REGULA 1 r AU announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THH EDITOE OF THE POLICE GAZETTE, GEEAT SCOTLAND YAED LONDON, S. W. ' 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the > POLICE GAZETTE, if they are sufficient to enable action, to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for • the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of I stolen property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. T I O N S. a Announcements of all persons to be apprehended or of stolen property bear a number, and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted * the POLICE GAZETTE, must, on their apprehension or recovery, at ot. ee transmit to the Ea* tut notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from tueh publication. 11. Announcements for the Friday issue should be forwarded to at to be recexrid not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one tide of the paper only, be in the usual form, arui accompanied by « covering letter. 12. All payments must be in advance, either at the office. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do BO. APPREHENSIONS SOUGHT, METROPOLITAN POLICE DISTRICT. 1.— C. O., C. I. D.— Woodcut portrait and de- scription of EDWARD GARROW WHITBY, whose apprehension is sought for forging and uttering the acceptances to bills of exchange— age 31 ( looks much older), height 5 ft. 7 or 8 in., complexion sallow, hair ( bald on top) very dark, streaked with grey, long, brushed back and turns up slightly over collar, moustache full, long, and black, chin and cheeks very black where shaved, long hairs on cheekbones, Wellington nose, slight scar on left side, large protruding eyes with watery pimples on upper lids, thin body, very thin legs, upright carriage; dress, black rough Chesterfield overcoat, brown corduroy vest of clerical cut, blue trousers - with black braid down sides, or grey trousers, high linen collar, tie in sailor's knot, with large bead pin or sap- phire ditto. Is known at Stafford and Whitby. Warrant issued. 2.— A Division.— For stealing £ 53, 9th inst.— ARCHIBALD WILLIAM STALKER, age 29, height 5 ft. 7 in., complexion ruddy, hair brown, eye3 hazel, running gunshot wound below right knee; dress, black coat and vest, tweed trousers, high hat, of military appearance. Served in the Bedfordshire Regiment. May be found at Bedford, or 4, Park- road, Hastings. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. 3.— C. O., 0. I. D.— JACOB NATHANIEL JONAS, Case No. 2, 6th April last. Warrant withdrawn. CITY OF LONDON. £ 20 REWARD. 4.— For obtaining, 5th ult., by a forged order, 5 gold watches ( one keyless lever, crystal glass, sunk seconds, jewelled in 10 holes, l- plate, chronometer balance, plain case, No- 44136; one keyless lever stop watch, crystal glass, centre seconds, jewelled in 10 holes, plate, chronometer balance, plain case, No. 45068 ; one gold keyless lever watch, crystal glass, chronograph, jewelled in 10 holes, l- plate, chronometer balance, plain case, " up and down " on dial, No. 1485 ; one key- less lever chronograph, jewelled in 12 holes, l- plate, chronometer balance, plain case, No- 53866; and one keyless lever, jewelled in 8 holes, J- plate, chronometer balance, plain case, No. 16936', all with maker " Sir John Bennett, 65 and 64, Cheapside, London," on domes and movements ; and 4 18- carat gold albert chains ( one double curb, weight 2 oz. 2 dwt. 10 grs., No. 11548 on metal ticket; one twist fetter and curb, - weight 2 oz. 1 dwt, 12 grs, No. 11*> 82 on metal label; one curb, weight 2 oz. 8 dwt. 18 grs., No. 11574 on metal label ; one trombone, weight 2 oz. 2 dwt. logrs , No. 11517 on metal label)— A MAN, age about 30, height 5 ft. 7 in., complexion dark, hair black, large dark moustache; dress, light drab tweed jacket ( small check pattern), black deer- stalker hat, and dark trousers. Appearance of a mechanic. Two other chains and a watch have been pledged by him in name of Edwin Mellor, Stan- ville- Eisenhardt Comic Opera Company; and Frank Turner, 6, St. George's- road, Southwark. Warrant issued. The above reward will be paid by Sir John Bennett, 64 and 65, Cheapside, E. C., for the apprehension and conviction of the thief or thieves and recovery of the property, or in proportion to the amount recovered. 5.— For obtaining £ 1,800 by fraud- YICTOR DE YEYSEY, alias COUNT YEYSEY, a Hungarian, age 35, height 5 ft. 7 in., complexion sallow, hair and mous- tache black, eyes very dark ; dresses well, and of gen- tlemanly appearance. Last known address, The Gros- venor Hotel, Buckingham Palace- road, S. W. Warrant issued. 6.— For stealing £ 10 gold, and a Banker's draft for £ 40 ( since cashed)— REUBEN PRIDE, age 16, height 5 ft. 2 in., complexion fair, hair light brown, eyes blue; dress, dark mixture suit, lace boots, dark brown billy- cock hat. Warrant issued. 7.— For stealing £ 75, and drafts for £ 2,000— FRAN- CIS WILLIAM LA THANGUE, bank clerk, age 22, height 5 ft. 6 in., complexion fresh, hair and eyes light brown; dress, blue serge double- breasted yachting jacket and vest, light grey striped trousers, and light brown felt hat. Warrant issued. 8.— For forgery on the Bank of England— THOMAS EDMUND BURKE, a clerk, age 34, height 5 ft. 6 in., complexion sallow, hair brown, moustache slight, eyes grey, bald patch over left ear, round face; dress, gent rally, black frock coat and high black hat, or black bowler ditto. BERKSHIRE. 9.— Maidenhead ( Borough).— For stealing from an hotel, 10th inst., a blue serge suit ( double- breasted jacket, with double row of bronze buttons, anchor thereon, " Smallpage " on tab); 1 black- and- grey check coat and trousers, buttons marked " G. Bernan, 40, Conduit- street, London"; 1 black coat and vest, black bone buttons ; 1 pair blue striped trousers, " Winterbottom, Leicester," on buttons; 1 pair patent leather button boots, with brown cloth tops ; 1 gold horseshoe pin set 11 pearls, and a gold heart in band pin— A MAN, supposed named " 11* 11," age 56, height 5 ft. 6 or 7 in., com- plexion sallow, hair, moustache and mutton- chop whiskers dark, wore spectacles ; dress, dark brown mixture dust coat, dark clothes, button boots ( much worn), and black felt hat with flat top. Stated he was a teacher of languages, and spoke French and German fluently. Information to Head Constable Taylor, Maidenhead. 10.— Windsor ( Borough)-— For stealing, 11th inst., 1 gold brooch, 1 pair gold earrings, 1 gold neck- chain, 1 gold cross pendant, 1 pair silver sugar tongs, 1 silver salt- spoon, and 1 pair silver solitaires BAKER, age 22 to 25, height about 5 ft. 6 or 7 in., moustache light, pockpitted ; dress, light fawn colour jacket, trou- sers and vest, deer- s'alker hat; carried a stick with very large head. Supposed to have left Windsor by 1 p. m. train 11th inst. His father is supposed to keep the " Lord Nelson" public- house, at Maida vale, London. Warrant issued. Information to Superintendent Hayes, Windsor. BRECONSHI RE. 11.— Brecon ( County,.— For deserting his three children, 23rd November, 1885- JAMES WILLIAMS, alias " JIMMY THE CLIMBER," age about 38, height 5 ft. 4 or 5 in., complexion sallow, hair dark brown, generally wears a moustache. A timber feller and sawyer ; native of Madley, Herefordshire. Warrant issued. 12.— Brecon ( County) — For burglary— DAVID JENKINS, alias DAI DOWLOD and DAVID JONES, age about 43, height 5 ft. 6J in., complexion sallow, hair dark brown, eyes blue, long thin face, 2 large scars on right buttock, blue scar right forearm, small blue mark and scar over right eye ; dress, brown coat, mole- skin trousers, black bowler hat. A native of Llan- fairclydogan, near Lampeter, Cardiganshire. Warrant issued. Information to Supt. Flye, Brecon. BUCKINGHAMSHIRE. 13.— Newport Pagnel ( County).— For stealing at Haversham, a drab- colour overcoat, lining torn inside right hand pocket— A TRAMP, age 35, height 5 ft. 6 in., complexion, hair, and moustache dark; dress, dark suit ( elbow of right coat sleeve torn), black hard felt hat. Information to Supt. Moore, Newport Pagnel. 14.— Steeple Claydon ( County).— For assaulting police, at Shabbington, 24th February last— GEORGE LIVELY, age 36, height 5 ft. 6 in., complexion dark, hair dark brown, whiskers and moustache dark, eyes hazel; dress, dark pilot coat, moloskin trousers ( dirty), plaid cap with two peaks. A native of Shabbington. Warrant issued. Information to Supt. Shepherd, Steeple Claydon, Winslow. CHESHIRE. 15.— Stockport ( Borough). — For stealing, 5th inst., about £ 36 gold and £ 7 silver- JAMES McBANE, alias CARLYLE, age 23, height £ ft. 5 in., complexion fresh, hair sandy, moustache slight, eyes blue ; dress, black morning coat and vest, light speckled trousers, stand- up collar, blue tie, black hard felt hat, carried a small cane, and wore one glove. Has been previously convicted at Salford and Southport, and is at present wanted by Manchester City Police for failing to report. 16.— Stockport ( Borough).— For obtaining by false pretences, 31st ult., a black cashmere dress, trimmed black striped cashmere and beads, pleated front, black lining, one strip of crape down each breast of bodice, dull black buttons, crape insertion collar— A WOMAN, age about 50, complexion fresh, hair dark ; dress, black skirt and clogs, wore a plaid shawl over her head. Supposed wanted at Oldham, Old Trafford, and other places. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DENBIGHSHIRE. 17.— Denbigh ( County).— For stealing registered letters at Ruthin— JOHN LOFTUS, late rural post- man, age about 25, height about 5 ft. 7 in., hair brown, whiskers and moustache slight, full face, very small eyes, stoops a little. A native of Ruthin, but of Irish parentage. Was seen in Liverpool last week. Warrant issued. Information to Supt. Vaughan, Denbigh, or to Inspector Jones, Ruthin. DEVONSHIRE. 18.— Exeter ( County).— For stealing, 25th ult., £ G, a purse, 2 gold sleeve links, 1 gold collar stud, 1 shirt stud, 1 pair lace boots, 1 pair trousers, 1 coat and vest, 1 silver Geneva hunting watch, initials " P. T. C. H." engraved on outer case- GEORGE THOMPSON, alia, FREDERICK WHITTAKER, age 20, height 5 ft. 4J in., complexion fair, hair and moustache ( slight) light, eyes grey ; dress, drab- and- grey check coat and vest, brown- and drab check trousers, lace boots, grey cloth cap with peak. A driver of the Royal Artillery; native of Bristol. Is also wanted for desertion ( see Case No. 140, 5th inst.). Information to the Deputy Chief Constable of Devon, Exeter. 19.— Barnstaple ( Borough).— For stealing a silver Geneva watch, No. 18825, and metal chain, 26th ult.— WILLIAM CURTICE, age 20, height 5 ft. 5 in, com- plexion fair, hair and eyes brown, nose disfigured, appa- rently from diseased bone ; dress, light plaid suit, black hard felt hat. A labourer; native of Torring- ton, Devon. Warrant issued. Information to Head Constable Songhurst, Barn- staple. DURHAM. 20.— Sunderland ( Borough).— For obtaining £ 6 by false pretences, 22nd ult.— DOMINIC CARDOSI, an Italian ( born in England), age about 21, height 5 ft. 3 or 4 in., complexion sallow, hair dark, long thin fea- tures, large nose, of Jewish appearance; dress, dark brown jacket and vest, grey striped trousers, black felt hat. A billiard- marker, and may seek employment at hotels, ifcc. Is fond of betting, associates with bet- ting- men, and frequents race meetings. Warrant issued. Information to Chief Conslable Huntley, Sunder- land. ESSEX. 21.— Wftham ( County).— For an aggravated assault upon a girl, 5th inst. GASKIN, a gipsy, age 19 or 20, height 5 ft. 6 or 7 in., very slight build, com- plexion swarthy, hair dark brown ; dress, long dark coat ( dirty and ragged), dark felt hat ( broken and much too large). Travels the country along with a woman, tall and slight, with red hair, driving a brown horse and van, " Gaskin " thereon, containing brushes, brooms, baskets, carpets, etc., with a dark cheBtnut colt about 2 years old behind, and a large mastiff dog. Warrant issued. Information to Supt. Allen, Witham. GLOUCESTERSHIRE. 22 — Cheltenham ( County).— For failing to report - Supervisee WILLIAM GARN, Office No. 26039, age 39, height 5 ft. 8 in., complexion fresh, hair dark brown, eyes blue, scars back of head and right wrist, bracelets, wrists, cross, cannons, balls, and globe, flag and crown, left arm, kedge and anchor back of left hand, rings second and third left fingers, eruption on face. Sentenced at Worcester, 15th October, 1887, to 7 years' penal servitude, and 7 years' police supervision for larceny. Information to Supt. McRae, Cheltenham. HAMPSHIRE. 23.— Winchester ( City).— For stealing, 4th inst., a black gelding pony, aged, 12 hands, " T" branded on near side of back, long mane and tail; a set of silver- mounted harness, " G. J. P." engraved thereon; and a village cart, stained light, blue cloth cushions, a black waterproof rug, and a driving whip - G. WILLIAMS ( supposed false), age about 26, height about 5 ft. 7 in., complexion dark, hair, whiskers ( small) and moustache very dark ; dress, black mourning suit, and high hat; wore a gold curb pattern chain and several rings on fingers, of gentle- manly appearance. Stated he came from Brighton, and appeared to know Chichester well. Information to Head Constable Morton, Winchester. HEREFORDSHIRE. 24.— Weobley ( County).— For stealing, at Yazar, 2nd inst.- 3 pairs of men's lace boots— TWO TRAMPS : 1st, age 30 to 40, height 5 ft. 6 or 7 in., complexion fair, hair and whiskers sandy ; dress, dark coat, brown cord trousers, black soft felt hat. 2nd, age 30 to 40, height about 6 ft., complexion, hair, and whiskers dark ; dress, dark coat, white slop, cord or moleskin trousers, black hard felt hat. Both carried a frail or basket. Information to Supt. Ovens, Weobley. KENT. 25.— Ashford ( County).— For stealing at Holm- stone Camp, Lydd, 9th inst., a dark tweed suit, a dark striped double- peak cap, and a pair of knee boots, stamped inside " H. J. Williams"— HARRY ALFRED SMITH, Private, Royal Munster Fusiliers, age 23, height 5 ft. 6£ in , complexion fresh, hair dark brown, eyes brown, scar front right shoulder, thin face, broad cheek- bones. Is also wanted for desertion. Information to Supt. Wenham, Ashford. 26.— Canterbury ( County). .— For assault— HENRY MILES, age 18 to 20, height 5 ft. 6 in., com plexion fresh, hair and moustache ( very slight) sandy ; dress, monkey jacket, cord or fustian trousers, blue- and- white stripe neckerchief, double peak cap. Supposed native of Herne- hill, Faversham. Warrant issued. Information to Supt. Wood, Canterbury. 27.— Mailing ( County).— For stealing 2 small boxes, containing money ; 1 purse ; and 1 silver searf- pin— WILLIAM SHORTER, age 15, height about 5 ft. 5 in., slight build, complexion pale, hair very dark, eyes dark ; dress, dark jacket, white slop under, fustiin vest, light cord trousers, black hard felt hat and heavy lace boots. A native of Yalding. Warrant issued. Information to Supt. Hulse, West Mailing. KIRKCUDBRIGHTSHIRE. 28.— Kirkcudbright ( County).— For stealiug a silver watch ( recovered), at Dairy, 9th ult.— GEORGE MUIR, age 35 to 40, height 5 ft. 9 in., slender build, hair dark, whiskers and moustache nearly red, long thin face very red, eyes blue, small wart or lump on one eyelid; dress, black cord cloth coat, dark tweed vest and trousers, black felt hat, new lorne boots. Frequently resides in small villages where there is no watchmaker, and travels in country districts ( parti- cularly amongst shepherds) cleaning clocks and watches. Carried a small black leather satchel, con- taining watchmaker's tools. A native of Wigtown- shire . Information to the Chief Constable, Kirkcudbright. LANCASHIRE. 29.— Bury ( County).— For failing to report, and stealing a man's coat and vest ( recovered), and one half sovereign, and a large drab woollen shawl, black- and- white striped border, with fringe ( not recovered)— Supervisee SARAH COLEMAN, alias MARY COLE- MAN and HARRIET FIELDEN, Office No. 35212, age 49, height 4 ft. 11 in., complexion sallow, hair brown, eyes grey, scar on right elbow, small blue spot back of third right finger. Sentenced at Preston, 19th Octo- ber, 1887, to 6 months' imprisonment and 2 years' police supervision for larceny. 8589. Information to Supt. Henderson, Bury. 30.— Ch urch ( County).— For stealing a horse ( re- covered)— TWO MEN : 1st, age 28, height 5 ft. 8 in., complexion very dark, hair dark, no whiskers or moustache; dress, brown tweed overcoat, dark cloth trousers ( old and dirty), old boots, and billycock hat. A groom or stableman. Likely to be found at livery stables. Lodges at common lodging- houses, and fre- quents low beerhouses.— 2nd, age 23, height 5 ft. 1 or 2 in., complexion and hair dark, small side whiskers ; dress, brown tweed coat and vest, with horseshoe- shape buttons, broad ribbed trousers, old boots, and brown billycock hat. Of gipsy appearance. Well known at livery stables in large towns by the name of " Little Jockey." Warrant issued. Information to Supt. Campbell, Church. 31.— Old Trafford ( County).— For burglary, 6th inst.— JOHN McMARROW, alias JOHN CAUGHTY and BRUMMY, age 22, height 5 ft. 2 in., complexion fresh, hair dark brown, eyes hazel, scars back of left hand, right wrist, left cheek, and right eyebrow, wart left thumb, boil mark top of back. Stated he was a watch jobber, and native of London. Was convicted at Birmingham, 7th September, 1883, for stealing boots, and sentenced to 3 months' imprisonment; also 29th May, 1885, for stealing bronze powder, and sentenced to 12 months' imprisonment and 2 years' police super- vision in name of JOHN CAUGHTY ; at Chester Ses- sions, for shopbreaking at Stockport, April, 1887, and sentenced to 12 months' imprisonment in name of JOHN McMARROW. Information to Supt. Bent, Old Trafford. 32.— Liverpool ( City).— For failing to report— SuperviseeCATBERINEMcMAHON. atazs WALKER, Office No 20,292, age 40, height 5 ft. i in., complexion sallow, hair brown, eyes dark grey, boil marks on back. Sentenced at Manchester, 20th April, 1881, to 18 months' hard labour and 7 years' police supervision for larceny ( person). 57352.— Supervisee JOSEPH BROWN, alias PRITCHARD, JACKSON, MUL- CASTER, and WILLIAM JOHNSON, Office No. 35,345, age 39, height 5 ft. 3 in., comploxion fresh, hair dark brown, eyes brown, large scar centre of forehead, scar bridge of nose, O ( faint) left side. Sentenced at FBIDAY, JUKE 22, 1888- THE POLICE GAZETTE. Manchester, 3rd November, 1877, to 10 years' penal servitude, and 3 years' police supervision for burglary. X. D. 499. 33— Liverpool [ City)-— For stealing, 24th ult., a diamond ring, five stones in half hoop, coronet set- ting, with eight rose diamonds, marked inside M 141, L 70, and a private mark ; and a half hoop diamond ring, set 5 stones, A. P. O. marked inside— A WOMAN, age 25 to 30, height 5 ft. 4 in., complexion pale, of lady- like appearance ; dress, black dolman, black dreBS, hat, and veil, and yellow kid gloves.
