All announcements for insertion in the POLICE GAZETTE, and all e- mmunications upon them, thou'd be addressed to THE EDITOB OF THE POLICE GAZETTE, GREAT SCOTLAND YARD. LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought wi'l be inserted in one issue > f the POLICE GAZETTE, if they are sufficient to enable a- Hon to be taken upon thetn by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified 4. In all cases where a reward is offered the r. ame and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought fir serious offences, and engravings of etoen property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of 71. 6d per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in foree against him, the requisition must be signed by the chief officer of police, or his immedia'e deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not lets rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property Itar a number, arid art alphabetically arranged by counties. 8. The force which causes particulars concerning delinquents or stolen property to be inserted it the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editoi notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the tfficer signing the request for insertion of any announcement, will be wholly responsible for ant/ proceeding » which may result from Such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning, Jhey must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond f Co.," lost Office Order payable at Charing Cross, PoM Order, or in Stamps. 13. Adtertisements are accepted for the POLICE GAZETTB through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— A Division.— For conspiring with James Price, alias Brroks, sentenced to 5 years' penal servi- tude for committing stockbroking frauds < Case No 101, 16* A ult.)— JOSEPH SNOWDEN, age 40, height 5 ft. 7 in., complexion, hair ( bushy), whiskers, and eyes dark, stoops slightly ; dress, dust coat and felt hat. Last known address, 162, Farringdon- road, London. Warrant issued. 2.— C Division.— Engraving and description of WILLIAM FERRY, alias ELLIS, whose apprehension is sought for fraud, age about 34, height 5 ft. 6 or 7 in., com- plexion, hair, and moustache dark; of gentlemanly ap- pearance. This man is at present com- mitting frauds on dressmakers and others by representing himself as agent for Messrs. E. Butterick and Co., 171,173, 175, and 177, Regent street, and has obtained subscriptions in advance for an illustrated paper of fashion costumes, < fcc., called " The Delineator," published by the above firm, who have not authorised this man to act for them. Is also wanted at Hull and other places. 3. — N Division.— For stealing horses ( Cases No. 76, 13th inst)— THREE MEN : 1st, age about 22, height 5 ft. 6 in., complexion fair, hair and moustache ( very slight) light ; dress, light mixture tight fitting suit, brown hard felt hat.— 2nd, age 25, height 5 ft. 8 in., complexion, hair, moustache, and slight side whiskers dark, round face; dress, black cut away coat, light mixture tweed trousers and vest, black hard felt hat.— 3rd, ag9 30, height 5 ft. 4 in, stout build, complexion and hair dark, whiskers shaved dress, light mixture tweed tight- fitting suit, black hard felt hat. Appearance of respectable horse copers 4.— T Division.— Woodcut engraving and de- scription of DONALD CAMPBELL CLARK, photo graphic engraver and operator, late of 70, Paxton- road, Chiswick, whose apprehension is sought for stealing, be- tween 1st August and 24th ult., photographic apparatus : — 1 Darl- meyer rapid rectilinear M lens, 15 in. by 12 in. ; 1 ™ do., 13 in. by 11 in.; 1 do, wide angle lime size ; 1 do, in. by 6^ in.; 1 do. rapid rectili- near, 10 in. by 8 in., No. 36203 ; 1 French portrait lens ; 1 Ross landscape lens, 12 in. by 10 in.; 1 Darlmeyer triplet, 12 in. by 10 in.; 1 bellows camera, complete with dark slide and focussing screen and 2 lenses; 1 double stereoscope camcra, complete with dark slide and focussing screen and 2 lenses— complexion, hair, beard, whiskers and moustache dark; round- shouldered ; dress, light woollen jacket, trousers, and vest ( worn), brown Tam- Shanter hat. 5.— V Division.— For bigamy - GEORGE SOMERS BELLAMY, age 44, height 5 ft. 5 in., com- plexion dark, hair ( long) and moustache dark brown, eyes blue ; dress, black serge suit, long dark ulster with cape, black cloth high hat. Carries a shawl. Mother resides at 37, Asbcburch Park- villas, Starch- green ; has brother a merchant at Manchester, A native of London. Warnlfitf issued. ^ 6.— W Division.— Fo/ bbtaining £ 90 by means of fi titious cheques on Alliance Bank, Streatham— HENRY GEORGE MITCHELL, alias H. G. HER- BERT, MAXWELL, O. SCOTT, TALBOT, GREAME, SCOTT and CO., and W. G. THESIGER, a banker's clerk, age 20 ( looks older), height 5 ft. lOorllin., slight build, complexicn sallow, hair, moustache ( slight) and eyes dark, long neck, pointed nose ; dress, dark coat and trousers, fawn- colour hard felt hat or black high hat. ( See Case No. 26.) Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 7- For felony— THOMAS W. FRANKHAM, a stockbroker's clerk, late of 2, Cleveland- road, Kings- land, age 28 to 30, height 5 ft. 8 in., complexion, hair and moustache ( heavy) dark; dressed respectably. Absconded 6th inst. BEDFORDSHIRE. 8.— Sharnbrook ( County).— For stealing poultry ( recovered), 31st ult.— ALFRED SIMONS, age 23, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, eyes dark, a bad walker ; dress, dark mixture suit ( horseshoe pattern buttons on coat and vest, legs of trousers rather tight), white neckerchief, black felt hat; appearance of a horse- dealer. Has travelled with droves for Mr. Wooley, horse- dealer, Raunds.— GEORGE DAYTON, age 22, height 5 ft. 7 or 8 in., complexion fair, hair and whiskers ( slight) light brown, eyes hazel, club footed and turns his toes in when walking ; dress, pepper- and- salt mixture coat, black trousers, double- peak cap. A native of Riseley, Bedfordshire. Warrant issued. Information to Supt. Quenby, Sharnbrook. BERKSHIRE. £ 5 EEWABD, 9.— Wokingham ( County). — Escaped from Broadmoor Criminal Lunatic Asylum, 23rd inst.— JAMES KELLY, an upholsterer, age 27, height 5 ft. 7 in., spare build, complexion dark olive, thin pale face, hair black, moustache and eyes dark; clothing marked " Broadmoor." Is intelligent and converses rationally. Mother- in- law resides at 21, Cottage- lane, City- road, London, and an intimate friend at 31, 2 T H E POLICE GAZETTE. FRIDAY, JANUARY 27, lb88. Clarendon- square, St. Par. cras. Is wtll known at Liverpool. A native of London. The above reward will be paid by Dr. Nicholson, Broadmoor Asylum for his apprehension. Information to Supt. CARNARVONSHIRE. 10.— Llandudno ( County). — For stealing old mgtal ( recovered) - DANIEL WILLIAMS, age about 30, height 5 ft. 6 in., complexion fresh, hair light, whiskers and moustache sandy ( may now be clean shaved), eyes blue ; dress, brown cloth coat, corduroy trousers, soft felt hat. A native of Sedgley, near Bilston, where bis father reside?. Warrant issued. Information to Supt. Williams, Conway. CHESHIRE. 11, Stockport ( Borough).— For stealing, 23rd ult, A hand sewing machine," black wheel, box cover, with brass handles, " Duke of Wellington's " head on frame, No. 112461 ; 31st ult., a hand sewing machine, bright wheel, box cover, with brass handtes, No. 120834- GEORGE FREDERICK SAVILLE, alias SALTER, GEORGE SALTER, and FREDERICK JACKSON, a bookbinder or canvasser, age 36, height 5ft. 8$ in., stout build, complexion fresh, large nose, lower part of face prominent, hair light brown, moustache light, strong voice, very erect and takes long strides when walking ; dress, black Melton over- coat or grey mackintosh, brown tweed suit, black hard felt hat or double- peaked cap, blue tie with white spots, button boots. Has been travelling for Bradbury Sewing Machine firm of this borough, and was last seen on 7th inst. Served 5 years in the Kingston ( Canada) Militia ; was a member of the Stafford Police until May, 1878, and an attendant at the Warwick County Lunatic Asylum. Supposed to have been convicted at Nottingham, Dudley, Manchester, and other places. Is well known to police at Nottingham, Birmingham, Leamington, Greenwich, ar. d South Coast. His wife is a native of Stafford, but does not reside with him. A native of Greenwich. Warrant issued. Not to be arrested out of the United Kingdom. CUMBERLAND. 12.— Cockermouth ( County).— For failing to re- port- License Holder HENRY McGARRY, alias KINNISH, Office No. 34530, age 43, height 5 ft. 7 in., complexion fair, hair light brown, eye3 grey, scars right eyebrow, bridge of nose, right thumb, and left forefinger, H. M. right wrist, tree front of right fore- arm. Sentenced at Carlisle, 3rd July, 1883, to 5 years' penal servitude and 5 years' police supervision for felony. Licensed 12th January, 1888. J 706. Information to Supt. Taylor, Cockermouth. DORSETSHIRE. 18.— Dorchester ( Borough). — For obtaining money by false pretences, 14th inst.— GEORGE RIDING, alias KERSELAKE, age about 28, height 5 ft. 7 or 8 in., complexion fair, hair light, moustache very slight, small side whiskers, bridge of nose rises up to point in centre as if it had been broken, lisps slightly, generally has his hands in his pockets when walking, and turns his toes in, large scar inside right leg, scar on wrist and left hand, very thick lower lip; dress, rather shabby blue serge suit, turn down collar, black tie, button boots, brown leather gloves with fur tops, black bowler hat; may be wearing a light dust over- coat with spotted bone buttons, and carrying a lance- wood walking- stick with t egro's head for handle, with red lips and eyes. Stated be was Second Officer of the P. and O. steam ship '' Bc'ndigo." This man stays at public- houses ar. d coffee taverns for a few days, and when he thinks payment is required makes some slight excuse to leave, and does not return. Speaks French and German a little. Supposed to have served in the Royal Navy, and to have been injured in a torpedo accident. Warrant issued. Information to Head Constable Coward, Dor- chester. HAMPSHIRE. 14.— Aldershot ( County).— For stealing hay ( Case No. 16, 13thinst.)— Two men : 1st, WALTER FRANK- HUM, a gipsy, Bgj 31, height about 5 ft. 5 in., com- plexion fresh, hair brown ; dress, dark coat ( much worn) and dirty cord trousers. Is accompanied by a woman named SMITH, age 30, height about 5 ft. 1 in., eomplexion and hair very dark, and 3 children. Had with them a black mare pony and a drab colour cart, wheels painted red— 2nd, FREDERICK FRANK- HUM, a gipsy, age 28, hair dark brown, whiskers and moustachc dark, chin shaved ; drew, dark coat, dirty oord troupers, black hard felt hat ( nearly new). Is accompanied by a woman, very short, complexion very dark, and 2 children. Had with them a che% nut horse with white face and. a drab colour van, wheels painted red, " W. Fullick, Bramsdean, Hants," painted thereon. Warrant issued. Information to Supt. Brinson, Aldershot. 16.— Bitterne ( County).— For indecent as- sault at Chilworth— Rev. WILLIAM GILMOUR MINOR, age about 40, height 6 ft. 6 or 7 in., rather stout build, complexion, hair, whiskers, beard ( heavy), and moustache dark, high forehead, addicted to drink ; dressed as a clergyman, but very shabby. Well known at Portsmouth. Warrant issued. Information to Inspector Adams, Bitterne. 15.— Newport ( County).— For stealing 14 turkeys, 16th ult.— CHARLES WENDES, alias WOODFORD, age about 25, height 5 ft. C in., complexion fresh, hair dirk brown, moustache dark, eyes ( prominent) blue. Has served in the Royal Artillery ; may re- enlist or seek employment as a hurdle maker. A native of Newport, Isle of Wight. Warrant issued. Information to Deputy Chief Constable Stephenson, Newport. HERTFORDSHIRE. 17.— Hemel Hempstead ( County).— For inde- cently assaulting a girl, age 9— GEORGE BRAINES, a groom and coachman, age 37, height 5 ft. 5 in., stout build, complexion dark, hair turning grey, eyes grey, clean shaven ; dress, melton cloth coat, dark trousers and vest, hard felt hat. Has been in service with good families in London, latterly at Earl Brownlow's. A native of Moulton, Northamptonshire. Warrant issued. KENT. 18.— Gravesend ( BoroughJ.— For stealing 1 gold chain, small links, locket and compass attached; 1 gold eyeglass, square, long gold handle, resembling a key ; 1 gold brooch, lover's knot pattern, set turquoise ; 1 lady's gold ring, set pearls ; 1 silver brooch ; 1 lady's gold ring, set rubies and pearls, L. W. on back— A MAN, who gave the name of G. HEAVUN, age about 30, height 5 ft. 8 or 9 in., stout build, complexion fair, hair light brown ; dress, light tweed overcoat, blue serge trousers, dark brown felt hat. Carried a red mixture carpet bag. Stated he was employed by the Brush Electric Lighting Company, Westminster, took lodgings, and decamped next day after committing the larceny. Information to Chief Constable Berry, Gravesend. LANCASHIRE. 19.— Bury ( County). — For failing to report- Supervisee THOMAS THOMPSON, Office No. 34248, age 32, height 5 ft. 5 in, complexion fresh, hair and eyes brown, scar left arm. Sentenced at Salford 21st February, 1887, to 9 months' imprisonment and 3 years' police supervision for larceny. 6873. Information to the Superintendent, Police Office, Bury. 20.— Rawtenstall ( County).— For stealing £ 18 from an hotel, 16th inst. ( concerned with Robert Westbury, Case No. 63,20th MM*.)— THREE MEN— 1st, age about 40, height about 5 ft. 6 in., rather stout build hair dark, very hoarse voice ; dress, dark overcoat and billycock hat. 2nd, age about 35, height 5 ft. 10., hair, whiskers and moustache dark ; dress, round jacket or overcoat, billycock hat, carried a walking stick. 3rd age 40 to 45, height 5 ft. 5 in., slight build ; dress, dark overcoat and billycock hat. Information to Supt. Norris, Rawtenstall. 21.— Accrington ( Borough).— For obtaining £ 3 by false pretences— JOHN WILLIAM WINDLE, license- holder, Office No. 34282, age 39, height 5 ft. 3 in., complexion pale, hair and eyes brown, enlarged testicle, varicose veins both legs, scalp wound left side of head. A labourer ; native of Barnoldswick. Was convicted at Preston Sessions, 28th November, 1883, and sentenced to 5 years' penal servitude and 7 years' police supervision for obtaining money by false pre- tences ; liberated from Parkhurst Prison, 30th November last. Has also been convicted at Leeds and Skipton. Warrant issued. 22.— Accrington ( Borough). — For stealing a silver lever watch, gold hands, " Edward Mow, Bury " oa work3, seconds hand deficient — JOSHUA HOUGHTON, age about 32, height 5 ft. 9 or 10 in., moustache heavy; dress, dark jacket with white specks, black hard felt hat, and clogs. A sister, Mrs. Roberts, resides at 80, Wellington- street, Bury, and a brother also keeps the Lamb Inn there. Information to Chief Constable Beattie, Accrington. 23.— Ashton- under- Lyne ( Borough).— For car- nally knowing a girl under 13— HENRY SADDLER, age 25, height 5 ft. 6 or 7 in , complexion fresh, hair brown ; dress, dark suit and light grey double- peaked cap. A native of Ashton- under- Lyne. Warrant issued. Information to Chief Constable Dalgliesb, Asht:> n- unde/- Lyne. 24.— Bootle ( Borough).— For deserting family — THOMAS ELSTON, age about 38, height 5 ft. 8 in., complexion dark, hair dark brown, eyes blue,, small mark on left eye ; dress, dark tweed suit. Warrant issued. Information to Capt. Arrowsmith, Chief Constable, Bootle. 25.— Stalybridge ( Borough).— For stealing, 28th ult., a large size silver Geneva watch, and gold albert guard, gate pattern- ANDREW BURGESS, alias " PIE LAD," age 40, height 5 ft. 6 or 7 in., complexion fresh, hair brown, clean shaved ; dress, dark suit, soft black felt hat.— WILLIAM LEE, age 34, height 5 ft. 4 in., complexion sallow, thin face, hair ( cut short) light, turns his toes in slightly when walking ; dress, green overcoat ( tight- fitting). Notorious card sharpers ; frequent race- meetings. Warrant issued. Information to the Chief Constable, Stalybridge. MERIONETHSHIRE. 26.— Dolgelly ( County).— For obtaining money by false pretences- HENRY MITCHELL, alias GEORGE HERBERT, TALBOT GRAEME, and HERON MAXWELL, age 25, height 5 ft. 8 in., slight build, complexion very sallow, hair and moustache ( slight) black, of gentlemanly appearance; dress, dark clothes. Stays at best hotels and passes cheques drawn on the Alliance Bank, Streatham, London. Was formerly a clerk at the Union Bank, Croydon. ( See Case No. C.) Warrant issued. Information to Major Best, Chief Constable, Dolgelly. MONMOUTHSHIRE. 27.— N ewport ( County).— For embezzling £ 9 3s.— WILLIAM HEWER, alias FLETCHER, age 23, height 5 ft. 10 in., complexion dark, moustache slight, decayed teeth, talks quick, and walks erect; dress, dark overcoat and clothes, bowler hat. A gasman ; native of Fairford, Gloucestershire. Has relations at Swindon. Warrant issued. Information to Supt. Hasted, Newport. 28 — Tredegar ( County).— For stealing 1 silver lever watch ; 2 silver Geneva watches ; 1 gold chain, locket attached ; 2 gold alberts ( one curb pattern); 1 silver guard, 2 gold rings, 1 pair earrings, 1 pairs boots, 1 brown cloth suit, a carpet bag, & c.— HENRY BELL- RINGER, alias PAIN, age 20, height 5 ft. 2 or 3 in., complexion fair, hair light brown, tattooed on back of right hand and arm ; dress, brown suit, dark bowler hat.— MARIA. HOLE, alias PAIN, age 20, height 4 ft. 10 or 11 in., complexion fair, small pointed features, hair ( fringed) dark, tattooed above elbow of one arm; dress, dark jacket, marone colour dress, side- spring boots. Natives of Lawrence Hill, Bristol. Warrant issued. Information to Capt. Parker, Superintendent, Tredegar. NORTHAMPTONSHIRE. 29.— Northampton ( County).— For stealing, 4th inst., at Kingethorpe, half- dozen dessert spoons, best plate, fiddle pattern; half- dozen table spoons ; half- dozen tea spoons; 2 salt spoons; half- dozen dessert forks— all marked L ; 1 butter knife, with monogram J. M. L.; 1 gravy spoon ; 1 pair small square gold ear- rings, with knob in centre; 1 gold scarf pin, with 5 or 7 small dents ; 1 gold scarf pin, with stone in centre; 1 silver band bracelet, chased ivy leaves; 1 silver bangle; 2 silver scarf pins ( one marked J. M. L.)— TWO MEN : 1st, age about 30, height 5 ft. 5 in., rather stout, round face, heavy dark moustache, whiskers about a week's growth; dress, black overcoat, dark suit, black hard felt hat; carried an umbrella; 2nd, age about 30, height 5 ft. 6 or 7 in, thin features, moustache sandy or light brown ; dress, dark overcoat, brown hard felt hat. Information to Supt. Williamson, Northampton. NORTHUMBERLAND. 30— Hexham ( County J.- For obtaining £ 14 by false pretences, 22nd ult.— JAMES SWAN, age about 22, height 5 ft. 4 or 5 in., proportionate build, com- plexion and eyes dark, hair dark brown, slight side whiskers dark, beard and moustache shaved, one shoulder rather higher than the other, and when he laughshis under lip is rather twitched toone side, speaks with a Scotch accent; dress, dark suit, blue reefer jacket ( worn as an overcoat), black hard felt hat ( worn on one side of head), and wears a gold watch with broad steel albert attached. Came to Hexham about 3 weeks ago, and made preparations to open a Ebop as butcher and cattle dealer, representing himself as a son of Mr. Swan, of the firm of Messrs. Swan and Sons, auctioneers and cattle salesmen, St. Boswells, Perth, and Edinburgh. Has in his possession a cheque book of " Cumberland Union Bank." Left Hexham for Carlisle by first train 23rd ult.
