Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserts, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted H the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editol notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the rfficer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded to as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Ihey must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that ith-< Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. BE DFORDJxHIRE. 2.— Luton ( Borough).— For indecently assaulting A BOY SEBASTIAN, alias HENRY CARSTAIRS BOYLE, age about 30, height 5 ft. 3J in., complexion sallow, hair dark, clean shaved. Was convicted at Hay in November, 1874, for felony, and at Dorchester in 1880. Holds religious services, and calls himself an ex- monk. Warrant issued. Information to Head Constable Jaquest, Luton. It is requested that enquiries be made at hotels, shipping offices, outward I ound ships, schools, colleges, < fcc., and any information received communicate to Supt. Hayes, Windsor, by whom the above reward will be paid for the apprehension and conviction of Stasicki and recovery of the property. BERKSHIRE. £ 5 5s. Supposed to have gone to Liverpool. Information to Supt. Hindley, Birkenhead. whose apprehension is sought for obtaining £ 200; an 18- carat gold English lever watch, large size, No. 15073," F. King, Windsor," inside; and a 9- carat gold albert chain, Hall- marked on every link, graduated curb pattern, by means of fictitious cheques — age 45 to 50, height 5 ft. 4 to 6 in., thick set, slightly grey, complexion, side whiskers ( cut short) and mous tache dark; dress, brown overcoat, soft black hat ( turned up all round). A teacher of foreign languages. Left Windsor 14th ult., accompanied by his wife, rather tall and thin, and his daughter about 7 years old. They stayed at the Hotel de Paris, Victoria Station, London, from 14th until the evening of Mon- day the 16th ult., and left there with two boxes, one portmanteau, and two or three handbags. Warrant issued. DENBIGHSHIHE. 5.— Denbigh ( County).— For misdemeanour—• JOHN TUDGE, a fitter, age 23, height 5 ft. 11 in., complexion pale, hair and moustache almost black, eyes hazel, oval face, square shoulders, smart appear- ance Has been in the army and in the Liverpool police force.— RICHARD DAVIS, a plumber, age 27, height 5 ft. 4 in., complexion, hair ( wavy), small side whiskers, and moustache dark, eyes grey, full round face, Roman nose. Both are much addicted to drink, and are supposed to be together. Warrant issued. Information to Supt. Vaughan, Denbigh. DORSETSHIRE. 6.— Wlmborne ( County).— For stealing 2 fowls, a quantity of eggs, a basket, and a ferret— CHARLES DONDING, age 30, height 5 ft. 4 or 5 in.^[ moustache slight, bow- legged) dress, long dark overcoat, brown hat A native of Burley, Hampshire.— JOHN PARRIS, age 33, height 5 ft. 8 or 9 in., complexion, hair, and moustache dark ; dress, old velveteen coat, breeches, and gaiters, or cord trousers. HEREFORDSHIRE. 9._ Weobley ( County).- For stealing at Clifford, 19th ult., I light plaid jacket and vest, brown bone buttons; 1 pepper- and salt mixture jacket and trou- sers ; 1 red striped cotton shirt; 1 pair grey ribbed cotton stockings ; and a large white muffler with blue spots- WILLIAM DAVIS, alias FAT BILLEY and PUNCH, a navvy, age 50, height 5 ft. 6 in , complexion swarthy, hair dark, clean shaved ; dress, dark jacket and vest, moleskin trousers, strong nailed boots, dark cap with psak. Ware ( County).— For committing wilful and malicious damage to the parish churches of Tewin, Welmyn, Ayot St. Peter, Sandridge, and Wheat- hampstead, between 15th and 29th ult., by cutting on the stonework thereof the names of " Lucy Grant, H. L. G., and H. L. Grant "— A WOMAN, age 35 to 40, height about 5 ft., complexion and hair ( plaited) dark, is a bad walker ; dress, long grey or brown tightfitting ulster, black soft felt hat, carried a black bag. Warrant issued. Information to Supt. Hilton, Ware, by whom the above reward will be paid for the apprehension and conviction of the above woman. KENT. 11.— Ashford ( County).— For stealing, 2lst ult., a black gelding, aged, 15 hands, white spot on fore- head, three white feet, broken knees, lump back of off- foreleg ; a set of black leather harness, brass mounted ; and a dark varnished dog- cart, wheels painted black picked out red, high driving box and iron foot rest, brcwn cushions, " Skinner, late Manser, Ashford," on wheel caps— LEWIS OSWALD MEYRICK, age about 19, height about 5 ft. 6 in., complexion fair, hair light brown, clean shaved ; dress, black diagonal coat and vest, dark tweed trousers, white shirt with coloured front and cuffs, light tie with horseshoe pin, button boots, " Rabbits" on loop, and high black hat, maker " Sims, Westminster- bridge- road." Bent, Old Trafford. 17.— Prescot ( County).— For larceny— MARTIN McGLOYNE, or McGLON E, age 33, height 5 ft. 75 in , complexion swarthy, hair dark brown, moustache ( heavy) dark, eyes blue, several scars on face, speaks with a strong Iribh accent; dress, tweed coat and vest, moleskin trousers, cap and clogs— all old. A native of Castlebar, Mayo. 18.— Prescot ( County).— For embezzling £ 4, 2nd iust.— JAMES HEALY, age about 50, height 5 ft 5 in., complexion dark, hair ( long) dark brown, eyes blue, clean shaved, stoops a little when walking; dress, greyish coat, black vest, white moleskin trousers, clogs, and hat. A j. ig driver; native of KeHs, West- meath. Is known in Lancashire and Yorkshire towns. Warrant issued. Information to Supt. Sentenced at Manchester, 13th June, 1883, to 5 years' penal servitude for larceny. Sentenced at Salford, 21st February, 1887, to 12 months' hard labour and 4 years' police supervision for housebreaking. 6697. WADE ( supposed false), age 40 to 45, height 5 ft. 8 or 9 in., complexion sallow, whiskers and moustache brown; dress, dark Chesterfield overcoat, black billycock hat. Wore a large gold albert guard, large seal with dark amber stone attached, and a large gold signet ring on left hand. Appearance of a commercial traveller. Stated he came from the firm of Messrs. Robinson and Wade, wholesale drapers, Commercial- street, Halifax. Warrant issued. Information to the Chief Constable, Town Hall, Rochdale. 22.— Salford ( Borough).— For failing to report- Supervisee WILLIAM PAGE, alias WM. ORAM, Office No. 34034, age 34, height 5 ft. in., complexion fresh, hair brown, eyes brown, scars over left eyebrow, upper left arm and right forearm ( burn). Sentenced at Manchester, 14tli October, 1886, to 12 months' hard labour and 1 year police supervision for receiving. Information to the Chief Constable, Town Hall, Salford. MONMOUTHSHIRE. 23.— Pontypool ( County).— For stealing £ 2 10s. at Blackwood, 29ih ult.— A MAN, age about 40, height 5 ft. 5 or 6 in,, complexion fresh, hair brown, mous- tache sandy, rough face ; dress, dark jacket with white specks, brown striped trousers, brown hard felt hat; carried a walking- stick with white bone handle. Stated he was employed by, the London and North- Western Railway Company to erect telegraph wires. Supposed identical with Richard Pritchard, convicted at Dor- chester in 1877 for larceny, and sentenced to 10 years' penal servitude. Warrant issued. Information to Supt. James, Pontypool. NORFOLK. 24.— Docking ( County).— For obtaining a silver verge watch by false pretences, at Castle Acre, 19th ult.— GEORGE FROST, alias CHARLES PEARCE, age 50, height 5 ft. 6 in., hair, whiskers, and mous- tache dark, round face; dress, dark velvoteen sleeve vest with drabbed sleeves, dark cord irousers, double- peak plaid cap. Supposed to be a tramping wheel- wright. Warrant issued. Information to Deputy Chief Constable Ward) Docking. 25.— Holt ( County).— For obtaining .£ 100 from the Post Office Savings Bank by means of a forged docu- ment— ALFRED JOHN CLARK, age 40, height 5 ft. 4 or 5 in., stiff build, complexion fresh, hair, beard, whis- kers, and moustache light brown, eyes ( full and watery) giey, scrofula scar or lump on one side of neck or jaw ; dress, black diagonal coat, black hard felt hat with flat top, respectable appearance. A native of Briningham, Norfolk. Absconded on the night of 30th ult., and took train from King's Lynn to Liverpool- street. May endeavour to go to America. Warrant issued. NORTHUMBERLAND. 26.— Newcast Ie- on- Tyne ( City).— Tor larceny — JAMES MYERS, age about 35, height 5 ft. 9 or 10 in , stout build, complexion fair, hair, side- whiskers and moustache brown, eyes blue, very red face, little finger contracted. Has served in the North Riding Constabulary, and in the South Shields Borough Police. Was lately employed as manager in a spirit bar. Absconded 22nd ult., and was last heard of at Warrington. A native of Borrowby, Yorkshire. Warrant issued. 27.— Newcastle- on- Tyne ( City).— Forembezzle- ment- EDWARD HARKINS, age 32, height 5 ft. 8 in., complexion fresh, hair and moustache brown, eyes blue; dress, grey mixture tweed jacket and vest, brown check tweed trousers, hard felt hat. Served in the 72nd Regiment and in the Royal Irish Constabu- lary, and was stationed at Collingston, Westmeath. Was employed as porter at the Great Northern Rail- way Station, Dublin, and recently as canvasser for Messrs. Bradbury and Co. sewing machine manufactu- rers. A native of Bothergate, near Carlisle.
