRIS, age 29, height 5 ft. 0J in., complexiou pale, hair and moustache brown, stubby beard, eyes grey, 4 scars back of neck, mole top of left breech, burn mark top of left foot ; dress, short round pilot coat ( left side torn from neck to shoulder), dirty moleskin trousers, cloth cap with peak. A native of Aston, Birmingham. Information to Supt. Barrett, Brownhills. knees, mole centre of back; dress, dark suit, button boots, black hard felt hat. A nathe of New York. Information to Supt. Florance, Sherborne. WARWICKSHIRE. 27— Sh ipstonson- Stour ( County).— For with- drawing himself from duty as a police constable with- out leave— FRED WATSON, age 26, height 5 ft. 10 in , complexion pale, hair light brown, eyes blue ; dress, black ribbed jacket and vest, light brown trou- sers ( dirty and much worn), lace boots, hard felt hat. A native of King Ham, near Chipping Norton, Oxfordshire. Warrant issued. Information to Supt. Hinde, Shipston- on- Stour. See Latest Information. PERSONS CUSTODY. CAMBRIDGESHIRE, 28.— Cambridge ( Borough).— Remanded till 4th inst., for larceny— JAMES BILTON, age 50, height 5 ft. 6 in., complexion fresh, hair and whiskers ( turn- ing grey), and eyes brown, oval face, scar on forehead, face and body slightly pockpitted, scars on both shins from ulceration. A labourer ; native of Plymouth. Information to Chief Constable Turrall, Cambridge. CHESHIRE. 29.— Middlewich ( County).— Remanded till 8th inst. for obtaining money by false pretences — THOMAS GEORGE IGO, age 28, height 5 ft. 7* in., complexion ruddy, hair and moustache sandy, eyes blue, ruptured, which he states was caused by a bullet when in Burmah; dress, dark blue overcoat, black tweed suit ( very shabby), lace boots, black hard felt hat. States he has been in the Army. Information to Supt. Plant, Middlewich. 30.— Stockport ( Borough).— Remanded till 6th inst., for larceny — GEORGE PEARSON, alias ELLIOTT an^ HULETT, a tramp, age 25, height 5 ft. 9 in., complexion and hair brown, eyes black. States he is a native of Bedford, that he served 6 years in the 2nd Battn. Queen's Own Regt., and was dis- charged 3 years ago- Supposed previously convicted. 31.— Stockport ( Borough).— Remanded till 4th inst., lor larceny ( person), at Stockport Sports, 30th ult.— JOHN ATKINSON, age 38, height 5ft. 6£ in., complexion fresh, hair ( turning grey and parted on right side) brown, moustache slight, small blue dots over right eye, burn mark right wrist, lost nearly all top teeth ; dress, brown plaid suit. Supposed native of Manchester, and to have been previously convicted. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DURHAM. 34.— South Shields [ Borough).- Sentenced to 3 months' imprisonment, 1st inst., for being found on board a ship for the purpose of committing a felony WILLIAM JOERKINS, alias EDWARD HILL, GEORGE THOMPSON. EDWARD WILLLAM MORRLSSEY, EDWARD MONT FORD, BROWN, and JOHN HENDERSON, age 47, height 5 ft. 8 in., complexion sallow, hair ( bald on top) dark brown, moustache light brown, eyes sunken ; anchor tattooed left hand, scar from burn between shoulder blades, white scar down centre of tack, scars left arm and under breast; dressed as a seafaring man. If I were asked what is the thing which the Devil, and the world, and the flesh try hardest to prevent, I should reply " Conversations with Christ." Easy to be a most religious person, busy about God's matters, giving time, and money, and thought to Him, and yet never converse with Him. And the danger is, that if we do not converse with Him we may get thoroughly on the wrong road, and if we met Him should wake up suddenly to the fact that we avd our Saviour are strangers to each other. He meant that we should have talked to Him continually about everything we did, and everything we cared about, and should have been always conscious of His sym- pathy, and oversight, and working. But instead of that, we talked only to others, and made shift with their sympathy, advice, and help. He meant us to have told Him our anxieties about our son, but be consulted our friend, and matters got worse and worse; about that money trouble, but we asked our lawyer, and it turned out badly ; about that doctrine we could not understand, but we went to books, and were more uncertain than before. He would have been our Counsellor about the profession we chose, the books we read, the friendships we formed— but we chose other counsellers, or followed our own choosing, and all has been failure.
