REGULATIONS- ATI announcements for insertion in the POLICB QAZEP. % and all communications upon them thould be addressed to THE EDITOB OF THB POLICB GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of ttolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. f. Announcements concerning stolen property must be guaranteed by an ijffieer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and aft alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted m the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Ediiof notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any aunoiMcement, will bt wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so at to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must bt clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland lard, by cheque, trossed " Drummond $ Co.," Post Officc Order payable at Charing Cross, Postal Order, or we Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Wiling, Ijg, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted as advertisement* J. Morao, Editor. S.— Any additional copies of the GAZETTE beyond the namber at present supplied will be forwarded on appli- cation in the form sot forth in my circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— B Division — Woodcut portrait and descrip- tion of JULES FEVARS, whose apprehension sought for forgery, and uttering an order for .£ 156 0s. 5d., 15th July last ( Case No. 4, ZQth ult.), age 30 to 35, height 5 ft. 8 in., complexion fair, hair light brown, eyes grey, small side whiskers, no moustache ; dress, black diagonal coat and vest, dark mixture trousers, black silk scarf, with diamond pin, black hard felt hat. A Swiss. Speaks good English. Is fond of betting. Warrant issued. 2.— C Division.— For embezzling £ 400— JAMES JOSEPH WICKS, age 35, height 5 ft. 8 in., com plexion sallow, hair, moustache, and eyes dark, wears gold spectacles, carries his head erect; dress, dark clothes, patent leather boots with spats, high silk hat, of gentlemanly appearance. His wife resides at 7, C unty Grovj, Camberwell. Wairant issued. JE5 REWARD. 3 — K Division.— Woodcut portrait and descrip- tion of JOHN W. CAIGER, whose apprehension is sought for embezzlement, age 24, height 5 ft. 4 or 5 in. i complexion fair, hair auburn ( parted in centre), small Side- whiskers sandy; short- sighted; dress, brown check suit, brown hard felt hat, wears a gold ring with white stone, and imitation ivory bullock's horn scarf- pin. Warrant issued. The above reward will be paid by Mr. J. W. Rainey, 195, Abbots- road, Bromley- by- Bow, for his apprehen- sion and conviction, and recovery of property. 4.— M Division— For violently assaulting a man ( since dead).— BRUSH BENSON, age 30, height 5 ft. 5 in., complexion, hair ( cut short), and moustache dark, high cheek bones; drr- ss, black diagonal coat and vest, dark tweed trousers, black hard felt bat. Warrant issued. 5.— R Division— For stealing, 28th ult., a set of Highland bagpipes- GEORGE TYNDALL. age 21, height 5 ft. 6 in , complexion fair, hair and moustache light brown ; dress, light brown tweed suit, cricketing shoes, black felt hat. A native of Sheerness. Has served in the Army Service Corps— and a MAN, age 38, height 5 ft 8 in., complexion swarthy, moustache c'ark ; dre3s, brown overcoat, low shoes, black felt hat. A Swede, hawks ship models. May be found at com- mon lodging- houses, and Tyndall performing on the bagpipes in the provinces. Information to Inspector McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 6.— Windsor { Borough).— For stealing, 28th ult., a 64- in. bicycle, maker " Warman Coventry," cow- horn handle, bars, hubs, and cranks, plated rim, plated lamp, bag, spanner, and oil can— GEORGE WILSON, age about 20, height 5 ft. 10 in., complexion fair, speaks with a Scotch accent; dress, brown mixture suit, deer- stalker hat. Was employed as traveller for Mr. R. Milroy, draper, Leytonstone- road, Stratford. His father resides at Tormitchell, near Girvan, Ayrshire. Has a cousin named Skinnings in the F company, Scots Guards, Wellington Barracks, London. Warrant issued. Information to Supt. Hayes, Windsor. CUMBERLAND. 7.— Penrith { County).— For committing an in- decent assault on a child, 17th ult.— A MAN, age about 30, height 5 ft. 5 or 6 in., rather stout build, complexion fresh, moustache and slight whiskers on chin dark ; dress, supposed blue serge or pilot cloth jacket, drab cord trousers, double peak grey cloth cap, lace boots, upper leather in one boot is cut. A tramp. Information to Supt. Fowler, Penrith. DENBIGHSHIRE 8.— Wrexham ( County).- For stealing, 26th ult., a Boston silver lever watch, No. 50507 ; a boy's light tweed jacket, nearly new, pockets each side and breast; and a pair of lace boots— JOHN GILL, age 30, height 5 ft. 6 or 7 in., complexion fresh, hair brown, sandy moustache; dress, brown tweed coat, black cord trousers, black- and- white necktie. DEVONSHIRE. £ 5 REWARD. 11.— Devonport ( Borough). — Woodcut portrait and description of JAMES DAN FORD, alias WALTER PERKISS, a private of the Duke of Corn- wall's Light Infantry, officer's servant, whose appre- hension is sought for stealing, 17th ult., £- 20 gold and silver— age 26, height 5 ft 6 in., complexion sallow, hair and eyes brown, heavy brown moustache, full face, high forehead, turns his toes out when walking ; dress, blue overcoat, velvet collar, black cutaway coat and vest, striped trousers, black hard felt hat. By trade a baker. Is said to be a native of Epsom, Surrey, and has lived at 4, Church- street, Epsom, before he enlisted. Took ticket from Tavistock to Waterloo Railway Station on 19th inst. The above reward will be paid by Lieut. Rawlinson, D. C L. I, Devonport. Information to Head Constable Lynn, Devonport. DORSETSHIRE. 12.— Dorchester ( County). — For fraudulently obtaining money by stating her husband met with an accident in Scotland, and that she is endeavouring to raise sufficient money to take her there— A WOMAN, age 35 to 40, height 5 ft. 4 or 5 in , complexion fresh, hair brown, full face, rather stout, speaks with a Scotch accent; dress, black jacket, braided military fashion, black dress, black straw or chip hat, turned up on one s; de, trimmed long black feather, black beads round rim. is sometimes accompanied by a boy, age about 12. Warrant issued. Information to Supt. Gale, Dorchester. 13.— Dorchester ( Borough).— For embezzlement, 19th ult.— ALBERT EDWARD HAYWARD, age 29, height 5 ft. 11 in., complexion fresh, hair brown, eye3 hazel, slightly cross- eyed, one tooth in- front broken A butcher. Has friends at Southampton, and a brother a foreman butcher in the employ of the P. and 0. Company, and may seek similar employment. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Head Constable Coward, Dorchester. FLINTSHIRE. 14.— Mold ( County).— For failing to report- Supervisee ALFRED LIPSETT, Office No. 31260, age 27, height 5 ft. 2 in., complexion dark, hair light brown, eyes grey, pockpitted, nose damaged, scars on forefinger and right elbow. Sentenced at Manchester 27th August, 1881, to 5 years' penal servitude and 3 years' police supervision for attempted felony. Information to the Deputy Chief Constable, Mold- GLAMORGANSHIRE. 15.— Cardiff ( Borough).— For stealing £ 25 gold and embezzling £ 70- ARTHUR H. BLETHYN, age about 24, height 5 ft. 6 or 7 in., slight build, com- plexion fair, hair light, clean shaved, top lip drawn in, near- sighted, and occasionally wears glasses; dress, green Melton cloth overcoat, new black coat and vest, light trousers. May be found in the company of Miss Lizzie Aubrey, who is at present travelling with a theatrical company in some part of England. Information to Head Constable Hemingway, Cardiff HAMPSHIRE. 16.— Lyndhurst ( County).— For failing to report - Licence Holder GEORGE TICKETT, Office No. 31422, age 36, height 5 ft. 4 in., complexion sallow, hair light brown ( curly), bald on top, eyes brown, lost top of second right finger, small blue scar right cheek, star above and bracelet on right wrist, rings third right and first, second, and third left fingers, bracelet left wrist, four blue characters left forearm, star back of left hand and between thumb and forefinger. Sentenced at Central Criminal Court, 16th October! 1882, to 5 years' penal servitude for larceny. Licensed 24th September, 1886. J 8G2. Information to Supt. White, Lyndhurst. HEREFORDSHIRE. 17.— Hereford ( County).— For rape on a child at Zarkhill, 20th ult.— A MAN, age about 20, height 5 ft. 4 in., complexion sallow, hair and moustache black, no whiskers; dress, blue mixture cloth coat and vest ( brown and yellow spots), supposed cord trousers, hard felt hat. Information to Deputy Chief Constable Cope, Here- ford. 18.— Weobley ( County).— For highway robbery with violence— FOUR MEN, who were hop- picking at Dilwyn— 1st, age 45, height 5 ft. 10 or 11 in., com- plexion fair, hair and moustache sandy; dress, dark overcoat with brass buttons, cord trousers, militia boots, hard felt hat. 2nd, age 30, height 5 ft. 3 or 4 in, complexion fair, hair and moustache sandy, full red face; dress, grey jacket, black- and- white plaid vest, cord trousers, double peak cap. 3rd, age 25, height 5 ft. 6 or 7 in., complexion, hair, and mous- tache dark; dress, white slop or jacket, cord trousers, militia boots. 4th, age 43, height 5 ft. 7 or 8 in., com- plexion fair, moustache and tuft on chin, sandy; dress, dark cloth coat and trousers. Were accom- panied by a woman, age 30, height 5 ft. 4 in. ; dress, black- and- white plaid shawl, white hat with red flower; and 2 children— 1st, a girl age 12, and a child about 18 months old, with very red hair ; driven in a double perambulator, painted green. It is requested that inquiry be made at casual wards and lodging- houses. Information to Supt. Ovens, Weobley. LANCASHIRE. £ 5 REWARD. 19.— Bootle ( County).— For stealing £ 113, 30th ult. - GUNNER JOHN BROWN, age about 24, height 5 ft. 7 in., complexion fresh, hair brown, eyes hazel, scar right forearm and forehead, 2 small scars on back, " 2" tattooed back of left hand. A groom and coach- man ; native of Manchester.— GUNNER JAMES WM. SMYTH, age about' 20, height 5 ft. 9| in., com- plexion fresh, hair brown, eyes grey, scar on forehead, " J. W." and anchor tattooed left forearm, slightly flat- flooted. A servant; native of Siephney, Lincoln- shire. Smyth left behind a letter, addressed " Miss Pook, Gold Hill, Farnham, Surrey," and a letter has been received for Brown asking him to go to Navan. Are supposed to have gone from Manchester to Lon- don on the morning of 1st inst. Information to Supt. Walsh, Bootle, by whom the above reward will be paid for their apprehension and conviction, and recovery of the money. 20.— Bu ry { County).— For failing to report— Super- visee GEORGE VICKEIiS, Office No. 29281, age 33, height 5 ft. 2 in, complexion fresh, hair brown, eyes grey, scar left jaw, anchor inside each arm. Sentenced at Sal ford Sessions, 23rd Feb., 1885, to 9 calendar months' imprisonment and 2 years' police supervision for larceny. 6665. Information to Supt. Henderson, Bury. 21.— Rochdale ( County).— For failing to report- Supervisee RICHARD MULLIN, Office No. 33732, age 27, he'ght 5 ft. 6 in., complexion sallow, hair dark brown, eyes grey. Sentenced at Ralford 6th Decem- ber, 1886, to 9 months' hard labour and 3 years' police supervision for larceny. Information to Uupt. Tindall, Rochdale. 22.— Manchester ( City).— For manslaughter— THOMAS JOHNSON, native of Manchester, age 28, height 5 ft. 6 or 7 in., complexion fresh, eyes brown, hair light brown, moustache dark, no whiskers ; dress, blue pilot cloth coat and vest, cord or moleskin trou- sers, cloth cap. Is a boatman, and well known to boatmen on the Bridgwater Navigation Canal. Warrant issued. Information to Deputy Chief Constable Smith, Manchester. 23.— Bootle ( Borough)— For burglary, 3rd inst. — A MAN, age about 30, height 5 ft. 9 or 10 in , com- plexion dark. Information to Captain Arrowsmith, Chief Con- stable, Bootle. NORFOLK. 24.— Norwich ( City).— For embezzlement, 23rd inst.— ROBERT WH1TLAM, a butcher's assistant, age 26, height 5 ft. 9 in., complexion pale, hair ( cut short) dark brown, eyebrows ( thick) dark, long thin nose, sharp features; dress, dr. rk overcoat, short dark mixture cloth under, tight- fitting cord trousers, black hard felt hat ; carries a short stick. Has friends named Chappel, residing at Bow. Not to be arreste4 out of the United Kingdom. Information to Chief Constable Hitchman, Norwich. NOTTINGHAMSHTRE^ 25.— Nottingham ( Borough).— For larceny, and failing to report—( see GAZETTE 29th May, 1885) Ex- piree ANNA DULLY, alias HANNAH FOX, WAT- SON, and JULIA MONTAGUE, Office No. 27340, age 48, height 5 ft. 3 in., complexion fresh, hair brown, eyes grey, lost all teeth, scars left side neck and left arm. Sentenced at Bourne, 29th June, 1880, to 7 years' penal servitude for felony. Y G 80. Information to the Chief Constable of Nottingham. PEMBROKESHIRE. £ 1 REWARD. 26.— Pembroke ^ County).— For deserting his wife and family— DAVID WALTERS, a tailor, native of Llanstadwell, ago about 33, height 5 ft. 2j in., com- plexion sallow, eyes grey, hair dark brown, whiskers and moustache dark. Tattooed on one arm with an unfinished design of a ship, D. W. and anchor on other arm. Pockinarks on lower part of forehead. Warrant issued. The above reward will be paid by the Clerk of the Pembroke Poor Law Union, for information leading to arrest. Information to Deputy Chief Constable Clarke, Pembroke. STAFFORDSHIRE. 27.— Brierley Hill ( County).— For stealing, 19th — A silver lever hunting watch, No. 30427, maker, J. Cochen, Birmingham, steel and leather guard attached ; a silver brooch, horseshoe pattern, " Good Luck" across it, pin broken off ; a silver keeper ring, buckle pattern, and motto, " Forget- me- not"; a long silver- plated watch- guard, curb pattern ; a blick imitation jet brooch ; a bracelet of amber, green and white coloured beads ; a gold- plated ear- drop ; a small black ditto ; a silver Geneva watch, white dial, steel hands, and seconds hand, metal curb pattern chain, with a three cent piece and a small token representing the head of Cetewayo attached ; and about £ 40 in gold and silver— TWO MEN ; 1st., age about 30, height 5 ft. 3 in., medium build, clean shaved; dress, dark coat and trousers, light muffler, black hard billycock hat; 2nd, age from £ 0 to 40, height 5 ft. 1 or 2 in., long features, tuft on chin, slight build; dress, short- skirted black jacket, light muffler, black hard billy- cock hat. One of the above had his left hand cut by breaking a window. Information to Supt. Woollaston, Brierley Hill. 28.— Brownhills ( County).— For obtaining food and lodgings by false pretences, 15th nit.— JOSEPH ABBOTTS, alias KEDFERN, age 23, height 5 ft. 4J in., complexion fresh, hair brown, eyes grey ; dress, dark brown small- plaid jacket, dark blue or dark trousers ( rather short), lace boots, light plaid double- peaked cap. A native of Cobridge. Warrant issued. Information to Supt. Barrett, Brownhills. SUSSEX ( EAST). JE5 REWARD. 29.— Hastings ( BoroughJ.— For stealing, 1st inst. — a light grey cob rcare, 8 years, 15 hands, recently clipped, llea- bitten marks upon head, off fore fetlock slifchtiy enlarged, short tail ; a set of black leather harness ( nearly new), brass mountsf^" B. J. B." on winkers and pad in brass, round terrets ; and a village cart, brown varnished body, green wheels, picked out light green, brass ends to shaft, mail axle.— A MAN, age about 25, height 5 ft. 0 or 7 in., slight build, hair and moustache dark ; dress, dark diagonal coat and vest, dark trousers, high black hat. The above reward will be paid by Mr. J. Bullman, Swan Hotel, Hastings, for the apprehension and con- viction of the thief or thieves, and recovery of the property. Information to Chief Constable Glenister, Hastings. WARWICKSHIRE. 30.— Birmingham ( Borough).— For stealing £ 40 — THOMAS WARMING HAM, age 35, height 5 ft. 10 in., complexion fresh, hair brown, moustache and side whiskers light; dress, dark mixture suit, black necktie, side spring boots, with block fronts, black billycock hat. A jeweller's porter. Native of Bir- mingham. Warrant issued. Information to Chief Constable Farndale, Birming- ham. WATER FORD. 31.— Waterford ( City).— For stealing from the Waterford Branch of the Provincial Bank £ 457, 13th ult.— AUGUSTUS E. FITT, age 35, height 5 ft. 10 in., good- looking, very white teeth, complexion fresh, hair and moustache dark, military appearance, turns his toes in slightly when walking; dress ( supposed) brown FRIDAY, OCTOBER 7, 2S87. Warrant cancelled. : t YORKSHIRE ( EAST RIDING) 33.— Hull { Borough).— For failing to report— Li cense Holder THOMAS McLOUGHLIN alias ADAMS, Office No. 32930, age 33, height 5 ft. 5 in., complexion dark, hair dark brown, eyes hazel, squints. Scars on forehead, neck, right eyebrow, left side neck, and out side left thumb, small mole right cheek and over eight eyebrow. Sentenced at Leeds, 24th October, 1881, to 7 years' penal servitude for felony. Licensed 13th May, 1887. Y H; 1170. 34.— H U11 ( Borough).— For embezzling several sums of money b - longing to the Hull and Holderness Con servative Permanent Benefit Building Society— ROBERT COLLISON, age about 49, height 5 ft. 10 in., stout build, complexion fair, hair light brown, eyes blue, small light side whiskers ( nay have shaved) ; dress, dark tweed suit, black hard felt bat. Warrant issued. It is requested that inquiry be made at shipping officps, outward- bound vessels, < fec , and any informa- tion obtained'immediately communicated to Captain Gurney, Chief Constable, Hull. YORKSHIRE ( NORTH RIDING). 35.— Guisborough ( County). — For stealing £ 13 10s. gold at Redcar— ISAAC BLAND, age 36, height 5 ft. 5 or 6 in., complexion fresh, hair and eyes brown ; dress, pilot jacket with saddle back, stitched outside dark grey vest, dark cord trousers, red scarf, lace boots worn at heels, Scotch cap with peak— all old. A native of Frampton, near Boston, Lincolnshire. His wife and family reside at Pinchbeck, near Spald- ing. Stated he worked at the York City gasworks. Warrant issued. Information to Supt. Clarkson, Guisborough. 36— Scarborough ( Borough).— ROBERT IL- LING WORTH, an absconding bankrupt, an American baker and confectioner, age 53, height 5 ft. 5 or 6 in., slender build, complexion sallow, hair turning grey, bevd and heavy moustache ginger, very long heavy eyelashes; dress, dark cloth jacket and vest, grey striped trousers, silk hat, low shoes, with bioad toes ; had with him two suits of clothes, one a small brown plaid tweed, the other grey mixture tweed, and a large black American box. Left Scarborough for Leeds 10th inst. His family followed 11th inst. Wife, age about 50, short, rather stout, complexion pale, very round face, has a large wart near one eye, false teeth in front; drsssed in dark red dress, dark plush dolman, heavily trimmed with long beads, black bonnet, with beaded crown and ] arge red flower in front. Two daughters, age3 19 and 12, both small for their ages. One son, with wife and two children.
