W. 2. _ Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE CXAZETTE, if they are sufficient to enable action to be taken upon them by anotherforce. 6. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable - the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for • the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. T I O N S. EL Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted dl the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Edito notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morninf. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque- crossed " Drummond <} Co.," Post Office Order payable at Charing Cross, Pottal Order, or ui Stamps. 13. Advertisementr are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. ( C). ( d). NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as foUows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver np its own subjects to the other Government, but can not be considered bound to do BO. APPREHENSIONS SOUGHT. MURDER. J.— P DIVISION.— Woodcut portrait and description of CLARENCE HENRY LONGMAN, whose apprehension is sought for the wilful murder of a male child on or about 22nd ult.— age 18, height 5 ft. 2 in., complexion swarthy, hair ( worn on forehead) dark brown ( when oiled presents the appearance of being black), eyes ( full) very dark hazel, very thick black eyebrows, thin face, narrow chin, nose well formed, small feet, mole left side of breast, two large scars back of head ( one extending to the left and one at the ex- treme back), walks with a swinging gait, and carries his hands in his pockets; dress, short blue serge jacket with black bone buttons, green or black cloth vest, grey mixture trou- sers, spotted silk tie, turn- down collar, high- heeled patent boots, black hard felt hat, which he wears on one side, May be found in the company of prostitutes. METROPOLITAN POLICE DISTRICT. 2.— T DIVISION.— Woodcut portrait and description of WILLIAM ALBERT REYNOR, whose apprehension is sought for the attempted murder of Mary Smith by shooting her with a revolver at 33, Bramber- road, Eulham, on 12th inst.— age 25, height 5 ft, 2 in., complexion sallow, hair very dark brown, moustache ( slight) fair, large red scar on bridge of nose, and scar under hair on right side above forehead, round- shouldered; dress, dark jacket, grey trousers, peak cap. Speaks with an American accent; walks w ith long quick steps. A plumber and painter. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 3.— For obtaining mrney by false pretences— ARTHUR GORDON, commission agent, late of 11, Queen Victoria- street , E. C , and 2, Ro3fc Cottages, Lime- grove, Hackney, age 35, height 5 ft. 5 in., complexion fresh, hair ( slightly bald), whiskers, and moustache light boown, full face; dress, reddish brown overcoat, grey suit, felt hat, usually carries a black walking stick, silver mounted. In 1886 he kept the " King's Head " at Rochford. Has friends at Derby and Nottingham, where he is supposed to be now staying. Warrant isiued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BERKSHIRE. £ 3 3s. REWARD. 4.— Windsor [ Borough).— Woodcut portrait and description of FERN AND DE SYDOROK STASICKI whose apprehension is sought for passing fictitious cheques and obtaining an 18- carat gold English lever watch, largesize, No. 15073," F. King, Windsor," inside; and a 9- carat gold albert chain, Hall- marked on every link, graduated curb pattern— age about 45, height about 5 ft. 4 in., thick set, slightly grey, complexion, side whiskers ( cut short) and moustache dark; dress brown overcoat, soft black hat ( turned up all round). A teacher of foreign languages. Left Windsor 14th inst., accompanied by his wife, rather tall and thin, and his daughter about 7 years old. They stayed at the Hotel de Paris, Victoria Station, London, from 14th until the evening of Monday the 16th inst., and left in a cab with a quantity of luggage, stating they were going into the Midland counties. Warrant issued. It is requested that enquiries be made at pawn- brokers for the watch and chain, and at colleges and schools for the apprehension of Stasicki. Information to Supt. Hayes, Windsor, by whom the above reward will be paid for the apprehension and conviction of Stasicki and recovery of the property. CHESHIRE. 5.— Stockport ( Borough).— For violent assault— JOHN CAVANNAGH, a factory operative, ago about 18, height 5 ft. 2 in., hair and eyes dark brown, narrow features ; dress, short dark jacket, cord trousers, black hard felt hat, and clogs. Warrant issued. 6.— Stockport ( Borough).— For stealing, 24th inst., a metal chronograph stop watch ( stop catch filed off)— THOMAS MORRIS, age 18, height 5 ft., com- plexion fair, hair dark brown, eyes brown ; dress, brown jacket, dark trousers and vest, American slouch cap. May be found employed about boats on the canal between Stockport and Runcorn. Has been previously convicted at Winsford. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. GLOUCESTERSHIRE. 7.— Cheltenham ( County).— For stealing £ 3 9s. — ALICE WHEELER alias MUSTOE, a gipsy, age 18, height 5 ft. 7^ in., complexion sallow, hair dark, eyes brown ; dress, red- and- white plaid thawl, velvet dress, white apron trimmed red braid, black hat.— COM- FORT STEPHENS, age 21, height 5 ft. 2J in., com- plexion sallow, hair dark, eyes hazel; dress, black hat and jacket, dark brown dress. Information to Supt. McRae, Cheltenham. 8.— North leach ( County).— For cruelly illtreat- ing a horse- EDMUND COTTINGHAM, late of Cheltenham, age 35 to 40, height 5 ft. 7 or 8 in., com- plexion pale, hair, moustache ( slight), and eyes dark ; dress, dark coat and vest, brown tight- fitting trousers, and hard felt hat ; of shabby appearance. A low horse- dealer. Frequents horse fairs and sales. Is well known in Birmingham, Bromsgrove, Smethwick, and Bristol. Warrant issued. Information to Supt. Basson, Northleach. HAMPSHIRE. £ 1 REWARD. 9.— Kingsclere ( County).— For deserting his wife and family— ARTHUR FRANKUM, a coach- builder or carpenter, age 27, height 5 ft. 5 or 6 in., hair, whiskers, and moustache sandy ( may have shaved). Supposed to be in the neighbourhood of Reading or Caversham. The above reward will be paid by J. Barnes, Esq., clerk to the Guardians of Kingsclere Union, for the apprehension and conviction of Frankum. Warrant issued. Information to Supt. Waters, Kingsclere. KENT. 10.— Ashford ( County).— For stealing, 2lst inst.,. a black gelding, aged, 15 hands, white spot on fore- head, three white feet, broken knees, lump back of cff- foreleg ; a set of black leather harness, brass mounted ; and a dark varnished dog- cart, wheels painted black picked out red, high driving box and iron foot rest, brewn cushions, " Skinner, late Manser, Ashford," on wheel caps— LEWIS OSWALD MEYRICK, age about 19, height about 5 ft. 6 in., complexion fair, hair light brown, clean shaved ; dress, black diagonal coat and vest, dark tweed trousers, white shirt with coloured front and cuffs, light tie with horseshoe pin, button boots, " Rabbits" on loop, and high black hat, maker " Sims, Westminster- bridge- road." Warrant issued. Information to Supt. Wenham, Ashford. £ 100 REWARD. 11.— Deal ( Borough).— Woodcut portrait and de- scription of WILLIAM CARTERFIELD, late mana- ger to the Trading Bank, Deal, whose apprehension is sought for embezzling £ 1,200— age 40, height 5 ft. 8j in., complexion sallow, hair, beard, whiskers, and moustache dark, high round- shouldered, hangs his head forward, and will not look up when talking ;. dress, dark brown overcoat, black morning coat, dark check trousers, high silk hat. Left Deal about 11 a. m., 1st inst, carrying a black brief bag, and was traced to Dover, whence it is supposed he left by the 5.30 p. m. train for London. His father and sister reside at Exeter. May endeavour to leave the country. Warrant issued. The above reward will be paid by D. M. Hills, Esq., and A. E. Ralph, Esq., bank directors, Deal, for the apprehension and conviction of Carterfield. Information to Head Constable Capps, Deal. 12.— Folkestone ( Borough). — For obtaining £ 2 15s. by means of a fictitious cheque on the Capital and County Bank, Ramsgate— A MAN, who repre- sented himself as R. Glover and Co., Bridge House Chambers, Bridge- street, London, E. C. ( false), age 30 to 35, height 5 ft. 5 or 6 in., beard, whiskers, and mous- tache dark, nervous tremor of the hands ; dress, black overcoat, black frock coat, sometimes wears a high hat and at other times a yachting cap, has a habit of twist- ing his watch chain when talking. Was accompanied by his wife, age about 30, height 5 ft. 6 in., complexion fresh, hair red, pregnant; and a daughter, age about 11, hair red. Had with them one large and one small light- coloured tin boxes, a black hand bsg, and a Russia leather bag about 9 in. long, 4 in. wide, and 6 in. deep, with Old English letters, " E. J. F." thereon. Stated he was about to publish a visitors' guide, and obtained several sums of money for advertisements therein. Has circulars and receipt forms relating thereto in his possession. Warrant issued. 13.— Folkestone ( Borough).— For neglecting to T H E POLICE GAZETTE. I> maintain his children — WILLIAM MUNN, alias WALTER CHARLES SCIENS, a music teacher, age 34, height 5 ft. 10 in., complexion pale, hair, whiskers and moustache dark brown, eyes grey. In 1883 he was living at Lewisham, and afterwards in some other part of London. Supposed convicted of • agrancy at Lambeth Police Court about three weeks since. Warrant issued. 14.— Folkestone ( Borough).— For neglecting to maintain his wife and children— EDWARD PEAR- SON TRIBE, age about 40, height 5 ft. 11 in., com- plexion fair, hair brown, eyes blue, lost one front tooth, " W." and two other marks tattooed on arm. Is known by the names of Smith and " Liverpool Ned " at Hull, Birmingham, and Liverpool, from which port be sailed as steward on passenger boats. Warrant issued. Information to Supt. Taylor, Folkestone. LANCASHIRE. 15.— Bolton ( County).— For stealing, at Kersley, 10th inst., 1 black worsted ccat, four buttons down front, and two on both wrists, pockets behind, left breast and ticket ditto ; 1 ccat to fit a boy of 16 or 17, with only one button on front; 2 pairs fancy figured clogs ( one nearly new), two holes on each side, and two in tongue, nailed half way round with brass nails ; and a woman's linen apron— ROBERT HOLT, age 34, height 5 ft. 3J in., complexion fair, hair light brown, eyes grey, long face, defective speech, mole on ribs, scar front of left ear and on head, blue spot left forearm. A labourer ; native of Bristol. Has been associating with the Salvation Army at Farnworth, and will most likely be found at their headquarters in some other town. Information to Supt. Eatough, Bolton. 16.— Bury ( County).— For obtaining money by false pretences, by collecting rents, stating he had been sent by the landlord— A MAN, age 20, height 5 ft. 5 or € in., complexion fresh, hair light brown, full face, good looking ; dress, black worsted suit ( much worn), white collar and tie, lace boots, hard felt hat. Information to Supt Henderson, Bury. 17.— Old Trafford ( County).— For larceny ( per- son) and assault— THOMAS GLYNN, age 26, height 5 ft. 4 in,, complexion fresh, hair and moustache dark brown ; dress, dark brown overcoat, black felt hat. Is well known amongst horse- dealers. Supposed gone to Liverpool. 18.— Old Trafford ( County).— For obtaining £ 2 by means of a trick— A MAN, age about 25, height 5 ft. 6 or 7 in., complexion and hair ( cut short) dark, prominent dirty teeth, very full under eyes ; dress, black coat, corduroy trousers. This man called at a house and asked for change for two sovereigns, stating it was for the lady next door, on receipt of which he said he would go and bring the t vo sovereigns, but has not since been heard of. 19.— Old Trafford ( County).— For stealing, 12th inst., 2 plain silver bracelets ; 2 lady's gold rings ( one set emerald, one pearls and blue stones) ; 1 small silver brooch ; 1 pair crystal earrings, set in gold ; 1 lady's brown fur cape, " Mrs. Hill" stitched on tab— MARY ELLEN HOLDEN, age about 15, complexion dark, hair cut short and fastened behind with a tortoise- shell slide, birthmark on left side of face; dress, long black jacket with feather trimming, black straw hat; carried a black muff. Stated she had been in service with a Mr3. Nott, of Sale. Information to Supt. Bent, Old Trafford. £ 20 REWARD. 20.— Manchester ( City).— Woodcut portrait and description of WALTER MANTEL DANIELL, a and when last seen was wearing an Inverness coat and cape ( occasionally wears a blue Melton overcoat), and a gold snake ring on finger. Absconded 6th ult. May be found in the company of betting men, as he is very fond of horse- racing, and frequents public- houses and other places where betting men congregate, or he may endeavour to emigrate. The above reward will be paid by Messrs. John Gough and Co., Furniture Manufacturers, 6, Oldham- road, Manchester, for the apprehension and conviction of Darnell, Warrant issued. It is requested that enquiry be made at hotels, bet- ting clubs, lodging- houses, & c., and any information immediately forwarded to the Chief Constable, Town Hall, Manchester. 21.— Manchester ( City).— For embezzlement— CHARLES HANNEX, age 28, height 5 ft. 8* in., complexion fair, hair and eyes brown, moustache slight, walks with a spring gait. Travels the Northern counties canvassing for E. B. Wood's Textile and Engineers' Diaries, and carries a brown leather case containing a copy. Will call on manufacturers of textile fabrics. Warrant issued. Not to be apprehended out of the United Kingdom. Information to the Chief Constable, Town Hall, Manchester. 22.— Accrington ( Borough).— For stealing, 15th inst., a shirt ( recovered)— JOHN SMITH, alias DOR- SET JACK, a navvy, age about 45, height 5 ft. 9 or 10 in, complexion fresh, hair dark brown, strong build, crooked nose, prominent ears, strong deep voice, sways from side to side when walking as if thigh joints were stiff; dress, dark jacket, cord trousers, and cap. Is well known to navvies throughout the country. Information to Supt. Beattie, Accrington. traveller for a firm of furniture manufacturers, whose apprehension is sought for embezzling £ 800— age 28, height 5 ft. 8 in., complexion fair, hair and moustache ( slight) light, prominent upper lip, large front teeth in upper jaw, smart appearance; dressed respectably, links, twisted, with silver tassel at end, one long and short links with key attached); 1 very old gold brooch with glass for hair, pin broken off; 1 9 carat gold ring, set cluster of small stones; 1 plush purse ( new), containing 12s. 4d — TWO MEN : 1st, age 19, height about 5 ft. 2 in., complexion fair, hair light; dress, dark clothes, hard felt hat— 2nd, age about 21, height 5 ft. 4 or 5 in , complexion and hair dark ; dress, dark clothes, hard felt hat. Supposed natives of London. Information to Supt. Smith, Battle. 28.— Hastings ( Borough). — For stealing from hotels, 13th inst., a lady's gold open- face watch, crystal glass, enamelled back, maker " Whistler, Strand," No. 96118, gold princess chain attached, with small gold pencil- case and sovereign pendant; an open- face gold Geneva watch, engraved back, no glass ; 1 old crown piece of Charles II. set as a brooch ; 1 gold enamel brooch, pearl centre ; 1 lava medallion ditto; 1 silver monogram ditto, " G. E. C."— A MAN, age about 25, height 5 ft. 5 in., hair and moustache dark, no whiskers ; dress, blue Melton overcoat, light check trousers, high black hat. Spoke with a slight foreign accent. Information to Chief Constable Glenister, Hastings. PERTHSHIRE. 23.— Perth ( County).— For subornation of perjury, committed between 24th January and 21st February last— THOMAS WINTON, lately sergeant in Perth City Police, age 30, height 6 ft., complexion ruddy, hair black, moustache ( slight) dark, long face, walks with a swinging gait; dress, brown heather- mixture tweed suit, black hard felt hat. A mason ; native of Dunning. Warrant issued. Information to the Chief Constable, County Police, Perth. SOMERSETSHIRE. 24.— Flax Bourton ( County).— For malicious in- jury to property— TWO NAVVIES : 1st, — HARE, alias BROWN and PINCHER, age about 24, height 5 ft. 5 or 6 in., stout build, complexion fair, hair ( cut short) light brown, clean shaved, short thick neck, broad features, large nose, round- shouldered, effeminate voice; dress, dark mixture tweed coat, moleskin trousers and vest, heavy lace boots, dark jockey cap with tassel on top— 2nd, FRED WEBB, alias WHITE and DAVIS, age 30 to 34, height about 5 ft. 8 in., com plexion pale, hair light, moustache brown, thin features, flat chin ; dress, pilot jacket, cord trousers and vest, heavy lace boots, brown cap with peak. May be found at public works. Warrant issued. Information to Supt. Drewett, Flax Bourton. STAFFORDSHIRE. 25.— Stafford ( County).— For stealing an overcoat ( recovered), 31st ult.— A MAN, age about 40, height about 5 ft. 9 in , complexion ruddy, hair, beard, whis- kers, and moustache sandy, eyes hazel, good features ; dress, dust overcoat, light jacket, brown mixture trou- sers ( patched on seat), lace boots, black hard felt hat. A hawker of music, which he carries in Hack Ameri- can oil- cloth. Information to Deputy Chief Constable Oswell, Staflord. SUFFOLK. 26.— Bury St. Edmunds ( County).— For de- serting his wife and family, leaving them chargeable to the Incorporation of Bury St. Edmunds— JOHN ADAMS, a tailor, age 47, height about 5 ft. 6 in., slight build, complexion pale, hair, whiskers, beard ( turning grey) dark, eyes dark grey, long dark eye- brows, hollow cheeks, wart size of a pea behind one ear, brown birthmark shape of a hand on right temple; dress, dark overcoat ( much worn), black diagonal coat, black- and- grey check trousers, imitation sealskin vest, grey worsted wrapper. Has worked at Woolwich, Brentwood, Braintree, Gravesend, and Ipswich. Talked about going to Scotland. Warrant issued. Information to Supt. Clarke, Bury St. Edmunds. WILTSHIRE. 29.— Hindon ( County). — For stealing £ 3 15s. and obtaining food and lodgings by false pretences— — SUMMERS ( supposed fa'se), age27. to 30, height 5 ft. 5 or 6 in., complexion fresh, hair dark brown, mous- tache ( slight) dark, eyes ( full) grey, heavy eyebrows, full features ; dress, light brown overcoat, dark jacket black vest, plaid trousers, lice boots, black felt hat, of respectable appearance and good address. Carried a walking stick with ivory or bone handle. Stated he was in the employ of the Ordnance Survey, and that his men, for whom he took lodgings, would soon arrive wi'h his boxes. SUSSEX ( EAST.) 27.— Battle ( County).— For housebreaking at Tice- hurst, 11th inst., and stealing— A lady's silver Geneva watch, No. 20933 ; 2 silver albert chains ( one very small WORCESTERSHIRE 30.— Great Witley ( County).— For obtaining a mare by false pretences- ISAAC GRANGER, alias LEWIS FOSTER, age 30 to 35, height 5 ft. 9 or 10 in., complexion dark, hair dark brown, short stubby moustache, eyes brown, smart soldierly appearance; dress, dark blue jacket suit ( trousers torn at knees), side- spring boots, double peak plaid cap, wears a brass ring on finger. A native of Bradley, near Bilston, Staffordshire. Served in the Royal Artillery, from which he may now be a deserter. His modus operandi is to call upon persons who own horses, stating he has a load of furniture on the road, but that his own horse has met with an accident, and is thereby unable to proceed to the end of his journey, which he states is about 9 miles distance. On the strength of this statement, and that lie will pay a sovereign on his return, he obtains possession of a horse, but immediately disposes of it. Warrant issued. Information to Supt. Pugh, Great Widey. States she is a native of Glasgow, but has been in America for 7 years. Was accompanied by a girl about 8 years of age. Her modus operandi was to represent that she was in search of her sister and brother- in- law named Stewart, an engineer, and when she obtained access to a house, asked to be allowed to stay a few days ; stating that her husband was a sea captain, and that he had a publichouse left him in some neighbouring town, and that he would join her in a few days. She stayed a few days, and then went out on some pretence, promising to return, but failed to do so.
