REGULATIONS- K ATI announcements for insertion in the POLICE GAZETV 1, and all communications upon them should be addressed to THB EDITOR ot THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 4. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. $. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. &. In all eases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of ttolen property, will be prominently inserted, with detailed particulars, at a eost of 15 » . per portrait, and of 7s. ( id. per photograph or sketch of a stolen article, including the expense of engraving on wood. Every announcement, if for the apprehension of a person, must bs guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. & Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and cm alphabetically arranged by counties. ' _ 9. The force which causes particulars concerning delinquents, or stolen property to be inserted ite the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editm notice of the fact, referring to the number of the armouneetnent for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any annoMicement, will b* wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later thaet noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by c covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Lrummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or iti Stamps. 13. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other pa ty." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT. 1. — Convict Office. — For fraud — Expiree JOHN VANDERSTEIN, alias HENRY NORRIS, HAMILTON GORDON, HENRICO RECARDO HENRY WATSON, J. H. BOLMAN, & Cj Office No. 16581, age 60 ( looks younger), height 5 ft. 6 in. complexion fair, hair ( bald on forehead) and eyes grey, almost blind left from cataract, lost top of little finger. Sentenced to terms of 20 years', 10 years', and 5 years' penal servitude for fraud, and mail and diamond robberies. Released from the Maison Centrale de Loos, France, 6th ^ ept. last, after under- going 5 years' penal servitude for larceny from a jeweller in Paris, and left Dunkirk same date by the s s. " Sir Robert Peal" for London, accompanied by a William Curr, a gardener, of Ventnor, Isle of Wight Warrant issued. 2.— C Division.— For embezzling .£ 2 000- ALFRED EVER ILL, age 35, height 6 ft., complexion and hair very fair, eyes blue, of gentlemanly appear- ance. Takes long strides, and is a fast walker. Warrant issued. 3.— G Division.— For larceny— A MAN, age 26, height 5 ft. 6 in , complexion dark, hair brown, mous tache light; dress, blue overcoat, light under do., dark vest and trousers. Takes lodgings where railway guards and employes lodge, and absconds, taking the companies watch and guards' clothing. 4.— G Division.— For stealing £ 177 5s. lid — JOHN SAMUEL JONES, age 16, height 5 ft. 6 in., complexion fair, pimple over left eye; dress, black overcoat, cardigan jacket, dark plaid trousers, peak cap. A native of Hoxton.— HENRY FRANCIS SMITH, age 16, height 5 ft. 1 in., complexion fa^ r, scar from wound on right side of chin ; dress, tweed jacket and trousers, peak cap. A native of Hoxton 5.— G Division.— For stealing, 24th inst., 12 rolls of black American oil- cloth— TWO MEN : 1st, age 22 to 24, height 5 ft. 7 in., complexion fair; dress, dark jacket and trousers, flat brown hat; 2nd, age 32, height 5 ft. 7 in., complexion fair, full face. Had with them a brown horse and small covered van. 6.— K Division.— For housebreaking, 25th inst. — EDWARD HYLAND, a confectioner, age 35, height 5 ft. 6 in., complexion, hair, and moustache ( slight) fair, eyes blue; dress, dai k clothes ; of respectable appearance. A native of Seddlescomble, Sussex. 7.— N Division.— For stealing a horse, barrow and harness ( recovered, Case. No. 2, 9th inst.) — TWO MEN, lst, GEORGE BENNETT alias ARSEN, age 22, height 5 ft. 8 in., complexion fair, hair and small moustache sandy, lost right eye and wears a patch over same ; dress, cord jacket, moleskin in back and sleeves, lace boot3 ( 6 rows of eyelets in each), hard felt hat; appearance of a gipsy. Is well known at Hitchin, Hertfordshire.— 2nd, JACK , age 30, complexion dark, dressed as a low horse cof er, of gipsy appearance. Warrant issued. 8.— P Division.— For obtaining £ 17, in October last, by means of worthless cheques, drawn on Messrs. Tanquerary and Bywater, 79, Victoria- street, E. C. - ALFRED JULIAN, alias HENRY MITCHELL, MAJOR HALL, and CAPTAIN FISHER, age 45, height 5 ft. 6} in., complexion dark, hair and mous- tache dark brown, eyes grey, seir top and back of head, vaccination marks both arms, scars right side, buttock, elbow and groin, ruptured left side, tree and two birds right forearm ; dress, dark suit. Respectable appearance. Has been convicted for similar frauds. At Morpeth, April, 1882, and sentenced to 12 months' imprisonment; Derby, April, 1883, to 5 years' penal servitude; liberated at Portsmouth, 29th March, 1887. Office No. 32593. Is also wanted for failing to report, Police Gazette, lst July, and Cases No. 9 and 21, 28th October last. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 9.— For fraud — JOHN NEIL, a stockbroker ( trading as Abbott, Page and Co.), late of 42, Poultry, E. C., and Cosford House, Langley- road, Tooting, age 40, height 5 ft. 6 or 7 in., complexion sallow, hair, whiskers, beard, and moustache dark brown; smart, gentlemanly appearance. Warrant issued. 10.— For forgery- GEORGE EDELSTE1N, an agent, late of 24, Warwick- lane, E. C., and 27, Queen's- crescent, Haverstock- hill, age 38, height 5 ft. 7 in., complexion fresh, hair, whiskers ( shaved on chin), moustache, and thick eyebrows dark; of Jewish ap- pearance and gentlemanly address. A German. Information to Inspector McWilliam, 26, Old Jewry, E. C. ANGLESEY. 11.— Holyhead ( County,.— For embezzlement— PATRICK CORRY, Excise Officer, late of Holyhead, age 38 to 40, height 5 ft. 5 or 6 in., complexion pale, hair brown, whiskers ( all round face), reddish brown, short neck, large head ; dress, light dust coat, dark trousers, hard felt hat; carried a blackthorn stick. Has been stationed at Oldham. Warrant issued. Information to Supt. Davies, Holyhead. CAMBRIDGESHIRE. 12.— Cambridge ( Borough).— For obtaining, 17th ult., by means of fictitious cheques, 2 diamond rings ( one single stone, mounted in 18 carat gold, split shank, " 2520" scratched inside ; one a fine stone, half hoop, " 664" scratched inside— A MAN, age 25 to 30, height about 5 ft. 8 in., complexion sallow, hair light brown, rather flat nose, spoke with an American accent; dress, light drab covert coat, brown mixture cloth trousers, striped cap and gown. Passed two more cheques for £ 75 each, one No. 133,958, at the London and County Bank, Hanover- square, and one, No. 133960, at Mappin's, Regent- street. Has several more in his possession on Messrs. « E B , G. E , and C. F. Foster's Bink, Cambridge. Information to Chief Constable Turrall, Cambridge. 6 THE POLICE GAZETTE. FRIDAY, NOVEMBER 3 0 , 1887. CARNARVONSHIRE. 13— Carnaryc n ( County).— For obtaining money by false pretences- WlLLIAM TINSLEY, alias J. TINSLEY, WILLIAMS, and JOHN GEORGE INGHAM, age about 27, height about 5 ft. 6 in., hair dark brown, side whiskers and moustache ( slight) brown, eyes hazel; dress, dark coat and vest, dark trousers with brown stripes, lace boots, black hard felt hat, sometimes weara a double- peak cap. Carried a black bag, a tin box ( about 2 ft. long), and several small boxes and parcels. States he is agent for the Liverpool China and India Tea Com pany, and goes about selling in country places. If he finds that any other person has been selling at the places he calls, he returns dressed differently, wear- ing a light pair of trousers, silk hat, and a false beard ( sandy), and obtains the money from the purchasers by stating he has been sent to collect it. Supposed wanted for other offences. Warrant issued. Information to the Chief Constable, Carnarvon. CHESHIRE. 14.— Middlewich ( County).— For stealing 1 dark brown tweed monkey jacket and vest, and 1 pair brown cord trousers- SAMUEL GOODIER, age 25, height 5 ft. 6 in., complexion sallow, hair, moustache, and eyes dark. A native of Runcorn. Warrant issued. Information to Supt. Plant, Middlewich. 15.— Stockport ( Borough).— For stealing a watch ( recovered), 6th inst. — ALFRED WORSH, alias JAMES CLARKE, a sailor or labourer, age 25, height 5 ft. 5i in., complexion fresh, hair light brown, mous- tache light, " true love," cross flags, crucifix, and Jerusalem crest, and sailor's head left arm ; Jerusalem and crest 1882, and tombstone right arm ; wreath and female on breast; dress, black ribbed worsted over- coat, dark speckled coat, blue vest, dark speckled trousers, white muffler, lace boots, black hard felt hat, all much worn. He often goes on voyages on merchant ships, sailing from Liverpool, supposed in the name of James Clarke. Absconded 4th inst., and supposed to be making his way to some seaport town. 16— Stockport ( Borough) — For stealing, 15th inst., a large black- and- white plaid shawl, small pattern— E0BE 11T MARTIN, a bookbinder, age about 40, height about 5 ft. 6 in , complexion dark, side whiskers and moustache ; dress, light tweed suit, lace boots, black hat ( all old).— FANNY MARTIN, age about 35, medium height; dress, black jacket trimmed fur, black dress, small black neck shawl, lace boots, black hat. Stated they come from Macclesfield, and were going to Manchester. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DENBIGHSHIRE. 17.— Wrexham ( County).— For highway robbery, 12th inst.— MARY BILLINGTON, alias ' POLL," age about 21, height 5 ft. 4 or 5 in., stout, coarse build, complexion ruddy, hair ( cut on forehead) sandy, eyes blue, large face. A prostitute, and somf times follows shooting galleries. May be found along with " Johnny Elwins,'' who works hobby horses, < fcc. Information to Deputy Chief Constable Wilde, Wrexham. DORSETSHIRE. 18.— Sherborne ( County)— For failing to report - License Holder DANIEL BAKER, Office No. 34337, age 65, height 5 ft. 10 in., complexion fresh, hair grey, eyes brown, speck in right eye, mole back of neck, left thumb damaged. Deaf. Sentenced at Dorchester, 1st January, 1884, to 5 years' penal servitude for felony. Licensed 16th December, 1887. B K16. Information to Supt. Florance, Sherborne. 19.— Dorchester ( Borough). — For obtaining wearing apparel by false pretences— GEORGE LANE, age 38 to 40, height 5 ft. 11 in., complexion fair, hair light, eyes blue. A native of Bradford Peverett, Dorset. Has served in the Marine Artillery, and may be found in the company of soldiers at low public- houses or at barracks. Is a running man, and gets up matches. Left Portsmouth 13th inst. Warrant issued. Information to Head Constable Coward, Dorchester. ESSEX. 20.— Brentwood ( County).— For stealing, at Rom- ford, 4ih inst., 33 half- bred lambs ( recovered)— RICHARD HOY, licensed drover, age 38 to 40, height 5 ft. 7 or 8 in., complexion fair, hair and moustache ( slight) light, eyes ( prominent) blue; dressed as a drover, with brown or black cloth cap with peak. Information to Supt. Dobson, Brentwood. 21.— Dun mow ( County).— For obtaining goods by false pretences— ROSS ROSTER SCOTT, alias ROSS SCOTT, age 30, height 5 ft. 8 in., complexion fair, hair light brown, eyes blue, clean shaved, prominent teeth, impediment in speech, face rather blotchy ; dress, brown cloth overcoat, black hard felt hat. A native of Felaham, near Woolpit, Suffolk. Warrant issued. Information to Supt. Ackers. Dunmow. 22.— Ongar ( County).— For trespassing in pursuit of game, and assaulting gamekeepers — HENRY WRIGHT, alias " DUMPLIN," age 27, height 5 ft 11 in., complexion frfsh, hair light brown, moustache ( slight) dark, eyes dark brown, full face, rather high cheek bones, recent cuts side of head ; dress, light twill jacket, dark corduroy trousers ( nearly new), soft felt hat. Has served in the Grenadier Guards. A native of High Ongar.— JOB WRIGHT, age 26, height 5 ft. 4 or 5 in., complexion fair, lr-. ir dark brown, eyes grey, generally walks with his hands in his trousers pockets; dress, long fustian coat, dark corduroy trousers. A native of Blackmore. Has served in the Militia. Warrant issued. Information to Inspector Robinson, Ongar, or to the Chief Constable, Chelmsford. 23.— Southend ( County).— For burglary at Pagle- sham, 18th inst., and stealing 1 moleskin jacket, 1 fus- tian jacket, 1 pair heavy lace boots ( newly soled), galvanised nails, clinkers in toes— WILLIAM ANDER- SON, alias STEVENS and NINETY, age 28 ( looks older), height 5 ft. 8 in., complexion fresh, hair, full whiskers, and moustache brown, eyes grey, slight im- pediment in speech, hangs his head when walking ; dress, brown or fustian jacket, brown vest, cord trou- sers with light square patch on each knee, grey woollen shirt, round hard felt hat. A native of Sittingbourne, Kent. Information to Supt. Hawtree, Southend. GLAMORGANSHIRE. 24 — Neath ( County).— For stealing £ 28 14s. in October last- JAMES HENRY CURTIS, age about 33, height 5 ft. 6 or 7 in , complexion fair, hair and moustache ( slight) light, smart appearance; dress dark brown overcoat, light tweed suit, black bowler hat. A clerk ; native of St. Day, Redruth, Cornwall. Frequents public- houses, and is fond of talking about horses. - C. Warrant issued. Information to Supt. Howlett, Neath. HAMPSHIRE. 25.— Bittern ( County).— For obtaining £ 15 by fraud— FREDERICK BROOK, age 30, height about 5 ft. 7 in., complexion fair, moustache light, stoops when walking ; dress, black cut away coat and trou- sers, black hard felt hat. A painter ; supposed to have recently failed in business at Wimbledon. Warrant issued. Information to Supt. Adams, Bittern. HEREFORDSHIRE. 20.— Ross ( County).— For stealing 2 ponies ( one at East Dean, 1st October, and one at Hope Mansell, 8th October last), found sold at Monmouth— WILLIAM DAVIS, alias THOMAS WEBB, age about 50, height 5 ft. 61 in., complexion fresh, hair ( turning grey) dark brown, had his whiskers and moustache shaven on 1st October, slightly pockpitted, second and third fingers right hand partly contracted ; dress, dark blue pilot jacket, white moleskin trousers and vest, blue muffler, hard felt hat, all nearly new. A native of Leominster ; is well known in the mining district of Staffordshire. Previously convicted at Stafford Mid- summer Sessions, 1878, for stealing a horse and a number of wheelbarrows, and sentenced to 5 years' penal servitude. Information to Supt. Smith, Ross. HERTFORDSHIRE. 27.— Ware [ County).— For stealing a large number of watches entrusted to him to repair.— JOSEPH KETTERF. R, age 26, height about 5 ft. 6 or 7 in., com plexion, hair, moustache, and eyes dark, high shouldered, turns his toes in when walking, and when speaking uses the same words several times. A travelling watch and clock repairer. Native of Germany. Has been employed in London. Warrant issued. Information to Supt. Hilton, Ware. LANCASHIRE. £ 5 REWARD. 28.— Bolton ( C ounty).— Woodcut portrait and description of WILLIAM HoWARTH, alias WILLIAM WALMSLEY, WILLIAM ATHERTON, WOLSTEN- HOLME, and YORKSHIRE BILLY, a farm labourer whose apprehension is sought for failing to surrender to his recognisances at Salford Sessions, for stealing 2 heifers at Long worth ; age 62, height 5 ft. 3J in., com- plexion very fresh, hair ( slightly tinged with grey) light brown, eyes blue ; dress, grey tweed coat and vest, ribbed fustian trousers, blucher boots and cap. Is well known in the Buckrose Division of the East Riding of Yorkshire, and in West Staincliffe Division of the West Riding. Has dealt in calves at Settle and Clitheroe; was last employed at Red Yalves Farm, Bury. Warrant issued. The above reward will be paid by Mr. Thomas Atkinson, Red Vales Farm, Bury for the apprehension of Howarth. Information to Supt. Eatough, Bolton. 29.— Old Trafford ( County).— For stealing a horse and trap ( recovered)— JOHN QUINN, age 20, height 5 ft 5 or 6 in., complexion pale, thin face, hair light, moustache slight; dress, long brown overcoat, dark tweed jacket, black cotton cord trousers, black felt hat. A - warehouseman ; native of Salford. 30.— Old Trafford ( County).— For larceny— FRANK FORD, alias WEBB, age 14, height 4 ft. 8 in-, complexion pale, hair and eyes brown, one upper front tooth decayed, blue dot left forearm, large cut across left wrist; dress, pepper- and- salt mixture jacket, brown vest, black trousers ( patched), blue check cotton shirt, blue ribbed stockings and clogs, polo cap. Stated he had been in Fair Vale Work- house, Sheffield, and afterwards apprenticed to Jack- son, a bolt and screw maker. 31.— Old Trafford ( County). — For failing to report— Supervisee MARGARET QUINN, Office No. 33031, age 27, height 4 ft. 10 in., complexion fresh, hair brown, eyes hazel, scar on nose, lost 4 upper front teeth. Sentenced at Salford, 22nd February, 1886, to 15 months' hard labour and 3 years' police supervision for larceny. 2638. Information to Supt. Bent, Old Trafford. 32.— Rochdale ( County). — For embezzling £ 20 7s. 7d.— JAMES HENTHORNE, age 25, height 5 ft. 7 in., complexion fresh, hair and moustache light brown, eyes brown, full round face, quick walker ; dress, light grey suit, black hard felt hat. May endea- vour to go abroad. Warrant issued. Information to Supt. Tindale, Rochdale. 33.— Liverpool ( City)— For failing to report— PATRICK EDWD. WELCH, alias JOHN DANIELS License Holder, Office No. 34233, age 28, height 5 ft. 5 in., complexion dark, hair brown, eyes blue, M. MATTHEWS upper left arm, blue dot forearm. Sentenced at Liverpool, 2nd July, 1883, to 5 years' penal servitude and 7 years' police supervision for breaking into pawnbrokers' shops. Licensed 24th November, 1887. J 525. Known in Manchester.— Supervisee HUGH FISHER, alias JOHN HUGHES, Office No. 31108, age 33, height 5 ft. 7 in., complexion fresh, hair sandy, eyes blue, lo3t last three fingers and portion of left hand. Sentenced at Liverpool 19th October, 1877, to 7 years' penal servitude and 5 years' police supervision for receiving. D 1155. 34.— Liverpool ( City).— For stealing £ 267— JOHN RICHARD JONES, a clerk, age about 18, short, hair light brown, right foot turned inwards and walks with a slight limp, finger joints very large ; dress, dark clothes, black billycock hat. Absconded 12th inst. Information to Chief Supt. Williams, Liverpool. 35.— Rochdale ( Borough).— Woodcut por tr ait and description of JOHN RENTON ARCHIBALD, alias LONSDALE, whose apprehension is sought tor steal- ing £ 600— age 47, height 5 ft. 7 or 8 in., complexion fresh, hair and moustache grey, head nearly bald; FRIDAY, NOVEMBER 25, 1887. T H E POLICE GAZETTE. 30 LINCOLNSHIRE. 40.— Grantham ( Borough). — For larceny— ALFRED CHARLES BAILEY, a painter, age 35, height 5 ft. 6 in., complexion fair, hair ( bald on top) brown, moustache ( slight) light, eyes blue; dress, light check suit, white collar and white striped tie, blucher boots with copper rivet near each of the bot- tom lace holes, black hard felt hat. Has been 12 years in the King's Royal Rifles, and now belongs to the Army Reserve. Has worked in Hull and Grimsby since his discharge from the Army in 1886. Warrant issued. Information to Chief Contable Harland, Grantham. dressed respectably. Absconded from this town 8th inst., where he had been since 14th ult. acting as agent for Mr. Lonsdale, inventor and patenteeof the " Magnetaire," 417, Strand. Supposed native of Scot land. Is accompanied by his wife, medium height but very stout, weighing about 17 stones, whose relations reside at 87, Tabley- road, Tufnell- park, London. Warrant issued. 36.— Rochdale ( Borough).— For stealing two let ters containing cheques— EDWARD DOBSON, alias EDWARD MOORE and J. If He is everything to us on the day of our conversion, and if He is everything to us on the day of our death, is He not to be everything to us to day and to- morrow, and the day after to- morrow ? Our Lord Jesus said, " Lo ! I am with you alway." " All the days," all the different kinds of days that make up our lives. Let us apply- this to the details of life. In every joy we may experience, in every trial that com _ JS to UP, in every work to be undertaken, in every decision to be made in 1888, let it be " in the beginning, God." If we would make sure of consulting Him about important things, let us consult Him about everything.
