IV., No. 408 = F REQXTLATIONS- All announcements for insertion in the POLICE GAZBT* and all communications upon them should be addressed to THB EDITOR OP THB POLICE GAZETTE, GBEAT SCOTLAND YARD, LONDON, S. W. 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly italed. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of \ tolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of tngraving on wood. ft, Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such persjn be required to be inserted, and no warrant is in force against him, the requisition must be sigued by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analagous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and aft alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit io the Editor notice of the fact, refcrri/ ig to the number of the announcement far insertion in ihe next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will b* wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Fri, lay issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mud be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by chequs, crossed " Drummond Co.," Post Office Order payable at Charing Cross, Postal Order or M Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Wilting, lgt Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. APPREHENSIONS SOUGHT. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any psrsons who, being accused or convicted as principals • or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other arty." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own t ibjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. MURDER. £ 250 REWARD 1.— WHEREAS, during the night of Saturday, the 6th of August last, Police Constable HENRY WILLIAM BROWN was assaulted and thrown into the Shropshire Union Canal near Pendeford Bridge, in the Parish of Tettenliall, in the County of Stafford, and a Coroner's Jury having returned a verdict of Wilful Murder against some person or persons unknown, a Reward of £ 250 will be paid by Captain Congreve, Chief Constable, Staffordshire Con- stabulary, to any person or persons who shall give such in- formation and evidence as shall lead to the discovery and conviction of the murderer or murderers ; and the Secretary of State for the Home Department will advise the grant of Her Majesty's Gracious PARDON to any accomplice, not being the person who actually committed the murder, who shall give such information and evidence as shall lead to a like result." METROPOLITAN POLICE DISTRICT, 2.— V Division— For committing a rape on a girl of weak intellect near Epsom, 7th inst.- JAMES WILSON, age 26, height 5 ft. 6 or 7 in., complexion and hair dark; dress, long black cloth jacket, cord trousers, cap with peak. A sweep ; native of New Maiden, Surrey. Has friends at Virginia Water, Windsor, Slough, Reading, and Maidenhead, who are all sweeps. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 3.— For felony— LOUIS HAYWARD, an hotel waiter, late of 324, City Road, London, age 29, height about 5 ft. 2 in., slight build, complexion sallow, hair black, small dark moustache, rather large head, and wears his hat on one side ; dress, dark clothes. Is well known at the " Grand ' Hotel, Brighton, where he was employed about 2 years ago ; has a sister living with Mrs. Daniels, Inglewood House, Kew Gardens ; absconded 20th inst. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. ABERDEENSHIRE. 4.— Aberdeen ( County).— For stealing .£ 13, 24th ult.— ANGUS TAYLOB, age 26, height 5 ft. 6 in complexion fresh, hair and moustache reddish, eyes grey, two large teeth in front, left shoulder stiff, and arm a little shorter than the other ; a native of Aber- deenshire, but speaks with a South of Scotland accent. Has been employed in Glasgow, Dumbarton, Edin- burgh, and Leith, as barman and ship steward. Not to be apprehended out of the United King- dom. Warrai. t issued Information to Major Ross, Chief Constable, Aberdeen. • BERKSHIRE. 5.— Hungerford ( County).— For stealing, 14th inst., £ 12 13s. 6d.- ELIJAH COX, age 30, height 5 ft. 6 in., complexion fresh, hair brown, whiskers and moustache sandy, eyes blue ; dress, black pilot jacket, moleskin trousers and vest, and black soft billycock hat. A native of West Shefford, Berks.— JANE PEARCE, age 33, medium height, complexion very pale, hair brown, eyes grey ; dress, brown or plum colour waterproof, blue dress, and brown hat with white feather. A native of Lockinge, near Wantage, Berks. Warrant issued. Information to Inspector Winchcombe, Hungerford. 6.— Windso" ( Borough).— For obtaining by false pretences, 24th ult., two suits of clothes ( one dark brown check, the other fawn colour), also a livery hat and gloves- JOSEPH WINTER, age 25, height 5 ft, 9 in., complexion fresh, hair light brown. Stated he was in service at Hampton Lodge, Bedfont ( false). Enlisted in the Royal Artillery 3rd September, 1883, and was discharged in Dublin 7th September, 188C, having beeD returned medically unfit; a native of Aldsworth, near Reading. Warrant issued. Information to Supt. Hayes, Windsor. brown striped cloth trousers and vest, brown cloth helmet cap and lace boots. Left Llandyssul by first train ( G. W. R.), 3rd inst., in the company of cattle dealers, for Blackwater Fair, but alighted at an inter- mediate station. Supposed native of Bristol. Information to Supt. Williams, Llandyssul. CHESHIRE. 10.— Altrincham ( County).- For stealing ahorse and bridle ( recovered)- EDWIN CLOWES, age 28, height 5 ft. 3 in., complexion fresh, hair brown, eyes hazel, scars right side of head, centre of forehead, above right wrist ( burn), and on 1st and 2nd right firgers; dress, light mixture tweed jacket and vest, cardigan jacket underneath, moleskin trousers, blue s'lk handkerchief around neck, peak cap, and clogs. A boatman ; native of Stoke- on- Trent. Warrant issued. Information to Supt. Leighton, Altrincham. 11.— Nantwich ( County).— For larceny ( till) at Crewe, 9th inst.- GEORGE JONES, age about 19, height 5 ft. 3 or 4 in., complexion fair, hair light brown, eyes blue or grey, Roman nose, haggard appearance ; dress, new brown mixture cloth jacket, I or J stamped on lining of sleeve near armpit, brown cloth trousers with stripe ( mended at bottom and much too large), black cloth vest, roughly bound with black braid, new cotton plaid shirt, lace boots ( worn at toes), black hard felt hat with elastic band and white bone stud hanging behind, red- and- blue striped lining. Stated he had been tramping the country. Information to Supt. Leah, Nantwich. BUCKINGHAMSHIRE. V.— High Wycombe ^ County).- For stealing, 14th inst., a horse, cart, and harness ( recovered)— HENRY OLLIVER, alias ROGERS, a tramping painter, age 34, height 5 ft. 9 in., complexion fresh, hair dark brown, whiskers and moustache light brown, shaves under chin; dress, dark tweed jacket and vest ( spotted with paint), grey tweed trousers, black hard felt hat. Supposed native of Bath. Warrant issued. Information to Supt. Sargent, High Wycombe. CAMBRIDGESHIRE. 8.— Cambridgeshire ( 5oro « ^).- Forobtainingi 17th inst., by means of fictitious cheques, 2 diamond rings ( one single stone, mounted in 18- carat gold, split shank, " 2520" scratched inside ; one a fine stone, half hoop, " 664" scratched inside— A MAN, age 25 to 30, height about 5 ft. 8 in., complexion sallow, hair light brown, rather flat nose, spoke with an American accent; dress, light drab covert coat, brown mixture cloth trousers, striped cap and gown, Information to Chief Constable Turrall, Cambridge. CARDIGANSHIRE. 9.— Llandyssul ( County).— For stealing, 2nd inst., a dark cloth jacket and vest ( mixed white thread), brown Bedford cord trousers, brown cloth jacket and vest, and pair of grey woollen stockings— JOHN HOPKINS, age 35, height 5 ft. 6 or 7 in., complexion fresh, hair brown, eyes hazel, moustache light, stout build, full face ; dress, pilot cloth jacket, CORK. 12.— Cork ( City).— For stealing a large sum of money, the property of his creditors— WILLIAM J. KEARSE, an absconding bankrupt, age 40, height 6 ft., complexion fresb, eyes blue, moustache ( thick) brown, walks erect, active gait, prominent cheekbones, square build, wears silk beaver hat and several rings. Information to District Inspr. Concannon, Royal Irish Constabulary, Cork. CUMBERLAND. 13.— Whitehaven ( County).— For embezzling £ 52 16s. 5d.— WILLIAM ATKINSON, a hotel manager, age about 30, height 5 ft. 8 in., complexion, hair, and moustache fair, slight build, gentlemanly appearance. Was manager of the " Station Hotel," Newcastle- on- Tyne, for 5 years. Warrant issued. Information to Supt. Thornburrow, Whitehaven. £ 10 REWARD. 14.— Carlisle ( City).— For stealing jewellery ( Case J\ To. 11, 18< A « w*)- JAMES RICHARDSON, alias JAMES BARTON, JOHN BARNETT, PEARCE, HARRIS, and ANDREW STEPHENSON ( see wood- cut, Case JVo. 65, Ibth January, 1886), age 36, height 5 ft. 7 in., complexion pale, hair light brown, small side whiskers and moustache, eyes blue, scar on bridge of nose and cut centre of forehead ; dress, dark grey tight- fitting jacket suit, square crowned hat ( all well worn), and a black waterproof coat. A native of Cheltenham. Warrant issued. The above reward will be paid by Mr. D. Mackenzie, Bush Hotel, Carlisle, for the apprehension and con- viction of the thief and recovery of the property, or in proportion to the amount recovered. DENBIGHSHIRE. 15.— Denbigh ( County).— For stealing at Ruthin, 5th inst., a lady's gold lever watch, No. 42883, maker " Robert Roskell, Liverpool," gold chain with guinea, date 1787, attached- GEORGE JONES, a boots and billiard marker, age about 20, height 5 ft. 5 or 6 hair ( cut short) and moustache ( slight) sandy ; dress, dark cloth jacket, woollen under ditto, plaid trousers ( worn at heels), lace boots, black hard felt hat. Sup- posed to have been in service at Llandudno, and North Western and Adelphi Hotels, Liverpool. Warrant issued. Information to Supt. Vaughan, Denbigh. DERBYSHIRE. 16.— Derby ( Borough).— For obtaining £ 10, 5th inst., by means of a false cheque, No. C 34658, on the Exchange and Discount Bank, Bradford— JOHN E. DAYIS, age about 25, height 5 ft. 10 in., stout build, complexion fresh, hair dark, wart inside left nostril. Supposed to have travelled with " Maud Branscombe's " theatrical company in February last. Has since re sided in Derby, and has been occasionally engaged at the theatre taking minor parts in the " Ticket- of- Leave " and " Life in the Great City." Likely to be found at the theatres, music- halls, or in company of theatricals. Supposed native of Bradford. Warrant issued. Not to be apprehended out of the United Kingdom Information to Lieut.- Col. Delacombe, Chief Con- stable, Town Hall, Derby. DORSETSHIRE 17.— Poole ( Borough).— For stealing, 25th ult, about £ 15 gold and silver ; 1 silver locket with photo, of a man and woman, silver chain, rope pattern, at tached ; 1 lady's silver watch chain, small round link pattern, with hook and two tassels ; 2 white silk hand- kerchiefs ( one pale blue border) ; 1 white shirt, and 1 pair blue worsted socks— A MAN, age about 23, height about 5 ft. 9 or 10 in., complexion pale, no whiskers or mc stache, long nose ; dress, blue serge suit with large brass buttons, and peak cap. Stated he was steward of a large yacht, of which his father was captain. Also that he belonged to the Royal Victoria Yacht Club. Left for Waterloo Station by the 8.42 a. m train, 25th ult. Information to Head Constable Hunt, Poole. DURHAM. 18.— Gateshead ( County).— For horse- stealing— JAMES CONSTANTINE, alias WILSON, age about 35, height 5 ft. 6 in., complexion fair, hair, whiskers and moustache brown, chin shaved, eyes ( full) blue; dress, dark grey suit. Associates with low horse- dealers and fish hawkers. Sometimes hawks glasses, which lie carries in a basket. Is well known at Sunderland and throughout the county of Durham. Warrant issued. Information to Supt. Harrison, Gateshead- on- Tyne. ESSEX. 19.— Colchester ( County).— For embezzling £ 4 16s.— ALFRED GOBY, age 43, height 5 ft. 5 or 6 in., complexion and hair dark, eyes grey, thick under lip, and very round shouldered ; dress, brown jacket, blue guernsey, moleskin trousers, dark cap, and heavy lace boots. A native of Wix. Warrant issued. Information to Supt. Ackers, Colchester. GLOUCESTERSHIRE. 20.— Cheltenham ( County).— For stealing pota- toes— WILLIAM WILLIAMS, age 45, height 5 ft. 8J in., complexion fresh, hair light, eyes grey. A labourer ; native of Newent, near Gloucester. Warrant issued. 21.— Cheltenham ( County), — For fraudulent bankruptcy— GEORGE WILLIAM BARROW, age 30 to 33, height 5 ft. 6 or 7 in., complexion pale, hair and moustache dark brown, of gentlemanly appear- ance ; dress, tweed suit, bowler hat. A jeweller; native of Cheltenham. Warrant issued. Information to Supt. McRae, Cheltenham. 22.— Gloucester ( County).— For stealing, 10th inst., 1 single case gold lever watch. " Strand" written inside case ; 1 single case Geneva do.; 1 lady's gold chain, small link pattern ; 1 gold dress ring, set pearls, bloodstone in centre— WILLIAM SANSOM ( supposed false), age about 22, height 5 ft. 3 or 4 in., complexion fresh, hair light brown, moustache ( slight) light; dress, black- and- brown plaid suit, black bowler hat, lace boots. Stated he was an agent for Reckitt's blue. A native of Wolverhampton. Information to Deputy Chief Constable Chipp, Glou- cester. 23.— B ristoi ( City).— For embezzlement— FREDE- RICK FRANKCORN, a collector, age about 35, height 5 ft. 7 in., blotchy face, red nose, hair, whiskers, and moustache ( turning grey) dark ; dress, brown check suit ( shabby). Warrant issued. Information to Chief Constable Coathupe, Bristol. HAMPSHIRE. 24.— Aldershot ( County).— For stealing, 19th inst., a bassoon, about 2 ft. long, top band of bottom joint loose, brass tube, end of pipe at bottom of instru- ment split, cork broken and filled in with grease, makers " Chappell and Co., London;" and a B flat clarionet, hole bored through, " C. Rivets" near 12th key ( both instruments are the property of the 5th Lancers)— JERRY GREEN, age about 35, height about 5 ft. 7 in., complexion, hair, moustache, and eyes dark ; dress, black diagonal overcoat, check cloth trousers, black bowler hat. Was for 12 years in the band of the 1st Dragoon Guards, and now plays in the streets and in theatrical bands. Warrant issued. Information to Supt. Brinson, Aldershot. 25— Winchester ( City).— For deserting his wife and family— WILLIAM ROACH, age 45, height 5 ft. 9 or 10 in., complexion sallow, hair dark brown, mous- tache light brown, eyes brown, anchor and flag tattooed right arm, " W. R." left arm, indistinct ring third finger left hand, slightly pockpitted ; dress, light brown suit) military boots, double peak cap. A native of Seven Dials, London. Is a pensioner from the Medical Staff Corps, payable at Southampton. Warrant issued. Information to Head Constable Morton, Winchester. FRIDAY, NOVEMBER 25, 1887. T H E POLICE GAZETTE. 3 HEREFORDSHIRE. 26.— Weobley { County).— For embezzling £ 27— JAMES POWELL, age 50 to 55, height 5 ft. 7 or 8 in., stout build, complexion, hair, - whiskers, and moustache dark, eyes hazel; dress, dark grey overcoat, jacket, vest, and trousers, and hard felt hat. A native of Brobury, Herefordshire. May endeavour to go abroad. Warrant issued. Information to Supt. Owens, Weobley. KENT. 27.— Folkestone ( Borough).— For larceny ( bailee) — FRANCIS REGGIO, a carpenter, age about 30, height 5 ft. 7 or 8 in., complexion sallow, hair, moustache, and slight imperial dark ; dress, long black ribbed over, • coat, grey tweed coat, black vest, light striped trousers, lace boots, hard felt hat. Stated he belonged to Brighton, where his wife and children reside. Warrant issued. 28.— Folkestone ( Borough).— For obtaining £ 8 by false pretences, 5th August last— F. HERBERT, alias WALSH, age about 30, height 5 ft. 7 in., complexion fair, round full face, moustache ( heavy) light, of gen- tlemanly appearance, speaks with a slight Irish accent Was accompanied by his wife, with short yellow hair and freckled face. Supposed to be well known in the Isle of Wight. May be found at Liverpool or at some • fashionable watering- place. Warrant issued. Information to Supt. Taylor, Folkestone. LANCASHIRE. 29.— Bolton ( County).— For highway robbery, at Middle Hulton- TWO MEN : 1st, age about 30, height 5 ft. 9 in., complexion, hair, and moustache dark ; • dress, dark suit, black hard felt hat; 2nd, stout build, with dark moustache; who stated that they had a number of rabbits for sale, but upon a youth being sent with the money to receive them he was thrown • down, and the money forcibly extracted from his pocket. Information to Supt. Eatougb, Bolton. 30.— Burnley ( County).— For failing to report- Supervisee MARY SCULLY, Office No. 33980, age 24, height 5 ft. 2£ in., complexion fresh, hair brown, eyes brown, birthmarks left side of face and neck, T. F. left - arm. Sentenced at Salford, 12th April, 1886, to 18 • months' hard labour and 2 years' police supervision 63. Information to Supt. Barnett, Burnley. 31.— Bury ( County).— For stealing, 7th inst.— A lady's 18- carat gold keyless Geneva watch, No. 79741, ' Ada Allen" scratched faintly with pin on back of inside case ; 1 lady's 9 carat gold albert, double link, ball in centre, tassel and Boyal arch jewel attached ; 1 lady's silver necklet, round pattern, with large silver cross, plain one side and engraved the other, attached — A MAN, age about 25, height 5 ft. 8 or 9 in., com plexion fresh, hair brown, clean shaved, of good appearance and address. Is also wanted at Preston for stealing a horse and trap, and at Southport for stealing a tricycle. Information to Supt. Henderson, Bury. 32.— Old Trafford ( County).— For stealing a • gentleman's brown check tweed jacket, pair of black • cloth trousers and vest, and about 10 pairs of socks ( various) BOOTH ( false), age 13 or 14, height about 4 ft., medium build, complexion fresh ; dress brown cord jacket and trousers, and red soajrf. 33— Old Trafford ( County).— For stealing £ 110s. gold and silver, 9th inst.— KATE KNOATE, or NOAKE, servant, age about 20, height 5 ft. 2 in., complexion fresh, hair light brown, large eyes ; dress, black mackintosh, brown dress trimmed brown velvet, brown straw hat trimmed two rows of beads round edge, and black feather, black jersey jacket. Had with her a yellow japanned box. Stated her mother resided at Rotherham. 34.— Old Trafford ( County).— For stealing a horse ( recovered)— A MAN and BOY : 1st, about 30, height about 5 ft. 5 in., complexion pale, moustache slight, hair light; dress, grey tweed jacket, fustian trousers, grey cap, and clogs. 2nd, about 15 years, complexion fresh, hair light; dress, dark cloth jacket, moleskin trousers, dark cap, and clogs. Is very talka- tive. 35.— Old Trafford ( County).— For felony — WILLIAM SCHOFIELD, age about 35, height 5 ft. 10 or 11 in., stout build, complexion ruddy, round full face, moustache ( slight) light, stammers slightly. Was a member of a moulder's club held at Chapel- street, Salford, but was expelled about 5 weeks' since. Is well known amongst clubhouses in Manchester and Salford. Supposed to have returned from a visit to America about 6 weeks' since. Warrant issued. Information to Supt. Bent, Old TralTord. L EIC ESTERS HI RE. 36.— Loughborough ( County).— For unlawfully withdrawing himself from the Leicestershire Consta- bulary— JOHN TOM GARRATT, alias JOHN HARRISON, age 22, height 5 ft. 9£ in, complexion 3allow, hair brown, moustache slight, eyes grey, rough pimply face, wide nose, thick lips, walks with a rolling gait. Has been in the 6th Enniskillen Dragoons, and may again endeavour to enlist. Warrant issued. Information to Supt. His modus operandi is to open a shop for a few weeks as an importer and exporter of boots and shoes, and having obtained a large quantity, sends them to an auctioneer in another town. In the present case the wife of this man left North- ampton for London ( Broad- street, City) on the 12th inst. with two boxes and two parcels of boots, and again on the 15th inst. with a case and three pircels of boots, and at 6 p. m., same date, Fletcher left for Willesden with a large parcel of boots, and the whole are be- lieved to have been taken to an auctioneer in London. And " to Him all the prophets witness." They all wrote of Him, and all are saying to us, " This is the Way." And while we see all these pointing forward to Him, there are many more pointing back There are those who, like Augustine long ago, like Bunyan in later times, have found Him to be the Way— the Way of Life. Him who has quickened them from the dead, who has enabled them to live in the presence of God. . He is not merely the door ; many are willing to see that, and to enter in through Him as that; but He is the Way - every mile of it, every step of it.
