Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be ituerted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. & Announcements concerning stolen property must be guaranteed by at) officer of not less rank than Inspector, or annlaoout thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a numter and am alphabetically arranged by counties. ' 9. The force which causes particular! concerning delinquents, or stolen property te be inserted m the POLICB GAZHTTB, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in lie next issue. 10. In ail cases, the officer signing the request for insertion of any aimoxsicement will bt wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wcdneeday, and for the Tuesday edition not later than Saturday morning. NOTICE. EXTRADITION. A Declaration was signed in London on the Slst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Tk- eaty of 20th May, 1876. The amended Artiole will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or oonvicted as principals or accessories of the crimes hereinafter speoified, com- mitted within the territories of the requiring party shall be found within the territories of the other patty." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the ether Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT METROPOLITAN POLICE OISTRICT. 1.— A Division.— For obtaining money by false pretences ( advertising himself from 18, Great George- street, Westminster, as John Price and Son, stock and share brokers)— JOHN or JAMES PRICE, age about 26, height about 5 ft. 7 in., complexion dark, hair dark dark brown, eyes brown, prominent forehead, mous tache turned up at ends, beard and whiskers about 2 months' growth, is addicted to drink ; dress, black Chesterfield overcoat, black diagonal under ditto, grey tweed trousers and vest, black hard felt hat Supposed native of Manchester. Warrant issued. 2.— C Division— For'obtaining £ 15 by meansof a fictitious cheque on E. B. Foster G. E. Foster, and C. F. Foster, bankers, 14, Trinity- street, Cambridge — G. E. PADDOCK, age 30, height 5 ft. 9 in., com- plexion sallow, hair light brown, moustache ( slight) dark, flat nose, thick lips. A native of Cambridge. 3.— E D i visi o n.— For stealing Government Bonds, value £ 1,100, 17th inst.— JOHN ROBERT OLIVER ROSS, a Scotchman, age 40, height 5 ft. 11 in., com plexion sallow, hair, full beard and moustache ( turn- ing grey), very dark, eyes dark, slightly lame left leg ; dress, dark brown mixture coat and trousers, black felt hat. May endeavour to go to America. Warrant issued. 4.— M Division.— For stealing £ 249 8s. 3d., 17th inst.— STEPHEN THOMAS KING, age 22, height 5 ft. 3 in., complexion pale, hair light brown, eyes ( shifty expression) dark; dress, black morning coat, trimmed broad braid, black hard felt hat. A clerk; native of Bermondsey. 5.— P Division.— For obtaining £ 17, in October last, by means of worthless cheques, drawn on Messrs. Tanquerary and Bywater, 79, Victoria- street, E. C. — ALFRED JULIAN, alias HENRY MITCHELL, MAJOR HALL, and CAPTAIN FISHER, age 45, height 5 ft. 6J in., complexion dark, hair and mous- tache dark brown, eyes grey, scj. r top and back of head, vaccination marks both arni3, scars right side, buttock, elbow and groin, ruptured left side, tree and two birds right forearm ; dress, dark suit. Respectable appearance. Has been convicted for similar frauds At Morpeth, April, 1882, and sentenced to 12 months' imprisonment; Derby, April, 1883, to 5 years' penal servitude; liberated at Portsmouth, 29th March, 1887. Office No. 32593. Is also wanted for failing to report, Police Gazette, lst July, and Cases No. 9 and 21, 28th October last. Warrant issued. 6.— P Division.— For stealing, 8th inst., a gentleman's dark mixture overcoat, black diagonal under ditto and vest, and light mixture trousers — JOSEPH MIDGLEY, a deserter from Royal Artillery at Woolwich, age 30, height 5 ft. 5 in., stout build, complexion, hair, and moustache dark, eyes grey, " female dancing on barrel," three fishes, and bracelet tattooed on arms ; rings on three fingers left hand. His stepfathtr, Joseph Thompson, resides at Wiston Selby, and other relatives at Bradford and DacerbaDks, Yorkshire. Information to be forwarded to the Metropolitan Polici! Warrant issued. 8.— For forgery- GEORGE EDELSTE1N, an agent, late of 24, Warwick- lane, E. C., and 27, Queen's- crescent, Haverstock- tyll, age 38, height 5 ft. 7 in., complexion fre^ h, flair, v iskers ( shaved on chin), moustache, and thick eyebrows dark ; of Jewish ap- pearance and gentlemanly iess. A German. Information to Inspector McWilliam, 26, Old Jewry, EC. ABERDEENSHIRE. 9.— Aberdeen ( County).— For cattle stealing, July, 1886 — JOHN PROCTOR, alias ROBERT ALEXANDER, age 26, height 5 ft. 8 or 9 in., com- plexion fresh, hair brown, moustache ( if any) very alight, heavy eyebrows, full face, scar above one eye. A native of Aberdeenshire; but speaks with an Eng- lish accent. Fled to America at the time of the offence, but returned lately and enlisted in the Scots Fusiliers at Edinburgh, 9th October last, joined the regiment at Ayr, and on 21st ult. obtained 7 days' leave, but failed to return. Regimental name and number, " William Deenry, 2177." Wore a medal which he boasted having received from the Canadian Government for taking part in the operations to suppress the Reil Rebellion. May endeavour to re- enlist. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Major Ross, Chief Constable, Aber- deen. ANGLESEY. 10.— Holyhead ( County,.— For embezzlement— PATRICK CORRY, Excise Officer, late of Holyhead, age 38 to 40, height 5 ft. 5 or 6 in., complexion pale, hair brown, whiskers ( all round face), reddish brown short neck, large head ; dress, light dust coat, dark trousers, hard felt hat; carried a blackthorn stick Has been stationed at Oldham. Warrant issued. Information to Supt. Davies, Holyhead. AYRSHIRE. 11.— Ayr ( County).— For failing to surrender to his recognisances at Kilmarnock, 21st ult., for forgery at Saltcoats— DAVID HUNTER, alias GRAEME HUN- TER, lately newspaper reporter at Ardrossan, age 26, height 6 ft., complexion fresh, hair, side whisktrs ( thin), and moustache dark, chin shaved, eyes dark brown, long face, high cheek- bones, prominent chin, broad shoulders, stoops when walking, is very talka- tive, and of good address; dress, dark corded cloth coat and vest, dark trousers with light thread through 2 THE POLICE GAZETTE, FRIDAT, DECKMBBK 23, 1887. out. dark hard felt hat- all shabby. Is well known about the cattle market, Glasgow, as a " hanger en," and occasionally employed as clerk. May have got employment as a reporter fcr some newspaper. Warrant issued. BERKSHIRE. 12.— Wantage ( County).— For wilfully casting, in an exposed place, grain steeped with poison— CHARLES LOADER, alias FORDHAM, vermin killer, age about 50, height 5 ft. 9 in., very stout, com plfxion, hair ( turning grey), and moustache ( heavy) dark; respectable appearance. Wariant issued Information to Supt Dorrell, Wantage. 13— Windsor ( Borough).— For obtaining money by false pretences, 24th ultimo- T. SINCLAIR, age about 30, height 5 ft. 4 or 5 in., slight, complexion sallow, hair ( cut short) and moustache dark, pointed chin; dress, light plaid jacket and vest, with dark ditto under, dark tweed trcusers, light brown hit carried a sticV. Warrant issued. Information to Supt. Hayes, Windsor. CAMBRIDGESHIRE. 14— Cambridge ( Borough).—¥ ox obtaining 17th ult., by means of fictitious cheques, 2 diamond rings ( one single stone, mounted in 18 carat gold, split shank, " 2520" scratched inside ; one a fine stone, half hoop, " G64" scratched inside— A MAN, age 25 to 30 height about 5 ft. 8 in., complexion sallow, hair light brown, rather flat nose, spoke with an American accent; dress, light drab covert coat, brown mixture cloth trousers, striped cap and gown. Passed two more cheques for £ 75 each, one No. 133,958, at the London and County Bank, Hanover square, and one, No. 133960, at Mappin's, Regent- street. Has several more in his possession on Messrs E B, G. E, and C. F. Foster's Bank, Cambridge. Information to Chief Constable Turrall, Cambridge, CARNARVONSHIRE. 15.— Carnarvon ( County).— For arson at Bettws- y- Coed, 6th September lsst ( See Case No. 9, 23rd September) - E D W A R D DAVIES, alias NED SIANDWS and NED Y TINKER- MAWR, a tinman, age 50 to 55, height 5 ft. 9 in., complexion fresh, hair and moustache turning grey, may have scars on face ; dress, shabby brown coat, cord trousers, hard felt hat Has a brother residing at Hen'lan, and one at Carnar- ton. May be found selling spectacles and some liquid used for polishing plated goods. Was seen at Aberyst- with some time ago, and is supposed to have gone to South Wales. A native of Denbigh. Warrant issued. 16.— Carnarvo D ( County).— For obtaining money by false pretences- WILLIAM TINSLEY, alias J. TINSLEY, WILLIAMS, and JOHN GEORGE INGHAM, age about 27, height about 5 ft. 6 in., hair dark brown, side whiskers and moustache ( slight) brown, eyes hazel; dress, dark coat and vest, dark trousers with brown stripes, lace boots, black hard felt hat, sometimes wears a double peak cap. Carried a black bag, a tin box ( about 2 ft. long), and several small boxes and paroels. States he is agent for the Liverpool China and India Tea Com- pany, and goes about selling in country places. If he finds that any other person has been selling at the places he calls, he returns dressed differently, wear- ing a light pair of trousers, silk hat, and a false beard ( sandy), and obtains the money from the purchasers by stating he has been sent to collect it. Supposed wanted for other offences. Warrant issued. Information to the Chief Constable, Carnarvon. at the Birkenhead Railway Goods' Station. A native of Chester. Warrant issued. Information to Supt. Downes, Broxton. 19.— Stockport ( Borough).— For stealing a watch ( recovered), 5th inst. — ALFRED WORSH, alias JAMES CLARKE, a sailor or labourer, age 25, height 5 ft. 5j in., complexion fre. sh, hair light brown, mous- tache light, " true love," cross flags, crucifix, and Jerusalem crest, and sailor's head left arm ; Jerusalem and crest 1882, and tombstone right arm ; wreath and female on breast; dress, black ribbed worsted over coat, dark speckled coat, blue vest, dark speckled trousers, white muffler, lace bcots, black hard felt hat, all much worn. He often goes on voyages on merchant ships, sailing from Liverpool, supposed in the name of James Clarke. Absconded 4th inst., and supposed to be making his way to some seaport town. 20.— Stockport ( Borough) — For stealing, 15th inst., a large black- and- white plaid shawl, small pattern— ROBERT MARTIN, a bookbinder, age about 40, height about 5 ft. 6 in , complexion dark, side whiskers and moustache ; dress, light tweed suit, lace boots, black hat ( all old).— FANNY MARTIN, age about 35, medium height; dress, black jacket trimmed fur, black dress, small black neck shawl, lace boots, black hat. Stated they come from Macclesfield, and were going to Manchester. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DENBIGHSHIRE. 21.— Wrf x; iam ( County).— For highway robbery, 12th inst— MARY BILLINGTON, alias ' POLL," age about 21, height 5 ft. 4 or 5 in., stout, coarse build, complexion ruddy, hair ( cut on forehead) sandy, eyes blue, large face. A prostitute, and sometimes follows shooting galleries. May be found along with " Johnny Elwins," who works hobby horses, & c. Information to Deputy Chief Constable Wilde, Wrexham. DEVONSHIRE. 22.— Exeter ( City).— For stealing, 28th ult., a black cutaway coat, spotted pink lining, with very small dots, and a vest to match— EDWARD PRIOR, age about 24, height 5 ft. 11 in., complexion fair, smart appearance; dress, brown overcoat, black ribbed jacket ( much worn at wrist), brown guernsey, lace boots, hard felt hat. A painter ; native of Oxford. Information to the Chief Constable Guildhall Exeter. GLAMORGANSHIRE. 27. — Neath ( County).— For stealing £ 28 14s. in October last— JAMES HENRY CURTIS, age about 33, height 5 ft. 6 or 7 in., complexion fair, hair and moustache ( slight) light, smart appearance; dress, dark brown overcoat, light tweed suit, black bowler hat. A clerk ; native of St. Day, Redruth, Cornwall. Frequents public- houses, and is fond of talking about horses. Warrant issued. Information to Supt. Howlett, Neath. HAMPSHIRE. 28— Aldershot ( County).— For shopbreaking, 1st inst., and stealing a sum of money and a quantity of postage- stamps— CHARLES WILLIAM WESTON age 27, height 5 ft. 6 in., complexion fair, hair and moustache light brown ; dress, black Irish frieze over- coat, short black under ditto, light cord trousers, lace boots. Served 12 years in the Army Service Corps. Warrant issued. Information to Supt. Brinsjn, Aldershot. 29.— Bittern ( County).— For obtaining £ 15 by fraud— FREDERICK BROOK, age 30, height about 5 ft. 7 in., complexion fair, moustache light, stoops when walking ; dress, black cut away coat and trou- sers, black hard felt hat. A painter ; supposed to have recently failed in business at Wimbledon. Warrant issued. Information to Supt. Adams, Bittern. HERTFORDSHIRE. 30.— Ware ( County).— For stealing a large number of watches entrusted to him to repair.— JOSEPH KETTERER, age 26, height about 5 ft. 6 or 7 in., com- plexion, hair, moustache, and eyes dark, high shouldered, turns his toes in when walking, and when speaking uses the same words several times. A travelling watch and clock repairer. Native of Germany. Has been employed in London. Warrant issued. Information to Supt. Hilton, Ware. LANCASHIRE. A native of Bradford Peverett Dorset. Has served in the Marine Artillery, and may be found in the company of soldiers at low public houses or at barracks. Is a running man, and gets up matches. Left Portsmouth 13th inst. Warrant issued. Information to Head Constable Coward, Dorchester. DUMFRIESSHIRE. 24.— Dumfries ( County).— For obtaining goods by false pretences— ALEXANDER BOWSTEAD, alias BOMESTEAD and HEATHERTON, age 30, height 5 ft. 5 or 6 in., hair ( bald on top) side whiskers ( thin) moustache, and eye3 dark, boM legged, turns his toes out when walking ; dress, blue jacket, dark vest, striped trousers, strong lace boots, soft felt hat. Likely to be employed asacatlleman on some farm. Supposed native of Cumberland. Warrant issued. Information to Chief Constable Jones, Dumfries. ESSEX. 25.— Brentwood ( County).— For stealing a watch, 22nd August last- EDWIN SEYMOUR JOYCE, age 28, height 5 ft. 7 in , complexion, hair, and eyes dark, moustache light, face and hands freckled, broad shoul- ders, stoops slightly ; dress, light dust coat, blue and- brown mixture tweed coat and vest, shepherd's plaid CHESHIRE. 17.— Allrincham ( County).- For stealing ahorse and bridle ( recovered)— EDWIN CLOWES, age 28, height 5 ft. 3 in., complexion fresh, hair brown, eyes hazel, scars right side of head, centre of forehead, above right wrist ( burn), and on 1st and 2nd right I trousers, round felt hat; carried a black bag, initials l" E. S J." painted on side. A baker; native of Cor- hampton, Hampshire. Has been employed by the Singer's Sewing Machine Company as canvasser at Brighton and Hayward's Heath. Warrant issued. Information to Supt. Dobson, Brentwood. 26,— Dun mow ( County).— For obtaining goods by fingers; dress, light mixture tweed jacket and vest, cardigan jacket underneath, moleskin trousers, blue silk handkerchief around neck, peak cap, and clogs. A boatman; native of Stoke- on- Trent. Warrant issued. Information to Supt. Leighton, Altrincham. 18.— B roxton ( County).— For stealing a silver lever watch, No. 9709, maker " Welmon, Bangor, 232," false pretences— ROSS ROSTER SCOTT, alias ROSS SCOTT, age 30, height 5 ft. 8 in., complexion fair, hair light brown, eyes blue, clean shaved, prominent teeth, impediment in speech, face rather blotchy ; dress, brown cloth overcoat, black hard felt hat. A native of Fehham, near Woolpit, Suffolk. Warrant issued. Information to Supt. Ackers. Dunmow. " George Eunion " scratched inside case— THOMAS CLARKE, age 22, height 5 ft. 4 in, complexion fresh, hair ( curly) and moustache ( slight) dark, tattooed both arms, anchor on back of hand ; dress, brown over- coat, brown plaid suit, white muffler, hard hat. Recently purchased his discharge from the 3rd I Battalion Rifle Brigade, and has since been employed ' description of WILLIAM HO WARTH, alias WILLI AM WALMSLEY, WILLIAM ATHERTON, WOLSTEN- HOLME, and YORKSHIRE BILLY, a farm labourer, whose apprehension is sought for failing to surrender to his recognisances at Salford Sessions, for stealing 2 heifers at Long- worth ; age 62, height 5 ft. 31 in., com- plexion very fresh, hair ( slightly tinged with grey) light brown, eyes blue ; dress, grey tweed coat and vest, ribbed fustian trousers, blucher boots and cap. Js well known in the Buckrose Division of the East Riding of Yorkshire, and in West Staincliffe Division of the West Riding. Has dealt in calves at Settle and Clitheroe; was last employed at Red Valves Farm, Bury. Warrant issued. The above reward will be paid by Mr. Thomas Atkinson, Red Vales Farm, Bury for the apprehension of Howarth. Information to Supt. Eatough, Bolton. 32.— Kirkham ( County).— For failing to report- Supervisee WILLIAM JOHN MACHL1N, Office No. 32884, age 20, height 5 ft. 2 in., complexion fresh, hair light brown, eyes brown, anchor and " Machlin " on right forearm, W. E. C M. back of right hand, A. T. E. C. and bracelet on left forearm, E L. M. inside left arm. Sentenced at Salford, 25th October, 1886, to 6 months' imprisonment and 2 years' police supervision for larceny. Information to the Superintendent, Kirkham. 33.— Old Trafford ( County).— For stealing a horse and trap ( recovered)— JOHN QUINN, age 20, T H E POLICE GAZET TE. 3 height 5 ft 5 or 6 in., complexion pale, thin face, hair light, moustache slight; dress, long brown overcoat, dark tweed jacket, black cotton cord trousers, black felt hat. A warehouseman ; native of Salford. 34.— Old Trafford ( County).— For larceny— FRANK FORD, alias WEBB, age 14, height 4 ft 8 in-, complexion pale, hair and eyes brown, one upper front tooth decayed, blue dot left forearm, Urge cut across left wrist; dress, pepper- and- salt mixture " jacket, brown vest, black trousers ( patched), blue check co'. ton shirt, blue ribbed stockings and clogs, polo cap Stated he had been in Fair Yale Work- house, Sheffield, and afterwards apprenticed to Jack- son, a bolt and screw maker. Information to Supt. Bent, Old Trafford. 35.— Rochdale ( County). — For embezzling £ 20 7s. 7d.— JAMES HENTHORNE, age 25, height 5 ft. 7in., complexion fresb, hair and moustache light brown, eyes brown, full round face, quick walker; dress, light grey suit, black hard felt hat. May endea- vour to go abroad. Warrant issued. Information to Supt. Tindale, Rochdale. 36.— Liverpool ( City).— For stealing £ 267— JOHN RICHARD JONES, a clerk, age about 18, short, hair light brown, right foot turned inwards and walks with a slight limp, finger joints very large ; dress, dark clothes, black billycock hat. Absconded 12th inst. Information to Chief Supt. Shall - we go for a few moments back to the first Christmas Day, and to the two visits then paid to the Christ Child 1 The first visit was paid by working men, the bone and sinew of the world, represented by the shepherds. Brave, hardy men they were, used to rough it in all weathers, to keep weary night watches ( as you do) if needful, to protect the sheep at the risk of their lives. While keeping their night watch they saw a glorious light ; a bright angel gave them his message of love, " Behold I bring you glad tidings of great joy," and a Heavenly chorus sang the first Christmas carol, of which we have the words but not the tune, " Glory to God in the Highest; and on Earth Peace, Goodwill towards men." The shepherds were men of decision, action, and good common sense. Their faith was simple and strong ; it never entered their heads to doubt the good news. God had spoken, had sent the message, and it was true every word of it. At once they paid their visit to the Christ- Child ; they wondered and adored, and then spread the good news. The second visit was paid by representatives of science—" the wise men." Thus science and labour, hand in hand, were first at the manger in Bethlehem. As scripture is God's book, so is science His book too Geology His book in the rocks, astronomy His book in the heavens, and so on. God cannot contradict Himself, so His books cf inspiration and nature are sura to agree, and as science develops, more and more do men learn that it is so. These two visits have given ground for all Christmas visits since. Let the first to receive your visit be Christ Himself. Oh ! how many visit the devil on the very day when Christ came to set them free from sin, to forgive the past, and to set them right for the future.
