HBGULATIONS ' » All announcements for insertion in the POLICE GAZET. \ and all communications upon them thould be addressed to THE EDITOR OP THE POLICE GAZETTE, GREAT SCOTLAND YAHD, LONDON, S. \ V. 8 Particulars concerning persons whose apprehension is sought will be inserted in one issue of the VOLIC'E GAZETTE, if they are sufficient to enable action to be taken upon them by another force. $ Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable article in question to be thereby identified. t. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, an I the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of trnlen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 8. B- ery announcement, if for the apprehension of a person, must be guaranteed by the signature of an ; fficer of not less rank than Superintendent; and, if the name of such persjn be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or h is immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by a- i officer of not less rank than Inspector, or analagous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9 The force which causes particulars concerning delinquents, or stolen property to be inserted i » the POLICE GAZKTTE, must, on their apprehension or recovery, at once transmit io the hditc notice » / the fact, referring to the number of the announcement for insertion in l he next issue. 10. In all cases, the officer signing the request for insertion of any anno, mcemnt, will wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should, be forwarded to as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mus. be clearly written on one side of the paper only, be in the usual form, and accompanied by t covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque crossed " Drummond $ Co.,'' l'ost Office Order payable at Charing Cross, Postal Order, or w Stamps. 13. A Swiss. Speaks good English. Is fond of betting. Warrant issued. wears gold spectacles, carries his head erect; dress, dark clothes, patent leather boots with spats, high silk hat, of gentlemanly appearance. His wife resides at 7, County Grove, Camberwell. Warrant issued. 3.— E Division.— For fraudulent bankruptcy and assaulting the police— SIMON HARRIS, late of 105, Elgin- avenue, Maida Yale, London, age 50, height 5 ft. 6 in., complexion swarthy, whiskers and mou- stache grey, chin shaved, of Jewish appearances; dress, grey tweed du| t coat, white vest, dark trousers, high silk hat. Formerly carried on business at 59, Clifton- street, Cardiff, and Burlington- chambers, New- street, Birmingham. Warrant issued. r y 4.— H Division.— Woodcut portrait and descrip- tion of EDWARD GOODWIN, whose apprehension A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High. Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. 2.— C Division — Woodcut portrait and descrip- tion of JAMES JOSEPH WICKS, whose apprehension 5.— T Division.— For obtaining goods and money by means of worthless cheques— JAMES BROOKS, alias SPENCE, age 36, height 5 ft. 6 in., complexion, hair, and side whiskers dark ; dress, blue serge coat, light and dark striped trousers, brown hard felt hat. Supposed known at Manchester and other adjacent towns. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. is sought for embezzling £ 400— age 35, height 5 ft. 8 complexion sallow, hair, moustache, and eyes da CITY OF LONDON. 6 — For obtaining ,£ 2,962 13s 6d. by fraud, in June, 1884— WILHELM CARL LUDWIG VICTOR VON .., SCHEURER, alias COUNT DE SALIS, and CLAR- c, ENCE PERCY ROPERS, formerly of 9, Fitzroy- is sought for stealing a cash box containing £ 46 103., age 15J ( looks older), height 4 ft. 6 in., slight build, complexion sallow, small face, hair light brown; dress, light tweed suit, white helmet cap with flaps, indiarubber shoes. 2 THE POLICE GAZETTE. CLARENCE PERCY ROPERS, formerly of Wood- bury Vale, Stoke Newington, London, and since of Vienna, age about 27, short, complexion dark, hair ( parted in centre) somewhat wavy, good- looking, and of ladylike appearance. Both speak English, French, and German. Are supposed to have recently returned to this country, and to have luggage in their possession bearing Austrian labels ( particularly Vienna). Warrant issued. £ 10 REWARD. 7.— For felony— GEORGE STUTCHBURY, a clerk, late of 7, Granville- terrace, Mays- road, Wood- green, N, age about 32, height 5 ft. 5 or 0 in., stout build, complexion florid, full face, hair ( curly), whis- kers ( slight), and moustache reddish brown, lower part of face clean shaved, reserved manner, has a choking cough, voice at times husky ; dress, grey mixture suit, light brown felt hat. The above reward will be paid by Mr. Mills, 62, Ludgate- hill, E. C., for the apprehension and convic- tion of Stutchbury. Information to Inspector McWilliam, 26, Old Jewry, E. C. ABERDEENSHIRE. 8— Aberdeen ( City).— For shop- breaking and stealing watches ( Case No. 55, 1th inst.)— JAMES JAMIESON, age about 40, height 5 ft. 3 in., com- plexion ruddy, full face, hair light, whiskers and moustache ( cut short) light; dress, dark grey jacket, shoes ( very much worn), brown felt hat. A leather cutter. Native of Glasgow. Was seen in Dundee 8th intt.— WILLIAM WASHTON, or MASHTON, age 25 to 30, height 5 ft. 8 or 9 in., complexion swarthy, round face, hair dark, moustache ( thick and short; black; dress, dark blue corded cloth coat, brown tweed trousers and vest ( may be wearing new mole- skin trousers), lace boots, patched on uppers behind. Appearance of a discharged soldier. Was seen in Edinburgh 7th inst. Information to Supt. Wynes3, Aberdeen. BRECONSHIRE. 9,— Crickhowell < County).— For stealing a dog ( recovered) 5th inst.— RICHARD SHEARMAN, alias FREDERICK ISAAC and POOLE, age about 27, height about 5 ft. 7 in., complexion fair, hair ( cut short and parted in centre) light brown, smart active appear- ance; dress, dark brown tweed jacket, trousers, and vest, lace boots, black hard felt hat. A gardener. Supposed well- known to Gloucestershire Police, and to be wanted in Herefordshire and Monmouthshire. Warrant issued. Information to Supt. Jo? eph, Crickhowell. CHESHIRE, 10.— Runcorn [ County).— For bigamy- ROBERT GORST, alias ROBERT WATSON, age 35 to 40, height 5 ft. 4 or 5 in., complexion fresh, hair, side whiskers, moustache, and eyes dark, ruptured left side,- and walks rather lame; dressj dark clothes, respectable appear- ance. Warrant issued. Information to Supt. Hollingworth, Runcorn. 11— Stockport ( County).— For stealing £ 10, 7th inst.— WILLIAM JOHNSON, age 38, height 5 ft. 7 in., complexion fresh, hair and moustache dark brown ; dress, black coat, tweed vest, cotton cord trousers, blucher boots ( new), and old felt hat. Information to Deputy Chief Constable Cope, Stock- port. 12.— Chester [ City).— For deserting his wife and family, 22nd February last— THOMAS GORDON MACDONALD, age 32, height 5ft. 6 in., complexion, hair, and moustache dark, eyes hazel; dress, dark diagonal coat and vest, light tweed trousers, side- spring boots, hard felt hat. A tailor and cutter, native of Scotland, or North of Ireland. Warrant issued. Not to be arrested out of the United Kingdom. 13.— Chester ( City).— For deserting his wife and family 14th May last— WILLIAM WILDIG, age 36, height 5 ft. 5 in., complexion fair, hair and moustache light, eyes hazel, mark from an operation under chin; dress, green- and- white mixture plaid coat and vest, dark tweed trousers, Oxford shoes, hard felt hat. A plumber; native of Chester. Warrant issued. Not to be arrested out of the United Kingdom. 14.— Chester ( City).— For deserting his children in March last- GEORGE HEWITT, an engine driver, age 34, height 5 ft. 6 in., complexion, hair ( curly), and tuft on chin dark; dress, dark diagonal suit, lace boots, hard felt hat. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Town Hall, Chester. DURHAM. 15.— West Hartlepool ( County).— For embezzl- ing .£ 6 7s., 11th inst.— BENJAMIN J. EMMERSON, age about 36, height about 5 ft. 8 in., complexion very dark, hair and moustache ( heavy) black, eyes dark brown, slightly bow- legged; dress, black overcoat, dark grey coat and vest, brown tweed trousers, black felt hat— all much worn. A salesman in outfitters' shops ; native of Richmond, Yorks. His wife and two children are supposed to be living with friends at C55, Wands worth- road, Clapham. Warrant issued. Information to Supt. Parkinson, West Hartlepool. ESSEX. 16.— Halstead ( County).— For obtaining money from dressmakers by obtaining subscriptions in ad- vance for a book entitled the " Delineator "— A. W. NAYLOR, alias WILLIAM PERRY and ELLIS, age about 30, short and stout, complexion dark, hair dark brown ; dress, dark clothes, hard felt hat. Stated he was agent for Messrs. Butterick and Co , 177, Regent- street, London ( false). Is now supposed to be in the neighbourhood of Wolverhampton. ( See Case Xo. 42.) Warrant issued. Information to Inspector Mann, Halstead. GLOUCESTERSHIRE. 17.— Northleach ( County). — For assaulting a gamekeeper at Great Barrington— THOMAS AYRES, age 25 to 30, height 5 ft. 9 or 10 in., complexion fresh, hair and eyes dark; dress, velveteen jacket, cord trousers, and cap with tassel on top. A notorious poacher; native of Eynsham, Oxfordshire. — CHARLES COX, age 54, height 5 ft. 3 or 4 in., com- plexion fresh, hair and eyes dark ; dress, fustian jacket, cord trousers, hard felt hat. A notorious poacher; native of Stonesfield, Oxfordshire. Information to Supt. Basson, Northlench. HAMPSHIRE. 18.— Aldershot ( County).— For obtaining £ 7 14th inst., by means of a fictitious cheque, No. 6980, on Messrs. By water, Tanqueray and Co.' s Bank, 79 Queen Victoria- street, London, drawn by George Barratt, payable to and endorsed James Hall— MAJOR JAMES HALL, Royal Artillery ( false), age 45 to 50, height 5 ft. 6 to 8 in., complexion sallow, hair and moustache ( very heavy) dark ; dress, dark suit grey broken- check ulster, black hard felt hat, wore 2 massive gold rings on one finger of right hand, and carried an umbrella. Has several other cheques on the same bank in his possession, which he will no doubt endeavour to pass. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Supt. Brinson, Aldershot. HEREFORDSHIRE. 19.— Ross ( County).— For stealing a pony at Hope Man sell, 8th inst. ( recovered at Monmouth)— A MAN, age 55 to 60, height 5 ft. 7 or 8 in., complexion dark, hair ( turning grey) brown, clean shaved, broad features, stoops slightly, appearance of a navvy; dress, dark blue pilot jacket, white moleskin trousers and vest blue muffler and silk neckerchief, black hard felt hat — all new. Booked from Monmouth to Langley Green, near Oldbury, by the 4 p. m. train, 8th inst. Information to Supt. Smith, Ross. 20.— Weobley ( County).— For night poaching— WILLIAM MASELEY, age 35 to 40, height 5 ft. 7 or 8 in., complexion dark, hair brown, moustache dark, eyes blue, full face; dress, dark grey ccat, trousers, and vest, lace boots, black hard felt hat. A native of Kidderminster. Warrant issued. Information to Supt. Ovens, Weobley. HERTFORDSHIRE. 21 — Hemel Hempstead ( County).— For enr- bezzlement— CHARLES MONTAGUE BROWN, age 38, height 5 ft. 6 or 7 in., stout build, complexion, moustache ( heavy), and eyes dark, hair dark brown ; dress, tweed suit, hard felt hat, wore rings. Stated he was an Army pensioner, and wore three ribbons upon his breast. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Deputy Chief Constable Pearson, Hemel Hempstead. 22.— Ware ( County).— For stealing a horse at Great Am well, 23rd July last— OSCAR THOMAS BEADWELL PIPE, alias TOM PIPE, age about 30, height 5 ft. 3 or 4 in , complexion dark, hair and moustache ( slight) brown, sharp features, and nose with lump thereon ; dress, blue check suit, hard felt hat. A native of Cockfield, Suffolk. ( See Case No. 40.) Warrant issued. Information to Supt. Hilton, Ware. 23.— Hertford ( Borough).— For failing to report- License Holder EDWARD OVERHILL, Office No. 33838, age 62, height 5 ft. 2 in., complexion dark, hair grey ( thin on top), eyes light grey, scars right of head, right of chest, and top of right forefinger, sailor, pipe, fish, rose and other blue marks left forearm, E K. M. back of left hand, feet slightly deformed. Sentenced at Central Criminal Court lst May 1882, to 7 years' penal servitude for wounding. Licensed 11th inst. I 381. KENT. 24.— Sittingbourne ( County,.— For breakinginto a barge, and stealing a pair of light lace boots and a grey woollen shirt— WILLIAM ANDERSON, age 28, height 5 ft. 8 in., complexion fresh, hair brown, eyes grey, slight impediment in speech ; dress, brown jacket and vest, cord trousers, hard felt hat. A native of Sittingbourne, Kent. Warrant issued. Information to Supt. Mayne, Sittingbourne. 25.— Folkestone ( Borough).— For failing to Bur- render to his bail, for assault with intent to rob— JOHN DILLON, late of 7, Clyde- terrace, Leyton, age 42, height 5 ft. 7J in., complexion dark, hair, beard, whiskers, and moustache ( turning grey) dark brown ; smart appearance. Was convicted in Paris, in name of Simpson, in September, 1881. Is knoVn at the " Horse and Groom " publichouse, Mare street, Hackney. Warrant issued. Information to Supt. Taylor, Town Hall, Folkestone 26.— Tunbridge Wells ( Borough).— For obtain- ing £ 12 4s. on pretence of telling fortunes, 4th and 7th inst.— MARY COOPER, age 26 to 30, height 5 ft. 1 or 2 in., complexion very dark, hair and eyes black, very full face ; dress, light jacket, black dress, white apron, black soft felt hat with dirty black feather and velvet. A gipsy ; sells black jack earthenware. Warrant issued. Information to Head Constable Embery, Tunbridge Wells. LANARKSHIRE. 27.— Hamilton ( County.) — For stouthrief and assault, near Motherwell, 15th inst., and stealing a small field glass covered with dark morocco leather ( torn at edges), one of the eyes is a single glass, tkc other double glass ; also 4 ferrets ( two dogs, one white the other dark brown, and 2 bitche3, one white the other dark brown.)— THREE MEN : 1st, age about22, height 5 ft. 7 or 8 in., no hair on face, good- looking ; dress, dark blue jacket suit, dark cap, spoke with an English accent.— 2nd, age about 22, height about 5 ft. 7 or 8 in. ; dress, dark jacket suit, red and blue striped cravat, spoke with an English accent.— 3rd, age about 30, height 5 ft. 6 or 7 in., stout build ; dress, light brown tweed coat or jacket of coarse material. At the same time a party of six men called at the cot age, three of them entered and kept the inmates in the house by force, and threatened them with fire arms, while the other three stole the ferrets from the outside premises. LANCASHIRE. 28.— Blackburn { County).— For failing to report — Supervisee JOHN CROSTON, Office No. 33822. age r> 0, height 5 ft. 6 in , complexion fresh, hair brown, eye3 dark blue, right hand deformed. Sentenced at Preston to 15 months' hard labour and 5 years' police supervision for larceny. Information to the Superintendent, County Police, Blackburn. 29.— Bolton ( County).— For deserting his family— WILLIAM WALKDEN, alias SOLDIER BILL, age 48, height 5 ft. 9 in., complexion fresh, hair light brown, eyes grey, coal mark right cheek, one finger left band broken. Is well known in the colliery districts of Lancashire and Yorkshire. Warrant issued. Information to Supt. Eatough, Bolton. 30.— Ormskirk ( County).— For obtaining money, food, and clothing; by false pretences— JOSEPH 1 JO VERS, alias PHILIP HENRY EBERLE, age about 34, height 6 ft. 5 in., complexion sallow, hair and moustache ( slight) dark, scar across bridge of no3e, lost first joint right forefinger; dress, brown overcoat, dark jacket and vest, dark brown mixture tweed trousers, lace boots ( new), red- white- and- blue plaid cotton shirt, white muffler with red spots, Tam o' Slianter hat- His modus operandi is to call at houses, stating he is in ill health, and that he has been recorrimended to live in the country, and, taking lodgings, states his boxes are to arrive next day, when he asks the landlord to go for them, and, in his absence, obtains from his wife different articles of clothing, stating that the articles he is in want of are in his boxes. He then makes an excuse of going out to meet the man, but never returns. Pieviously convicted at Liverpool Assizes, 10th Feb- ruary, 1886, for fraud, and sentenced to 18 months' imprisonment, and at Bolton, 6th August, 1887, and sentenced to 2 months' imprisonment for larceny. Information to Supt. Jervis, Ormskirk. £ 50 REWARD. 31.— Liverpool ( City).— For fraudulently appro- priating a large sum of money belonging to the City and County Finance Company, Limited— JOHN ALLONBY, a director and chairman of the company, age 38, height 5 ft. 5 in., hair, whiskers, and moustache brown, small, even, noticeable features, aquiline nose ; has occasionally a peculiar way of rolling one cf his eyes, the lower lip falh when speaking ; small hands, and has a habit of rubbing them when speaking ; has a fair knowledge of the French and Spanish languages ; dress, light cloth overcoat, light grey tweed suit, white linen shirt, turn- down collar, light colour tie, heavy shooting boots, black billycock hat. Was last heard of on 27th ult., at Birkenhead. The above reward will be paid by City and County Finance Company, Limited, Liverpool, for the. appre- hension and conviction of Allonby. Warrant issued. Information to Chief Supt. Williams, Liverpool. 32 — Manchester ( City).— For embezzling £ 100— CHARLES ALLEN, age 21, height 5 ft. 3 or 4 in., complexion ruddy, hair dart brown, small dark side whiskers and moustache ( may be cl » an shaved); dressed respectably. Not to be apprehended out of the United Kingdom. Warrant issued. 33.— Manchester ( City).— For failing to report- License Holder JANE TAYLOR, alias CONNOR and TURNER, office No. 33493, age 53, height 5 ft. 1 in., complexion dark, hair and eyes dark brown, scar left shin and each forearm, mole back of neck. Sentenced at Manchester Sessions 10 Dec., 1879, to 8 years' penal servitude and 7 years' police supervision for breaking and entering. Licensed 29th July last.— Supervisee THOMASHUGHESOfficeNo. 21558, age22, height5ft. 2 in., complexion fresh, hair brown, eyes grey, burn mark left breast and front of left thigh, 4 blue dots above left wrist, impediment in speech. Sentenced at Manchester Sessions, 16th October, 1882, to 6 months' hard labour and 7 years' police supervision for shop- lifting.— Supervisee JAMES RITCHIE, alias FREDE- RICK MORTON, Office No. 23422, age 25, height 5 ft. 1 in., complexion fresh, hair and eyes brown, scars over eyebrows. Sentenced at Manchester Sessions, 7th Feb- ruary, 1883, to 10 months' hard labour and 7 years' police supervision for shopbreaking.— Supervisee ANNIE HINES, alias ANN CLARK and MARY HINDS, Office No. 23810, age 41, height 4 ft. 7 in., complexion fresh, hair and eyes grey, slight mark left arm, lost several teeth. Sentenced at Manchester Ses- sions, 6th January, 1876, to 7 years' penal servitude end 7 years' police supervision for larceny ( person). Supervisee JAMES ALLEN, alias SUTTON, Office No. 31765, age 30, height 5 ft. 7 in., complexion fresh, hair red, eyes grey, anchor, crossed flags, and bust of woman right forearm, woman's head upper right arm, cross, heart, anchor, arrow, and star left arm. The opening words of Psalm 130 are, " Oat of the depths have I cried unto Thee, O Lord. Human life is not a velvet path over a level plain. It has its ups and downs. Its " depths " with one person may be sore bereavements ; with another, bitter disappointment ; with not a few, habitual melancholy. Under all experi- ences of trial one privilege belongs to us, and that is to cry out. Of all the " depths " in this world the deepest and darkest is a state of guilt. Many of the griefs that people worry over and weep over are only shallow pools— but sin is a deep pit— it carries us down so far from God and from the light of His counten- ance. " It is a horrible pit and miry clay." What is the first step for deliverance 1 It is to call upon God. The sooner, the more fervently, the better. " If out of the depths you cry, you will cry yourself out of the depths," has been well said. Sir Walter Scott describes one of his heroines as driven by the inrushing tide of the sea to a narrow shelf of rook at the foot of an awful precipice. To climb up is an impossibility. Her only hope of rescue is to shout lor help, and the shout brings the " Hope of Relief." " Lord, hear my voice," shouts the sinner, who neither makes little of his danger, nor excuses himself for having got into the place of guilt and peril. " Lord, if Thou sliouldest mark iniquities, who could stand 1" " God, be merciful to me a sinner ! " " There is forgiveness with Thee" was the rope that lifted the Psalmist out of the depths. The only religion in the world that lowers the rope of mercy is the religion of the Bible. Heathen deities can punish, they canpot pardon. Nature never forgives ; if you break her laws, you must pay the penalty. The prodigal's remorse does not restore to him his lost health or his squandered money. But the sweetest article in the creed of Christianity is, " I believe in the forgiveness of sins." Grasping the heaven- sent rope of relief, the rope of Jesus Christ's atoning grace, the forgiven sinner is lifted out of the depths, and set upon a rock. How this rope of love that rescues us ought to bind us to Christ in constant, loving obedience. The cry from the depths ! may it be the pre- lude to Heaven's Hallelujah !
