Particnlars concerning persons whose apprehension is sought Kill be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. S. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. t, In all cases where a reward is offered the name and address of some person responsible far the payment must be given, an i the exact conditions be clearly stated. $„ Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. ft. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; a, id, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by a% officer of not less rank than Inspector, or analagous thereto. 9. 8. Announcements of all persons to be apprehended or of stolen property bear a number ardor* alphabetically arranged by counties. ' ' 9. The force which causes particulars concerning delinquents, or stolen property to be inserted is, the POLICE GAZETTE, musty on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue 10. In all cases, the officer signing the request for insertion of any announcement will bt wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning They must be clearly written on one side of the paper only, be in the usual form, and accompanied bv « covering letter. e * 12. NOTICE. Poisoning County of Eighteen Hunters at Dublin, on October 8? Clonsilla, 1887. i— EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. CAPTAIN M. STEEDS offers the above reward for such information as would lead to a conviction for the above malicious act: and as large quantities of arsenic, or preparations of arsenic, have been found in the animals poisoned, and in the bran mashes used to convey the poison, the police are requested, at all places where poison ( arsenic) might be sold, to trace such through chemists, druggists, grocers, & c., who may have sold arsenic, or arsenical preparations— such as sheep dips, & c.— and com municate with F. METROPOLITAN POLICE DISTRICT. 2.— C I. 0., C. 0.— For carnally knowing and abusing a girl, age 13— Sir SEXTON GORDON, Bart., age 42, height 5 ft. G or 7 in., complexion sallow, hair, whiskers, beard ( trimmed to point), and mous- tache black, eyes dark, of slight Jewish appearance, wears opal and diamond rings on fingers, and several gold and other charms on watch chain. Is well known at Southsea, Hastings, Brighton, and Ryde. Stays at fiist- class hotels. Is supposed to have an estate at Ernbo, Sutherlandshire. Warrant issued. 3.— G Division.— For embezzlement— HENRY KEPPEL, age 45, height 5 ft. 11 in., complexion sallow, moustache dark, prominent teeth ( one deficient in front), appearance of a German ; dress ( supposed), dark clothes, of gentlemanly appearance. May be found at the " Swan" Hotel, Leeds, or " Red Lion" public- louse, Manchester, where he is well known. Warrant issued. 4.— T Division.— For obtaining goods and money by means of worthless cheques- JAMES BROOKS, alias SPENCE, age 36, height 5 ft. 6 in., complexion, hair, and side whiskers dark ; dress, blue serge coat, light and dark striped trousers, brown hard felt hat. Supposed known at Manchester and other adjacent towns. Warrant issued. Information to be forwarded to the Metropolitan , Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 5— For obtaining £ 2,962 13s 6d. by fraud, in June, 1884— WILHELM CARL LUDWIG VICTOR VON SCHEURER, alias COUNT DE SALIS. and CLAR- ENCE PERCY ROPERS, formerly of 9, Fitzroy- street, London ; of Fontainebleau, and since of Vienna, age about 40, height 5 ft. 9 or 10 in., whiskers, beard, and moustache dark, high cheek- bones; has a habit of half closing his eyes when speaking ; of gentlemanly appearance.— JULIE METZ VON BANK FALVA, alias JULIE METZ, JULIANNA METZ, and MRS. CLARENCE PERCY ROPERS, formerly of Wood- bury Vale, Stoke Newington, London, and since of Vienna, age about 27, short, complexion dark, hair ( parted in centre) somewhat wavy, good- looking, and of ladylike appearance. Both speak English, French, ond German. Are supposed to have recently returned to this country, and to have luggage in their possession bearing Austrian labels ( particularly Vienna). Warrant issued. £ 10 REWARD. 6.— For felony— GEORGE STUTCHBURY, a clerk, late of 7, Granville- terrace, Mays- road, Wood- green, N., age about 32, height 5 ft. 5 or 6 in., stout build, complexion florid, full face, hair ( curly), whis- kers ( slight), and moustache reddish brown, lower part of face clean shaved, reserved manner, has a choking cough, voice at times husky; dress, grey mixture suit, light brown felt hat. The above reward will be paid by Mr. Mills, 62, Ludgate- hill, E. C., for the apprehension and convic- tion of Stutchbury. Information to Inspector McWilliam, 26, Old Jewry, E. C. ABERDEENSHIRE. 7.— Aberdeen ( City).— For shop- breaking and stealing watches ( Case No. 55, 7th inst.)— JAMES JAMIESON, age about 40, height 5 ft. 3 in., com- plexion ruddy, full face, hair light, whiskers and moustache ( cut short) light; dress, dark grey jacket, shoes ( very much worn), brown felt hat. A leather cutter. Native of Glasgow. Was seen in Dundee 8th inst.— WILLIAM WASHTON, or MASHTON, age 25 to 30, height 5 ft. 8 or 9 in., complexion swarthy, round face, hair dark, moustache ( thick and short) black; dress, dark blue corded cloth coat, brown tweed trousers and vest ( may be wearing new mole- skin trousers), lace boots, patched on uppers behind. Appearance of a discharged soldier. Was seen in Edinburgh 7th inst. Information to Supt. Wyness, Aberdeen. BERKSHIRE. 8.— Newbury ( County).— TOT stealing, 7th inst., a lady's small silver Geneva watch, maker " Kendal and Dent, London," with jet chain attached- DAVID MORDOCK, a tramping tailor, age about 25, height 5 ft. 2 or 3 in., complexion fair, hair light brown; dress, dark tweed coat, black ve3t, light tweed trousers, low shoes, black felt hat. Warrant issued. Information to Supt. Bennett, Newbury. £ 5 5s. REWARD. 9.— Windsor ( Borough).— For obtaining £ 10 and £ 8 21st inst., by means of two fictitious cheques drawn on Messrs. Baywater, Tanqueray, and Co.' s Bank, 79, Queen Victoria- street, London, drawn by George Barratt, payable to and endorsed James Hall— MA J OR JAMES HALL, Royal Artillery ( false), age 45 to 50, height 5 ft. 6 to 8 in., complexion sallow, hair and moustache ( very heavy) dark ; dress, dark suit, grey broken check ulster with cape, brown hard felt hat, wore a massive gold ring on finger of right hand. Has several other cheques on the same bank in his possession, which he will no doubt endeavour to pass. His modus operandi is to obtain respectable lodgings, ascertain the names of lodging- house keepers, trades- people, ifcc. ; he afterwards calls upon them, stating where he is residing, and gets them to cash the cheques. ( See Case No. 21.) The above reward will be paid by W. S. Cantrell, Esq., J. P., Windsor, for the apprehension and oonvic- tion of Hall. Warrant issued. Information to Supt. Hayes, Windsor. CHESHIRE. 10.— Chester ( City).— For failing to report- License Holder WILLIAM JOHNSTON, alias REILLY, SMITH, JOHN PIFNEY. MURRAY, and PETER MURPHY, Office No. 33720, age 27, height 5 ft. 3 in., complexion fresh, hair light brown, eyes grey, slightly pockmarked, scars on neck, head, left breast, and left forearm. Sentenced at Chester on 5th April, 1883, to 5 years' penal servitude for larceny. Licensed 15th September, 1887. J 313. Information to the Chief Constable, Town Hall, Chester. 11.— Macclesfield ( Borough).— For embezzling £ 82 14s. lid.— JOHN GOSLING, a cashier, age about 30, height 5 ft. 7 in., rather stout, complexion dark, hair and moustache ( slight) black, small peculiar Japanese or almond- shaped eyes, dull, heavy, surly countenance; dress, black suit, black billycock hat. May seek employment as clerk, or endeavour to leave the country. Warrant issued. Information to Chief Constable Sheasby, Maccles- field. 12.— Stockport ( Borough).— For stealing, 18th inst., a black- ribbed worsted suit ( nearly new) — RICHARD PEEL, a painter, age about 60, height 5 ft. 2 or 3 in. ; dress, dark mixture coat, vest, and trousers, patched at right knee, and darkened on left, low shoes, hard felt hat, dark brown overcoat. Had in his possession a quantity of men's new neckties and some combs. Has been employed at Nottingham and by Messrs. Merryweathers', fire- engine makers, Long- acre, London. 13.— Stockport ( Borough).— For obtaining by false pretences, 21st inst., a black cashmere dress, plain waterfall back, sash of brocaded silk on back and front, lace fastened down sides with beaded drops inter- mixed— A WOMAN, age about 50, who wore a dark shawl, which had been dyed maroon. Stated that some member of her family had died, and ordered several dresses for her daughters, but gave a wrong name and address. Information to Lieut.- Col. Staples, Chief Constable, Stockport. DERBYSHIRE. 14.— Glossop ( Borough).— For stealing, 19th inst, a cashbox, containing £ 35 silver and an oval- shaped gold locket, white enamelled, with coloured flowers on front, engraved back with shield in centre, has been repaired at hinge- JOHN WILLIAMSON, a clerk, age 30, height 5 ft. 8 in., complexion sallow ( tanned from exposure), hair, side whiskers, moustache, and eyes brown, bald place about the size of a half- penny back of head, walks very erect; dress, small check grey- brown- and- black jacket and vest, mixture cloth trousers, lace boots with heel plates and toe protectors ( may be wearing a pair o£ new side- spring boots), brown hard felt hat. A native of Ashton- under- Lyne. Served five years in the 13th Hussars and was bought off on 16th August, 1881. He then joined the Lancashire Constabulary, and was dis- charged for misconduct on 18th January, 1882, and since then has been tramping the country. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Head Constable Hodgson, Glossop. DEVONSHIRE. 15.— Exeter ( City).— For stealing from his lodg- ings, 19th inst., 1 Geneva watch, No. 68212 ; 1 gold albert, long wire link pattern, with fancy knob be- tween each, pendant and spade guinea attached ; 1 lady's long gold chain, with gold folding glasses attached- EDWARD HENNINGS ( suppo? ed false), age about 25, height 5 ft. 5 or 6 in., complexion dark, hair dark brown, moustache heavy, sharp features ; dress, dark diagonal coat, light mixture vest, dark trousers, black tie with blue spots, black bowler hat; carried a brown paper parcel. Warrant issued. Information to Captain Showers, Chief Constable, Exeter. ESSEX. 16.— Chelmsford ( County).— For stealing £ 10 22nd inst.— HENRY HILL, age 17, height 5 ft 2 in-, complexion fair, hair dark ; dress, dark coat and vest small plaid trousers ( dark ditto supposed under), hard felt hat, carried a carpet bag. A plumber's labourer ; native of London. May seek employment at plumber's as an improver. Last heard of at Cambridge, 24th inst. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. 17.— Halstead ( County).— For obtaining money from dressmakers by obtaining subscriptions in ad- vance for a book entitled the " Delineator"— A. W. NAYLOR, alias WILLIAM PERRY and ELLIS, age about 30, short and stout, complexion dark, hair dark brown ; dress, dark clothes, hard felt hat. Stated he was agent for Messrs. Butterick and Co., 177, Regent- street, London ( false). Is now supposed to be in the neighbourhood of Wolverhampton. Warrant issued. Information to Inspector Mann, Halstead. FORFARSHIRE. 18.— Dundee ( Borough).— For embezzling about £ 100— JOHN ROBERTSON, traveller and collector, age 35, height 5 ft. 10 or 11 in., stout build, com plexion fresh, full round face, hair ( curly) brown, whiskers and moustache reddish or light brown, shaved on chin, walks very ei- ect; dress, supposed brown check tweed jacket smit and hard fell hat. Absconded 17th inst. May apply for a situation at coal merchants, or endeavour to leave the country. Warrant issued. Information to Chief Constable Dewar, Dundee. GLOUCESTERSHIRE. 19.— Cheltenham ( County).— For night poaching and assault— WALTER WILLIAM MARTIN, age 32, height 5 ft. 9J in., complexion fresh, hair brown, eyes hazel. A native of Cheltenham. Warrant issued. 20.— Cheltenham ( County).— For larceny and failing to report— Supervisee GEORGE DIX, Office No. 30363, age 17, height 5 ft. 7 in., complexion fresh, hair red, eyes brown, scars over right eyebrow and on upper lip, 4th right toe injured, face freckled, impedi- ment in speech. Sentenced at Gloucester Sessions, 21st October, 1885, to 6 months' hard labour and 3 years' police supervision for larceny. 618— 7. Information to Supt. McRae, Cheltenham. HAMPSHIRE. 21.— Aldershot ( County).— For obtaining £ 7 14th inst., by means of a fictitious cheque, No. 6986, on Messrs. Bywater, Tanqueray and Co.' s Bank, 79, Queen Victoria- street, London, drawn by George Barratt, payable to and endorsed James Hall— MAJOR JAMES HALL, Royal Artillery ( false), age 45 to 50, height 5 ft. 6 to 8 in., complexion sallow, hair and moustache ( very heavy) dark ; dress, dark suit, grey broken- check ulster, black hard felt hat, wore massive gold rings on one finger of right hand, and carried an umbrella. Brinson, Aldershot. 22.— Romsey ( County).— For stealing 1 long silver chain, curb pattern; 1 silver scent box, shape of a book, flowers engraved on sid « and inlaid with gold ; 1 small gold brooch, composed of three " forget- me- not'' flowers, set white stones, gold leaves; 1 small silver brooch ; 1 gold- plated brooch, snake pattern ; 1 metal double- case verge watch, No. 128 B, steel chain, cross bar and 2 keys attached ; and 1 silver double- case verge watch, No. 4478— GEORGE GRANT ( supposed false, age 30 to 35, height 5 ft. 10 or 11 in., complexion sallow, hair and moustache light brown, high cheek- bcnes, finger nails bitten off close to quick, slightly bow- legged, knock- kneed ; dress, dark cloth coat, brown trousers and vest, brown hard felt hat. A tramping watchmaker. Supposed native of Plymouth. Warrant issued. Information to Inspector Russell, Romsey. 23.-- Portsmouth ( Borough).— For embezzlement — HENRY YOUNG, age about 30, height 5 ft. 5 or 6 in., very slight bmild, complexion very pale, hair light, delicate appearance, scar on one shin, walks slightly lame ; dress, long brown overcoat, grey tweed coat, dark grey trousers, white scarf, blue cloth cap, with leather peak. A baker. May endeavour to obtain employment at his trade, or as cook or baker on board ship. Is of intemperate habits, and if on shore may be found in low beer- houses or common lodging- houses. Absconded 22nd inst. Not to be apprehended beyond the United Kingdom. Warrant issued. Information to Chief Constable Cosser, Portsmouth. FRIDAY, OCTOBER LL, 1887. T H E POLICE GAZETTE. 3 HEREFORDSHIRE. 24.— Ledbury ( County).— For larceny ( dwelling) 23rd inst.— THOMAS FELLOWS, age 55, height about 5 ft. 4 in., stout, complexion fair, hair ( turning grey), whiskers and moustache light brown; dress, dark brown tweed coat, white- and- black striped livery vest, brown cord trousers, bowler hat. A labourer native of Seagley or Dudley. Information to Supt. Smith, Ledbury. LANARKSHIRE. 25.— Hamilton ( County.) — For stouthrief and assault, near Motherwell, 15th inst., ar. d stealing small field glass covered with dark morocco leather ( torn at edges), one of the eyes is a single glass, the other double glass ; also 4 ferrets ( two dogs, one white the other dark brown, and 2 bitches, one white the other dark brown.)— THREE MEN : 1st, age about 22, height 5 ft. 7 or 8 in., no hair on face, good- looking ; dress, dark blue jacket suit, dark cap, spoke with an English accent.— 2nd, age about 22, height about 5 ft 7 or 8 in. ; dress, dark jacket suit, red and blue striped cravat, spoke with an English accent.— 3rd, age about .30, height 5 ft. 6 or 7 in., stout build ; dress, light brown tweed coat or jacket of coarse material. At the same time a party of six men called at the cottage, three of them entered and kept the inmates in the house by force, and threatened them with fire arms, while the other three stole the ferrets from the outside premises. It is requested that special inquiry be made for their apprehension, and any information obtained immedi ately communicated to Chief Inspector Carmichael, Hamilton. LANCASHIRE. 26.— Bolton ( County).— For deserting his family— WILLIAM WALKDEN, alias SOLDIER BILL, age 48, height 5 ft. 9 in., complexion fresh, hair light brown, eyes grey, coal mark right cheek, one finger left hand broken. Is well known in the colliery districts of Lancashire and Yorkshire. Warrant issued. Information to Supt. Eatougli, Bolton. 27.— Bury ( County) — For failing to report— Super- visee JOHN WALDRON, Office No. 33977, age 26, height 5 ft. 10 in., complexion fresh, hair dark brown, eyes brown, scars on forehead, left eyebrow, and corner of left eye. Sentenced at Salford, 11th April, 1887, to 6 months' imprisonment and 1 year's super- vision for larceny. 7762. Information to the Superintendent County Police, Bury. 28.— Ormsklrk ( County).— Tor obtaining money, food, and clothing by false pretences— JOSEPH BOYERS, alias PHILIP HENRY EBERLE, age about 34, height 5 ft. 5 in., complexion sallow, hair and moustache ( slight) dark, scar across bridge of nose, lost first joint right forefinger; dress, brown overcoat, dark jacket and vest, dark brown mixture tweed trousers, lace boots ( new), red- white- and- blue plaid cotton shirt, white muffler with red spots, Tam o' Shanter hat. His modus operandi is to call at houses, stating he is in ill health, and that he has been recommended to live in the country, and, taking lodgings, states his boxes are to arrive next day, - when he asks the landlord to go for them, and, in his absence, obtains from his wife different articles of clothing, stating that the articles he is in want of are in his boxes. He then makes an excuse of going out to meet the man, but never returns. Pieviously convicted at Liverpool Assizes, 10th Feb- ruary, 1886, for fraud, and sentenced to 18 months' imprisonment, and at Bolton, 6th August, 1887, and sentenced to 2 months' imprisonment for larceny. Information to Supt. Jervis, Ormskirk. £ 50 EEWAED, 29.— Liverpool ( City).— For fraudulently appro- priating a large sum of money belonging to the City and County Finance Company, Limited — JOHN ALLONBY, a director and chairman of the company, age 38, height 5 ft. 5 in., hair, whiskers, and moustache brown, small, even, noticeable features, aquiline nose ; has occasionally a peculiar way of rolling one of his eyes, the lower lip falls when speaking ; small hands, and has a habit of rubbing them when speaking ; has a fair knowledge of the French and Spanish languages ; dress, light cloth overcoat, light grey tweed suit, vvhite linen shirt, turn- down collar, light colour tie, heavy shooting boots, black billycock hat. Was last heard of on 27th ult., at Birkenhead. The above reward will be paid by City and County Finance Company, Limited, Liverpool, for the appre- hension and conviction of Allonby. Warrant issued. 30— Liverpool ( City).— For failing to report- License Holder WILLIAM SMITH, alias STARBUCK and GIPSY BILL, Office No. 31540, age 55, height 5 ft. 9 in , complexion and hair dark ( bald), eyes brown, scars right eyebrow and bottom of back. Sentenced at Liverpool Sessions, 20th April, 1881, to 7 years' penal servitude for larceny ( person). Licensed 25th Sept, 1886.— License Holder GEORGE FRITHEY, Office No. 33360, age 29, height 5 ft. 3 in., complexion fresh, hair brown, eyes grey, scars on head and bridge of nose. Sentenced at Liverpool Sessions, 20 th Feb ruary, 1882, to 7 years' penal servitude for larceny Licensed 23rd July last. 1187.
