R E a U L_ A 1.- All announcements far insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF TUB POLICE GAZETTE, GBEAT SCOTLAND YAUD LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be. 7. Atmounccments concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted it the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Ed it of notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. . hey must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. - 12. All payments must be in advance, either at the office, Great Scotland Xard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Poital Order, or in Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the list of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 30th May, 1876. The amended Article will henceforth read M follows:— " It is agreed that Her Britannio Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter speoified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no COM, nor Undtr any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation.' The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C. I. D , C. O.— For unlawfully conspiring to cause, by an explosive substance, an explosion in the United Kingdom of a nature likely to endanger life, and to cause serious injury to property— F. F, MILLEN, known as GENERAL MILLEN, alias MILLER or MULLER, ROBINSON, MORGAN, and MORTIMER, age 50 to 55, height 5 ft. 8 in., very slight build, small visage, red face ( blotchy as if from excessive drinking), large nose, hair ( wavy, turning grey) brown, moustache white, no whiskers ; well dressed. Wears swoid scarf pin ; has Irish harp and shamrock on locket of watch chain.— JOSEPH J MORONEY, alias JOSEPH MELVILLE, age 38, height 5 ft. 7 in., stout build, hair and moustache ( long) dark, full face, eyes ( flashing) dark hazel. The last known address of these men was in New York. Warrant issued. 2.— K Di v i s i o n •— Woodcut portrait and descrip- tion of EDWARD HYLAND, a confectioner, whose apprehension is sought for housebreaking, 25th inst., age 35, height 5 ft. 6 in., complexion, hair, and mous- tache ( slight) fair, eyes blue ; dress, dark clothes ; of respectable appearance. A native of Seddlescomble, Sussex. 3.— X Division.— For bigamy. — JAMES FRANCIS SHIEL, age about 45, height 5 ft. 7 in., broad build, complexion, hair ( turning grey), small side- whiskers, and moustache ( long) dark, slight cast in right eye. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. BERKSHIRE. 4.— Windsor { Borough).— For unlawfully taking from her home 28th ult., EMMA GRIFFIN, age 10J; dress, brown ulster, dark blue frock, odd boots, and straw hat, with red fur round it- CHARLES GRANT, a blind man, short, very dark, plays an accordion in the streets, and carries a card on his breast with tho words, " Struck blind with Lightning." The girl con ducts him through the streets. Warrant issued. Information to Supt. Hayes, Windsor. CHESHIRE. 5.— Middlewich ( County).— For stealing 1 dark brown tweed monkey jacket and vest, and 1 pair brown cord trousers- SAMUEL GOODEER, age 25, height 5 ft. 6 in., complexion sallow, hair, moustache, and eyes dark. A native of Runcorn. Warrant issued. Information to Supt. Plant, Middlewich. 6.— Stockport ( Borough).— For stealing & sovereign, 2nd inst— MARY FOY, a prostitute, age 50, height 4 ft. 11 in., stout build, very shabbily dressed with shawl over her head. 7— Stockport ( Borough).— For larceny— ANN SIDEBOTTOM, ex- convict, age 62, height 4 ft. 11 in., hair grey, blind right eye, which has the appearance of having a pearl thereon. Absconded about 13th. ultimo. 8.— Stockport ( Borough).— For stealing from an hotel, between 15th and 21st ult.— 2 white figured silk handkerchiefs, one with blue border, and one black • also, 9th November last— a snuff and black plaid morning coat ( nearly new), very small pattern.— JOHN JAMES or THOMPSON, age about 25, short. Stated he was a hatter. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DENBIGHSHIRE. 9.— Wrexham ( County).— For stealing, 27th ult. £ 3 Is. lid. and a pocket- knife ( 1 blade broken)— THOMAS WILLIAMS, a striker, age about 23, height 5 ft. 7 or 8 in., slim build, complexion sallow, hair dafk brown, moustache ( slight) black, Union Jack, anchor, and 3 dots tattooed on forearm, speaks with a broad Scotch accent; dress, black suit. Has been employed as fireman on board boats plying between Glasgow and Belfast. Is very fond of singing in public- houses. A native of Glasgow. Warrant issued. Information to Deputy Chief Constable Wilde, Wrexham. ESSEX. 10.— Brentwood ( County).— For stealing £ 14 12s. at Chadwell St. Mary, 27th ult.— JAMES NEAL, age 35, height 5 ft. 51 in., complexion fair, hair light, moustache light brown, eyes brown; dress, dark brown check suit, lace boots, hard felt hat. A labourer ; native of 2, Lucas- street, Commercial- road, London. Warrant issued. 11.— Brentwood ( County).— For stealing, at Rom- ford, 4ih inst., 33 half- bred lambs ( recovered)— RICHARD HOY, licensed drover, age 38 to 40, height 5 ft. 7 or 8 in., complexion fair, hair and moustache ( slight) light, eyes ( prominent) blue; dressed as a. drover, with brown or black cloth cap with peak. FEIDAY, JANUARY 6, 1888. 12.— Ongar [ County).— For trespassing in pursuit of game, and assaulting gamekeepers — HENRY WRIGHT, alias " DUMPLIN," age 27, height 5 ft. 11 in., complexion fresh, hair light brown, moustache ( slight) dark, eyes dark brown, full face, rather high cheek bones, reoent cuts side of head ; dress, light twill jacket, dark corduroy trousers ( nearly new), soft felt hat. Has served in the Grenadier Guards. A native of High Ongar.- JOB WRIGHT, age 26, height 5 ft. 4 or 5 in., complexion fair, hair dark brown, eyes grey, generally walks with his hands in his trousers pockets; dress, long fustian coat, dark corduroy trousers. A native of Blackmore. Has served in the Militia. Warrant issued. Information to Inspector Robinson, Ongar, or to the Chief Constable, Chelmsford. 13.— Southend { County).— For burglary ot Pagle- sham, 18th ult., and stealing 1 moleskin jacket, 1 fus- tian jacket, 1 pair heavy lace booti ( newly soled), galvanised nails, clinkers in toes — WILLIAM ANDER- SON, alias STEVENS and NINETY, age 28 ( looks older), height 5 ft. 8 in., complexion fresh, hair, full whiskers, and moustache brown, eyes grey, slight im- pediment in speech, hangs his head when walking; dress, brown or fustian jacket, brown vest, cord trou- sers with light square patch on each knee, grey woollen shirt, round hard felt hat A native of Sittingbourne, Kent. Information to Supt. Hawtree, Southend. GLAMORGANSHIRE. 14.— Cardiff [ Borough).— For embezzlement.— RICHARD EVANS, alias RIDGWAY, a bookkeeper and cashier, age 23, height 6 ft., slight built, complex- ion fresh, hair light brown, clean shaved, round features, small cut right side of upper lip; dress, brown overcoat, dark brown Scotch plaid tweed suit, black bowler hat. Absconded 25th ult. and stayed same night at an hotel in Swansea. Had in his possession a large black Gladstone bag and a large brown paper parcel. May endeavour to leave the country. Warrant issued. Information to Head Constable Hemingway, Cardiff. HAMPSHIRE. 15.— Winchester { City).— For stealing a quantity of furniture- FREDERICK HARDY RUFFLE, a printer's machine minder, age 25 to 26, height about 5 ft. 4 or 5 in,, very slight build, complexion, hair, and slight moustache dark ; dress, black coat and vest, light tweed trousers, black hard felt hat. A native of South- sea. Warrant issued. Information to Head Constable Morton, Winchester. HEREFORDSHIRE. 16.— Hereford { County).— For sheep stealing at Llanello— License Holder JAMES CASTREE, Office No. 34356, age 32, height 5 ft. 6 in., complexion fair, hair brown, eyes light hazel, heavy light brown mous- tache, scars left of bead, each side of forehead, left temple, and outerside of each eye, right thumb, and left [ forefinger damaged, moles on belly and ribs; dress ( supposed), dark jacket, dark cord trousers, and hard black hat. Sentenced at Hereford Sessions, 31st December, 1883, to 5 years' penal servitude and 5 years' police supervision for sheep stealing. Licensed 19th December last. G J 999. Warrant issued. 17.— Hereford ( County\— For committing wilful and corrupt perjury, 9th July last.— JOHN BAGGOT, age 24, height 5 ft. 6 or 7 in., hair ( parted in centre), small side whiskers, and moustache ( slight), dark, very smart appearance. A native of Marden, Here- fordshire. Warrant issued. Information to the Chief Constable, Hereford. 18.— Ross { County).— For stealing 2 ponies ( one at East Dean, 1st October, and one at Hope Mansell, 8th October last), found sold at Monmouth— WILLIAM DAVIS, alias THOMAS WEBB, age about 50, height 5 ft. 61 in., complexion fresh, hair ( turning grey) dark brown, had his whiskers and moustache shaven on 1st October, slightly pockpitted, tecond and third fingers right hand partly contracted ; dress, dark blue pilot jacket, white moleskin trousers and vest, blue muffler, hard felt hat, all nearly new. A native of Leominster ; is well known in the mining district of Staffordshire. Previously convicted at Stafford Mid- summer Sessions, 1878, for stealing a horse and a number of wheelbarrows, and sentenced to 5 years' p nal servitude. Information to Supt. Smith, Ross. HERTFORDSHIRE. 19.— St. A bans [ City).— For burglary, 31st ult., and stealing six £ 5 Bank of England notes, No. ? 15784 to 15789, dated 2nd August, 1887, and 2 sovereigns— TWO MEN, 1st, height 5 ft. 8 in.; 2nd, height 5 ft. 5 in.; both dressed in dark clothes and felt hats. One is supposed to have a revolver bullet wound in his hand, or upper part of the body, or may have his face cut by broken glass. Information to Head Constable Pellant, St. Albans. LANCASHIRE. £ 5 REWARD. 20.— Bolton [ County).— Woodcut portrait and description of WILLIAM HO WARTH, alias WILLIAM WALMSLEY, WILLIAM ATHERTON, WOLSTEN- HOLME, and YORKSHIRE BILLY, a farm labourer whose apprehension is sought for failing to surrender to his recognisances at Salford Sessions, for stealing 2 heifers at Long worth ; age 62, height 5 ft. 3J in., com- plexion very fresh, hair ( slightly tinged with grey) light brown, eyes blue ; dress, grey tweed coat and vest, ribbed fustian trousers, blucher boots and cap. ( Is well known in the Buckrose Division of the East Riding of Yorkshire, and in West Staincliffe Division of the West Riding. Has dealt in calves at Settle and Clitheroe; was last employed at Red Valves Farm, Bury. Warrant issued. The above reward will be paid by Mr. Thomas Atkinson, Red Vales Farm, Bury for the apprehension of Howarth. Information to Supt. Eatough, Bolton. 21.— Ashton- under- Lyne { Borough).— For car nally knowing a girl under 13— HENRY SADDLER, age 25, height 5 ft. 6 or 7 in , complexion fresh, hair brown ; dress, dark suit and light grey double- peaked cap. A native of Ashton- under- Lyne. Warrant issued. Information to Chief Constable Dalgliesh, Ashton- under- Lyne. 22.— Rochdale { Borough).— Woodcut portrait and description of JOHN RENTON ARCHIBALD, alias LONSDALE, whose apprehension is sought tor steal- ing .£ 600— age 47, height 6 ft. 7 or 8 in., complexion fresh, hair and moustache grey, head nearly bald dressed respectably. Absconded from this town 8th inst., where he had been since 14th ult. acting as agent for Mr. Lonsdale, inventor and patentee of the " Magnetaire," 447, Strand. Supposed native of Scot- land. Is accompanied by his wife, medium height but very stout, weighing about 17 stones, whose relations resile at 87, Tabley- road, Tufnell- park, London. May begin a similar business in some other town under an assumed name. Warrant issued. 23.— Rochdale { Borough).— For stealing two let- ters containing cheques— EDWARD DOBSON, alias EDWARD MOORE and J. CARLETON, age about 35, height 5 ft. 4 or 5 in., complexion sallow, hair and moustache dark, prominent forehead; dress, dark clothes, cardigan jacket, lace boots, hard felt hat. This man applies to the agents of the various Assur- ance Associations for employment as collector. In applying to one agent in Manchester he stated that he had friends near Accrington, and to another that he was a native of Cheltenham, and a waiter by trade; alto that he had been a collector for the Liverpool Victoria Legal Friendly Society in Bristol about 4 years ago. May make similar applications to agents in other towns. Is accompanied by a woman whom he called Lizzie, age about 30, medium height, complexion fresh, hair sandy, very full eyes ; dress, fancy braided black jacket, brown dress, and brown felt hat- 24.— Rochdale { Borough).— Escaped from custody 29th ult., charged with housebreaking— WILLIAM WEBSTER, age 22, height 5 ft. 51 in., complexion fair, hair ( cut short) light brown, eyes blue, anchor and W. tattooed left arm and U. on right; dress, eld brown t\ yeed coat and vest, dirty moleskin trousers, red braces, white flowered silk muffler, old cloth cap with peak, and clogs. Was convicted of felony at Bury in April last, and sentenced to 3 months' im- prisonment. Will probably endeavour to join the army or get work as a loom jobber. Has two brothers residing in Oldham. A native of Shrewsbury ; came to Rochdale with his family about 11 years ago. Information to Chief Constable Wilkinson, Rochdale. MONMOUTHSHIRE. 25.— Newport [ County).— For embezzling £ 9 3s.— WILLIAM HEWER, alias FLETCHER, age 23, height 5 ft. 10 in., complexion dark, moustache slight, decayed teeth, talks quick, and walks erect; dress, dark overcoat and clothes, bowler hat. A gasman; native of Fairford, Gloucestershire. Has relations at Swindon. Warrant issued. Information to Supt. Hasted, Newport. 26.— Tredegar { County).— For stealing 1 silver lever watch ; 2 silver Geneva watches ; 1 gold chain, locket attached ; 2 gold alberts ( one curb pattern); 1 silver guard, 2 gold rings, 1 pair earrings, 2 pairs boots, 1 brown cloth suit, a carpet bag, & c.— HENRY BELL- RINGER, alias PAIN, age 20, height 5 ft. 2 or 3 in., complexion fair, hair light brown, tattooed on back of right hand and arm ; dress, brown suit, dark bowler hat.— MARIA. HOLE, alias PAIN, age 20, height 4 ft. 10 or 11 in., complexion fair, small pointed features, hair ( fringed) dark, tattooed above elbow of one arm ; dress, dark jacket, marone colour dress, side- spring boots. Natives of Lawrence Hill, Bristol. Warrant issued. Information to Capt. Parker, Superintendent, Tredegar. NORTHUMBERLAND. 27.— Hexham ( County).— For obtaining £ 14 by false pretences, 22nd ult.— JAMES SWAN, age about 22, height 5 ft. 4 or 5 in., proportionate build, com- plexion and eyes dark, hair dark brown, slight side whiskers dark, beard and moustache shaved, one shoulder rather higher than the other, and when he laughs his under lip is rathertwitched toone side, speaks with a Scotch accent; dress, dark suit, blue reefer jacket ( worn as an overcoat), black hard felt hat ( worn on one Bide of head), and wears a gold watch with broad steel albert attached. Came to Hexham about 3 weeks ago, and made preparations to open a Bhop as butcher and cattle dealer, representing himself as a son of Mr. Swan, of the firm of Messrs. Swan and Sons, auctioneers and cattle salesmen, St. Boswells, Perth, and Edinburgh. Has in his possession a cheque book of " Cumberland Union Bank." Left Hexham for Carlisle by first train 23rd ult. Warrant issued. Information to Captain Terry, Chief Constable, Morpeth, or to Supt. Harkes, Hexham. NOTTINGHAMSHIRE. 28.— Nottingham { County).— For attempting to murder three persons by shooting them with a revol- ver at Kingston- on- Soar, 19th ult.— HENRY RED- FERN, age about 33, height 5 ft. 3 or 4 in., slight build, complexion sallow, hair brown, moustache dark sandy, beard about a month or six weeks' growth, or may be clean shaved, eyes hazel, 3 scars right knee, 1 on leg and calf, and on nose, mole in armpit, top of right ear deformed, scar left corner of mouth and eye, blue mark back of hand, lump or scar from tumour under ear, slightly round- shouldered, and has been treated for consumption; dress, when last seen, dark check mixture jacket, tweed trousers with dark narrow stripe and pocket on hip, in which he carries a five- chambered small bull- dog revolver, red- and- black check muffler ( of very coarse material), lace boots, light twetd double- peak cap. A fitter, but has worked as iron planer, boiler maker, threshing- machine engine driver, stoker in factories, and on board ship. Was convicted at Birmingham in October, 1873, on two charges of larceny; at Sheffield, in February, 1877, for larceny ; and at Salford Quarter Sessions, 3rd August in same year, for stealing a watch at Oldham, Lanca- shire, and sentenced to 7 years' penal tervitude and 7 years' police supervision. Liberated on license from Parkhurst Prison, 20th March, 1883, and absconded TUES ' AY, JANUARY 3, 1888. T H E POLICE GAZETTE. 3 9 c from Kidsgrove, Staffordshire, on the 4th of May fol- lowing - without reporting himself. Since then he haB worked at Leicester, Barrow- in- Furness, and Lough- borough. It is requested that inquiry be made at fitting shops, factories, boiler makers, engine, machine, and ship- builders, and any information obtained immediately communicated to Supt. Hallam, Nottingham. STIRLINGSHIRE. 29.— Stirling ( County).- For fraud— JANET SIMPSON, alias MARGARET McLACHLAN, age 35 to 40, height 5 ft. 4 or 5 in., slight build, complexion sallow, hair black, thin face, several teeth deficient in lower jaw; dress, black tight- fitting jacket, black dress ( rather short), black straw hat trimmed brown velvet. A native of Strathaven, Lanarkshire. Has been convicted for fraud at Glasgow, Hamilton, Rutherglen, and Paisley. Her modus operandi is to visit a district where she is not known, and having ascertained the names of a few respectable families in the neighbourhood, repre- sents she is in service with some person whom she names ; that, having heard of the serious illness of a relative, she is making her way to the railway station, but in her hurry has left behind her purse, shawl or some other article of clothing, and asks to be supplied with same, after which she immediately decamps. Warrant issued. Information to Chief Constable Sempill, Stirling. SURREY. 30.— Dorking ( County).— For stealing £ 16 at Betchworth, 25th ult.— HENRY LUCAS, age 21, height 5 ft. 7 in., complexion fair, hair light brown, eyes blue; dress, brown dust coat, black hard felt hat. A butcher; native of Brockham, Surrey. Warrant issued. Information to Supt. Lambert, Dorking. SUSSEX ( EAST). 31.— Hailsham ( County).— For embezzlement— HARRY CHRISTMAS, age 30, a drayman, height 5 ft. 7 or 8 in., complexion fresh, hair light brown, sandy whiskers and moustache ; dress, dark mixture cloth coat, brown stripe vest, cord trousers, hard black felt hat. A native of West Ham, Sussex. Warrant issued. Information to Supt. Renville, Hailsham. WARWICKSHIRE. 32.— Birmingham ( Borough).— For embezzle- ment— LEIGH NIND, age 31, height 5 ft. 1 or 2 in., complexion and hair dark ; dress, dark jacket and vest, grey trousers, soft brown felt hat or black cap with peak. A baker ; native of Gloucestershire. Warrant issued. Information to Chief Constable Farndale, Birming- ham. WORCESTERSHIRE 33.— Pershore ( County).— Escaped from custody 27th ult., charged on a warrant with wilful damage to a fence- CORBETT SHARPE, a farm labourer, age 30, height 5 ft. 5 in., complexion fresh, hair, whiskers, and beard brown ; dress, rough, dark mixture jacket and vest, dark cord trousers ( old), brown felt hat, boots torn at back.
