REGULATIONS- ^ AH announcements for insertion in the POLICE GAZEI\ and all communications upon them should be addressed to THB EDITOR OP THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. Z. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offenees, and engravings of ttolen property, will be prominently inserted, with detailed particulars, at a tost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. B. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 9. Announcements concerning stolen property must be guaranteed by an officer of not less rank tJusn Inspector, or analagous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted m the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will it wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They musi be clearly written on one tide of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yari, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or wi Stamps. 13. EXTRADITION. 2.— C Division.— Woodcut portrait and descrip- tion of JAMES JOSEPH WICKS, whose apprehension A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects, wJisther by birth or naturalisation." Appearance of a discharged soldier. Was seen in Edinburgh 7th inst. Information to Supt. Wyness, Aberdeen. BRECONSHIRE. 7.— Crickhowell County).— For stealing a dog ( recovered) 5th inst.— RICHARD SHEARMAN, alias FREDERICK ISAAC and POOLE, age about 27, height about 5 ft. 7 in., complexion fair, hair ( cut short and parted in centre) light brown, smart active appear- ance ; dress, dark brown tweed jacket, trousers, and vest, lace boots, black hard felt hat. A gardener. Supposed well- known to Gloucestershire Police, and to be wanted in Herefordshire and Monmouthshire. Warrant issued. Information to Supt. Joseph, Crickhowell. CHESHIRE. 8.— Runcorn [ County).— For bigamy- ROBERT GORST, alias ROBERT WATSON, age 35 to 40, height 5 ft. 4 or 5 in., complexion fresh, hair, side whiskers, moustache, and eyes dark, ruptured left side, and walks rather lame ; dress, dark clothes, respectable appear- ance. Warrant issued. Information to Supt. Hollingworth, Runcorn. 9.— Chester [ City).— For deserting his wife and family, 22nd February last- THOMAS GORDON MACDONALD, age 32, height 5ft. 6 in., complexion, hair, and moustache dark, eyes hazel; dress, dark diagonal coat and vest, light tweed trousers, side- spring boots, hard felt hat. A tailor and cutter, native of Scotland, or North of Ireland. Warrant issued. Not to be arrested out of the United Kingdom. 10.— Chester { City).— For deserting his wife and family 14th May last— WILLIAM WILDIG, age 36, height 5 ft. 5 in., complexion fair, hair and moustache light, eyes hazel, mark from an operation under chin; dress, green- and- white mixture plaid coat and vest, dark tweed trousers," Oxford shoes, hard felt hat. A plumber; native of Chester. Warrant issued. Not to be arrested out of the United Kingdom. 11.— Chester [ City).— For deserting his children in March last- GEORGE HEWITT, an engine driver, age 34, height 5 ft. 6 in., complexion, hair ( curly), and tuft on chin dark; dress, dark diagonal suit, lace boots, hard felt hat. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Town Hall, Chester. DEVONSHIRE. £ 5 REWARD. 12.— Devonport { Borough). — Woodcut portrait and description of JAMES DANFORD, alias WALTER PERKISS, a private of the Duke of Corn- wall's Light Infantry, officer's servant, whose appre- hension is sought for stealing, 17th ult., £ 20 gold and silver- age 26, height 5 ft. 6 in., complexion sallow, hair and eyes brown, heavy brown moustache, full face, high forehead, turns his toes out when walking ; dress, blue overcoat, velvet collar, black cutaway coat and vest, striped trousers, black hard felt hat. By trade a baker. Is said to be a native of Epsom, Surrey, and has lived at 4, Church- street, Epsom, before he enlisted. Took ticket from Tavistock to Waterloo Railway Station on 19th inst. GLOUCESTERSHIRE. 13.— Northleach { County). — For assaulting a gamekeeper at Great Barrington— THOMAS AYRES, age 25 to 30, height 5 ft. 9 or 10 in., complexion fresh, hair and eyes dark ; dress, velveteen jacket, cord trousers, and cap with tassel on top. A notorious poacher; native of Eynsham, Oxfordshire. — CHARLES COX, age 54, height 5 ft. 3 or 4 in., com- plexion fresh, hair and eyes dark ; dress, fustian jacket, cord trousers, hard felt hat. A notorious poacher ; native of Stonesfield, Oxfordshire. Information to Supt. Basson, Northleach. 14.— Bristol [ City.)— For failing to report.— License Holder EDWARD CROUCH, alias ED- WARD SMITH, Office No. 31510, age 27, height 5 ft. 7 in., complexion dark, hair black, eyes hazel, scars on left of head and both cheeks, left eye defective. Sentenced at Bristol, 24th October, 1882, to 5 years' penal servitude and 3 years' police supervision for housebreaking. Licensed 8th October, 1886. I 973.— Supervisee JAMES RACEY, alias AUSTIN BRITTAN, age 30, height 5 ft. 6 in., com- plexion fresh, hair and eyes brown, pockmarked, right big toe fractured. Sentenced at Taunton, 6th January, 1880, to 5 years' penal servitude and 5 years' police supervision for larceny. Information to the Chief Constable, Bristol. KENT. 15.— Sittingbourne { County,.— For breaking into a barge, and stealing a pair of light lace boots and a grey woollen shirt- WILLIAM ANDERSON, age 28, height 5 ft, 8 in., complexion fresh, hair brown, eyes grey, slight impediment in speech ; dress, brown jacket and vest, cord trousers, hard felt hat. A native of Sittingbourne, Kent. Warrant issued. Information to Supt. Mayne, Sittingbourne. 16.— Tunbridge Wells { Borough).— For obtain- ing £ 12 4s. on pretence of telling fortunes, 4th and 7th inst.— MARY COOPER, age 26 to 30, height 5 ft. 1 or 2 in., complexion very dark, hair and eyes black, very full face ; dress, light jacket, black dress, white apron, black soft felt hat with dirty black feather and velvet. A gipsy ; sells black jack earthenware. Warrant issued. Information to Head Constable Embery, Tunbridge Wells. LANCASHIRE. 17.— Bolton [ County).— For deserting his family— WILLIAM WALKDEN, alias SOLDIER BILL, age 48, height 5 ft. 9 in., complexion fresh, hair light brown, eyes grey, coal mark right cheek, one finger left hand broken. Is well known in the colliery districts of Lancashire and Yorkshire. Warrant issued. Information to Supt. Eatough, Bolton. 18.— Ormsklrk [ County).— For obtaining money> food, and clothing by false pretences— A MAN, age about 34, height 5 ft. 6 or 7 in., complexion sallow, hair and moustache ( slight) dark, scar across bridge of nose, lost first joint right forefinger; dress, brown overcoat, dark jacket and vest, dark brown mixture tweed trousers, lace boots ( new), red- white- and- blue plaid cotton shirt, white muffler with red spots, Tam o' Shanter hat. His modus operandi is to call at houses, stating he is in ill health, and that he has been recorr mended to live in the country, and, taking lodgings, states his boxes are to arrive next day, when he asks the landlord to go for them, and, in his absence, obtains from his wife different articles of clothing, stating that the articles he is in want of are in his boxes. He then makes an excuse of going out to meet Wie man, but never returns. Information to Supt. Jervis, Ormskirk. 19.— Liverpool { City).- For failing to report- Supervisee JAMES McKENNA, Office No. 22134, age 28, height 5 ft. 2 in., complexion fair, hair red, eyes brown, scar back of left hand, birthmark top of right thigh. Sentenced at Liverpool on 5th February, 1875, to 7 years' penal servitude and 7 years' police super- vision. Licensed 7th July, 1883. E 190. Information to the Chief Superintendent, Detective Department, Liverpool. 20.— Blackburn { Borough).— For failing to report — Supervisees ELLEN LOFTUS, Office No. 16944, age 43, height 5 ft. 6 in., complexion sallow, hair brown, eyes grey, nose broken, mole on chin, lost front teeth, slightly freckled. Sentenced at Sal ford, 6th July, 1874, to 10 years'penal servitude and 7 years' police supervision for larceny. Licensed 22nd June, 1881. A 165.— MARY MONAGHAN, Office No. 30663, age 33, height 4 ft. 10 in., complexion sallow, hair brown, eyes grey, scars on forehead, right cheek, and inside right arm and wrist. Preston, 6th January, 1886, 5 months' imprisonment and 2 years'police super- vision for larceny.— JOSEPH HAYES, alias HEYES, Office No. 23662, age 25, height 5 ft. 4 in., complexion sallow, hair dark, eyes hazel; S on right arm, two tattoo marks and small moles on left arm. Sentenced at Preston on 4th July, 1883, to 6 months' imprison- ment and 5 years' supervision for fowl stealing ; and BRYAN McVANN, Office No. 24846, age 36, height 5 ft. 4 in., complexion fair, hair brown, eyes hazel, scars on top lip and right eyebrow. Sentenced at Preston on 28th November, 1878, to 7 years' penal servitude and 7 years' police supervision for larceny. E 1173- Information to the Chief Constable, Blackburn. 21.— Warrington { Borough).— For embezzlement, 24th ult.— EDWARD CHARNOCK, age 30, height 5 ft. 6 or 7 in., complexion fresh, hair light brown, moustache light, pockpitted. A glass maker, but can also flag and slate. Is a member of the 9th Lancashire Volunteers. Warrant issued. Information to Chief Constable Hunt, Warrington. LEICESTERSHIRE. 22.— Leicester { County).— For stealing, 6th inst., a silver Geneva watch, No. 44327, white dial, steel hands, plain steel chain attached— ARTHUR HUB- BARD, age 32, height 5 ft. 7 or 8 in., complexion fresh, hair brown, eyes blue, mermaid, anchor, A. H. B. B. Bird and bracelet tattooed left arm, cross flags, crown, crucifixion, and bracelet right arm, ring first and second fingers left hand; dress, dark coat and vest, black and white plaid trousers, light muffler with white spots, black hard felt hat. A native of Wigston Magna. Warrant issued. Information to Deputy Chief Constable Holmes, Leicester. 23.— Leicester { Borough).— For housebreaking, and stealing a lady's silver Geneva watch, No. 53725, " Annie Leeson " scratched inside case— JOHN ED- WARDS ( supposed false), age about 36, height 5 ft. 8 or 9 in., stout build, moustache dark, very strong voice ; dress, light suit ( vest very greasy), black billy- cock hat. LINCOLNSHIRE. 24.— wisbeach { Borough).— Yot failing to report — Supervisee ROBERT HAMMOND, Office No. 33322, age 32, height 5 ft. 8 in., complexion pale, hair dark blown, eyes blue, harp, anchor, cross, and crown on right arm, 2 anchors, cross and flags on left. Sentenced at Spalding, on 6th January, 1887, to 6 months'im- prisonment and 2 years' police supervision for larceny. Information to the Head Constable, Spalding. MONMOUTHSHIRE. 25.— Monmouth ( County).— For larceny— RICH- ARD SHEARMAN, alias FREDERICK POOLE, and FREDERICK ISAACS, age 24, height 5 ft. 6} in., complexion fair, hair ( thin and parted in centre) auburn, moustache slight, eyes blue, high forehead, first toe right foot deformed. Has been in the army and in gentlemen's service ; talks about the Duke of Beaufort, in whose service his father is ; goes out as a waiter ; plays the concertina and other musical instruments. A native of Wootton- under- Edge, Gloucestershire. Warrant issued. Information to Captain Berthon, Deputy Chief Constable, Monmouth. NORFOLK. 26.— Norwich City).— For wantonly driving and causing grievous bodily harm— GEORGE GARRARD, age about 60, height 5 ft. 10 or 11 in., slight build, hair, beard, and moustache grey, thin features, of good appearance and address, carries his head a little for- ward ; dress, light clothes. A travelling phrenologist; native of Diss, Norfolk. Left Norwich on Saturday, FRIDAY, OCTOBER LL, 1887. STAFFORDSHIRE. 27.— Stone ( County).— For stealing a pair of side- spring boots and 5s. 6d., 8th inst.— HERBERT MEIGH, age 23, height 5 ft. 2 in., complexion fresh, full face, hair brown, moustache slight, eye3 hazel, heart and " True Love " tattooed left arm, sailor, flags, and H. M. right arm, bracelets each wrist, small feet; dress, sleeve corduroy vest, blue- and- white striped Jersey, dark corduroy trousers, white neckerchief, side- spring boot?, cap without peak. A native of Longton. Information to Supt. Harston, Stone. SUSSEX ( EAST}. 28.— East Grinstead ( County).— For assaulting a gamekeeper — THOMAS KING, age 50, height 5 fc. 8 or 9 in., complexion, hair ( bald on top), side whiskers, and eyes dark, swelling over right eye dress, long black jacket, cord vest, moleskin trousers, white neckerchief, cloth cap with peak and tas3el. Has with him a black cob, 14 hands, knees broken, and an old cart, painted black, containing bird cages and nets. Is a notorious poacher, and frequents rail- way works. Warrant issued. Information to Deputy Chief Constable Berry, East Grinstead. SUSSEX ( WEST}. 29.— Worthing ( County).— For obtaining money by falsff pretences ( supplying gas- burners and re- presenting them to be " Osmond's Patent," whereas they are " Bray's Patent") OSMOND, age 45 to 50, complexion fair, hair and whiskers dark; dress, dark tweed coat and vest, dark trousers, high black hat. Supposed native of Brighton, and to have been convicted in the Metropolitan Police District for a similar offence. Warrant issued. Information to Supt. Long, Worthing. WORCESTERSHIRE. 30.— Stourbridge ( County).— For assaulting Police, 17th ult.— WILLIAM TOWORID, alias BLATER, age 25, height 5 ft. 5 in., complexion fresh, hair light brown, moustache ( slight) brown, eyes blue ; dress, light jacket and vest, light corduroy trousers, lace boots, black hard felthat- A plasterer and mason ; supposed native of Birmingham. Warrant issued. Not to be apprehended out of England- Information to Supt. Wheeler, Stourbridge. YORKSHIRE ( EAST RIDING). 31.— Hull ( Borough). — ROBERT COLLISON, Case No. 34, 7th inst., found drowned. YORKSHIRE ( NORTH RIDING.) 32— Whitby ( County). — For failing to report- Supervisee FREDERICK CHAPMAN, Office No. 33253, age 41, height 4 ft. 10 in., complexion fresh, hair dark brown, eyes brown, nearly bald, right thumb dislocated. Sentenced at Beverley, 29th June, 1886, to 12 months' imprisonment and 5 years' po'ice supervi- sion for larceny. 368. Information to the Superintendent, North Riding Constabulary, Whitby. larceny ( till)— WILLIAM JOHNSON, alias JONES age 48 ( looks younger), height 5 ft. 4J in., complexion dark, hair iron grey, eyes grey, bridge of nose broken, scar centre of forehead and under left eye; dress, 2 coats ( one light check, one brown), brown veat, light grey trousers, check shirt, side- spring boots, brown hard felt hat— all old and dirty. A native of Cowes, Isle of Wight. States he is a slater, and that he served in the army. Tried to avoid being photographed. Supposed wanted for other offences. Infermation to Head Constable Fraser, Chipping Wycombe. ESSEX. 36.— Latch ingdon*( County).— Remanded till 15th inst., for stealing a pair of trousers— BENJAMIN DISRAELI, alias POOLEY, age 30 to 35, height 5 ft 7J in., complexion fresh, hair brown, eyes grey, scar on forehead, under lip, and chin ; dressed as a navvy. Information to Inspector Simmonds, Latchingdon. GLOUCESTERSHIRE. 37.— Stroud [ County).— Committed for trial at Gloucester Quarter Sessions- GEORGE CREW, age 43, height 5 ft. 2 in., complexion fresh, hair dark brown eyes grey, cast in right, no moustache, chin shaved, whiskers sandy ; dress, brown- striped jacket, dark blue vest, moleskin trousers, black hard felt hat. Appear- ance of a low horse dealer or gipsy. Had with him an old brown pony, blind right eye, 11P" stamped on near hind hip, a spring cart painted blue- and- red, and a set of brass mounted harness. A native of Ingle- stone Common, Hawkesbury. Was convicted at Warminster, lst July, 1868, for housebreaking, and sentenced to 7 years' penal servitude, and also Gazetted for horsestealing at Mitcheldean about 10 years ago. Information to Superintendent Philpott, Stroud.
