IV., No 402 REGULATIONS- ATI announcements for insertion in the POLICE GAZETV 1, and all communications upon them thould be addressed to THE EDITOR OF THB POLICE GAZETTE, GKEAT SCOTLAND YAHD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. It. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of ttolen property, will be prominently inserted, with detailed particulars, at a cost of IDS. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signaturt of an officer of not less rank than Superintendent; and, if the name of such persjn be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by au officer of not less rank than Inspector, or analagous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a numlsr and OK alphabetically arranged by counties. ' The force which eauses particulars concerning delinquents, or stolen property to be inserted * 9. the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit io the Editor notice of the fact, referring to the number of the announcement for insertion in i he next issue. 10. In all cases, the officer signing the request for insertion of any anm. jicement, will hi wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They muti be clearly written on one side of the paper only, be in the usual form, and accompanied by & covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Festal Order, or Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James IFtliitig, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. < M\ > Poisoning County of Eighteen Hunters Dublin, on October at Clonsilla, 8, i.- EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the Iligh Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. CAPTAIN H. STEEDS offers the above reward for such information as would lead to a conviction for the above malicious act: and as large quantities of arsenic, or preparations of arsenic, have been found in the animals poisoned, and in the bran mashes used to convey the poison, the police are requested, at all places where poison ( arsenic) might be sold, to trace such through chemists, druggists, grocers, & c., who may have sold arsenic, or arsenical preparations— such as sheep dips, & c.— and com- municate with F. G or 7 in., complexion sallow, hair, whiskers, beard ( trimmed to point), and mous- tachs black, eyes dark, of slight Jewish appearance, we.\ rs opal and diamond rings on fingers, and several gold and other charms on watch chain. Is well known at Southsea, Hastings, Brighton, and Ryde. Stays at fiist- class hotels. Is supposed to have an estate at Embo, Sutherlandshire. Warrant issued. CITY OF LONDON. 4.— For embezzlement — WILLIAM FORREST, alias SHYLOCK, a clerk, late of 27, Bellenden- road, Peckham, age 28, height 5 ft. 6 in., slight build, hair dark, moustache ( slight) dark brown; dress, grey tweed suit, felt hat. May be found in the company of betting men or at billiard rooms. Ab- conded 19th September last. Warrant issued. 5.— For falsifying accoun! s- ARTHUR ROBERT TURNER CLEMENTS, a stockbroker's clerk, late of 43, Brondesbury- road, Kilburn, age 20, height 5 ft. 7 in., complexion fresh, long thin face, large nose, hair black, eyes ( rather large) dark, rather weak voice, is fond of betting ; dress, navy blue or brown tweed suit. Ab- sconded 20th ult. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. 5 years' penal servitude and 7 years'police supervision for larceny. I 82. DERBYSHIRE. 10— Glossop ( Borough).— For stealing, 19th ult., a cashbox, containing £ 35 silver and an oval- shaped gold locket, white enamelled, with coloured flowers on front, engraved back with shield in centre, has been repaired at hinge- JOHN WILLIAMSON, a clerk, age 30, height 5 ft. 8 in., complexion sallow ( tanned from exposure), hair, side whiskers, moustache, and eyes brown, bald place about the size of a half- penny back of head, walks very erect; dress, small check grey- brown and- black jacket and vest, mixture cloth trousers, lace boots with heel plates and toe protectors ( may be wearing a pair of new side- spring boots), brown hard felt hat. A native of Asliton- under- Lyne. Se.- ved five years in the 13th Hussars, and was bought off on 16th August, 1881. He then joined the Lancashire Constabulary, and was dis- charged for misconduct on 18th January, 1882, and since then has been tramping the country. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Head Constable Hodgson, Glossop. to be lodging- houses. Absconded 22nd ult. Not apprehended beyond the United Kingdom. Warrant issued. Information to Chief Constable Cosser, Portsmouth. BERKSHIRE. £ 5 5s. REWARD. 6— Windsor ( Borough).— For obtaining £ 10 and 21st ult., by means of two fictitious cheques drawn on Messrs. Bay water, Tanqueray, and Co.' s Bank, 79, Queen Victoria- street, London, drawn by George Barratt, payable to and endorsed James Hall— MA J OR JAMES HALL, Royal Artil'ery ( false), age 45 to 50, height 5 ft. 6 to 8 in., complexion sallow, hair and moustache ( very heavy) dark ; dress, dark suit, grey broken check ulster with cape, brown hard felt hat, wore a massive gold ring on finger of right hand. Has several other cheques on the same bank ia his possession, which he will no doubt endeavour to pass. His modus operandi is to obtain respectable lodgings, ascertain the names of lodging- house keepers, trades- people, ifcc.; he afterwards calls upon them, stating where he is residing, and gets them to cash the cheques. ( See Case No. 12.) The above reward will be paid by W. S. Cantrell, Esq., J. P., Windsor, for the apprehension and convic- tion of Hall. Warrant issued. Information to Supt. Hayes, Windsor. BRECONSHIRE £ 30 REWABD. 7— Brecon ( County).— For housebreaking at Craig y- Nos Castle, 24th ult., and stealing 1 gold franc, some silver francs, consisting of 5, 2, and 1 francs; 1 Portuguese gold coin ; 3 small charms ( two gold and one silver), wild boar pattern ; 1 gold pen ; 1 small gold enamelled Portuguese decoration cross; 1 gold wedding ring, with letter* H. D. E. C. A. P.; 1 medium size spirit flask, without top, silver bottom, " E. N." engraved thereon- THREE MEN, ages 25 to 30, two about 5 ft. 7 in. in height; dress, dark coats, mixture trousers, black bowler hats ; the other slightly shorter; dress, dark grey suit, tight- fitting trousers, black soft hat or cap. The above reward will be paid by Signor Nicolini, Craig y- Nos Castle, for the apprehension and convic- tion of the thief or thieves and recovery of the property. 8.— Brecon ( County).— For stealing a dark brown double- breasted jacket, black bone buttons, and a pair of grey woollen socks— A MAN, age 35, height 5 ft. 7 or 8 in., complexion dark, hair brown, moustache dark brown ; dress, dark cloth monkey jacket, white duck under ditto, dark trousers, hard felt hat. Supposed to be a cooper, and making his way to Herefordshire seeking work. Information to Supt. Flye, Brecon. Stated he was steward of a large yacht, of which his father was captain. Also that he belonged to the Royal Victoria Yacht Club. Left for Waterloo Station by the 8.42 a. m train, 25th ult. A tramping watchmaker. Supposed native of Plymouth. Warrant issued. Informat: on to Inspector Russell, Romsey. 14— Winchester ( City).— For deserting his wife and fimily- WILLIAM ROACH, age 45, height 5 ft. 9 or 10 in., complexion sallow, hair dark brown, mous tache light brown, eyes brown, anchor and flag tattooed right arm, " W. R." left arm, indistinct ring third finger left hand, slightly pockpitted ; dress, light brown suit military boots, double peak cap. A native of Seven Dials, London. Is a prnsioner. from the Medical Staff Corps, payable at Southampton. Warrant issued. Information to Head Constable Morton, Winchester 15.-- Portsmouth ( Borough).- Yor embezzlement — HENRY YOUNG, age about 30, height 5 ft. 5 or 6 in., very slight build, complexion very pale, hair light, delicate appearance, scar on one shin, walks slightly lame ; dress, long brown overcoat, grey tweed coat, dark grey trousers, white sca » f, blue clotli cap, with hather peak. A baker. May endeavour to obtain employment at his trade, or as cook or baker on board ship. Is of intemperate habits, and if on shore may be found in low beer houses or common HEREFORDSHIRE, \ 6. — H e refo rd ( City).— For burglary and murder, also stealing an open- face gold lever watch, No. 25127, go'd al bert chain, single links and gold seal, with initials ' P. B.," attached ; 1 plain gold keeper ring ( new); 1 light signet ring, much worn, with light stone ; Ismail plain silver tubula bracelet, with imitation claws for clasps; 1 white silk pocket handkerchief, worked all over with flowers ; 1 old dirty thick black frock coat, " Spencer" on tab ; 1 pair Derby shoes ( nearly new), made from odd lasts ( right eased at joint for a bunion); and a bunch of keys— A MAN, age 25 to 30, h< ight ft. 7 or 8 in., complexion fresh, hair supposed Lght, moustache ( slight) sandy, little or no whiskers ; dress, dark coat and vest, light trousers, hard bowler hat. Appearance of a mechanic. Information to Head Constable Richardson, Here- ford. HERTFORDSHIRE. £ 20 REWARD. R S O M. 17. — Wa r e ( County).— Whereas the stack of faggots forming the Butts on the Welwyn Rifle Range was maliciously set fire to on the night of 21st October, 1887. The above reward will be paid by Superintendent Hilton, Herts Constabulary, Ware, to any person who will give such information as will lead to the apprehension and conviction of the offender or offenders. LANCASHIRE. 18.— Ormskirk ( County).— For stealing at Skel- mersdale, 29th ult., a suit of black worsted clothes ; 1 white flannel singlet; 1 light blue cotton shirt with red stripe. " Co operative Society, King- street, Old- ham," fctamped back of neck— ELLIS GREAVES, age about 30, height 5 ft. 9 or 10 in., complexion fresh, hair ( cut short) and moustache ( slight) sandy ; dresf, brown plaid tweed suit ( trousers patched), side- spring boots, brown double- peak cap. Belongs to the Army Reserve. Has been convicted for larceny at Ashton- under- Lyne and sentenced to 1 month's imprisonment. 19.— Ormskirk ( County).— For obtaining money, food, and clothing by false pretences— JOSEPH BOYERS, alias PHILIP HENRY EBERLE, age about 34, height 5 ft. 5 in., complexion sallow, hair and moustache ( slight) dark, scar across bridge of nose, lost first joint right forefinger; dress, brown overcoat, dark jacket and vest, dark brown mixture tweed trousers, lace boots ( new), red- white- and- blue plaid cotton shirt, white mufHer with red spots, Tam o' Shanter hat. His modus operandi is to call at houses, stating he is in ill health, and that he has been recorx mended to live in the country, and, taking lodgings, states his boxes are to arrive next day, when he asks the landlord to go for them, and, in his absence, obtains from his wife different articles of clothing, stating that the articles he is in want of are in his boxes. He then makes an excuse of going out to meet the man, but never returns. Pieviously convicted at Liverpool Assizes, 10th Feb- ruary, 1886, for fraud, and sentenced to 18 months' imprisonment, and at Bolton, 0th August, 1887, and sentenced to 2 months' imprisonment for larceny. Information to Supt. Jervis, Ormskirk. 20.— St. Helens ( County).— For failing to report - Supervisee JOSEPH SHEPHERD, Office No. 31647, age 38, height 5 ft. 5 in , complexion fair, hair light brown, eyes grey, scars on head, forehead, right of bick and left forearm, hip and thigh, cross and two blue marks back of right hand, ring 2nd and 4th right fingers, star on right wrist. Sentenced at Liverpool Sessions, lst November, 1831, to 5 years' penal servi- tude and 5 years' police supervision for larceny. H 1245. Warrant issued. Information to the Superintendent, Lancashire Con- stabulary, St. Helens. 21.— Sa I fo rd ( Borough)— For obtaining £- 2 10s. by falsely repreienting himself to a beer house keeper to be an excise oflScer, and demanding £ 3 for Exuse License— A MAN, age about 40, height 5 ft. 9 in., thin face, high cheek bones, full eyes ; dress, brown- and- black tweed suit. Warrant issued. Information to the Chief Constable, Town Hall, Salford. LEICESTERSHIRE. 22-— Leicester ( Borough).— For stealing, 16th ult., a Singer's tricycle, No. 44496, straight steerer, 188; pattern, 36- inch wheels, cradle spring, long dis- tance saddle, pilot lamp, light side wheel bent, chain guard taken off— A MAN, who gave the name of FR'DAY, NOVEMBER 4, 1 8 8 7. NORTHAMPTONSHIRE. 23.— Daventry ( County).— For embezzlement— SAMUEL WARREN, age about 40, height 5 ft. 4 or 5 in , full red face, hair and whiskers light brown king's evil bridge of nose and under chin, small watery eyes ; dress, tweed suit, hard felt hat. An upholsterer snd cabinet- maker, but has lately been employed as brewer's traveller. Is addicted to drink, and very talkative May be found in Birmingham, Manchester, or Wolverhampton. Warrant issued. Information to Supt. Bar well, Daventry. STAFFORDSHIRE. 24.— Burslem ( County).— Forobtaining money by fraud, 22nd ult. — EDWARD BOWDLER, alias HENRY WHEATLEY and JOSEPH WILLIAMS age 28, height 5 ft. 2 in, complexion fresh, hair dark brown, eyes grey, small birthmark on forehead, one linger recently injured, largescald scar left instep and ankle; dress, b'ue cord coat, black cord vest, brown cord trousers, clogs, brown- and- red muffler, and black cord jockey cap. A boatman or forge labourer ; native of Great Bridge, Staffordshire. Warrant issue!. Information to Chief Supt. Hill, Burolem. 25.— Leek ( County).— For stealing a horse ( re covered) 12th ult.- JOHN COLE, age 35, height 5 ft 10 in., complexion, hair and moustache dark ; dress, dark tight- fitting suit. A native of Manchester. Warrant issued. Information to Supt. Breton, Leek. 26.— Longtori ( County).— For stealing, 29th ult., a purse containing 9s. 9d.— A MAN, age 35 to 40, height about 5 ft. 6 in., complexion sallow, whiskers dark ; dress, brown cloth jacket, black cloth trousers, black hard felt hat, and white apron round waist, who met a girl and asked her to allow him to h > ld per purse while she went on an errand for him. Information to Supt. Evans, Longton. SUSSEX ( EAST}. 27.— East Grinstead ( County).— For assaulting a gamekeeper — THOMAS KING, age 50, height 5 fc. 8 or 9 in., complexion, hair ( bald on top), side whiskers, and eyes dark, spelling < over right1 eye ; dress, long black jacket, cord vest, moleskin trousers, white neckerchief, cloth cap with peak and tassel. Has with him a black cob, 14 hands, knees broker, and an old cart, painted black, containing bird cages and nets. Is a notorious poacher, and frequents rail- way works. Warrant issued. Information to Deputy Chief Constable Berry, East Grinstead. 28.— Brighton ( Borough). — For embezzling £ 1 Os. 6d.— HERBERT JOEL KNIGHT, age 17, height 5 ft. 3 or 4 in., complexion fair, hair light brown ; dress, black overcoat, dark grey jacket and vest, dark trousers, black hard felt hat, or light brown check suit and light plaid helmet. May endeavour to obtain employment as an assistant baker. Warrant issued. Information to Chief Constable Terry, Brighton. SUSSEX ( WEST). 29.— Horsham ( County).— For embezzling £ 50— ROBERT THWAITES, age 36 to 38, height 5 ft. 6 or 7 in., complexion fair, hair and moustache ( turning grey) dark ; dress, dark clothes, hard felt hat, respect- able appearance. Was employed as clerk by the Aylesbury Dairy Company, and is well known in London. Warrant issued. Information to Supt. Denman, Horsham. WESTMORLAND. 30 — Kendal County).— For embezzling £ i 5s. 4d. — ROBERT WALSH, ag* 30, height 5 ft 6 or 7 in , complexion fresh, hair ( turning grey) black, side whiskers and moustache dark brown, hangs his head forward when walking; dress, dark blue overcoat, black coat snd vest, dark cloth trousers, lace boots, hard felt hat. Was lately employed as butcher's assistant at Gras- mere, Westmorland. His mother resides at Worsley, near Manchester, where she carries on a blacksmith's business. Warrant issued. Information to Supt. Shields, Kendal. WILTSHIRE. 31.— Salisbury ( County).— For failing to report — License Holder GEORGE WOOD, alias JAMES WILLIAMSON and WM. NASH, Office No. 33771, age 42, height 5 ft. 1 in., complexion sandy, hair light brown ( tlrn on top), eyes light grey, lost top of second right finger, D left side, scars left side forehead and left forearm. Sentenc d at Surrey Sessions, 3rd Sep tember, 1881, to 7 years' penal servitude for larceny. Licensed 30th September last. A H 23. Information to Supt. Stephens, Salisbury. Do we need comfort in times when we feel " Day and night Thy Hand was heavy upon me "—" The Hand of God hath touched me " ?- and shall we not find it in recog nising that the chastening Hand is also the pierced Hand, and, like the disciples of old, be glad that we have seen the Lord when lie shows His Hands to us ?
