V 2. Particulars concerning persons whose apprehension is sought will be inserted m one issue of thi POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another foroe. 5. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible fir the payment must be given, ani the exact conditions be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of \ tolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. p* r portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. ft. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 9. Announcements concerning stolen property must be guaranteed by an offieer of not less rank than Inspector, or analogous thereto. 6 8. Announcements of all persons to be apprehended or of stolen property bear a number, and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted ( m the POLICE GAZETTE, must, on their apprehension or recovery, at onee transmit to the Eduor notice of the fact, referri/ ig to the number of the announcement for. insertion in the next issue. 10. In all eases, the officer signing the request for insertion of any annotauemtnt, will it wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, it in the usual form, and accompanied by s covering Utter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or ist Stamps. 13. NOTICE. EXTRADITION. as A Declaration - was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read follows:— " It is agreed that Her Britannic Majesty and his* Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. DEVONSHIRE KURD £ 126 REWARD. 1.- Whereas, ARCHIBALD REED, a river watcher in the employ of the Tiverton Fishing Association, was brutally murdered during the night of Friday, the 29th of July last, on the bank of the River Exe, near Colli- priest. And whereas, the Coroner's Jury have returned a verdict of Wilful Murder against some person or persons unknown. A Reward of £ 125 will be paid by the Watch Com- mittee of the Borough to any person ( other than a person belonging to a Police Force in the United Kingdom) who shall give such information and evidence as shall lead to the discovery and conviction of the murderer or murderers. And the Secretary of State for the Home Department will advise the grant of Her Majesty's Most Gracious PARDON to any accomplice, not being the person who actually committed the murder, who shall give such information and evidence as shall lead to a like result. O— Woodcut portrait and de- scription of RANDALL COOPER, alias WILLIAM RINGOLD COOPER, RAFE COOPER, J. W. SLOANE, an American, whoso apprehension is sought for forgery to the amount of £ 3,670, age 40, height 5 ft. 7| in., spare build, complexion sallow, hair long ( turning grey), eyes ( flashing) brown, moustache and beard ( if wearing one) dark, turning grey, long thin face, stoops slightly, weak chest, pockmarked, two false teeth in front, scars back of head, right side, and left forearm, mole on right arm ; dresses well, gene- rally in dark clothes, with muffler, and soft felt hat- Was convicted at the Central Criminal Court for forgery, 20th October, 1879, and sentenced to 5 years' penal servitude, and has also been convicted in America, where he is well known, and sentenced to 5 years for forgery. Is said to have left England about 3 weeks since for America, and had in his possession a number of Bank of England notes, the proceeds of tbe forgery, viz, 30 Notes of £ 100 each, Nos. 04841 to 04850, Nos. 05781 to 05790, Nos. 06671 to 06680, dated 16th April, 1887 ; 13 note3 of £ 50 each, Nos. 28265 to 28277, dated 16th March, 1887 ; 1 note of £- 20, No. 27835, dated 17th February, 1887. Warrant issued. If found abroad his extradition will be asked for. 3.— A Division.— For embezzlement- JOHN WILLIAM INCH, age about 37, height about 6 ft., stout build, broad shoulders, complexion and moustache fair, dissipated appearance ; dressed ( when last seen) in mourning. A native of Wisbech, Cambs. Mother resides ( supposed) at 49, New Parade, Wisbech. Stated that he was going to employment at Messrs. Joseph Lund and Co., Birmingham, and asked that his letters be addressed to the Liberal Club there. Known at Bradford, Yorks. Not to be arrested out of the United Kingdom. Warrant issued. 4.— B Division.— For forging and uttering an order for £ 156 0s. 6d. on 15th July last- JULES FEVARS, native of Switzerland, age 30 to 35, height 5 ft. 7 or 8 in., complexion fair, hair light brown, eyes grey, small side whiskers, no moustache, thick lips, well built; speaks good English; fond of betting ; dress, black diagonal walking coat and vest, dark mix- ture trousers, black silk scarf with diamond pin, black hard felt hat. Warrant issued. 5.— C Division.— For embezzlement, 27th ult.— WILLIAM BIGNELL, age 18, height 5 ft. 1 or 2 in., oomplexion and hair fair, eyes brown; dress, grey jacket, dark vest, cord trousers, hard felt hat. Warrant issued. 6.— C Division.— For embezzling £ 323, 23rd ult. — EDWYN McNEIL BRUCE DUNSTERVILLE, a clerk, of 21 Hatherley- grove, Westbourne- park, London, age 25, height 5 ft. 7 in., complexion dark, sallow, eyes dark, heavy, and dull, hair and small moustache dark brown ; usually wears a jacket suit, silk hat, patent leather boots with light spats. Smart gentlemanly appearance, and falsely represents himself as an Army officer. May endeavour to go abroad Warrant issued. 1 £ 5 REWARD. 7.— K Division.— Woodcut portrait and descrip- tion of JOHN W. CAIGER, whose apprehension is sought for embezzlement, age 24, height 5 ft. 4 or 5 in, complexion fair, hair auburn ( parted in centre), small side- whiskers sandy; short- sighted; dress, brown check suit, brown hard felt hat, wears a gold ring with white stone, and imitation ivory bullock's horn scarf- pin. Warrant issued. The above reward will be paid by Mr. J. W. Rainey, 195, Abbots- road, Bromley- by- Bow, for his apprehen- sion and conviction, and recovery of property. 8.— R Division,— For embezzlement— GEORGE COX, a milk carrier, age 23, height 5 ft. 7 in., com- plexion, hair and moustache dark ; dress, black Ches- terfield overcoat, grey trousers, low shoes, brown felt hat. May visit his father, who is a coastguardsman, at Eastbourne. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Sco'land Yard, London. S. W. CITY OF LONDON. 9— For stealing post letters, containing postal orders- ALFRED WREN WATTS, native of London, age 22, height 5 ft 9 or 10 in., complexion ruddy, hair and eyes dark brown, slight brown moustache, thin features ; dress, light brown Melton overcoat, lapped seams, " Hughes, Cheapside," on tab, black Melton coat and vest, lapped seams, dark mixture trousers, black hard felt hat, gilt letter " A." inside. 10.— For embezzlement— JOHN PELL, ae; e 30, height 5 ft. 5 in., complexion fair, hair, moustache, and side whiskers ( slight) fair, slim build, smart, active appearance ; a traveller in the flour and corn trade ; dress, brown overcoat, light tweed suit under, black felt hat. His parents reside at Clifton, near Biggles- wade, Beds, and his father- in- law, Isaac Clayton, re- sides at 43a, Canning- street, Bedford. Was formerly manager to Mrs. WagstafF, Coton- road, Nuneaton, Warwick. May visit either of these places. Warrant issued. 11.— For embezzlement— TOM MORRIS MAR- SHALL, alias TOM MARSHALL and TOM H. MORRIS, an advertisement canvasser, age 28 to 30, height 5 ft. 7 or 8 in, stout build, broad shoulders, complexion fair, hair light brown, side whiskers and moustache fair, swinging gait, having been to sea ; dressed in matalassi Oxford coat and vest, dark tweed trousers, and brown Oxford hat. Cirries a black bag with copy of the Didot Bottin French Directory, also two receipt books belonging to the International Advertising Company, with Nos. 100to 150, and Inter- national Directories Advertising Company, with Nos. 34496 to 34545. Well known in the theatrical world, and is a frequenter of music- halls. Accompanied by his wife, age 28, height 5 ft. 7 in., slim build, com- plexion fair; dress, dark brown Batternberg jacket, brown hat. Warrant issued. REWARD. 12.— Newport Pagnell ( County).— Fordeserting his four children - FRANK COLLINS, a native of Olney Bucks, age 34, height 5 ft. 2 in., complexion pale, hair dark brown, eyes dark, long features ; dress, old dark cloth jacket and trousers. Warrant issued. The above reward will be paid by Mr. C. W. Powell, Clerk to the Guardians of the Newport Pagnell Union, for his apprehension. Information to Supt. Hall, Fenny Stratford. CHESHIRE. 13.— Macclesfield ( County).— For stealing £ 6 from a dwelling- house, 17th inst.— WILLIAM BRAD- LEY, native of Liddington, age 24, height 6 ft., com- plexion fresh, eyes blue, hair and moustache ( slight) brown, no whiskers, two large warts on back of left hand; dress, new black worsted suit, hard felt hat, lace boots. Warrant issued. Information to Supt. Large, Macclesfield. CUMBERLAND. 14.— Penrith ( County).— For committing an in- decent assault on a child, 17th inst.— A MAN, age about 30, height 5 ft. 5 or 6 in., rather stout build, complexion fresh, moustache and slight whiskers on chin dark ; dress, supposed blue lerge or pilot cloth jacket, drab cord trousers, double peak grey cloth cap, lace boots, upper leather in one boot is cut. A tramp. Information to Supt. Fowler, Penrith. DENBIGHSHIRE ~ 15— Wrexham ( County).- For stealing, 26th inst., a Boston silver lever watch, No. 50507 ; a boy's light tweed jacket, nearly new, pockets each side and breast; and a pair of lace boots— JOHN GILL, age 30, height 5 ft. 6 or 7 in., complexion fresh, hair brown, sandy moustache ; dress, brown tweed coat, black cord trousers, black- and- white necktie. Supposed to be an Army Reserve man, and will draw his reserve pay at Preston on 1st prox. Ha3 friends at 55, Gravel- street, Coventry. Information to Deputy Chief Constable Wilde, Wrexham. DEVONSHIRE. £ 5 REWARD. 1G Devon port ( Borough). — Woodcut portrait and description of JAMES DAN FORD, alias WALTER PERKISS, a private of the Duke of Corn- wall's Light Infantry, officer's servant, whose appre- hension is sought for stealing, 17th inst., £ 20 gold and silver— age 26, height 5 ft. 6 in., complexion sallow, hair and eyes brown, heavy brown moustache, full face, high forehead, turns his toes out when walking ; dress, blue overcoat, velvet collar, black cutaway coat and vest, striped trousers, black hard felt hat. By trade a baker.., Is said to be a native of Epsom, Surrey, and has lived at 4, Church- street, Epsom, before he enlisted. Took ticket from Tavistock to Waterloo Railway Station on 19th inst. The above reward wi. l be paid by Lieut. Rawlinson, D. CL. I, Devonport. Information to Head Constable Lynn, Devonport. DURHAM. 17.— Durham ( County).— For larceny ( bailee)— JOHN BARTON, a travelling watchmaker, age 64, height 6 ft., eyes grey, hair, whiskers, and moustache grey, proportionate build, stoops slightly when walk- ing ; generally dressed in black dress coat, vest, and trousers, long black hat; carries a small black bag con- taining his tools. Property not recovered, a silver lever watch, No. 19620. Warrant issued. Information to Supt Dunn, Durham. GLOUCESTERSHIRE. 18.— Fishponds ( County.)— For burglary and stealing, 7th inst.— 6 plated forks, 5 do. teaspoons; 2 pairs men's boots, one pair sidespring ( recently soled); one pair strong lace up ; 2 pairs ladies' button boots, plain kid, 13 or 14 buttons ( nearly new) ; I light tweed riding jacket; 1 pair livery breeches and gaiters, light brown with small pearl buttons at knees; 1 black mackintosh ; 1 new Oxford check shirt, button- holes not worked ; 1 blue silk antimacassar and 2 meerschaum pipes. Also 10th inst.— 1 green dust coat, large pocket inside ; 1 plated table- spoon, initials S P. on handle.— A MAN, age 27, height 5 ft. 7 or 8 in., complexion and side whiskers dark, rather thin face, proportionate build ; dress, black soft billycock hat, dark jacket and vest, fustian or light cord trousers. HAMPSHIRE. 19.— Gosport ( County).— For tmbezzlement — FREDERICK RUSSELL, native of Ryde, Isle of Wight, a butcher, age about 19, height 5 ft. 9 or 10 in , complexion fresh, hair light brown, eyes and slight moustache light; dress ( supposed), black jacket and vest, brown felt hat, low shoes. May seek employ- ment as a butcher's assistant, or may endeavour to enlist. Warrant issued. Information to Supt. Catchlove, Gosport. T H E POLICE GAZETTE. 3 20.— Portsmouth ( Borough.)— Woodcut portrait and description of HARRY E. W. WATTS, naval writer, whose opprehension is sought for stealing, 1st July last, from H. M. S. " Duke of Wellington," at Portsmouth, £ 248 12s. 7d., consisting of 19 £ b Bank of England notes dated " 15tli October, 1885, Portsmouth," Nos. 62232 to 50, and some gold and silver. Age 24, height 6 ft. 7 in., complexion fair, hair, moustache and eyes brown. Has passed as the Hon. Gerald Travers; was recently seen at the " Wild West Show." May be found in the company of prostitutes, and spending money freely. Information to Chief Constable Cosser, Portsmouth. HEREFORDSHIRE. 21.— Hereford ( County).— For rape on a child at Zarkhill, 20th inst.— A MAN, age about 20, height 5 ft. 4 in., complexion sallow, hair and moustache black, no whiskers j dress, blue mixture cloth coat and vest ( brown and yellow spots), supposed cord trousers, hard felt hat. Information to Deputy Chief Constable Cope, Here ford. 22.— Weobley ( County).— For housebreaking and stealing a light grey mixture cloth jacket, two pockets on hips and one inside left breast, and a dark- ribbed vest, with inside breast pocket ( nearly new)— A MAN, age 40, height 5 ft. 7 or 8 in., complexion fair, hair brown, whiskers sandy ; dress, dark coat, blue trousers, black billycock hat; A tramping Irishman. HERTFORDSHIRE. 23.— Hertford ( Borough).— For stealing a light tweed suit, dark great coat, bine check shirt, hand- kerchief with red and white spots, black felt hat ( marked E. T. Coombes, No. 2, Whitehall- terrace, Tottenham, inside), and a pair of waterproof boots, newly soled — CHARLES YOUNG, a blacksmith, native of Edinburgh, age 36, height 5 ft. 10 in., complexion fair, eyes grey, hair brown, heavy mous- tache light brown ; dress, brown cloth trousers, black diagonal coat, and is supposed to be wearing the stolen boots and hat. States he was 14 years in the Royal Artillery. Warrant issued. Information to Head Constable Jarrett, Hertford. KENT. 24.— Tonbridge ( County).— For failing to report — License Holder JOHN BOND, Office No. 33385, age 42, height 5 ft. 5 in., complexion dark, hair dark brownj eyes hazel, scars on forehead, right thigh, and buttock, E. B. and bracelet on left wrist, scar back of right hand. Sentenced at Central Criminal Court on 20th November, 1882, to 6 years' penal servitude for utter- ing. Licensed 22nd July, 1887. B J 631. Warrant issued. Information to the Superintendent, Kent Constabu- lary, Tonbridge. 25.— G ravese n d ( Borough).— For stealing a flannel suit of clothes ( Indian manufacture), an undress suit of livery, and other articles of wearing apparel— WILLIAM HARMS, a footman, age 26, height about 5 ft. 8 in., complexion fair, hair light; dress, dark mixture tweed suit. Information to Chief Constable Berry, Gravesend. LANCASHIRE. 26.— Bolton ( County).-— For committing a rape on a girl age 10, 18th inst.— A MAN, age about 30, height 5 ft. 8 or 9 in , complexion florid, very pimpled face, moustache and beard sandy ; dress, dark coat and vest, brown trousers, black billycock hat. Information to Supt. Holland, Bolton. 27.— Manchester ( City).— For mans'aughter— THOMAS JOHNSON, native of Manchester, age 28, height 5 ft. 6 or 7 in., complexion fresh, eyes brown, hair light brown, moustache dark, no whiskers ; dress, blue pilot cloth coat and vest, cord or moleskin trou- sers, cloth cap. Is a boatman, and well known to boatmen on the Bridgwater Navigation Canal. Warrant issued. Information to Deputy Chief Constable Smith, Manchester. 28.— Liverpool ( Borough). — For embezzlement, 11th December last— THOMAS FORD, age 53, height 5 ft. 7 in., stout build, complexion ruddy, hair grey ; wore a black coat, small check trousers, billycock hat. Supposed to be in London. Information to Chief Supt. Williams, Liverpool. LEICESTERSHIRE. 29.— Market Harborough ( County).— For steal- ing carpenters' tools ( recovered), 14th inst.— A MAN, age 33, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, round face, slight moustache; dress, dark coat, cotton cord trousers, dark cloth cap with peak, blue- and- white spotteS necktie, with silver- plated scarf ring. Appearance of a bricklayer's labourer. Information to Supt. Bott, Market Harborough. 30.— Leicester ( Borough).— For stealing, 6th inst., a lady's small silver watch, chased back, No. 52443 ; and a long gold guard, small chain pattern ( guard since found pledged)— A man named SEAGRAVE, a labourer, age about 40. height 5 ft. 4 in., thin features, dark moustache; dress, dark coat, light vest and trou- sers, black hard billycock hat, rather shabby appear- ance. Last seen at Loughborough 7th inst. 31.— Leicester ( Borough).— For failing to report — License Holder WILLIAM STRETTON, Office No. 32988, age 34, height 5 ft. 7 in , complexion fresh, hair dark brown, eyes hazel, scars crown and back of head, mermaid front of right forearm, anchor and cross back of left forearm, star, crown, and cross b) ck of left hand, rings 1st, 2nd, and 3rd left fingers, varicose veins right leg. Sentenced at Leicester, 3rd Apri', 1883, to 5 years' penal servitude for larceny. Licensed 14th May, 1887. J 273.— License Holder JOHN HENRY CRANSTON, Office No. 33052, age 41, height 5 ft. 7 in , complexion fresh, hair brown, eyes grey, small scar inside right wrist and outside left forefinger. Sen- tenced at Leicester, 17th October, 1882, to 5 years' penal servitude for horse- stealing. Licensed 31st May, 1887. 1 861. Information to Head Constable Duns, Leicester. OXFORDSHIRE. 32.— Oxford ( County).— For breaking and enter- ing a barn and stealing a quantity of barley, 14th March last— GEORGE OLIVER, alias SANDY, a labourer, native of Stonesfield, Oxford, age 27, height 5 ft. 5 in., complexion fresh, hair, whiskers ( thin) sandy, thin features ; dress, drab slop, corduroy trou- sers, heavy lace boots, deerstalker hat. Warrant issued. Information to Deputy Chief Constable Fernsby, Oxford. LEONARD, age 35, height 5 ft. 3 in, slight build, complexion sallow, hair dark brown, eyes blue, long sharp nose, scar right side of nose ; dress, black cloth suit ( frock coat), blue necktie with white spots, black silk tie ( all shabby). A tramping theatrical. Warrant issued. Information to Supt. Longden, Bilston. 37,- Brierley Hill ( County).- For stealing, 19th — A silver lever hunting watch, No. 30427, maker, J. Cochen, Birmingham, steel and leather guard attached • a silver brooch, horseshoe pattern, " Good Luck" across it, pin broken off; a silver keeper ring, buckle patttrn, and motto, " Forget- me- not"; a long silver- plated watch- guard, curb pattern; a blick imitation jet brooch; a bracelet of amber, green and white coloured beads ; a gold- plated ear- drop; a small black ditto ; a silver Geneva watch, white dial, steel hands, and seconds hand, metal curb pattern chain, with a three cent piece and a small token representing the head of Cetewayo attached ; and about £ 40 in gold and silver— TWO MEN ; 1st., age about 30, height 5 ft. 3 in., medium build, clean shaved; dress, dark coat and trousers, light muffler, black hard billycock hat • 2nd, age from 30 to 40, height 5 ft. 1 or 2 in., long features, tuft on chin, slight build; dress, short- skirted black jacket, light muffler, black hard billy- cock hat. One of the abo^ e had Lis left hand cut by breaking a window. Information to Supt. METROPOLITAN POLICE DISTRICT 95.— The attention of police is again directed to the proceedings of a MAN, known as WILLIAM PERRY, alias ELLIS, age aboui 30, short and stout, who has committed, and is reported to be at present commit- ting frauds on dressmakers and others by represent- ing himself as agent for the firm of " Messrs. E. Butterick and Co., 171, 173, 175, and 177, Regent- street," and has obtained subscriptions in advance for an illustrated paper of fashions, costumes, & c., called " The Delineator," published by the above firm, who have not authorised this man to act for them. He is believed to have been convicted at Bedford Assizes on 29th October, 1884, and sentenced to 3 months' imprisonment, and to have been discharged from Northampton Gaol in October last, after under- going 6 months' imprisonment, on both occasions for similar offencei. 96.— The attention of Police is directed with a view to hotel proprietors, innkeepers, etc., being cautioned against a man calling himself J. E. CROFT or CROFTS, who, by producing a forged furlough certificate, showing that he was Garrison Sergeant- Major of the 2nd Battalion East Yorkshire Regiment, Bombay District, has succeeded in obtaining board and lodgings from innkeepers at Burton- on- Trent, Lincoln, Market Harborough, and Northampton, and has left without paying hi* bills.
