Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief Officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by au officer of not lees rank than Inspector, or analogous thereto. T I O N S. 81 Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted M the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the EdttaS notice of the fact, referring to the number of the announcement for insertion in the next uetie. 10. In all cases, the officer signing the request for insertion of any announcement, toili it wholly responsible for any proceedings which may result from such publication. 11. Anr, ouncements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mmt be clearly written on one side of the paper only, be in the usual form, and accompanied by. a covering letter. 12. NOTICE. EXTRADITION. A Declaration was signed In London on the 2lst of April, 1887, between the British Mid Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 187( 1. The amended Article wfll henceforth read as lollows:— " It is agreed that Hex Bk- itaonio Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no COM, nor under art) aamdjration whatever, shall the High Contracting Parties b » bosmd to wrronder their own subjects whether by birth or naturalisation." The result of the modifioation in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. Warrant issued. 2.— H Division.— For attempted murder, 26th ult.— RICHARD PATTISON, a dock labourer, age 29, height 0 ft. 7 in., complexion fair, hair light, eyes blue, " A. B." tattooed on arm, throws out right foot when walking ; dress, dark green coat and vest, black silk neckerchief, hard felt hat. A native of St. George's East, London. 3.— S Division.— For stealing, 28th ult., a light bay gelding pony, 12j hands, hog mane, hair rubbed off both fetlocks, tail cut, in good condition ; a set of brass mounted black leather harness, snaffle bit; and a four- wheel basket carriage, off- side of front seat broken and repaired with copper wire, blue cushions repaired with American cloth at back, iron plate top of off- shaft— CLARE ( supposed false), age 20, height 5 ft., slight build, complexion fair, hair and eyes dark ; dress, black- and- white check jacket, dark trou- sers, white straw hat with coloured band, button boots 4.— T Division.— For stealing a black mare, 5 years, 16 hands, white star on forehead ; a light dog cart, painted dark blue, picked out yellow, " Cleveland, Woodbridge" on caps of wheels ; a set of silver plated harness, " J. P." and a foresters cap thereon.— GEORGE TAYLOR, rge 22, height 5 ft. 6 or 7 in , moustache ( slight) fair, no whiskers; dress, black clothes, high silk hat. 5.— V Division.— For housebreaking, 2lst May last, and stealing clothing ( recovered)— Two men : 1st, ALFRED WINTER, a butcher's assistant, age 21, height 5 ft. 6 in., complexion fair, hair light, eyes greyish blue, impediment in speech, weak ankle', slouching walk ; dress, black cutaway coat, serge trou- sers, brown felt hat. Has worked for Mr. Cox, butcher, Brompton- road, S. W., and at Brighton— 2nd, age 40, height 5 ft. 5 in., complexion and hair dark, no whis- kers or moustache, scar right side of mouth; dress: dark clothes, black hard felt hat. Has been a gentle- man's servant. Information to be forwarded to the Metropolitan Police Office, Groat Scotland- yard, London, S. W. and vest. A traveller in the boot and shoe trade, and native of Polagy, Hungary. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. CITY OF LONDON. 6.— For forgery— WILLIAM THOMAS LADDS BANKS, a clerk, age 26, height 5 ft. 4 or 5 in., eom plexion dark, hair, whiskers ( small), and moustache dark brown; dress, dark morning coat and vest, striped trousers, and high hat. Respectable appear- ance. Warrant issued. 7.— For embezzlement— M'OR DEUTSCH, a Jew, age 22, height 5 ft. 5 in., very slight build, complexion dark, hair brown, side whiskers and moustache dark, of weak constitution; dress, grey jacket, dark trousers BERKSHIRE. 8.— Wokingham [ County).— For housebreaking, 18th ult., and stealing £ b Is. 6d.— ROBERT MACK BRUDNELL, a gardener, age 22, height 5 ft. 7 in., complexion fresh, hair dark brown, moustache ( small) brown, slight whiskers, eyes hazel, anchor tattooed back of right hand, star back of left, scar each groin; dress, dark tweed jacket, Army trousers, shirt, and boots, marked 1st Middle* Regt., helmet cap, white muffler. Has friends residing at Bagshot and Sun- ningdale. Served a short time in the 1st Battn. Mid- dlesex Regt. Has been previonsly convicted. Warrant issued. Information to Supt. Atkin, Wokingham. 9.— Maidenhead [ Borough).— For stealing, 23rd ult., a cripper pattern pilot tricycle, No. 8839, 38 in side wheels, 26 in. front wheel, fin. tyres, front wheel spoon brake, balance gear right hand side of axle, enamelled, plated axle- SIDNEY WALLACE, age about 22 ( looks younger), height 5 ft. 4 in., complexion fresh, hair brown, clean shaved ; dress, white cottoa jacket, dark trousers and vest, cloth helmet cap. Appearance of a groom. Stated he came from Guild- ford. Plays a banjo, and may be found at a common lodging- house. Warrant issued. 10.— Maidenhead [ Borough).— For stealing fro a an hotel, 10th ult., a blue serge suit ( double- breasted jacket, with double row of bronze buttons, anchor thereon, " Smallpage " on tab); 1 black- and- grey check coat and trousers, buttons marked " G. H. Warner,'' maker, " A. F. Bernan, 40, Conduit- street, London 1 black coat and vest, black bone buttons ; 1 pair blue striped trousers, " Winter bottom, Leicester," oa buttons; 1 pair patent leather button boots, with brown cloth tops ; 1 gold horseshoe pin set 11 pearls, and a gold heart in band pin— CHARLES STAN- HEIN BRUSSELS, alias CHRISTIAN MICHEAL, of Cambridge- terrace, Clapham, age 55, height B ft. 6 or 7 in., complexion sallow, hair dark brown, mous- tache and mutton- chop whiskers turning grey, wore eyeglasses; dress, black- and- grey check coat and trousers, buttons marked " G. H. Warner," patent leather boots, with brown tops and white buttons, black felt hat with flat top, carried a field- glass over his shoulder, and carried a brown Gladstone bag ( worn), with initials. Supposed native of Germany. Speaks French, and stays at hotels where there a.- e German waiters, and converses freely with them. Supposed to have gone to London, 14th ult. information to Head Constable Taylor, Maidenhead. BUCKINGHAMSHIRE. 11.— High Wycombe [ County).— For stealing, 3rd inst, a light chestnut horse pony, 6 years, about 13 hands, bright mane and tail, white spot on nostrils, long hair on fetlocks, in good condition; a set of brass- mounted harness ; and > a dark brown spring village SAZETTE. Was accompanied by a woman, age about 20 height about 5 ft. 4 in., complexion pale, hair ( fringe on forehead) dark, eyes blue; dress, black fur cape dark brown stuff dress, black hat, trimmed with striped black velvet and yellow feather, tan kid gloves. Information to Supt. Sargent, High Wycombe. 12.— Chepping Wycombe ( Borough) — For stealing a barrow ( recovered)- THOMAS KENNING age 35, height 5 ft. 9 in., slight build, complexion fair, hair brown, clean shaved, eyes grey; dress, black morning coat and vest, mixture trousers, blue tie, paper collar, lace boots, black hard felt hat. A sweet meat maker; supposed native of Bedford. May be found selling sweets in the streets, and visit Bedford or Eastbourne.— ROSE, alias CURLEY, age 25, Height 5 ft. 3} in., complexion fair, hair light brown, eyes light, tooth deficient in front upper jaw ; dress, purple costume, long grey boa, black straw hat; supposed native of Maidenhead. Warrant issued. Information to Head Constable Fraser, Chepping Wycombe. CHESHIRE. 13.— Birkenhead ( County).— For stealing ahorse ( recovered) at Ellesmere Port, 29th ult.— JOHN SMITH, alias HARRY JONES, age about 21, height 5 ft. 8 or 9 in., complexion fair, hair brown, moustache slight; dress, moleskin sleeve waistcoat, cord trousers, red- and- white neckerchief, sofG felthat. Appearance of a navvy. Stated he wa3 in the habit of working on boats. Was last heard of at Runcorn. Information to Supt. Hindley, Birkenhead. DORSETSHIRE. 14.— Wimborne ( County).— For failing to report - Supervisee HENRY RIGLER, Office No. 32843, age 23, height 5 ft. 8 in., complexion and hair dark, eyes blue, scar back of left hand ; dress, fustian coat and trousers, and fur cap Accompanied by a woman, age about 24, tall, wearing light print dress and brown ulster, and carrying a child about 3 months old. Sen- tenced at Dorchester, 19th October, 1886, to 6 calendar months' imprisonment and 2 years' police supervision for larceny. 245. Information to Supt. Marsh, Wimborne. FLINTSHIRE. 15.— Mold ( County).— For failing to surrender to her recognizances for obtaining a cheque by false pretences- ELIZABETH LEECH, age 18, height about 5 ft., complexion freeh, hair dark brown, eyes blue, squint in right eye; dress, brown shawl with border, navy blue dress ( old), dark straw hat trimmed black velvet. A native of F » rndon, Cheshire; may be found on the street, or an inmate of a work- house. Warrant issued. Information to Deputy Chief Constable Bolton, Mold. HAM PSHIPE. 16.— Winchester ( Ctty).— For stealing, 27th ult., 3 £ 5 Bank of England notes, numbers either 33439 33440, 33441, 33442, 33443, or 33444 ; 1 silver double- case watch, " J. S." inside case; 1 metal Geneva ditto, " J. S." outside case; 2 silver Geneva ditto; several silver scarf pins, horseshoe pattern ; 1 silver ditto, with initial " U."; 3 silver watch chains; 1 brass ditto, snake pattern— ALFRED JAMES, alias GIN- GER, age about 19, height about 5 ft. 6 or 7 in., com- plexion fair, hair ( cut very short), eyes ( supposed) grey, face and arms much freckled ; dress, dark tweed cutaway coat, very large ribbed cord trousers, with black pair underneath, blue spotted neckerchief, blue striped shirt, lace boots, black hard felt hat. His mother resides at 6, Winstanley- road, Clapham Junc- tion, London. Information to Head Constable Morton, Winchester. dark grey suit, and drab check jockey cap. A native of Dulwich. Absconded 27th ult. Warrant issued. Information to Head Constable Pcllant, St. Albans HERTFORDSHIRE. 17.— Watford ( County).— For larceny at Harpen- den, 24th ult.— ARTHUR PUNTER, age 28, height 5 ft. 5 in., complexion fair, hair light brown, mous- tache ( slight) light; dress, dark pepper- and- salt mix- ture jacket and vest, dark cloth trousers, dark cloth cap with peak. Warrant issued. Information to Supt. Hummerstone, Watford. 18.— St. Albans ( City).— For larceny— PERCY YOUNG, a draper's apprentice, age 17, height 4 ft 8 in., complexion pale, hair light brown, eyes grey, ears and upper lip prominent, knock- kneed; dress, LANCASHIRE. 19.— Rochdale ( County).— For failing to report — Supervisee DOCTOR KILSHAW, alias JOHN KILSHAW, ECCLES, and BARTON, Office No. 33494, age 45, height 5 ft. 5 in, complexion fresh, hair and eyes brown, scars top of forehead, on eyebrows, bridge of nose, and each knee, end of first right finger crooked. Sentenced at Preston Sessions, 11th August, 1886, to 12 calendar months' imprisonment and 4 years' police supervision for larceny. 1169— 15. Information to Supt. Tindall, Rochdale. £ 5 REWARD. 20.— Liverpool ( City). — Escaped from Her Majesty's Prison, Walton, at 5 p. m., 25th ult.— THOMAS CALLON, alias JAMES LYNCH and DUCIE, age 35, height 5 ft. 5 in., complexion fresh, hair brown, eyes blue, cut mark left eyebrow and out- side left eye, American coat of arms and crossed guns tattooed left arm. A marine fireman, native of Tip perary. Convicted at Liverpool Assizes, 3rd ult , for larceny ( person), and sentenced to 18 months' imprison ment. Has been in Glasgow, Cardiff, and London. It is requested that inquiry be made at shipping offices, and in the neighbourhood of Sailors' Homes. The above reward will be paid by H. M. Commis- sioners of Prisons for such information as will lead to his arrest. Information to Chief Supt. Williams, Liverpool. 21.— Manchester \( City) — For embezzlement— CHARLES JONES, age 24, height 5 ft. 4 in., com- plexion fresh, hair and eyes brown; dress, check suit. Not to be apprehended out of the United Kingdom. Warrant issued. 22.— Manchester ( City).— For failing to report- License Holder GEORGE MILLER, Office No. 34782, age 22, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes hazel, several scars on scalp, below right knee, and front of left elbow, mole right buttock. Sentenced at Lincoln Assizes, 17th July, 1883, to 10 years' penal servitude for bestiality. Licensed 9th February last.— License Holder EDWARD TURNER WOOD, Office No. .34407, age 45, height 5 ft. in, complexion fresh, hair brown, eyes blue, scars left eyebrow, bridge of nose, and right wrist, blue dots left arm, contraction of 2nd and 3rd, and loss of 4th left fingers. Sentenced at Manchester Sessions, 15th June, 1882, to 7 years' penal servitude for larceny ( person). Licensed 20th December last. — License Holder ROBERT DUNN, alias TURNER, Office No. 34535, age 37, height 5 ft. 5 in., complexion fresh, hair sandy, eyes blue, scar bridge of nose, crossed flags and guns, a flower and 5 spots on right arm, a woman, sailor, soldier on a pier head, 3 leaves and E. D. encircled in chain right leg, crucifix, woman on ball, star, sailor, and heart pierced by arrow left arm, 2 women ( one chained to rock) on left leg, star back of left hand. Sentencedat Manchester Sessions, 3rd August, 1882, to 7 years'penal servitude and 7 years'police super- vision for housebreaking. Licensed 3rd January last. — License Holder MARY ANN MURPHY, alias DAVIES, Office No. 33249, age 32, height 4 ft. 7 in., complexion fair, hair brown, eyes blue, scars on nose, right of mouth, and right shoulder, lost one top tooth. Sentenced at Manchester Sessions, 16th October, 1882, to 7 years' penal servitude and 7 years' police super- vision for receiving. Licensed 24th June, 1887.— License Holder MARTIN MANN ION, Office No. 35071, age 20, height 5 ft. 5 in., complexion fresh, hair brown, eyes hazel, scars on forehead, nose, right breast, shin and knee, bracelet each wrist, spot be- tween left thumb and finger. Sentenced at Liver- pool Assizes, 4th February, 1884, to 5 years' penal servitude for arson. Licensed License Holder JOHN HUGHES, 44, height 5 ft. 6 in., complexion ( turning grey), eyes brown, nose veins right leg, lost four front top at Belfast Sessions, 5th December, 1882, to 7 years' penal servitude and 3 years' police supervision for larceny. Licensed 7th May last.— Supervisee CHARLES CRITCHLEY, Office No. 32555, age 24, height 5 ft. 4 in., complexion fresh, hair sandy, eyes hazel, scars on back, top of 3rd right finger, inside right thumb, back of 3rd left finger, and under left jaw. Sentenced at Manchester Sessions, 18th March, 1886, to 12 months' imprisonment and 3 years' police supervision for larceny. Warrant issued. 24.— Leicester ( Borough).— For stealing a Bible ( recovered), 16th May Iast- JOHN JACKSON, alias GENERAL JACKSON, a shoe clicker, age 39, height 5 ft. 6 in., complexion fresh, eyes grey, hair, beard, whiskers, and moustache dark brown; dress, black frock coat, vest, and trousers, black billycock hat. Of respectable appearance. May seek employment at shoe warehouses, and lodges at low beerhouses or com- mon lodging- houses. 25.— Leicester ( Borough).— For stealing, 27th ult., about 20 yards of black- and brown striped cloth ( 3 yards recovered)— BENJAMIN DANES, a tailor, age 32, height 5 ft. 2J in., complexion sallow, hair light brown, eyes grey, scar on nose, scar from burn on chest; dress, black clothes ( shabby). Information to Head Constable Duns, Leicester. SHROPSHIRE. 26.— Church Stretton ( County).— For stealing, 18th ult., a pony cart, painted yellow, switch at back, iron arms, no springs, shafts ( new), and one wheel painted red ( other not painted)— WILLIAM HOWARD, age 25 to 30, height 5 ft. 4 or 5 in., stout build, complexion fair, hair and whiskers brovn, walks very lame, caused by a kick from a horse on the hip ; dress, dark brown cloth overcoat, brown plush vest, black tweed trousers, brown hard hat ( all shabby). Has worked at collieries and railway stations in Lan- cashire, hauling coal. Was accompanied by his wife, a native of Sto « kton, near Leominster, age 22, rather short, complexion sallow. Carried a baby in arms. Left behind him a dark- coloured trap ( old), with name R Brookfield, farmer," on board. Information to Supt. Caswell, Church Stretton. STAFFORDSHIRE. 27.— Brownhills ( County). — For assault, with intent to ravish and abuse, 18th ult.— JOSEPH BAGSHAW, age about 40, height 5 ft. 8 or 9 in., complexion ( freckled) ruddy, hair and side whiskers ( slight) sandy, several scars back of head, boil mark left side of neck; dress, brown, black, and red plaid jacket, black velvet vest, brown cord trousers, heavy lace boots, hard felt hat. A native of Aldridge. Warrant issued. 28— Brownhills ( County).— For larceny ( lodger), at Chasetown, 29th ult.— JOHN ROBERTS, alias SAMUEL RHODES, age 23, height 5 ft. 2 in., com- plexion pale, hair dark brown, eyes brown, oval face, blue spots left side of forehead, mole right side of chin ; dress, light plaid coat dark trousers, and vest, lace boots, light plaid double peak cap. A native of Darlaston. 29.— Brownhills ( County).— For stealing a watch entrusted to him to repair, at Wimblebury, 1st March last- ROBERT LYNE, alia, IYEY and HARRISON, age 35 to 40, height 5 ft. 7 or 8 in., complexion sallow, hair and moustache dark, eyes slightly crossed ; dress, dark suit, lace boots, brown cloth double peak cap. Warrant issued. Information to Supt. Barrett, Brownhills, Walsall. 7th April last.— alias J ONES, age sallow, hair black broken, varicose teeth. Sentenced LEICESTERSHIRE. 23.— Leicester ( Borough).— For embezzling £ 1 2s. 6d.— DAVID SMART, a leather agent, age 28 ( looks younger), height 5 ft. 4 in., complexion sallow, hair and moustache dark, talks in a quick, nervous manner; dreas, dark frock coat and trousers, black billy cock hat. May te wearing an overcoat. Will endea- SUFFOLK. £ 1 REWARD. 30.— Bury St. Edmunds ( County).— For leaving is wife and family chargeable to the Incorpontion— CHARLES MARSHALL, a groom, age about 30, height 5 ft. 3 or 4 in., slight build, hair light, no whiskers or moustache. Left Bury about 2 years since. Warrant issued. £ 1 REWARD. 31.— Bury St. Edmunds ( County).— For leaving his wife and family chargeable to the Incorporation— JOHN ADAMS, a tailor, age about 47, complexion pale, hair, beard, and whiskers turning grey, slight build, long dark eyebrows, hollow cheeks, wart ( size of pea) behind one ear. Left Bury about 8 months since. Let us notice some points concerning this supreme act of destruction. 1. The lesson of the Flood had well nigh faded from the memory of man, and heedless of all restraint, the human family had made terrible advances in sin and vice. It was surely wise and merciful to set up a warning to tell its own terrible story. 2. Moreover, in this act the Almighty simply hastened the result of their own actions. Nations are not destroyed until they are rotten at the core. Any thoughtful observer would have seen clearly that crime had eaten the national heart out of Sodom, and that it must inevitably fall— utter collapse could not long be delayed. 3. Again, this overthrow only happened after careful investigation. " I will go down and see." In the* e simple words we see that God does not act hastily. Only after He had come for many years did He say, " Cut it down ; why cumbereth it to the ground 1" He is slow to anger. Judgment is His '^ strange work." He tells us that some day we shall know that " He has not done without cause all that He has done."— Ezek. xiv. 23. 4 During the delay, many a warning was sent. To use His own expression, " He rose up early " to send His messengers, but they would not hear. 5. It is worthy of notice that God saved all whom He could. Lot, a sorry wreck of a noble beginning, his wife, his daughters. If God was so careful about their safety, how bad must have been those who were left! He would save all who came within the range of mercy's possibilities. There will not be one soul amongst the lost who had the faintest claim to be amongst the saved ; and there will be a very great many among the saved whose presence will be a surprise to us. REV. F.
