Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted a the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editot notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request fur insertion of any announcement, tcill be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. NOTICE. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C. O., C. I. D— Woodcut portrait and de- scription of EDWARD GARROW WHITBY, whose EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrmder their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. apprehension is sought for forging and uttering the acceptances to bills of exchange— age 31 ( looks much older), h^ ght 5 ft. 7 or 8 in., complexion sallow, hair ( bald on top) very dark, streaked with grey, long, brushed back and turns up slightly over collar, moustache full, long, and black, chin and cheeks very black where shaved, long hairs on cheekbones, Wellington nose, slight scar on left side, large protruding eyes with watery pimples on upper lids, thin body, very thin legs, upright carriage; dress, black rough Chesterfield overcoat, brown corduroy vest of clerical cut, blue trousers with black braid down sides, or grey trousers, high linen collar, tie in sailor's knot, with large bead pin or sap phire ditto. Is known at Stafford and Whitby. Warrant issued. 2.— A Division— For stealing £ 53, 9th inst.— ARCHIBALD WILLIAM STALKER, age 29, height 5 ft. 7 in., complexion ruddy, hair brown, eye3 hazel, running gunshot wound below right knee; dress, black coat and vest, tweed trousers, high hat, of military appearance. Served in the Bedfordshire Regiment. May be found at Bedford, or 4, Park- road, Hastings. Warrant issued. 3.— A Division.— Forembezzlement- PATRICK BRESLTN, an Irishman, age 28, height 5 ft. 7 in. complexion fair, hair and moustache brown, eyes blue dress, light tweed suit, brown stripe down trousers, brown hard felt hat, patent button boots. Warrant issued. Not to be apprehended out of the United Kingdom 4.— B Division— For embezzling £ 190— FRED ERICK GARD, age 44, height 6 ft., complexion, hair beard, and moustache dark, small blue scar on nose ; dress, black coat and vest, grey trousers, black hard felt hat with flat top. Supposed native of Reading, Berks. Warrant issued. 5.— C Division.— For obtaining £ 200 by fraud 15th inst.— THEOPHILUS VERNEY TURNER, age 80, height 5 ft. 7 in., complexion fresh, hair grey ; dress, dark clothes, respectable appearance.— FREDE- RICK TURNER, age 50, height 5 ft. 10 in., complexion ruddy, full whiskers and moustache; dress, dark clothes, respectable appearance. Warrant issued. 6— E Division— For forgery whi'st engaged as clerk at the Inland Revenue Office, Somerset House— THOMAS PHILLIPS, age 19, height 5 ft. 8 in., com- plexion and hair dark, eyes light blue, long thin face, slouching walk ; dress, black diagonal overcoat, dark tweed suit, black hard felt hat. A native of South Hackney. Warrant issued. 7.— N Divisicr.— For stealing a white cob gelding, 14 hands, black spots on legs, lump on tail, and gig painted black, picked out green, odd cap on wheels, " Gould, Maker" on one— TWO MEN, 1st, age 26, height 5 ft. 4 in., complexion fresh, hair light; dress, black clothes, hard felt hat; 2nd, age 24, height 5 ft. 4 in., complexion fresh, hair light ; dress, black clothes, hard felt hat. CITY OF LONDON. 8.— For obtaining £ 1,800 by fraud- VICTOR DE YEYSEY, alias COUNT VEYSEY, a Hungarian, age 35, height 5 ft. 7 in., complexion sallow, hair and mous- tache black, eyes very dark ; dresses well, and of gen- tlemanly appearance. Last known address, The Gros- venor Hotel, Buckingham Palace- road, S. W. Warrant issued. 9.— For stealing £ 10 gold, and a Banker's draft for £ 40 ( since cashed)— REUBEN PRIDE, age 16, height 5 ft. 2 in., complexion fair, hair light brown, eyes blue; dress, dark mixture suit, lace boots, dark brown billy- cock hat. Warrant issued. 10.— For stealing £ 75, and drafts for £ 2,000— FRAN- CIS WILLIAM LA THANGUE, bank clerk, age 22, height 5 ft. 6 in., complexion fresh, hair and eyes light brown ; dress, blue serge double- breasted yachting jacket and vest, light grey striped trousers, and light brown felt hat. Warrant issued. 11.— For forging and uttering a banker's cheque— WALTER EATON FRANCIS STANHOPE DAVIS, alias STANHOPE DAVIS and FRANK DE LA P. Lately employed as tutor at Green- wood House, Winchmore Hill, Middlesex. 12.— For forgery onjthe Bank of England— THOMAS EDMUND BURKE, a clerk, age 34, height 5 ft. 6 in., complexion sallow, hair brown, moustache slight, eyes grey, bald patch over left ear, round face ; dress, generally, black frock coat and high black hat, or black bowler ditto. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 13.— Reading ( County).— For stealing a single- barrel gun, very thin at muzzle— WILLIAM BUSH- NELL, alias BOSWELL, age about 30, height 6 ft. 1 or 2 in., complexion fresh, hair and moustache dark brown, of military appearance; dress, black pilot jacket, cord or moleskin trousers, heavy lace boots, black felt hat. A. native of Beech- hill. Is well known at Henley- on- Thames. Warrant issued. 14.— Reading ( County'). — For housebreaking— THOMAS WELLS, age 35 to 40, height 5 ft. 9 or 10 in., complexion fresh, hair ( inclined to curl) black, whiskers and moustache brown, short neck, broad shoulders ; dress, light tweed jacket, dark cord trousers, black hard felt hat. Information to Supt, Pocock, Reading. 15.— Wokingham ( County).— For housebreaking, 18th inst., and stealing £ 5 Is. 6d,— ROBERT MACK BRUDNELL, a gardener, age 22, height 5 ft. 7 in., complexion fresh, hair dark brown, moustache ( small) brown, slight whiskers, eyes hazel, anchor tattooed back of right hand, star back of left, scar each groin ; dress, dark tweed jacket, Army trousers, shirt, and boots, marked 1st Middlesex Regt., helmet cap, white muffler. Has friends residing at Bagshot and Sun- ningdale. Served a short time in the 1st Battn. Mid- dlesex Regt. Has been previously convicted. Warrant issued. Information to Supt. Atkin, Wokingham. 16.— Maidenhead ( Borough).— For stealing from an hotel, 10th inst., a blue serge suit ( double- breasted jacket, with double row of bronze buttons, anchor thereon, " Smallpage " on tab); 1 black- and- grey check coat and trousers, buttons marked " G. H. Warner,' maker, " A. F. Bernan, 40, Conduit- street, London " ; 1 black coat and vest, black bone buttons ; 1 pair blue striped trousers, '' Winterbottom, Leicester," on buttons; 1 pair patent leather button boots, with brown cloth tops ; 1 gold horseshoe pin set 11 pearlsi and a gold heart in band pin— A MAN, supposed named " Hall," age 56, height 5 ft. 6 or 7 in., com- plexion sallow, hair, moustache and mutton- chop whiskers dark, wore spectacles ; dress, dark brown mixture dust coat, dark clothes, button boots ( much worn), and black felt hat with flat top. Stated he was a teacher of languages, and spoke French and German fluently. Information to Head Constable Taylor, Maidenhead. 17.— Windsor ( Borough).— For stealing, 11th inst., gold brooch, 1 pair gold earrings, 1 gold neck- chain, 1 gold cross pendant, 1 pair silver sugar tongs, 1 silver salt- spoon, and 1 pair silver solitaires BAKER, age 22 to 25, height about 5 ft. 6 or 7 in., moustache light, pockpitted ; dress, light fawn colour jacket, trou- sers and vest, deer- stalker hat; carried a stick with very large head. Supposed to have left Windsor by 1 p. m. train 11th inst. His father is supposed to keep the " Lord Nelson" public- house, at Maida- vale, London. Warrant issued. Information to Superintendent Hayes, Windsor. BRECONSHIRE. 18.— Brecon ( County).— For burglary— DAVID JENKINS, alias DAI DOWLOD and DAVID JONES, age about 43, height 5 ft. 6J in., complexion sallow, hair dark brown, eyes blue, long thin face, 2 large scars on right buttock, blue scar right forearm, small blue mark and scar over right eye ; dress, brown coat, mole- kin trousers, black bowler hat. A native of Llan- fairclydogan, near Lampeter, Cardiganshire. Warrant issued. Information to Supt. Flye, Brecon. BUCKINGHAMSHIRE. 19.— Chepping Wycombe ( Borough).— For stealing a barrow ( recovered)— THOMAS KENNING, age 35, height 5 ft. 9 in., slight build, complexion fair, hair brown, clean shaved, eyes grey; dress, black morning coat and vest, mixture trousers, blue tie, paper collar, lace boots, black hard felt hat. A sweet- meat maker; supposed native of Bedford. May be found selling sweets in the streets, and visit Bedford or Eastbourne.— ROSE, alias CUliLEY, age 25, height 6 ft. 3£ in., complexion fair, hair light brown, eyes light, tooth deficient in front upper jaw ; dress, purple costume, long grey boa, black straw hat; supposed native of Maidenhead- Warrant issued. Information to Head Constable Fraser, Chepping Wycombe. CHESHIRE. 20.— Oakmere ( County).— For obtaining food and money by false pretences at Tarvin, 29th ult.— RICHARD PRITCHARD, alias ALFRED TUCKER, age 47, height 5 ft. 5 in., complexion fair, hair light, eyes grey, round face, mole right collar bone, above left eyebrow, and two between shoulders, blue scar above right hip, scars on wrist, shin and back ; dress, dark brown jacket, black and grey vest, dark brown trousers, blucher boots, brown hard felt hat. ( See case No 36, 25th xdt.) Warrant issued. Information to Supt. Naylor, Oakmere, Northwich. 21.— Stockport ( Borough).— For stealing, 5th inst., about £ 36 gold and £ 7 silver- JAMES McBANE, alias CARLYLE, age 23, height £ ft. 5 in., complexion fresh, hair sandy, moustache slight, eyes blue ; dress, black morning coat and vest, light speckled trousers, stand- up collar, blue tie, black hard felt hat, carried a small cane, and wore one glove. Has been previously convicted at Salford and Southport, and is at present wanted by Manchester City Police for failing to report. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DEVONSHIRE. 22.— Barnstaple ( Borough).— Yor stealing a silver Geneva watch, No. 18825, and metal chain, 26th ult.— WILLIAM CURTICE, age 20, height 5 ft. 5 in, com- plexion fair, hair and eyes b^ uvn, nose disfigured, appa- rently from diseased bone ; dress, light plaid suit, black hard felt hat. A labourer ; native of Torring- ton, Devon. Warrant issued. Information to Head Constable Songhurst, Barn- staple. DURHAM. 23.— Sunderland ( Borough).— For obtaining £ 6 by false pretences, 22nd ulfc- DOMINIC CARDOSI, an Italian ( born in England), age about 21, height 5 ft. 3 or 4 in., complexion sallow, hair dark, long thin fea- tures, large nose, of Jewish appearance ; dress, dark brown jacket and vest, grey striped trousers, black felt hat. A billiard- marker, and may seek employment at hotels, & c. Is fond of betting, associates with bet- ting- men, and frequents race meetings. Warrant issued. Information to Chief Constable Huntley, Sunder- land. ESSEX. 24. — Witham ( County).— For an aggravated assault upon a girl, 5th inst. GASKIN, a gipsy, age 19 or 20, height 5 ft. 6 or 7 in., very slight build, com- plexion swarthy, hair dark brown ; dress, long dark coat ( dirty and ragged), dark felt hat ( broken and much too large). Travels the country along with a woman, tall and slight, with red hair, driving a brown horse and van, " Gaskin " thereon, containing brushes, brooms, baskets, carpets, etc., with a dark chestnut colt about 2 years old behind, and a large mastiff dog. Warrant issued. Information to Supt. Allen, Witham. FLINTSHIRE. 25.— Mold ( County). — For indecent assault — JOHN ROBINSON, age 22, height 5 ft. 10 or 11 in., complexion fresh, hair golden, small side whiskers and moustache ( slight) light, eyes brown, round- shouldered, slightly bow- legged, walks with a straggling gait as if slightly lame ; dress, black coat, corduroy trousers, black felt hat or double peak cap. His father has been a gamekeeper in Anglesey, and afterwards a farmer near Conway, where the son was convicted for i assault and other offences. He has on several occasions been found sleeping in outbuildings at Con- way and Anglesey. Warrant issued. Information to Deputy Chief Constable Bolton Mold. GLOUCESTERSHIRE. 26.— B rist o I ( Borough).— For forgery— CHARLES A. MANSELL, age 26, height 5 ft. 7 in., complexion rather pale, hair and moustache dark brown, small side whiskers, of gentlemanly appearance. Has been employed as clerk and cashier. Warrant issued. Information to Chief Constable, Bridewell- street, Bristol. HAM PSHIPE. 27.— Winchester ( City).— For stealing, 4th inst., a black gelding pony, aged, 12 hands, " T" branded on near side of back, long mane and tail; a set of silver mounted harness, " G. J. P." engraved thereon; and a village cart, stained light, blue cloth cushions, a black waterproof rug, and a driving whip — G. WILLIAMS ( supposed false), age about 26, height about 5 ft. 7 in., complexion dark, hair, whiskers ( small) and moustache very dark ; dress, black mourning suit, and high hat; wore a gold curb pattern chain and several rings on fingers, of gentle- manly appearance. Stated he came from Brighton, and appeared to know Chichester well. Information to Head Constable Morton, Winchester. KENT. 28— Ashford ( County).— For stealing at Holm- stone Camp, Lydd, 9th inst., a dark tweed suit, a dark striped double- peak cap, and a pair of knee boots, stamped inside " H. J. Williams "— HARRY ALFRED SMITH, Private, Royal Munster Fusiliers, age 23, height 5 ft. 6£ in , complexion fresh, hair dark brown, eyes brown, scar front right shoulder, thin face, broad cheek- bones. Is also wanted for desertion. Information to Supt. Wenham, Ashford. 29.— Canterbury ( County). — For assault— HENRY MILES, age 18 to 20, height 5 ft. 6 in., com- plexion fresh, hair and moustache ( very slight) sandy ; dress, monkey jacket,~ uoru Or fustian trousers, blue- and- wliite stripe neckerchief, double peak cap. Supposed native of Herne- hill, Faversham. Warrant issued. Information to Supt. Wood, Canterbury. 30.— Faversham ( County).— For stealing, 22nd ult., a cutler's barrow, rather heavy, wheels painted green, brass caps on axles, chocolate colour frame, screwed together with six bedstead screws, " W. Welch, from Salisbury," painted thereon— DIGHTON alias WOOD, glass rivetter, age 25 to 30, height 5 ft. 9 or 10 in., hair brown, moustache light, slight im- pediment in speech ; dress, light coat and vest, blue trousers, billycock hat, carried a carpenter's basket. Warrant issued. Information to Supt. Breary, Faversham. 31.— Mailing ( County).— For stealing 2 small boxes, containing money ; 1 purse ; and 1 silver scarf- pin— WILLIAM SHORTER, age 15, height about 5 ft. 5 in., slight build, complexion pale, hair very dark, eyes dark ; dress, dark jacket, white slop under, fustian vest, light cord trousers, black hard felt hat and heavy lace boots. A native of Yalding. Warrant issued. Information to Supt. Hulse, West Mailing. 32.— Folkestone ( Borough).— For fraudulently obtaining, 15th inst., 2 yards red- and white woollen plaid ; 2 yards black lining ; 10J yards black alpaca ; 16 yards black cashmere; 8 yards black merino; 2 yards black crape cloth ; 10 yards black striped stuff; 13£ yards white linen; 6 yards brown holland; 1 white woollen vest ; 10 yards blue and- white print; 10 yards pink- and- white ditto; 6 yards scarlet flan- nel ; 12 yards white calico ; 4 pairs stockings ; 1 pair socks ; 1 boy's brown mixture coat; 1 child's marone coloured frock ; 2 pairs boots ; 3 pairs shoes ; 5 hand- kerchiefs ; and a quantity of lining, tape, pins, < fcc.— A WOMAN, who gave the name of MRS. MARRIOTT, age about 42, medium height, very stout, hair ( turn- ing grey) dark ; dress, black bonnet, black frock, grey shawl with dark border. Husband supposed to be a master butcher in London. ( See Case No. 107.) Information to Supt. Taylor, Town Hall, Folkestone. KIRKCUDBRIGHTSHIRE. 33.— Kirkcudbright ( County).- For stealing a silver watch ( recovered), at Dairy, 9th ult.- GEORGE MUIR, age 35 to 40, height 5 ft. 9 in., slender build, FRIDAY, JUNE 29, 1888. T H E POLICE GAZETTE. 3 hair dark, whiskers and moustache nearly red, long thin face very red, eyes blue, small wart or lump on one eyelid ; dress, black cord cloth coat, dark tweed vest and trousers, black felt hat, new lorne boots. Frequently resides in small villages where there is no watchmaker, and travels in country districts ( parti- cularly amongst shepherds) cleaning clocks and watches. Carried a small black leather satchel, con- taining watchmaker's tools. A native of Wigtown- shire Information to the Chief Constable, Kirkcudbright. LANARKSHIRE. 34.— Glasgow ( City).— For stealing 2 gold watches, 5 silver ditto, and a gold albert chain— MURDOCH MUNRO URQUHART, age 47, height 5 ft. 9 or 10 in, complexion florid, hair ( cut short, bald in front) sandy, beard, whiskers, and moustache light; dress, brown overcoat, small check tweed suit, hard drab felt hat. Carried a portmanteau, an umbrella, and a six- chambered revolver. A native of Ross- shire. Ab- sconded 18th inst. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 35.— Church ( County).— For stealing a horse ( re- covered)- TWO MEN : 1st, age 28, height 5 ft. 8 in., complexion very dark, hair dark, no whiskers cr moustache; dress, brown tweed overcoat, dark cloth trousers ( old and dirty), old boots, and billycock hat. A groom or stableman. Likely to be found at livery stables. Lodges at common lodging- houses, and fre- quents low beerhouses.— 2nd, age 23, height 5 ft. 1 or 2 in., complexion and hair dark, small side whiskers ; dress, brown tweed coat and vest, with horseshoe- shape buttons, broad ribbed trousers, old boots, and brown billycock hat. Of gipsy appearance. Well known at livery stables in large towns by the name of 41 Little Jockey." Warrant issued. Information to Supt. Campbell, Church. 36.— Old Trafford ( County).— For burglary, 6th inst.— JOHN McMARROW, alias JOHN CAUGHTY and BRUMMY, age 22, height 5 ft. 2 in , complexion fresh, hair dark brown, eyes hazel, scars back of left hand, right wrist, left cheek, and right eyebrow, wart left thumb, boil mark top of back. Stated he was a watch jobber, and nativejjf London.
